Melbourne developer Spacious Group has completed Voyage Altona, one of the closest new apartment developments to Altona Beach.

The approval comes as developers continue to invest in premium lifestyle-driven apartment projects on the Gold Coast, where owner occupiers are increasingly prioritising amenity as much as apartment size and location.

Homecorp Founder and CEO Ron Bakir said Budds Beach provided the ideal location for the company's latest luxury apartment project.

Passenger said sustainability also played a key role in the design, with materials from the original industrial site salvaged and repurposed throughout the development.

Motiv CEO Carly Cottam said buyers had responded strongly to the combination of larger apartments, wellness facilities and the West End lifestyle.

The approved scheme by <a href="https://www.apartments.com.au/developers/one-global-capital">One Global Capital</a> will deliver an 80,500 sqm mixed-use precinct comprising 840 apartments, integrated hotel accommodation, commercial and retail space, alongside publicly accessible open space designed to create a new destination for the growing suburb.

"This is a significant milestone for One Global Capital and for the future of housing delivery in Sydney," Sunito said.

"The Housing Delivery Authority was established to identify major housing projects capable of delivering meaningful supply more efficiently, and we are delighted that Spencer Street has been recognised as one of those projects.”

He said the declaration reflected the rapid progress achieved since acquiring control of the site.

"In less than seven months we have progressed from taking control of the site to securing entry into one of the NSW Government's most important planning pathways. It reflects the experience of our team, the strength of our consultant group led by Urbis, and our long-term commitment to delivering transformational projects that contribute to Sydney's future."

When the project was revealed earlier this year, Sunito described the opportunity as one of the strongest development sites he had worked on.

"I probably hadn't appreciated the uniqueness of the site until more recently when putting together the concept plans," Sunito said.

"The proximity to the water, and the golf course opposite, is unlike any other part of Parramatta Road. We have a unique position and view corridors over the water that makes this one of the best sites I've worked on."

The development has evolved since its initial announcement, with the approved plans increasing the residential component from the originally proposed 750 apartments to 840 homes while retaining the project's focus on creating an integrated neighbourhood rather than a standalone residential development.

The approval comes as Five Dock continues its transformation ahead of the opening of the Sydney Metro West line, with the new Five Dock station set to significantly improve connections between the Inner West, Parramatta and the Sydney CBD.&nbsp;

Iwan Sunito secures approval for $1.9 billion Five Dock mixed-use precinct

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

The study, conducted by architecture firm <a href="/architects/hassell-studio">Hassel</a>l on behalf of the Property Council of Australia, found that subject to individual feasibility studies, approximately 86 office buildings are suitable for adaptive reuse.

Brisbane developer <a href="/developers/skf-development">SKF Development</a> has officially commenced construction of its Sceniq Bilambil Heights residential subdivision, where just a handful of lots now remain for sale in the first release of the $59 million project.

Tweed Shire Council Deputy Mayor, Councillor Meredith Dennis, and Councillor James Owen joined SKF Development Director Eric Zhao, representatives from CD Civil and land buyers at a sod-turning ceremony for the project which has been hailed as a vital contributor to housing supply for the Tweed region.

“We are thrilled to welcome Sceniq to <a href="/developments/bilambil-heights-nsw-2486">Bilambil Heights</a> and delighted that construction of this new project is officially under way,” said Dennis.&nbsp;

“This new development is a welcome addition to The Tweed, delivering 100 residential homesites that bring much needed supply, are affordable and exactly what our region needs.

“This addition to housing supply comes at the perfect time to cater for our fast-growing population, with existing properties being tightly-held in this sought-after region.”

SKF Development reports strong demand for land at Sceniq Bilambil Heights, with the first stage comprising 30 elevated homesites already 80 per cent sold after spending only a couple of months on the market.&nbsp;

The residential subdivision, located on a 15.8ha site bounded by Walmsleys Road and Stott Street, has struck a chord with buyers drawn to large homesites averaging 1,200 sqm, many with ocean and hinterland views, and a masterplan that incorporates a community park for residents.&nbsp;

“I am honoured to acknowledge the support of the Tweed Shire Council and the collaborative relationship we have enjoyed over many months to bring this project to reality,” said SKF Development Director Eric Zhao.

Tweed Shire Councillor James Owen said helping to increasing housing supply in the region was one of the biggest priorities for council.

Tweed Shire Council recently released a comprehensive options paper on its Growth Management and Housing Strategy which asked the community what they thought about the housing options being put forward.

“It’s no secret that we need housing in the shire as soon as possible so hopefully things can progress in a productive way and the Tweed community can start to understand what the options are for them,” said Cr Owen.

“Sceniq is a key part of the future for the council’s housing strategy," Owen said.

“This Bilambil Heights community is a positive step forward for the many people looking to build a new home in the Tweed Shire and I look forward to seeing this long-awaited project come to fruition in the coming months.

“I’m glad to see a ‘locals first’ approach as there will also be buyers flocking from the Gold Coast and further afield in Queensland and people from the southern markets in Sydney and Melbourne.&nbsp;

“This focus on satisfying pent-up local demand in the first stage ensures Tweed Shire residents have the opportunity to secure much needed housing.”

Owen said he was pleased that the project offered a variety of options for different family types with varying budgets, including first home buyers.

“The new Tweed Valley Hospital in nearby Cudgen will employ workers from cleaners to retail staff, nurses and surgeons. There’s a whole range of people with different budgets so it is great to see affordable options on offer.

“With the new Tweed hospital opening in May, local construction workers will be looking for their next projects so it will be great if they can find opportunities here.”

Homesites in the first release were priced from $495,000 to $725,000, with a median price of $545,000. Prices for the second stage will be announced soon.

The release of residential homesites at Sceniq Bilambil Heights comes amid a massive shortfall in new residential housing developments across the Tweed Shire and neighbouring Gold Coast City.

Council’s latest projections indicate the Tweed’s population is expected to grow by between 13,000 and 30,000 people by 2041, with planning required to accommodate an additional 11,000 jobs in the Shire over that period.

SKF Development appointed CD Civil, a local contractor with a strong track record in the area, including works at the Tweed Valley Hospital, to undertake civil works at Sceniq Bilambil Heights, where Stage 1 is expected to be completed by the end of this year.&nbsp;

CD Civil has already completed considerable early works for the project since its appointment late last year.

The first home buyer market has been incredibly quiet in the off the plan apartment market for the last few years given the unwavering hiking of interest rates by the RBA.

Now however, with economic data and commentary suggesting rates will be coming down. later in 2024, first home buyers have started to emerge again.

Data from MatterFact, Apartments.com.au's new data analytics product, shows that in&nbsp;<a href="/new-apartments/sydney-nsw">Sydney</a>&nbsp;there has been over 35 per cent more enquiry from first home buyers in the first two months of 2024 compared to the same period in 2023.

Enquiry is also 30 per cent up compared with the last two months of 2023.

Sydney's top five apartment development for first home buyers in 2024

Sydney-based developer&nbsp;<a href="/developers/haitchin-group">Haitchin Group</a> has been approved to include Latent Defects Insurance (LDI) at its Infinity Park mixed-use masterplan project in Sydney’s rapidly expanding <a href="/developments/norwest-nsw-2153">Norwest</a>.&nbsp;

<a href="/new-apartments/infinity-park-residential-7-maitland-place-norwest">Infinity Park</a> is the first and only development in Norwest to offer purchasers the insurance which provides property owners with a 10-year warranty post building completion.&nbsp;&nbsp;

Recently introduced in Australia by Resilience Insurance, LDI has been identified by the NSW Building Commissioner David Chandler as an essential “must-have” for property developers that insures property owners against structural defects for 10 years post building completion.&nbsp;

Consumers have the ability to claim the costs of significant defect rectification directly with the insurer. It also covers the cost of rehousing residents during defect rectification, should it be required.

The insurance positions property developers as ‘market leading’ and following best practice, aimed at giving greater certainty and confidence to off the plan apartment purchasers and a tick of approval that the developer is safeguarding the interests of its future purchasers.

LDI must be taken out by either the developer or builder before construction starts, as the insurance effectively follows the whole project lifecycle and includes a complete examination of plans, specifications and other documentation, as well as monthly audits by independent technical inspectors through to certification of Practical Completion.

Once the 10-year warranty period expires, the strata corporation can transition to new insurance policies to protect their apartment buildings. This is expected to be at a lower premium than would otherwise be charged.

Haitchin’s General Manager Robert Tasveski said LDI provides peace of mind and reassurance to off the plan purchasers at Infinity Park, knowing that they have a 10-year warranty against any structural defects.&nbsp;

“Latent Defects Insurance is intended to prevent the occurrence of structural defects in the first place. Just like car or private health insurance, you hope you never need to use it but if you do, you’re happy you have it,” he said.&nbsp;

“Importantly, its only offered to developers and builders deemed trustworthy by the insurer, Resilience Insurance. In order to receive the insurance, Infinity Park must pass rigorous and regular assessments by independent technical inspectors that ensure the quality of the construction is upheld.

“With the monthly inspections, if they find something that needs fixing, it needs to be rectified before the project proceeds to the next step.”

NSW Building Commissioner David Chandler said the introduction of Latent Defects Insurance is the latest reform to the building and construction industry which will improve the design and construction of apartment buildings in NSW.

“These reforms have come about due to the united commitment of government and industry to transform the NSW construction sector.

“NSW is now in the position of being a national leader in offering an insurance product of this type for Class 2 buildings because of the three years of conscious effort and commitment by Government and industry to the journey we have been on under Construct NSW.

“We’re looking to clean up the market and bring an end to expensive litigations against developers who have deep pockets or subsequently vanish into thin air.”

Infinity Park, Norwest buyers to get 10-year Latent Defects Insurance

The Rosehill-Camellia Landowners Alliance (RCLA), a consortium of four major landowners, are looking to the NSW State Government to collaboratively deliver a new $25 billion community on the Rosehill Racecourse and Camellia Town Centre sites.

Set to be delivered by 2050 on the amalgamated 90-hectare site in Western Sydney, the RCLA’s $25 billion vision will unlock access to the Parramatta River waterway with a new ferry wharf, light rail, and Metro stations.&nbsp;

The proposed plan will also see a town centre developed as the heart of 45,000 critically needed new homes which will include affordable housing. Retail, education and commercial space alongside community facilities, public open spaces, and new infrastructure, will make up the precinct.

The plan’s proposed new public spaces include a 350-metre-long beach and opens up an additional 1.5 kilometres of waterfront along the Parramatta River.

Rosehill-Camellia will also catalyse a three-minute economic super-hub in Western Sydney – with residents able to commute within minutes between Westmead, Parramatta and Camellia using the new Metro.&nbsp;

The new public transit and walkable community would be in easy walkable access to the new Metro Station, Parramatta Light Rail stops and a new ferry wharf.

Camellia was once a major industrial precinct, but its role as an employment hub has been in decline since the 1970s, with a 91% decrease in jobs since its 1976 peak.

Transport infrastructure like Parramatta Light Rail and the Metro West, provides an opportunity to develop a plan that considers the site’s strategic role over the next 50 years.&nbsp;This includes the long-term social infrastructure needed to support the major housing supply and contribute to the status of Central River City.

The Alliance members are calling on the NSW State Government to collaborate with the Landowners and the Council to develop a new and visionary master plan to optimise the amalgamated site. &nbsp;&nbsp;

"We want to ensure international best practices are utilised to leverage the potential for value creation for both the Government and the economy," Graf added.&nbsp;

“The new masterplan needs to be a highest-level collaboration between government and the private sector investors, and must have the best international expertise to crystallise the broader vision."

$25 billion new community planned for Rosehill Racecourse land

With housing demand projected to outpace Greater Sydney in price and rental growth, the Norwest area in Sydney’s booming Hills District has become an attractive investment opportunity.

According to Urbis’s Norwest Market Outlook Report, sales prices and rental yields for apartments within the Norwest area outperformed those in the Greater Sydney Area between 2019 and 2022.

The Urbis Report indicates that infrastructure investment and new housing development is a key factor in the strong price growth over the period, attracting more affluent residents to the <a href="/developments/norwest-nsw-2153">Norwest</a> area. &nbsp;The median unit price has increased by 6.3% per annum over the past 10 years and median sales prices experienced growth of 8.7% in the past 12 months across 328 settled transactions.

Norwest and surrounding areas are benefitting from more than $9 billion in infrastructure investment, including the North West Metro, which is soon to connect direct to the CBD and beyond. On top of that there's the North Connex and West Connex motorways, as well as Norwest area-specific education, recreation, retail, health and service facilities that are contributing to the transformation of Norwest into a vibrant lifestyle and economic hub.&nbsp;

In addition, the dynamic growth of Norwest Business Park (one of the largest corporate precincts in Australia, with a focus on knowledge industries, and professional and health services), will continue to drive employment opportunities and demand for quality housing nearby.

Population growth is a key factor fuelling demand for housing, with Transport for NSW forecasting Norwest’s population growing by an average of 1.8 per cent per annum from 2022 to 2037 almost doubling the NSW average of 1.0 per cent per annum. This equates to a total population of around 63,700 residents by 20375.

To meet housing demands for this forecast increase in population, the Norwest area will require an additional 4,850 dwellings by 2037 and based on the historic 10-year average dwelling completions6, it is forecast to fall short of meeting the required supply. &nbsp;Given the significant decline in NSW dwelling approvals since 20177, the housing shortfall in Norwest is likely to further intensify.

Norwest apartment market in Sydney’s Hills District reports strong price and rental growth

New South Wales property developer&nbsp;Anson Group&nbsp;has secured approval for its near 200-apartment, four-building project in Sydney's Kensington.

Around 18 months after <a href="/news/nsw/first-look-anson-group-plot-mixed-use-kensington-development">filing for the $103 million mini-masterplan project</a>&nbsp;across&nbsp;77-103 Anzac Parade and 59A-71 Boronia Street, the Randwick City Council has given the project the all clear.

The <a href="/new-apartments/77-103-anzac-parade-59a-71-boronia-street-kensington">four buildings</a> vary in height from four levels on Boronia Lane to nine levels fronting Anzac Parade and will be anchored by a supermarket and further retail lining&nbsp;a new through-site access between Anzac Parade and Boronia Street.

The scale, density and design of the proposal is consistent with the vision of the Randwick DCP to transform the Anzac Parade corridor, within which the site is identified as an ‘opportunity site’ adjacent the Kensington Town Centre, architecture firm&nbsp;<a href="/architects/bvn-architecture">BVN</a>&nbsp;noted in their design statement submitted to the Randwick Council.

<a href="/architects/bvn-architecture">BVN</a>&nbsp;have used brick for the striking facade for the buildings, but with one of the buildings a lighter brick colour.

The majority of the development will be two-bedrooms, with 140 (71%) the owner-occupier, first home buyer and investor friendly type of stock. There will be 33 one-bedroom apartments (17%) and 24 three-bedroom apartments (12%),

Due to the site's sloped topography and deep footprint, the architectural response was to design four&nbsp;duplex units along the north-west corner of Boronia Street.

The lower courtyards provide privacy and a large private open space for the bedrooms on the lower levels, while the living spaces above maintain visual connection with Boronia Street.

The project will be down the road from TOGA's Anzac Parade project, <a href="/new-apartments/the-kensington-147-151-anzac-parade-kensington">The Kensington</a>, which is nearer Randwick Race Course.

Anson Group is awaiting further feedback from the North Sydney Council after lodging <a href="/news/nsw/first-look-st-leonards-set-for-tallest-tower-as-anson-group-file-for-mixed-use-development">plans for what will be one of St Leonards tallest towers</a> in late 2023.

The project will be down the road from TOGA's Anzac Parade project, The Kensington which is nearer Randwick Race Course.

Manly's Sydney Road is set for a new apartment development.

An&nbsp;old commercial building, which the planning documents said is "suffering from numerous defects associated with its exposure to the maritime environment," will be replaced by a modern four-level building with 10 apartments.

The $4.6 million project at 17-19 Sydney Road is located just off Manly's famous The Corso, which connects the Manly Wharf to Manly Beach. Sydney Road leads just off The Corso from the beach, down to Manly Oval.

Architecture firm MHNDUnion said in their design submission to the Northern Beaches Council the&nbsp;subject site is located in an established urban area that is undergoing incremental renovation and redevelopment.

"The proposal is to replace the existing structure with a new structure that echo's to a large degree what it is replacing. The key difference is the upper levels are proposed to be residential rather than the current commercial use."

They said the change is a reflection&nbsp;of the changing nature of the area from a shopping/commercial hub to an area that is characterized by its vibrant 24 hours economy set alongside the ocean and harbourside beaches that anchor and define the area in general.
