One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

"This is exactly the type of large-scale, city-shaping development that will provide lasting benefits for Queensland, bringing together housing, jobs and world-class public spaces."

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the riverfront transformation would deliver a thriving new community precinct.

“The Crisafulli Government is delivering this golden opportunity to unlock a riverfront jewel for all Queenslanders,” Deputy Premier Bleijie said.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

First look: Urban Property Group plans next major Wollongong tower

<a href="https://www.apartments.com.au/developers/arada">Arada</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

The application follows Arada's recently lodged One Campsie project at 124–142 Beamish Street and 16–18 Ninth Avenue, where the developer is seeking approval for 346 apartments across three towers rising 24, 32 and 39 storeys. Together, the two proposals would cement Arada as one of the most influential developers shaping Campsie's future urban form.

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Gosnells, WA mortgagee home listed for $130,000 reduction in value

Coronavirus continued to make headlines this week; but for the economy, sentiment was the focus.
While Australian consumer sentiment firmed in February according to our <a href="https://westpaciq.westpac.com.au/wibiqauthoring/_uploads/file/Australia/2020/February/er20200212BullConsumerSentiment.pdf" target="_blank">Westpac–MI survey</a>, at 95.5 the index remains well below its long-run average, suggesting consumers remain pessimistic. This downbeat mood has been in place since mid-2019 and has coincided with a pronounced deterioration in consumer spending momentum.
Economic conditions ‘next 12 months’ and ‘next 5 years’ both bounced back in February but remain below the level of November 2019 and are only in line with their respective long-run averages. This is despite continued strength in employment growth as well as the considerable policy easing undertaken by both the RBA and Federal Government in 2019.
Given this policy context, more concerning still is that ‘family finances versus a year ago’ fell again in February to be back near its recent low and well below average. ‘Finances, next 12 months’ is almost 11% below the average of first-half 2019, and also materially below its long-run average. Unsurprisingly, the ‘time to buy a major household item’ index is depressed, 8 percentage points below average.
Interestingly, ‘time to buy a dwelling’ reversed January’s gain to be back near its recent low in February. On a longer view, at its current level of 112, this index is well below 2019’s peak of 127 but still materially above 2017’s low of 90. At play here is arguably a reduced belief amongst households that further interest rate cuts will be seen in 2020 as well the impact of housing affordability.
House price growth expectations remain strong nonetheless, having surged 70% over the nine months to January 2020. The <a href="https://www.propertyobserver.com.au/https://westpaciq.westpac.com.au/Article/42085" target="_blank">December housing finance</a> data points to strengthening demand amongst owner occupiers, the value of loans up 23% since May and back near 2017–18’s peak. Investors are more circumspect. While 16% above the May low, the value of loans is still comparatively low – in line with the 2012 experience.
Turning to the business sector, <a href="https://westpaciq.westpac.com.au/wibiqauthoring/_uploads/file/Australia/2020/February/er20200211BullAustralianBusinessConditions2020Jan.pdf" target="_blank">the NAB business survey</a> indicates confidence remained absent and conditions weak in late January. There are clearly a number of global and domestic headwinds for confidence. However, the greater concern is conditions. Profitability is weak, while trading conditions and forward orders are poor. The employment index has also lost momentum to now point to job gains circa 16k per month compared to 25k in mid-2019. Assuming flat participation, this would see the unemployment rate grind higher in 2020 – the opposite of what the RBA needs to see to have confidence that wages, growth and consequently inflation will firm as set out in their February Statement on Monetary Policy and Governor Lowe’s appearances last week (summarised in our <a href="https://www.propertyobserver.com.au/https://westpaciq.westpac.com.au/Article/42109" target="_blank">February Market Outlook</a>).   
Following the RBA last week, the latest MPS from the RBNZ set out their view of the outlook. On the assumption of a very mild coronavirus impact, <a href="https://westpaciq.westpac.com.au/wibiqauthoring/_uploads/file/New_Zealand/2020/February_2020/MPS_Review_February_2020_-_Westpac_NZ.pdf" target="_blank">the RBNZ are sanguine on the outlook</a> and expect to keep the stance of policy unchanged hence. This is as our New Zealand economics team anticipated, but more optimistic than markets were positioned for. Both the labour market and inflation views support this adjustment, but the most prominent rationale for the change of stance is the Government’s plan to increase spending. A cash rate cut is still expected in August by Westpac New Zealand, but this will principally be as a result of a weaker global backdrop which will put sentiment and growth at risk. A stronger New Zealand dollar, which we expect, would also weigh on inflation.
Moving to the rest of the world, our latest Market Outlook expands on t<a href="https://www.propertyobserver.com.au/https://westpaciq.westpac.com.au/Article/42083" target="_blank">he key economic effects of coronavirus</a> and encapsulates all of the changes seen in the global and domestic economies since our last edition back in December. Succinctly for Australia: we anticipate our economy will be materially weaker in 2020 than the RBA currently anticipates; importantly, this is only partly attributable to summer’s bushfires and the coronavirus outbreak. Further, for the global economy, risks are clearly skewed to the downside.
Developments in <a href="https://www.propertyobserver.com.au/https://westpaciq.westpac.com.au/Article/42131" target="_blank">global commodity markets</a> highlight both the immediate loss from coronavirus as well as the risks to global production. <a href="https://www.propertyobserver.com.au/https://westpaciq.westpac.com.au/Article/42113" target="_blank">Global FX markets</a> however view this uncertainty as being contained in Asia, arguably because central banks elsewhere are seen as both willing and able to act. This is particularly the case for the US which has received a solid bid as a safe-haven. While <a href="https://www.propertyobserver.com.au/https://westpaciq.westpac.com.au/Article/42132" target="_blank">the Australian dollar</a> has taken a tumble in line with commodities, it will likely find a base and could strengthen in late-2020 if the RBA does not counteract the US rate cuts we forecast with concerted monetary easing here. Absent this step, Australia’s competitiveness and corporate profitability could become impaired, reducing the probability of the lift back to trend GDP growth we currently anticipate in 2021.

Coronavirus is not the only risk Australia faces: Elliot Clarke

Australia’s largest bank, CBA, has today cut fixed rate home loans by up to 0.50 per cent.
Commonwealth Bank has slashed all its investment fixed rates, as well as its 1, 4 and 5 year fixed owner-occupier mortgage rates.
The biggest cuts are to the 4- and 5-year fixed investment interest-only loans, which have dropped by 0.50 per cent.

RateCity.com.au research shows 30 lenders have cut fixed rates this year, including Suncorp, Westpac and Bankwest.
As a result of today’s changes, CBA now has the lowest 1-year fixed rate out of the big four banks and equal lowest 4- and 5-year fixed rate for owner-occupiers.

RateCity.com.au research director Sally Tindall said the Commonwealth Bank was cutting fixed rates to stay competitive.
“With fixed rates now as low as 2.50 per cent, banks are being forced to take the knife to their home loan rates to attract new business,” she said.
“CBA’s decision to cut all investor fixed rates is a sign it wants them back on the books."
“Since the APRA caps on investors and interest-only lending have been scrapped, banks have been increasingly shaving investor rates."
“Although fixed rate cuts are often a sign of an imminent RBA cut, these latest changes could be more about CBA drumming up new business," she concluded.

CBA cuts fixed home loan rates by up to 0.5%

Melbourne City Mission (MCM) will redevelop and relocate one of its youth refuge services to Werribee to support young people experiencing homelessness in Melbourne’s inner west.
Together with the Property Industry Foundation, and a $3.5 million investment from the Victorian Government, MCM will open a high quality, purpose-built youth refuge to break the cycle of youth homelessness. 
With two family units to accommodate infants and families, the redevelopment of MCM’s youth refuge will give young people aged 15-25 a chance to grow into adult independence with a level of support they currently don’t have. 
MCM’s new youth refuge in Werribee comes as a concerning number of young people are experiencing homelessness in the City of Wyndham, which increased by 76 percent in the last five years. On Census night, 730 people identified as homeless. Of those, 384 - over half - were aged between 12-24 years old (ABS 2016). 
MCM Chief Executive Officer Vicki Sutton says the new youth refuge is well placed to respond to the needs of young people who are experiencing homelessness in Melbourne’s western suburbs. 
“Through no fault of their own young people often experience homelessness due to family breakdown, neglect and family violence. These experiences, and the experience of homelessness itself, can lead to significant trauma with long-lasting effects including on mental health.
“This refuge will give young people from the west the opportunity to remain connected with their community during this distressing time while being able to access MCM’s programs, including housing support and therapeutic and mental health programs,” Ms Sutton said.
Kate Mills, Chief Executive Officer of The Property Industry Foundation, said “We’re proud to see the property industry rallying around this crucial project, at a time when there is a lack of affordable housing placing more pressure on young people who do not have family support.” 
The redevelopment of MCM’s new youth refuge commenced with a sod-turning ceremony on the 7th of February, attended by the Treasurer and Member for Werribee, the Hon. Tim Pallas MP. 
“This is more than just bricks and mortar”, said the Member for Werribee. “It’s going to provide young people the second chance they need to get back on their feet and turn their lives around.”
“It’s pretty hard to get a job or an education when you don’t even have a roof over your head. That’s why we’re helping break the cycle of homelessness.”
MCM was one of eight community service organisations in 2017 across the state that received funding through the $27 million in funding through phase two of the State Government’s Accommodation for the Homeless program
The new youth refuge will link with MCM’s suite of programs for young people including its service hub in South Road Braybrook; and other youth supports across Melbourne’s west. 
Due for completion in 2020, MCM’s new youth refuge will deliver positive outcomes for young people by:
1. Providing emergency and crisis accommodation and 24-hour staffing and support for up to ten young people; 2. Providing two family units to assist young parents and their children;   3. A purpose-built children’s play area;  4. Capacity to provide young people with education and independent living skill programs on site. 
Some of the integrated programs and services young people will access at MCM’s new youth refuge include early intervention programs, parenting, education and living skills programs, therapy using art, music and animals, and housing support. 
Over $465,000 in services have been donated pro-bono to the redevelopment by a team of high-calibre consultants, including Turner &amp; Townsend Thinc, Group GSA, Tract Consultants, PLP Building Surveyors, Morris Goding Access Consulting, Rider Levett Bucknall, Nationwide, Irwin, WSP, Hacer and Maddocks.

Young Australians still dream of owning their own home and are actively taking steps towards achieving that goal in 2020, according to new consumer research commissioned by global developer, Lendlease.

The national survey of 1,005 Australians aged 18-40 years revealed eight in ten dream of owning their own home, with almost half (47 per cent) believing they will be in their own home within the next five years. Overwhelmingly the Australian dream of home ownership is alive and well, with 79 percent optimistic they will own a home in the future. 
Conducted by McCrindle on behalf of Lendlease, the research also found one in six young Australians believe they will be able to buy a home before the end of 2021, and another third are confident they will buy before the end of 2025. 
There was a marked sense of optimism about the coming 12 months, with a quarter of young Australians (25%) believing 2020 is the right time to buy a home. Three in ten (30 per cent) are also more confident they will be able to buy a home in the next 12 months compared to the past 12 months. The survey also found a majority of young Australians (58 percent) would strongly steer towards buying and building a new home, over an existing home (42 percent). 
The motivations for home ownership, according to the survey participants, are having a place to call their own (69 percent), having their independence (52 per cent), a place to raise a family (50 per cent), and the security home ownership provides (49 per cent). 
Saving for a deposit was identified as one of the most challenging obstacles (55 percent) to overcome on the path to home ownership. More than half (54 per cent) surveyed who are yet to purchase their first home are currently saving for their deposit, with one in five “saving hard”. According to the research, the top five ways young Australians are saving for a home deposit are:

Interestingly, the media-popularised “OK Boomer” sentiment was strong among the survey participants, with 79 per cent believing the challenge of buying a home today is more difficult for their generation than it was for their parents. 
Many young Australians have seriously/somewhat considered purchasing on the fringes of a city (50 per cent), in a major non-capital city (48 per cent), or a regional area (46 per cent), and have brainstormed creative ways to make their home-ownership dream a reality. Gen Z appeared to be more sustainably minded, with 25 per cent more likely to choose their location allowing them to live more sustainably. 
Lendlease’s consumer research comes in response to the federal government’s First Home Loan Deposit Scheme, which was launched in partnership with the National Housing Finance and Investment Corporation on 1 January to support eligible first home buyers purchase a home sooner. Supporting up to 10,000 loans each financial year, the initiative will provide a guarantee that allows eligible first home buyers to purchase a home up to a value determined per state.

There are 10 Lendlease communities across New South Wales, Victoria, Queensland and Western Australia that are supporting burgeoning interest in the First Home Loan Deposit Scheme by offering additional incentives beyond the federal government’s 10,000-person cap. 
Lendlease’s bonuses range from stamp duty on land being covered at Calderwood Valley and Bingara Gorge; $10,000 off selected lots at Alkimos Beach, Alkimos Vista, Aurora, Atherstone, Elliott Springs and Harpley; to a $10,000 housewarming gift for properties purchased at Springfield.

Discussions about Australia’s retirement income system typically begin by reciting the political slogan that there are “three pillars” to the system — the age pension, compulsory super, and voluntary savings.
It was the way the Abbott and Turnbull government’s <a href="https://slideplayer.com/slide/4872297/" target="_blank">tax inquiry</a> looked at retirement incomes, and a frame of reference used by this government’s <a href="https://treasury.gov.au/sites/default/files/2019-11/c2019-36292-v2.pdf" target="_blank">retirement income system review</a>.
Missing is discussion of what makes something a “retirement pillar”.

It’s possible to think of other retirement pillars. Moving to India for a cheap lifestyle would be one.
Requiring retailers to <a href="https://www.fresheconomicthinking.com/2020/01/the-easiest-retirement-system-retiree" target="_blank">provide the elderly free goods and services</a>, with the cost absorbed in the prices paid by others could be another.
To be a pillar, something would have to allocate goods and services in retirement to people who are no longer earning wages.
In my <a href="https://www.fresheconomicthinking.com/p/scrap-superannuation" target="_blank">recently released report</a> I argue that superannuation fails this test.
Super isn’t a retirement pillar
Among other things, super can be spent many years before retirement, beginning anywhere from age <a href="https://www.ato.gov.au/Super/Self-managed-super-funds/Paying-benefits/Preservation-of-super/" target="_blank">55 to 60</a>, even though the retirement age specified the pension legislation is <a href="https://www.humanservices.gov.au/individuals/services/centrelink/age-pension/who-can-get-it" target="_blank">66 to 67</a>.
Many financial planners advise intending retirees to spend a lot of their super quickly in order to shelter it in income-test-exempt assets <a href="https://www.yourlifechoices.com.au/finance/property/how-upsizing-protects-your-pension" target="_blank">such as housing</a> and qualify for the pension.
The super system also can’t guarantee retirement incomes for people who are self-employed, casually employed, homemakers, have chosen their super fund unwisely or lost the proceeds in things such as online romance scams.
As a system, super comes with unnecessary financial risks, such as suddenly losing 21% of its funds, as happened between September 2007 and March 2009 during the global financial crisis.
It is better thought of as a growth-sapping, resource-wasting, tax-advantaged asset purchase scheme aimed at the already wealthy, which is <a href="https://theconversation.com/myth-busted-boosting-super-would-cost-the-budget-more-than-it-saved-on-age-pensions-119002" target="_blank">unlikely to do much</a> to reduce reliance on the age pension.
We would be better off abandoning it and letting workers spend or save their money as they see fit.
The super system is inefficient
The superannuation system employs <a href="https://www.ibisworld.com.au/industry-trends/market-research-reports/financial-insurance-services/superannuation-funds" target="_blank">55,000 people</a> at a cost of <a href="https://www.selectingsuper.com.au/superannuation-fees-fall-for-the-first-time-in-six-years" target="_blank">A$32 billion</a> per year to produce <a href="https://www.apra.gov.au/quarterly-superannuation-statistics" target="_blank">$40 billion</a> per year in retirement incomes. This is nearly as many people as the enlisted Australian Defence Force (58,000) with a similar total cost ($34 billion).
The rest of Australia’s entire welfare system, including administering the age pension, disability, unemployment benefits and Medicare, costs just $6 billion per year and employs <a href="https://www.servicesaustralia.gov.au/sites/default/files/2018/10/8802-1810-annual-report-web-2017-2018.pdf" target="_blank">33,000 people</a>, while providing <a href="https://www.servicesaustralia.gov.au/sites/default/files/2018/10/8802-1810-annual-report-web-2017-2018.pdf">$45 billion</a> in pension benefits.
It directs money where it isn’t needed...
Each year the superannuation system takes in <a href="https://www.apra.gov.au/quarterly-superannuation-statistics" target="_blank">$117 billion</a> and spits out <a href="https://www.apra.gov.au/sites/default/files/Quarterly%20Superannuation%20Performance%20Statistics%20September%202019_0.pdf" target="_blank">$80 billion</a> in payments (including lump sum withdrawals), leaving $38 billion in asset markets, sapping spending and economic growth. That’s roughly as much as the <a href="https://www.smh.com.au/business/saving-the-nation-20090203-7wsb" target="_blank">$40 billion</a> stimulus package introduced during the 2009 financial crisis. Unlike it, the super system depresses rather than stimulates the economy.
Unlike the super system, the age pension system is likely to stimulate the economy because it takes purchasing power away from high-income taxpayers with a relatively low likelihood of spending extra dollars to to lower-income pensioners with a high likelihood of spending them.
…and away from those who do need it
Unlike the age pension system, the super system can’t provide poverty relief, or broadly adequate retirement incomes.
For the bottom 40% of earners it does the opposite of smoothing income, making them poorer than they would have been while working, and somewhat <a href="https://theconversation.com/super-shock-more-compulsory-super-would-make-middle-australia-poorer-not-richer-120002">richer</a> than they would have been while on the pension and retired.
The <a href="https://treasury.gov.au/publication/p2020-51153" target="_blank">$18 billion</a> of tax breaks on super fund contributions and <a href="https://treasury.gov.au/publication/p2020-51153" target="_blank">$20 billion</a> of tax breaks on super fund earnings are predominately directed to <a href="https://treasury.gov.au/programs-and-initiatives-superannuation/distributional-analysis-of-superannuation-taxation-concessions" target="_blank">high income earners</a>.
In a comprehensive study released this week the Grattan Institute has demolished the claim that super contributions come out of employers pockets. Instead it finds that, on average, <a href="https://grattan.edu.au/report/no-free-lunch/" target="_blank">80%</a> of each super contribution comes out of what would have been wages.
Here’s how to escape it
Scrapping the system altogether would massively improve Australia’s economic performance, including the performance of our only true retirement income system, which is the age pension.
It can be done by forcing employers to pay what are now super contributions directly into wage accounts and allowing super fund holders to withdraw up to a maximum amount each year during a transition period, after which all super balances would receive no special tax treatment.
The tens of billions saved in the budget could be used to enhance the size and scope of the age pension. It could incorporate <a href="https://theconversation.com/fall-in-ageing-australians-home-ownership-rates-looms-as-seismic-shock-for-housing-policy-120651" target="_blank">appropriate rent assistance</a> and begin at age 60 instead of 67.
It’s possible. Certainly, there would be job losses, but in other industries we have come to accept that there is no point in continuing to pay people to do things that aren’t needed, and especially no point in making those payments compulsory.

The highest-ranked areas in an Australia-wide assessment of smart city performance are all in metropolitan regions with higher population densities. “Australia’s 60 top-performing local government areas house more than quarter of the nation’s population,” we note in the newly released Smart Cities Down Under report.
As well as highlighting major regional disparities, our analysis reveals the local government areas we assessed against four smart city indicator areas generally perform strongly in one of these, “Liveability and Well-being”. Performances are weaker in “Sustainability and Accessibility” and “Governance and Planning”. High performance in “Productivity and Innovation” existed only in the top-performing areas.
We assessed 180 local government areas (out of 563 in Australia), representing more than 85% of the nation’s population, against <a href="https://eprints.qut.edu.au/123317/" target="_blank">smart city criteria</a>. We included all local government areas in metropolitan Australia (<a href="https://www.abs.gov.au/ausstats/abs@.nsf/Lookup/by%20Subject/1270.0.55.001%7EJuly%202016%7EMain%20Features%7EGreater%20Capital%20City%20Statistical%20Areas%20(GCCSA)%7E10003" target="_blank">Greater Capital City Statistical Areas</a>) and regional local government areas with populations of more than 50,000.

It’s not all about technology
Cities are complex systems and should be evaluated in a holistic way. This means not placing excessive weight on technological achievements – such as <a href="https://www.bbc.com/news/technology-49674533" target="_blank">tech for tech’s sake</a> – in lieu of economic, social, environmental and governance outcomes.
Our <a href="https://eprints.qut.edu.au/132495/" target="_blank">conceptual framework</a> to evaluate <a href="https://eprints.qut.edu.au/118033/" target="_blank">smartness levels</a> was built on the four pillars of economy, society, environment and governance. The evaluation criteria are shown below.

We categorised the 180 local government areas we assessed into three performance categories:

Leading, the best-performing cities
</li>
<li>
Following, the cities with achievements and potential, but not at the level of the best performers
</li>
<li>
Developing, the cities with some progress and potential, but not as substantial as the other two categories.
</li>
</ul>
Who's leading the way?
All areas in the leading category were completely contained within capital city metropolitan areas.
New South Wales ranked first with 20 local government areas. Then came Western Australia (14), Victoria (12), South Australia (9), Northern Territory (2) and Queensland, Australian Capital Territory and Tasmania (1 each). In terms of population in leading areas, the ranking changed to: NSW (2,348,388 people), Victoria (1,477,964), Queensland (1,131,155), WA (557,163), ACT (397,397), SA (370,719), NT (112,590) and Tasmania (50,439).

Key steps towards smarter cities
Metropolitan local government areas dominate the leading performance category. Mechanisms such as the Australian government’s <a href="https://theconversation.com/au/topics/city-deals-26196" target="_blank">City and Regional Deals</a> and funding through the <a href="https://www.infrastructure.gov.au/cities/smart-cities/" target="_blank">Smart Cities and Suburbs Program</a> have delivered some tangible impacts.
The performance is less strong in regional Australia. A national smart city strategy and guidelines are needed to help make these localities and communities smarter.
This policy should take on the following findings of our <a href="https://eprints.qut.edu.au/135135/" target="_blank">international study of smart cities</a>:

local governments should adopt the role of facilitator
</li>
<li>
risks need to be shared with the private sector
</li>

local governments should be open to innovations and learn from mistakes

The <a href="https://research.qut.edu.au/smartcity/home/people/urban-studies-lab/" target="_blank">Urban Studies Lab</a> at Queensland University of Technology prepared the report in partnership with the Commonwealth Department of Infrastructure, Transport, Regional Development and Communication. Our <a href="https://research.qut.edu.au/smartcity/" target="_blank">Smart City Research Team</a> has had conversations with city managers, mayors, local government professionals and key community stakeholders (e.g., businesses, not-for-profits, NGOs and academic institutions, among others). These conversations confirm local governments have a critical role to play if Australia is to manage vexing societal challenges from climate change to accessing economic opportunities, and even dealing with transformations driven by information technologies such as <a href="https://theconversation.com/driverless-vehicles-could-bring-out-the-best-or-worst-in-our-cities-by-transforming-land-use-84127" target="_blank">automation</a>, <a href="https://theconversation.com/valleys-alleys-and-roundabouts-innovating-beyond-a-precinct-24290" target="_blank">innovation</a> and <a href="https://theconversation.com/artificial-intelligence-should-benefit-society-not-create-threats-36240" target="_blank">artificial intelligence</a>).
Local governments do not function well in isolation. Any local government is only as strong as the other local governments within its vicinity. They must interact to share and access public resources.
Leading cities can learn from the <a href="https://www.propertyobserver.com.au/https://www.planetizen.com/node/67338" target="_blank">frugal innovations</a> of their less fortunate peers. Our best-performing cities are similar to incumbents in the industry sector in that they face their own challenges to modernise.
Too often these cities seek solutions that are not frugal and cannot leverage indigenous knowledge. Less well-resourced communities must engage in different modes of innovation. We believe better networks need to be set up to foster dialogue and exchange practices across communities.
The good news in our report is that our leading cities fare well. The not-so-good news is that the other local governments need to be brought along on a transformation journey. No city is an island, and no country can treat cities as independent elements.

Smart city or not? Check and see how yours compares

Brisbane’s industrial property investment market experienced strong growth throughout 2019, with firm yields reflecting the limited availability of quality stock and solid purchaser demand, according to the February report from valuation firm Herron Todd White.
They found, whilst demand for quality industrial assets remains extremely strong, particularly for well-located properties with long-term leases and strong lease covenants, secondary properties continue to see long lease up periods and are generally less attractive in the current market. 2019 saw a shift in the Brisbane industrial market with institutional purchasers beginning to focus on areas such as the TradeCoast and along the Logan corridor.
Throughout the latter parts of 2018 and 2019, demand for industrial development sites throughout Brisbane increased substantially with increases in value evident across a number of industrial precincts.
Whilst there are still difficulties in obtaining development finance from financial institutions, this does not seem to have restricted demand in recent times.
Since the federal election in 2019 there has been a slight increase in sales volumes.
The valuers said, "we expect to see this sales activity continue to strengthen throughout 2020 due to the low interest rate environment and lack of supply within the wider Brisbane area."
"Rents continue to stay steady with no dramatic increases, particularly for net effective rentals,as incentives continue to rise. The most active segment of the market will continue to be transport and logistics with tenants gravitating towards modern properties with good access to motorways."
"The total number and value of sales fell in 2016. This was primarily due to a shortfall in supply of quality industrial assets, however sales picked up again in 2017."
"We saw a similar fall in sales in 2018 which carried over to a slower start in 2019. Since the federal election in 2019 there has been an increase in sales volumes."
"It is expected that stronger sales activity will continue throughout 2020 due to the low interest rate environment, however we do note that investors are holding on to well leased, quality assets due to the lower risk profile these properties offer."
"Investment yields for high quality assets continue to trend closer towards 6.00% with an example of a major transaction being 39 Graystone Street, Tingalpa, a well sought after location within the TradeCoast. The property had a 4.57 year lease term and transacted at $17.6 million with an analysied yield of 6.34%."
"2020 will continue to see a high demand for prime industrial properties with money coming from mum and dad investors through to major industrial institutional trusts," they concluded.

Brisbane industrial market will continue to see strong demand in 2020: HTW Industrial

Looking at 2020, the general consensus is that the Melbourne industrial market will remain strong, boosted by strong population growth and unprecedented levels of infrastructure investment, according to the February report from valuation firm Herron Todd White.
The property valuation firm also noted, the global share market is expected to remain volatile with the potential for a US-China trade war, wage growth is expected to remain stagnant, there is a risk of recession and there is uncertainty regarding Britain’s exit from the European Union.
This has led to an even greater appetite for real estate investments, with industrial leading the way when it comes to investing in commercial property. The industrial sector is considered to have the strongest pull for investors, predominantly due to the rise of e-commerce.
In the case of high value industrial assets, yields remain firm due to bidding wars, particularly as there is the guaranteed cash flow of a strong WALE.
HTW reporters said, "we have seen increased interest in industrial assets from onshore and overseas real estate investment trusts and private equity firms. Some of these started out with zero industrial assets and now have these assets making up a substantial portion of their portfolio."
Knight Frank is predicting double digit growth in 2020 on the back of the continued low interest rate environment, which further advances yield compression. Vacancy rates in Melbourne also remain at five year lows.
They said, "Melbourne industrial yields are currently sitting at 5.73%, having significantly tightened through increased investor interest and capital growth is set to rise from 6% to 6.4% in 2020."
According to Savill’s 2020 outlook report, rental rates have been increasing, currently standing at $80 to $90 per square metre. Given the sustained demand at present, this rental growth is expected to continue albeit at a diminishing rate.
Lease incentives have dropped due to the consistently steady demand for industrial space.
Some smaller strata units are selling at rates around $3,000 per square metre, which is new territory for the industrial market.
HTW valuers stated, "buyers and tenants no longer seek just a warehouse to store goods; there are many considerations that factor into their decisions. These include purchasing or leasing premises close to their prime customer bases and employees with appropriate skill sets, whilst being in a prime location in order to limit transport costs and avoid the impact of slow transit times."
"Industrial properties for first time investors are becoming harder to find, however there are still reasonably priced strata developments in which mum and dad investors can purchase a unit and benefit from a strong yield and steady income."
"Industrial properties to avoid include contaminated sites as well as secondary locations, away from major infrastructure and transport routes."
"Investing in properties with long term tenants in declining industries (for example, the printing and newspaper industries) should only be pursued with the knowledge that there is a likely chance of vacancy at the end of the lease, which leads to vacancy costs and associated refit costs to attract new long term tenants," they concluded.
