The renewal of Waterloo South forms the first stage of the broader Waterloo Estate transformation and is set to unfold over the next 10 to 15 years. The estate currently contains 750 social housing dwellings and 120 private homes.

The proposal, prepared by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a> and Beam Planning, spans 10 street blocks bounded by Cope, Raglan, George, Wellington, Gibson, Kellick, Pitt and McEvoy Streets, directly adjoining the Waterloo Metro Station precinct and within walking distance of Redfern and Green Square stations.

Under the masterplan, building heights would range from two to 33 storeys, delivering approximately 282,485 sqm of residential floor space alongside at least 10,000 sqm of non-residential uses and a minimum 5,000 sqm of community space. The planning framework has been specifically structured to support the mixed-tenure outcome, with the residential gross floor area capped at a maximum 50 per cent market housing allocation.&nbsp;

The Urban Design Report describes the vision as creating “a unique and vibrant mixed-tenure housing precinct that supports the needs of the community and delivers much needed housing in response to National and State Government priorities.”&nbsp;

A major focus of the revised proposal has been increasing the social and affordable housing component. The Minns Government increased the affordable and public housing allocation from 35 per cent to 50 per cent after coming to office in 2023.

Minister for Housing and Homelessness Rose Jackson said the changes were critical to maintaining Waterloo’s social diversity.

“When we came to government, we immediately reviewed the plans for the Waterloo renewal and boosted the number of public and affordable homes from 35 to 50 per cent,” Jackson said.

“This was a crucial step to ensure Waterloo remains a welcoming place for people from all walks of life to call home now and into the future.”&nbsp;

Minister for Planning and Public Spaces Paul Scully said the project would reshape the precinct for generations.

“This concept DA brings thousands of new public, affordable and market homes on the doorstep of the Waterloo Metro station another step closer to reality,” Scully said.

The Social Impact Assessment prepared by Urbis describes the renewal as one of Australia’s most significant public housing transformations, identifying substantial long-term positive impacts associated with housing supply, accessibility, public domain improvements, and community infrastructure.&nbsp;

MAYD Group sets Queensland record with $30 million penthouse sale at ONE Burleigh in Burleigh Heads

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>

Rising 28 storeys above the streetscape at located at <a href="/buildings/aura-by-aqualand-north-sydney-168-walker-street-north-sydney-nsw-2060">168 Walker Street</a>, and in the final stages of construction completion, the $1 billion Woods Bagot-designed residential community will comprise 386 luxury apartments above a richly landscaped precinct, including a two-storey retail and commercial podium.

Aqualand’s collaboration with award-winning landscape architects Turf Design Studio has resulted in a design that successfully integrates the project with the unique local environs of the characterful suburb. Landscape works are set to commence in early 2024.

Turf Design Studio Director Mike Horne said the design will reflect the <a href="/new-apartments/north-sydney-nsw">North Sydney</a> gully landscape.

“When you’re walking around <a href="/new-apartments/north-sydney-nsw">North Sydney</a>, the generously terraced lush green gardens of the traditional cottages and beautiful old houses imbue a gully setting, with its slightly humid air thick with a concentration of cool fragrances," Horne says.

“We’re trying to extend and deepen this character. <a href="/new-apartments/north-sydney-nsw">North Sydney</a> is changing, and has been for years, so we’re trying to discover the quintessential character of the place and amplify it.

Horne says&nbsp;<a href="/new-apartments/north-sydney-nsw">North Sydney</a> is undergoing a step change in terms of urban growth and density.

"On the border of this change, this site is interacting with the lower-scape buildings, establishing a ground-level connectivity allowing the senses to connect, as well as\ rationally bring this experience into the building to make you feel as if you’re still in a garden.

“Due to the site’s significant level change, a tiered series of curvy sandstone walls, two to three metres high will step down, creating a series of tiered terrace gardens full of cascading plants to immerse you in greenery. This will reflect a gully landscape with the sandstone walls disconnecting you from the actual building structure, making the landscape a device which allows you to exist ‘within’, to create moments of connection, where people can interact with the plantings."

The garden beds immediately outside the hospitality spaces will reflect their individual offerings. For example, outside the contemporary Japanese restaurant, species such as Japanese maples, purple leaf plums, Japanese red pines, camelias, wisterias, azaleas and Japanese box will be used.

Desert species, including curly jade plants, prickly pears, foxtail agaves, kentia palms, cordylines, golden barrel cactuses and succulents, will be planted outside the All Day Diner.

The providore, bakery, café and wine bar’s garden beds will feature Mediterranean species, such as rosemary, oregano, thyme, lavender, agapanthus, liriope and lemon and olive trees. Inside the building, the lift lobbies on each level, being key areas for resident interaction, will carry greenery throughout the building with interior gardens sitting against the glass next to the lifts from levels one to 26. The level 26 Sky Deck will also feature coastal cliff-style plantings.

"We’re not just providing garden beds, but offering the community a landscape experience that begins at the street, and as they move through the sites’ threshold and entries it intensifies the landscape experience," Horne added.

"The ground plane will connect to the experience and quintessential character the local homes are holding onto by connecting AURA to the ground and earthing it to that gully-style cultural landscape of old <a href="/new-apartments/north-sydney-nsw">North Sydney</a>. Aqualand has also commissioned a public art piece from international artist Richard Sweeney to adorn the Walker Street entrance. The piece was also inspired by <a href="/new-apartments/north-sydney-nsw">North Sydney’s locale</a>, and will feature unique, organic curves inspired by the natural elements of sandstone, water and the landscape synonymous with the harbour-front. The artwork component will be woven into the fabric of the garden in a way that amplifies the arrival experience.

Aqualand Group Managing Director, Jin Lin, says he’s excited by the final landscape scheme as it is testament to Aqualand’s commitment to building communities that reflect the local area.

The importance of landscaping in a city development: How AURA by Aqualand is bringing nature to North Sydney

Sydney property developer <a href="/developers/central-element">Central Element</a> (CE) and joint venture partner Develotek has appointed builder Trescon to build their luxury harbourfront apartment development, <a href="/new-apartments/bianca-drummoyne-2c-2d-wolseley-street-drummoyne">Bianca Drummoyne</a>.

They'll kick off construction in early 2024 on the project of just 12 large-scale apartments, each encompassing three and four-bedrooms with&nbsp;views of <a href="/new-apartments/drummoyne-nsw-2047">Drummoyne</a> Bay, the harbour, and the city skyline.

The rarity of <a href="/new-apartments/bianca-drummoyne-2c-2d-wolseley-street-drummoyne">Bianca</a>,&nbsp;the first new waterfront project to be released in <a href="/new-apartments/drummoyne-nsw-2047">Drummoyne</a> since 2020, has seen it achieved record prices for the area. Prices start from the mid to high $3 million range and into the high $8 million bracket for the apartments with direct waterfront access.

Cameron Porter, <a href="/developers/central-element">Central Element’s</a> Head of Sales, says what sets Bianca apart is its generous floorplans, rare position and harbour views.

"The extravagant north-facing residences range from 120 to 290 square metres internally with 10-13 metres of water frontage," Porter says.

Following a considered selection process, CE has appointed the iCIRT certified and renowned Sydney construction company Trescon to bring the creative vision for Bianca to life. Trescon boasts strong experience across a diverse portfolio of projects with a passion for high-end luxury residences, notably the revamp of a 1928 Wunulla Road, Point Piper residence led by architect Richard Stanisich which recently sold for $69 million.

Central Element appoint builder for luxury Bianca Drummoyne apartment development

The Sammut name has been synonymous with property development in the Sutherland Shire for decades.

Paul Sammut started developing and building luxury houses back in the 1960s. His sons Allen and John Sammut then officially set up Sammut Developments in 1993.&nbsp;

Since then the Sammut family has been associated with over 300 residential development projects, both houses and multi-res, up and down the coast of Sydney.&nbsp;They even took their brand to Queensland, in what was arguably one of their most successful apartment developments to date.

A testament to their brand strength and recognition in the Shire, the <a href="/new-apartments/surfers-paradise-qld-4217">Surfers Paradise apartment development</a> Coast, on the dress circle <a href="/new-apartments/coast-surfers-paradise-43-garfield-terrace-surfers-paradise">Garfield Terrace beachfront</a>, quickly garnered significant attention.

Within a few weeks of lodging their development application, they secured $110 million in conditional sales. More than half of the 53 apartments were spoken for, at an average sale price of more than $4.5 million. Now there's just a handful left.

A number of purchases came from those in Sydney who knew what Sammut had delivered locally.

Julian Sammut, the third generation Sammut and the company's chief operating officer, said the company wanted to test themselves in a different market and had been looking at sites for a while before swooping on the 1,619 sqm beachfront block in the early stages of COVID.

He said that while sales were fast, it wasn't all sunshine and rainbows.

"We couldn't even get up to Queensland and transact physically on the site," Sammut recalled.

"Everything was done over the phone independently during the full lockdown."

Sammut said like any other developer at the moment, when construction prices started to rise, they got it.&nbsp;They had to adjust their pricing to what was the new reality.

"Even with prices rising, we still believed in the stock, and purchasers would understand the quality and price tag," Sammut says.

Multiplex kicked off construction of the 37-level tower in November last year, and are forecasting an early 2025 completion date.

Sammut admits that while they had the full belief in their product working in a different space, the reaction from the market and the speed of the success was still a surprise.

"You always think you can develop anywhere and everyone will love it, but it's not always the case. There's still a lot of beachfront development on the <a href="/new-apartments/gold-coast-qld">Gold Coast</a> in that luxury space, so the fact Coast only has a handful of apartments left is pretty extraordinary," Sammut says.&nbsp;

While Coast out Sammut on the map in South East Queensland, their bread and butter for a number of years has been the Sutherland Shire, in particular the epicentre, <a href="/new-apartments/cronulla-nsw-2230">Cronulla</a>.

Sammut says Cronulla really does offer something nowhere else in Sydney can.

"It's the only beach in Sydney accessible by a train station. People love the fact they can be footsteps to the beach, have a great local amenity with retail and dining as well as great schools, while being a direct 40-minute train to the city."

Sammut's pipeline in Cronulla is extensive. Having predominantly developed for the high-end downsizer market, Sammut have been clever in recent years, diversifying their portfolio not by property type, but by density.

Their newest apartment development VUE, by no means high density with 112 apartments just more than the beachfront six-packs, has opened up the Sammut brand.

"VUE allowed us to offer something we haven't to a wider market for a while," Sammut says.

"It was one of the first chances first home buyers have had in a while to buy a Sammut apartment, and the one-bedrooms were snapped up, selling for around the $1.28 million mark, a huge price for a one-bedroom apartments in Cronulla."

What they've done at Vue is cater for all aspects. While their more boutique stock caters for downsizers, Vue caters for a different kind of downsizer.

"Some downsizers want the privacy of being one of just two or three apartments on the beach, and have the budgets to back that up. But some want a swimming pool, gym, sauna, cafes on their doorstep, things you can't get in the luxury beachfront developments."

Vue has a large pool through the middle separating the two buildings, with a northern aspect all day to capture the sunlight. It's surrounded by cabanas, breakout areas with barbecues. There's a wellness centre with all of the trimmings including a gym, steam, sauna, even an ice plunge bath and a hot plunge. The towers will sit above extensive retail and office space, creating a new destination for Kingsway.

There's been significant interest in the two-bedroom apartments, with many young professionals who don't need to head into the city office every day, turning one of the bedrooms into an office. Sammut also designed the one-bed apartments to have study nooks to cater for the work from home trend.

A few months ago Sammut appointed Decode to build Vue, which is expected to be complete in 2025.

Sammut are continually on the look out for potential development opportunities, with the door open to more projects on the <a href="/new-apartments/gold-coast-qld">Gold Coast</a>, and even <a href="/new-apartments/brisbane-qld">Brisbane</a>.

From coast to Coast: Sammut's evolution from Sutherland Shire to Surfers Paradise

Joint venture partners Ace Property Group and TQM are collaborating on an apartment development which is set to breathe new life into well known entry to the Central Coast.

Their new <a href="/new-apartments/gosford-nsw-2250">Gosford apartment development</a>, <a href="/new-apartments/the-grand-gosford-27-37-mann-street-gosford">The Grand</a>, will bring a striking new Kann Finch-designed tower to the waterside suburb, with 123 apartments above a vibrant retail and commercial scene in a two-storey sandstone podium.

JQZ launch Park Avenue Residences in St Leonards

St Leonards is set to welcome one of its tallest towers, with Anson Group seeking to develop a 50-level tower right next to St Leonards train station.

They've submitted $187 million plans for a 173-metre tall tower at 617-621 Pacific Highway, bounded by&nbsp;Atchison Street, Pacific Highway and Christie Street. It will top JQZ 2022-completed tower 88 by JQZ, which is 157 metres tall.&nbsp;

The proposed mixed-use tower will home 195 apartments above six-level podium with retail and commercial floors, basement car parking for 72 cars, a new community and arts centre, and a mid-tower communal level. The project will neighbour Stockland's office tower which they are <a href="/news/stockland-plans-to-supersize-its-st-leonards-renewal-opportunity">seeking to redevelop into two 63 and 45-level towers</a>.

Architecture firm BVN drew inspiration from New York's Flatiron building, suggesting it will be a "new market for St Leonards."

"Because of the site's unique geometry, there is opportunity to celebrate the site location and geometry. A 'flat-iron' building, which creates a unique building identity," BVN noted in their Architectural Design Report submitted to the North Sydney Council.

"The unique nature of the permissible envelope creates a unique and identifiable western facade where the building is one-apartment in width."

BVN said there are&nbsp;two key themes that strongly reflect their architecture - the materiality and landscape of the building.

"The facade colour palette takes inspiration from the colour of the clay-rich soil and Ashfield slate bedrock upon which the site sits, to create a visually grounded and warm appearance."

Over half of the apartments are two-bedrooms (104), while there are 36 one-bedders and 50 apartments with three-bedrooms or more.

The Access Report report Argentum Group said the North Sydney&nbsp;Development Control Plan is 10 years old, and the apartment mix provision applies as a blanket approach across the entire LGA and thus not specific to the locality.

"As such it does not reflect the most current shift in lifestyle and market preference for apartment living and desire for additional bedrooms in St Leonards," they stated.

"This has been a consistent market direction over the last 5 years across Sydney.

They said the proposed mix has been designed to adapt to the change in apartment living preference, that has been accentuated post COVID lockdown period where there has been a shift to working from home and consequently the need for larger apartments with better spatial amenity are more desired."

At the top of the building is a two-level penthouse which BVN describes as a "multilevel crown".

"This provides a distinctive architectural profile to the tower. At these levels the glazing is profiled to match triangulated elements within the tower."

The resident amenity will be on the 24th level in the form of a swimming pool, spa, multipurpose room, and outdoor terraces.&nbsp;There's nearly 400 sqm of retail across and over 2,600 sqm commercial space.

There were a handful of pre-lodgement meetings with council after an initial design scheme was put together by fjmt.&nbsp;

The 1,062 sqm site is currently occupied by two mid-rise commercial buildings in a&nbsp;Modernist/Brutalist architectural style, dating back over four decades, with exposed concrete-aggregate finish.

BVN said the&nbsp;character of Pacific Highway, Atchison, and Christie Streets is in transition as a significant number of new developments have been delivered or are in design phase.

"The redevelopment of the site for a mixed use development will significantly improve the amenity of the surrounding area by delivering a mix of commercial, residential, retail, art, and community uses," BVN stated.

"The character of the proposal reflects its residential use and utilises strategies to introduce warmth/scale and connection from internal to external spaces. It provides opportunities to introduce planting and greenery. This signals a shift from the previous commercial context of St Leonards."

Last year Anson Group filed plans for a four-building, 200-apartment development in Sydney's&nbsp;Kensington.

Sydney unit values are approaching new highs after CoreLogic's national Home Value Index showed another month of growth for apartments and townhouses in the harbour capital.

Values rose 0.6 per cent over October, taking Sydney's 2023 unit growth to eight per cent.

Despite the median unit value ($832,000) being over $200,000 more than the next most expensive capital city unit median (Melbourne, $615,000), Sydney units have proven to be one of the best performing unit markets in the country over the year, third only to Perth (+9 per cent) and Brisbane (+9.8 per cent).

CoreLogic's overall index has been tracking upwards since&nbsp;finding a trough in January when the market bottomed out after losses over 2022 when the RBA started its rate tightening cycle.

The trend in advertised stock levels remains a critical feature of the market influencing housing trends, CoreLogic Research Director Tim Lawless says.

"After 10 months of below-average vendor activity, the flow of new capital city listings has ramped up through winter and spring to be almost 12 per cent higher than a year ago," Lawless says.

"Although total listings (ie new listings plus relistings) remain lower than this time last year and below the previous five-year average, it is clear that inventory levels are rising."

Sydney's advertised stock levels are 9.3 per cent up through spring.

<h2>What's happening in Sydney's off the plan apartment market?</h2>

Supply has too been one of the leading contributors to the success in the off the plan apartment market for the majority of 2023.

While in October there were <a href="/news/nsw/five-development-applications-submitted-across-sydney-in-october-2023">some&nbsp;significant development applications submitted</a> which will assist in the supply moving forward, the number of new apartment projects coming to market has been critically low.

Agents across Sydney are reporting that each segment of the market is moving.

Colliers National Director Blake Schulze says there's appetite for luxury apartments, middle tier stock, and the more price pointed units.

Schulze says it's still a strong owner-occupier market, but investor activity has started to pick up. Not so much by way of increase enquiry however, more so a higher conversion from investor enquiry to sale than there has been in a while. The investor purchasing hasn't necessarily been on the most price pointed stock either.

"Investors have a more owner-occupier mindset now," Schulze says.

"They're looking forward to owning it as a short-term investment, but something they will reside in in the future."

Most of the buyers Schulze and the Colliers team are working with are off the plan buyers for the first time.

"A number of buyers have been priced out of the housing market, and are now looking at apartments as a viable option, and that's all phases of life, whether it be young professionals, young families, or even established families.

"Traditionally the lifecycle of homeownership is that you'd move into an apartment when you're young, move out and buy a house, then maybe downsize and move back into an apartment in later life. Now however, if the apartment is set up right, particularly in a masterplanned, placemaking way with well curated amenity and lifestyle, then the middle phase of that cycle is conducive."

David Highland's Highland Property sold nearly $200 million worth of apartments off the plan in October across their portfolio, holding 2,300 buyer inspections, which he says is an important metric to track.

"It shows buyers are out there, and if not yet transacting, they're starting their journey to do so," Highland said.

Highland recently relaunched Nautique in Rushcutters Bay, the large scale apartment building in the harbourside suburb in 13 years.

He said the launch gave them a good gauge of what's selling.

"The launch showed there's demand from every segment, with sales from the low $1 million's to $15 million, and everything in between."

Highland says the top end of the market is "incredibly strong."

"Anything over $10 million is selling quickly. There’s not enough stock for this market and we’re getting significant enquiry for this type of product from downsizers. The middle market and investment level are too buoyant given the lack of supply across the majority of Sydney."

That's been the case over in nearby Elizabeth Bay where Toohey Millers' debut project has seen three out of the five full-floor apartments sales snapped up just a few weeks into the launch. Sales ranged between $8.25 million and $13 million.

CBRE Residential / Stewart Residential's Ben Stewart has been marketing No.1 Onslow Avenue, saying the project has resonated with a number of different buyers.

"While nearly all of the enquiry has come from downsizers, it's not necessarily all been localized," Stewart says, noting that wile Elizabeth Bay, Potts Point and the nearby harbourside suburbs domianted enquiry, there's been interest from the Lower North Shore too.

Stewart puts the success down to the limited supply in an area like Elizabeth Bay. He's also grabbed a couple of sales at&nbsp;Eurangi, the new MH Design Union block of just eight apartment on Bondi Beach's dress circle Campbell Parade.

"Much like Elizabeth Bay, there's only even going to be a limited amount of supply in these premium suburbs, particularly on the streets either on the beach or the harbour."

Stewart is about to launch Muse Potts Point, the joint venture between Toohey Miller and Third.i just off Victoria Street.

The 13 apartments, designed by WMK Architecture and Mathieson Architects, capture significant harbour views from the higher apartments in the Brougham Street building.

"The great thing about Potts Point is it appeals to such a diverse market," Stewart says.

"There's nothing like Potts Point anywhere else in Sydney. It's got cosmopolitan amenity with a food and restaurant lifestyle, by the way, and the convenience of being to walk into work while looking at the harbour."
