Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

“Having delivered projects throughout the region, we have witnessed the suburb’s transformation first-hand and understand the opportunities for its continued growth.”

Doueihi said that understanding also informed the planning process, with a comprehensive Stakeholder Engagement Outcomes Report prepared before the application was lodged.

The report identified the key issues and concerns raised by neighbouring residents and other stakeholders, allowing those matters to be considered and incorporated into the design where appropriate.

He said the delivery of additional housing would also play an important role in supporting the revitalisation of Norton Street and the Italian Forum.

“By increasing the local residential population, the development is expected to strengthen demand for local businesses, encourage further investment, and help restore the vibrancy that made the precinct a thriving destination in the early 2000s.”

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

First look: Ceerose doubles down in Leichhardt with adaptive reuse of former warehouse site

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

The top five developments selling on Sydney’s Lower North Shore

City Freehold Projects are continuing their development descent on Wentworth Point, lodging plans for the second stage of their masterplan on Hill Road.&nbsp;

The first stage, Block D, is costing a reported $121 million, and is due for completion in June 2023, with the latest plans lodged for Block C.&nbsp;

Some 300 apartments are set to be constructed across four buildings, which will range in height from seven-storeys to 20-storeys.&nbsp;

Tower one will be the grandest tower of the lot, soaring 20-storeys, with a 16-storey shoulder and 144 apartments. Tower two will top out at eight-storeys and will include 57 residences, while towers three and four will max out at seven-storeys, with approximately 50 apartments penned for each. A six-storey link building will also connect towers two and four.&nbsp;

A mix of one, two, two-plus and three-bedroom apartments will be delivered across the towers, with architecture firm Bates Smart engaged to handle the designs.&nbsp;

The 9,053 sqm site will be bounded on three sides by new roads, Monza Boulevard to the northwest, Marine Parade to the southwest and Verona Drive to the northeast. A new public park is also set to be delivered across from Monza Boulevard, as part of the next stage of Block B.&nbsp;

The main entry and primary address for the development is located below tower one, diagonally facing the future public park on Monza Boulevard. Secondary entrances and communal amenities activate the public pedestrian link which will connect Block D to Block B.&nbsp;

The three tower forms come to ground and are emphasised with a vertical facade expression, producing an elegant elongated form.

In tying in with Block D, and the developing family of buildings forming the masterplan, a collection of townhomes line the base of the podium, with precast concrete, bronze metal fins and glazed screening making up the upper levels of the apartments.&nbsp;

“We propose a refined facade approach which contrasts strong horizontal expression on the streetwall buildings with an equivalent vertical expression to the tower,” Bates Smart said in their application plans.

A communal green podium will make its home across level three, providing an open connection between the buildings and residential amenities. The podium is set to feature a gym, working spaces and quiet rooms, as well as a lounge with media facilities and barbecue space across the open podium. Further amenity will be provided across level 17, where a dining room and lounge open out to a rooftop terrace and pool.

The apartments that will face the podium will benefit from enlarged private courtyards which are shielded by planted buffer zones and concealed fences.

City Freeholds lodge second stage of Wentworth Point masterplan 

The burgeoning Sydney developer Urban Property Group is looking to close the year out strong adding over 1100 dwellings to its pipeline with development applications in Penrith and Edmondson Park.

The group is also looking to double down on its success in its completed project Navali by committing to more specialist disability accommodation and affordable housing for key workers.

UPG, led by brothers Patrick and Mark Elias, have submitted plans for Mayfair on Penrith, on their prime 8280 sqm, Lord Sheffield Circuit site opposite Penrith Station, and a townhouse and apartment project over 51,000 sqm in Edmondson Park.

The two-tower Penrith development has been designed by SJB, who won the design competition for the project beating out Cox Architecture and Scott Carver.

SJB noted in their&nbsp;design statement submitted to the local council that the site has a unique opportunity to present a key gateway development into the North Penrith Town Centre as a destination site when arriving at Penrith via high frequency transit.

"It has the opportunity to provide a true transit orientated development and contribute high amenity offerings to the locality including improved connectivity to the Penrith Railway Station and a highly active ground floor retail offering," the statement read.

"As you move closer to the station the role of the built form is to ‘build’ the city, to elevate the importance of the station within the fabric of the city. This civic building, the train station, plays a pivotal role in the daily lives of the people of Penrith."

They said the proposal celebrates the scale of the site, taking the opportunity to deliver a truly civic building.

"Our role as architects in this instance is not only to design a mixed-use building that will stand the test of time – to provide great housing for generations to come, but also to design a building that is worthy of its setting, worthy of its relationship with the public interface and indeed face of Penrith Station."

SJB compared the ground level colonnades to those found in Sydney's GPO building, or the buildings at East Circular Quay.

Mayfair on Penrith delivers a double height colonnade with retail at the ground level and commercial office space to level 1.

"The colonnade is enlivened by the energy of the activity captured, provides protection for pedestrians from rain and sun, while delivering a physical separation to the residential dwellings above – helping to manage potential acoustic conflicts."

The two 10-level buildings, which fit in with the current building heights in the North Penrith Precinct, will home 287 apartments. A fifth of the apartments will have one bedroom (58). Nearly two thirds of the project is two-bed units (182), and the rest are three-bedroom apartments (47).

Both buildings will be crowned with rooftops with extensive communal spaces and large lap pools.

UPG's Edmondson Park project at Buchan Avenue will incorporate 335 apartments and 270 terraces designed by Cox Architectures.

The project is located near Maxwell Creek, and opposite a future school site.

Urban Property Group, founded by George Elias in 1987, have a number of projects currently in the planning phase of development, ranging from Macquarie Park to Little Bay in Sydney's sought-after Eastern Suburbs. They're hoping to lodge another application in before Christmas in Edmondson Park.

Urban Property Group Development Manager Richard Boulus says there will be a lot of local interest, particularly in the North Penrith project, because the market is starved of new stock.

"We're expecting locals, likely first home buyers, wanting to buy a new apartment and take advantage of the close proximity to the train station and various government grants on offer," Boulus says.

"There's currently no residential projects under construction in this precinct, and only a couple of projects are going through the planning process."

Growth in regional cities has impacted Third.i’s first project in Coffs Harbour, with the group selling over 90 per cent of the residences within weeks on the market.&nbsp;

The $35.5 million project, Sable at the Jetty, was met with a swathe of buyers searching for a sea-change, with only a handful of apartments still available, priced from $650,000 through to $2.35 million.

Early works are expected to commence this year, with the project due for completion by the second quarter of 2024.

Third.i’s debut Coffs Harbour residences, Sable at the Jetty hit 90 per cent sold

Prominent eastern suburbs developers HSN are back to the popular Bondi locale, setting their sights on Bondi Beach this time having previously developed Ellipse in Bondi Junction.&nbsp;

The property group, along with their construction arm HSN Construction, has lodged plans for a residential development across an amalgamated 1166 sqm site at 55 Hall Street.

Located just 350 metres from the sand of the iconic Bondi Beach, PBD Architects have been engaged to design the four-storey shop-top project, which will deliver just 16 apartments above ground floor retail space.&nbsp;

In keeping with market demand and residential options in the area, a mix of floorplans will be constructed, with one one-bedroom apartments, 12 two-bedders and four three-bedroom apartments.&nbsp;

“The surrounding context has seen some impressive developments come to fruition in the past decade, many of which have contributed to the Australian coastal character of the area,” PBD said in their application plans.&nbsp;

“The site functions as a development that seeks to activate the Hall Street street frontage, with the design sympathetic to the pattern of development and desired future character of Bondi.”

The overall style of the Hall St residences is eclectic, however it fits in with the wider neighbourhood’s context through its Australian coastal style.&nbsp;

Framed glazing throughout maximises the solar orientation of the apartments, while also capitalising on the views.&nbsp;

A mix of fluted precast concrete will make up the base of the development, complemented by natural stone and a mix of brown and green hued elements.

A close collaboration with renowned landscape architects, Bates Landscape has resulted in a synthesis of building design, further corroborating the design with the natural surrounds. &nbsp;

The landscape proposal draws upon the unique ecological character of the Bondi area, with planter boxes utilised throughout the building facade, as well as across the ground floor, seamlessly connecting the project to the natural neighbourhood.&nbsp;

The site’s location near to the best Bondi has to offer will also means future residents will be within walking distance to a number of cafes, restaurants, bars and supermarkets, as well as a range of public transport options, providing connection to a wider range of facilities, including schools and the Sydney CBD.&nbsp;

There’s been a string of developers who have taken to the popular street in recent times, including <a href="/news/nsw/first-look-allen-linz-and-eduard-litver-team-up-for-new-hall-street-bondi-apartments">Allen Linz and Eduard Litver’s $12.5m project across an amalgamated site at 34-38 Hall St.&nbsp;</a>

The four-level building will have ground floor retail, apartments above, and two-levels of basement parking, with the block bookended by the heritage Post Office to the east.

Embece Studio were enlisted to design the plans for the project, taking inspiration, not dissimilar to PBD, from the neighbourhood’s surrounding landscape and greenery.

The well-known Sydney property investor and developer, <a href="/news/nsw/vaughan-blank-set-for-apartment-development-on-bondi-beachs-hall-street">Vaughan Blank, has also submitted $9.4 million plans to transform the old Westpac building on Hall St.&nbsp;</a>

He'll be creating a new shop-top housing building, with 15 apartments and retail premises on the ground floor, designed by BANG Architecture.&nbsp;

Iwan Sunito's development firm One Global Capital has locked in it's next project.

One Global Capital, which will deliver&nbsp;the first residential buildings at Mastery by Crown Group in Sydney's Waterloo, has secured a huge six block, 6,974 sqm site in Macquarie Park.

Plans are being put together for three towers on the site which incorporates&nbsp;7-11 Lachlan Avenue and 157-159 Herring Road, which will have 270 apartments, a 100-room hotel, and specialised retail.

The project provides for a shared concierge and premium community facilities allowing residential purchasers lower cost strata levies along with access to services usually only accessible in hotels such as 24-hour food and beverage services.

Sunito, who is the Founder at One Global Capital, said he was excited to announce the introduction of the new premium, ‘signature selection’ residential and hotel “platform” which aims to set a new benchmark in luxurious larger-sized residences, hotels, retail and facilities.

“The platform has been specifically established to work with funds and financial institutions in stand-alone joint ventures,” Sunito said.

“As the first of many acquisitions, the Macquarie Park site is a significant investment which we plan to deliver a truly extraordinary residential offering to the market, unlike anything else currently available in Sydney.

“The Macquarie Park site is ideally located for residential apartments as it is within easy walking distance to Macquarie University, the recently expanded Macquarie Centre and Macquarie Park Metro Station.”

Savills Director Stuart Cox who handled the sale, said it is largest collective sale in Australia so far this year, with all six adjoining blocks having to settle on the same day.

“This was a very unique offering for Macquarie Park providing future residents within this development the opportunity to live within 300 metres of Macquarie University, Macquarie Centre, Macquarie Railway Station and the Macquarie Bus Interchange,” Cox said.

“Also significant is the site’s 77 existing apartments which will remain tenanted until a DA is achieved later this year.”

It is envisaged the project will be brought to market in 2023.

The new company is a separate venture from Sunito’s other property development company, Crown Group of which he is Chairman and Group CEO.

Crown Group recently scrapped it's plans to break into the Melbourne market, but are still set to push ahead with their first project in Brisbane.

Taking up a prime corner site at 20 Waruda Street, the project will look to keep in with the surrounding 20th Century Art-Deco architecture, with the current building kept intact, restored to provide a modern facade, along with additional and extended floorspace.&nbsp;

Designed by Nettleton Tribe, a clearly defined two-storey base forms a podium which integrates the steep sloping topography of the site, along with defining the public domain and improving the streetscape character.&nbsp;

Seven whole-floor, three-bedroom apartments will be delivered across the project, with each residence generously proportioned, spanning 233 sqm.&nbsp;

Each of the apartments will feature solar panels, battery storage and EV chargers, making it one of the first sustainable high-density development, with next generation smart technologies set to be included as well.&nbsp;

Oriented and designed to maximise on the sweeping southern views, each residence will extend to expansive balconies which take in the Sydney Harbour, The Opera House, the Sydney CBD and the Harbour Bridge.

“This size of apartments, together with their quality and sustainable characteristics, is rare and as a result, will add further to the product diversity in this precinct, supporting identified demand,” Nettleton Tribe said in their application plans.&nbsp;

A Central Coast tower that was originally approved over seven years ago has finally arrived in the heart of Gosford.

Prominent Sydney developer ALAND expanded on the plans after acquiring the 5656 sqm site at 108 Donnison Street in June.

Named after Archibald Acheson, the second Earl of Gosford, the two-tower development will be home to 323 residential apartments, 130 hotel rooms, multiple food and beverage tenants, plus a whole floor 960sqm sky bar.

Downsizers and rightsizers have been targeted at Akoya Greenwich, the new high-end, over 55's apartment development on Sydney's North Shore.

Rather than the expectation all downsizers and rightsizers are cashed up, developer Alceon is offering a variety of configurations in the development, everything from one-bed apartments to the recently released Premium Collection.

The Premium Collection, made up of a handful of penthouses and garden homes, each have three bedrooms and start from $3.45 million.

Alceon Development Director, Todd Campling, says that given the density of the project and the restriction to over 55's, it's the closest thing someone will get to picking their neighbours.

"Akoya buyers take great comfort knowing they’ll be living with like-minded individuals,” Campling says, adding that&nbsp;a lot of the purchasers actually know each other.

One buyer has come from the Eastern Suburbs, with 90 per cent coming from the Lower North Shore. Campling says the&nbsp;Eastern Suburbs buyer was blown away by what you can get in the Lower North Shore compared to the East.

“Our customers are seeking something special when it comes to downsizing. They’re not wanting to purchase into large apartment towers where they don’t know their neighbours. They’re buying into a community here of like-minded individuals.”

“It’s a special development and when you see the views and amenities you can see why. Even the 2 garden home apartments in the premium collection have city views which is pretty rare.” 
 
The development is designed by award winning architects Marchese Partners and is a partnership between private investment group Alceon and NGS Super.

The building is being built by Stevens Construction with top-end finishes with construction expected to be completed mid next year.

Alceon release Premium Collection apartments at Akoya Greenwich

Chapman Gardens is set to be one of the earliest completed projects in the new $1 billion Showground Precinct in Sydney's Castle Hill.

The first stage of the three-building, 258-apartment development is slated for completion early next year, with the whole project expected to be completed by early 2024.

The completion date has been an attractive proposition for buyers, Shant Van Kolck, head of sales and marketing at developer CG says.

"The precinct is coming alive and we'll be one of the earliest completed projects," Van Kolck recently told Urban.

CG are a builder developer, which Van Kolck says has been another major drawcard for buyers.

"Because we're also building the project, buyers know our building timelines aren't going to blow out as much, and we have building teams on site all day to answer construction details about the project."

Chapman Gardens, on a massive 12,000 sqm site on Dawes Crescent, comprises three buildings, The Chapman, Greenview, and Parkfront, all focused on being surrounded in lush landscaping.

Van Kolck says the team have tried to create something that sets it apart from the rest.

"There's a number of projects slated for the Showground Precinct, so it's important to develop something that brings buyers to your project and not anyone else's, and that's what we've done."

Chapman Gardens is unique in that it gave 50 per cent of the site back to gardens and landscaping, which meant the space between the three buildings is larger than anything else on the market.

"No shadow diagram was requested as part of the development application," Van Kolck notes.

What the separation means for buyers is that not only is the project surrounded in walkways and outdoor meeting spaces, the apartments get double the amount of sunlight in winter than any other development in the immediate area.

Another drawcard for buyers Van Kolck says is that they've created the project in a way that will bring in a variety of different buyers.

"There are a number of different configurations throughout, with the majority being one-off designs" Van Kolck says.

"We have a real mix of configurations across our three buildings, which means there's something for everyone. Some of the apartments have two bedrooms and two study rooms. No one offers that anywhere."

Van Kolck says it can be an attractive proposition for an investor who might be looking at an apartment's resale value and rental yield.

The majority of interest however has come from downsizers and upsizers, from the immediate area.

"Castle Hill and Hills District locals have shown the most interest, while we've got buyers coming from Macquarie Park and Hornsby who want to move into the area."

There's small touches that CG have made to their apartments, such as going with a five burner gas cooktop instead of four, and including butler's pantries as standard. Showers and baths have been separated in the bathrooms. Van Kolck says the modern day buyer is moving away from the traditional, and now quite outdated, shower and bath combo.
