First look: Prosper's Sydney apartment pipeline grows with plans for nine-storey Mosman development

Burgeoning developer Prosper Collection is continuing to expand its Sydney apartment pipeline, lodging plans for a nine-storey residential development in Mosman as it prepares to bring another two projects to market across the city's north.
The developer, led by Growthbuilt's Colin Rahme and Pierre Sukkar, has submitted a State Significant Development Application (SSDA) for 38 apartments at 58-64 Muston Street, a short walk from Spit Junction and Balmoral Beach.
The proposal comes amid a busy period for Prosper, which has recently launched The Cowan in St Ives and is preparing to launch Queen & Saint in Drummoyne.
The growing pipeline reflects the group's move beyond its construction roots into property development, with Rahme and Sukkar drawing on their experience at Growthbuilt to establish Prosper as a developer in its own right.
Prosper has previously delivered the boutique Splendour development in Bellevue Hill and has been involved in Kora, a 10-apartment project on Willoughby Road.
The Mosman proposal would add another 31 market apartments to its pipeline, alongside seven affordable housing apartments.
Designed by Plus Studio, the development would replace four existing single-storey homes across an amalgamated 1,831 sqm site with a nine-storey building containing predominantly two- and three-bedroom apartments.

The plans comprise 16 two-bedroom apartments, 20 three-bedroom apartments and two four-bedroom residences, with the latter occupying the uppermost residential level.
The two four-bedroom apartments would each span around 226 sqm internally, with additional outdoor living areas and views towards the harbour and Sydney skyline.
The building has been designed around a four-storey podium, with the upper levels adopting a lighter architectural expression through curved balconies, horizontal detailing and extensive glazing.
Plus Studio has drawn on Mosman's sandstone landscape and coastal setting for the design, incorporating textured finishes, sandstone planters and a rammed-earth-effect treatment to the lower levels.
The proposal also seeks to take advantage of the site's elevated position, with apartments oriented towards Balmoral Beach, Middle Head and North Head to the east, and the Sydney CBD to the west.
The site sits around 400 metres walking distance south of Spit Junction and 650 metres from Balmoral Beach.
Under the plans, three basement levels would accommodate 49 residential car spaces and eight visitor spaces, while residents would have access to landscaped communal areas.
A publicly accessible pedestrian link would connect Muston Street with Post Office Lane, with part of the site also set aside to accommodate the future widening of the laneway.
The proposal has been designed under the NSW Government's Low and Mid-Rise Housing reforms, utilising the additional floor space and building height available through the affordable housing bonus provisions.
The plans come as Mosman begins to see increased apartment development activity following changes to the state's housing planning framework, particularly around Spit Junction and the surrounding residential streets. The likes of Abadeen, First Quadrant Properties and Time & Place have projects upcoming in the affluent suburb.
