ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Westpac has become the first big four bank to offer a variable home loan rate under 2 per cent, however the rate is only introductory.

Australia&rsquo;s second largest lender slashed its basic variable rates by 0.20 per cent for both owner-occupiers and investors paying principal and interest.

This takes Westpac&rsquo;s lowest variable rate to 1.99 per cent for 2 years, reverting to 2.49 per cent thereafter. 
&nbsp; 
St. George, Bank of Melbourne and BankSA have all dropped their basic variable rates by 0.20 per cent.&nbsp;

The subsidiaries also cut their 2-year fixed rates by 0.10 per cent.

The group hiked its 4- and 5-year fixed rates by 0.30 per cent.

Analysis of the RateCity.com.au database shows while the majority of recent changes by home loan lenders for fixed rates were hikes, particularly in the longer terms of 3 years and above, it was a different story for variable rates.

In the last two months, 54 lenders have cut at least one variable rate, while just 10 lenders have made hikes to variable rates.

It reflected a 3.44 per cent yield through selling agents Dawkins Occhiuto.

The property sold to a local investor who plans to landbank and develop the property down the track.

More than 9,000 homes with bigger backyards are part of a vision that will boost housing supply in Wilton in Sydney’s south-west. 
 
Minister for Planning and Public Spaces Rob Stokes said the final Wilton Development Control Plan (DCP) balances the need for housing as well as ensuring its green future.
 
“Wilton will change the face of development in the Macarthur, with improved standards for backyard sizes to facilitate trees, front gardens and lighter colour palettes to help reduce the urban heat island effect,” Mr Stokes said.
 
“This means, for the first time, homes are required to have light coloured roofs. 

"We are determined to help to keep the temperatures of our homes and streets cooler in the summer months, especially in Sydney’s western and south-western suburbs.”
 
Mr Stokes said the DCP would also ensure that neighbourhood plans and subsequent development applications are in accordance with biodiversity principles, and would provide a sensitive urban interface with important koala habitat and koala corridors in the Wilton Growth Area.
 
Member for Wollondilly Nathaniel Smith added the aim is to make Wilton more than liveable - we want it to be resilient. 
 
To support the implementation of the DCP, the Wilton Housing Complying Development Code Explanation of Intended Effect (EIE) is also out for public comment.

More than 9,000 "green" homes planned for Wilton in Sydney’s south-west 

Data from by the Australian Banking Association shows the number of home loans in deferral given the pandemic lockdown jumped by almost 20 per cent in early August.

NSW has the highest numbers.

In the week to August 15 more than 18,106 home loans were into deferral across the big four banks. 

NSW accounted for 13,256 of the total loan deferrals, followed by ­Victoria with 2813 and Queensland with 1140.

It took NSW to 23,001 bank customers granted hardship assistance.

As at early August the data collected by the Australian Banking Association from the big four banks, and Bendigo and Adelaide Bank, revealed that 15,298 loans had been deferred since July 8.

The deferrals come as a national survey by comparison website Finder suggests a single mortgage rate rise would be enough to push one in 20 home owners into financial hardship.

A home loan rate hike would see 5 per cent of borrowers in financial hardship leaving them requiring financial assistance, according to Finder.

“The financial health of Australians has been knocked around over the past 18 months, with many entering current lockdowns with very little reserves,” said Kate Browne, a personal finance expert at Finder.

“There’s a risk this further economic shock could lead to Australians falling behind on their mortgage payments if they don’t have adequate support.”

Prospa, the small business lender, has provided an update on small business, advising that as of August, 2.1 per cent of its customer accounts were on part-payment arrangements and a further 1.3 per cent were on full deferral.

The Commonwealth Bank revealed only 240 new deferrals for business customers' loans as at July 31, less than 0.1 per cent of its portfolio. 

At the height of the pandemic last year the bank, the nation's biggest, gave 83,000 business borrowers a repayment holiday. 

Australian Banking Association data had from July 8 to the first week of August about 600 business loans nationally were in deferral compared to 225,000 business loans last year.

Home loan deferrals spike amid Covid lockdowns

A new report from BIS Oxford Economics suggests the apartment market has &ldquo;passed the trough&rdquo; brought on by regulatory-induced tight credit and the arrival of the pandemic.

The Oxford Economics report notes that apartments have managed to outpace other income investments, such as bonds or bank deposits.

&ldquo;National gross rental yields have held between 4 and 5 per cent while term deposits and treasury bond returns have dipped below 2 per cent a year,&quot; according to the report author, Maree Kilroy.

The recent dip in housing approvals in Australian Bureau of Statistics data has emerged across both houses and units.

BIS Oxford Economics economist Maree Kilroy said attached dwellings gained 4 per cent &quot;with apartment construction looking to have passed the trough.&rdquo;

Kilroy said the fading effect of the HomeBuilder program meant house approvals would continue to ease, while labour and material shortages would hit delivery times for new costruction.

&ldquo;The core fundamentals underpinning new housing demand such as ultra-low borrowing costs, preference shifts, elevated household savings and rising property turnover will prevent a sizeable correction for house approvals nationally as we move into fiscal year 2022,&rdquo; Kilroy said.

BIS Oxford Economics expects the post-Homebuilder lull to be shallow

Hurstville&rsquo;s new Lotus Residences developer, TQM, has installed what they believe to be Sydney&rsquo;s first resident-only pet playground with a private dog park, play equipment, and grooming amenities.

The park comes with specially designed dog play equipment, grooming facilities with bath, shower and air dryer, a sandpit, lush grass area, shaded sail.

There is security swipe access to its private dog park.

TQM commissioned the park in the plans by H3 Architects comprises three towers. There are two seven storeys with the third 13 storeys about five minutes&rsquo; walk from the Westfield shopping centre.

Recent studies show two out of five Australians share their home with a dog.&nbsp;

Onsite dog parks are more common in the US, Mark Taouk, development director at TQM said.

Lotus Residences, Hurstville apartments offering communal dog park

The Sutherland Shire&#39;s newest striking apartment development, Grand Vermont, has officially sold out.

The development of 100 apartments at 48 Vermont Street was designed by Benson McCormack Architects (BMA)&nbsp;with a sleek, curved facade, bending around&nbsp;all four of the buildings to create a wave-like feature.

Grand Vermont was developed in a joint venture between property developers Hone Constructions and Holis, who have over 15 years experience in the property industry.

First home buyers were keen on the development, particularly at the start of the year with the raft of government incentives. One-bedroom apartments were priced from $550,000, two-beds from $730,000 and three-bedroom apartments from $1.2 million.

Each apartment was kitted out with built-in Fisher &amp; Paykel appliances, Tongue n Groove engineered European oak flooring and Caesar Stone kitchen benchtops.

HAUS Agency director Alex Vrisakis said they saw strong sales as the building nearing completion.

&quot;Many buyers were able to try before they buy,&rdquo; Vrisakis said.

&ldquo;They were able to physically stand in the kitchen or bathroom of the apartment they had their eye on, see the aspect and view, and measure for furniture, which really boosted the final few sales.&quot;

Vrisakis said owner occupiers made up 85% of buyers, he added was&nbsp;very telling in this market.

&ldquo;We saw enquiry from all over Sydney, but ultimately Sutherland Shire based buyers snapped up most of the units, taking advantage of up to $30,000 in Government first home buyer support. We&rsquo;re seeing the appetite for quality apartments has not wained, and achieved great prices.&rdquo;

More than 40 per cent of apartment sold within the first three months of its launch in December 2020.

Sean Dowling, another director at HAUS Agency Director, said it was not a surprise to see the majority of&nbsp;buyers have come from within the Sutherland Shire.

&quot;When physical inspections were not able to happen, we created virtual tours, so buyers would meander through the apartments, common areas and street front from their own home.&rdquo;
