<p>ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.</p>

<p>The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.</p>

<p>"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."</p>

<p>The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.</p>

<p>Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.</p>

<p>The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.</p>

<p>The 79–81 Victoria Parade site occupies a strategic location about 1.5 kilometres east of Melbourne's CBD, at the threshold between Collingwood and East Melbourne. <p>An 1880s timber cottage that has survived Kangaroo Point's transformation from riverside suburb to high-density apartment precinct is set to become the centrepiece of <a href="https://www.apartments.com.au/developers/zephyr">Zephyr Group</a>'s proposed Banksia development.</p>

<p>Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.</p>

<p>Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.</p>

<p>As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."</p>

<p>Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.</p>

<p>The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.</p>

<p>As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.</p>

<p>Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.</p>

<p>The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.</p>

<p>Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.</p>

<p>Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. The site also benefits from direct access to active transport infrastructure and sits within an area earmarked for continued higher-density residential growth.</p>

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>

<p>Buyers of new residential property after 1 July 2018 need to be aware they will be responsible for making sure the GST on their purchase is paid to the ATO as part of the purchase settlement process. The laws are aimed at reducing tax evasion in the property development sector, that require buyers to pay the GST at settlement.</p>
<p>The GST will not be an additional cost to buyers as it’s already part of any contracted purchase.</p>
<p>The chief executive of the Property Council of Australia, Ken Morrison, said this was one of the biggest changes to the way GST was collected on property since its introduction almost two decades ago.</p>
<p>“Under this change, buyers of new residential properties or subdivision of potential residential land will be responsible for remitting the GST amount to the ATO on or before settlement,” Mr Morrison said.</p>
<p>“Previously, this was done by the developer. The overwhelming majority did the right thing and passed the GST they collected through to the ATO, but this measure has been introduced to deal with the minority who didn’t through so-called 'phoenixing'.”</p>
<p>The new process will mean additional steps in the settlement process for residential property buyers, including submitting forms to the ATO and separating the GST from the purchase price of the property.</p>
<p>This could affect up to 70,000 property transactions a year.</p>
<p>“People buying property after 1 July should talk to their solicitor or settlement agent to ensure they have the right arrangements in place to meet this new requirement and ensure a smooth settlement process,” Mr Morrison said.</p>
<p>There are transitional arrangements in place for contracts entered into before 1 July 2018 and which settle before 1 July 2020.</p>
<p>Mr Morrison said Property Council members had been investing in systems and staff training to support the introduction of the new process and to mimimise disruption or inconvenience to their customers.</p>
<p>“We’ll closely monitor the implementation of the change and continue to consult with Government on issues that may arise during the transition.”</p>
<p>The change to GST payment is the biggest of a number of federal and state property- related changes that come into effect on 1 July.</p>

Mercedes Boutique Shoppe set for Brisbane's Adelaide Street

<p>A new land rate record has been set in the retail precinct of Church Street, Brighton.</p>
<p>Mark Talbot and David Bourke of Fitzroys sold 67 Church Street (pictured above) for $2.41 million at auction.</p>
<p>The sale price reflected a land rate of $39,000 per sqm.</p>
<p>It sold on a sharp yield of 3.2%.</p>
<p>The property has a two-level 110sqm building with among other leases, a five-year lease to international stationery company Smiggle, part of ASX-listed Premier Investments, which has a $2.5 billion market capitalisation.</p>
<p>The auction campaign attracted more than 90 enquiries from local and offshore investors and owner occupiers.</p>
<p>He said Smiggle has occupied the building for close to 15 years.</p>
<p>Talbot said Church Street, Brighton is a thriving shopping precinct and includes most of Australia’s new and established fashion operators.</p>
<p>Fitzroys research shows Church Street’s vacancy rate tightened to 1.3% over the past 12 months.</p>
<p>“We also received a large volume of interest from owner occupiers looking to give themselves an opportunity in future to operate out of a prized Church Street retail space,” he said.</p>
<p>Talbot and Bourke sold 67 Church Street on behalf of a private family.</p>
<p>Last year, Talbot sold the shop and dwelling freehold at 83 Church Street (pictured below) last year for $3.08 million, at a precinct record yield of 1.9%.</p>

Smiggle, Church Street, Brighton investment sets record commercial land rate

<p>A unit by the coast in regional Queensland has been recently sold for $57,000 by Derran Corke from Ray White Gladstone. </p>
<p>The two-bedder at <a href="https://www.realestate.com.au/sold/property-unit-qld-west+gladstone-127535546">1/21 Charles St</a>, West Gladstone ranked the cheapest residential sale across Queensland for the week.</p>
<p>Back in 1989 the same unit sold for $54,959, and in 1992 it was sold again for $50,000 according to data from CoreLogic.</p>

<p>The unit block was built in the '70s, and although it is showing its age it has all the essentials, is close to KFC, Aldi and Gladstone West State School.</p>
<p>The real estate market has had a tough couple of years in Gladstone, with high vacancy rates (though they are <a href="https://www.gladstoneobserver.com.au/news/gladstone-rental-vacancy-rates-at-lowest-point-in-/3394084/" target="_blank">on their way down</a>) and falling prices.</p>
<p>In the suburb of South Gladstone median house prices have dropped by 29.7 per cent over the last three years, and in West Gladstone the drop has been even harder at 42.9 per cent.</p>
<p>Valuers HTW noted 2017 was the most positive seen our market perform in nearly five years.</p>
<p>"Most property sectors have now bottomed out and stabilised and we have even seen some evidence of an increase in values," it noted recently.</p>
<p>It suggested sales activity has been strong with buyers very aware of the great affordability the region represents.</p>
<p>"Affordability is currently the driving force for the Gladstone region market. </p>

<p>"Good quality existing stock is attracting multiple offers and significantly reduced days on the market." </p>

<p>This has also led to an increase in new construction activity.</p>
<p>The valuers noted owners and upgraders are opting to build their forever home due to record low land values. </p>
<p>Mortgagee in possession sales appear to comprise about 30% of all sales and while the number of repossessions has not declined, most stock appears to sell in a reasonable time frame providing they are priced appropriately. </p>

$57,000 West Gladstone unit sale shows little price growth

<p>Looking at data for the 50 most populous non-capital city council areas, the majority of them have seen house and unit values increase over the 12 months to May 2017. </p>
<p>The data indicates that after a long period of soft housing market conditions following the financial crisis, housing demand is starting to pick up across many of the larger regional areas. </p>
<p>Those areas that are continuing to see values fall are in many instances linked to the mining and resources sector.</p>
<p>Of the non-capital city council areas analysed, the Wollongong council area is the most expensive for houses ($730,427) and units ($530,170) as well as having seen the greatest increase in house values and the fourth highest increase in unit value over the past year. </p>
<p>The Wollongong housing market has seen housing demand rise as demand ripples away from Sydney where affordability constraints are more pressing. </p>
<p>Additionally, prices are being pushed higher as more people seek out coastal and lifestyle properties.</p>
<p>In New South Wales in particular, regional areas of the state, particularly those reasonably close to Sydney are generally seeing strong value growth. </p>
<p>This is most likely linked to affordability relative to Sydney as well as Sydney home owners using the equity in their home to purchase investment properties in lifestyle markets.</p>
<p>The regional areas of Victoria, particularly those close to Melbourne, are experiencing value growth however, it is nowhere near the magnitude to which values are growing in those locations close to Sydney. </p>
<p>Although values are rising, the relatively softer growth can be linked to the fact that values have not risen as sharply in Melbourne as they have in Sydney and subsequently affordability hasn’t deteriorated as severely in Melbourne.</p>
<p>Queensland’s results are somewhat more mixed with the south-east corner generally seeing values rise while elsewhere growth is extremely mild or values have fallen.</p>

<p>In fact, the Gold and Sunshine Coasts and Noosa are seeing more rapid value growth than Brisbane is. </p>
<p>It seems as if a lot of demand across these regions is coming from the accelerating internal migration to Queensland and buyers from Sydney and Melbourne that have substantial equity in their homes and are looking for lifestyle properties.</p>
<p>Of the areas that we looked at, each of the 24 regions we highlighted in New South Wales have recorded value growth for houses over the past year. </p>
<p>For units, only 4 of the 24 regions have recorded value falls over the past 12 months.</p>
<p>In Victoria we highlighted 10 regional council areas in the analysis. </p>
<p>Of these regions analysed, two recorded value falls over the year for houses and 2 regions also recorded falls for unit values. </p>
<p>Greater Shepparton was the only council area of the state which recorded value falls for houses and units.</p>
<p>Of the 13 regions highlighted for Queensland, five have recorded value falls for houses over the past year and seven have recorded declines for units.</p>
<p>Each of the regions highlighted in Western Australia have recorded value falls over the past year for houses and units.</p>
<p>Launceston was the only region analysed in Tasmania and it has seen house and unit values rise over the past year. </p>
<p>It should be noted while values have increased they have done so at a more moderate pace than those in Hobart.</p>
<p>Overall it seems that housing demand in regional areas of the country is rising. </p>
<p>While many regions are seeing value increase, the strongest demand appears to be in those areas within relatively close proximity to capital cities, particularly those which are coastal and tap into lifestyle demand.</p>

Gladstone houses and apartment struggling as regions typically see values rise: Corelogic

<p>The Reserve Bank of Australia won't lift rates until 2020, according to Macquarie Securities.</p>
<p>At least not while there is "a small but growing risk" that the central bank will be unable to tighten policy in this cycle, Macquarie says.</p>
<p>Ric Deverell and Justin Fabo joined many other economists of the opinion that it's going to take more time until the RBA begin's lifting rates from their current historic low of 1.5 per cent.</p>
<p>"The economy is gradually improving, supported by above-trend global growth," the economists wrote in a note to clients. "It's just not improving fast enough."</p>

<p>Falling property prices and uncertainty around the outlook for housing construction activity and credit growth "also give the RBA reason to sit pat".</p>
<p>A much faster than anticipated drop in unemployment and a lift in the terms of trade increase the chance of a rate rise coming earlier than expected, the economists wrote.</p>

<p>But equally, "the chances of a later rate hike, or no rate hike, would rise if China's deleveraging or domestic housing market developments become disorderly, or if by 2020 the US economy slows much faster than we expect".</p>

<p>Macquarie's change of view comes as a result of expectations that "ample spare capacity in the economy will linger", and "continue being a key factor keeping a lid on wages growth".</p>
<p>Achieving average CPI inflation approaching 2.5 per cent "is highly unlikely" without average annual wages growing at a pace of 3-3.5 per cent, the economists estimate.</p>

<p>"It appears likely that it won't be until 2020 that Australia's unemployment rate will firmly have a '4' in front of it," they stated.</p>

RBA holding interest rates till at least 2020: Macquarie Securities

<p>In Richmond 10 auctions took place this Saturday and eight resulted in a sale.</p>
<p>A house at 10 Vesper Street sold through Biggin &amp; Scott after offers from three bidders.</p>
<p>Auctioneer Russell Cambridge sold the home for $1.348 million having declaring it on the market at $1.3 million.</p>
<p>It last changed hands for $39,000 in 1980.</p>
<p>Another Richmond house at 247 Coppin Street fetched $220,000 higher than its reserve on Saturday. It was the suburb's highest price on the weekend.</p>

Richmond's 80% success rate at auction last Saturday
