ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

The star purchased her Hawthorn East duplex some two years after she sold another four-bedroom house in the suburb for $2.56 million.

The three-storey home on 398 sqm has three bedrooms with en suites and walk-in wardrobes, and a fourth bedroom with access to a family bathroom and powder room.

A former tea warehouse in Southbank is set to be transformed under the latest plans to build a new precinct.

The historic Robur Tea House site is set for a hotel, apartment, office, retail and dining hub with its buildings up to 25 storeys high.

The $89m proposal to surround historic Robur Tea House in Southbank with seven new buildings has yet to be considered by the City of &shy;Melbourne.

New buildings between three and 25 storeys tall would be built around it on the 2948 sqm plot.

Apartments are proposed for levels 16-25.

A 2017 application for a 39-storey development of the tea warehouse was rejected by Heritage Victoria.

The six-storey warehouse was built in 1889 at 28 Clarendon Street, then ranked for years after completion as the tallest structure outside of the Melbourne CBD.

CostaFox director Michael Fox told the realestatesource.com.au website that &ldquo;the plan was to create an international hotel with branded residences, a complete refurbishment of the old Tea House building that will include world class retail and hospitality offerings together with a new public realm and forecourt&rdquo;.

The long weekend national auction clearance rate saw 71 percent of the 344 apartments find buyers with Sydney being the strongest market.

There was a 76 percent success rate for the 229 Sydney apartment vendors.

The Sydney median apartment sale was $970,000, according to CoreLogic.

There was a 60 percent clearance rate for the 90 Melbourne vendors, with over a quarter selling pre-auction.

There was a $643,000 median apartment price paid in Melbourne.

The national apartment median price for weekend sales was $900,000, compared with $1.23 million for houses, which saw a 79 percent success rate.

Listings were well down in most capitals given the long weekend.

On the prior weekend CoreLogic calculated there was a lower 63 percent national success rate from 625 apartment and townhouse auction offerings.

A two storey Kew townhouse was the highest reported result when 65A Charles Street, Kew fetched $2.25 million.

It was a four bedroom, three bathroom townhouse on 346 sqm which was designed as a duplex in 2015 by Thomas Anderson Design.

Kay & Burton pushed the auction date back twice due to the COVID-19 lockdown.

It had previously sold at $1.75 million in 2015.

The next highest reported apartment sale was $1.67 million in Sydney's Manly.

It was a two bedroom one bathroom offering at 7/91 West Esplanade, in the Tara complex.

The nation’s cheapest sale was auction eve when 7/119 Northumberland Rd, Pascoe Vale fetched $345,000.

Set on the first floor of the 1968 complex, the north facing one bedroom apartment had sold for $300,000 in 2011.

The 60 sqm apartment was sold by William Spyroe at Eview Group C+M Residential to a downsizer.

The NSW Treasurer Dominic Perrottet has released a progress paper on the Government&rsquo;s property tax proposal for stamp duty reform.

The reform would see an optional longterm annual land tax paid by residential home buyers who opted out of the current one-off, upfront stamp duty obligation.

The paper notes feedback and submissions from the community and stakeholders received over the past six months.

The paper acknowledges there were &quot;mixed views regarding how the property tax could impact the ongoing affordability of property in NSW.&quot;

It noted some industry stakeholders and members of the community suggested that removing stamp duty would cause upward pressure on prices due to an increase in spending power.

But the paper relied on the McKell Instutute which suggested while the introduction of the property tax may place upward pressure on house prices in the short term, &quot;the reduction in stamp duty costs will still result in a net positive effect on housing affordability.&rdquo;

The paper advised several financial institutions and the Tax Institute provided feedback that the annual property tax would need to be considered in determining a borrower&rsquo;s capacity (&lsquo;loan serviceability&rsquo;) to repay 
any home loan.&nbsp;

Lenders would need to take property tax payments into account as part of their Household Expenditure Measure (HEM) when determining maximum lending limits, which the paper concluded would minimise the pricing impact of property reform on driving up bidding in auctions.&nbsp;

&quot;Any savings made by opting-in to property tax will therefore be unlikely to translate to an increase in property prices,&quot; it concluded.

The proposal was originally outlined in the November 2021 NSW budget.

The paper provides additional detail on the proposed reform, which would give prospective homeowners the choice to pay stamp duty or a small, annual property tax when they purchase their new home.

Mr Perrottet said the NSW Treasury &ldquo;Have Your Say&rdquo; website received more than 23,800 visits with 3,544 surveys completed since the proposal was announced last November.&nbsp;

It also received 57 detailed submissions from industry stakeholders and 196 community submissions.

&ldquo;We are proposing a once in a generation reform to make home ownership more affordable and achievable, and the engagement and interest from across all segments of the community has been significant and heartening,&rdquo; Mr Perrottet said.

The key findings of the consultation period include:

&middot; &nbsp; &nbsp; &nbsp; &nbsp; A strong view that reform of the existing system is needed;

&middot; &nbsp; &nbsp; &nbsp; &nbsp; The proposal resonates strongly with first home buyers struggling to save for a deposit and also pay stamp duty;

&middot; &nbsp; &nbsp; &nbsp; &nbsp; Some stakeholders have concerns about how any reform could impact them;

&middot; &nbsp; &nbsp; &nbsp; &nbsp; The annual nature of the proposed tax raises uncertainty over potential rate increases over time;

&middot; &nbsp; &nbsp; &nbsp; &nbsp; The proposal would benefit people seeking greater mobility who would not be faced with significant transfer duties each time they purchase a property, and

&middot; &nbsp; &nbsp; &nbsp; &nbsp; The more people learn about the proposed reform the more comfortable and supportive of the proposal they became.

&ldquo;The first round of consultation and submissions showed 84 per cent of people believe stamp duty reform is needed and two thirds of the community said stamp duty was a significant barrier to home ownership,&rdquo; Mr Perrottet said

&ldquo;Making changes to the property tax system is highly complex and we want to make sure we get this right.&quot;

The paper raised the prospect of a lower than advised rate for owner- occupied residential property, but higher for commercial and residential investment properties and unchanged for farmland.

NSW stamp duty reform could prompt short term housing price rises: NSW Treasury

A 253 sqm Darlinghurst development site was the most viewed land/development auction listing on the realcommercial website in May.

The two terrace site is 93-95 Crown Street, Darlinghurst.

It comes with development approval offering a FSR: 3:1 with 22 metres height limit.

The approval for 16 self contained rooms and approx 210sqm of commercial space.

It is currently leased for $161,400 per annum.

The land/development category outperformed other categories on views per listing this month on realcommercial.com.au, recording 120% year-on-year growth and a 16% month-on-month increase.

At a national level, &lsquo;Buy&rsquo; searches on realcommercial.com.au are up 34% compared to the same time last year.

There is another Crown Street listing, occupied by City Gym at 107-113 Crown Street, which was listed for sale in March.

It has a land area of 768 sqm with a FSR 2.5 : 1 and height limit of 18 metres.

It is listed through Gunning RE and Colliers.

Crown Street, Darlinghurst site attracts boarding house developer attention

Sales of new homes bounced back 15 per cent higher in May compared with April, even without the HomeBuilder stimulus.

HIA Economist Tom Devitt noted the solid level of sales in April and May indicated ongoing demand for new detached homes.

&ldquo;New South Wales has driven the solid result of the last two months more than any other state,&quot; he said noting sales in April and May were 36.9 per cent higher in NSW than at the same time in 2019.

Comparing the last two months of April and May to the same months in 2019, New South Wales was followed by Western Australia (+26.0 per cent), Queensland, (+4 per cent), South Australia (-14.2 per cent) and Victoria (-16.1 per cent).

The data suggests a record year of housing construction in Australia is set to be even bigger than initially expected.

The Housing Industry Association now forecasts more than 143,700 new builds this year, up on its February prediction of 130,000 detached homes built in 2021.

The tally is set to be some 20 per cent higher than the 120,000 detached home construction record set in 2018.

Housing Industry Association economist Angela Lillicrap said the challenge for the industry was having sufficient supply of materials, labour and land.

The HomeBuilder scheme attracted 121,000 applications around the nation, 99,000 of them for new homes. It is also facilitated 22,000 renovations.

While applications closed off in March, the timeline to commence construction has been extended from six months to 18 months.

However, the HIA anticipates multi-unit projects will decline during 2021 due to closed international migration.

About 57,100 apartments, townhouses and units are expected to be built nationwide, reflecting a 17 per cent decline from 2020.

The HIA says the return of international migration will be needed to boost 2023 beyond its projected 93,500 new housing starts.

The industry has noted the federal government&rsquo;s 2021-2022 budget did not include any significant boosts for the new home sector.
