First look: Develotek files plans for 120 apartments in Roseville TOD precinct

Develotek is continuing to build its Sydney apartment pipeline, lodging plans for a 120-apartment mixed-use development in Roseville as the North Shore suburb begins its transition under Ku-ring-gai’s new transport-oriented development controls.

The developer has filed a State Significant Development Application for a substantial 5,525 sqm amalgamated site spanning 1-3 Clanville Road, 75 Hill Street and 2-4 Oliver Road, around 250 metres from Roseville Station and 150 metres from the town centre.

The application, formally lodged by DPG Project 55 Pty Ltd, seeks approval to demolish the existing buildings and replace them with four separate apartment buildings ranging between nine and 10 storeys.

Ku-ring-gai Council's alternative TOD controls were gazetted in November 2025 as part of plans to accommodate 23,200 additional homes across Gordon, Lindfield, Killara and Roseville.

Council's technical work identified the northern side of Hill Street and the Pacific Highway corridor as one of Roseville's key opportunities for additional housing, particularly given its proximity to the railway station and existing town centre.

The subject site effectively bookends the northern end of the future Hill Street retail spine, an area earmarked for greater density, active ground-floor uses and improved pedestrian connections.

PLUS Studio has designed the Develotek project as four separate built forms rather than a single large apartment building, with each containing 30 apartments.

The buildings would be connected at basement level, where 277 car spaces are proposed, while another 159 bicycle spaces would be provided throughout the basement and public domain.

Rather than concentrating the density into one building, PLUS tested two, three and four-building configurations before settling on the four-building scheme.

A more prominent building would anchor the corner of Clanville Road and Hill Street, with the remaining buildings stepping with the site's natural slope. A two-storey podium has been used to establish a lower street wall before the apartment buildings rise above.

At ground level, the design seeks to establish a more active extension of Hill Street, with smaller retail pavilions, colonnades and landscaped areas designed to encourage pedestrian movement through and around the site.

PLUS said the ground plane had been designed to be permeable rather than operate as a closed residential development, with landscaped spaces between the buildings and areas for gathering and outdoor dining.

Roseville is becoming a hotbed for developers since the TOD changes came into effect.

Aqualand recently launched Boronia by Aqualand, 111 downsizer-friendly apartments on Larkin Street, while regarded Lower North Shore builder-developer Hyecorp is soon to launch its new Roseville project, Adele.

Hyecorp is also approaching completion of Juliet.
