The Gold Coast economy has grown by 25 per cent since 2020/21 to surpass $55 billion, but perhaps the more significant story is what sits behind the headline number.

For decades, the Gold Coast has been viewed through the lens of tourism, lifestyle and population growth. The latest State of the City Report suggests that perception is increasingly out of step with reality.

Released by Invest Gold Coast, the report ranks the Gold Coast as Australia's largest non-capital city economy and, perhaps more notably, second nationally behind Sydney for Economic Complexity, a measure that assesses the diversity and sophistication of an economy.

It's a result that places the Gold Coast ahead of Melbourne, Brisbane, Perth and Adelaide, highlighting the extent to which the city's economic base has broadened beyond its traditional industries.

Today, the Gold Coast supports more than 350,000 jobs, is home to over 83,000 businesses and generates $19 billion in annual exports. Manufacturing now accounts for 62 per cent of international export growth, while sectors including health, education, advanced manufacturing, technology and professional services are becoming increasingly important contributors to the local economy.

Gold Coast Mayor Tom Tate said the report confirmed the city's evolution into one of Australia's most significant economies.

"The Gold Coast economy continues to grow at an incredible pace. This is no surprise to those of us who have watched the evolution up close," Mayor Tate said.

"As one of the most entrepreneurial, investment driven and opportunity focused economies in the country our ambition has been realised and possibilities are endless.

"The Gold Coast has built a reputation as the city that says yes. We say yes to investment, yes to opportunity and yes to people who want to build something.

"It's this mindset helping us drive major growth across health, advanced manufacturing, screen production, marine, technology and the knowledge economy."

While population growth has been one of the defining stories of the past decade, the report points to a broader economic transformation taking place.

The city's knowledge economy now contributes $7.9 billion annually and supports around 31,000 jobs, while the health and wellbeing sector contributes $5.2 billion and employs more than 42,000 people. Together, the six priority sectors identified in the report account for almost $24 billion in economic output and more than 145,000 jobs.

One of the strongest examples is the Gold Coast Health and Knowledge Precinct at Southport. The 200-hectare precinct now contains more than $5 billion worth of health, education, research and innovation infrastructure and supports over 16,000 jobs.

The report also highlights the growing role of advanced manufacturing, particularly in aerospace, defence and modular construction.

Gold Coast-based Gilmour Space Technologies recently became the first Australian commercial company to attempt an orbital launch, while companies including Modscape and ModnPods are helping establish the Yatala-Stapylton corridor as one of Australia's fastest-growing advanced manufacturing hubs.

The city's entrepreneurial culture is also translating into business growth.

Since 2019/20, the number of businesses operating on the Gold Coast has increased by 22 per cent, while firms employing more than 200 people have grown by 80 per cent. The report suggests the next challenge is converting more local start-ups and medium-sized businesses into nationally significant companies.

Development activity remains another key indicator of confidence.

There are currently more than $23 billion worth of major projects underway across the Gold Coast, supported by a record 75 active cranes, a figure that now exceeds Brisbane and represents a 150 per cent increase since 2016.

Importantly, the report notes the next phase of investment will need to extend beyond residential development.

While 93 per cent of crane activity is currently tied to housing, Invest Gold Coast argues future investment will increasingly need to focus on cultural, civic, infrastructure and industry-enabling projects that strengthen the city's long-term economic resilience.

Invest Gold Coast Chair Will Hodgman said the city was now benefiting from years of economic diversification.

"What is happening on the Gold Coast is the result of the city's economic base broadening, fuelled by industries with long-term, high-growth potential," Mr Hodgman said.

"This is no longer a secondary Australian economy, the Gold Coast is becoming a globally connected city with deeper capability across health, knowledge and creative industries, advanced manufacturing, technology and exports."

Looking ahead, the Gold Coast's population is projected to exceed one million residents by 2046.

Buyers rush to Homecorp's Florence Residences as Gold Coast wellness trend gains momentum

The NSW Government has expanded its $1 billion Pre-sale Finance Guarantee program, broadening access for affordable housing providers and smaller residential developments as it seeks to accelerate housing delivery across the state.

The Minns Government says the program has already helped bring forward more than 600 homes across Sydney and regional NSW since launching in September 2025, with similar models now adopted in South Australia and Western Australia.

The latest changes, announced by Treasurer Daniel Mookhey and Minister for Planning and Public Spaces Paul Scully, are designed to improve access to finance for projects that have planning approval but are struggling to secure funding.

Among the key changes is an expansion of support for community housing providers. The program will now support up to 100 per cent affordable housing projects valued at up to $30 million when delivered by not-for-profit providers, while support for larger affordable housing developments will increase for projects worth up to $80 million.

The government says the changes will help accelerate the delivery of housing for low-income workers, older people, people living with disability, and those at risk of homelessness, while reducing reliance on direct grants or subsidised loans to bridge funding gaps.

The eligibility criteria for smaller residential developments have also been broadened. The previous $5 million minimum project value threshold has been removed and replaced with a requirement that projects deliver at least four homes.

Support has also increased for projects delivering fewer than 20 homes, with the guarantee now able to cover up to 75 per cent of dwellings in a development, capped at $30 million per project.

The changes are expected to particularly benefit smaller-scale and regional developments, which often face greater challenges meeting pre-sale requirements imposed by lenders.

Treasurer Daniel Mookhey said the scheme demonstrates how government can use its balance sheet to stimulate housing supply without relying solely on taxpayer-funded grants.

"The Pre-sale Finance Guarantee shows how this Government is using its balance sheet to reduce risk and unlock private investment, enabling new homes to move from design to construction faster," Mookhey said.

"This landmark reform allows us to deliver homes for working families at a lower cost to taxpayers, while also maintaining strong financial discipline."

Planning Minister Paul Scully said the program had already proven effective in bringing stalled projects to market.

"The Pre-sale Finance Guarantee has already proven it can unlock stalled projects and accelerate housing delivery by giving lenders the confidence they need to back good developments," Scully said.

"These changes will allow more affordable housing and smaller developments to access support so more homes can be built faster where communities need them most."

Housing Minister Rose Jackson said the expansion would help community housing providers overcome financing barriers that often delay projects.

"We know community housing providers are ready to build more homes, too often they're held back by barriers to finance," Jackson said.

"Expanding the Pre-sale Finance Guarantee helps remove those barriers so more affordable homes can get off the ground sooner."

The announcement was welcomed by the Property Council of Australia, which has long advocated for measures aimed at improving project feasibility and access to finance.

Property Council NSW Executive Director Katie Stevenson described the expansion as a practical intervention that addresses one of the most immediate constraints on housing delivery.

"This is exactly the kind of practical intervention we need right now, focused on getting projects out of the ground, not just approved," Stevenson said.

"It builds on a model the Property Council has worked closely with government to develop following calls for such a scheme ahead of last year's NSW Budget, so it's great to see it being expanded."

Stevenson said the reforms would help unlock projects that are ready to proceed but have been delayed by financing challenges. However, she noted that broader feasibility issues remain a significant barrier to increasing housing supply.

"The biggest challenge in NSW housing today is delivery. Too many projects have planning approval but are simply not financially viable to proceed under current settings," she said.

Speaking at the Property Council's NSW Housing Summit, Housing Minister Rose Jackson acknowledged that feasibility and financing pressures continue to constrain housing delivery, while reaffirming the government's commitment to work with industry on solutions.

Stevenson said the government's recognition of those challenges was encouraging ahead of next week's state budget.

"It's positive to see the government clearly recognising that feasibility pressures are now a binding constraint on supply," she said.

"With the Budget just days away, the focus must be on backing delivery, making sure projects stack up, finance can flow, and more homes can move from approval to construction."

The expanded Pre-sale Finance Guarantee forms part of the NSW Government's broader housing agenda, which also includes planning reforms, the NSW Housing Pattern Book, and a series of rezonings intended to increase housing capacity across the state.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

Sovereign Islands waterfront home listed for $4 million

A group of large Australian industry groups have banded together to denounce the lack of action on issues surrounding combustible cladding. 
Australia’s fragmented approach to regulatory enforcement and compliance with building regulations requires a renewed commitment to national action to maintain public confidence in our built environment, the group said. 
The concerns of the groups are characterised by the following:
<ol>
<li>Australian and international insurers are introducing strict cladding-related exclusions in mandatory professional indemnity insurance products for building practitioners in the building supply chain.</li>
<li>The discovery of major defects in buildings has significantly reduced the ability of those building owners to find an insurer willing to accept the risk.</li>
<li>State and territory governments have not taken a consistent and comprehensive approach to undertaking and completing audits of existing high-rise buildings with combustible cladding, nor developed a remediation strategy.</li>
<li>Governments are taking an inconsistent and fragmented approach to implementing reforms described in the Shergold-Weir report, which was released 18 months ago. </li>
</ol>
They acknowledged that though some action has been taken to amend the National Construction Code (NCC) and effectively eliminate the use of many types of combustible cladding on new building facades, they believe the response of state and territory governments to dealing with cladding on existing buildings has been patchy and inconsistent.
In a statement released this week the groups stated:
"We urge the Commonwealth, State and Territory governments to work together in providing certainty through a uniform national approach to dealing with these matters.
"As organisations representing the building, construction, property and insurance industries, we urge the Federal Government to play a leadership role and bring together all state and territory governments to:
<ol>
<li>"Develop and implement a consistent and best practice Australia-wide response for risk assessment and a rectification strategy for existing buildings with combustible cladding with an agreed timetable that reflects the urgency of the issue. This will reduce confusion, clarify the scale of the challenge and support a viable professional indemnity insurance market that provides the coverage needed by industry participants and building owners.</li>
<li>"Establish a joint government-industry taskforce to oversee urgent and consistent implementation of all Shergold-Weir report recommendations across all jurisdictions."</li>
</ol>
Signatories to the statement were Property Council of Australia, Insurance Council of Australia, Ai Group, Australian Construction Industry Forum, and Master Builders Australia.

Industry groups call for building regulation reform on combustible cladding

After an extended downturn, Perth’s median unit price at June 2019 is estimated to be 27% below its March 2007 peak, according to the BIS Oxford Economics Residential Property Prospects 2019 to 2022 report. 
While affordability has improved significantly, price growth is being inhibited by a weak state economy, excess dwelling stock and weak population growth.
With conditions unlikely to improve in the immediate term, notable price rises are not expected to return until 2021/22 as the economy shows stronger signs and excess stock is absorbed.
Total median house price growth of 7% is forecast in the three years to June 2022 with a corresponding rise of 8% for median unit prices.

Perth residential market forecast to remain weak: BIS Oxford Economics

Hobart enjoyed median house price growth of 36% in the three years to June 2018, according to the BIS Oxford Economics Residential Property Prospects 2019 to 2022 report. 
However, affordability is becoming more challenging, it suggested.
Despite an undersupply and strong population growth, growth in the median house price is on estimated to have slowed to only 3% in 2018/19.
With net migration inflows expected to begin to ease as the affordability of the Tasmanian market becomes less attractive, house and unit price growth are expected to remain modest and total four per cent in the three years to June 2022.

Hobart house price growth expected to remain modest: BIS Oxford Economics

Victoria will spend $600 million to deal with the flammable cladding crisis on apartments across the state.
Around 500 buildings need rectification work to be made safe.
The state government are committing to $300 million from existing funds, but they are hoping the other $300 million will come from the Federal government.
Victoria Premier Daniel Andrews has written to Prime Minister Scott Morrison to ask for the funds to fix the issue.
If the Coalition don't match the $300 million that has been requested, funds will be sourced from an increase to the building permit levy over the next five years.

The move is among 35 recommendations made to the Victorian Government after 2,227 buildings had been inspected as of July 5.
Of those, 7 per cent were rated as an extreme risk, 40 per cent a high risk and 38 per cent moderate risk.
The data, presented at an industry conference, showed one evacuation order had been issued for a private building.
Emergency orders for urgent works were made on 51 properties with building notices issued on a further 387. 
The 35 recommendations were made by the Victorian Cladding Taskforce, headed up by former Liberal premier Ted Baillieu and former Labor deputy premier John Thwaites.
The ABC reported Daniel Andrews said the state was also examining ways to recover some of the costs from people and business "who had done the wrong thing".
It could include laws to punish dodgy providers and so-called "phoenix companies" that set up for only one project, then shut down and made it hard for people to sue them.
It has also flagged a plan that would see the Government assume the right to sue industry on behalf of residents because class actions had failed.

Building permit levy to pay for half of Victoria's $600 million combustible cladding rectification

The ANZ Bank has revised its forecast and now sees the bottoming of the housing market "in the coming months" following the policy turnaround. 
Economists Felicity Emmett and Adelaide Timbrell have forecasted prices will rise modestly through to the end of 2019.
They expect a three percent growth in 2020.
"After a period of significant weakness, house prices appear to be stabilising," their latest Australian Housing Update read.
"Sydney prices have fallen 15%, while Melbourne’s are down 11%," they advised.

"All of these factors have helped to shift sentiment from one of pervasive negativity to cautious optimism," Emmett and Timbrell said.
They warned however against a property boom that we saw from 2012 to 2017.

"Moreover, there is still a substantial amount of supply coming on stream, particularly in Sydney where the rental vacancy rate is at a 15-year high.

ANZ sees bottoming of the housing market in coming months

A Heidelberg Heights estate agency and its director have been reprimanded, ordered to pay a $2,000 penalty, and had a condition placed on their licences, after they contravened the trust account provisions of Victoria’s estate agent laws. 
A disciplinary inquiry at the Victorian Civil and Administrative Tribunal (VCAT) found that Robert Pedersen, 70, of MacLeod and Robert Pedersen Real Estate Pty Ltd (ACN: 142 558 674) did not: 
<ul>
<li>have their trust accounts audited within the required time, as required under the Estate Agents Act 1980 (the Act)</li>
<li>keep the required trust account cash receipts journal and trust account cash payments journal, as required under the Act’s regulations </li>
<li>complete and keep a trust account reconciliation statement at the end of each month, as required under the regulations.</li>
</ul>
The contraventions occurred between 2014 and 2018.
Under the licence condition, Mr Pedersen and the company must ensure that their trust accounts are audited for specified periods and sent to Consumer Affairs Victoria within three months. This is in addition to their existing trust account audit obligations.

After already passing the halfway mark of 2019, it’s an apt time to reflect on the incredible progress architects and construction firms have been making to shape the cities around us. The University of Melbourne will be opening it’s doors next weekend to invite the general public to take tours of the brand new transformative redevelopment projects which have been completed across 16 sites at both Southbank and Parkville campuses. 

<h2>Here’s a snapshot of some of Southbank Campus’ highlights this year</h2>

IAN POTTER SOUTHBANK CENTRE (IPSC)

<figcaption>Ian Potter Southbank Centre. Credit: University of Melbourne</figcaption></figure>Earlier this year, more than 1000 staff members and students moved into the brand new $109 million ICSP building designed by award-winning firm John Wardle Architects. 

The new building will house the Melbourne Conservatorium of Music and has been classed as a “once in a generation transformation” featuring state-of-the-art teaching, learning, rehearsal and performance spaces. The conservatorium also houses one of the world’s largest oculus windows at 6 metres in diameter, including a 400 seat cantilevered auditorium, a 180 seat ground floor studio and plenty of multi-use spaces.

THE STABLES

<figcaption>The Stables. Credit: University of Melbourne</figcaption></figure>The Stables is a world-class arts facility located within the heart of the Melbourne Art’s Precinct. Historically, the building was formally home to the Victorian Police Riding Brance, however, it has now undergone a complete transformation with design lead by Kerstin Thompson Architects and conservation works directed by Lovell Chen. The building is rich in history and provides a unique space for students to create art within the 170 studios, and perform at the new 260 seat multipurpose arts theatre for dance, theatre and music performances.

THE HUB

<figcaption>The Hub. Credit: University of Melbourne</figcaption></figure>Another newly-completed space is known as The Hub, designed by Lyons Architects. The Hub is a dynamic space which is home to the largest performing arts and music library collection in Australia.

Other buildings which will be open for tours will be the ABC Southbank Centre designed by Cox Architecture and completed in 2018; Australia 108 designed by Fender Katsalidis; Boyd Community Hub and Testing Grounds.

OLD QUAD

Credit: University of Melbourne</figcaption></figure>After a two-year restoration project, the University’s north wing quadrangle has been revitalised with the introduction of a towering stained-glass work by artist Tom Nicholson, and stained glass artisan Geoffrey Wallace.

WESTERN EDGE BIOSCIENCES

Credit: University of Melbourne</figcaption></figure>As the university prepares for the next wave of scientists, doctors and veterinarians, a brand new Life Sciences precinct has been added to the University of Melbourne’s masterplan, with design lead by award-winning firm, Hassell. The aim was to produce a facility which could house a 140 pax cohort with a range of laboratories, informal and collaborative learning spaces, workshop classrooms and storage facilities.

ARTS WEST

<figcaption>Arts West. Credit: University of Melbourne</figcaption></figure>Arts West is the new home to the Bachelor of Arts course and has been designed by ARM in collaboration with Architectus. The new facility is the most significant purpose-build education centre for the Faculty of Arts in 50 years, and offers a diverse range of facilities including digital, object-based and interactive classrooms, as well as informal spaces for discussion and quiet study alcoves.
