ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

The Oxley, a proposed 12-storey residential tower site at Nobby Beach, has been listed for sale after failing to secure council approval.

Gold Coast developer Daniel Veitch has decided not to proceed with pursuing approval for the plans he unveiled mid-year for the 88 O​xley apartments.

Veitch is selling to focus on other high end residential projects, including Laani at Mermaid Beach.

Half of the units were set to be allocated for short term accommodation.&nbsp;

The Oxley was a proposed two-storey arched retail podium with an eight-storey residential unit tower, taking inspiration from the former nearby iconic Pink Poodle Hotel.

It is a 2406sq m site at 2217 Gold Coast Highway with plans by BDA Architecture with a &ldquo;subtropical&rdquo; theme. 
&nbsp; 
The consolidated site cost $14 with the 1925 sqm block that fronts the Gold Coast Highway and Lavarack Road costing $11 million in January last year.

The council had advised the developers it would have to be redesigned at permissible levels before its assessment could continue with the State Assessment and Referral Agency (SARA) currently still reviewing the development application. SARA has received a request to extend the relevant period for fresh documentation from the developer until February 2022.

The site comes with current approval for a three storey complex, with a new retail village and A-grade office space.

The application came with insights from Think Economics that the estimated residential population of the local area in 2019 was 13,241, growing by an average of 202 people per annum, or less than 30% of the forecast rate of growth for the suburb.

&quot;There is an existing and increasing undersupply of residential product on the Gold Coast,&quot; it suggested.

The Oxley, Nobby Beach apartment development site listed for sale

Avid Property Group has purchased a 41ha site north of Brisbane from ASX-listed company CSR.

The former Warner quarry is expected to provide 400 residential blocks with construction to begin in 2023.

Colliers sold the site for about $30 million.

The 107-109 Kremzow Road site joins the group&rsquo;s 12 other residential communities in Queensland.

Avid has delivered $2.6 billion worth of projects over the past 13 years, with its current portfolio including more than 14,300 residential blocks with a gross revenue pipeline of $4.9 billion.

The development, at 9-11 Armrick Avenue, will home 84 apartments across its 22 levels, a mix of two and three-bedroom apartments, as well as a small collection of four-bedroom penthouses, each set to have their own rooftop decks with&nbsp;a spa, kitchen, living and dining facilities.

There were a few tweaks to the Rothelowman-designed tower, which saw the balconies of the south side apartments relocated to the outside corners.

Newcastle is set for its joint-tallest residential apartment tower, as Sydney developer Third.i. Group lodge plans for two towers on the landmark Dairy Farmers Corner site in Newcastle West.

The two towers, on the corner of Tudor and Hunter Streets, will home 184 apartments across the two buildings. One will rise nearly 100 metres, and 30-storeys, which will be the same number of levels as Pinnacle Apartments. There will be an adjoining five-storey building for retail and commercial.

Local architecture firm CKDS has designed the project. They are behind a number of&nbsp;the city&rsquo;s new residential and commercial buildings including the multi-award winning Verve Residences, Horizon Lee 5 and East End Stage 2.

A mix of one, two, three and four-bedroom apartments&nbsp;will be on offer, which Third.i Director, Luke Berry, says will have some of the best views in town, as well as the harbour, great dining and entertainment options, and the transport interchange at their doorstep.

The Greenland Centre Sydney, which doubled the height of the previous Water Board office building, ranked among the winners at the Urban Taskforce's Development Excellence Awards.

The 68 storey apartment project won the High-Rise Residential Development City award for Greenland with the jury impressed with the clever balcony glazing system as well as the inclusion of the 2,000 square metre Creative Hub for the City of Sydney.

When it came to mid-rise apartments the winner of the Mid-Rise Residential Development City award was Aqualuna by Ceerose and Peakstone for their streamlined 9 storey building overlooking Sydney Harbour not far from Luna Park. 

The flowing shapes by architect Koichi Takada reflect the flowing nature of the water in the adjacent harbour, the judging panel noted.

“The High-Rise Residential Development Metro award went to Sekisui House’s Landing (Stage 1of Sanctuary) at Wentworth Point with its terra cotta cladding and the nature inspired landscaping including a water park.”

“There were a number of high quality Master-planned Communities entered this year and the jury selected Fairwater by Frasers as this year’s winner in this category,"  Urban Taskforce chief executive, Tom Forrest said.

The winner of Urban Taskforce Australia’s Development of the Year 2021 is the iconic Crown Resorts Limited for the Crown Sydney Hotel Resort.

“Crown Resorts have built a new Sydney landmark. It’s design is striking. It is an innovative example of mixed-use development which, in part, resulted in the restoration of the foreshore area as a fantastic public open space.

“Barangaroo is the most exciting place in the City of Sydney right now and the Crown Resorts building is its shining icon. It is indeed a worthy winner of the Urban Taskforce Development Excellence Awards."

The chair of the judging panel for the Urban Taskforce was former NSW Government Architect, Chris Johnson. 

“The Awards attracted a large number of quality submissions with many winners being major catalysts for urban development” Chris Johnson said.

"The jury was unanimous in selecting Crown Sydney Hotel Resort as the Development of the Year for 2021. This tall, elegant building has added a major destination to the Barangaroo urban renewal area. The project has had to battle some negative publicity but Crown Resorts have focussed on ensuring the building and its surroundings are delivered at a high quality level.

"The development adds a waterfront public domain along with many quality restaurants, a high-end hotel and apartments that have brought a bustling activity to the precinct. 

"The architecture, by Wilkinson Eyre, is striking when seen from so many parts of Sydney and adds to the high-rise character that defines Sydney’s urban form."

Prices start from $599,000 for the one-bedroom, one-bathroom apartments with a parking space. Two-bedders start from $849,000 and&nbsp;three-bedroom, two-bathroom with two parking spaces start from $1,135,000

The Sydney-based developer, Sun Property Group, are breaking in to the Melbourne apartment market, and they&#39;re starting in one of the Victorian capital&#39;s most blue chip suburbs.

SPG has just launched Euroka, a boutique collection of apartments in the heart of Toorak.

Euroka, at 5 Brookville Road, is inspired by Melbourne&rsquo;s iconic Roy Grounds House &ndash; once home to one of Victoria&rsquo;s most influential modern architects.

The renowned architect and design firm, Carr Design, has created the 10 luxury apartments, which includes two ultra-luxury penthouses. Euroka will feature&nbsp;a distinctive geometric fa&ccedil;ade, taking cues from the rich texture of local neo-brutalist architecture. &nbsp;&nbsp;

The theme of&nbsp;Euroka&nbsp;is &lsquo;welcome to the light&rsquo;, with the developer given permission from the Aboriginal Council, Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation, to use the name.

Sun Property General Manager, Cameron Johnson, said there&#39;s a big difference in what can be developed in Sydney and Melbourne.

&quot;In Sydney&#39;s it all about trying to create apartments that will get glimpses of the harbour, or views of the city,&quot; Johnson says.&nbsp;

&quot;In Melbourne, those opportunities aren&#39;t quite there, the topography is very different, Melbourne is very flat.

&quot;So you have to find different opportunities, in design, craftsmanship, size, quality etc. You need to be able to underpin the same level of distinguishment than what you can achieve in Sydney simply by having higher apartments with views.&quot;

The sleek low-rise apartments &ndash; set over three levels &ndash; feature linear shapes, beautiful glazing and what appears to be almost &lsquo;floating&rsquo; concrete, softened by landscaping.

The site, located at 3-5 Brookville Road is set back from the road and will be nestled behind landscaped gardens. Deep sculptural planters will provide privacy to residents, while its dramatic entry will include a 16m reflection pond.

Natural light has been a strong theme in how&nbsp;the apartments have been arranged. Each apartment has been created to be like its own private gallery, with oversized floorplans extending outdoors to large terraces or private courtyards.

The apartments at Euroka&nbsp;are generously sized, with a three-bedroom floorplan measuring around 160sqm. The project will have two penthouses, each with an expansive floor plan measuring 260 sqm.

Construction on&nbsp;Euroka&nbsp;is due to commence in February, with a completion expected by June 2023. &nbsp;

Sun Property has been developing primarily in Sydney&#39;s affluent Lower North Shore area, with projects in Neutral Bay, Mosman&nbsp;and Willoughby recently.

&ldquo;It is the right time for us to expand what we offer to our customers into a different city &ndash; there are great schools, excellent services and wonderful surroundings in Melbourne&rsquo;s south-eastern suburbs,&rdquo; he said.

&ldquo;What influences our design is the customer &ndash; we really drive towards trying to understand what it is they are looking for and how they want to exist in their home.

&ldquo;We present a design and an idea of what it can be &ndash; but what we are willing to do is to take that extra step and work with the customer very collaboratively to deliver a home that meets what they want and need.&rdquo;

Sun also has another site in Toorak, closer to Hawksburn Village at&nbsp;226-228 williams road Toorak. The 16 apartments, a mix of two and three-beds, will be more atune to trying to find a younger customer, as well as some downsizers, Johnson says.

They are looking to further pad out their Melbourne pipeline in the next six months.

An American design firm, who specialises in six-star international residences, created the luxury lobby, with a brief to set the scene of the luxury that Pearl will bring residents.

From 1 November 2021, short term rental properties located in NSW must be registered on the NSW Government STRA register.   

This includes residential accommodation such as houses, units and terraces across Sydney and the regions.     
 
From 1 November 2021, letting agents including stayz and airbnb must not advertise STRA premises unless it is registered on the NSW STRA register.

A registration number must be displayed with the rental details of the premises.  

The new state-wide STRA policy will not apply in the Byron Shire LGA until 31 January 2022, when after this date, the council specific STRA provisions will apply, including a maximum of 180 days per year for non-hosted STRA.
 
Non-hosted STRA can occur for up to 180 days within certain land of the Muswellbrook and Clarence Valley local government areas. 

The STRA register is run by the Department of Planning, Industry and Environment. 

The new requirements are part of a regulatory framework which includes  a mandatory  Code of Conduct that started in  December 2020.

The  Code  of Conduct was  introduced to better manage and address antisocial behaviour.

The Australian Short-Term Rental Association (ASTRA), estimates up to 80,000 short-term rentals are available in NSW with 50,000 listed on websites.

All short-term rentals in NSW must meet new fire safety rules from March 2022.

New planning laws for short-term rental accommodation (STRA) bring new obligations  for  booking platforms, hosts, letting agents and guests

The NSW Government hopes its new Strata Hub system will be live from next May.

The hub is intended to be a central access point that will make it easier for buyers and owners in residential strata buildings to get the information they need. 

The Hub will require strata schemes to provide key information about their scheme to Fair Trading who will provide the information on a portal for easy access.

It will also allow NSW Fair Trading to better monitor strata buildings’ ongoing maintenance and defect management to ensure duties are being upheld and the safety and amenity of strata buildings is preserved.

The aim is that owners and buyers within NSW strata schemes become aware that maintenance of the scheme is not neglected.

The government viewed the information repository as "increasingly important as the uptake of strata living in NSW increases while key information about strata schemes remains hard to find or unavailable."

The NSW Government passed reforms to the Strata Schemes Management Act 2015 in March 2021 to enable an annual reporting scheme to be established through the regulations.

"It is important to note that access to information in the Strata Hub will not replace the need for people who are looking to buy a strata property to perform their due diligence enquiries," the department's latest update advises.

It is anticipated that owners corporations that do not provide their annual report within the allotted time from 2022 can be fined a maximum of $5,500.

Fair Trading will hold some information for compliance purposes only be seen by Fair Trading and other regulatory authorities such as the insured replacement value of the scheme, the balance of the capital works fund.

The NSW govenment issued an explanatory paper last month seeking feedback on its implmentation.

The Department of Customer Service (DCS) is now seeking public feedback on the Information Regulation, available on the NSW Government’s Have Your Say website: www.haveyoursay.nsw.gov.au/strata-report.

Following the feedback, it is anticipated that the final Information Regulation will be published in December 2021.
 
The Hub forms a part of the NSW Government’s broader transformation of the regulation of residential apartment buildings where transparency and better outcomes for consumers are paramount across NSW’s 83,000 strata schemes.

The Strata Hub is being opened in phases with phase one of the Strata Hub, the Strata Building Bond and Inspections Scheme (SBBIS) function going live in July 2021. 

The SBBIS requires developers to pay a two percent bond on newly constructed multi-story strata developments, which can then be used by owners corporations to fix defects. 

Moving the SBBIS into the Strata Hub has been the first step.
