Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Now on public exhibition through the NSW Government's Housing Delivery Authority pathway is a State Significant Development Application for a further 657 homes on the prominent gateway site opposite Beaton Park.

The proposal comprises three buildings, including two build-to-sell towers rising 25 and 30 storeys, delivering 391 apartments, alongside a 12-storey co-living building with 266 residences, making it one of the largest co-living proposals currently planned in regional New South Wales.

Of the apartments proposed in the build-to-sell towers, the majority, 310, are two-bedroom dwellings. The balance comprises 44 one-bedroom apartments and 37 three-bedroom residences. Apartment sizes range from around 50 sqm for one-bedroom homes to approximately 90 sqm for three-bedroom apartments.

The submission says the proposal has evolved significantly from its original Housing Delivery Authority application following extensive consultation with the State Design Review Panel and Wollongong City Council.

The final scheme has been designed to align with the emerging vision for the Flinders Street Precinct, an area identified by Council as a future high-density mixed-use neighbourhood capable of accommodating substantial housing growth close to transport, employment and community infrastructure.

According to the design report prepared by COX Architecture, the development aims to "deliver a built outcome consistent with the future character of the Wollongong CBD while responding to the site's unique constraints and opportunities."

"Our vision for the next phase of the site evolution in Wollongong is grounded in three design pillars that guide the design response: place, natural environment and celebration," COX said.

"Inspired by its surroundings and grounded in the stories of place on Wodi Wodi Country, the design proposal acknowledges the established character of its setting while creating a unique and timeless identity that sits harmoniously within it.

"The design proposal responds to its specific site conditions, acknowledging the vegetation, climate, wind conditions and solar access of the site."

The architecture responds directly to the site's position between Wollongong's urban core and its natural landscape setting.

COX identified views towards Mount Keira and the Illawarra Escarpment as defining features of the site, while the upper levels of the towers will also capture expansive views across the city and out to the Pacific Ocean.

The design team has positioned the tallest buildings closer to the rail corridor, where overshadowing impacts can be better managed while establishing a landmark built form on the northern approach into the city.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>

Off-the-plan property explained: What is stamp duty?

The financial viability and challenging Australian climate have forced some long-standing grazing models to evolve in the Darling Downs region, and, therefore impacted the property market, according to the latest rural report from valuation firm Herron Todd White.
A transition towards trading cattle is expected to allow greater turnover and spreading cash flow, however the report found that the recent spike in cattle prices has created some anxious caution in the market.
“Where we are also seeing some conservative buying despite ability to run higher numbers but in some cases trying to spread risk through providing agistment on surplus country,” the firm said.
The rural market in south-east Queensland is starting to witness a slight increase in the number of listings on the back of much needed rain after prolonged drought.
“We are expecting the strong demand to continue as any potential purchasers prior to the rain would view assets more favourably now that they have the ability to stock,” the firm added. At this stage the continued strong demand will likely create a firming in values in the short term until supply equalises buyer demand particularly for grazing assets.
The broadacre farming market has seen unprecedented level of buyer demand, especially towards the back end of 2019, when the drought was impacting on market confidence and, despite the rain, cash flow won’t exist until crops are harvested.
As we are seeing the country go into lock down due to the Coronavirus, this will have an impact on many business and financial markets. To a large degree, the agricultural sector has been insulated from its effects to date, however the ability to source fertilisers, chemicals, parts, labour etc will likely be affected at some stage.
Further risk will also be created by any uncertainty in the financial markets, which will ultimately have the potential to create low investor confidence.
“On the upside, agricultural investments will likely be viewed more positively by investors seeking tangible assets underpinned by the world still needing to feed itself,” the firm added.
A recent pending sale north-east of Dalby, comprising Bottle Tree softwood scrub merging to Ironbark grazing block was placed under contract following three inspections within the first week of listing and reflected circa $5,100 per hectare excluding structures.
The pending sale reflects the continued strong demand evident in the market for smaller scale assets.
Further west near Roma, the market remains strong with the sale of Iona, a 1,543 hectare holding south of Wallumbilla for $6.4 million ($4,148 per acre) to a neighbour at auction.

Darling Downs region marred by "anxious caution" but slowly gaining ground: HTW rural

Point Piper is rumoured to have secured the second highest residential house price in Australian history with a reported near $95 million sale on the waterfront Wolseley Road to a buyer born overseas but now based in Sydney.
The Wentworth Courier and Domain are saying it's the trophy home Edgewater, the longtime property of the co-founders of Katies women's clothing chain Joe Brender and the late Sam Moss.
Remarkably no agent has stepped forward to take the credit, nor big timing buyers' agent claiming they introduced the buyer to the tightly held property.
There are whispers the agent behind the 2022 delayed settlement deal, which only exchanged on Monday, was the Sotheby’s agent Michael Pallier. And the buyer is believed to be Gold mining businessman “John” Changjin Li, according to Domain.
The business duo paid $5 million in 1985 for the home, which was the vision in the early 1980s of the international entertainment promotor Michael Edgley.
The top floor area of the then vast 240-square contemporary mansion was Michael Edgley's private office bedecked with portraits and awards of the stars Edgley toured including John Denver, Rudolf Nureyev, Marcel Marceau and he Moscow Circus Performers.
It was reportedly bought as a concrete shell.
It was the architect Stephen Gergely who was commissioned to convert it into two apartments after Brender and Moss bought the Wolseley Road property located toward the coveted tip of Point Piper.

The Moss's apartment had been offered as a $6,000 a week rental.
There's a shared entertainment level with a kitchen and an indoor pool for both families. 
Set by its 40 metre water frontage is one of the few Sydney harbour front tennis courts in existence. 
The price is just $5 million shy of the $100 million Australian house price record paid by the Atlasssian billionaire Mike Cannon-Brookes and his wife, Annie in 2018 in Double Bay.
Although technically a sale of two apartments rather than a detached house, the two Edgewater apartments top the 2016 purchases by Menulog co-founder Leon Kamenev in Vaucluse.
He spent $80 million on four adjoining lots and is building a mega-mansion.

Edgewater, Point Piper rumoured to have sold for around $95 million

The largest real estate group in Victoria holds great concern for many of its customers following the announcement by the Victorian Government that private inspections of properties will not be allowed until 26 October, 2020.
As managing director of the Ray White Group, I am asking the Victorian Government to reconsider its ban on private inspections.
Private inspections alone will enable the industry to safely serve its customers and ensure that the most important financial transactions of their lives can be undertaken without further delays.
It has been a devastating day. Many of our customers often need to move properties for fundamental reasons - be it illness, divorce or other hardships like unemployment. It’s been distressing to listen to the feedback from customers now facing significant financial consequences as a result of these restrictions.
It makes absolutely no sense to forbid private inspections when you compare the safe environment we can create compared to the activities that are being allowed.
Despite many customers needing to buy and sell, yesterday’s decision means that many customers will be racing the clock to achieve a settlement before Christmas, given the time required to market property and the usual settlement period. It also applies significant pressure to those searching for a rental property or trying to lease their property.
Our leading group has been inundated with calls from customers who are distraught at the prospect of further significant delays in the marketing and sales of their properties.
Distraught customers include 70-year-old Brenda Hemphill, of Ringwood, who has bone marrow cancer and just needs to find a rental property to move into on September 25.
"I have to be out of the house by September 25 as my husband’s business went bankrupt and forced the sale,” said Mrs Hemphill, who recently sold her unit at auction through Ray White Ringwood.
“I have bone marrow cancer and need to stay close to the hospital for treatments. We have had to sell our forever home and there’s no chance of delaying the settlement as my husband went bankrupt but the house was in both names,” Mrs Hemphill said.
“I cannot go and view any rental properties. I am imploring Dan Andrew to make life a bit easier for us as not everything is around the corner to get the things we need.”
Another distressed client named Judy, who has her home on the market with Ray White Chelsea, simply wants to move to Queensland to help support her daughter.
“My son-in-law is a pilot and due to COVID-19, he has been relocated to Sydney to fly freight planes and my daughter is a working mum trying to juggle work around their two year old child. I’m a nurse and I’m incredibly disappointed that real estate activity hasn’t been reinstated because with the correct COVID procedures in place, the risk to the public is absolutely minimal when privately inspecting a property,” Judy said.
“I’m all alone down here and my daughter is all alone up there, and she’s had her own emergencies. All I want is to be in a financial position to sell soon and go to her when the borders finally reopens.”
Based on the people we have spoken to, there would be thousands of Victorians in distress as a result of the announcement.
The Big Four Australian banks have all spoken at length about the size and extent of mortgage deferrals. While they confirmed that loan deferrals will be extended on a case-by-case basis to March 2021, the message is clear: “the property market is holding up well, you may want to make the decision to sell and put yourself on a stronger footing”. Unfortunately for our Victorian customers with mortgage deferrals in place, they will be unable to do so.
In collaboration with the industry, Ray White has developed a detailed set of operating protocols for conducting private inspections to keep our customers safe.
These include a single buyer and agent inspecting for less than 15 minutes, without touching surfaces and observing social distancing.
We are not aware of any community transmission occurring in Australia as a result of real estate activity, and we estimate that nearly 180,000 properties were listed and marketed across Australia since April. That includes conducting open homes and auctions throughout Sydney throughout July and August and private inspections in the lead up to the Stage 4 Melbourne lockdown, when community outbreaks were occurring in both cities.
We note that physical on-site meetings will be permitted from 13 September in the construction industry and display homes will be open by appointment only from 28 September. We see no difference between these settings (particularly for many properties that are vacant) and believe the same settings can be achieved in the real estate industry.
We call on the government to review its decision and would welcome any opportunity to work collaboratively, for the good of the Victorian community.

Victorian real estate customers stuck in limbo: Dan White

Dan Andrews, the Victorian premier, was asked by journalists at his Wednesday press conference on the holding of open for inspections and auctions.
There is currently a late October and late November roadmap.
Melbourne real estate will fully open with safety measures from November 23, however from October 26, if the daily average of new cases is fewer than five and there are fewer than five cases with an unknown source in the prior fortnight, agents would be allowed to hold private inspections and to hold outdoor auctions subject to gathering limits.
The REIV requested a review.
Here is the response to questions put by journalists at the Wednesday press conference:
Q: They can’t have an inspection, let alone an auction, when can they start to expect –
Dan Andrews: I don’t have the roadmap in front of me, but I’ll find out when we can expect to have those inspections, open houses and auctions. Looking closer to a normal, it’s not next week. It needs to be, for safety reason. When you think about it, there are many people who attend auctions. There are many people who would see themselves as there to bid. There, are then – I had a house sell in our street not long ago, prior to COVID, so it is a little while ago actually. There were a lot of people there who had no intention of buying the place, could never have had registered, but turned up to have a look. And all of a sudden you have a gathering that is way too big and way too risky, in terms of spreading this virus. I know it’s not easy, I know there are many in the real estate community and vendors and people across the state, who are all in different settings. But just like pubs, cafes and restaurants, they wouldn’t be back to normal for long. You’ve gotta find that long-term normal and then lock that in.   
Q: Like pubs or cafes, restaurants, what if you could have inspections or at least people could come along and leave their details with their mobile number and their names.
Dan Andrews: Sure, let me come back to you. As I said, I haven’t got the document in front of me now. There’s a lot in it. But, I’ll get you an answer on when we think that will be able to happen. It did come back but of course the circumstance has changed.
Q: And are there any hardship exemptions on that? Can people apply, say if they are in financial dire straits, and they apply in some way, they can have a few people come over and look at the house, to sell the house?
Dan Andrew: Look, there are exemptions available to any of these rules and we have always welcomed people making their case. And there is a whole team dealing with that… On the specifics of that, I am not sure if I have had anybody come to us arguing that. But, I am more than happy to ask.

With architecture and interior design by Fieldwork and DesignOffice respectively, Wilson Ave Brunswick responds to its local context in its architectural form and interior experience. It explores the subtle elegance of traditional utilitarian materials chosen for their ability to age with grace.

The design narrative was driven by a process of distillation and deduction to create a distinct dialogue with the traditional bluestone foundations and cobblestone laneways visible throughout the neighbourhood, an enduring backdrop for living. Drawing inspiration from the local area, it was important to create a building that resonated with Brunswick and serve as a benchmark for contemporary architecture in the area.

3. Paying homage to Neometro's history and Milieu's development approach, while referencing the area's brutalist post-war buildings, the façade is defined by a bold and singular material: concrete. Its use ensures that the building will age gracefully and develop a unique character as the years go by.

Melbourne apartment of the week: One Wilson Ave, Brunswick

The Agency West Coast have offloaded their rent roll for $3.6 million to Managex Funds Management, a private company chaired by Crown Perth chairman John Poynton.
The deal involves an ongoing partnership with Managex, who are looking at further rent roll acquisitions with The Agency.
The WA rent roll business is currently 1,173 managements.
The sale does not include The Agency Group's east coast property management business which consisted of 3,665 properties under management at the end of June 2020.
"The Agency reaffirms its commitment to East Coast property management business, which remains integral to the Company", The Agency advised.
Managex will use The Agency Group brand in WA under a licence agreement and will focus on retaining property management staff.
They will refer sales leads to The Agency, with The Agency in turn referring property management leads to Managex.
The Agency will accomodate Managex at its Perth office.
Poynton, who sits on the board at Future Fund, recently established Managex alongside Emerald Capital managing partner Kim Slatyer, who is Managex's managing director.
Managex secured debt funding for the acquisition from Judo Bank which recently established an office in Perth headed up by managing director Ben Tuszynski.
The deal is expected to be completed by the end of Q3 CY2020.
On the formation of the strategic partnership and the sale of the West Coast rent roll, The Agency Group’s managing director Paul Niardone, said the sale of the WA rental roll business will improve their balance sheet and facilitate greater alignment to their core business.
“The Agency continues to develop its unique busines model which attracts and incentivises the best real estate sales talent," Niardone said.
"This sale increases our focus on developing this model while simultaneously increasing our referral power and overall business flexibility.
“The benefit to our sales agents is that they will have access to a larger pool of sales leads from the growing Managex owned rent roll and they will also be rewarded for referrals of property managements.”

The Agency sell $3.6 million West Coast rent roll to Managex Funds Management

Gold Coast estate agent Nick Slater has been confirmed as the victim of Tuesday's shark attack off Greenmount Beach.
Slater worked at London Estate Agents Mermaid Beach, ran by principal Ron London.
He had been there since last November, having previously worked as a sales manager in Ray White's Projects Gold Coast division.
He spent the vast majority of his career at McGrath in Canberra. He was an agent and business development manager for nearly a decade.
Slater had secured two sales this year, both in Mermaid Beach, two villas. He secured $1.42 million for four bed home and $741,000 for a three bedder.
“While I’m focused on getting the best possible sales result, I want the journey to be as a pleasant as possible," Nick said about his approach.
“I feel privileged to be entrusted with client’s business, and I like to repay that trust by delivering a superior service experience.”

Whitsunday achieves record month of sales as Melbourne buyers in lockdown dream of a tropical getaway.
Ray White Whitsunday sold more than $21 million worth of stock in August, with principal Mark Beale claiming he is fielding “dozens of calls” a day from southerners prepped to travel at the end of lockdown.
“So many people are looking to buy a holiday home in Airlie Beach with the option of living here full time or working from home", Beale says.
"It feels like everyone from down south wants to have a property here.
"So many of our buyers are working remotely anyway."
Recently, Hog’s Breath Café founder Don Algie sold his Whitsundays mansion Chesapeake Whitsundays through Beale.

The off-market sale was the highest price achieved in the Whitsundays mainland since 2018 when Mandalay House sold for $14 million.
The buyer was revealed to be Alan Thomas Galloway of the world famous Alabar horse breeding stud in Victoria.
“I was flying and I saw the mountain with Chesapeake on the top at 1000ft above sea level, it was like a beacon", Galloway says.
"I have fallen in love with Airlie Beach, it’s like a hidden gem, a slice of paradise."
Set on 22 hectares, the gated Chesapeake estate has a three bedroom, four bathroom home with a number of living areas, a full stainless steel chefs kitchen and an upper pool.

Surge in demand for tropical paradise as Whitsunday's nets big sale

With the economic impacts of COVID-19 driving up unemployment and worsening Australia’s affordable housing crisis, we asked regular collaborators Toby Lauchlan, Multi-Residential Partner at <a href="https://www.chc.com.au/">ClarkeHopkinsClarke Architects</a> and Karen Janiszewski of affordable housing development consultancy <a href="https://www.urbanxchange.com.au/">Urbanxchange</a> how developers can be part of the solution.

Increasingly, local councils require developers to include affordable housing in residential and mixed-use development in their plans. Community housing, social housing, public housing, NDIS, build-to-rent, rent-to-buy – many models can fit the bill. But how best to employ them?

Given the paucity of federal government housing policy and incentives over the past 30 years, state and local governments have laid out their own very different visions, approaches and planning requirements. That means huge variations in markets, expectations and even definitions from place to place. A quick <a href="https://www.urbanxchange.com.au/blog/">overview</a> helps.

With few financial incentives, it’s little wonder many developers only consider affordable housing when it’s mandated or as a way to move unsold properties. But approaching it as an afterthought often means extra time and expense altering interiors to meet the needs of specific markets (NDIS housing, for instance).

There are social costs too. At its essence housing is a fundamental human right. We feel a social responsibility to design neighbourhoods and housing for everyone, including growing numbers of low- and moderate-income earners and vulnerable groups who can’t afford traditional homeownership or market rents. Even before COVID-19 hit that was a surprisingly diverse mix: first homebuyers, sole parents, singles, young people, older people, key workers, welfare recipients and low-to-moderate income earners. Officially, ‘moderate’ includes all of us earning as individuals up to $63,000 and as a household $130,000 per year, or around 60% of Australian households. 

Three decades of dwindling supply has created an estimated shortfall of 489,000 affordable homes. In NSW alone the waitlist just for social housing is almost 60,000 and the wait time between five to 10 years in some neighbourhoods. With COVID-related recession deepening, millions more will need affordable housing in the months and years ahead. Without the kind of stimulus and support many developer industry groups, commentators, researchers and politicians are calling for and increased public and private investment in affordable options, many face homelessness.

We’re finding myriad ways to create high-quality, high-impact affordable housing through collaborations with like-minded partners. Community housing providers know the local market and legislative framework inside out. When developers team up with them, and with architects and builders who understand their needs and maximise sites and budgets accordingly, they can take plans to council that meet their strategic objectives and benefit broader developments (for example gaining useful concessions like extra height). As either stand-alone projects or as part of larger multi-residential or mixed-use developments, well designed affordable housing meets real market need, holds its value over time, improves residents’ lives and creates lasting community benefits from greater social inclusion to reduced healthcare spending.

There’s no silver bullet when it comes to approach, typology or scale: everything has its place. ClarkeHopkinsClarke is currently working on a dozen affordable housing projects, all very different and as site-specific as every project. Here are a few adaptable models and emerging markets worth exploring by developers keen to increase their social impact.

<h2>Affordable apartments for women and families leaving violence</h2>

ClarkeHopkinsClarke Architects and UrbanXChange recently completed the third in a series of affordable apartment developments by with community housing provider Women’s Housing Ltd for women and children who have left family violence, and women over 55. Women’s Housing Ltd develops and retains each property, and tenants pay no more than 30% of their income in rent. The brief is safety and sanctuary that’s lovely to inhabit, inexpensive to operate and maintain, and designed to retain its value and appeal long-term. We’ve raised the bar with each development but they all feature light, spacious and energy-efficient one- and two-bedroom apartments, great Environmentally Sustainable Design, average 6-star NatHers energy ratings, warm, robust materials and finishes, strong security, and private outdoor terraces.

Knox Council recognises the need locally for affordable housing and is very supportive of it, so planning was a pretty straightforward process for Bayswater 2. It features 24 apartments for a mix of younger and older women and families. It uses a simple form, big setbacks, and long-lasting materials like pre-cast concrete and dark metal cladding softened with gentle curves, timber-look battens, landscaping and a beautiful, towering gum tree at the front facade. A particularly spacious top-floor apartment with spectacular views is rented out at market rates, helping to offset below-market rents throughout. Apartments are carefully oriented for views, privacy and sustainability and feature lots of natural light, generous spaces, quality, durable finishes and a host of ESD features: an embedded energy network, solar panels, double glazing with thermal breaks so doors and windows don’t conduct heat, masses of insulation, ceiling fans in living areas and bedrooms, and rainwater tanks.

<a href="https://www.chc.com.au/project/bayswater-womens-housing-1-1">Bayswater 1</a> next door and <a href="https://www.chc.com.au/project/newport-womens-housing">Newport</a> both won UDIA awards for affordable housing. Bayswater 1 features 27 apartments over four levels, all with and open plan living areas and outdoor terraces or balconies. Newport contains a mix of 20 apartments and two-storey lofts over three levels but reads from the street like a pair of contemporary two-storey townhouses to fit the surrounding streetscape and features a recessed upper level.

For a country with a long-running housing affordability crisis, this model has so much to offer in terms of liveability, longevity and adaptability. Community housing providers typically hold their developments, so they’re very interested in quality. They want materials, finishes and spaces that are long-lasting and won’t date and they generally select great locations with access to schools, parks and all the amenities. Often we know who the end-users are so the design process is quite user-specific and personal. We’re creating a sense of safety and sanctuary with warm, sunny, spacious homes for people in real need. For us these are incredibly satisfying projects to work on.

<h2>AHV’s first indigenous multi-residential community</h2>

Aboriginal Housing Victoria is Australia’s largest Aboriginal housing organisation. A not-for-profit housing association, it owns 1,556 properties in Melbourne and regional Victoria providing affordable housing to more than 4,000 low-income Aboriginal and Torres Strait Islander Victorians. Until now, its rentals have been stand-alone houses and villas. ClarkeHopkinsClarke is currently working on its first multi-residential apartment development, on a 1000-square-metre site in Dandenong.

The highly site-specific design comprises 10 sustainable one- and two-bedroom apartments for a mix of residents and a rich landscape design with a strong narrative by Charles Solomon of <a href="https://www.instagram.com/garawanacreative/?hl=en">Garawara Creative</a>, which includes a north-facing communal garden featuring medicinal and other culturally significant planting.

By including a mix of people and clans the project poses some really interesting cultural challenges. We’ve responded with an adaptable design suitable for diverse singles, couples and families, with a shared entrance and Elder accommodation at the front and a ring of highly sustainable apartments around the communal garden, all with great natural light and ventilation, open stairs and strong connections to the shared landscape. ESD is a focus and includes a large 40-panel solar array and multiple rainwater tanks for a garden envisaged as a cultural and educational asset for residents. AHV’s Nicky McNamara, a landscape architect, has incorporated the project into an RMIT design studio to feed in ideas from senior students in landscape design.

<h2>Inner-city co-living </h2>

Co-living offers a completely different, highly adaptable model of affordable housing for all kinds of income earners. For example, ClarkeHopkinsClarke is currently transforming three landmark pubs across Melbourne’s inner north and east into affordable studio-apartments to be held and maintained by a Co Living provider, a bit like a hotel. For professionals who want to live close to work and inner-city amenity, this is great option gaining traction in Sydney and Melbourne.

Each compact apartment includes light-filled space for living, dining and sleeping, with a kitchenette and small bathroom (and in some cases balconies). Shared spaces including spacious communal kitchens, living areas and roof terraces. This is a model with obvious market appeal that represents some really interesting value capture and benefits for both developers and future users.

<h2>New breed rooming houses</h2>

A very different take on the studio apartment concept is the new breed of government-funded rooming houses for low-income tenants. Some great examples have emerged in recent years, such as <a href="https://architectureau.com/articles/kyme-place-rooming-house/">Kyme Place Rooming House</a> in Port Melbourne.

ClarkeHopkinsClarke is currently designing several high quality, contemporary studio apartment developments, including one in Sunshine. The new approach prioritises safety and wellbeing and represents a really adaptable typology that’s much needed in the affordable housing mix.

<h2>Key worker housing</h2>

Many contemporary developments in central locations now include a portion of dwellings designated for key workers including emergency services and healthcare staff, who need to live close to where they work. We’ve recently finished constructing <a href="https://www.chc.com.au/project/little-miller-nightingale-brunswick-east">Little Miller, an open market ‘twin’ to Nightingale East Brunswick</a> (which preferences key workers in its ballot system). 

<h2>Diverse tenants, mixed-use and build-to-rent </h2>

The possibilities are pretty endless in this sector. We’re currently working with Baptcare to create a sustainable development in Sunshine comprising 20 one- to four-bedroom homes for diverse tenants including sole key workers, women who have left family violence, refugee families and low-income couples. We’re designing NDIS housing and several multi-level mixed-use developments combining community health centres and retail at ground level and affordable housing above.

We’re also in the early stages of a large build-to-rent apartment development involving a community housing provider and a superannuation fund. Projects like 393 Macaulay Road in Kensington, a rent-to-buy mixed-use community being developed by Assemble, Make Ventures and Melbourne University, are generating interest in this adaptive model. The NSW government’s recent introduction of <a href="https://www.smh.com.au/politics/nsw/nsw-to-cut-land-tax-for-20-years-in-ambitious-build-to-rent-scheme-20200728-p55gbm">tax incentives for build-to-rent development</a> will hopefully also inspire some interesting affordable housing projects.

<h2>Better lives, stronger communities</h2>

All the research tells us affordable housing is a pathway to better lives and stronger communities. In places like the UK and Europe, where residential and mixed-use developers have long been required to devote a significant proportion of residential and mixed-use to affordable housing, there’s less stigma, more stock, greater choice, and inspirational projects all over the place. London’s <a href="https://www.architecture.com/awards-and-competitions-landing-page/awards/riba-regional-awards/riba-london-award-winners/2018/royal-albert-wharf-phase-1">Royal Albert Wharf regeneration project</a>, for example, took out the Royal Institute of British Architects’ 2018 National Award for a housing development comprising a whopping 40% of affordable homes using a combination of shared ownership, affordable rent, private rented sector housing and market sale.

Closer to home, we’ve found in affordable housing a way to live our values as a BCorp committed to social impact. Our partners regularly share stories about residents whose lives are transformed by the kind of safe, comfortable housing and supportive communities many of us take for granted. At Newport Women’s Housing, one little girl started and completely overcame a developmental delay caused by the trauma of family violence. In Bayswater, a little boy who literally shook with fear around adult men when he moved in was confidently riding his bike to school and inviting UDIA judges to play lego with him just a year later. As designers and developers, it’s an absolute privilege to play a part in that kind of change. It’s an opportunity every family and community needs and deserves.

Clarke Hopkins Clarke: Doing affordable housing well

Australia slipped to 19th in the world for house price growth for the year to June 2020, according to the Knight Frank Global House Price Index Q2 2020.
In the same report for Q1, Australia had ranked 10th.
But it was still up 37 places from one year ago, when we were 56th, with negative growth over the previous 12 months of -7.4 per cent.
Over the last quarter, Australia was down -2 per cent, which made the house price growth 6.1 per cent higher for the year to date.
Topping the charts was turkey, whose 12 months change was up 25.7 per cent, with 11.2 per cent over the last quarter.
New Zealand was the best performing country in Asia Pacific, with growth of 9.1% over the past year, but it slipped in the rankings from 2 to 11 between March and June.

<div>Knight Frank’s head of residential research Australia Michelle Ciesielski said the data in the most recently released Knight Frank Global House Price Index Q2 2020 was backward-looking, covering the year up to June 30, when the COVID-19 pandemic had hit most global markets.</div>

<div>“It is not unusual for official house price indices to be published with a two or three month time lag, but this quarter 29* of the 56 countries and territories we track have yet to report their figures for Q2 2020, no doubt as a direct result of Covid-19 and operational challenges,” she said.</div>

<div>“Despite this the data still offers a glimpse into the impact of COVID-19, with the number of countries and territories seeing a decline in prices increasing again. In total nine per cent of the areas tracked registered annual price declines in Q2 2020.</div>

“While annual price growth in Australia has fallen slightly from the previous quarter, growth is still positive and 1.4 per cent higher than the average annual price change of 4.7% across the 56 countries and territories tracked in the index. 
“Australia has dealt with the COVID-19 pandemic better than some other countries and territories around the world, with the length and severity of the lockdown not as strong, which partly explains its stable performance. 
“However, it can also be attributable to the state of the housing market prior to the pandemic, with Australia’s market strong heading into 2020 with demand high and stock levels low.” 
Knight Frank national head of residential Shayne Harris said Australia’s housing market has seen continued demand throughout the pandemic, but fewer transactions due to sellers choosing to ‘wait and see’ how the pandemic would play out. 
“In Sydney the market continues to be underpinned by a severe shortage of stock for sale by both auction and private treaty,” he said. 
“Whilst in the past eight weeks the difficulties around obtaining finance have seen the number of registered bidders thin out at auction, the clearance rate remains stable as do prices across the inner and middle rings of metropolitan Sydney. 
“In Melbourne market conditions have been in steady decline for the past four months, with volumes and prices heading gradually south, although there was a very slight uptick in August. 
“The cities second lockdown, combined with reliance on overseas immigration and education to support the market, could see these conditions continue beyond the other capital cities who are ahead of the curve in relation to recovery. 
“In Brisbane quicker recovery from the pandemic than expected, combined with a tight apartment supply pipeline, has seen the Brisbane market emerge in a very strong position for 2021 and beyond. 
“Coming off an extended period of low price growth Brisbane’s affordability is the best capital city side by side with Perth in the short to medium term.”
