ASX-listed developer <a href="https://www.apartments.com.au/developers/stockland">Stockland</a>&nbsp;is continuing its push back into the new apartment market, filing plans for a prominent gateway site between Collingwood and East Melbourne.

The development giant, which moved back into the new apartment space when it announced Stanton Place in Sydney's Rosebery and have since filed plans for a 50-storey tower, are jumping into the off the plan Melbourne market.

They are hoping to create a mixed-use neighbourhood precinct for <a href="https://www.apartments.com.au/new-apartments/79-81-victoria-parade-collingwood-vic-3066">79-81 Victoria Parade</a>, replacing an existing commercial building with a scheme by <a href="https://www.apartments.com.au/architects/john-wardle-architects">Wardle</a>&nbsp;for 478 apartments,&nbsp;ground-floor retail, new public open spaces and a publicly accessible pedestrian laneway.

The design report identifies the public realm as a central driver of the proposal.

"Collingwood has limited access to high-quality parks and public open space, and the proposal delivers valuable new areas for respite, social interaction and fine-grain retail activity."

The development would deliver a diverse mix of housing, including studio, one, two and three-bedroom apartments alongside townhouse-style residences. Two basement levels are proposed beneath the development, providing resident and retail parking as well as extensive bicycle facilities.

Wardle's design draws heavily on Collingwood's industrial character, using articulated building forms, brickwork and robust materials inspired by the suburb's warehouse and manufacturing heritage. The built form has been broken into a series of smaller volumes to better respond to the surrounding streetscape while extensive communal gardens, rooftop amenities and shared resident spaces are integrated throughout the project.

The planning documents describe the existing office building as offering little engagement with the public realm, with the redevelopment intended to create a more permeable and active neighbourhood destination.

Rather than see the locally heritage-listed Alpha Cottage as an obstacle to navigate, plans integrate the landmark home into a new 18-storey residential tower, giving one of the suburb's oldest surviving residences a new role as the project's communal hub.

The development application covers a 1,177 sqm amalgamated site at 127-133 Lambert Street and 30 Shafston Avenue, where Zephyr Group plans to deliver 64 apartments above three basement levels. Named after the native Australian Banksia flower, the project draws inspiration from its distinctive form through curved balconies, sculpted planter boxes and cascading subtropical landscaping that soften the building's profile.

As the design report explains: "The tower's identity is defined by its feature facade, drawing direct inspiration from the Banksia wildflower. The building departs from traditional rigidity through the use of elegant, GRC-moulded planter boxes that appear as if shaped by the breeze."

Plans propose 64 apartments, comprising 32 two-bedroom and 32 three-bedroom residences, across an 18-storey tower. Residents would have access to rooftop amenities including a swimming pool, spa, gym, sauna, private cinema, dining spaces and landscaped recreation areas, while more than half the site is dedicated to planting and open space.

The heritage component is the defining feature of the proposal. Constructed in the early 1880s and occupied from at least 1883, Alpha Cottage is recognised by Brisbane City Council as an important surviving example of Kangaroo Point's nineteenth-century residential development and as a representative transverse-gable timber cottage. Despite extensive redevelopment across the peninsula, the building has retained a high degree of its original form and internal fabric.

As part of the redevelopment, the cottage will be carefully relocated a short distance within its original allotment to facilitate construction before being returned to a prominent position along Lambert Street. Original verandah elements will be dismantled, catalogued and reinstated, while significant internal features, including timber flooring, wall linings, joinery, doors, windows and hardware, will be retained. Later additions, including the enclosed rear verandah, will be removed to better reveal the building's original form.

Once restored, Alpha Cottage will accommodate the building manager's office, mail room and parcel facilities, providing an active everyday use that supports its long-term conservation rather than preserving it as a static display. The heritage strategy also maintains landscaped space around the building, allowing it to remain visually distinct beneath the new tower.

The Heritage Impact Assessment concludes that "the proposal secures the ongoing occupation, maintenance and conservation of Alpha Cottage," finding the development would result in "no more than a minor impact on the cultural heritage significance" of the building while ensuring its long-term future.

Joe Adsett Architects have designed the tower to sit above the heritage building rather than overwhelm it, creating a clear visual separation between old and new. The development's flowing balconies, integrated planting and organic façade respond to Brisbane's subtropical climate while complementing the restored cottage below.

Banksia occupies a prominent corner in Kangaroo Point within walking distance of the Kangaroo Point Bridge, Brisbane River, ferry services, QUT, the CBD and the Woolloongabba precinct. Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

These resales accounted for 3.3% of total resale profits nationally and 3.5% of resale losses.

Adelaide properties generating profit, but values only rising moderately: CoreLogic

Perth created $98.1 million in loss making resales accounting for 22.9% of all losses nationally, over the March 2018 quarter.
Its resales of residential properties in Perth created $889 million worth of resale profits which accounted for 6% of resale profits nationally.

Peppermint Grove had no resales at a loss.
No other council region had fewer than 15% of resales at a loss over the quarter.

With the housing market across Perth showing tentative signs of bottoming out, we may start to see loss making sales steady however, both houses and units recorded an increase over the quarter.

Perth accounted for 23% of all residential resale losses nationally: CoreLogic Pain & Gain report

Social housing, managed by governments and the community sector, provides a safety net to vulnerable Australians. A person living in social housing is far less likely to experience homelessness than someone battling it out in the private rental market.
And some argue social housing comes with a host of other benefits, such as improvements to employment, education, incarceration rates and health outcomes.
But our research failed to find evidence of social housing residents achieving better outcomes in any of these other areas than similar residents in the private market – at least in the short run.
Prior to our research, there was limited evidence of the impact of social housing on these outcomes. State governments spend hundreds of millions of dollars providing social housing with an incomplete understanding of what that investment delivers. This needs to change.
Improving outcomes
Social housing is particularly effective at reducing homelessness because it’s affordable, as rents are typically set at around 25% of income. And Commonwealth Rent Assistance for those in the private market has been failing to keep up with increasing rental costs over recent years.
Also, social housing, particularly public housing, tends to be secure with long-term – and sometimes even life-time – leases available.
Like other welfare policies in Australia, social housing tends to be highly targeted to those with particularly low means. It has also increasingly become targeted to specific priority groups – such as those fleeing family violence or people with a disability. As at June 2017, around 395,691 households were in social housing across the country, at a cost of A$3.9 billion per year to state and territory governments.
Government policy generally assumes that providing social housing to vulnerable people will result in improvements across a range of life outcomes. As a 2017 Productivity Commission report on housing and homelessness notes:
"A lack of adequate and affordable housing contributes to housing stress and homelessness, and is detrimental to people’s physical and mental health. Homelessness affects life expectancy, with homeless people estimated to live 15–20 years less than the mainstream population."
In our research we analysed the effects of social housing on measures of these and other key outcomes as well as on the risks of incarceration and homelessness. We used the Journeys Home survey (which measures a range of characteristics over points of time of people vulnerable to homelessness placed in social housing as well as those of similar individuals not in social housing).
Comparing the outcomes for social housing residents with a statistically constructed control group, we did find placing a vulnerable person in social housing significantly reduced their risk of homelessness. In the period following placement, the person’s probability of experiencing homelessness was 13 percentage points lower than similar individuals not in social housing, who have a homelessness rate of about 20%. This is equivalent to a 65% reduction in the risk of homelessness for social housing residents.
But there were no statistically significant effects on employment, education, health (which included measures of mental health, self-assessed physical health and having a long-term health condition) or incarceration.
Already too vulnerable
The most likely explanation for this is that access to social housing has long been targeted to society’s most vulnerable members who already struggle with factors such as employment or education due to age, family commitments, disabilities and long histories of disadvantage.
Similarly, long-term health conditions – be they physical or psychological – which have been found to be associated with vulnerability to homelessness, remain even after entering social housing. Although social housing provides the stability necessary for people to seek treatment, our research tells us this doesn’t seem to flow through to measurable outcomes.
It’s also possible the effects of social housing differ across different groups of people and different types of housing. Young people, for example, may have very different employment outcomes to older people – but averaging out the results means these cohort-specific effects may be lost.
Similarly, it’s the children of residents who may be most likely to benefit from the security social housing provides. Analysis in the US found that children, particularly younger children, gained the most from experiments to improve their families’ housing situation. But we did not examine children in our analysis.
The US research also suggests it’s not just the housing that matters, but the neighbourhood too. Children of families who moved to areas with lower concentrations of poverty and crime when the children were young (below age 13) showed significantly improved educational outcomes and earnings later in life.
Why does this matter?
All of this highlights the importance of separately measuring the cohort-specific effects of programs and taking into account the neighbourhood characteristics of where people live.
Our research was unable to sufficiently take account of these factors, as we had no access to suitable large datasets, or those that include the children of residents. Much of the data that would enable this kind of analysis resides in isolation across government departments. Poor links between these sources limits researchers’ access to it.
Having access to data to conduct such analysis would give governments an opportunity to consider if the current approach of only providing social housing to the most vulnerable is optimal. Or whether they should, perhaps, expand the social housing program to capture other at-risk cohorts.
Cost-benefit analysis is routinely used to assess the value of major transport infrastructure projects. But business cases for social infrastructure projects tend to rely on qualitative assessments of benefits. We have the tools to quantify the impacts of social housing but these need to be applied to the right data.
This will help ensure governments make the right investment decisions and allocate resources more efficiently while still keeping equity concerns top of mind.

Social housing protects against homelessness – but other benefits are less clear

The Greater Brisbane dwelling market is diverging by property type in terms of resale losses, according to the latest Pain &amp; Gain report from CoreLogic.
The divergence between houses and units for loss making sales is likely attributable to higher supply levels of units across key areas of the inner city and the subsequent falling unit values.
The highest proportion of resales at a loss occurred in Lockyer Valley, Somerset and Brisbane.
Throughout south-east Queensland, the council regions with the lowest proportion of resales at a loss were Sunshine Coast, Logan and Redland.

Based on resales across Greater Brisbane over the first quarter of 2018, the total value of resales at a profit was $1.2 billion while the total value of resales at a loss was recorded at $29 million.

AMP Capital expands their real estate team

Almost 90% of individual residential properties re-sold in Australia during the March 2018 quarter attracted a gross profit.
Vendors pocketing a total of $14.819 billion, the majority of which was generated in Sydney and Melbourne.  
The latest CoreLogic ‘Pain and Gain Report’ delivers quarterly insights into the performance of re-sold properties across Australia.
If relatively few properties are re-selling at a loss (pain) it generally indicates a stronger housing market whereas when a higher proportion of properties are re-selling at a loss it indicates weaker local housing market conditions.  
The report’s topline result for the March 2018 quarter is good, the vast majority of properties reselling at a gross profit, however the percentage that did so (89.8%), was actually the weakest quarter for profit making residential re-sales since the three months to October 2013.
By comparison, the quarter previous to that (ending December 2017) saw a more favourable 91.1% of all properties resold for a profit.  
Even a year prior to that, (the quarter ending December 2016), recorded a better result than March 2018, with 90.7% of properties resold for a profit.
Houses Vs. Units
Houses outperformed units across Australia, including across the combined capital city and combined regional markets.  
Melbourne units were 10 times more likely to re-sell at a loss than houses, a trend replicated in Brisbane (nine times) and Canberra (eight times).
Sydney and Hobart are the only regions where a greater proportion of units re-sold for a profit over the quarter than houses.   
While there was a distinct gap between the performances of houses vs. units (houses re-selling at a gross profit were recorded at 91.4%, compared to just 85.7% for units), both houses and units recorded a fall in profit-making re-sales over the March quarter.
Capital Cities Vs. Regions 
Capital city properties being re-sold remain more likely to sell for a profit than those in regional markets, but the gap has narrowed over the past three months.
Over the March 2018 quarter, 91.1% of capital city properties re-sold for a profit (down from the previous quarter’s 92.8% and also down against a year earlier (92.6%).
In fact, the share of profit-making Capital city re-sales over the March 2018 quarter was the lowest it’s been since March 2013.  
Across the combined non-capital city markets, 88.0% of re-sales were at a profit, a slight decline from 88.3% over the previous quarter but up from 87.4% over the same period in 2017. 
Most of the strength in regional markets is being driven by areas close to capital cities such as Sydney, Melbourne and Brisbane, as well as some coastal markets, while mining regions continue to record heightened levels of re-sales at a loss.
Gains
The total value of re-sales gross profits for the March 2018 ($14.819 billion) was driven Sydney and Melbourne (30.6% and 26.1% of total national profits respectively).
Propelling these results are both the higher cost of housing in Sydney and Melbourne, plus strong growth in dwelling values over recent years which have resulted in substantial profits.
As a comparison, these two cities accounted for just 8.8% and 7.8% of the total value of losses nationally over the quarter.  
When analysing regions with the lowest proportion of re-sales at a loss, the data now shows that some of regions surrounding Sydney and Melbourne are recording even fewer re-sales at a loss than the capital cities themselves.  
Pains
For the March 2018 quarter, $428.1 million in realised gross losses were recorded from resales.  
Regions with the highest share of losses nationally were Perth (22.9%) and regional Qld (22.0%). 
Over the first quarter of 2018, the proportion of re-sales at a loss across each capital city was recorded at, 2.4% in Sydney; 4.0% in Melbourne; 10.0% in Brisbane; 8.2% in Adelaide; 28.9% in Perth; 1.6% in Hobart; 35.6% in Darwin and 7.9% in Canberra.   
The instances of loss-making re-sales increased over the March 2018 quarter relative to the previous December 2017 quarter in all capital cities other than Hobart.
When comparing lossmaking re-sales to a year earlier, there were fewer res-ales at a loss in Melbourne, Hobart, Darwin and Canberra, with all other capital cities having recorded an increase. 
Five regions (all of which are linked to the resources sector), recorded at least 40% of all resales at a loss over the quarter.
It should be noted that in many of these regions the share of losses is now lower than at the market peak, however instances of loss remain elevated; a reflection that housing values remain well below their peaks in these areas.

Almost 90% of residential resales making a profit: CoreLogic's Cameron Kusher

Half price $1,050,000 Kallaroo, WA house sold by mortgagee

The AVID Property Group has secures a 150ha site in Lower Hunter Valley region with the acquisition of the remaining 750 residential lots at Waterford County.
It is part of an established master-planned community in Chisholm, New South Wales.
AVID Property Group CEO Cameron Holt said the acquisition forms part of AVID’s growth strategy in New South Wales.
It supports his national goal to triple the company’s value over the next five years.
“We are no stranger to the region, with our development, Harvest, located just next door and benefitting from much of the same infrastructure investment we have made in the region,” Mr Holt said.
“The Lower Hunter is increasingly becoming an affordable alternative to the Sydney housing market with many buyers moving out of Sydney in favour of regional New South Wales ."
“Harvest and Waterford County are poised to meet demand for the booming population of nearby Newcastle, which is undergoing a $500 million revitalisation, increasing the need for housing in the region," suggested Mr Holt.
The second half of 2016 saw a 40 per cent rise in sales at Harvest, showing demand for property in the area, which is forecast to be home to more than 26,000 additional residents by 2036.
With an established primary school, childcare Centre and a new high school currently under construction and set to open in 2018 and a future town centre proposed in the area, AVID hopes to complete the masterplan over the next five years.
“We are looking forward to pushing through the completion of this large project,” stated Mr Holt
He concluded that “this project will complement the ongoing development of Harvest, which is 75 per cent complete and has already welcomed over 700 residents."

The property, with a permit for 52 apartments sold to a local Melbourne developer for $9.75 million.

Wizel said the permit appeared to unlock the best-use potential of the property although the 10-year average occupancy per tenant illustrated the strong and ongoing demand for commercial leases on the strip.
