Melbourne developer Spacious Group has completed Voyage Altona, one of the closest new apartment developments to Altona Beach.

The approval comes as developers continue to invest in premium lifestyle-driven apartment projects on the Gold Coast, where owner occupiers are increasingly prioritising amenity as much as apartment size and location.

Homecorp Founder and CEO Ron Bakir said Budds Beach provided the ideal location for the company's latest luxury apartment project.

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

Iwan Sunito secures approval for $1.9 billion Five Dock mixed-use precinct

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

State governments in Tasmania and Western Australia have introduced new stamp duty discounts aimed at encouraging the construction and purchase of new apartments and units.

These measures are part of broader efforts to increase housing density and provide more affordable housing options in regions where new construction has lagged behind demand.

In Tasmania, a 50 per cent stamp duty concession has been implemented for buyers of new apartments and units that are either off-the-plan or under construction.

The discount applies to properties valued at up to $750,000 and is available until June 30, 2026. This initiative is designed to support medium-density housing and make apartment living more accessible to Tasmanians.&nbsp;

The state government hopes that this will not only boost construction activity but also provide greater certainty for builders and developers by reducing financial risks associated with large-scale projects.

Western Australia has also introduced stamp duty exemptions and discounts to stimulate the new apartment market.&nbsp;

Buyers can benefit from a full stamp duty exemption on off-the-plan apartment purchases valued at up to $650,000 if the property is bought before construction begins.

For properties under construction, a 75 per cent stamp duty discount is available, also on purchases up to $650,000. Additional concessions are offered for homes worth up to $750,000.&nbsp;

Dairy giant Fonterra Australia has rescued <a target="_blank" href="https://www.smartcompany.com.au/growth/economy/33854-tamar-valley-dairy-goes-under-following-turbulent-times">Tamar Valley Dairy from administration</a>, acquiring the assets of the Launceston-based yoghurt business.
Fonterra will take on the processing equipment, related services, intellectual property and trademark for the Tamar Valley Dairy brand. The amount paid was not disclosed.
The acquisition will be effective from late November, subject to completion of the sale.

Fonterra said in a statement it had purchased 9.3 million shares in Bega at $4.95 a share, equating to a total cost of $46 million. Bega is one of three businesses locked in battle for Warrnambool Cheese and Butter Factory.
Fonterra managing director Judith Swales said the two companies had worked closely with the administrators to push through a difficult period for the Tamar Valley Dairy and its founders.
“The founding family has created a business with strong capability and innovation, known for producing new yoghurt formats and formulations, and in a relatively short timeframe they have built a national brand in Tamar Valley Dairy,” Swales said.
Details regarding roles for employees and the transition of company operations are still to be refined. However, Fonterra, which currently operates the Nestlé SKI brand, has confirmed the Tamar Valley Dairy site will be fully integrated into Fonterra’s Tasmanian and Australian manufacturing operations.
This will enable the business to create “greater efficiencies and scale, while ensuring that Tamar Valley Dairy’s innovation and its Tasmanian origin continues”, the company reported.
Fonterra has announced it will invest in manufacturing assets, as well as upgrading quality and safety systems. It also reported it will invest in people and further innovation in the yoghurt product range.
Tamar Valley Dairy went into administration in late September, with Deloitte Restructuring Services partners Glen Kanevsky and Tim Norman appointed.
The 17-year-old business was established in 1996 near Launceston, Tasmania and has 170 employees.
At the time Kanevsky said the business operated in an “extremely competitive sector” and that it had been challenged due to a “slowdown in sales and pressure on margins”.
Tamar Valley Dairy produces a variety of yoghurt products including classic, low fat and Greek varieties. It has been stocked in major retailers including Coles supermarkets, with its own brand and private label offerings.
In April this year the business was reported to have financial challenges, with founder Archie Matteo confirming with The Australian that his family company owed creditors and suppliers several million dollars as part of a “short-term liquidity problem”.
Fonterra operates two manufacturing facilities in Tasmania, and reports that it is responsible for processing over half of Tasmania’s milk. It collects almost 500 million litres of milk from almost 260 dairy farms each year, and employs 220 people.
Over the last two years, Fonterra has invested $20 million in these operations.

Fonterra saves Tamar Valley Dairy from administration

Tasmania's house sales are recording a 1.6% decrease over the September quarter, after a 10.5% increase over the June quarter, according to the latest Real Estate Institute of Tasmania (REIT) figures.
However, the picture is mixed if you dig a little deeper. Considering Hobart, REIT president, Adrian Kelly, said that house sales were down 11% for the quarter.
In Outer Hobart, sales were actually up 21% for the quarter and 62.8% for the year.
“Launceston house sales were down 7.3% for the quarter, while house sales in the North West Centres saw a slight increase, recording a 1.8% increase for the quarter," Kelly said.
“The median house price for Tasmania also saw a slight decrease for the quarter, down 1.4%, but resulting in a 3.5% increase over the year to date."
Looking at current median prices, he listed the top three most expensive suburbs: Battery Point Sandy Bay Mount Nelson

“First home buyers also remained relatively steady for the June quarter, accounting for 17% of house sales across the State, with a median purchase house price of $236,250," he said.

Hobart house sales down over quarter but picture mixed

House prices in Launceston are down 1.3% over the quarter to to $270,000 but up 1.9% for the year. In the North West Centres prices are up 2% and 7.6%
Across Tasmania the median house price fell 1.4% over the quarter to $295,000, but is up 3.5% for the year.
The six municipalities in Tasmania recording a median house price higher than the State median are Clarence ($350,000), Inner Hobart ($510,000), Kingborough ($385,000), Meander Valley ($300,000), Sorell ($325,000) and West Tamar ($320,000).
REIT President Adrian Kelly says after such a dramatic increase in house sales during the previous quarter,it was positive not to see too large a decline in the figures.
“The September Quarter Report also showed us which suburbs in Tasmania are experiencing the highest turnover, as well as which are the most affordable and expensive,” he said.
“The top three most expensive suburbs were Battery Point, Sandy Bay and Mount Nelson.
“The top three Tasmanian suburbs with the highest turnover of house sales were Kingston, Devonport and Blackmans Bay.
“First home buyers also remained relatively steady for the June quarter, accounting for 17% of house sales across the State, with a median purchase house price of $236,250.”

Outer Hobart defies Tasmania market plateau

Tasmanian Planning Minister Bryan Green made the announcement last week following his declaration of planning schemes for all local councils in the Cradle Coast region the week before.
The minister said that the signing-off on schemes for the West Tamar and Meander Valley councils means the majority of northern Tasmania is now covered by the new planning laws, news source urbananalyst reports.
Green said cooperation between the state government and local councils was the key to the success of the planning reforms. He cited the introduction of a single state-wide planning template, a new code for residential development and new regional land use strategies.

The Tasmanian Planning Commission says the minister's declaration of the West Tamar and Meander Valley interim planning schemes is the first step in the assessment process under the Land Use Planning and Approvals Act 1993.

New planning schemes for more than 50% of Tasmania

Nine new planning schemes have been announced for all councils in the picturesque Cradle Coast region in Tasmania.
This is part of the government's planning reform program that aims to deliver contemporary and more consistent planning schemes across the state, Urbanalyst reports.
Tasmanian planning minister Bryan Green said on Wednesday the region was the first in the state to have consistent new planning schemes that would focus on reducing costs and barriers to job-creating developments and housing through streamlined planning systems.
The new process has worked elsewhere. "Launceston, which was the first council in Tasmania to implement a new planning scheme, has already seen millions worth of investment unlocked and we want to see that happening around the state," Mr Green said.
Each of the nine councils in the Cradle Coast Region -- Burnie, Devonport, Central Coast, Latrobe, Waratah-Wynyard, Circular Head, West Coast, Kentish and King Island -- submitted draft interim planning schemes last December and, after amendments, they were adopted.
The Tasmanian Planning Commission says this is the first step in the assessment process under the Land Use Planning and Approvals Act 1993. The schemes will be exhibited and representations can be made to the respective planning authority.
"Whether developing on King Island, Devonport, Burnie, Queenstown or Smithton, these reforms will minimise costs for builders and developers by increasing the consistency, clarity and certainty of the planning system," Mr Green said.
In other areas of Tasmania, the minister has declared planning schemes for the Launceston, Northern Midlands, Break O'Day, George Town, West Tamar and Meander Valley local government areas.
"It is important that our planning laws keep pace with the expectations of local communities and potential investors. The government is delivering the most important planning reforms we have ever seen and we will continue working with all councils,’’ Mr Green said.
"We now have a single planning template for the whole state, a new code for residential development which is cutting costs and speeding up approvals, and new regional land use strategies."

Tasmania announces new planning zones for Cradle Coast Region

The Real Estate Institute of Tasmania (REIT) has slammed Minister Nick McKim for failing to involve them in the organisation of the Residential Property Transactions Bill 2013 prior to its debate in parliament.
REIT president Adrian Kelly said that in April, McKim had promised them the opportunity to discuss their concerns around the bill, which is now set to be up for debate today.
The bill will introduce new measures into property transactions across Tasmania, including a standard set of disclosure documents, cooling off periods for purchasers, stronger purchasers' rights around rescinding a contract due to unapproved building works and severe penalties for those who do not comply. 
“We have been very proactive in forcing Government to introduce mandatory smoke alarms into all rental properties, as well as assisting in setting minimum standards for rental properties,” said Kelly. These <a target="_blank" href="https://www.propertyobserver.com.au/tasmania/landlord-rules-overhauled-in-tasmania-minimum-standards-rental-increase-limits-six-week-eviction-notice/2013101365661?utm_source=po&amp;utm_medium=aida&amp;utm_campaign=latestnews">changes will be coming into force soon</a>.
“This new Bill will not solve any of the problems it is intended to. Instead it will make what is currently a simple transactional process so full of red tape and convolution that even the most experienced conveyancor or solicitor will find it difficult to follow," he said.
He noted that the government had not entered into conversation with the organisation due to their vested interests.
He pointed to a petition that had been signed by the "majority of all legal firms in this State" that opposed the bill.
“Surely the Minister can’t honestly believe he knows more about a real estate transaction than all lawyers and estate agents combined?" he said.
“The losers will be those ordinary Tasmanians who wish to sell their family home, because under this new Bill they can easily be duped by an unscrupulous purchaser," he said, while acknowledging that McKim's reasoning is likely to be about consumer protection.

Residential Property Transactions Bill already seeing sparks

Landlord obligations will severely tighten in Tasmania following amendments to the Residential Tenancy Act being passed by parliament last month.
Landlords are now barred from increasing rents in six month intervals, are required to maintain tenanted properties to a minimum level and must give tenants six weeks notice of eviction.
According to the Tenant’s Union of Tasmania tenanted homes must now be

<li>Weatherproof and structurally sound </li>
<li>Clean and in good repair </li>
<li>Equipped with bathroom and toilet </li>
<li>Serviced with a kitchen sink, hotplates and an oven (which can be a microwave)</li>
<li>Supplied with electricity and one fixed form of heating</li>
<li>Provided with curtains (except properties owned by Housing Tasmania)</li>
<li>Adequately ventilated</li>
</ul>
Landlords are now barred from requiring tenants to pay fees to lodge rent.
They may only increase rent in 12 month intervals, up from 6 months.
Landlords must provide 42 days notice for an eviction at the end of a fixed term lease, up from 14.
And landlords may not take photos of properties that identify the tenant.
But landlords may now evict tenants on a non-fixed lease if a family member of the landlord wants to move in while tenants must now give 21 days notice of leaving at the end of a fixed term lease.
According to Tenants Union Victoria the new amendments to the Act will likely commence on July 1st 2014 with some of the minimum standards coming into force as late as 2017.

As sales activity picks up dramatically in Tasmania, Property Observer looks at the top 10 Tasmanian suburbs with the greatest number of house sales over the June quarter.
The list is topped by Kingston, in outer Hobart, with 45 sales over the quarter.
