A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

More than 80 per cent of the apartments will occupy corner positions, with Turner responsible for both the architecture and interiors.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

The largest portion of Wanganderry, the 898-hectare rural Southern Highlands estate, has been sold for $3.5 million.
It's the first time in close to 150 years that the property has been sold. It had been marketed through Matthew Anstee at Raine &amp; Horne Bowral.
The Wanganderry North lot, which was a 550-hectare holding, has been bought by a Cowra farmer from the prominent pioneer Badgery family, who have owned the property since the 1860s. The remaining Wanganderry South subdivision, which is 347 hectares, remains listed for sale after its recent auction listing.  


The entire holding had capacity for up to 600 head of cattle.


Located on Wombeyan Caves Road in High Range, Wanganderry is 20 minutes from Bowral.

Organic Mosman apartment on the market

Real estate group Ray White racked up $2.4 billion worth of residential sales in November, its best result since March.
Group chairman Brian White says the overall result was also slightly ahead of what it achieved in November 2010 and “proof that the market is far more robust than some expected”.
A surprise strong performer was the Ray White Gold Coast office, which for the first time this year recorded unconditional sales in excess of $100 million.
“Nothing remarkable a few years ago, but almost twice more than some recent months. Look out January,” says White.
“Sydney provided some outstanding results. The number of ‘personal bests’ surprised us, bearing in mind market sentiment. Melbourne was stronger than it has been for a long time.”
“Our New Zealand numbers were again ahead of the same time last year – a traditional bellwether test for us,” he adds.
White says he is uncertain if the November rate cut helped drive sales to an eight-month high, but says the result was welcome nonetheless.
“[Following the rate cut] activity levels immediately improved. Open for inspection attendees jumped. Mind you, it wasn't all plain sailing.
“Anecdotal stories of young people putting off purchasing homes through ‘the crisis in Europe’ surprised me with their frequency.
“It's hard to remember a time when Europe would so dominate the behavioural patterns of Australians. Such is the remarkable uniqueness of our times,” he says.
According to White, the next RBA interest rate movement should be downwards.
“If any more re-setting of official interest rates is to occur, it will be on the down side."
“It is a powerful message that surges through a community. On the one hand, negativity, on the other hand, renewed confidence all meeting the thousands and thousands of transaction processes. Some vendors satisfied. Other vendors sadly disappointed.”
Among the highlights of the year was a successful Asian marketing tour, during which more than 20 residential sales were made to Indonesian purchasers in the new Top Ryde City project north of Sydney.
“In fact, all of Asia seems to be selling to all the rest of Asia. For the first time in memory, Japanese developers are marketing Tokyo housing projects directly to Australian citizens through the Australian press,” White says.
“The giant Dubai developer Majid is set to market their massive Al Futtaim project in Beirut to the Lebanese community in Australia.”

Ray White posts best results in eight months and says Gold Coast office surprise star

It comes with a 1903 Federation brick homestead designed by Sydney architect William Nixon, which was refurbished in 2000 along with a stone-built, modernised four-bedroom Cobb and Co. coaching inn, The Junction Hotel.
Deltroit was listed by Anthony Crichton-Brown, a former chairman of Lumley Insurance, who also owns Tooronga in the Riverina and Humula Station near Yass. It was auctioned through Meares and Associates agent Chris Meares.
Three generations of the Richardson family developed Deltroit over 100 years, creating a commercial Shorthorn herd and fine wool Merino flock. In 1963 Robert Kleberg, president of US company King Ranch, who had long coveted the Deltroit Shorthorn that had won worldwide acclaim, purchased Deltroit and its entire herd for internationally renowned King Ranch Group.  With the death of Kleberg, King Ranch sold all its Australian properties, including Deltroit, in the late 1970s.  The property last traded in 1990.

No bids given there were reportedly no registered bidders. It's apparently redundant to her burgeoning property portfolio that stems from Sydney's east to her home town, Newcastle. And it now sits listed with a $2.6 million asking price.
The result was described by the Sunday tabloids as "a blow to Hawkins' plans to build a property empire with fiance Jake Wall." Not quite but given the 2003 built property is pretty much the same as when she paid $2.27 million in late 2008, perhaps her name isn’t worth the 15% premium. She's been hanging around Donald and Max too much.

Deltroit Station at Wagga Wagga passed in for $15 million: Title Tattle

The development application for a nine-storey replacement to the former Ritz Carlton/Stamford Plaza hotel site at Double Bay has been unanimously approved by the Sydney East Joint Regional Planning Panel as long as the developer makes it eight storeys.
The panel considered the application for the long-dormant Cross Street site at a public meeting held at Woollahra Council Chambers.

The development proposal is for the demolition of the former Ritz Carlton/Stamford Plaza Hotel and construction of a residential complex <a href="https://www.propertyobserver.com.au/new-south-wales/palace-to-bring-popcorn-back-to-double-bay/2011082351268" target="_blank">with mixed-used cinemas and retail on the ground and first floor levels</a>.
Woollahra Council planning staff had recommended conditional approval.
The development was approved in accordance with the staff recommendation but with a new condition requiring the sixth level to be removed from the building, reducing it to eight storeys.
The project under previous owner Ashington stalled in 2009 when public demonstrations were held against the proposed 14-storey high-rise development.

Ashington took the application without success to Minister for Planning Kristina Keneally after concluding the council would never deviate from demands that it claimed rendered the project financially unviable.
The former mayor of Woollahra Keri Huxley described Ashington's proposal as "tantamount to a Surfers Paradise on Sydney Harbour". Ashington proposed development, at 52.4 metres, was more than three times the 16.5-metre limit imposed by planning controls.
The current mayor, Susan Wynne, welcomed the eight-storey development.
"I am thrilled, it’s an exciting time for Double Bay with the approval of this development.
"Along with the proposed Kiaora Lands development currently on public exhibition till 15 February 2012, these two sites could inject approximately $140 million worth of investment into the area as well as create jobs for the local community.
"Council has always been supportive of a cinema returning to Double Bay as this is a major drawcard for residents and visitors.”
The latest development has been fronted by Kevin McCabe, the founder and chairman of Scarborough Group International, a real estate and leisure activities group wholly owned by the McCabe family.
The joint planning panel was chaired by John Roseth. It heard some 20 ratepayer rejection requests from Keri Huxley, Michael Rolfe,  Barry Lewis, Susan Shaw and Philip Mason. Frances Keevil addressed the panel in favour of the item, along with Greg Solomon.
The development has been designed by architectural firm PTW.
The nine-storey application hit some resistance when earlier this month Woollahra councillors considered the assessment report from planning staff and resolved to advise the Joint Regional Planning Panel that the application should be refused for reasons relating to excessive height, bulk and scale and non-compliance with the council's planning controls.
The $67 million project was for demolition of the existing building from ground-floor level, retention of the basement carpark for 154 vehicles, construction of a mixed-use development with retail tenancies and a five-cinema complex for approximately 600 people which occupies the ground and first floor levels and seven levels of residential above containing 74 units (a mix of one, two and three bedrooms).
It will now be one storey less if the developers proceeds.

Double Bay cinema and residential project approved after planning panel cuts it down to size

South Yarra property developer Mark Ronald Letten appeared before the Melbourne Magistrates’ Court yesterday following his arrest on 37 criminal charges, including 21 counts of operating unregistered managed investment schemes following an ASIC investigation.
Letten, an accountant and director of LGH Holdings Ltd, is alleged to have promoted and sold investments in commercial property joint venture projects that were required to be registered as managed investment schemes under the Corporations Act.
ASIC believes that more than 1,000 investors placed more than $100 million in the projects managed by Letten.
Schemes managed by Letten include the Healesville Walk Shopping Centre Joint Venture in Victoria, Reef House Resort in Palm Cove, Queensland and the Yarra Valley Golf Joint Venture in Chirnside Park.
Letten has also been charged with one count of carrying on a financial services business without an Australian financial services licence; and 15 counts of obtaining a financial advantage by deception involving amounts of approximately $1.4 million.
If convicted, he faces a maximum of five years’ imprisonment on each of the unregistered scheme charges and a maximum two years’ imprisonment regarding the charge of carrying on an unlicensed financial services business. The obtaining financial advantage by deception charges carry a maximum term of 10 years’ imprisonment.
The ASIC investigation dates back to February 17, 2010, when it commenced proceedings in the Federal Court in Victoria seeking declarations that 20 joint venture property projects associated with Letten were unregistered managed investment schemes.
On February 25 2010, the Federal Court appointed Damian Templeton and Phillip Hennessy from KPMG as receivers and managers to the property of the 15 unregistered managed investment schemes and their related companies and ordered that the schemes be wound up. Letten was granted bail on condition that he surrender his passport and not apply for another; not attend any international point of departure in Australia; reside at his residential address; and not contact any prosecution witnesses directly or indirectly, other than the informant and company liquidator.
The matter returns to the Melbourne Magistrates’ Court on April 4, 2012.

Melbourne property developer Mark Ronald Letten facing criminal charges over alleged unregistered investment schemes

As we look back on 2011, Property Observer is republishing some of our most noteworthy stories of the year.
Alan Dixon, fund manager of the US Masters Residential Property Fund, says Australian investors are being duped into buying overvalued properties in the US, but the fund he manages does not fall into this category. 
Dixon says this is particurlarly the case in the depressed areas, “where promoters are picking up properties for US$10,000 to US$30,000 and then flipping them on to unsuspecting Australians for huge mark-ups”. 
“They are also in areas where ongoing tenancy management will be an issue.  I actually think there will be a list of horror stories involving Australians and US property over the next decade,” he tells Property Observer. 
However, the US Masters Residential Property Fund has taken “a completely different approach” to selecting properties, he says. He denies charges made by property investment commentator <a href="https://www.propertyobserver.com.au/overseas/aussie-fund-s-new-jersey-us-properties-cheap-and-nasty-monique-sasson-wakelin/2011121352822" target="_blank">Monique Sasson Wakelin and others that Dixon Advisory's properties are in a poor location</a>.
“Our target area is Hudson County, New Jersey, and all of our properties range between a 15-minute to 45-minute commute to the heart of Manhattan. 
“This is not Florida, Arizona, Nevada, California, Georgia etc where you can buy a liveable house for sub-US$50,000. 
Dixon quotes US real estate website Zillow, which lists average Jersey City house prices at around US$245,000 compared with US$360,000 in 2006, reflecting a discount of about 32%. 
To date the fund has acquired 55 properties at an average price of just over US$200,000 a property. Prices though have ranged widely from just US$120,000 for a two-family detached house on an 11.8% yield to almost US$400,000 for a four-family detached house on an 8% yield. 
<a href="https://www.propertyobserver.com.au/overseas/dixon-advisory-pays-more-than-double-recent-sales-prices-for-some-high-yielding-us-property-after-quick-refurb/2011121352826" target="_blank">The fund paid more than double the recent sales price for several of its properties</a>, but Dixon says they were still good value.
“We did our research for many months before deciding on Hudson County.  I’ve been in the US for roughly half the time we’ve been running the fund and know we’ve used the right processes to get the right prices for the fund. 
“We hired two local real estate professionals who since March have been working exclusively for the fund.  Gerald Lucas and Desi Barrios have both been working in Hudson County, New Jersey real estate for over a decade,” Dixon says. 
“Gerald’s expertise focuses on purchasing and negotiation and Desi focuses on the leasing and development side.  Desi has run his own portfolio of over 80 apartments in the area for over a decade giving great experience to the fund.  They are highly experienced in the market and lead a very strong team here.” 
Dixon says the in-house team is responsible for sourcing all tenants, completing all property management tasks and dealing with all levels of government involved in property. 
“We’ve placed a large number of tenants in to properties, dealt with ongoing management and also dealt with the difficulties that come from inherited tenants.” Among the challenges the fund has had to overcome has been the fire that broke out on September 17 at 42 Bartholdi, which it acquired for $114,000 in August. 
“Since that date and in less than 3 months, we have secured the property; received a full insurance settlement of $200,000; received all permits to remove rubbish and clean up the site; cleaned up the site; and have completed the drawings for the reconstruction,” Dixon says. 
“The next stages will include final permits for the reconstruction and completing the reconstruction to have the property on the leasing market, which we expect to occur by the middle of March 2012.” 
Dixon says Australian owners of US property need to make sure they have a top quality property management team on hand to look after their properties. 
“When you add the complications of US state and Federal taxes - which we are able to avoid under a REIT structure and individuals are not - individual ownership of US property appears a much riskier proposition than a professionally managed fund such as the US Masters fund.”

Surfing identity Bob Cooper, who became famous for his handcrafted surfboards and was one of the first Americans to enter Australia's surfing scene in the 1960s, has listed his Sunshine Coast house for sale.
The three-bedroom, three-bathroom house is on a 701-square-metre beachfront block, naturally, and the house is only a few minutes' walk from the sand. 
Cooper and his wife, Wils, built their Steven Kidd-designed Santa Fe-style villa in Marcus Beach, on the Sunshine Coast, 17 years ago. 
Cooper first visited Australia in 1959 and found his surfboard building skills were much in demand. He returned to California after the visit but returned in 1963 to ply his trade.
The property is within a short drive of Noosa and includes a pool with shade sail. 
The Coopers are moving to Coffs Harbour to be closer to family. 
LJ Hooker agent Peter Martin is marketing the property with price hopes of $2.2 million.

The 1951 house in Chatsworth, California where Frank Sinatra once lived has been publicly listed for the first time in its 60-year history. 
Dora Hutchinson, heir to the Chase Manhattan Bank fortune, commissioned Pereira &amp; Luckman architects to build the house in the late 1940s, and it was finished in 1951. 
Sinatra lived in the four-bedroom house, called Farralone, and threw lavish star-studded parties with guests including Lucille Ball, Ava Gardner and Marilyn Monroe. The standalone guest house with its own pool was reputedly the site of rendezvous between Monroe and President John F. Kennedy.
"If walls could talk, this house has had more celebrities in it than just about any other house in Los Angeles," says Coldwell Banker Previews listing agent Lynn Teschner.
Judy Garland and Vincent Minelli renewed their wedding vows on the 5.6-hectare grounds, and Monroe's last photoshoot was at the property's pool. The grounds include an incipient vineyard and horse riding trails, and the property can accommodate 200 cars.

Actress Holly Brisley, best remembered for her role as a troublemaker on Home And Away, and her property investor husband, Paul, have listed their Bondi Beach abode.
The couple were among the 2006 buyers who snapped up an off-the-plan apartment in the Bondi complex, the apartment block on Campbell Parade that replaced the Bondi Beachside Inn.
