Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Ceerose Founder Edward Doueihi told Apartments.com.au the developer’s long-standing presence in Leichhardt and the Inner West had given it a strong understanding of how the area has evolved and where its future opportunities lie.

“Ceerose has had a long-standing presence in Leichhardt and the Inner West, giving us a unique understanding of the area’s evolution and future potential,” Doueihi said.

“Having delivered projects throughout the region, we have witnessed the suburb’s transformation first-hand and understand the opportunities for its continued growth.”

Doueihi said that understanding also informed the planning process, with a comprehensive Stakeholder Engagement Outcomes Report prepared before the application was lodged.

The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

First look: Ceerose doubles down in Leichhardt with adaptive reuse of former warehouse site

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Sydney development group Top Spring Australia has sold the second penthouse within its Ode Double Bay development, fetching a price of a cool $21.49 million.&nbsp;

The 219 sqm penthouse, which features an upper level with a private 111 sqm rooftop terrace, complete with a spa and landscaped entertaining spaces, was sold to a couple seeking to downsize from their five-bedroom harbour-front residence in Sydney’s eastern suburbs.

It’s the third time Ode has broken the previous pricing record of $16.092 million in the blue-ribbon suburb, with the adjoining penthouse selling off the plan for $24.9 million and a sub-penthouse selling for $17.495 million.

The five-storey development, designed by Luigi Rosselli Architects, comprises 15 three and four-bedroom apartments and 600 sqm of ground floor retail space, most of which has been sold to leading Sydney restaurateurs.

Double Bay institution, Indigo, will move into 300 sqm of Ode’s retail space and local fine dining offering, Carte has secured 137 sqm of space with plans to relocate its modern art and fine dining experience.

Located at 19-27 Cross Street, the corner site also directly links to local retail and dining offerings, and is located close to local beaches, parks and public spaces.

The remaining three-bedroom apartments start from $9.695 million, while the four-bedroom 
residences start from $11.995 million.

Demolition of the existing site commenced in September 2022, with the main construction phase due to commence in early 2023. Construction is scheduled to wrap by early 2025.&nbsp;

Downsizers splash $21.49 million on Ode Double Bay penthouse 

A local developer has lodged plans for an apartment project in the Sydney's affluent suburb of Mosman.&nbsp;

The development, at 5 Brady Street near Spit Junction and Bridgepoint Shopping Centre, is currently home to a four-storey former aged care facility, which will be retained in the $16.3 million development, with intentions to reduce the existing height and bulk of the building, in addition to internal wall alterations to accommodate the proposed apartments.&nbsp;

Multi-disciplined design practice PBD handled the architecture for the project, with Managing Director, Paul Buljevic, noting in the group’s design statement that the proposal reflects the current market demands in Mosman.&nbsp;

Taking inspiration from its locale, the building takes on a restrained palette, with brick and metal cladding donning the exteriors, with screens and battens adding an elegant finish.&nbsp;

The elevations have been varied throughout, responding to sun, views and the setbacks within the building, with foliage and landscaping spilling over the edges.&nbsp;

The apartments have been designed to maximise the building’s north-facing aspect, inviting natural light and cross flow ventilation in.

“Apartments are open plan in design providing a free flowing living quality with generous open space for occupant flexibility," the report stated.

Each will connect to a private open space, with the ground floor apartments benefitting from external courtyards which are oriented toward the street, promoting further street activation.&nbsp;

First look: Plans lodged for boutique apartment development in Sydney's Lower North Shore

Despite generous government incentives in place for first home buyers, and investors seeing record rental yields due to the current rental market boom, both demographics are contracting when it comes to new lending.

First home buyer numbers dwindled again in November, to be over 30 per cent down since November 2021 and 50 per cent down from the January 2021 peak,&nbsp;according to stats from the Australia Bureau of Statistics.

Investor loans written declined 3.8 per cent in November to be 23 per cent down since November 2021.

Some developers are putting their strongest foot forward to differentiate themselves from other developers and projects, offering their own incentives to prospective buyers.

Traditionally, given investors and first home buyers are traditionally very different buyers, developers tend to offer two different incentives which cater for each of their needs.

Developer Piety Group are offering free strata levies at their recently completed Wentworth Point apartment precinct,&nbsp;ONE The Waterfront.

The two years of no strata levies equates to around&nbsp;$11,000&nbsp;in savings. They're also offering&nbsp;for a limited time&nbsp;purchasers&nbsp;to exchange&nbsp;with just a five per cent deposit, as opposed to the traditional 10 per cent.

The one-bedroom apartments in ONE The Waterfront are priced from $599,000, meaning buyers will only have to face an upfront cost of $30,000. The apartments, despite complete, still fall under&nbsp;the&nbsp;first home owners grant threshold

First home buyers also now can pay no stamp duty on apartments under $1.5 million, as part of the NSW Government's new First Home Buyer Choice scheme.

The new scheme is part of a conscious effort from Piety Group&nbsp;and Laver Residential Projects&nbsp;to offer their buyers the best value for money compared to their competitors.

Toward the back end of 2022, Piety&nbsp;and Laver Residential Projects recognised that buyers were concerned about increases in interest rates,&nbsp;consequently&nbsp;offering an industry first&nbsp;freeze on interest rates hikes&nbsp;so buyers, both owner-occupiers and investors, could freeze their rate when they purchased. Sydney's Eastern Suburbs is the most expensive pocket of real estate in the whole of the country.

Whether it's harbourside Point Piper, where four of Australia's most expensive house sales have occurred in recent years, or beachside at Bondi or Bronte, demand for prestige houses is always bubbling away.

In 2022 there were 72 sales settle over the $10 million mark, 32 of those over $15 million, just in the Woollahra LGA alone.

Ray White Projects Managing Partner Eddie Mansour believes prestige turnover could be higher however, if there were more high-end new apartment developments being launched.

"You've got a consistently high turnover of prestige house sales every year in Sydney's most affluent areas," Mansour says.

"With limited prestige developments launching, there's very few places for these sellers to go.

"They could be walking away with over $10 plus million in cash, and want to buy a bolthole in Sydney and another home in a Hinterland or Coastal location, which will ultimately end up as a potential retirement dwelling.

"But there's not enough high-end apartment stock to service these buyers, which makes them hold onto their homes longer."

Mansour says these buyers aren't affected by interest rate movements. If something comes to the market, they can buy it within a day without the same bank approvals the majority of Sydney buyers need.

Prices for the one-bed apartments started from $2 million.

Mansour says the project acted as a good opportunity for those downsizing locally to secure a bolthole.&nbsp;

"At any given time the building, at best, is about 50 percent occupied. It's predominantly used as the owners' Sydney residence."

Mansour noted a trend during the sales process at 1788, a trend which has become more and more prominent in Sydney's east.

"There were a number of buyers in the project amalgamating apartments, buying two apartments to create one of the largest apartments in the block," Mansour said, adding that amalgamations are something the Woollahra Council are starting to limit.

"They want to try and keep entry level units in new apartment developments affordable for a wider range of buyers, rather than those that have just sold their prestige home and can put together two or three smaller apartments in the building."

The latest development on Sydney's beaches by prominent architect Koichi Takada, the plans for Aqualine were for 17 apartments, but a number of amalgamations has taken the total number of apartments down to 12.

Ray White Projects have all but sold out the project, with just the $26 million penthouse remaining. That's expected to launch in the next few months, and will be the largest apartment across a single level in Bondi Beach, sprawling some 450 plus sqm.

Mansour says there's been a lot of interest for the project both locally and offshore for the four-bedroom apartment complete with multiple living/entertaining areas and two balconies.

There are less and less approvals coming through councils for high-end apartment developments, Mansour notes, across both Sydney's East and North Shore.

"There were five or six developments we were expected to work on at the back end of this year, however with delays, they're all now pushed out to the start of 2023," Mansour says

Property developer Birdy is currently constructing a residential project in Sydney’s Southern Highlands.&nbsp;

The subsidiary of Australian builders, Tribeca, will construct a collection of just four pavilion residences, with the project tipped to attract attention from buyers looking for a low-maintenance home that offers privacy.&nbsp;

Located in Elmsdale at 56 Kangaloon Road in Bowral, each of the pavilions will comprise three-bedrooms, three-bathrooms and a double garage, with considered landscaped gardens in their surrounds.&nbsp;

Knight Frank Agent, Nathan Berlyn is marketing the residences, which are priced from $2.5 million to $2.7 million, saying the homes would appeal largely to downsizers looking for freestanding single-level homes offering great internal proportions, a low maintenance yard, within a boutique complex, all just minutes from Bowral’s town centre.&nbsp;

“One of the biggest draw cards for buyers in the area is the location of Elmsdale in the village of Bowral, with easy access to a huge range of cafes, restaurants and shops,” he said.

“Elmsdale also benefits from being only minutes away from many nature walks, national parks, historic villages, award winning wineries and beautiful gardens that are ever-changing through the seasons.

Berlyn said the Southern Highlands had seen significant demand during and post COVID from Sydney-based buyers.

“We are still seeing strong demand across multiple projects, with Sydney buyers from affluent areas seeking a weekend retreat or eventual retirement home in Bowral,” he said.

“This, combined with the demand from local downsizers coming off larger acreage lots, is creating strong interest in a well-designed project such as Elmsdale.”

Designed by Bowral-based Tziallas Architects, the homes will span from 214.5 sqm to 233.5 sqm, with land sizes ranging from 387 sqm to 407 sqm.&nbsp;

Boutique residential development under construction in Bowral 

Prominent Eastern Suburbs developer Eduard Litver is set to bring something to Double Bay it's never seen before.

Litver, who runs Capit.el Group and is best known for the redevelopment of the Bondi Pacific, has had Japanese architect Koichi Takada design a new mixed-use development in the heart of the suburb,&nbsp;just across the road from The Cosmopolitan Centre where Litver owns the retail component.

Takada's plans include two retail spaces at street level, as well as two food and beverage tenancies.

The top two levels will be dedicated to just two two-level apartments. The downstairs will home the living, kitchen and dining area, with two terraces overlooking both Knox Street and Knox Lane.

Upstairs will be three ensuited bedrooms, with the master opening to a huge terrace, another overlooking Knox Street.

Litver has been patient with the project, his first site acquisition dating back to 2018 when he secured 31-37 Knox Street at auction for $12.5 million. A year later he spent $9.83 million on 27-29 Knox Street,

Litver has gone on record previously saying he wants to transform the Cosmopolitan Centre into a world-class venue, having paid $40 million for the retail in 2018.

The Urban Design Report submitted by AE Design Partnership says the design of the proposal has been developed through detailed site and analysis to ensure a contextually harmonious development

"The proposal will enhance the streetscape by redeveloping the existing outdated buildings into a contemporary built form with vertical and horizontal articulation accentuated by sculpted timber look aluminium framing, light timber look aluminium timber batten screens, glazing and upper-level planting," the report read.

Litver has been involved in a number of luxury developments across the Eastern Suburbs over the years. He was a part of the redevelopment of The Bondi Pacific, as well as The Bondi further down on Campbell Parade, and the QT Pacific Bondi Beach on Beach Road.

First look: Double Bay's Knox Street to get facelift with Koichi Takada development

Allen Linz's Rebel Property Group and developer Braxton Capital, led by Andrew Donnelly, are teaming up again to deliver a striking block of apartments in Sydney's Inner West.

The duo have lodged plans for a 51-apartment building at 37-47 Farr Street, ideally located at the quiet end of Farr Street, while still being in touching distance of Marrickville's bustling foodie and brewery scene.

Donnelly says architecture firm PBD created a design that&nbsp;complemented the rich heritage of the area.

“We were fortunate to be given the opportunity to develop one of the first residential sites in the brand new Victoria Road Precinct,” Donnelly told Urban.

“Collaborating with award winning PBD Architects led to creating a design that mingled with a suite of contemporary, yet sympathetic design features. The result is a character-filled mix of one, two and three-bedroom residences in one of the most coveted residential locales in Sydney’s Inner West.”

Linz and Donnelly picked up the Farr Street site midway through last year, but managed to expand the project by securing the adjoining site just before Christmas.

Having already filed their development application for the apartments, they put together a plan for a pocket park for the community, with plans by Arcadia Landscaping featuring integrated seating, barbecues, an outdoor gym, yoga area, and a playground.

"We're at the quiet end of Farr Street, so a small park to benefit both future residents of our project, as well as the local community, felt apt for the site," Donnelly says, adding that the aim is to deliver the same type of pocket parks that you'd see in Notting Hill or Kensington in London.

The Farr Street site is located within the Timber Yards Sub-Precinct of the Victoria Road Precinct&nbsp;which was recently rezoned by the Inner West Council. The park at 37 Farr Street will act as a true site link to Victoria Road which is envisaged to be a street full of a new food and beverage scene, as well as supermarkets and services.

Linz and Donnelly are doubling down on Marrickville, which Donnelly says they feel is an underutilized market for a very different type of product.

Across Victoria Road on Faversham Street, Rebel and Braxton, in partnership with prominent Sydney developer TOGA, are creating 34 industrial workspaces, 24 drive-up storage units, and retail space, located opposite TOGA's under construction Wicks Place residential project which will bring 272 apartments to the area when completed.

"We're introducing a high amenity workspace for locals to enjoy," Donnelly says, adding that while they are deemed "industrial units", really they are more commercial spaces for small businesses.

"It's very much about the decentralization of the office. A lot of people don't want to head into the city anymore, but nor do they want to work from their kitchen bench or even home office anymore. We're developing a bridge between the two, working closer to home but not from your home."

There's been uptake already from tradies, e-commerce companies, and architects in particular.

Donnelly says Marrickville, as well as the likes of Alexandria and Five Dock, allow the opportunity to develop similar industrial/commercial developments within residential communities, and they'll continue to look to these markets for further development.

Braxton and Rebel recently further bolstered their 2023 pipeline, securing a site in Lane Cove where they are planning a townhouses project.

While developing everywhere from residential to industrial and commercial, Donnelly says Braxton's ethos to development is simple: deliver beautiful places for people to work or live.

Chapman Gardens, one of the most popular off the plan projects in the $1 billion redevelopment of the Hills Showground Precinct in Castle Hill, is offering a handful of rare terraces as part of its release.

Shant Van Kolck, Head of Sales and Marketing at developer CG, has already sold 70 per cent of the terraces in the stage one release, with the majority of buyers coming from the local area.

Downsizers and upgraders have shown the most interest in the terraces so far as stage two follows suit, with strong interest shown in the two and three-bedroom apartments and terraces.&nbsp;

"The terraces offer something completely different to what's available in the local area," Van Kolck says.

There are four configurations on offer in the terrace release; two-bedroom, two-bedroom plus study, three-bedroom and three-bedroom plus study, featuring multiple designs, with majority being on-off opening out to private courtyards.

"The differing floorplans and style designs make the terraces stand out," Van Kolck adds.

"Not only is Chapman Gardens one of the only terrace or townhome offering in the area, even if more are to be developed in the future, every buyer at Chapman Gardens will be at home with their own unique residence."

Space and size is a major focal point in Chapman Gardens, with floor-to-ceiling windows invite ample natural sunlight into every terrace. More cupboard space in the kitchens has also been allocated, creating a more substantial and practical living arrangement. The bathrooms also include a separate shower and bathtub, which Van Kolck says is quite a rare offering within new developments these days.&nbsp;

"A majority of apartments and terraces include the stock standard shower/bath combo. Without compromising on space, Chapman Gardens features both in the main-bathrooms, which we've seen really appeals to the downsizer market," Van Kolck says.

"Another major benefit buyers will see at Chapman Gardens is the fact we've appointed an on-site builder who will be around for two years after construction wraps up. So if there's any maintenance, or general building questions residents have, they'll be able to go straight to his door and organise a plan of action straight away."&nbsp;

Similar benefits have already been seen throughout the construction process, Van Kolck says, with the head builder on-site everyday able to execute and action design and building changes straight away.

A trio of award-winning professionals have come together for the Showground Precinct project.

CG Group engaged PTW for the designs, with the development taking up a unique park fronting site overlooking what will be the 6,000 sqm Chapman Reserve.

"Currently the park sits at 2,000 sqm, but it will further developed to be more expansive and spacious," Van Kolck says.

"50 per cent of the development is allocated toward gardens and with no shadow diagram required, every residence in Chapman Gardens will receive double the sunlight compared to others."

Stage one of Chapman Gardens is tipped to settle early next year, with stage two following on in early 2024.&nbsp;
