Private equity real estate firm Conquest has entered into a $220 million partnership with Woolworths’ development arm, Fabcot, to deliver its long-awaited Waterloo project on Bourke Street.

The Bourke Street development was first flagged by Fabcot back in 2021 as part of its push into Sydney’s residential market. However, progress has since stalled, with no activity on site amid a number of design revisions in consultation with the City of Sydney.

<a href="https://www.apartments.com.au/developers/conquest">Conquest</a>, which is actively planning more than $6 billion worth of new developments, predominantly mixed-use precincts, is now set to move the project forward.

The current plans include between 110 and 120 apartments across two buildings designed by Bates Smart at <a href="https://www.apartments.com.au/new-apartments/923-935-bourke-street-waterloo-nsw-2017">923 Bourke Street</a>. The scheme will incorporate a portion of apartments reserved for key workers, alongside premium commercial space at ground level, including a full-line Woolworths supermarket.

Construction is expected to commence in the second half of 2026.

Michael&nbsp;Akaawi, CEO of Conquest, said the partnership reflects the firm’s commitment to "convenience-led" urban renewal."

The news comes just a week after Conquest went to the NSW Government to upsize its plans for Castlecrag's Quadrangle Shopping Centre.

Conquest purchased the site for just shy of $70 million last year, with existing plans in place for a mixed-use residential and retail precinct comprising 38 luxury apartments.

Those plans have now been significantly expanded, with the developer lodging a State Significant Development Application with the NSW Government’s Housing Delivery Authority for 150 apartments across two 11-storey buildings. The apartments will sit above a four-storey podium, incorporating specialty retail tenancies and five levels of basement car parking, on the 5,166 sqm site at&nbsp;<a href="https://www.apartments.com.au/new-apartments/100-edinburgh-road-castlecrag-nsw-2068">100 Edinburgh Road</a>.

Conquest has been increasingly active in the development space in recent years. The group acquired the&nbsp;<a href="https://www.apartments.com.au/developments/eastlakes-nsw-2018">Eastlakes</a>&nbsp;Shopping Centre redevelopment, where it plans to deliver more than 1,000 apartments above a new retail precinct, and has also lodged a $900 million State Significant Development Application for a&nbsp;<a href="https://www.apartments.com.au/news/nsw/conquest-unveils-900m-stanmore-village-vision-for-landmark-inner-west-site">mixed-use precinct in Stanmore</a>.

Conquest partners with Woolworths to deliver mixed-use Waterloo project

A shift away from Sydney’s industrial past has left parts of the inner south defined by contrast, brick warehouses repurposed into dining precincts, former factory streets softened by landscaping and pedestrian activity.

Rosebery is one of those suburbs. Over the past decade, it has undergone significant gentrification, anchored by The Cannery, which has helped reposition the area as one of the inner city’s most sought-after lifestyle pockets.

What hasn’t kept pace with that transformation is new residential supply, which has remained relatively limited. Builder-developer Deicorp identified that gap early, securing a site in 2019 and delivering what is now one of the suburb’s most architecturally distinctive developments.

To realise the vision, Deicorp engaged Candalepas Associates to design The Rothschild, a project that is immediately recognisable from the street.

Completed in 2025, The Rothschild comprises two buildings across Rothschild and Mentmore Avenues, delivering 176 apartments. The development replaces a former industrial site, retaining a material and structural dialogue with its past while introducing a more resolved residential framework. The scale is deliberate but not monolithic, broken into forms that engage both street frontages, with retail at ground level and two levels of basement parking below.

From the street, the architectural intent is clear. Off-form concrete columns run through the façade, establishing a repeated structural rhythm that gives the building its visual weight. These are paired with deep-set arches and sections of exposed brickwork, creating a layered elevation that reads less like a typical apartment block and more like a reinterpretation of industrial architecture.

The material palette is intentionally restrained, with concrete left exposed and brick used to define mass rather than decoration. The result is a building that stands out through proportion and repetition, rather than height or glazing.

This approach continues internally. A central landscaped courtyard sits between the two buildings, anchored by an olive grove that acts as both a visual and spatial focal point. Rather than functioning as residual space, the courtyard is designed as a shared ground plane, where circulation paths, seating areas and planting come together to create a usable communal environment. Its positioning allows natural light to penetrate deep into the site while maintaining separation between residences.

Within the apartments, the planning follows a clear and functional logic. Entry points lead directly into open-plan living areas, with kitchens positioned as central elements alongside dining and lounge spaces. These zones extend to balconies or external openings, maintaining a visual connection to either the courtyard or the street.

Kitchens prioritise practicality, with generous bench space, ample storage and European appliances configured for everyday use. Bedrooms are typically set back from the main living areas, creating quieter zones within each residence, with separation achieved through layout rather than material change. Bathrooms are compact but efficient, incorporating mirrored cabinetry and integrated storage to maximise space. Across all residences, the emphasis is on clarity of movement and functional planning.

At ground level, retail and hospitality uses extend the building’s presence beyond its residential function. A café or restaurant space, alongside communal amenities such as a music room and rooftop areas, positions the development as part of a broader urban network rather than a standalone project. These shared spaces reinforce a lifestyle where the building operates as an extension of the surrounding neighbourhood.

Rosebery’s proximity to Green Square, The Cannery and nearby parklands supports this model of living, where much of daily life is within walking distance. The Rothschild sits comfortably within that network, contributing to the streetscape through its distinctive architecture, while internally organising space around light, structure and communal use.

The Rothschild is now complete and ready to move in, with limited residences remaining.

The Rothschild reinterprets Rosebery’s industrial DNA into residential form

KTQ has unveiled&nbsp;<a href="https://www.apartments.com.au/new-apartments/casilia-16-marine-parade-coolangatta-qld-4225">Casilia</a>, the final residential release within the Kirra Point precinct which really kicked off the boom in the area back in 2019.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

GURNERTM, in conjunction with joint venture equity partner MaxCap Group, is set to unveil its latest Gold Coast apartment project.

It's more boutique than the four-tower, $1.5 billion Budds Beach development La Pelago, which has notched over $350 million in sales.

This one is in Burleigh Heads, where GURNERTM, led by developer Tim Gurner, has approved plans for an 18-level building with 55 two and thee-bedroom apartments,&nbsp;with a landscaped rooftop deck, pool, and luxury private bookable amenities on a&nbsp;1,017sqm site at 1929 Gold Coast Highway.

Apartment sales rose to 470 over the third quarter of 2023, from just the 200 registered in the previous quarter.

Urbis Director Paul Riga said&nbsp;the majority of sales were centred around the traditional apartment precincts of <a href="/developments/surfers-paradise-qld-4217">Surfers Paradise</a>, <a href="/developments/broadbeach-qld-4218">Broadbeach</a> and <a href="/developments/main-beach-qld-4217">Main Beach</a> – while the remainder of sales along the <a href="/developments/gold-coast-qld">Gold Coast</a> were limited due to a lack of new projects.

“What the data tells us quite simply is that the demand for apartments has remained strong, with new developments harnessing the purchasers,” Riga said.

“This is great for the property market, underpins property prices but creates further problems with supply – meaning if new projects don’t get underway the supply will continue to diminish.”

Urbis noted a new trend, with three projects that were developed to be build to rent, switching to build to sell. One building went in the other direction.

There were five new project launches during Q3 2023, four in <a href="/developments/broadbeach-qld-4218">Broadbeach</a> and <a href="/developments/main-beach-qld-4217">Main Beach</a>.

There were&nbsp;1,770 apartments remaining for sale at the end of September – 82 per cent of which are in <a href="/developments/surfers-paradise-qld-4217">Surfers Paradise</a>, <a href="/developments/main-beach-qld-4217">Main Beach</a> and <a href="/developments/broadbeach-qld-4218">Broadbeach</a>.

The Gold Coast's north shore, coastal fringe, and southern beaches precinct all have&nbsp;limited supply, with just 264 apartments remaining for sale.

Highland CEO David Highland, whose Sydney-based company has expanded its operations to the <a href="/developments/gold-coast-qld">Gold Coast</a> and is marketing one of the city’s key apartment projects, <a href="/new-apartments/coast-surfers-paradise-43-garfield-terrace-surfers-paradise">Sammut Group’s Coast apartments</a> under construction on Garfield Terrace at <a href="/developments/surfers-paradise-qld-4217">Surfers Paradise</a>, said the data underpinned the resilience of the market.

“What this shows us is that demand for the <a href="/developments/gold-coast-qld">Gold Coast</a> has not diminished since the boom times brought about after the Covid pandemic,” Highland said.

“We are still seeing very strong interest from Sydneysiders keen to either move to the <a href="/developments/gold-coast-qld">Gold Coast</a> or at least take a stake in the Gold Coast’s future by purchasing an apartment here.

“The problem is that unless construction costs stabilise there may not be the stock required to meet demand, so buyers getting into the market now are in an enviable position where there may be considerable upside in the value of their apartments.”

Highland said the current inflationary pressures and construction costs were drawing buyers to quality developers which had the capacity to deliver.

“Projects under construction or with a builder locked in are certainly at a distinct advantage in the eyes of buyers. There’s a flight to quality – people want certainty in an uncertain environment where we don’t know where prices are going to."

Highland said it is encouraging&nbsp;people to get into the market sooner rather than later and it is perhaps why there has been an uptick in sales in the third quarter.

“We expect this will continue as we head into the peak selling periods for apartments over Christmas and New Year where hundreds of thousands of people will be holidaying on the Gold Coast and inspecting property.”

Gold Coast apartment sales jump in Q3 2023: Urbis

Brisbane has become the first of the eastern capital cities to erase to losses in the property market in 2022, CoreLogic's latest Home Value Index found.

Dwelling values in the Queensland capital have gone so well over 2023 that they've rubbed out the -8.9 per cent decline to reach a new record high.

Both the house and unit market have contributed significantly. Houses are 10.3 per cent up year to date, units 9.8 per cent.

Units, which incorporates both apartments and townhouses, posted another 1.3 per cent gain over October to be the best performing capital city unit market alongside Perth, although bested by their Gold Coast neighbours whose unit market posted 1.6 per cent growth.

The rolling quarterly average of Brisbane units is now up 3.5 per cent, taking it to a new median high $545,000. It is now on track to overtake Canberra and become Australia's third priciest capital unit market, behind Sydney and Melbourne. Canberra's median unit value is $589,000.

The chronic undersupply in Brisbane was alleviated somewhat by two new projects hitting the market in October.

National developer Kokoda Property, who submitted <a href="/news/qld/kokoda-propose-1-5-billion-triple-tower-riverside-development-in-teneriffe">plans for their $1.5 billion Tenneriffe masterplan</a> last month, has just launched <a href="/new-apartments/ruby-ruby-milton-12-crombie-street-milton">Ruby Ruby</a>, their second apartment development in Milton.

The <a href="/new-apartments/ruby-ruby-milton-12-crombie-street-milton">145-apartment project on Crombie Street</a> has already seen huge success, selling down around 90 apartments in the space of a few months before its public launch.

Spanning 21-levels and designed by Cottee Parker, <a href="/new-apartments/ruby-ruby-milton-12-crombie-street-milton">Ruby Ruby</a> features a suite of wellness amenity, the majority of it on the rooftop. It&nbsp;will feature an wet-edge swimming pool with several cabanas and day beds and a heath and wellness space with a gym, infrared sauna, spa, plunge pool and a yoga studio.&nbsp;

A true test of the appetite for off the plan apartments is when both ends of the market are firing, which is certainly the case in Brisbane.

YPM Group have seen a similar demand and uptake at their recently&nbsp;launched <a href="/new-apartments/sorano-house-kangaroo-point-12-hamilton-street-kangaroo-point">Sorano House</a>, just seven full floor apartments on Kangaroo Point's dress circle Hamilton street.&nbsp;

YPM has already sold over half of the apartments to downsizers from both Brisbane and the Sunshine Coast.

YPM Group Projects Director Phillip Rand says the successful start to the campaign has been underpinned by the decision to start construction before&nbsp;launching to market.

"Buyers at this end of the market want to have full confidence in the delivery of the project&nbsp;before they commit, and the biggest confidence driver&nbsp;in the current climate&nbsp;is construction&nbsp;certainty," Rand says.

McGrath's Head of Projects QLD, Jo Prince-Gillies, says the landscape of new luxury apartments and terrace homes is undergoing a remarkable transformation, driven by a scarcity of supply.

"This scarcity has shifted buyer preferences, placing a premium on quality, prime locations," Gillies says.

"The higher end projects we take on have resonated with the discerning affluent downsizer and empty nester market, mirroring a growing desire for sophisticated living experiences."

Gillies says their buyers, now more discerning as ever, are seeking certainty before they commit.

"We recognize the importance of providing reassurance, and we're diligently working towards confirming builders and construction timelines to instil confidence in our clients."

On interest rates, Gillies says that while the fluctuations have impacted the broader property market, our niche segment has exhibited resilience, particularly among buyers with budgets exceeding $2.5 million.

"Projects less than $1 million is where we have had to be a little creative to get buyers across the line due to finance and rising interest rates."

5Point to set new Palm Beach apartment benchmark with Ophira Palm Beach

The whole face of Southport, the waterside suburb in the north of the Gold Coast, might be about to change with a mega development site up for grabs.

Developers will be licking their lips at the massive 13,785 sqm parcel at 60 Marine Parade which has preliminary approved plans by DBI for a five-tower masterplanned precinct which could suit a range of uses including&nbsp;tourism and resort facilities, hotels, various forms of residential complexes, retail precincts, cafes, restaurants, offices, and international conference and exhibition centres.

The towers can rise as high as 335 metres. DBI's highest tower is 68 levels.

The approval timeframe for the project to be realised is four months, which means progress on the development could start early next year.

The towers, on Broadwater, will offer&nbsp;views over The Spit, Pacific Ocean and Gold Coast skyline.

Also available under the same ownership is the adjoining retail and commercial component at 1, 1A and 5 Nerang Street, Southport.

The Queensland Government and Gold Coast City Council have already granted preliminary development approval, designating it as a Priority Development Area (PDA) within the Southport Central Business District.

Canford agents Roland Evans and Angus Cottrell are selling the site in conjunction with Cushman &amp; Wakefield's Brad Hamilton and Josh Cullen.

Another 1.6 per cent value gain in the unit market across October marked the sixth consecutive month of plus one per cent growth,&nbsp;CoreLogic's monthly Home Value Index found.

The median unit value on the <a href="/new-apartments/gold-coast-qld">Gold Coast</a> is now $717,000, up 3.9 per cent on the rolling quarter and 8.8 per cent over 2023.

Comparing it to the capital city markets, the median is just over $100,000 less than the <a href="/news/nsw/city-beat-october-2023-all-markets-transacting-in-the-sydney-off-the-plan-apartment-market">Sydney unit median</a> and over $100,000 more than the next most expensive capital, Melbourne.&nbsp;

Despite many suggesting the traditionally cyclical <a href="/new-apartments/gold-coast-qld">Gold Coast</a> market would come crashing down when people started heading back into the office and not have the ability to work remotely, the market has bucked opinion and has been one of the best performing markets in the whole country this year.

<h1>What's happening in the Gold Coast off the plan market?</h1>

The COVID-19 pandemic lit a fire under the <a href="/new-apartments/gold-coast-qld">Gold Coast property market</a>, particularly in the off the plan apartment space.

Those who bought anywhere between 2020 and 2021 are starting to see their projects complete.&nbsp;

Despite interest rates rising significantly over the last 18 months, the overwhelming majority of buyers are still settling and are just having to accept an interest rate repayment they never thought would be this high when they purchased. That's because for the last two to three years, prices have skyrocketed. Most buyers are getting their valuations coming back for their completed apartments at 30 per cent more than what they paid.

And what's more, prices haven't come down like the rest of the country. The <a href="/new-apartments/gold-coast-qld">Gold Coast </a>has proven to be one of the most resilient markets in Australia, and the tight supply v high demand has been the contributing factor.

An interesting insight is that southern demand has continued well into 2023. Initially the southern boom, whether it was for migration purposes or an investment, started when southeners wanted to escape both the cold and the rolling lockdowns for the beach, with the ability to work from anywhere in the country at an all time high.

Now that's over, the expectation was southern interest would taper. But that's not what local agents have found.

Pezet Matheson Director Todd Matheson says southeners are still making up a large portion of both enquiry and purchases.

"Those buyers from the southern states aren't just investors looking to take advantage of the Gold Coast's tight rental yields, they're buying off the plan as a future home," Matheson says.

Southern city dwellers, as well as downsizing locals and those from Brisbane who are looking ahead to retirement, have dominated the sale of the Signature Residences at <a href="/new-apartments/lagoon-main-beach-11-23-cronin-avenue-main-beach">Lagoon Main Beach</a>, the under construction <a href="/developments/main-beach-qld-4217">Main Beach apartment development</a> by Drew Group.

Pezet Matheson secured $43 million worth of sales in the last six weeks at <a href="/new-apartments/lagoon-main-beach-11-23-cronin-avenue-main-beach">Lagoon Main Beach</a>, the majority of whom were new buyers to the <a href="/new-apartments/gold-coast-qld">Gold Coast</a>.

"There's been a large cohort of buyers who have come in and transacted quickly in the last month and a half," Matheson says, adding that the status of the project, and the fact it's under construction by one of the biggest and best builders in the country in Hutchisons, goes a long way in the current market.

The $390 million project, on a 4,000 sqm plus site, an amalgamation not seen since the&nbsp;1980s,&nbsp;comprises two towers of 259 apartments on the sought-after Cronin Avenue.

The two towers are called Sunrise and Sunset, each taking in either views of the Pacific Ocean or the hinterland.

There's also indoor and outdoor lounges, a fitness centre, yoga deck, a business hub, storage for surfboards.

Total Property Group are also seeing significant demand from southeners at the luxury end of the market they market in. They're marketing Royale, Jewel and Escape, and have recently launched Burly Residences, the North Burleigh apartment development by David Devine's DD Living.

Total Property Group Managing Director Adrian Parsons says however that recently the most robust enquiry at the top end has come from the local <a href="/new-apartments/gold-coast-qld">Gold Coast</a> and Brisbane markets.

"At this point it’s probably the strongest demographic we see," Parsons says.

They've had a strong resposne to the launch of <a href="/new-apartments/burly-residences-north-burleigh-264-268-the-esplanade-burleigh-heads">Burly Residences</a>, the Koichi Takada-designed apartment development with interiors by Mim Design.

"We knew the market response would be strong having sold out developments in Burleigh previously," Parsons said, adding however that North Burleigh is a little different when being compared to Burleigh Heads.

"It’s quieter and suits the owner-occupier or quiet holiday maker, footsteps from the ocean. Despite its more peaceful outlook, <a href="/new-apartments/burly-residences-north-burleigh-264-268-the-esplanade-burleigh-heads">Burly Residences</a> is also just a short stroll from the amenity at nearby Miami and Nobby Beach, presenting the best of both worlds."
