A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

More than 80 per cent of the apartments will occupy corner positions, with Turner responsible for both the architecture and interiors.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

How long have you been in the industry?

I have been in the property industry for 16 years. I moved over from New Zealand in 1996 when I finished university in Auckland and worked for a Sydney-based developer. I then worked for a property consultancy specialising in work outs of problem property for banks. This was invaluable experience and really taught me how to work through problems by being creative to come up with solutions. I then formed Century Funds Management with my business partner in 1999. We bought two other unlisted property fund managers over the next 10 years and grew it into what is now the ASX-listed Centuria Capital with over $2 billion in funds under management.

What’s happening in the area you specialise in? <ol></ol>
We are seeing a strong pick-up in demand for our unlisted property funds from high-net-worth investors and the wealth management platforms. Low-term deposit rates and stock market volatility means investors are looking at other investment sectors. There are currently some fantastic investment opportunities in CBD locations showing strong yields and excellent potential for capital gains.
Describe the most interesting property development or transaction you have been involved in. <ol></ol>
We have been involved in many interesting investments, however the ones I most enjoy are the investments that evolve over time. We have had a number of investments where we purchased as fully leased commercial office buildings that returned strong distributions to investors. Over time we were then able to change the use of these properties to residential development sites and worked up development applications for medium/high-density housing. These have been some of our best-performing investments.
What are the ingredients to being successful in your job? <ol></ol>
The key ingredients are patience, being able to problem solve, taking calculated risks where necessary and building strong industry relationships. Your integrity and reputation are extremely important and if you treat someone badly the whole market will find out.
What aspects of your role do you enjoy the most?
I enjoy working with our motivated staff. We have a great team of hard-working, ambitious employees, and we work well together. We are large enough to attract some fantastic people but small enough to be dynamic and not to have to endure any petty politics.
Where would invest a spare $750,000? <ol></ol>
I would invest this in our next property fund. The opportunities we are seeing in the market are the best I have seen for 15 years.
Which football team do you support? <ol></ol>
Being from NZ, I support the All Blacks and this has been very enjoyable over the last few years. In the NRL I support the Warriors, which hasn’t been so enjoyable.
What’s your favourite app or techno gadget? <ol></ol>
My favourite gadget us my iPad 2. It is fantastic for travelling and in my role I travel a lot.
How do you use social media? <ol></ol>
This is a work in progress for us. As a business we have struggled to find ways to utilise social media effectively. Our core investor base are high-net-worth investors who are usually 50 years plus. To date we haven’t found a way to use Twitter or Facebook that helps our clients and brings us in business. We do have a terrific online portal that we have developed from scratch that allows our clients to manage all of their investments, distributions and communications however integrating this with social media has been challenging.

Were he alive today, bush poet Henry Lawson might have penned a few lines about soaring property values in the central NSW country town of Grenfell, the place of his birth, which ranks 22nd on RP Data’s list of top 100 capital growth suburbs and regions.
Grenfell, about 370 kilometres west of Sydney in Weddin Shire, is also the cheapest entry on the top 100, with median property values sitting at just under $150,000 – up from $125,000 in June 2011, a gain of 20%.
There have been very few established houses sold in Grenfell over the past year, according to RP Data records, with most sales being rural blocks and farm land.
Properties that have sold in the 12 months to June include a single-story three-bedroom house on Wood Street with a swimming pool, which sold for $170,000 in October last year.
There are currently just 34 property listings for Grenfell on realestate.com.au – most of them vacant land or farm land.
Currently listings<a target="_blank" href="https://www.realestate.com.au/property-lifestyle-nsw-grenfell-7318050"> include this three-bedroom wood cottage</a> (pictured below) on 5.5 hectares, asking $199,000 through Marie Jamieson of Jamieson Real Estate – Young.

The property has been listed for sale for nearly four years. It was originally listed at an asking price of $235,000.
For those with bigger budgets, and a desire for something historic and grand, <a target="_blank" href="https://www.realestate.com.au/property-mixed+farming-nsw-grenfell-7442013">currently listed for sale is "Pinnacle Homestead" on Pinnacle Road</a> (pictured below), a fully renovated Victorian homestead on 517 hectares, which has an asking price of $1.457 million and dates back to 1882. It is being sold by Ainslie Toole of Landmark NSW, who describes it as one of just a few historic homesteads "offered at such a high standard".

Grenfell is one of only two suburbs on the list with a median price under $200,000 – the other being Stawell in the Wimmera region of Victoria, 237 kilometres north-west of Melbourne, which ranked 29th out of 100 with house prices up 18.4% over the year to June, from $149,000 to $176,000.
The third cheapest location is Cobar, a remote outback town in central western NSW towns with ties to copper mining and other mining projects, where median values rose 12.9% over the year to June, rising from $184,000 to $208,000.
According the 2011 census, Grenfell has a population of just under 3,000 people ,with 1,400 dwellings, more than 90% detached housing.
There is a high degree of home ownership, with more than half of dwellings (51.7%) owned outright and a quarter (23.2%) owned with a mortgage. Fewer than a quarter (21.5%) of Grenfell’s residents rent.
Mortgage stress is low in Grenfell, with only 4.8% of households spending more than 30% of their household income on mortgage payment, less than half the state average of 10.5%.
Median weekly rent is $119, meaning an indicative rent of just over 4% based on the current median price.
Amenities in Grenfell include a plethora of churches, a number of schools (including Henry Lawson High School), a pharmacy, Grenfell Hospital, local newspaper the Grenfell Record and an art gallery on main street.
Lawson was born among the goldfields of Grenfell in 1867 “just metres from mineshafts”, according to grenfell.org.au, and penned a number of poems about the town, including Said Grenfell to My Spirit, written in 191, which includes the lines:
“Though you sing of dear old Mudgee and the home on Pipeclay Flat, You were born on Grenfell goldfield – and you can’t get over that."
His died in 1922, with his place of birth marked in 1924 by an obelisk, which now stands under a large sugar gum tree planted by his daughter Berth Jago.
A Henry Lawson festival is held every year in Grenfell.

Cheapest of RP Data’s 100 growth suburbs, Grenfell rising property values would have inspired native son Henry Lawson

Artist Tim Storrier and his wife, Janet, have listed their historic rural Bathurst estate, as well as their Double Bay pad.
They hope to get $8 million from the two offerings.
Blackdown, the Storriers' Bathurst estate, cost $2.5 million in 2008 when bought from the hair care product pioneer Anton Starling, who'd sought more than $3.5 million.
The 56-hectare property is four kilometres from the Bathurst city centre, at Eglinton.
The house was built for commissariat storekeeper Thomas Hawkins, his wife, Elizabeth, and their eight children after a land grant by Governor Thomas Brisbane.
Thomas  Hawkins, a former British naval officer, had been appointed commissarial storekeeper at Bathurst in 1822.
Hawkins has spent 18 days to get across the Blue Mountains to Bathurst, where he selected the holding on the Macquarie River.
The Ian Stapleton-renovated homestead comes with tennis court, pool, dressage arena, stable complex, and a recently constructed artist's studio in its grounds.
Blackdown is listed with $4 million-plus hopes through Bill Bridges of Ballard Property Group and James Thompson of <a target="_blank" href="https://www.homehound.com.au/90+eleven+mile+drive+bathurst+nsw+2795/20579368/">The Professionals Bathurst</a>.
The Storriers' Double Bay residence has been in Janet's family since 1966 when the Holt Street property was bought by her parents, Meyer and Stephanie Marshall.

Mintaro, the 1882 Monegeetta, Sunbury district mansion, has been listed for November auction. It's a smaller replica of Melbourne's Government House, which was built by a Captain Robert Gardiner to a design by architect James Gall.
The 9.9-hectare estate is an executor's sale, which will conclude 78 years of family ownership by the Rae family.
"A once undeniably grand and gracious country residence is now in need of total restoration with outstanding future use potential," its listing agent John Keating of Keatings Real Estate said.

The property is 56 kilometres from the Melbourne GPO at Monegeetta on the Melbourne Lancefield Road.

"Buyers love the transparency of declared reserve auctions and if the reserve is set at a realistic amount, the publication of the reserve price acts like a buyer-enquiry magnet," he suggests.

Robert Gardiner was born in Scotland in 1812. He and his first wife, Susan Foley, had five children. He first came to Tasmania, where he was involved in the whaling industry. He was one of the earliest European settlers in the Berwick area, having taken up a pastoral lease in 1837.
The front room of the property is painted with his initials on the ceiling.
The walls are painted with friezes of whaling, pastoral and gold mining, which is reputedly how he made his money.
Robert Gardiner, who was the great grandfather of ballet dancer Sir Robert Helpmann, died in South Yarra in 1889.

Sunbury's Mintaro – a mini Government House – listed with $3 million hopes

Only 13% of Australians approve of the sale of Cubbie Station cotton farm to a Chinese-led consortium, research by pollster UMR shows.
It found 63% of Australians are opposed to the sale of the southern Queensland property to overseas interests.
Some 24% are unsure.
The strongest disapproval came from Queensland and NSW, with pollster David Utting telling The Australian that disapproval was highest among older Australians, people in regional areas, those with trade or TAFE qualifications and middle income earners.
Nationals Senate leader Barnaby Joyce told The Australian he was not surprised by the poll results.
"There is always a sense that more precious than gold, more precious than silver, more precious than manmade constructions are the agricultural assets which are responsible for how we feed ourselves and how we see ourselves," he said.
Assuming the sale goes ahead, the 93,000 hectares will be 80% owned by Chinese textile manufacturer Shandong RuYi, and 20% by the Australian owned Lempriere. There is a Treasury FIRB requirement for the Chinese to divest some of<a href="https://www.propertyobserver.com.au/rural/cubbie-station-set-to-sell-to-chinese-led-syndicate-that-must-shed-some-of-its-equity-within-three-years/2012083156346"> their equity within three years</a>.

Cubbie Station sale to Chinese supported by just 13%

The Reserve Bank’s bi-annual <a href="https://www.rba.gov.au/publications/fsr/index" target="_blank">Financial Stability Review</a> is always a good read for anyone interested in domestic and overseas economic conditions.  The review is focused on assessing Australia’s financial system and any potential risks to financial stability.  Working to ensure a strong financial system and efficient payments system is one of the key objectives of the Reserve Bank, so its commentary and analysis in this publication provides an important insight about how the RBA is reading domestic and global economic conditions.
For the time poor (or less interested!) a must-read is the ‘<a href="https://www.rba.gov.au/publications/fsr/2012/sep/html/house-bus-bal-sheet" target="_blank">Household Balance Sheets</a>’ section, which starts on page 37.  One of the central themes running through the report is that Australian households are very much focused on saving; borrowing has slowed and is now more in line with income growth and households are choosing to repay their debt more quickly than required.  The bank is very much supportive of the higher household savings ratio (households, on average, are currently saving about 9.5% of their disposable income), and in fact is actively encouraging Australians to save, save, save!

The RBA attributes the higher savings rate to a number of factors.
Firstly, there is a large cohort of the population who are actively seeking to rebuild their wealth post-GFC (real net worth per household has declined by 11½ % from its peak in 2007).
Secondly, there has been a decline in the consumer appetite for risk, which has resulted in a significant reduction of direct household exposure to equities (down from 18% in 2007 to 8.5% in 2012).  In contrast, bank deposits as a proportion of total household assets have risen from 18% to 25% over the same period.

With regards to the housing market, the RBA has reiterated that dwelling values have stabilised over recent months and its view of future growth in home values is relatively sedate:
“While prices nationally have stopped falling in recent months, any future recovery is unlikely to produce housing price growth much faster than income growth, as was seen through much of the 1990s and 2000s, because that earlier period was one of adjustment to the structural decrease in nominal interest rates and liberalisation of the banking system.”
Importantly, mortgage arrears appear to have peaked and have retracted slightly from their 2011 high, which was just above 0.6%, to move below 0.6%.  The rate of mortgage arrears is low by international standards but high based on the historical levels recorded in domestically.

The rate of mortgage arrears is highest in key areas of south-east Queensland, with the RBA highlighting the Gold Coast, Sunshine Coast and Ipswich as regions where arrears rates have deteriorated.  It is important to note that although mortgage arrears are comparatively high across these regions, the rate remains below 1.5% of all securitised mortgages.

The RBA also highlights that some areas of Melbourne may start to see higher rates of arrears over the short term.
“Although arrears rates on housing loans in Victoria are currently quite low, there is some chance they could rise, due to a potential oversupply of property in some segments, particularly inner-city Melbourne apartments and houses at the south-eastern fringe.”
From a financial stability perspective, the Reserve Bank is of the opinion that the residential mortgage portfolios of the larger banks are geographically diversified enough that there isn’t likely to be any level of distress on the financial system related to mortgage defaults or distress.
In summary, the latest Financial Stability Review provides a positive assessment of the Australian banking sector and household balance sheets.  The international economy continues to provide some worries, however the RBA points out that that the banking sectors in areas outside the eurozone are continuing on a gradual recovery.   For Australian banks, international funding pressures appear to have eased and domestic deposits as a funding source are continuing to increase.
The RBA is very much satisfied with the level of household savings and is openly encouraging households to continue their prudent behaviour.  That’s not great news for the retail sector or housing market, as greater savings implies less spending.
“Ongoing consolidation of household balance sheets would be desirable from a financial stability perspective, as it would make indebted households better able to cope with any future income shock or fall in housing prices.”

Siimon Reynolds' Double Bay apartment buyer seeks 4.67% rental yield

Duncan and Sally Mount have sold Cedar Springs, their Possum Creek, Byron Bay hinterland estate.
The entrepreneur and his former model wife bought the then 132-hectare holding from actors Paul Hogan and Linda Kozlowski in 2006 for $8.1 million.
The house was built with a dash of Hollywood splendour as the Australian base for the California-based, actors who met on the set of the 1986 international box office success Crocodile Dundee.
Built in the late 1980s, the vast home was completed in time for their 1990 wedding.

Both properties are currently leased and have a net yield of around 7%. Room 303 has an asking price of around $280,000, while 206 is asking $380,000.
The building was the winner of the Marrickville Council award for adaptive use of a heritage building.
The building is mainly tenanted or owner-occupied by creative industries. Room 206 is tenanted by a film editing company, and 303 is a talent agency.
Both leases are ending reasonably soon, which Lundberg says is beneficial for self-managed super fund buyers who could avoid paying GST on properties with an ongoing concern.
Lundberg sold all the current 47 stratas in the building, which was converted in 2007.
The building was originally called the Federal Flourmills and was designed by Sydney architects Nixon and Allen, according to the Baker and Confectioners’ Journal in 1907.
At its peak, the mill was a 24-hour operation milling three types of wheat.
The mill closed down in 1984 and was sold by Allied Mills Pty Ltd and converted to artists’ workshops.
Over the next 20 years the mill was occupied by painters, sculptors, musicians, stained glass makers, dancers and other creative types.
The adjacent silos were subdivided from the site in 2002 and converted to residential apartments.
The building was developed by Podcorp and designed by architects Allen Jack + Cottier.
The conversion preserved the original timber columns and beams, loading-bay doors, historic fire doors and the remnants of the drive shafts, wheels and belts that once powered the mill.
Lundberg says the yields on the studios are bolstered by strong capital growth given the scarcity of properties like these.
