Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

HIA has welcomed the announcement by the Federal Government of the $2 billion JobTrainer package, which includes an extension of the vital Supporting Apprentices and Trainees wage subsidy until March 2021.
“The Supporting Apprentices and Trainees wage subsidy was the first employment assistance package introduced by the Government as COVID-19 began to take hold. It was well targeted and critical to providing both employers and apprentices the certainty they needed in those early days of the crisis,” said HIA managing director Graham Wolfe.
“While the HomeBuilder incentive has underpinned activity in the second half of 2020, there are many hurdles for businesses into the months ahead.
“Moving early and confirming that apprentices will now be supported beyond the original September timeframe to March 2021 simply makes sense.
“Today’s announcement extends the subsidy to medium-sized businesses with less than 200 employees also giving them greater certainty.
“The partnership between the Federal Government and the States and Territories announced today, giving more Australians access to free, or low cost, training places in areas of identified skills needs through a $1 billion co-funded JobTrainer fund, is also a welcome move,” said Mr Wolfe.
“Undertaking training may be a practical option for many people. Whether that’s reskilling or upskilling, looking at the opportunity to take on a building apprenticeship now offers a chance for workers to enter new careers and be paid while they learn.
“HIA will monitor the new National Partnership Agreement that will facilitate this training opportunity and work with the National Skills Commission to ensure building and construction trades are recognised as critical areas for the future.” 
“While this subsidy will make a real difference to current apprentices and trainees, it is important to provide a clear signal to the school leavers’ class of 2020 that moving into an apprenticeship in 2021 is the right decision. HIA looks forward to working with the Government to identify ways to bring in new students in 2021 and showcase the wealth of opportunities that exist in our industry.”

A new 50-year vision for Greater Sydney’s network of parklands and green open spaces has been launched by the NSW Government, heralded by an initial $10 million investment to revitalise one of the city’s forgotten harbour-side parks.
Planning and Public Spaces minister Rob Stokes said <a href="https://www.planning.nsw.gov.au/-/media/Files/DPE/Strategy-documents/50-Year-Open-Space-and-Parklands-Vision-2020-07.pdf?la=en" target="_blank">the draft</a> vision, which is now open for public comment, puts NSW on a path to the first-ever metropolitan-wide plan for the city’s open spaces and parklands.
“Our city’s parks are one of our greatest assets and belong to all of us; it’s time for a clear, single vision to protect, manage, enhance and expand them for generations to come,” Mr Stokes said.
“The COVID-19 pandemic has highlighted how we need to change the way we look at our public spaces – not as parks in a city but rather as Sydney as a city within a park.”
The Vision will be championed by a new Greater Sydney Parklands (GSP) government agency that brings together the Centennial Park and Moore Park Trust, Parramatta Park Trust, and Western Sydney Parklands Trusts, as well as the parklands of Callan Park and Fernhill Estate. 
Michael Rose, Chairman of the Committee for Sydney, has been appointed the chair of GSP board.
“In the past, the individual parkland trusts have had a sole focus on the land within their boundaries. Now we have a once-in-a-generation opportunity to look beyond those boundaries to plan for our parklands and open spaces over the next 50 years as a connected and vital network that forms the backbone of our city,” Mr Stokes said.
“This new city-wide agency will work in partnership with communities and local councils across Greater Sydney to champion the new Vision and ensure we’re working holistically to expand and improve our open spaces and parklands.”
Combined, the agency will oversee more than 6,000 hectares of parklands across Sydney, which host almost 40 million visits each year.

Millennials move home and turn to storage lockers

A new report by ING reveals almost half (46 per cent) of Aussie millennial home buyers say COVID-19 has made home ownership more achievable and a third (32 per cent) say they’ll buy a home within the next one to two years.
According to the report, millennials say they have used lockdown to get on top of their property goals by redirecting travel budgets to a home savings account (59 per cent), taking on a side hustle (37 per cent), and moving back in with their parents (36 per cent).
In order to save and buy a house sooner, half (50 per cent) of all millennial home buyers say they would consider living on the city fringes and the outer suburbs (45km or more from the city), the report found. More than one in five (22 per cent) say they plan to buy a smaller property in a cheaper area and rent it out until they can afford their forever home, while one in 10 (9 per cent) say they would consider buying a property with a friend or family member to get on the ladder quicker.
What’s more, millennials seem to be using different tactics and making significant lifestyle sacrifices to save for their future home. Almost half (48 per cent) say they will limit their personal shopping, reduce dining out experiences (42 per cent) and recreational drinking (28 per cent), give up their gym membership (21 per cent), and date less (24 per cent).
ING’s Head of Home Loans, Julie-Anne Bosich says: “What this research suggests millennials and Australians in general haven’t given up on the great Australian dream of owning their own home, they’re just re-thinking how they go about getting there and re-evaluating where they might want to live.”
“It suggests many people, especially millennials are being savvy by taking advantage of record low interest rates, government assistance and a weakened housing market to get on the property ladder.”
“The ING Future Focus: Homeownership report gives an overview of how the pandemic has changed how Aussies feel about their homes and home ownership and offers practical, money saving design tips for those wanting to make better use of space.”

Millennials set to take advantage of COVID weakened housing market: ING

A building company has been fined $90,000 for breaching the Work Health and Safety Act 2011 after a worker suffered a fatal fall from scaffolding on a Lidcombe construction site.
Hadcon Constructions Pty Ltd was contracted to build a six-storey residential apartment at Lidcombe when the fatality occurred. Upon investigation, SafeWork NSW found the scaffolding had been altered since installation and was inadequately secured.
Minister for Better Regulation, Kevin Anderson, said his thoughts were with the worker’s family.
“This is a tragic incident and my thoughts are with the family. Incidents like this should not happen – everyone deserves to return home to their family at the end of the working day,” Mr Anderson said.
“When working from heights, safety measures and precautions must be strictly enforced, such as only allowing licensed scaffolders to erect, alter or dismantle scaffold.
“Far too often we see tradespeople who are not licensed scaffolders removing or altering parts of the scaffolding in the course of their work, compromising the integrity of the structure – this is how serious accidents can occur.”
The NSW Government recently launched the Speak Up, Save Lives app, which allows workers to anonymously submit dangerous activities on site directly to SafeWork NSW.
“The Speak Up, Save Lives App means workers can report issues before incidents occur. If you spot anything risky, play your part in protecting your own safety as well as that of your work mates by immediately reporting it to SafeWork.”
Following the NSW Government’s introduction of the strongest workplace legislation in the country earlier this month, anyone who puts workers’ lives at risk through unsafe work activities will receive heavy on-the-spot fines or potential jail time.

More than 1,000 homes have now been completed under the NSW Government’s innovative Social and Affordable Housing Fund (SAHF).

Minister for Families, Communities and Disability Services Gareth Ward said another 2,500 new homes are in the program’s pipeline, with about half already under construction.
“This program is all about collaborating with the community housing sector to deliver projects that support vulnerable people, particularly those at risk of homelessness,” Mr Ward said.
“About half of the homes completed so far are dedicated to people over 55 years of age, because they are a growing vulnerable cohort that require additional support.
The Government is delivering the $1.1 billion SAHF in collaboration with community housing providers. Residents who move into the properties receive a service package that includes access to services and support tailored to their individual needs.
Minister for Water, Property and Housing Melinda Pavey said the Land and Housing Corporation was complementing the SAHF with the largest renewal of social housing in Australia.
“We’re not just putting keys in doors; we’re delivering new, integrated communities. This investment will breathe new life into local economies to reenergise social housing and create vibrant communities, not just buildings.”
SGCH Group CEO Scott Langford said SGCH is delivering more than 500 properties under the SAHF and recently completed a 49-unit development in Liverpool.
“We are steadily delivering over 500 new homes under the SAHF, drawing on the strength of our partnerships with government, financiers and support providers,” Mr Langford said.
“Together, we are providing residents the stability of a safe, affordable home linked with supports, this combination serves as a springboard to opportunity.”
The SAHF is a key initiative of Future Directions of Social Housing in NSW building more and better housing that blends-in with local communities.

New South Wales's social housing set to surge

A recent industry survey conducted by the Real Estate Institute of Queensland (REIQ) reveals that Property Managers across Queensland’s real estate industry have performed more than double the amount of ‘heavy lifting’ when it comes to rent negotiations between landlords and rental tenants.
This is outside of the Palaszczuk Government’s Residential Tenancies and Rooming Accommodation (COVID-19 Emergency Response) Regulation 2020.
REIQ CEO Antonia Mercorella says industry data like this is vital to help understand the essential nature of the real estate sector during unique circumstances such as the COVID-19 pandemic and its role in supporting the broader Queensland economy.
“This member survey aimed to identify a whole-of-industry snapshot in regards to the important role and to what scale our sector played in negotiating temporary reduced rents on behalf of more than 14,000 rental tenants with their landlords,” explains Ms. Mercorella. “Real estate professionals manage close to 600,000 Queensland households through property management services. The demand for more effective recognition of our industry during any future crisis of this nature is now more apparent, with property managers overseeing more than a double caseload of temporary rent reduction requests from tenants suddenly faced with the inability to fulfil their rent obligations.”
With over 1,200 REIQ property management member agencies surveyed throughout Queensland, the results show that only 6.05% of residential rental tenants qualified as “COVID-19 impacted” under the State Government’s COVID-19 Emergency Response Regulation. This represents approximately 3,950 renters from a State total in excess of 577,000 residential tenancies (Census, 2016). A tenancy is generally deemed to be “COVID-19 impacted” if a tenant is impacted by COVID-19 in certain ways and in addition, the tenant has suffered a loss of income of 25% or more, or the rent payable is 30% or more of a person’s income. A majority of negotiations achieved a satisfactory outcome regarding temporary rent reductions, with fewer than 800 referred to the Residential Tenancies Authority for further conciliation.
Furthermore, Property Managers proactively negotiated an additional 14% of temporary rent reduction requests beyond the COVID-19 Emergency Response Regulation, representing over 10,800 residential tenancies. That’s more than double the amount of qualified lease renegotiations recognised as ‘COVID-19 impacted.’ The bulk of these temporary rent reduction reviews took place across Brisbane (37.2%), Gold Coast (14.88%), Sunshine Coast (12.09%) and Cairns (6.51%) with the majority of tenants requiring a rent reduction of up to $100 per week (69.3%). A further 23.72% of rental tenants have required a temporary rent reduction of up to $200; 5.12% a reduction of up to $300; and, 1.86% a reduction of over $300 which represents just over 200 tenants.
“By the time the Prime Minister’s proposed protective measures for residential tenancies via a six-month moratorium on evictions reached the Palaszczuk Government, a highly-coordinated industry campaign for more fair and balanced protections for both tenants and landlords ensued,” says Ms. Mercorella. “However, the REIQ recognised that many rental tenants and landlords simply couldn’t wait. Large scale job losses were already in motion, with the entertainment, events, food and beverage, and tourism industries virtually grinding to a halt overnight. As a result, we were quick to work proactively with Property Managers across our member agencies to achieve an immediate framework of resources for tenants and property owners in significant financial distress to come together to negotiate temporary rent reductions in order reach an amicable outcome for both parties.
“The role our industry’s Property Managers have played throughout this pandemic is truly exemplary,” adds Ms. Mercorella.

Only 6% of renters qualified as "COVID-19 impacted": REIQ

The Morrison government has announced $2 billion – to be augmented by another $500 million from the states – for a skills package to boost training and job creation.
A $1 billion JobTrainer program will provide training or re-skilling for up to 340,700 school leavers and job seekers. Places for courses will be available from September.
This is to be funded on a 50-50 basis with the states. The government says there has been early support from most states after Scott Morrison raised the plan at national cabinet last week.
To get the JobTrainer funding the states will need to sign up to an agreement to reform their vocational education and training systems. Morrison has previously said the VET system needs to be simplified and better attuned to the skills employers are seeking.
The start of the courses would come just before with the scaling back of government COVID support measures. Not only are a huge number of unemployed in the job market but school leavers looking for jobs will find it extremely difficult.
The package also includes an extra $1.5 billion to expand and extend the wage subsidy for apprentices and trainees. This follows $1.3 billion announced in March.
The subsidy now supports 47,000 employers with 81,000 apprentices and trainees - the expansion will take this to nearly 90,000 businesses and 180,000 apprentices.
Eligibility will be widened from small businesses to medium-sized businesses with 199 or fewer employees. The subsidised apprentices will have had to be in place from July 1.
The program will also be extended by six months to the end of March.
The subsidy covers half the apprentice’s wages up to $7,000 a quarter.
Already $365 million has been paid out under the program.
The JobTrainer courses will be free or low cost and aimed at areas of need. These areas will be identified by the National Skills Commission in consultation with the states.
Morrison said: “COVID-19 is unprecedented but I want Australians to be ready for the sorts of jobs that will come as we build back and recover. The jobs and skills we’ll need as we come out of the crisis are not likely to be the same as those that were lost.”
Current sectors looking to expand their workforces include health care and social assistance; transport, postal and warehousing; manufacturing; and retail and wholesale trade.
The courses will be delivered by public, private and not-for-profit providers.
Speaking on Melbourne radio on Wednesday, Morrison again made it clear the government will avoid a hard cut off of assistance at the end of September. He said it would continue to provide income support to those who needed it.
