A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

More than 80 per cent of the apartments will occupy corner positions, with Turner responsible for both the architecture and interiors.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Sutherland Shire's little-known Yarrawarra suburb tops the NSW's 10 fastest-selling suburbs: RP Data

Greg Paramor is the managing director of property funds manager and developer Folkestone and is the former chief executive of Mirvac. Known for his Midas touch in commercial real estate, he has a long, deep involvement in the sector both as a developer and fund manager dating back to the 1970s. He is currently steering Folkestone into social infrastructure investments and tells Property Observer joining a syndicate investing in a fully let office building with a high yield and a strong tenant would be a good way to spend $750,000.

How long have you been in the industry?
My involvement began in 1972 when I joined a company which later became Knight Frank in Perth. I was involved in commercial leasing, but in those days I was more of a generalist than specialist. I was involved in the development of regional shopping centres, offices (a 32-level office was considered large back then) and industrial work.
In 1979, I joined Dick Lester and did development work in retail, commercial, a new development in Karratha, residential, industrial and fast foods.
I started Growth Equities Mutual in 1981 and grew it into one of the largest unlisted property trusts worth around $1.5 billion. I sold out of that and started Paladin Australia with Rod Leaver in 1994, a mainly funds management business, which we built up and sold to Deutsche Bank in 2000. I co-founded the James Fielding Group in 2001, which became Mirvac in 2004. I was CEO of Mirvac until 2008. I became managing director of Folkestone in March last year.
What’s happening in the area you specialise in?
We are always looking for gaps in the market, and areas that interest me include social infrastructure. In October Folkestone won control of Austock’s $555 million property platform, made up primarily of childcare centres, as well as Victoria government police stations and law courts. The amount of infrastructure required right throughout Australia is huge. But there is no money around. There is an opportunity for us able to provide solutions. We are also looking at other areas of healthcare such as aged care. The other focus is on residential sub-divisions and units. We are also involved in syndicating income producing assets.
Describe the most interesting property development or transaction you have been involved in.
That would be the floating of the Paladin Southgate trust (holder of the Southgate centre at South Bank, Melbourne). It was the largest float in 1995. That was a big catalyst for the commercial trust, and we did very good things after that including merging with Dexus. It was very exciting but also very tough as we were at the behest of the capital markets. We completed the deal on December 22, 1995, which proves you can do things in December. It grew to become the 10th largest fund in six years.
 
What are the ingredients to being successful in your job?
I have started many things from scratch, and it feels like a very steep hill at first and you are not sure how you will get there. You put one foot up at a time to get to the summit - if you try to sprint, you will run out of breadth. Be patient and be persistent, wait till investors are comfortable with you and make sure you have the right product.
What aspects of your role do you enjoy the most?
I love creating things. I love the property part and fund management part, dealing with investors. I enjoy watching staff develop and grow into their roles so they are better at what they do than when they walked in. I find it fascinating, interesting and challenging. 
Where would you invest a spare $750,000?
I think investing in a syndicate like our <a href="https://www.folkestone.com.au/folkestone-real-estate-income-fund-at-sydney-olympic-park/" target="_blank">Sydney Olympic Park fund</a>, which is a fully let office building with an 8.1% yield and a strong tenant. I always like to do development work, which is the icing on the cake. I am involved in an apartment development in Melbourne. It’s a tough market, but we are getting there with 94% sold out by value. I also like the social infrastructure space, where yields are very good. 
Which football team do you support?
I am on the board of the Sydney Swans and went to the grand final victory last year.
What’s your favourite app or techno gadget?
I have an iPhone and an iPad, which I guess are essential for life these days. I also chair LJ Hooker, and they <a target="_blank" href="https://itunes.apple.com/au/app/lj-hooker/id380533661?mt=8">have a good app</a>, I like using <a target="_blank" href="https://itunes.apple.com/au/app/tripview-sydney/id294730339?mt=8">Sydney tripview</a> (displays Sydney train/bus/ferry timetable data on your phone). 
How do you use social media?
I don’t really use it except to get my wife to check out the Facebook pages of my sons to see how they are doing if I don’t hear from them in a while – they live overseas.

It was in 2008 when the retired Potts Point stockbroker Chris Trumbull and his wife, Paddy, sold their Border Street, <a href="/news">Belongil Beach</a>, retreat for $3.6 million to the Lacey couple.
The Trumbulls had paid $3 million in 2005 for the 683-square-metre beachfront holding.
The marketing ads by Ray White agent Lloyd Lawton say the beach house may be subject to an upgrading or demolition order.
<a href="https://www.propertyobserver.com.au/news/receivers-list-belongil-beach-property-of-ken-lacey-former-milk-and-bodello-industry-entreprenuer/2012110257590" target="_blank">The Laceys had the property listed</a> originally at $5.75 million, then for sale at $4.9 million in 2010.
During their ownership its value fell at an annual rate of 16%.
Lacey won Melbourne's milk distribution turf wars in the 1980s before heading north to the Gold Coast.
They hit the headlines when their imposing house on the Gold Coast's millionaires' row, Hedges Avenue, sold for $17 million in 2006, reportedly as the family were off to the United States to oversee the career of their aspiring rap-singer son, Jade, aka Lace Italiano.

Belongil Beach, Byron Bay, sale secures $1.25 million for  Lacey mortgagees

The high-flying recently retired Australian expat hedge fund trader Greg Coffey finally has his Balmoral compound.

It's been sealed with the recent acquisition of a $3.5 million Burran Avenue holding (pictured above). The four-lot, three purchases total 4,400 square metres, have cost $17.8 million.
The latest purchase added a strategic 610-square-metre holding to the hillside compound, which began with the purchase of the Merdjayoun estate in 2005.

Coffey paid $11.8 million for Merdjayoun, a seven-bedroom, 1930s Kirkoswald Avenue house (pictured above) on 3,200 square metres through Ray White agent Kingsley Yates inconjunction with Richardson &amp; Wrench. It had been held by the Hattersley family for decades.
Then earlier this year Coffey paid $2.5 million for the home on 610 square metres of the late Patricia Flynn, which had been unoccupied for several years when listed by the NSW Trustee and Guardian through Ray White Lower North Shore.
The latest acquisition through Ray White Lower North Shore last traded in 2001 when bought by the Balicki family.
No plans yet lodged with Mosman Council, so just what Coffey wants awaits. The two smaller purchases give him both sites in front of his main residence holding, which has a slight covenated building restriction.
Elsewhere at <a href="/news">Balmoral</a>, the Manassen family spent $7.5 million on one place, then $6.4 million on the adjoining clifftop harbour property in 1998 and 1999. Ditto Urs Schwarzenbach, the Swiss-born financier based in Britain, and his Australian wife, Francesca, who bought their first Balmoral clifftop house for $3.9 million in 1988 and then $11 million for the neighbouring sandstone cottage in 2010. The Schwarzenbachs currently have a $2.3 million demolition and works project by architect Ian Little before council.
The Karedis family spent $19.05 million on their two-block Balmoral acquisition in 2005 and 2006.
Topping the outlay was the Oatley family, who spent $15 million for Rivendell in 2001 through Richardson &amp; Wrench, and then $19 million in late 2011 for the adjoining holding.    
Ros Oatley-Lambert, the former wife of the former Southcorp wine chief Keith Lambert, snapped up her neighbouring Balmoral harbourfront property, Kahala, to improve her garden and boating facilities.
The 1,485-square-metre Hopetoun Avenue acquisition was sold by Albert Bertini, the flamboyant property developer. The adjoining Rivendell was a 2,000-square-metre double block.
Of course one doesn't have to buy more than one holding to make an impression.  Mosmanites are marvelling at the deep excavation at the recent Kirkoswald Avenue acquisition of Kimberly Simpson-Morgan, the wife of UBS boss Matthew Grounds. They are replacing a large Federation house on a 1,680-square-metre block that cost $14.05 million. The council were advised the newBKH-designed house would cost $3.9 million with the construction being undertaken by Todd Grounds at Grounds Construction Pty Ltd. It was approved but only after the potential heritage significance of the house was queried by near neighbour, Emeritus Professor David Carment.
Sydney's most noteworthy compound surrounds the main Packer family residence, Cairnton in <a href="/news">Bellevue Hill</a>. Although there's been no acquisitions for a decade, it totalled nine separate acquisitions in the decades following the first purchase in 1935 by James Packer's late grandfather Sir Frank Packer, costing about $9.1 million, at yesteryear price levels, but obviously worth much more in today's market.
Credited as reshaping London's financial district, the City, Coffey initially lived in relatively humble London homes.
From 1999, Coffey and his wife, Ania Brzezinski,resided just off Clapham Common in a suburban Tudoresque semi with attic that was worth about £1 million freehold, based on Title Tattle's 2006 kerbside appraisal.
He then moved to the pricier Chelsea, which the Australian Financial Review described as culminating a dazzling career that catapulted had him from Cabramatta in Sydney’s western suburbs to Chelsea in west London.
In October Coffey hit international headlines when he announced his retirement aged 41 from his London hedge fund, taking with him as estimated fortune of $400 million to enjoy.
His resignation letter at Moore Capital Management said he intended to spend more time in Australia with his wife, Ania, and their children.
Shortly after Title Tattle heard the rumour that swept the Pittwater peninsula that the Coffey's spent $13 million-plus to be the buyers of <a href="https://www.propertyobserver.com.au/https://www.propertyobserver.com.au/news/geoff-cousins-snappily-secures-%2413-million-plus-whale-beach-buyers/2012101957317" target="_blank">adman Geoff Cousins' weekender</a>, adjacent to their own Whale Beach retreat.
But this wasn't the case.
Instead they had their eyes on their Balmoral neighbour.

Hot (cold) weather usually means a decrease in foot traffic and an increase in website traffic. People start doing their homework online months before they contact an agent.
5. Read a book or two. Create and keep a reading list all year long of business books and books with ideas or practical advice.
6. Make five phone calls each day Monday through Friday during the month of December, excluding the holidays. Call friends and past clients and wish them a happy New Year. That doesn't sound like much, but it is huge.
7. Take pictures of local businesses and parks all decked out for the holidays and share them on the internet on social networks and blogs. There is gold in those photographs, and good karma, too. They start conversations, and help promote local businesses and neighborhoods.
8. Buy items for my business like computer, phones or software to take advantage of seasonal discounts and tax deductions.
9. Use any spare time to tweak online profiles, websites and blogs and get rid of accounts that are not being used. Get rid of clutter on the computer, in the cloud and around the office.
10. Walk at least a mile every day. Walking burns calories, is free, clears the mind, and relieves stress. It is also a way to get from one place to another.

The 10 tips for estate agents to come out of the Christmas/New Year holiday break with bounce

Credit Union Australia (CUA) has cut its standard variable rate by 20 basis points with a new rate of 5.85% kicking on December 13.
The new rate is 53 basis points below NAB’s standard variable rate of 6.38% ( from December 10), the lowest of the major banks followed by Commonwealth Bank (6.4% from December 10), Westpac (6.51% from December 17) and ANZ, which will announce its rate decision next Friday, at 6.6%.
This equates to an average discount of 62 basis points to the major banks – saving borrowers more than $100 a month in mortgage repayments for a standard $300,000 home loan taken out over 25 years.
CUA’s general manager for products and marketing Jason Murray says operating a customer-owned model enables the mutual lender to provide lower rates over the long term as they continue to focus entirely on customers rather than shareholders.
“CUA’s customers are already saving and gaining the benefits of our lower rates. The current standard variable home loan (SVHL) rate cut of 20 basis points ensures we remain over 50 basis points cheaper than the average of the SVHL rates offered by the big four banks – a gap we’ve maintained continuously for over two years now,” he says.
CUA’s new rate of 5.85% has a comparison rate of 5.91% and has no ongoing fees, extra payments can be made at any time without penalty and it includes a 100% mortgage offset account.
Another mutual lender, Heritage Bank (formerly Heritage Building Society), has cut its variable home loan interest rates by 20 basis points to 6.14%, effective from December 14. 
Heritage Bank CEO John Minz said Heritage’s standard variable home loan remained extremely competitive, well below the rates offered by the big banks. ”Unlike the big banks, we don’t have to target bigger profits to pay dividends to shareholders, so we can keep our rates lower, As a customer-owned bank, our motivation is to always provide the best possible rates we can,” he says
However, as with other lenders, Minz says Heritage has to take into account the high costs of funding and the need to meet long-term capital and liquidity requirements 
Minz says it is also important to remember that Heritage also had to consider the interests of investors. “Cutting home loan interest rates has a flow-on effect that also reduces the interest payments that investors receive. “We have many customers, such as self-funded retirees, who rely on the interest income they receive from their investments to fund their living costs. “It’s important that we keep in mind the needs of all customers when we make these decisions," he says.
