ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Following a minor dip due to the COVID-19 pandemic, Sydney property values have now recovered to surpass their 2017 peak, according to property date firm CoreLogic. 
Tim Lawless, CoreLogic’s executive research director, says he’s not surprised that the recent strong capital gains in housing values have led another capital city to move to new record highs.  
“The recovery trend in Sydney following the -15.3% decline from July 2017 to May 2019 was interrupted by COVID-19, with housing values falling by -3.0% through the worst of the pandemic.

Sales volumes were up 32% nationally over the first 10 weeks of 2021, compared to the 2020 figures.

Sales volume for apartments was slightly higher than the jump in sales volumes for houses. Sales volumes of units were up 31% nationally over the first 10 weeks of 2021, compared to 2020 figures.

Sales volume for houses were up 29%. WA saw the biggest increase in apartments sales at 49% although the number sold was far less compared to the more populous states.

It matches Western Australian-based property investment consultancy, Momentum Wealth, which has reported a significant rise in enquiry from interstate buyers as WA’s residential property market continues to heat up.

Momentum Wealth's Emma Everett, said the rise in interstate enquiry was up 164% in the final quarter of 2020 compared to the same time in 2019. Ms Everett said tightening conditions within Perth’s rental market also meant investors were in a position to benefit from a stronger yield play.

Ms Everett said while conditions were ideal for interstate investors considering a Perth investment, area and property selection would remain critical for those looking to benefit from the market upswing.

“Particularly in a recovering market, not all areas improve at the same rate, and there are some locations that may not have the right factors to support strong capital growth, so it is still very dependent on suburb and even individual property selection.”

The same spike is seen in the NT where the volume in unit sales was up 47%, according to the latest data from realestate.com.au.

In the high volume states Queensland saw a 44% annual increase in the number of apartments sold over the first 10 weeks, while SA was up 40%.

New South Wales had a 21% jump in apartment sales volume. It was up 37% for ACT apartment volumes this year compared to early 2020.

Director of economic research at realestate.com.au Cameron Kusher noted overall supply levels remain low and demand is unprecedented, resulting in properties selling quickly and sales volumes lifting significantly.

He sees a strong autumn season, despite buyer demand on realestate.com.au slipping by 1% nationally for the second consecutive week last week to be down 2.4% from its peak.

<html><body>Non-bank funders are looking to lend to apartment developers whose project starts were stalled across Melbourne during the pandemic.

"We are seeing the savvy developers doing what they can now to get their projects moving," Wingate managing director (property) Mark Harrison told Nine Entertainment.

But Harrison confirmed "a real distinction" between investor and owner-occupied product.

"The owner-occupier market is quite strong and we are funding quite a bit through the middle and inner-ring suburbs, driven by downsizers and people making lifestyle choices."

The big banks are mostly absent from the market, given their policies on pre-sales.

Pallas Capital chief investment officer Dan Gallen noted the banks often still had a requirement for onerously high levels of pre-sales.

"The banks have not moved with the times," Mr Gallen said.

"Developers are left in purgatory," he added.

Pallas Capital has extended $700 million of apartments across the major capital cities over the last three years, mostly via first mortgages, targeting upmarket developments in suburbs Malvern and Brighton in Melbourne.

"The market is certainly there, especially in the owner-occupier space," Mr Gallen said.

"We have had $150 million of loans repaid in the last three months from developers able to sell product."

The article noted MaxCap Group founder Brae Sokolski indicating its client developers were taking a position on the demand picture in 2022 and 2023.

"If net migration returns, we feel there will be a chronic housing shortage that will work in favour of developers with completed projects."

Sokolski noted funding conditions were especially working in favour of inner-city boutique developments, led by owner-occupiers.

The federal government's latest tourism recovery package seems set to ignite investor and owner occupier purchasing interest in coastal Queensland property in coming months.

Between May and July, the federal government will subsidise the price of nearly 800,000 airline tickets as part of a $1.2 billion tourism package aimed at getting more Australians to spend big on domestic holidays.

A 50 per cent discount via taxpayer-subsidised airfares will be offered for flights to and from 13 regions that typically rely heavily on international visitors.

The 13 destinations include the Gold Coast, the Sunshine Coast, Cairns, and the Whitsundays region.

"This package will take more tourists to our hotels and cafes, taking tours and exploring our backyard," Prime Minister Scott Morrison suggested.

But the property industry have expectations the visitors will also spend up on property, and some will even sell up down south and stay in Queensland.

The destinations also include the Lasseter region which includes Uluru, Alice Springs, Launceston, Devonport, Burnie, Broome, Avalon, Merimbula and Kangaroo Island.

Last year during the height of the pandemic Ripehouse Advisory released its COVID-19 Australian Property Report warning property buyers and investors should avoid buying in locations highly dependent on travel and tourism. 

Ripehouse Advisory estimated locations heavily exposed to tourism and travel had quickly experienced an average reduction in value of 2.5 per cent, and some have seen more than 10 per cent.

It was his bluntest warning yet about the dangers of the current house price boom across most of the country.

The RBA boss affirmed the financial regulators were "watching carefully" to see if home lending restrictions were necessary while giving a speech at the Australian Financial Review's Business Summit.

"There are many moving parts at present," he noted.

"Record low interest rates; a shift in preferences towards houses and away from apartments; strong demand for housing outside our largest cities; large government incentives for first-home buyers and home builders; and the slowest population growth in a century," he observed.

"Time will tell as to how these various factors ultimately balance out, but history suggests that shifts in population growth can have large effects on the housing market."

"At its recent meetings, the board has discussed developments in the housing market, including the rising housing prices across most of the country.

"Looser standards would increase medium-term risks and add to the upward pressure on prices, so would be of concern," he advised.

Lowe said he recognised that low interest rates were one of the factors contributing to higher housing prices "and that high and rising housing prices raise concerns for many people."

"I would like to reiterate that the RBA does not target housing prices, nor would it make sense to do so.

It has purchased the undeveloped portion of the Grand Central community at Tarneit in Melbourne.

The acquisition within the western growth corridor – 33 kilometres west of Melbourne’s CBD – cost around $50 million.

The 38 hectare site will see Stockland create 493 new homes within the existing community.

Stockland will commence development, marketing and sales following settlement.

Student apartments for under $500k close to Monash University campuses

Mirvac has tweaked its plans for its Build-to-Rent tower in its Brisbane, Newstead project.

They've sought to make the project more renter friendly, lodging a minor amendment with Brisbane City Council to add more resident amenities.

Mirvac say in the plans submitted to the council that the Build-to-Rent designs are different to the more traditional Build-to-Sell design.

Mirvac's Build-to-Rent general manager, Angela Buckley, said they have learnt from their flagship community, LIV Indigo in Sydney Olympic Park, and further refined their renter-centric approach in the design.

“Build-to-Rent reimagines the rental experience by putting the focus on people, with improved customer service, greater certainty and security and an extensive range of onsite amenities, and the proposed design is in-line with this philosophy,” Ms Buckley  said.

“We have adjusted internal apartment layouts, sizes and mix to appeal to the key renter demographic and more than trebled the onsite amenity to provide generous spaces for connection, health and wellbeing and coworking, along with new initiatives such as a car share fleet and electric share bikes.

They will now seek to have 395 apartments in the development, a mix of studios, one and two dual key apartments across the 23 and 25 level buildings, as well as 3,000 sqm of residential amenities and 1,000 sqm of retail space.

Key worker affordable housing will be available for 25 per cent of apartments, which will be indistinguishable and transferrable to any apartment if the applicant meets the State’s eligibility requirements.   

The proposal will target sustainability benchmarks of 5 Star Green Star and average 7.5 Star NatHERS.

The amendment sees general plan modification on level one to accommodate Build-to-Rent requirements for onsite staff.

There will be further amenities for residents, including an outdoor fitness area, co-worker space and meeting rooms, a cinema, children's playroom and playground, a games room, a yoga studio and a pet park and dog wash. The extra amenities will be as well as the already approved swimming pool and gym, barbecue areas, communal gardens and communal dining spaces.

The proposed project, located at 60 Skyring Terrace in Waterfront Newstead, is set to be one of the first Build-to-Rent projects in Brisbane and is part of a growing trend toward a ‘third’ housing choice in Australia.

Mirvac was named as one of two proponents in the Queensland Government’s Build-to-Rent Pilot Project in 2020 and will design, deliver, own and manage the new apartments exclusively for renters, under its established Build to Rent model, LIV Mirvac.

Pending approval, Mirvac is anticipating starting construction in late 2021, with the building program expected to take about two and a half years to complete.
