Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

“Having delivered projects throughout the region, we have witnessed the suburb’s transformation first-hand and understand the opportunities for its continued growth.”

Doueihi said that understanding also informed the planning process, with a comprehensive Stakeholder Engagement Outcomes Report prepared before the application was lodged.

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

First look: Ceerose doubles down in Leichhardt with adaptive reuse of former warehouse site

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

National property developers, WST Property Group has announced the acquisition of a 30.9-hectare site, located at 10-32 Terry Rd Box Hill in the heart of Sydney’s thriving North West growth corridor.&nbsp;

The acquisition is the latest addition to WST Property Group’s master planned communities, with a current pipeline ranging from light industrial to business park and greenfield residential, to retail town centres, with Managing Director, Krenalin Moodley speaking to the thriving nature of Sydney’s North West.&nbsp;

“This is an exciting opportunity for WST to develop quality dwellings for Sydney’s Northwest and to deliver our vision of quality for our customers via master planned communities. The North West is thriving and we believe this project provides a wonderful opportunity for first home buyers and families looking to purchase their own homes,” Moodley said.&nbsp;

The land was sold through Knight Frank, with Head of Investment Sales, Grant Bulpett saying it was one of the largest remaining residential development parcels in northwestern Sydney.&nbsp;

“The sale result underlines the value of Northwestern Sydney as a strong and diverse community and a great place to live, with Box Hill a key emerging precinct with incoming amenities including a hospital and educational facilities,” Bulpett said.&nbsp;

As a result of the rarity of the land parcel, Knight Frank’s Director of Investment Sales , Mark Litwin said the campaign attracted interest from a range of buyers, both locally and internationally, including private family offices in Singapore.&nbsp;

“This is a significant sale in the current macroeconomic environment, demonstrating that there is buyer interest in larger residential sites, particularly in light of the fact that there is still a chronic housing undersupply in Sydney which will lead to stronger demand for homes in the future,” Litwin said.&nbsp;

Located 42 kilometres from the Sydney CBD, the Box Hill site is adjacent to the new Box Hill City Centre and located just a short drive from the Hills of Carmel Shopping Village. In direct proximity to a wealth of public and private healthcare, the location provides easy access to Blacktown Hospital and the future (under development) Rouse Hill Regional Hospital.

The site also falls within proximity to a number of green and open spaces, including Rouse Hill Regional Park, Windsor Beach, Hawkesbury River and Scheyville National Park, while families who take up a parcel of land will be within a short drive to schools, preschools and day care facilities.&nbsp;

The luxury eastern suburbs apartment developer Clutch Capital has lodged plans for their latest residential development.&nbsp;

The group, who have a string of projects across Bellevue Hill, Bondi Junction and Rose Bay, will develop just seven apartments on a large 1470 sqm block at 440 Edgecliff Road.

PBD has handled the architecture, aiming to blend the new&nbsp;six-storey building seamlessly with the surrounding context.

Four three-bedroom apartments and three penthouse-size apartments will be on offer, each extending onto generously-sized balconies or terraces, positioned to flow from primary living spaces and take advantage of the sites northernly aspect.

A modulated facade will front Edgecliff Road, with a central void space at the lower ground floor and ground floor levels. Levels four to six will reduce the perceived external bulk and scale, with setbacks applied to the front, sides and rear of the building. 

Tying in with the Edgecliff locale, an exisiting sandstone wall will be preserved on the site, with masonry cladded blade walls used as a unifying element to the upper and lower levels of the building.

Prominent Sydney developer Urban Property Group have lodged a new development application for their coastal Little Bay apartment project.

After securing court approval for a concept development application at their 11,612 sqm Jennifer Street block, they've now recently filed the detailed development application to Randwick City Council that comprises of 76 apartments designed by Hill Thalis Architecture at 11 Jennifer Street.

The proposal adopts the courtyard apartment type, which Hill Thalis founding principal Philip Thalis says is puzzlingly rare in Australian cities, despite its suitability to the climate and long architectural traditions of sociability.

"The courtyard garden type has antecedents in many urban cultures around the world," Hill Thalis noted in the design statement submitted to the council.

"As is the case in many examples of this type, the courtyards organise the primary access and address to the various cores, and they are planted with endemic species and dotted with seats.

"The entry (northern) courtyard has framed vistas open to the landscape on the east side, and back to Reservoir Street to the west. The southern courtyard opens to the ESBS."

The proposal is for 76 dwellings in three separate buildings that frame two substantial landscape courtyards. While the pair of northern buildings that front Crown Road are linear, the larger southern building has a U-shaped configuration.

The apartments are distributed over three and part four residential levels above a single level basement car park.

There will be 10 one-bedroom apartments, 38 two-bedders, and 28 three-bed units. 15 of the ground floor garden apartments have direct street or garden access and private gardens. The top floor apartments on both levels two and three have larger floorplans and have extensive terraces.

"The proposed development provides a mix of accommodation to support the needs of a future population, including families given the sizes and mix of apartments," Hill Thalis added.

Urban Property Group went through the Land and Environment Court to obtain approval for 38 apartments and 8 townhouses back in 2019, but have since been back and forth with design proposals for the site.

The Little Bay area on the eastern side of Anzac Parade has seen new urban precincts created over the last two decades, including the redevelopment of the former Prince Henry Hospital site and the early stages of Little Bay Cove to its immediate north.

The Little Bay project is part of UPG's continually growing development pipeline.

In the past month they've submitted applications in Penrith, and a townhouse and apartment project at Edmondson Park both close to train station infrastructure. Those two projects alone add a further 1,100 dwellings to UPG's pipeline.

Exclusive first look: Urban Property Group reveal Little Bay apartments project

First home buyers and investors are driving the demand in the apartment market in Sydney's western suburbs.

That's what Ray White Projects Western Sydney Managing Director Mark Bernberg, who has seen the market go back and forth in 2022, recently told Urban.

He's calling it the "summer of love" for the two buyer camps.

"First home buyers are taking advantage of the generous government incentives, opting either for the government's stamp duty concessions, or choosing to pay a land tax rather than stamp duty all together," Bernberg says, adding that investors are also well and truly back in the market after a hiatus over the last few years.

"Investors are acting on the current rental crisis which is happening Sydney-wide. They're coming into the market in the knowledge that when projects are complete, they'll be seeing considerably stronger yields than they ever have before."

Sydney was the only capital which bucked the trend of quarterly rental growth decline, according to CoreLogic. Sydney recorded a new cyclical peak of 43 per cent over the three months to October, thanks to the strong return of overseas migration.

Demand for first home buyers and investors was obvious in the Castle Hill apartment development Castle Island by KWG (pictured main), where Ray White Projects sold out all of the one-bedders in the project in double-quick time.

The demographic Bernberg is seeing less of is downsizers, who were prominent at the start of the year, but are now starting to reconsider their options as the established housing market continues to dip.

"The majority of downsizers are feeling like they missed the boat to sell their current family home for a premium when prices were at an all time high earlier this year," Bernberg suggests.

He is still seeing some activity in the downsizer market, from those who believe the market could scale back another 10 to 15 per cent and they want to sell sooner rather than later.

Bernberg, who helped set up Ray White's new projects division in Western Sydney earlier this year, believes apartments will outperform houses over the next 12 to 18 months.

"The apartment market as an asset class has everything going for it," Bernberg says.

"Apartments are more affordable than houses, yields are considerably better, there's never been more government incentives in place , and migration is starting to climb."

Demand has bounced around in 2022, which, rather than a tale of two halves, has almost been a tale of three thirds.

"We started the year with real positive momentum. Even in the early stages of the RBA's interest rate hikes, we were still seeing good enquiry and transacting well," Bernberg says. There was considerable success particularly at RWPWS's Jordan Springs project Kala, just outside of Penrith.

The strong start to the year began to fade however across the board, as it often does heading into winter, but Bernberg said this winter was different to any other.

"We were into the fourth, fifth and sixth interest rate hikes over what is always the quietest time of the year every year, so prospective buyers were holding off committing to a purchase as they waited to see when the RBA would stop lifting rates."

Despite the expectation the RBA will continue to hike rates into early 2023, Bernberg said that as soon as the sun started shining, buyers were back out in force.

"It was almost like a switch was flicked around September where buyers were starting to come back out. They were starting to see an end in sight for the rate rises, and were able to factor that into their spending. They also wanted to lock in their approvals and purchases before rates continued to climb and their borrowing capacity shrunk further."

Bernberg says there's a complicated gap at the moment in the off the plan space, which is being driven by the increased cost in construction.

"In a market downturn, developers would often shave a bit off the price of the apartments in their development," Bernberg states. He adds however that developers just can't&nbsp;

"Given the rising costs of labour and materials, they can't offer sweeping discounts or they won't be able to make the project stack up financially.

"Some prospective buyers are getting some joy in negotiating prices. They're looking for what they deem to be a bargain. If there is wiggle room, and they feel like they're able to get a couple of percent off the original asking price of the apartment, then they're happy to transact and everyone's a winner."

Sydney-based developer Heworth has lodged amendments to its approved development application of the former Balmain Leagues Club.&nbsp;

The group has improved the original design scheme for what will be Rozelle Village, with changes to the retail plaza and apartment designs.&nbsp;

Set to enhance the local retail precinct and provide a new community hub, apartment numbers have been reduced from 167 to 146, with a change in apartment mix also, increasing the number of two and three-bedders to suit the current market.&nbsp;

Located on a prominent corner site, interjecting with Victoria Road, Darling and Waterloo Streets, the residences will be connected above a shared retail and commercial podium, which will include a new, state of the art, Wests Ashfield Leagues Club, which amalgamated with the former Balmain Tigers Leagues Club.&nbsp;

Rozelle Village’s retail precinct will also be anchored by a major supermarket, providing greatly increased convenience to the local area.

Heworth engaged architecture practice Scott Carver to improve the overall design scheme, with Head of Property Chris Walsh saying the amendments will benefit the local community, as well as its future residents.&nbsp;

“A key focus of our development is a new Town Square, public plaza and major retail and hospitality podium connected by a series of laneways. It’s going to significantly contribute to Rozelle and become a major community meeting place and destination,” Walsh said.

“We are also seeking to change the apartment mix, increasing the number of two and three bedroom apartments as we feel the larger size floor plates and premium interior architecture, fixtures and fittings, will appeal to discerning local owner-occupiers, particularly downsizers.”

Construction is planned to commence in mid-2023 with completion due by 2025. It’s anticipated the apartments will be selling off the plan in 2023, with CBRE marketing them. An on-site sales office will include a display apartment and full detail on the retail offering.&nbsp;

Wests Ashfield, CEO, Simon Cook said the Club was excited that plans had progressed on the redevelopment of the site and he was pleased the amendments by Heworth sought to improve the current design scheme.

Balmain Leagues Club set for redevelopment

Joint venture development partners ICD Property and Belingbak have commenced a design competition for their redevelopment of a Sydney CBD tower.

The&nbsp;372-382A Pitt Street project will see&nbsp;five of Australia’s most renowned architects submit their future vision for the site, with the winner set to be appointed as the project’s architect.

Competing in the process is Woods Bagot, Neeson Murcutt &amp; Neille partnered with Bates Smart, Kelly Hill Architects partnered with Crone, Fitzpatrick &amp; Partners partnered with Tonkin Zulaikha Greer, and fjmt studio – who will each design and present their interpretation for the future CBD tower before a jury of independent judges in January 2023.

The low-rise commercial building in Sydney’s CBD tech precinct is set to be transformed into a 58-storey tower comprising 30 luxury residences, along with a 297-room hotel and a collection of retail, entertainment, food and public art offerings.&nbsp;

ICD Property and Belingbak hope the competitive design process will fuel inspiration and uncover the highest and best design outcome for the aspirational tower.

ICD Property’s CEO Matt Khoo said they intentionally selected five distinct architecture teams to participate in 372 Pitt’s design competition, endeavouring to arrive at five very unique possibilities for the site.

Speaking to why no international architects were invited to compete, Khoo said it was important to utilise local talent.&nbsp;

“With the tower set to become a future landmark in Sydney’s urban fabric, we wanted it to be a reflection of the city’s inimitable charm, history, and people. It’s a very rare opportunity to be part of a skyline-defining tower in one of the world’s most famous cities,” Khoo said.&nbsp;

“The personal touch each local architect we selected could bring to this process felt necessary to do justice to our vision of a tower that will hopefully one day join the ranks of its neighbouring iconic landmarks.”

The developers are looking for the architects to celebrate the current building typology, with an activated street frontage and a diverse offering.&nbsp;

Belingbak’s founding Director, Jack Montgomery said the patina and character the surrounding buildings offer is priceless.&nbsp;

“The celebration of these elements will in turn provide for a captivating, inviting street frontage with an array of uses. Our vision for a vertical integrated tower will come to life as the new tower form takes shape,“ he said.

Sydney developers, ALAND, have submitted plans for the second stage of its transformational Merrylands development, The Gladstone Village.&nbsp;

The $800 million project’s second stage will top out at 20-storeys, comprising 245 one, two and three-bedroom apartments, along with three ground floor retail spaces and a large residents’-only rooftop terrace.

ALAND engaged a top tier consultancy team, including PTW Architects, Land &amp; Form Studio Landscape Architects and Think Planning, to collaborate on the design.

Head of Development, Ryan Lane said they partnered with leading design groups to elevate the standard of design and living in Merrylands.

“We are fortunate to work with an experienced team who have designed a product that is a game-changer for Merrylands, there is really nothing else like it in the area,” he said.

“The team brings a diverse background designing high-density mixed-use projects that have best-in-class urban design. The result for Merrylands will be a contemporary and well-rounded design that will be a wonderful place for residents to live and one that considers the surrounding environment.”

Senior Development Manager, Anas Rahhal said the apartments have been crafted to cater to the current and future needs of residents, with Western Sydney’s population pitched to only increase.&nbsp;

“We’re catering to the evolving needs of future residents, as such our floorplans have been designed above industry standards, offering generous areas and support the need to work from home by including larger study areas and generous living spaces ranging. with apartment sizes ranging between 53 - 124 sqm,” he said.

“The project is set to provide best-in-class precinct living in this region, with ultra-convenience having the transport interchange, shopping centre, open space all at your doorstep,” Rahhal added.&nbsp;

On the top level, residents will have access to a 940 sqm rooftop terrace providing a variety of amenity, including an outdoor cinema screen, a barbecue area kitchen pavilion, yoga and retreat spaces, as well as a community vegetable garden. &nbsp;

Apartments on level one will also have access to private landscaped gardens with retreat seating, covered breakout spaces and a kid’s play soft turf area.

The retail spaces across the ground floor are expected to attract a mix of alfresco dining options, which will seamlessly link to an activated public open space and tree-lined boulevards connected to the wider Gladstone Village.

On completion the 2.5-hectare masterplanned precinct will provide 1100 residential apartments across multiple buildings, as well as a curated selection of amenities in each, located around a central park and green spaces.

The new site also packs a punch with its convenient location, on the corner of Neil Street and the future McLeod Road, just 150-metres from Merrylands train station and opposite the Stockland Merrylands Shopping Centre.

Quartz, the first stage of The Gladstone Village located at 224-240 Pitt Street is currently under construction and has just over 100 apartments available remaining.
