ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

A Sydney couple in their 90s are the latest victim of conveyancing fraud.
The couple's $672,000 sales proceed were diverted into three different bank accounts by the fraudster as they capitalised on the flaws in the new world of e-conveyancing which seeks to avoid the perils of email phishing in the digital space. 
Digital platforms now allow property settlements to be completed electronically rather than with face to face paper documentation.
The fraud followed former <a href="/news/masterchefs-dani-venn-gets-funds-back-after-accusing-pexa-of-blackmail-after-conveyancing-scam">MasterChef contestant Dani Venn and her husband Chris Burgess</a> who were caught in a fraud involving $250,000 from the proceeds of their Melbourne home sale after a cyber criminal set up a false user account.
The e-conveyancer PEXA have since announced they will cover any lost funds for Dani and Chris and are introducing a new consumer guarantee for all transactions conducted on its platform.
It will also endeavour to provide greater safeguards to property buyers and sellers through the introduction of multi-factor verification.
The Sydney fraud involved the settlement last month of a $750,000 property sale where the proceeds were to go toward the vendor's nursing home needs.
Banks quickly froze the bulk of the funds, but not before the fraudsters transferred some to Thailand.
The scammers had the funds deposited into their accounts at ANZ, CBA and NAB after hacking the emails of the estate agent and conveyancers.
At this stage it is calculated the vendor will be $126,000 short after the banks get around to depositing the funds back to the vendor.
"We were frantically and immediately trying to find out where things went wrong," the victim's son advised.
"These funds are their life savings," he said.
It was found the hacker's email addresses embedded in the emails of both the estate agent and conveyancer.
It was reported to the police fraud department, but the vendor was told it was firstly a matter for the banks.
"We're assisting the conveyancers and lawyers who use our platform to uphold the highest possible security standards," James Ruddock, the acting PEXA CEO advised.
"We understand the importance of security to the industry as a whole, and as a result PEXA will be introducing a new consumer guarantee for transactions conducted on our platform."
"We know that buying and selling a home is an emotional time and understand the stress that can be felt when things don’t go to plan. "We clearly regret the distress felt by those impacted," Ruddock said. 
"These are extremely isolated incidents," he added.
But nearly 600 conveyancers have signed a petition to delay the rollout of Australia's new online property transfer platform after the breaches.
The electronic platform is owned by state governments and Australia's big banks.

At its meeting today, the Board decided to leave the cash rate unchanged at 1.50 per cent.
The global economic expansion is continuing. A number of advanced economies are growing at an above-trend rate and unemployment rates are low. The Chinese economy continues to grow solidly, with the authorities paying increased attention to the risks in the financial sector and the sustainability of growth. Globally, inflation remains low, although it has increased in some economies and further increases are expected given the tight labour markets. One uncertainty regarding the global outlook stems from the direction of international trade policy in the United States. There have also been strains in a few emerging market economies, largely for country-specific reasons.
Financial conditions remain expansionary, although they are gradually becoming less so in some countries. There has been a broad-based appreciation of the US dollar. In Australia, short-term wholesale interest rates have increased over recent months. This is partly due to developments in the United States, but there are other factors at work as well. It remains to be seen the extent to which these factors persist.
The recent data on the Australian economy continue to be consistent with the Bank's central forecast for GDP growth to average a bit above 3 per cent in 2018 and 2019. GDP grew strongly in the March quarter, with the economy expanding by 3.1 per cent over the year. Business conditions are positive and non-mining business investment is continuing to increase. Higher levels of public infrastructure investment are also supporting the economy. One continuing source of uncertainty is the outlook for household consumption. Household income has been growing slowly and debt levels are high.
Higher commodity prices have provided a boost to national income recently. Australia's terms of trade are, however, expected to decline over the next few years, but remain at a relatively high level. The Australian dollar has depreciated a little, but remains within the range that it has been in over the past two years.
The outlook for the labour market remains positive. Strong growth in employment has been accompanied by a significant rise in labour force participation. The vacancy rate is high and other forward-looking indicators continue to point to solid growth in employment. A gradual decline in the unemployment rate is expected, after being steady at around 5½ per cent for much of the past year. Wages growth remains low. This is likely to continue for a while yet, although the stronger economy should see some lift in wages growth over time. Consistent with this, the rate of wages growth appears to have troughed and there are increasing reports of skills shortages in some areas.
Inflation is low and is likely to remain so for some time, reflecting low growth in labour costs and strong competition in retailing. A gradual pick-up in inflation is, however, expected as the economy strengthens. The central forecast is for CPI inflation to be a bit above 2 per cent in 2018.
Nationwide measures of housing prices are little changed over the past six months. Conditions in the Sydney and Melbourne housing markets have eased, with prices declining in both markets. Housing credit growth has declined, with investor demand having slowed noticeably. Lending standards are tighter than they were a few years ago, with APRA's supervisory measures helping to contain the build-up of risk in household balance sheets. Some further tightening of lending standards by banks is possible, although the average mortgage interest rate on outstanding loans has been declining for some time.
The low level of interest rates is continuing to support the Australian economy. Further progress in reducing unemployment and having inflation return to target is expected, although this progress is likely to be gradual. Taking account of the available information, the Board judged that holding the stance of monetary policy unchanged at this meeting would be consistent with sustainable growth in the economy and achieving the inflation target over time.

Property investor demand slows noticeably: RBA Governor's July 2018 meeting statement

The sixth meeting of the Reserve Bank of Australia for 2018 saw no change in the official cash rate.
The central bank's last move saw it go to 1.5 percent at the August 2016 meeting, so rates have been held steady for 21 meetings.
It was 22 meetings ago that they last came down. 
Almost every economist predicted another hold.
CoreLogic's head of research Tim Lawless said it's looking more and more likely the cash rate will hold throughout 2019.
"Economic conditions remain reasonably stable, housing market growth continues to slow, household debt is at record highs, and inflation remains around the lower end of the RBA target range," Lawless said.
"With this scenario as a backdrop, the hold decision today from the RBA was widely anticipated. 
"It is looking increasingly as if the cash rate will hold at record lows throughout 2019; this is the view of financial markets where the ASX cash rate yield curve indicates the cash rate will remain on hold until at least November 2019."
He said focus is now moving to mortgage rates.
"We are increasingly seeing upwards pressure from overseas funding costs.
"Already, smaller banks and non-banks, who are generally more exposed to wholesale debt costs, are pushing interest rates higher for select mortgage products.
"Larger banks, who are more reliant on domestic deposits to fund their home loans, have less exposure to higher funding costs.
"However it is likely margin pressures are becoming evident across the big end of town as well. 
"Despite these early signs of some upwards pressure on mortgage rates, average variable rates remain almost 120 basis points below their decade average of 6.4%.
"Borrowers, particularly owner occupiers with principal and interest loans, should continue to expect a low mortgage rate over the medium term.

Australia's top economists united in RBA rate hold: Finder survey

The May building approvals data support ANZ's view that the peak in new housing approvals has past.
Weak housing finance results and the ongoing tightening of credit availability are likely to see approvals continue to ease.
From an investment point of view, the backlog of work will keep activity elevated over the near term, but construction is expected to fall through the end of this year and 2019.

Australian residential building approvals were slightly weaker than market expectations in May, falling 3%, after a 5% decline in the previous month.
Queensland was the main driver of this weakness.
Apartment approvals in the state fell 35%, to the lowest level in four years.
The historically stable segment of detached houses saw a 20% fall in approvals.
While these falls follow quite strong results in the last two months, the 2,700 dwellings approved in Queensland in May is the weakest monthly result since June 2013.

Detached house approvals also recorded a significant decline in Victoria, down 10%.
However, strength in the unit/apartment segment (+15% m/m) meant that Victorian approvals were overall unchanged.
These results are consistent with ANZ's view that Australia is past the peak in housing approvals.

Looking forward, the decline in housing finance for the construction and purchase of new dwellings suggests that building approvals will continue to trend lower.
The tighter credit environment appears to be impacting the construction side, as well as prices, but a large backlog of work will support investment in the near term.

New housing approvals past peak with further weakness likely: ANZ

A three bedroom home in Stratton, east of Perth, has been sold by the mortgagee in possession for $265,000.
The home, built in 2000, has gone back over $100,000 in two years.
It last traded for $369,000 in 2016. Before that it sold for $315,000 in 2012.
This time round it initially sought $315,000, before its price was reduced incrimentally to $275,000.
Set on 490 sqm, the 120 sqm home at 7 Chungking Grove has three bedrooms, two bathrooms and a full length gable roof patio.
Jim McConnell and Aneta Anthony at Ray White Bursmac sold the home after 160 days.
The suburb's median house price sits on <a href="/developments/stratton-wa-6056">$330,000</a> according to CoreLogic.

Australia's housing market continues to correct. The CoreLogic home value index, covering the eight major capital cities, dipped 0.3% in June marking the ninth successive monthly decline. Prices nationally are down 1.6%yr and 2.2% from the peak in Sep last year.
The correction remains both relatively shallow and narrowly-based, concentrated in the previously strong Sydney and Melbourne markets. These two markets have now seen no net gain in prices since late 2016 and mid-2017 respectively. The Perth market is also seeing a price correction although this has been ongoing for the best part of five years.
For the June month, unit prices showed a slightly milder fall than houses (–0.2% vs –0.3%) although annual growth for units remains positive and is significantly outperforming price growth for houses (+0.4%yr vs –2.2%yr for houses).

Perth recorded the biggest price decline in the June month, down –0.5%mth, –2.1%yr with the city's unit market showing a renewed price contraction. Perth unit prices are back at their 2006 levels and have not kept pace with inflation since mid-2003.
Amongst the major eastern capitals, Melbourne was again a touch weaker, prices falling –0.4%mth vs –0.3%mth in Sydney, although prices are still up a touch (+1%mth) on a year ago compared to a 4.5% decline in Sydney. Brisbane and Adelaide continue to see a steadier performance with prices ticking up slightly in the month and up 1.1%yr. The detail suggests the Brisbane unit market is on a firmer footing.
Price performances continue to vary widely across the smaller capitals, Hobart's boom possibly cooling a touch but still showing double digit annual growth (+12.7%yr), Canberra subdued (+2.3%yr) and Darwin showing few signs of pulling out of its steep correction (–7.7%yr). Performances in regional areas have also varied but have been slightly better overall (Aus ex capital city prices flat in the month but up +2.2%yr).
All tiers recorded price slippage in the June month although declines remains larger for the 'top 25%' of properties by value down –0.5%mth, –3.8%yr compared to the 'middle 50% down –0.2%mth, +0.8%yr and the 'bottom 25%' down –0.1%mth, +1.3%yr.
Auction clearance rates weakened notably through May-June, suggesting an additional drag from tightening loan criteria and longer approval processing times. Buyer sentiment has lifted off last year's lows but the change in credit conditions looks to have overshadowed any positives from the marginal improvement in affordability. Any stabilisation still looks to be a long way off.

Australian supermarkets phasing out single-use plastic bags is just one example of how retailers are fiercely engaged in a race to be “green”. Other examples are dumping plastic straws, buying back used products and reducing unnecessary packaging.
Rather than competing on price or time, green credentials offer a way for retailers to differentiate themselves. Encouraging customers to make overtly good moves also has a psychological effect, allowing them to excuse poor behaviour elsewhere – such as buying a product that may not be ethically sourced.
Having a strong green record also helps create a buffer for when events like plastic bags killing whales or sweatshop abuse hit the headlines.
Way back in April Woolworths announced the removal of all single-use bags across the country by the end of June. Although, after some backlash, Woolworths has said it will give bags to customers until the 8th of July.
Coles will also ban single-use bags from July 1.
Woolworths has since announced further strategies for “a greener future”. These include reducing unnecessary packaging and linking with “food waste diversion partners”.
However, sustainability is bigger than just food waste and plastics.
Ikea Australia recently announced it will “buy back” used furniture to resell. IKEA has been doing this in other markets, like Hong Kong, for some time.
Buying ‘green’ makes us feel good
The consumer market for green products and services was estimated at US$230 billion in 2009 and predicted to grow to $845 billion by 2015.
While consumers are increasingly engaging in shopping activities that support the environment, such as reusing shopping bags, buying local and supporting local farmers and producers, at the same time many are still tempted by A$4 T-shirts from Kmart.
This behaviour can perhaps be explained by the effect of “moral self-licensing”. This is where consumers do something good to offset their bad behaviour.
In the context of shopping, a good deed, a customer putting reusable bags in the boot of the car, will be followed by a not-so-good deed, such as driving to the shops in our gas-guzzling 4WD.
In this way, the first choice gives us a positive self-concept, which negates or “licenses” the subsequent more self-indulgent choice.
A slippery (green) slope
The only concern for companies is that they might be accused of “greenwashing” – using marketing to create the perception that their policies, purpose or products are environmentally friendly, when that’s not really the case.
Despite consumer awareness of the practice of greenwashing, the number of companies making green claims has escalated sharply in recent years as organisations strive to meet escalating consumer demand for greener products and services.
According to one advertising consultancy, there were 2,219 products making green claims in 2009 alone, a 79% increase over two years earlier.
Research shows that when consumers are sceptical about a retailer’s corporate social responsibility practices, this can damage the retailer’s brand, increase sensitivity to negative information and stimulate unfavourable word of mouth.
Over the past couple of years, we have seen exactly these phenomena play out again and again.
Several years ago, Walmart faced scrutiny about its corporate social responsibility claims relating to renewable energy, the industrialisation of food systems and its cheaply made, disposable products.
Starbuck’s green credentials were met with scepticism when it was reported some stores left taps running all day to clear pipes.
Other retailers like Bed Bath &amp; Beyond, Nordstrom, JC Penney and Backcountry.com have faced fines for making misleading environmental claims.
Banning the single-use plastic bag alone will not save the environment. Sadly, it is not as simple as that. Research shows lightweight plastic shopping bags make up around 1.6% of litter in Australia or less than 2% of landfill.
However, despite some backlash, banning the bag is certainly a step in the right direct.

Why retailers want you to know about their green credentials

A vacant New Farm block of land with one of the best views in Brisbane has fetched $11.3 million in a deal secured through Place Projects.
The site cost $255,000 some 32 years ago in 1986.
The Courier-Mail reports the buyer of <a href="https://www.realestate.com.au/sold/property-residential+land-qld-new+farm-202138222" target="_blank">33 Moray Street</a> is expected to build Brisbane’s most expensive family home on the site.
The property had been on the market for over a year.
It reflected about $10,000 through Place Projects agent Syd ­Walker.
The vacant block looks across the river towards the city skyline with views over the iconic Story Bridge. 
"This property has been on the watch list of countless developers over the years," the marketing said.
The 1,103sq m lot was sold by Jane Gibson, the widow of celebrated Brisbane architect Robin Gibson, who acquired the site in 1986 for just $200,000.
Gibson designed some of Brisbane’s most well-known civic buildings including the Queensland Cultural Centre at South Bank.
