ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

The precinct is known by locals as Three Saints Square, a five-way intersection on Oxford Street that covers two suburbs, Paddington and Darlinghurst and it is controlled by two councils, the City of Sydney and Woollahra Municipality.
The building included the former Academy Twin premises which operated between 1974 to 2010.
It reportedly opened with Roman Polanski's Macbeth and quickly became one of Sydney's best-loved arthouse cinemas.

Greek Orthodox Community seek hotel conversion of Oxford Street, Paddington landmark building

The Sydney CBD is facing a potential shortage of office supply at the end of the current development cycle, according to Colliers International.
“If white collar employment continues to grow at the forecast rates, we could realistically see longer term vacany rates fall back to historically low levels as the supply of new office space tapers off after the current pipline is delivered.
“New South Wales’ infrastructure boom has transformed the Sydney CBD into a vibrant and connected city. It’s now a vibrant and active city, almost unrecognisable from five years ago. 
“The NSW Government has initiated more than 40 infrastructure projects, with major developments such as the Sydney Light Rail and Sydney Metro train project set to catapult Sydney to a world class status.”
Colliers International research has found more than one million square metres of office space could be required in the Sydney CBD to satisfy white collar employment growth over the next 25 years. (See Graph 2).
“Counter-balancing the delivery of new office buildings between now and 2025, several existing office buildings will be withdrawn from the market and not returned as office towers in the next cycle, particularly in the precinct around Hyde Park where there will be a significant amount of conversion to hotel and residential use,” Mr Woodward said.

Based upon this information, Colliers International forecasts the Sydney CBD vacancy rate may peak at only 6.7% in January 2025. (See Graph 3)
“There is limited new supply mooted for 2025 and beyond, and history has demonstrated that it can take 10-plus years to amalgamate significant land holdings, obtain the required planning consents and then tenant pre-commitment levels that feasibly allow a new development to commence,” Mr Woodward said. (See Graph 4).
“The developments at 200 George Street and 161 Castlereagh Street took over a decade to move from conception to delivery, and current projects such as Wynyard Place, Quay Quarter Tower and Circular Quay Tower are further examples of the long lead times to deliver new buildings.
“Our top tier institutional asset managers and developers are acutely aware of this longer term situation and are preparing now for the future.
“For example, Lendlease has amalgamated a ‘mega site’ on Spring and O’Connell Streets, adjoining 1 O’Connell Street. Many other developers and asset managers are seeking similar income-producing land banks to position themselves for the future.
“As a result of these conditions, and despite the fact the Sydney CBD has already reached record low yields and capital value peaks, purchasers are are still investing with a high conviction that the market will deliver strong returns moving forward. 
“We have never witnessed such a deep and diverse pool of global investors competing with our domestic fund managers and pension funds. Sydney is genuine global gateway city, and is the number one investment destination for international fund giants, sovereign wealth and pension funds and private investors alike, who all see long term value in the Sydney CBD office sector.”
Cameron Williams, Colliers International National Director of Office Leasing, said Sydney’s infrastructure boom had the potential to create a new future hot spot in the CBD office market as supply tightened in traditional precincts. 
“Currently, development is concentrated in the northern/core precinct but given the Sydney CBD commercial market is constrained along its eastern and western borders – and that vacancy is expected to remain low for the foreseeable future,” Mr Williams said. “The southern CBD corridor – south of Goulburn Street, to Central Station and beyond – is the likely next geographic location that can supply the CBD of Sydney with a significant amount of office space in the next 10 years. 
“With infrastructure projects such as Sydney Metro and Sydney Light Rail currently underway, those locations will become more connected and much more acceptable from a productivity perspective, not to mention easy to access for commuting staff.
“We see the potential for Central Station to become the next Barangaroo, to potentially to supply hundreds of thousands of square metres of office space to the market in 10 years or so.
“The southern precinct of the Sydney CBD is likely to be the next office hot spot from 2025 and beyond, with the potential to deliver more affordable space and provide an alternative location for organisations perhaps considering decentralisation to western Sydney.”

Sydney's Central Station to be the city's next Barangaroo

The historic Euroa butter factory in Victoria's Strathbogie Shire has sold.
The 1900's building 160 kilometres north east of Melbourne had been operating as a country style wedding and function venue in recent years.
The property at <a href="https://www.realestate.com.au/sold/property-other-vic-euroa-126750406" target="_blank">79 Boundary Road North Euroa</a> sits amid two hectares of gardens, a popular space in the summer months.
The garden function space can seat 160 people, while the indoor rooms can seat around 100. 
There are eight accomodation suites including a two bedroom managers quarters.

Aesop set for Collingwood architectural gem

The BPM Melbourne developer Jonathan Hallinan is reportedly close to selling the hotel component of his Southbank skyscraper, Shadow Play.
The 70 apartments have been leased to Mantra who will be paying over $2 million per annum.
The hotel spreads across the first nine floors of the 46-storey building and comprise one and two bedroom hotel rooms.
The building is currently under construction on the north-east corner of Clarendon Street and City Road.
The Age reported an undisclosed investor was paying a speculated $20 million plus, following a campaign by JRW Property International's Leo Ren and Joyce Liu.

BPM's Jonathan Hallinan closing in on Shadow Play hotel sale

PAG, the Hong Kong investment management firm has put its half stake in Sydney’s sixth-largest ­office tower, 60 Margaret Street, up for sale.
It includes the MetCentre at the foot of the building.
It has ING ­Direct as a major tenant.
The retail centre is anchored by a street-level Woolworths supermarket and Virgin Active along with 75 specialty stores within the 6419sq m retail centre.
The entire building value is estimated at more than $800 million, according to The Australian.
PAG’s listing comes as Sydney’s office property boom hits new highs, with ISPT completing a deal to buy a half-stake in Sydney landmark Westpac Place in a deal valuing that tower at more than $1.7 billion.
The Australian reported the Westpac Place deal helped reset pricing metrics for Sydney towers as it showed a yield of about 4.5 per cent.
PAG bought its 60 Margaret Street stake in 2015 from industry superannuation fund MTAA Super for just over $300 million.

Mirvac Group, which owns the other half, had waived its pre-emptive right over the stake. Mirvac Group moved out in 2016 to its 200 George Street project close by.

The latest off-market offering is being handled by Ian Hetherington, Ben Azar and Tim Grossman of Savills.
The A-grade building, which consists of 36 office levels and three levels of shops, with ­direct access to Wynyard railway station.
The tower spans 40,985 sqm.

Savills list 60 Margaret Street, Sydney stake

The Australian government is developing a <a href="https://infrastructure.gov.au/transport/freight/national-strategy.aspx" target="_blank">national freight and supply chain strategy</a>. As part of that effort, we created a set of scenarios describing what Australia’s future might look like 20 years from now. In evaluations by a large number of experts of all the future drivers of change we identified, two emerged as the most powerful and uncertain: widespread use of automation, and increased pressure to become environmentally sustainable.
We also explored what Australia should do to remain successful in each of these possible futures. Each scenario was crafted as a rich description of the future, full of elements relevant to supply chains and freight.
To illustrate what the world might look like in each of these futures, several “news articles” accompany the scenarios. They tell us of a fleet of robots that deliver parcels by air and ground directly to Australian homes. They describe a container of Australian wines travelling from Victoria to Shanghai without human intervention, using <a href="https://www.smh.com.au/technology/autonomous-ghost-ships-are-coming-to-revolutionise-freight-20170905-gyatcs" target="_blank">autonomous ships</a> and <a href="https://theconversation.com/au/topics/autonomous-vehicles-1007" target="_blank">vehicles</a>.
In one scenario, China has become the sole dominant power in its half of the planet. In another, the world economy has fragmented into blocks, with barely any trade between them. Cyber-attacks, terrorism and slander are used as weapons to disrupt supply chains in one scenario. In another, a whole new generation of consumers, the Alphas, demands high levels of service and fast delivery in everything they buy.

<h2>How did we create these scenarios?</h2>
We started by asking 52 experts in freight and supply chains about things they expect will be different two decades from now. These interviews revealed more than 200 future drivers of change. We validated these in a survey with an even larger group of experts.
We then used 32 families of these drivers as the building blocks to create <a href="http://cscl.space/scenarios" target="_blank">four scenarios</a>:

<a href="http://cscl.space/scenarios/s3.pdf" target="_blank">Flat, Crowded and Divided</a> – Australia’s population has soared, to the point that easy access to cheap labour has nullified any hopes of a technological revolution</li>
<li>
<a href="http://cscl.space/scenarios/s4.pdf" target="_blank">Big Brother Goes Green</a> – the effects of climate change are increasingly real, and both governments and savvy consumers demand that companies meet high environmental standards.</li>
</ol>
We made sure that each scenario was plausible and internally consistent. The scenarios were designed to be very different from the present and from each other, and to complement each other as a group.
While these scenarios are fun to read and thoroughly grounded in data, they are not predictions. Their purpose is not to forecast what the world will look like in 20 years.
Instead, the scenarios present us with several versions of what the world might look like. Their purpose is to help us prepare for what the future could bring. I like to think of scenario planning as a vaccine against future surprises.
The four scenarios served as the stage for a series of workshops conducted across Australia with a total of 90 experts. In these workshops, the experts discussed the challenges and opportunities each scenario presents for Australia’s freight and supply chains. They proposed ways for Australia to be successful in each scenario, and compared notes on suggestions that worked well across multiple scenarios.
We collected more than 15,000 words’ worth of handwritten expert recommendations in our four workshops. We transcribed and analysed all of them, and prepared a complete summary of the most frequent and robust ideas. These are included in our project’s <a href="https://infrastructure.gov.au/transport/freight/freight-supply-chain-priorities/research-papers/files/Scenario_planning_report.pdf" target="_blank">final report</a>.
<h2>So what do the experts recommend?</h2>
In the experts’ recommendations, it is easy to identify three major themes that are common to all four scenarios.
The first is the ever-growing importance of data. For Australia to be successful in any of the futures we envisioned, large amounts of relevant, timely and reliable data must be gathered and shared. This will require open and common data standards to be developed. The need to protect confidentiality will have to be balanced with the need to share data.
The second major theme is the need to educate for the future. Training in robotics, automation, artificial intelligence (AI) and data analysis should be widely available. A focus on science, technology, engineering and maths (STEM) should start in Year 1. Workers who are displaced by new technologies should be retrained, so they can re-enter the workforce.
The third major theme is the need to rethink regulation. For Australia to be successful in any of the futures we explored, it is necessary to simplify, standardise and harmonise regulations across levels of government and geographies. Regulations, and the process to create them, must become more flexible and agile, so as to promote innovation.
There are other robust recommendations that, according to the experts, are necessary in all four scenarios.
One is to make exports a strategic priority of national importance. Making exports faster and easier was recommended.
Another is the need for cities to include logistics in their plans from the start, not as an afterthought.

How will freight and supply chains change in the next two decades?

Late last year it was all the rage to accept Bitcoin as a payment for your property.
A number of vendors, from all corners of the country, indicated they were happy to take the cryptocurrency, some as a part payment, some for the whole price.
But such offerings have waned as the hype disappeared.
The underperforming currency has dropped from its December 2017 peak of nearly $20,000 per Bitcoin to a low $8,400. Bitcoin had previously surged <a href="/expert-insights/bitcoin-up-over-1-000-percent-in-the-last-12-months">over 1000 percent in 12 months.</a>
Now property is being marketed as a more stable investment than Bitcoin. 
Marketing for <a href="https://www.realestate.com.au/property-unit-qld-logan+central-127508902" target="_blank">an apartment in Logan Central</a>, south of Brisbane, suggests the $169,000 plus price is "better than bitcoin."
The two bedroom unit, which last traded for $140,000 in 2005, is currently tenanted at $250 a week, which would see an impressive eight percent rental yield if it sold at its advertised price. 
A <a href="https://www.realestate.com.au/sold/property-unit-tas-claremont-127430954" target="_blank">Claremont, Tasmania home</a> sold earlier this year with the agent suggesting that its seven percent rental yield on offer would an "investment as safe as houses, far more secure than Bitcoin."
The two bedroom home sold for $205,200, with a tenant secured at $265 a week until December 2018.
Last year there were four listings willing to accept bitcoin all within a short two week period spike.
First a <a href="/news/melbourne-house-on-sale-vendor-happy-with-part-bitcoin-payments">house in Melbourne's outer east</a> (below) was listed with the seller willing to accept part payment through Bitcoin.

Consumer Affairs Victoria said it was legal for the settlement amount to be paid in any asset or security agreed between the buyer and seller, including Bitcoin. 
The home at <a href="https://www.domain.com.au/1411-mountain-highway-the-basin-vic-3154-2014026324" target="_blank">1411 Mountain Highway</a> in The Basin sold for $885,000 earlier this year, but no Bitcoin exchanged hands.
Next to hit the market a few days later was a <a href="/news/historic-far-north-queensland-home-up-for-sale-with-bitcoin-accepted-as-currency">historic property in Far North Queensland</a>. The vendor was happy to take all of the $1.2 million asking price in Bitcoin, although it has not  sold. There is now now indication Bitcoin would be accepted.
Back then that was around 100 Bitcoin. Now it would be 142, or if the sales contract had ever been struck just in Bitcoin, rather than the property value, then it would represent a windfall purchase for the buyer.
There were further listings to come, Grandview, the <a href="/news/grand-view-in-mount-macedon-another-property-offering-to-accept-bitcoin-payment">Mount Macedon trophy</a>, was for sale through Bitcoin, followed by a <a href="/news/no-slowing-down-in-property-listings-willing-to-accept-bitcoin-payment">luxury Gold Coast home</a>, a <a href="/expert-insights/buying/block-of-land-near-toowoomba-for-sale-with-bitcoin-purchasing-option">land parcel near Toowoomba</a> and a <a href="/expert-insights/surfers-paradise-apartment-accepting-bitcoin-payment">Surfers Paradise apartment.</a>
There's only been one listing this year, in Leura in the Blue Mountains west of Sydney.
A <a href="https://www.realestate.com.au/property-house-nsw-leura-127988470" target="_blank">three bedroom home</a> with a self-contained studio has been listed for $798,000, which nowadays equates to around 95 Bitcoin. 
The home last traded for $499,000 in 2014.
Yesterday the RBA announced it is <a href="/expert-insights/rba-continue-to-study-risky-bitcoin-and-its-implications">closely monitoring the cryptocurrency</a>, calling it a 'risky' investment.
