The renewal of Waterloo South forms the first stage of the broader Waterloo Estate transformation and is set to unfold over the next 10 to 15 years. The estate currently contains 750 social housing dwellings and 120 private homes.

The proposal, prepared by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a> and Beam Planning, spans 10 street blocks bounded by Cope, Raglan, George, Wellington, Gibson, Kellick, Pitt and McEvoy Streets, directly adjoining the Waterloo Metro Station precinct and within walking distance of Redfern and Green Square stations.

Under the masterplan, building heights would range from two to 33 storeys, delivering approximately 282,485 sqm of residential floor space alongside at least 10,000 sqm of non-residential uses and a minimum 5,000 sqm of community space. The planning framework has been specifically structured to support the mixed-tenure outcome, with the residential gross floor area capped at a maximum 50 per cent market housing allocation.&nbsp;

The Urban Design Report describes the vision as creating “a unique and vibrant mixed-tenure housing precinct that supports the needs of the community and delivers much needed housing in response to National and State Government priorities.”&nbsp;

A major focus of the revised proposal has been increasing the social and affordable housing component. The Minns Government increased the affordable and public housing allocation from 35 per cent to 50 per cent after coming to office in 2023.

Minister for Housing and Homelessness Rose Jackson said the changes were critical to maintaining Waterloo’s social diversity.

“When we came to government, we immediately reviewed the plans for the Waterloo renewal and boosted the number of public and affordable homes from 35 to 50 per cent,” Jackson said.

“This was a crucial step to ensure Waterloo remains a welcoming place for people from all walks of life to call home now and into the future.”&nbsp;

Minister for Planning and Public Spaces Paul Scully said the project would reshape the precinct for generations.

“This concept DA brings thousands of new public, affordable and market homes on the doorstep of the Waterloo Metro station another step closer to reality,” Scully said.

The Social Impact Assessment prepared by Urbis describes the renewal as one of Australia’s most significant public housing transformations, identifying substantial long-term positive impacts associated with housing supply, accessibility, public domain improvements, and community infrastructure.&nbsp;

MAYD Group sets Queensland record with $30 million penthouse sale at ONE Burleigh in Burleigh Heads

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>

North Sydney is set to welcome a new apartment development with Chinese developer Wu Investments soon to launch&nbsp;Serendipity, a collection of 29 apartments near North Sydney's Northpoint Tower retail hub.

Prices will start from $1.23 million for the one-bedroom apartments with a study at 5 Doohat Avenue. The two-beds, also with a study, are priced from $1,765,000, and the three-bedroom apartments from $3.09 million.

Wu Investments already have a builder appointed,&nbsp;Novati, who will begin construction next year. The four-level building has been designed by&nbsp;Mackenzie Architects International, with interiors by Tesser Arch and landscaping by Conzept Architects.

One of the drawcards of the project is the location, just a 10-minute&nbsp;walk to North Sydney station, Greenwood Plaza, and the North Sydney metro, due to be completed Q2 of 2024.

Regarded North Shore developer WINIM are preparing to launch their latest residential project, Flo Northbridge.

The luxury development, in the heart of Northbridge, comprises seven oversized townhomes and five spacious apartments opposite Northbridge Shore Playing Fields and just a few hundred metres down the road from Northbridge Plaza and the popular Warners Park.

WINIM, who has over 11 residential and mixed-use developments in the pipeline, has worked with renowned architecture firm Rothelowman to create Flō, which was crafted to bring something different to the undersupplied new development space in Northbridge.&nbsp;

“This led to the idea of a private laneway that connects the homes – an internal, landscaped mews under which the garages sit. This layout meant we could balance privacy and solar impact, and create this real sense of seclusion.”

Pomroy said in contrast, the vision for the apartment building was for it to be more striking and contemporary.

“It’s a crisp, modern form that’s grounded in a masonry base that’s quite identifiable from the street. As you ascend, you get great views to the East, and each apartment has its own oversized balcony.

There are luxury two- and three-bedroom apartments on offer, and a single four-bedroom penthouse in the four-level apartment building which is located at the front of the site featuring sweeping district views.

Castle Hill and Baulkham Hills have long been the two most populous suburbs in Sydney's Hills District, around 30 kilometres north west of the city.

The emergence however of the Sydney Metro out to the Hills District has seen Castle Hill become the epicentre of activity.

New data from CBRE and PropTrack highlights that&nbsp;Castle Hill has recorded capital value growth of 72 per cent compared to the 49 per cent growth that’s occurred in the non-Metro suburb of Baulkham Hills.

CBRE’s Pacific Head of Research Sameer Chopra has dubbed it a “metro-fication”, which is transforming the living experience, work patterns and retail choices of Sydneysiders close to the city’s new railway stations.

"Since 2011, population has grown by 23 per cent in metro-line suburbs, eight per cent higher than in suburbs further out," Chopra says.

“By 2030, Sydney will have a network of four Metro lines, 46 stations and 113km of new Metro rail.

"We’ve already seen early evidence of this driving higher residential price growth and we see this outperformance increasing once the next stage is completed, with shorter commute times being a key driver."

Chopra says apartment development has unlocked opportunity for residents to live in more affordable yet well-connected areas.

The research found the younger demographic is happier than ever to move out to the Hills District, driven largely by the fact a train to the city will pass through the soon to be opened Castle Hill metro stop every four minutes.

​​"We found that 45 per cent of residents in suburbs along the Metro line stations are Gen Z and Gen Y, five per cent higher than in suburbs slightly further out," Chopra says.

McGrath Projects Associate Director Adam Sparkes, who is marketing Grand Reve which is set to complete in just over 12 months, says the metro line has increased the attractiveness for first home buyers.

"While the majority of our buyers currently are downsizers, who aren't particularly impacted by interest rate rises, the early phase of marketing last year saw a number of first home buyers snap up the one-bedroom apartments."

Sparkes says they've been attracted to both the proposition of being in Barangaroo in just over 30 minutes on the Metro, but also the amenity that Castle Hill offers, in the form of Castle Towers which has undergone a full redevelopment.

Chopra says the precinct developments the younger, more vibrant demographic, is being drawn to higher density living and eating out, the latter of which has been a sticking point for the first home buyer pool in the past, but not so much now with the introduction of extensive hospitality options.

He said the near-Metro suburbs have 12 cafes per 10,000 residents and hold an average of 23 liqour licences, compared to eight cafes and an average 10 liquor licences for every 10,000 residents in suburbs further away.

Deicorp's two biggest Hills District projects, Hills Showground in Castle Hill and Tallawong Village in Rouse Hill, have been designed more like precincts than just apartment towers.

They're each bringing a wide variety of lively food and beverage options to the base of their buildings and walkways interwoven through the precinct.

Hills Showground Village is advertising 9,500 sqm of retail, including a full line supermarket and over 30 speciality retailers next door to the future Metro stop, while their retail spaces in their Tallawong Village precinct are already 70 per cent taken.

The expectation is the population of Castle Hill and the surrounding Hills District suburbs will continue to grow, with a number of masterplan projects in development and under construction. Ellipse Property Group will launch sales of Atrium, the first stage of its $850 million Castle Hill masterplanned community, Carrington Place.

Atrium comprises 151 apartments in one mid-rise eight-storey building which forms the gateway to the Carrington Place precinct and offers rooftop recreational spaces with views over the whole of the development.

The precinct will also be home to over 20,000 sqm of recreational space including outdoor gyms and wellness areas as well as lush gardens, conceived by landscape architect, Site Image Landscape Architects, making it one of the greenest masterplanned communities in the Hills district.

The prime development site, which is the largest residential project in Castle Hill, spans around 3.2 hectares.

PRD Norwest Director David Inkster, who is managing sales for the project, says the team have seen a strong response from local downsizers, young families, first home purchasers and upgraders looking for larger-sized apartments.

“Atrium's multi-staged development is poised for consistent price increases, anticipated significant appreciation by the project's scheduled completion date Q3 2025," Inkster said.

“Apartments surrounding Metro Stations are predicted to outperform similar projects in neighbouring suburbs by up to 20 percent recent research has shown. As the premium suburb in the Hills District, Castle Hill is poised to see the lion’s share of that uplift."

Once completed, the masterplanned community, Carrington Place will comprise 771 apartments built across five, eight to 12-storey buildings.

Carrington Place Project Director Joe Chiha said the generously-sized apartments are designed to provide ample space for residents’ needs and offer a level of comfort and luxury unrivalled in Castle Hill.

The buildings have been sensitively designed by Tony Owen Partners and Stanisic Architects to immerse with its surrounding natural landscapes while complementing the curve of the tranquil Cattai Creek which runs along the western border of the development.

A key feature of the project will be a one-kilometre boardwalk running the length of the Cattai Creek connecting to Fred Caterson Reserve, a 58-hectare local reserve featuring picnic tables, children’s playgrounds, along with multiple sports facilities.

Ellipse Property Associate Director Puja Khanna said&nbsp;Carrington Place is envisioned as a multi-staged urban village with a strong connection to nature, prioritizing lifestyle, sustainability, and community.

Castle Hill residents are currently witnessing the gradual and dramatic transformation of the popular Hills suburb into a modern, cosmopolitan and dynamic urban centre.

The Hills Shire Council has a 30-year vision for the redevelopment and revitalisation of the Castle Hill Showground Precinct, located directly opposite the Carrington Place project, planned to create a new 15-hectare entertainment and recreation hub including a variety of community, arts, sporting and leisure activities.

The Showground site will become the primary civic space for a new precinct of the future local Hills communities. Located directly opposite The Hills Showground Metro Station, residents of Carrington Place will have access to Sydney’s CBD, Chatswood, North Sydney, Macquarie Park and Norwest Business Park. With trains operating every four minutes in peak hour in each direction, residents are offered the highest convenience on Australia’s first driverless railway.

Construction is planned to commence before Christmas later this year with Stage One Atrium due for completion in Q3 2025. The entire five-stage precinct is due for completion in 2032.

Sydney's Chatswood is continuing to see a swathe of applications for new off the plan apartment developments.

Since the&nbsp;Chatswood CBD Planning and&nbsp;Urban Design Strategy&nbsp;2026 was amended, which saw the CBD boundary expanded to the north which opened up the height limit to another area of the city, development applications have been flooding in,

Earlier this year Bridgestone submitted plans for a <a href="/news/nsw/bridgestone-file-for-two-tower-chatswood-apartment-project">two-tower development with 95 apartments</a>, while VIMG also recently filed for a <a href="/news/nsw/first-look-vimg-plot-two-tower-chatswood-apartment-development-nelson-place">dual-tower development with 193 apartments</a>.

The latest plans are from Polytec Australia Development, an entity with directors associated with the listed Hong Kong property developer Kowloon Development Company.

They're seeking to create a 27 mixed-use tower with just 53 apartments on a 1,184 sqm block at&nbsp;629-637 Pacific Highway which is currently occupied by&nbsp;two buildings both in use as separate car service and repair businesses.

The tower, which will have ground floor retail and commercial uses within the podium levels and sit above five levels of basement car parking, has been designed by PBD Architects who beat out Koichi Takada's Takada Architects and PTW in the Architectural Design Competition held earlier in the year.

The jury unanimously voted for PBD's scheme, suggesting the design concept "addresses key site challenges through a tower floorplan that responds thoughtfully to the sites constraints and opportunities."

"It provides carefully oriented and planned residential units that respond to the site geometry and in doing so optimise the capture of views to the south west (of the city), west to the Blue Mountains, and to the north (to Chatswood)," the jury noted.

PBD noted in their Design Statement submitted to the Willoughby Council that the&nbsp;proposed mixed-use residential flat building is designed to respond cohesively to the existing and desired future character of the neighbourhood streetscape with appropriate build form and material palette that respond thoughtfully to the immediate context.

"The proposal for 629-639 Pacific Highway is informed by our analysis of the context, striving to create a design that addresses the challenges of the site, maximizes the opportunity and integrates with the podium to provide a cohesive development of the site," the Design Statement signed off by PBD Managing Director Paul Buljevic read.

"The proposal comprises a cluster of slender tower forms/pods that resonates with the podium geometries. The proposal seeks to integrate tower and podium into a cohesive built form by morphing a two dimensional podium silhouette into a sculptural, programmable landscape deck.

"The building's floor plates were optimized to maximize solar access and cross-ventilation, with careful consideration given to the neighbouring context and views. The built form is further articulated to enhance its slender characteristics and additional facade tiering is introduced to seamlessly transition to the lower levels, to create a more inviting human-scale experience."

The tower will comprise two one-bedroom apartments, 22 two-bedrooms, 28 three-bed units, and a sole four-bedroom apartment, the penthouse.

The site is&nbsp;located around 550 metres south of the Chatswood transport interchange with access to metro, rail, and bus services, while also being just 750 metres from Chatwood's central retail precinct.

<h2>Project Summary</h2>

The site is an urban renewal site with redevelopment proposed for the existing low rise buildings to accommodate a mixed use tower.

The proposed development comprises the construction of 27- storey mixed use building with residential and non-residential comprising:

· 53 apartment units (2 x 1 bed, 22 x 2 bed, 35 x 3 bed, 1 x 4bed)

· 581 sqm GFA of commercial and office spaces

· 232 sqm GFA of retail shop

· 109 sqm GFA for café/restaurants

In addition, a five levels of basement parking will be provided, comprising of a loading dock and 89 car parking spaces including accessible parking and visitor parking. Bicycle parking racks will be provided for all apartments and at least 9 bicycle parking racks will be provided for non-residential occupants.

First look: Chatswood off the plan apartment development pipeline ramps up

As one of Sydney's first planned suburbs, Rosebery was created to accommodate expansive industrial workplaces in 1911.

Despite the&nbsp;once working-class suburb experiencing a transformation of its industrial warehouses into food and beverage hubs which has drawn peoples attention to Rosebery, there's been little activity in the new and off the plan apartment space, with land for a new development difficult to procure.

The Rothschild is just 550 metres from The Cannery, which really lit a spark under the suburb as a place to visit.

How Rosebery turned from industrial warehouses to thriving foodie hub

Pyramid, the developer, builder, and architecture firm behind the new Gosford apartment development Vue Mer, has released another stage at the water

Soon to rise at 142 Henry Parry Drive, Vue Mer Residences offers 140 apartments across two grand buildings.&nbsp;

Designed by head architect Joshua Oyeku of Pyramids Architects, Vue Mer Residences was designed with light, bright facades with copper vertical louvres on each apartment exterior offset with a more modernistic use of matte grey honeycomb cladding with opening bi-folds.

“I chose these materials for the exterior of the buildings to reflect the environment and to be visually bold in the Gosford skyline," said Oyeku.

The main living areas in the apartments have been designed to be open plan, with the layout flowing between the kitchen, living room and dining room.
