The proposal, now on public exhibition, outlines plans for around 3,300 new homes across the 12.3-hectare precinct. The renewal of Waterloo South forms the first stage of the broader Waterloo Estate transformation and is set to unfold over the next 10 to 15 years. The estate currently contains 750 social housing dwellings and 120 private homes.

The proposal, prepared by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a> and Beam Planning, spans 10 street blocks bounded by Cope, Raglan, George, Wellington, Gibson, Kellick, Pitt and McEvoy Streets, directly adjoining the Waterloo Metro Station precinct and within walking distance of Redfern and Green Square stations.

Under the masterplan, building heights would range from two to 33 storeys, delivering approximately 282,485 sqm of residential floor space alongside at least 10,000 sqm of non-residential uses and a minimum 5,000 sqm of community space. The planning framework has been specifically structured to support the mixed-tenure outcome, with the residential gross floor area capped at a maximum 50 per cent market housing allocation.&nbsp;

The Urban Design Report describes the vision as creating “a unique and vibrant mixed-tenure housing precinct that supports the needs of the community and delivers much needed housing in response to National and State Government priorities.”&nbsp;

A major focus of the revised proposal has been increasing the social and affordable housing component. The Minns Government increased the affordable and public housing allocation from 35 per cent to 50 per cent after coming to office in 2023.

Minister for Housing and Homelessness Rose Jackson said the changes were critical to maintaining Waterloo’s social diversity.

“When we came to government, we immediately reviewed the plans for the Waterloo renewal and boosted the number of public and affordable homes from 35 to 50 per cent,” Jackson said.

“This was a crucial step to ensure Waterloo remains a welcoming place for people from all walks of life to call home now and into the future.”&nbsp;

Minister for Planning and Public Spaces Paul Scully said the project would reshape the precinct for generations.

“This concept DA brings thousands of new public, affordable and market homes on the doorstep of the Waterloo Metro station another step closer to reality,” Scully said.

The Social Impact Assessment prepared by Urbis describes the renewal as one of Australia’s most significant public housing transformations, identifying substantial long-term positive impacts associated with housing supply, accessibility, public domain improvements, and community infrastructure.&nbsp;

MAYD Group sets Queensland record with $30 million penthouse sale at ONE Burleigh in Burleigh Heads

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

The amendments were to improve the&nbsp;original design scheme, namely changing the retail plaza and designs of the apartments.

The site, located on the prominent corner site of Victoria Road, Darling and Waterloo Streets, was originally approved to develop 167 apartments across three towers, with all buildings connected above a shared retail and commercial podium.

Heworth has worked closely with architecture practice Scott Carver to improve the overall design scheme to ensure the final development will become a welcomed new addition and destination for the local community. The commercial area will include a new, state of the art, Wests Ashfield Leagues Club.

The amendments see apartment numbers drop from 167 to 149, and the mix change to increase the number of&nbsp;two bedroom and three bedroom apartments.

Heworth Head of Property, Chris Walsh said the significant improvements to&nbsp;the overall design scheme will benefit the local community, as well as residents.

“A key focus of our development is a new village square, public plaza and major retail and hospitality podium connected by a series of laneways," Walsh said.

"It’s going to significantly contribute to Rozelle and become a major community meeting place and destination.

“Our apartment mix, now reduced in number to 149, will comprise an increased number of larger two and three bedroom apartments as we feel the larger size floor plates and premium interior architecture, fixtures and fittings, will appeal to discerning local owner-occupiers, particularly downsizers.”

Rozelle Village’s bespoke retail precinct will be anchored by a major supermarket, providing greatly increased convenience to the local area.

Early site works are now underway with demolition planned to commence later in 2023. Rozelle Village is expected to be completed by 2026.

Rozelle Village gets closer to launch after improved plans greenlit

TOGA has received development approval for their three-tower Macquarie Park project, Macquarie Rise.

Macquarie Rise, at 122 Herring Road, will be delivered in partnership with Baptist Union NSW and Morling College. It will have three residential buildings, ranging from 12 to 14 levels, rise from a two-level, mixed-use podium with office, retail and residential lobby areas.

There will be 265 one, two, three and four-bedroom apartments, with over half of the units including a multi-purpose room. Residents will have access to a 20-metre lap pool, a club lounge with a work and study area, a pilates studio, gym, and a cinema room.

Turner Studio designed the development, with the interiors handled by Stack Studio.&nbsp;

TOGA has previously developed One Twenty Macquarie next door, Macquarie Green, and Macquarie Central, delivering nearly 1,000 apartments in the area over the past 10 years.

Allan Vidor, Managing Director of TOGA, said Macquarie Park has matured as a location in the past decade, now offering residents a cosmopolitan urban centre surrounded by pristine parklands.

The location offers convenient access to public transport, further bolstered by the new Metro line which opens in 2024 and will provide fast access to Barangaroo and the CBD.

Prominent developer Fortis is set to develop its first project in <a href="/developments/elizabeth-bay-nsw-2011">Elizabeth Bay</a>, filing plans for two strikingly distinctive buildings on two of the harbourside suburb's best streets.

Regency House, on an amalgamated 1,464 sqm block across 10 Onslow Avenue and 21C Billyard Avenue, will comprise two Smart Studio-designed buildings which will home 22 apartments.

The $23.25 million project will see two early 1970s, freestanding flat buildings demolished to make way for the two buildings. The two current buildings, which home 30 strata-title apartments, are not heritage-listed, but&nbsp;identified as a "Neutral Item" under the Sydney Development Control Plan 2012.

The plans are for three two-bedroom apartments, 18 three-bedroom units, and a sole four-bedroom apartment, which will span 279 sqm.

The two-bed apartments start from 87 sqm and the three-bedroom apartments range from 141 sqm to 229 sqm.

27 parking spaces will be provided for the 22 residences, eight with EV charging but the other 19 with the provision to add at a later date.

Private rooftop terraces for the penthouses of 10 Onslow and 21C Billyard will have barbecue and lounge areas and private pools.

Smart Design Studio wrote in their Design Statement submitted to the City of Sydney that they took into consideration the immediate neighbourhood, which has many inter-war Art Deco functionalist style buildings, when designing the project.

"This refers to an era with predominantly clinker brick apartments of different red, brown tones, form, texture, protrusion, and geometry. Including a variety of brick bonds with decorative motifs in horizontal and parallel lines. This makes this material quality not only unique for its brickwork but moreover the craftsmanship of the time. This is something we examined in our report and employed in our design principles and proposed brickwork."

They say the north-facing facades from Billyard Street are&nbsp;characterised by simple geometric massing,&nbsp;undulating horizontally expressed curves and strong restrained vertical lines, while the Onslow Street south-facing facades are characteristic by their “punched window” expression.

The project is nearby Elizabeth Bay landmark houses including Boomerang, Tresco, Kincoppal and Ashton. Smart said the existing buildings do not make a positive contribution to the Elizabeth Bay area and demolition would not have a detremental impact on the established character of heritage zone.

"The proposed development will sit well within the existing context, external form and materiality and will not compromise the heritage character of area."

Fortis have a significant pipeline of both residential and commercial projects across Sydney, Brisbane and Melbourne. Earlier this year they submitted a development application for their first Queensland project, a high-end tower in Brisbane's affluent riverside suburb Kangaroo Point.

Leading Australian property group Aqualand is in the early stages of planning its first build to rent project, with the company adding the burgeoning housing model to its portfolio to assist in easing Sydney’s high-quality rental shortage.

The project, which is planned to be built on the site of Aqualand’s existing commercial building at 146 Arthur Street in <a href="/developments/north-sydney-nsw">North Sydney</a>, has recently had a Secretary’s Environmental&nbsp;Assessment Requirements (SEARs) application issued.

The proposed 40-storey project will see around 300 apartments available for rent above a lively ground floor retail and commercial precinct in the heart of the rejuvenated North Sydney CBD, just 400 metres from North Sydney Station and 250 metres from the future Victoria Cross Metro Station.

Aqualand sees the move of adding build to rent to its growing range of property offerings as a natural pivot to help alleviate the restricted rental market, which is an increasingly important segment of the local housing sector, by helping to address the rising demand for rentable, high quality and professionally managed residences.

The redevelopment will include a&nbsp;sky deck, lounge area/bar, pool, gym, workspaces and communal dining room.

“Given the model’s popularity overseas, we’re keen to see it grow here, where there’s a growing need for local residents to secure long-term tenancies that offer a large range of amenities,” Lin added.

“Whilst the preference for rented accommodation has traditionally been strong with younger generations, the demand for high quality rental product now spans across multiple generations.

“We are already deeply committed to the North Sydney council area, as evidenced by our AURA by Aqualand residential project at 168 Walker Street, which is set to open in mid-2024, and our award-winning BLUE at Lavender Bay which was completed in 2021.

"We also have other commercial assets in North Sydney, including 15 Blue Street and 132 Arthur Street, which are potential future redevelopment sites. Aqualand make first play in build to rent sector in North Sydney

Sydney's Hills District is abuzz with development activity of late. The work around the Hills Showground precinct has stolen much of the show in the local area, but Norwest, the new suburb only established five years ago, is starting to attract attention.

Haitchin Property Group have been working on Infinity Park, their Norwest masterplan, since securing approval in 2019. It includes 290 apartments across three distinct buildings.

The Marque tower, soaring 25 levels, and the low-rise Alpha and Omega buildings, home a mix of one, two and three-bedroom apartments, with extensive amenity featuring throughout the large Maitland Place site.

At its heart is a sprawling tropical lagoon pool, the largest of its kind in the Hills District, winds through the lush landscaping. There's around 7,650 sqm of green space throughout the development.

PRD Norwest Managing Director David Inkster says what has been an attractive proposition for buyers in the provision of a car space in every apartment. The larger&nbsp;two and three-bedroom units offer two car spaces.

Inkster says it's essential to have a car when living in the Hills, even with the newly operational Metro Stations.

Award-winning&nbsp;architects Turner have designed Infinity Park, which is slated for completion by mid-2025, while the sole commercial building will be complete in mid-2024.

The Marque building, the tallest of the three, seamlessly integrates with the natural surroundings through its organic curved balconies and balustrades, creating a harmonious dialogue between the edifice and its environment.&nbsp;

The project has received strong interest from local downsizers not wanting to miss out on the opportunity to live at Infinity Park, Inkster says.

"Infinity Park is certainly one of the most premium mixed-use communities in Norwest."

What's driving buyers to Norwest masterplan, Infinity Park

Prospective home buyers at Grand Reve, the soon to be completed Castle Hill apartment development by luxury home builder turned developer Kassis Homes, are able to buy apartments with just a $10k deposit.

It means a buyer can pay with as little as a $10k deposit. The balance of the 10 per cent deposit is payable in equal weekly instalments over the construction time frame up until practical completion, which at the time of writing 48 weeks.

McGrath Projects Director Adam Sparkes says since the&nbsp;introduction of the new finance model at Grand Reve, they have secured several property purchases ranging from a $620,000 studio to a $1,335,000 oversized two bedroom plus study apartment.

"The notion of paying by instalments is appealing to all buyer profiles including first home buyers and even downsizers, who are transferring the money from their super," Sparkes says.

Prices start at $580,000 at the two-tower project which has been popular with everyone from first home buyers, downsizers, upsizers, and even investors, given the surge in population growth of Castle Hill due to the new North West Metro and Hills Showground Precinct redevelopment.

Grand Reve sits just 350 metres from the Metro and 200 metres from Castle Towers, which has undergone a significant $300 million investment will produce a new multi-level upgrade and an expansion to over 300 stores.

There are 37 different floorplans available at Grand Reve, with configurations ranging from studios to three-bedroom units, and even a handful of split-level, townhouse-style dwellings.

Kassis Homes pushed the envelope when it came to finishes and fittings. All of the apartments at Grand Reve feature Wolf appliances, with the large two and three-bedroom options also including Sub-Zero refrigeration systems as standard inclusions.

Sam Kassis said when they were putting the plans together for the project, they sat down with a number of suppliers and they showed them the packages that they offer higher density developments, but something didn't quite sit right.

"It just didn't feel right," Kassis says, suggesting that their whole point of Grand Reve was for it to be different from everything else.

"We didn't want to do the same as what everyone else was doing."

So Kassis approached&nbsp;the high-end appliance retailer&nbsp;Wolf and Sub-Zero, who he has been using for 30 years in his luxury home building career. The premium appliance selection&nbsp;is usually reserved for more boutique projects in inner-city locations - apartments that carry a hefty price tag to match the calibre of appliance.

"We're the only development north of the city and surrounds to be using Wolf and Sub-Zero appliances." At the time Wolf said they never fit out developments of this scale, stating that "no one under the age of 45 has Wolf appliances."

The apartments are also fitted with Parisi tapware, brass feature fixtures, and stone kitchen bench tops.

"It's a high-end finish in every apartment, for an affordable price point," Kassis suggests.

A major focus for Grand Reve was to offer residents extensive outdoor space within the development. Some 2,300 sqm has been reserved for landscaped communal gardens.&nbsp;

Kassis Homes is also offering an extended 10-year structural guarantee at Grand Reve, meaning the developer would cover all costs of any defects up until 2034.

The 4.5-star iCIRT rated builder DASCO, one of the first to go through the rigorous process of getting iCIRT verified, is well underway with construction.

Grand Reve apartments in Castle Hill offer purchase with just $10k deposit

Aligning with the City of Sydney’s strategy of transforming inner-city urban precincts, Surry Hills Village will deliver the regeneration of a 1.2-hectare site to meet the needs of locals and visitors.

SJB Director Adam Haddow, one of the architects involved in designing TOGA's Surry Hills Village, has lived and worked in the area for 20 years, saying Surry Hills is his village.&nbsp;

Haddow thinks the project will&nbsp;add to the local landscape a sense of renewal and reinvigoration.

"One of the things we love about Surry Hills is walking through small laneways and down and finding new spaces and this will become a part of that experience of finding new things and experience of kind of tripping over a&nbsp;new space, or finding your most favourite restaurant or bar without even knowing it's there," Haddow said.&nbsp;

Surry Hills Village will comprise a mix of one, two and three-bedroom residence, designed with rare vision and clarity, offering space, amenity and upmarket finishes customary only in the finest private homes.

"I think one of the most important things about mixed use projects is you get a diversity of offering so you'll have commercial office space, you have retail space, you have residential space, getting that mix of residents and visitors is incredibly important to ensuring that they feed off each other and they give each other energy."

The vibrant market-style address will extend a new story to a whole new part of the city, with a range of&nbsp;green spaces, retail spaces and dining spaces also incorporated, including&nbsp;a Coles Supermarket and Vintage Cellars.

"From fashion boutiques to homewares, the retail offering within the Village is designed to nourish and complement the lives of residents, bringing together specialist producers, sellers and curators," Haddow said.

"So our opportunity with doing this this project is that we can start to get people coming across the site&nbsp;together, so we weave it back in so the activity that you get from around the streets actually starts to inject itself on the site again, and vice versa, the activity of the site helps to reinvigorate the streets of Surry Hill," he added.&nbsp;

Haddow noted the challenge in designing Surry Hills Village was about&nbsp;finding a balance between the activity of the streets scape and a sense of quietness and reprieve in the green spaces that existed above.

"So that you can you can immerse yourself in that green space and you can feel a thousand kilometres away from anywhere, we wanted to give you that opportunity of&nbsp;having the activity of the ground and the quietness and sanctuary of above."

Featuring the heritage brickwork of the former Bank of NSW’s façade, Surry Hills Village draws on and weaves within the aspects of its surroundings.
