One of Brisbane's last major riverfront redevelopment opportunities has taken a significant step forward, with Lendlease selected as the Queensland Government's preferred development partner for the former Visy site in South Brisbane.

The seven-hectare industrial site, positioned between South Bank and West End and 1.3 kilometres from the Brisbane CBD, will be transformed into a mixed-use precinct expected to deliver more than 4,000 new homes alongside extensive public open space and riverfront parkland.

The project is one of the largest urban renewal opportunities currently planned in Brisbane and is expected to play a key role in accommodating the city's growing population ahead of the 2032 Olympic and Paralympic Games.

Plans for the precinct include a network of riverfront promenades and boardwalks, new public plazas, parkland, amphitheatre-style gathering spaces and shared pedestrian and cycling links designed to reconnect the long-isolated site with the Brisbane River.

The Queensland Government is targeting delivery of the first homes and key public spaces before the 2032 Games, allowing the precinct to begin contributing new housing and public amenity well before the broader masterplan is complete.

The redevelopment is also expected to support more than 3,000 jobs across planning, construction and ongoing operations.

For Lendlease, the appointment adds another major urban regeneration project to its Queensland portfolio. The developer has operated in the state for more than 70 years and has delivered a number of large-scale mixed-use precincts in partnership with government.

Lendlease Development CEO Claire Johnston said the project represented one of Brisbane's most significant redevelopment opportunities.

"The transformation of the former Visy site represents a rare opportunity to reimagine one of Brisbane's most significant riverfront locations, deliver thousands of much-needed homes, and create long-term legacy," Johnston said.

"In partnership with the Queensland Government, we have the opportunity to create a new riverside destination that will help shape Brisbane's growth and how people experience the city for decades to come.

"This is exactly the type of large-scale, city-shaping development that will provide lasting benefits for Queensland, bringing together housing, jobs and world-class public spaces."

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the riverfront transformation would deliver a thriving new community precinct.

“The Crisafulli Government is delivering this golden opportunity to unlock a riverfront jewel for all Queenslanders,” Deputy Premier Bleijie said.

“This is a once-in-a-generation moment to reshape a significant slice of Brisbane and deliver lasting benefits – thousands of new homes, and public spaces for all Queenslanders to enjoy well beyond the 2032 Olympic and Paralympic Games – unlike Labor’s plan which would have delivered zero benefits and zero new homes.

“Queensland is well and truly open for business and through partnership with the private sector, we are accelerating delivery while ensuring strong housing, community and economic outcomes."

Early works on the precinct are expected to commence in April 2027.

Lendlease selected to deliver transformative South Brisbane riverfront precinct

Eddy Haddad's <a href="https://www.apartments.com.au/developers/level-33">Level 33</a> is levelling up its approved Wollongong development, as the coastal city south of Sydney continues to prove popular in the high-density development space.

Level 33, a longtime developer in the Wollongong area, has gone through the NSW Government's Housing Delivery Authority to upsize its approved two-tower development on the corner of Crown Street and Gladstone Avenue, just 100 metres from Wollongong Station.

The developer currently has approval for 252 apartments across two buildings rising to 19 storeys. It is now seeking approval for 33 and 38-storey towers that would deliver 467 apartments, including 67 affordable homes.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the development would comprise apartments above a three-level podium with around 1,100 sqm of retail space, along with basement parking for 448 vehicles.

According to the Urban Design Report by BKA, the proposal has the capacity to "reinforce the precinct's identity by strengthening links between health, education, and transport services, while also contributing to Wollongong's ongoing evolution as a key regional centre."

Wollongong is somewhat in vogue. Between Level 33 and Urban Property Group, the two developers have several thousand apartments planned across the city.

Level 33 is currently delivering Easterly Wollongong, one of its most boutique projects to date with just 21 high-end apartments, as well as Atchison &amp; Kenny, a 329-apartment development due for completion later this year.

The developer plans to redevelop the 13,088 sqm WIN Grand megasite into <a href="https://www.apartments.com.au/new-apartments/crown-square-216-238-keira-street-wollongong-nsw-2500">Crown Square</a>, a new $500 million precinct with nearly 600 apartments. It also has more than 900 apartments planned for the former Bunnings Warehouse site at the intersection of Gipps and Flinders streets.

Urban Property Group is also playing a major role in the city's transformation. Its five-tower Keira Place precinct will deliver more than 800 homes, and it has recently lodged plans for a further 300 apartments near Wollongong Station.

Just a week after filing plans for the final stage of its major Keira Place masterplan, <a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has unveiled another significant housing proposal in Wollongong, this time targeting a prominent site opposite North Wollongong Station.

The developer has lodged a State Significant Development Application for a 38-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/4-4a-flinders-street-north-wollongong-nsw-2500">4-4A Flinders Street</a>, around one kilometre north of the <a href="https://www.apartments.com.au/new-apartments/keira-place-wollongong-120-122-smith-street-wollongong-nsw-2500">Keira Place precinct</a> currently taking shape on the edge of the CBD.

Designed by Studio.SC, the proposal comprises a 38-storey mixed-use development containing 303 apartments, including 45 affordable housing units, alongside 174 co-living residences. The scheme also includes ground-floor retail space, extensive landscaping and public domain improvements.

Studio.SC noted in the proposal it "outlines a vision for a landmark transit-oriented mixed-use development centred around North Wollongong Station, designed to support the city’s future growth while responding to the NSW Government’s housing and planning reforms."

The architecture firm said the proposal responds to the opportunities and constraints shaping future growth within the 400-metre catchment of the station and represents "a coordinated and future-focused approach to urban intensification, contributing to the long-term evolution of North Wollongong as a connected, walkable and high-density station precinct."

The site occupies a strategic corner bounded by Flinders Street, Station Street, Stafford Street and the Princes Highway, directly opposite North Wollongong Station.

The proposal follows Urban Property Group's recent submission for the second and final stage of Keira Place, which would deliver a further three buildings comprising 657 homes opposite Beaton Park. It builds on the first stage, which features 150 apartments across two towers and recently commenced construction.

Urban Property Group CEO Patrick Elias said breaking ground on the first stage marked a significant milestone for Wollongong and reflected the developer's long-term commitment to regional cities.

"Today's groundbreaking is about turning approvals into homes and moving quickly to deliver much-needed housing in Wollongong's city centre," Elias said.

"Keira Place will provide a diverse mix of homes close to jobs, transport and services, while setting a high benchmark for quality, durability and consumer protection."

First look: Urban Property Group plans next major Wollongong tower

<a href="https://www.apartments.com.au/developers/arada">Arada</a> has wasted little time expanding its ambitions in Campsie, lodging plans for a second major project in the rapidly transforming town centre just months after unveiling its three-tower One Campsie proposal on Beamish Street.

The UAE-backed developer has now taken aim at one of the suburb’s most strategically positioned sites, filing a State Significant Development Application for a <a href="https://www.apartments.com.au/new-apartments/10-north-parade-campsie-nsw-2194">33-storey mixed-use tower</a> at 10 London Street and 43 North Parade, directly opposite the future Campsie Metro Station. The proposal is currently on public exhibition and represents another significant vote of confidence in Campsie's emergence as one of Sydney’s key transit-oriented growth centres.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the development would deliver 156 apartments above a podium containing retail and commercial space, creating a new residential and commercial gateway to the town centre. The scheme also includes a four-level above-ground parking podium and a dedicated residential amenity floor featuring wellness and recreation facilities. At least 10 per cent of the apartments would be allocated as affordable housing for a period of 10 years.

The proposal occupies a 1,631 sqm site bounded by London Street, North Parade and Dispensary Lane, immediately adjoining the future Metro station precinct and just metres from Beamish Street’s retail and dining strip. According to the Urban Design Report, the project seeks to deliver "a great place that prioritises human-scaled experience and provides spatial improvements to the area."

Woods Bagot describes the tower as a key marker within Campsie's next phase of growth.

"Located directly opposite the new Campsie Metro Station on North Parade, 10 London Street is a thoughtfully composed 33-storey mixed-use tower that contributes to the ongoing transformation of the town centre," the Architectural Design Report states. The report says the project is intended to provide "high-quality homes within a vibrant, connected urban environment, while helping define Campsie's future skyline."

A strong emphasis has been placed on the public realm. The ground floor incorporates over 500 sqm of retail space and active frontages along both London Street and North Parade, while the podium is wrapped by extensive landscaped planting intended to soften the building's scale and strengthen the pedestrian experience. The development would also widen surrounding footpaths and improve connections between the Metro station and the broader town centre.

Above the podium, residents would have access to more than 1,400 sqm of communal amenities, including a pool, gym and landscaped recreation spaces. A distinctive green-wall treatment extending across four podium levels forms a major architectural feature, helping differentiate the project within the emerging high-density precinct.

The tower's design is closely tied to the broader Campsie Town Centre Master Plan and the arrival of Sydney Metro. The Urban Design Report notes the proposal "directly supports the Campsie Town Centre Master Plan by delivering new homes in a location explicitly identified for growth, improved accessibility, and high-quality urban renewal." It adds that the project contributes to the master plan's vision for a strengthened town centre supported by thousands of new homes around the future Metro station.

The application follows Arada's recently lodged One Campsie project at 124–142 Beamish Street and 16–18 Ninth Avenue, where the developer is seeking approval for 346 apartments across three towers rising 24, 32 and 39 storeys. Together, the two proposals would cement Arada as one of the most influential developers shaping Campsie's future urban form.

The Metro conversion of Campsie Station, combined with Canterbury-Bankstown Council's master planning framework, is driving significant residential intensification around Beamish Street and North Parade, with thousands of new homes expected over coming decades.

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

The start of 2020 has been tragic with catastrophic bushfires across the country and New South Wales being particularly hard hit, according to the latest Herron Todd White (HTW) residential report. 
The valuation firm asked their values to give an educated outlook on the residential market in their service areas in February.
 "Time will tell how this will play out both economically and politically for the remainder of the year and what impacts this may have on the wider property market," the valuation firm said. 
After the start of the recovery from the middle of the year, 2019 enjoyed a 5.3 percent increase in Sydney dwelling values over the year.
The last quarter of 2019 ended with a bang as Sydney property prices jumped 6.2 percent in the last quarter alone, with prices now only 6.4 percent below the 2017 peak (CoreLogic).
"We believe this jump was mostly due to an increase in demand after the elections and interest rate cuts, while new listing levels remained fairly subdued in comparison to prior years," the valuation firm stated.

Breaking down the numbers further, the top quartile of property prices saw the quickest recovery in prices in 2019 with a seven percent increase, compared to the bottom quartile only experiencing a 1.4 percent increase (CoreLogic).
The report suggests houses (6.1 percent increase) also performed better than units (3.4 percent increase) across 2019 according to CoreLogic.
This is not surprising since houses fell at a quicker rate during the downturn and unit prices are still being affected by an oversupply of new units in some areas.
Sydney also had seven of the top 10 performing metro sub-regions across the country, with the inner west and Baulkham Hills and Hawkesbury sub-regions both experiencing 8.8 percent increases over the year (CoreLogic).

"Overall, we expect new listings to increase in the first half of 2020 which should see price growth begin to moderate. Despite this we still expect to see prices increase by around 10 percent for the year, which will mean prices should move above the previous peak in the second half of the year.
"We expect prices to be fairly strong across most regions and sub-sectors however we expect the lower quartile to begin to improve at a quicker pace while new units in over- supplied suburbs may remain weaker for the first half of the year."
A number of infrastructure developments have recently opened, or will open in 2020, which will continue to strengthen prices in the suburbs benefiting from these links.

Sydney market expected to see moderate price growth in 2020: HTW residential Clock

The Brisbane heritage-listed Princess Theatre in Woolloongabba is up for sale through Knight Frank. 
Built in 1888, the <a href="https://www.propertyobserver.com.au/https://www.knightfrank.co.uk/properties/commercial/for-sale/8-annerley-road-woolloongabba-qld-4102/5301470" target="_blank">Annerley Road property</a>, which was originally built for prominent Brisbane solicitor Phillip Hardgrave, consists of a large two-storey theatre and three retail tenancies on a 1103 sqm block.
The <a href="https://www.brisbanetimes.com.au/national/queensland/heritage-listed-brisbane-theatre-up-for-sale-20200224-p543md" target="_blank">132-year-old property</a> has been owned by Lifecity Church for the past 13 years, and has hosted other events, including wedding ceremonies, live music, school productions, private and corporate functions, theatre productions, trivia nights and fundraisers. The Princess Theatre has also recently been extensively refurbished, it has undergone recarpeting, repainting, floor polishing, and a new lighting and sound system. 
With Lifecity Church relocating to a more suitable location, the property is being taken to the market by Adam Willmore and Christian Sandstrom of Knight Frank. The expressions of interest campaign for this property closes March 19, 2020. 
The 500-person theatre was last sold in 2003 for $950,000, and $451,000 in 1992.
Mr Willmore said the Princess Theatre, which has 20 metres of street frontage to the busy street, "will generate significant buyer interest due to the scarcity factor and its stellar location, situated in the heart of Woolloongabba close to the Mater Hospital and less than two kilometres from the CBD.
"Woolloongabba is benefiting from investments in both public and private sector. The recent urban renewal and new development occurring within the suburb is redefining the suburb as a key southern 'gateway' into the city.
"The property adjoins retail amenity with plenty of parking and is occupied by two retail tenancies on the ground floor including a barber and café, along with a small office space." 
The theatre was first named the South Brisbane Public Hall and was designed to provide the rapidly expanding surrounding population with a communal venue that would become the perfect location for theatre, lectures, balls, musical performances and other public gatherings.
Over the years, the site has experiences a number of different incarnations, including being used as a clothing factory, a movie house, and the main site which hosted the rehearsals and administration for the US Entertainment Unit during World War II.
Lifecity Church director and venue manager, Frances Koops said she hoped the theatre would be purchased by someone who would make it available for enjoyment of the community for many years to come.
"The theatre is such a valuable piece of history, with so many drawn in by its old world charm and beauty," she said.

As the east coast bushfire crisis finally abates, it’s easy to see nothing but loss: more than 11 million hectares of charcoal and ash, and more than a billion dead animals.
But it is heartening to remember that bushfire can be a boon to some plants and animals. We’re already seeing fresh green shoots as plants and trees resprout. Beetles and other insects are making short work of animal carcasses; they will soon be followed by the birds which feed on them.
Australia’s worsening fire regimes are challenging even these tolerant species. But let’s take a look at exactly how life is returning to our forests now, and what to expect in coming months.

<h2>The science of resprouting</h2>
Of course, bushfires kill innumerous trees – but many do survive. Most of us are familiar with the image of bright green sprouts shooting from the trunks and branches of trees such as eucalypts. But how do they revive so quickly?
The secret is a protected “bud bank” which lies behind thick bark, <a href="https://nph.onlinelibrary.wiley.com/doi/full/10.1111/nph.12001" target="_blank">protected from the flames</a>. These “epicormic” buds produce leaves, which enables the tree to photosynthesise – create sugar from the sun so the tree can survive.
Under normal conditions, hormones from shoots higher in the tree suppress these buds. But when the tree loses canopy leaves due to <a href="https://www.nature.com/articles/ncomms1191" target="_blank">fire</a>, drought or insect attack, the hormone levels drop, allowing the buds to sprout.
<h2>Insect influx</h2>
This summer’s fires left in their wake a mass of decaying animal carcasses, logs and tree trunks. While such a loss can be devastating for many species – particularly those that were already vulnerable – many insects thrive in these conditions.
For example, <a href="http://forensicentomologist.com/wp-content/uploads/2008/06/4.pdf" target="_blank">flies</a> lay eggs in the animal carcasses; when the maggots hatch, the rotting flesh provides an ample food source. This process helps break down the animal’s body – reducing bacteria, disease and bad smells. Flies are important decomposers and their increased numbers also provide food for birds, reptiles and other species.
Similarly, <a href="https://theconversation.com/wood-beetles-are-natures-recyclers-with-a-little-help-from-fungi-76029" target="_blank">beetles</a> such as the <a href="https://www.anbg.gov.au/gardens/visiting/exploring/fauna/insects/beetles-ANBG" target="_blank">grey furrowed rosechafer</a>, whose grubs feed on decaying logs and tree trunks, add nutrients to the soil when they defecate which helps plants grow again.
<a href="https://www.sciencedirect.com/science/article/abs/pii/S0378112705003130" target="_blank">Insects also benefit</a> from the mass of new leaves on trunks and branches. For example, native <a href="/news">psyllids</a> – an insect similar to aphids – feed on the sap from leaves and so thrive on the fresh growth.

<h2>Then come the birds</h2>
Once insects start to move back into an area from forested areas nearby, the birds that eat them will follow.
An increase in psyllids encourages honeyeaters – such as bell miners and <a href="https://ro.uow.edu.au/cgi/viewcontent.cgi?article=1145&amp;context=thsci" target="_blank">noisy miners</a> – to return. These birds are considered <a href="https://www.sciencedirect.com/science/article/abs/pii/S0378112705003130" target="_blank">pests</a>.
A <a href="http://www.publish.csiro.au/pc/PC970221" target="_blank">CSIRO study</a> after bushfires in Victoria’s East Gippsland in 1983 found several native bird species – flame and scarlet robins, the buff-rumped thornbill and superb fairy-wren – increased quickly to levels greater than before fire. As shrubs in the understorey regrow, other species will move in, slowly increasing biodiversity. 
Since the recent <a href="https://www.nbnnews.com.au/2019/11/12/watch-and-act-bushfire-burning-in-moonbi-north-of-tamworth/" target="_blank">bushfire in woodland near Moonbi in New South Wales</a>, numerous bird species have returned. On a visit over this past weekend, I observed currawongs landing in the canopy, saw fairy wrens darting in and out of foliage sprouting from the ground, and heard peep wrens in tufts of foliage on bark and high branches.
Honeyeaters moved between burnt and intact trees on the edge of the blackened forest and butterflies visited new plants flowering after recent rain.

<h2>Weeds can help</h2>
<a href="https://www.propertyobserver.com.au/https://www.sciencedirect.com/science/article/abs/pii/0006320795900616" target="_blank">Weeds</a> usually benefit when fire opens up the tree canopy and lets in light. While this has a downside – preventing native plants from regenerating – weeds can also provide cover for native animal species.
A study I co-authored in 2018 found highly invasive <a href="https://onlinelibrary.wiley.com/doi/abs/10.1111/j.1442-8903.2011.00600.x" target="_blank">Lantana camara</a> provided habitat for <a href="https://www.publish.csiro.au/AM/AM17003" target="_blank">small mammals</a> such as the brown rat in some forests. Mammal numbers in areas where lantana was present were greater than where it was absent.
<a href="https://onlinelibrary.wiley.com/doi/full/10.1111/j.1365-3180.2011.00869.x" target="_blank">Lantana</a> often grows quickly after fire due to the increase in light and its ability to <a href="https://link.springer.com/article/10.1023/A:1009707404802" target="_blank">suppress</a> other plant growth.

<h2>Is there hope for threatened species?</h2>
Generalist species – those that thrive in a variety of environments – can adapt to burnt forest. But specialist species need particular features of an ecosystem to survive, and are far less resilient.
The critically endangered <a href="https://books.google.com.au/books?hl=en&amp;lr=&amp;id=hF2sMDVZztIC&amp;oi=fnd&amp;pg=PR7&amp;ots=5Uri8BWkcm&amp;sig=UKvmQHpO-9hWvqK5pYEfB6hSIEU&amp;redir_esc=y#v=onepage&amp;q&amp;f=false" target="_blank">Leadbeater’s possum</a> lives only in <a href="https://www.wildlife.vic.gov.au/our-wildlife/leadbeaters-possum" target="_blank">small pockets of forest</a> in Victoria.
It requires large fires to create a specific habitat: big dead trees provide hollows for shelter and nesting, and insects feeding on burnt wood and carcasses provide a food source.
But for the Leadbeater’s possum to benefit from the fire regime, bushfires should be infrequent – perhaps every 75 years – allowing time for the forest to grow back. If fires are too frequent, larger trees will not have time to establish and hollows will not be created, causing the species’ numbers to decline.
Similarly in NSW, at least 50% and up to 80% of the habitat of threatened species such as the vulnerable rufous scrub-bird was burnt in the recent fires, an environmental department analysis <a href="https://www.environment.gov.au/biodiversity/bushfire-recovery/research-and-resources">found</a>.
<h2>Looking ahead</h2>
Only time will tell whether biodiversity in these areas is forever damaged, or will return to its former state.
Large fires may benefit some native species but they also provide food and shelter for predatory species, such as <a href="https://theconversation.com/hunter-hunted-when-the-world-catches-on-fire-how-do-predators-respond-126280" target="_blank">feral cats and foxes</a>. The newly open forest leaves many native mammals exposed, changing the foodweb, or feeding relationships, in an ecosystem.
This means we may see a change in the types of birds, reptiles and mammals found in forests after the fires. And if these areas don’t eventually return to their pre-fire state, these environments may be changed forever – and extinctions will be imminent.

On the night of January 9 2020, my wife and I secured our Kangaroo Island home and anxiously monitored the South Australian Country Fire Service (CFS) website for bushfire advice.
After many horrific weeks of bushfires, the winds had again shifted, and the fire front began a slow, nightmarish march eastward into the island’s central farmlands. Official warnings advised that the entire island was potentially under threat.

As my good neighbours and volunteer firefighters headed off to battle the flames elsewhere on the island, I desperately wanted to find a way to help. With no firefighting training, I felt I physically had little to offer. But I reasoned that my skills and training in remote sensing and spatial science could potentially turn satellite information into useful maps to track the fires, in more detail than those provided by the Country Fire Service and <a href="https://sentinel.ga.gov.au/#/" target="_blank">Geoscience Australia</a>.
While I was ultimately successful, it wasn’t quite as straightforward as I thought. And what I learned about access to good-quality and up-to-date satellite bushfire information surprised me.
Free satellite imagery is abundant; useful information is not
In principle, there are many good sources of free satellite imagery. But selecting, sourcing, understanding and processing a multilayered satellite image into an accurate burnt area map takes technical know-how that is beyond the reach of the people who need it the most.
We are fortunate to live in a time where satellite images are constantly uploaded to the web, often within hours of acquisition. There are many reputable sources for this information, including <a href="https://worldview.earthdata.nasa.gov/" target="_blank">NASA Worldview</a>, <a href="https://earthexplorer.usgs.gov/" target="_blank">USGS Earth Explorer</a>, <a href="https://landlook.usgs.gov/" target="_blank">USGS LandLook Viewer</a>, and the <a href="https://apps.sentinel-hub.com/eo-browser" target="_blank">Sentinel EO Browser</a>.
These websites are gateways to the world of “big satellite data”, and I quickly found myself on a steep learning curve to efficiently navigate them and find recent imagery.
Once downloaded, the next hurdle I faced was how to process a data-rich satellite image into a meaningful and accurate map of the bushfire area. I scoured the internet for “how to” blogs, academic articles, spatial algorithms, and processing codes; these too are the products of much intellectual investment by global scientists, openly and freely available.
As a spatial scientist, I naturally found all this fascinating. But as a resident of an island under assault from bushfires, I also found it frustratingly time-consuming. I crashed my computer testing algorithms. I maxed out my hard drive. I spent hours on possibilities that turned out to be dead ends.

True colour satellite imagery is often the most accessible and easily understood, but it often lacks sufficient detail to clearly identify burnt areas. Maps help to fight fires and recover from them
In the end, I produced <a href="https://blogs.adelaide.edu.au/environment/2020/02/19/researchers-kangaroo-island-fire-maps/" target="_blank">burnt area maps</a> from Sentinel and Landsat satellite images captured during the fires. I learned that this kind of information can indeed help firefighting and ecological recovery efforts, both during and after bushfires.
Initially I gave the maps to a group of farming friends who had been fighting fires around their properties for weeks. They told me the maps helped save time in assessing which areas had already burned, allowing them to focus on defending unburnt areas, and to make decisions on where to move livestock and install firebreaks.
The positive feedback inspired me to customise my processing techniques, so I could provide updates more quickly when new satellite images became available.
I embedded appropriate safety disclaimers into the maps and released them on Twitter and <a href="http://www.spatialpoints.com/category/blog/ki_fires/" target="_blank">Spatial Points</a>, a blog site managed by my research group at the University of Adelaide.
Within hours, I received messages that the maps were being used for ecological recovery efforts. The maps successfully highlighted remaining patches of habitat where endangered and vulnerable species had found refuge. Several government agencies even contacted me for burnt area information, which I’m told was used to assess infrastructure damage and habitat loss.

National knowledge gap
My experience shows there is a swag of free and regularly updated satellite imagery available, which when interpreted and presented appropriately can potentially be hugely helpful to firefighting and recovery efforts.
However, I am concerned that neither the general public nor decision-makers seem fully aware of the range of satellite information on offer. Nor is there a good understanding of the advanced technical skills needed to access and process imagery into useful map data.
This leads me to wonder whether I have stumbled upon a glaring knowledge gap in Australia’s bushfire preparedness.
How can we overcome this technological and information bottleneck? I don’t propose to have all the answers, but I do believe it would be sensible for governments, industry and research agencies to invest in the kind of capabilities that I developed while trying to protect my own local community.

Politicians in many countries around the world claim to be experiencing a “housing crisis”. But how do they define it, who is affected, and what is the cause?
These are critical questions. Exploring them can help us understand why much of the evidence from research is not carried through into political discourse and policy.
In the wake of the growing global “crisification” of housing, <a href="https://www.tandfonline.com/doi/full/10.1080/02673037.2019.1697801" target="_blank">our research</a> evaluated political speeches in Hansard connected to the housing crisis in New Zealand over three terms of the centre-right National Party government (<a href="https://en.wikipedia.org/wiki/Fifth_National_Government_of_New_Zealand" target="_blank">2008-17</a>). We sought to better understand how the issue became visible in politics and then trace this through to policy. We found the term “housing crisis” was rarely used before 2013.
Our aim was to provide deeper insights into why the problem appears to be resisting resolution. While the research took place in New Zealand, the findings have wider relevance for other countries grappling with this issue of “housing crisis”.
Tracing the rise of the housing crisis
Crises are truth claims. They are invoked, they define, they blame and, in doing so, they privilege certain ideologies or policy “solutions” over others.
If the problem is seen as due to “red tape”, too much immigration or unfair taxes, then these all require very different interventions. Some responses will be more effective than others. Some may have more in common with long-held political ideology than a body of scientific evidence.
The chart below shows the emergence, frequency and party-oriented nature of housing being framed in terms of a “crisis”.

From being used only two times during the first term of National government (2008-11), the term was used 105 times in the second (2011-14) and 205 times in the third (2014-17). (The lack of use in 2014 appears more related to parliament being distracted by an election year than the profile of the issue.)
You can also see it’s almost exclusively opposition parties, in particular Labour and the Greens, that use the crisis framing. MPs from the ruling National Party used the term only five times, and then mainly in response to previous speakers to resist the charge.
A contest to frame the issue
Turning to the content of debate, the following table provides an overview of the strength and focus of the framing themes used.

Even though the governing party resisted the crisis terminology, a very consistent narrative dominated housing debates. It was that the reason for poor affordability was an inefficient and overly bureaucratic planning system that stifled the release of development land. It was a problem of supply, the reasoning went: more land should logically lead to more houses to meet demand, which should make housing more affordable.
In some ways the subordinate counterframing attempts by opposition parties provide an insight into the complexity of the housing crisis. In contrast, the government framing appears both easier to communicate and “solve”.
The episodic and missing frames are of particular interest as they help demonstrate what perspectives and voices were not represented in any meaningful manner.
Even though the National government did not accept the framing as a crisis, the high profile of the political discourse led to a suite of legislative and policy initiatives. These documents strongly reflect the dominant narrative. For example, the Resource Management Act, the main planning legislation in New Zealand, receives repeated blame for high house prices as part of the justification for measures aimed at increasing the supply of land.
What does this mean for evidence and policy?
A key finding is that the crisis claim from opposition parties did not just lead to a contest over whether this was correct, or even its meaning. It also opened up a new political space for the ruling party to promote long-standing ideas about the preferred relationship between the state, private sector and market.
Researchers recognise housing as a multifaceted public policy problem and draw upon multiple streams of evidence. However, the political framing of housing as a crisis and its links to policy was much more simple, siloed and ideological. Although wider political discourse did acknowledge the complexity of housing issues, the nature of politics and the balance of power meant the cause was reduced to a simple effective message – poor land supply and an inefficient planning system – which informed the policy responses.
This gap between evidence and politics may also help explain how various urban and environmental crises have become less of a one-off event and more of a modern lived condition that may never be “solved” but rather redistributed politically.
In reality, the various frames show how there is not just a singular “housing crisis”. There may be a supply crisis, a demand crisis, a quality crisis, a distribution crisis, a credit crisis, a rental crisis, and so on. All of these issues differ between local, national and international contexts.
Lastly, if political power and existing ideological perspectives are so central to the framing and response to a crisis, then this raises questions for how researchers can better integrate research into politics and policy. While topics such as liveability, sustainability, density, connectivity, justice and quality are well represented in research, the data show this is not carried through into political discourse. What housing crisis? How politicians talk about housing and why it matters

Darwin City Council installed a network of hundreds of new devices across the centre of the city last year. This web of “smart” lights, environmental sensors and video cameras is designed to give the council more power to monitor and manage urban places – and the people who occupy them.
The council says the A$10 million “<a href="https://www.darwin.nt.gov.au/council/transforming-darwin/key-projects/switchingondarwin" target="_blank">Switching on Darwin</a>” project is “delivering smart technology to encourage innovative solutions and enhance community life”. We argue it is better seen as a project of surveillance and control, which is embedded in a long history of settler-colonial urbanism.
Intensified surveillance
Journalists and <a href="https://www.facebook.com/events/505755470028036/permalink/515375359066047/" target="_blank">community members</a> alike worried about the project. The scale and rapid rollout of the project, some argued, meant it would erode Darwinians’ privacy through intensified surveillance.
The introduction of new digital surveillance measures in Darwin poses particular concerns for already marginalised groups, as ANU sociologists Gavin Smith and Pat O’Malley have pointed out. The most affected are likely to be Aboriginal and Torres Strait Islander people, who are already disproportionately <a href="http://www.yjc.org.au/resources/YJC-STMP-Report.pdf" target="_blank">targeted</a>, <a href="https://www.griffithreview.com/articles/white-justice-black-suffering/" target="_blank">criminalised</a> and <a href="https://www.theguardian.com/australia-news/ng-interactive/2018/aug/28/deaths-inside-indigenous-australian-deaths-in-custody" target="_blank">incarcerated</a>.
The Darwin project also occurs in the context of the federal government’s plan to develop northern Australia. This development agenda has been criticised for, among other things, its <a href="https://newmatilda.com/2014/11/11/white-paper-black-australia-developing-whose-northern-australia-whom/" target="_blank">lack of interest</a> in the Indigenous people who are the traditional owners of much of the land.
Privacy concerns dismissed
Two of the chief concerns for Switching on Darwin critics were the possible use of facial recognition software and the potential involvement of Chinese tech company Huawei. Darwin’s lord mayor <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2019-06-13/darwin-smart-city-rollout-privacy-concerns-dismissed-lord-mayor/11203528" target="_blank">dismissed</a> criticisms as the baseless concerns of “conspiracy theorists”. He also gave advice to people worried about privacy: “don’t get a licence, give away your credit cards, and get out of Facebook”.
Compared with the <a href="https://www.propertyobserver.com.au/https://journals.sagepub.com/doi/abs/10.1177/0162243918806061" target="_blank">slick sales pitch</a> that usually accompanies smart city projects, the lord mayor’s blunt approach is more like the strident accusations of “fake news” that are now common in political discourse.
The logic of ‘smart cities’
But if we dig a little deeper, the lord mayor’s comments reveal a set of assumptions about “smart cities” that animate conversations about how cities should work in Australia.
First, that digital technologies – typically in the form of solutions and services bought from companies outside government – are a necessary part of <a href="https://www.infrastructure.gov.au/cities/city-deals/darwin/" target="_blank">“vibrant” and “liveable”</a> <a href="http://www.choosebrisbane.com.au/2022plan" target="_blank">“world cities”</a>.
Second, that privacy and surveillance issues are unfortunate byproducts of technological progress, but are outweighed by their benefits.
And finally, that technologies are straightforward non-political ways to change cities.
For governments and corporations, the vision of the smart city means a generic “public” enjoys more convenience, planners enjoys more information and efficiency, and politicians enjoy more growth and security. It’s an enticing vision, but it is built on faulty assumptions.
This vision assumes smart systems are simply a matter of technocratic management or corporate outsourcing and focuses on the supposedly unprecedented “disruption” of emerging technologies. In doing this, it overlooks important connections between the operations of smart urbanism and much older practices of colonial control.
Smart urban systems function in remarkably similar ways, for similar purposes and with similar outcomes. For example, the high-tech, data-driven systems that police now use to identify and assess people, like the New South Wales Police Force’s Suspect Targeting Management Plan, <a href="https://rlc.org.au/article/policing-young-people-nsw-study-suspect-targeting-management-plan" target="_blank">disproportionately target</a> the same exact marginalised groups who have always been subjected to over-policing – in this case young and/or Aboriginal people. But now these decisions can be hidden and justified by algorithmic analysis.
Existing power dynamics and structural inequalities cannot be erased by installing some new digital systems and declaring that the future city has arrived. Instead, the new systems can make these dynamics harder to see and at the same time entrench them more deeply.
Captured cities
In practice, the smart city is very different from the vision. It is better understood as the <a href="https://reallifemag.com/the-captured-city/" target="_blank">captured city</a>.
As a model for urban governance, the captured city takes the capabilities offered by smart systems and puts them to work in surveillance and control. Often this includes importing tools and ideas from military intelligence into police departments, and extending methods of colonial control – such as <a href="https://www.themonthly.com.au/today/amy-mcquire/2017/21/2017/1487653645/please-hold" target="_blank">welfare restrictions in Aboriginal communities</a> – to the population at large.
The city and its inhabitants are thus “captured”, both by surveillance that collects data and by authorities who control territory.
What happens to the captured city then will be shaped by the context in which the smart urban systems are deployed.
There is no reason to believe things will be different now because the boosters of smart urbanism drop a few buzzwords and make some lofty promises. Indeed, these technologies equip the state with even better tools to monitor and control its population – often by design. We’ve heard it all before, every time a tech executive or venture capitalist makes promises to fulfil the techno-utopian dream of disruption.
Darwin is not alone
Darwin is well on its way to becoming a captured city, but it is not alone. As all levels of government across Australia seek smarter ways of governing, examples of similar urban technologies being used in policing and control are springing up around the country.
These projects include a police scheme to target people who they believe may commit crimes in future in Sydney (which <a href="https://rlc.org.au/article/policing-young-people-nsw-study-suspect-targeting-management-plan" target="_blank">disproportionately affects Aboriginal people</a>), “<a href="https://westender.com.au/wordpress/wp-content/uploads/2019/05/WETA-CPTED-Study.pdf" target="_blank">Crime Prevention Through Environmental Design</a>” guidelines in Brisbane and <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2019-06-08/city-of-perth-rolls-out-new-facial-recognition-cctv-cameras/11147780" target="_blank">facial recognition systems</a> in Perth.
These examples demonstrate how the perceived neutrality of smart city technology uses stories about progress, modernity and innovation to entrench and disguise existing urban injustices.
Ultimately, the “smart city” in Australia is best understood not as a break with older, analogue modes of governing urban space, but as a continuation of the settler-colonial project of <a href="http://radioskidrow.org/projects/survival-guide" target="_blank">displacement, enclosure and control</a>.<img src="https://counter.theconversation.com/content/127118/count.gif?distributor=republish-lightbox-basic" alt="The Conversation" width="1" height="1">

Increasing sales volumes and moderating prices indicate buyers are seeing ‘fair value’ in Melbourne’s land market compared to runaway price growth in the established market, according to RPM Real Estate Group's latest Residential Market Review.
RPM, Victoria’s biggest land sales agency found in their Q4 report that not only are first home buyers seeing better value in Melbourne’s house and land market given moderating prices (while values in established housing continue to rise), but investors too.
Investors were the missing ingredient throughout most of last year, but RPM’s Q4 report reveals investors are seeing increasing opportunity in Melbourne’s greenfield market.
RPM saw a jump from a share of 24% of all purchases to 37% in the December quarter.<a class="btn modal-button" href="https://www.propertyobserver.com.au/administrator/index.php?option=com_media&amp;view=images&amp;tmpl=component&amp;e_name=jform_articletext&amp;asset=150862&amp;author=38130" title="Image" rel="{handler: 'iframe', size: {x: 800, y: 500}}"> </a>
For the December quarter total lot sales increased 17 per cent to 3,185 lots from the previous quarter.
November recorded the eighth straight month of sales growth.

In the December quarter, other dwelling approvals jumped 78 per cent to 7,284 from the September quarter and 21 per cent compared to the same period a year ago (albeit it came off a record low).
The most substantial increase occurred in apartments, which rose 149 per cent over the quarter and 69 per cent from December 2018, although this sector is coming off a long term low.
The improved December quarter results have helped ease the rolling annual falls, with the townhouse market down 24 per cent and the apartment market down 18 per cent over the past year when compared to the same period a year earlier.
In the development site market, the quarter marked a pronounced turnaround resulting from pent up demand from developers and landowners who held back their properties for most of 2019 until they saw more stable market conditions where their values could again be supported.
Stockland’s acquisition of a large-scale site in Donnybrook Rd for more than $100 million signified a big deal by a big player, and gave other local developers confidence to invest, resulting in deal flows in the back half of the year in excess of $350 million.
In the inner and mid-ring apartment and townhouse market, Mr Kelly said while tentative positive approval numbers provide cautious optimism, the mismatch between supply and demand is still a key challenge.
“New project activity going through the pipeline is vital given once supply is absorbed there will need to be readily available stock to meet demand, otherwise a shortage will occur, putting pressure on vacancy rates, rents and prices overall,” he said.
Melbourne’s median lot price declined 2.1 per cent to $308,900, partly due to a reasonable amount of unsold or overhang stock on the market.

First homer buyers and investors jumping on Melbourne land market opportunities: RPM Real Estate

Here’s a one-step guide for identifying a charlatan in the real estate commentary space. Those who claim markets are rising because we have record low interest rates have just identified themselves as pretenders.
With that simple process, we’ve eliminated all the chattering economists in the land and a large chunk of the electronic media glitterati who don’t allow a lack of knowledge get in the way of strong opinions.
They’re the same people who talk about Australian real estate as a single market – e.g. “Australian property prices will rise 5% this year”. This is a red flashing light that the talking head is an idiot. Even discussing one city as a single market is foolhardy (refer last week’s column about Sydney, which highlighted the different scenarios currently in play).
Here’s what passes for analysis with most of these counterfeit commentators: if Event A coincided with Event B, then Event A must have caused Event B – obviously. It’s the first and last refuge of people who know little about real estate dynamics and want to pretend they have something to say.
The problem is that Events A and B also coincided with Events C, D, E, F and G.
The thing about interest rates is that they’ve been at record lows for years. The only recent change is that they’ve gone even lower. They were super low when Sydney and Melbourne were having their big boom, so naturally that must have been the cause, according to those who subscribe to the Event A/Event B theory.
But those super low interest rates failed to cause booms in Brisbane, Adelaide or Canberra, nor in Perth or Darwin which both were going backwards steadily while the Big 2 were surging. Most of regional Australia also failed to boom, although Hobart and regional Tasmania eventually got on board with what I regard as a mini-boom.
So clearly some other forces must have been in play. That’s where Events C, D, E, F and G become relevant. More on that later.
The other thing about the interest rates theory is that it contradicts the lessons of the past. Those who think that “low interest rates = real estate boom” and “rising interest rates = real estate bust” haven’t been students of history.
Genuine nationwide property booms are extremely rare in Australia. ABS data on annual house price growth in Australia’s biggest cities show that, since 1970, there have been only four years in which all the major markets boomed at the same time. Only four years out of the last 50 – two years late in the 1980s and two years in the early part of this century.
During the other 46 years different scenarios have been playing out in different locations, all dictated by local conditions, oblivious to the level of interest rates and other big picture items.
During those two periods when we had national property booms, the late 1980s and the early 2000s, we had high interest rates – much higher than they are today. They kept going higher and the booms kept rolling on. Mortgage rates got as high as 17% before the profligate Eighties finally collapsed.
And it all makes perfect sense. The economy was raging, consumers were confident and spending big, and rates were rising to try to dampen things down. That’s when people are most likely to splurge on real estate.
Interest rates are low now because the national economy is generally rather beige and consumers aren’t that bullish. The exceptions have been Sydney and Melbourne, where the local economies have outperformed the national scenario, boosted by strong population growth and big infrastructure spending.
In trying to understand why markets do what they do, you have to consider both the macro and the micro factors, but paying particular attention to the micro ones.
Here are the macro factors that rolled out one by one to change the general situation from negative 12 months ago to positive now:
1. The Federal Election was decided.
2. The week following the Election, APRA announced relaxations of its lending guidelines.
3. The re-elected Federal Government announced tax cuts.
4. The RBA brought on a series of reductions to the official interest rates.
5. Mainstream media stopped obsessing on negatives and became significantly more upbeat.
6. Consumer sentiment towards real estate started to rise.
7. Buyers started to become active, but supply remained low.
8. Auction clearance rates started to improve.
9. Prices started to react in the big cities.
10. Forecasters published upbeat predictions for 2020 outcomes.
11. The ABS published loans data that showed improvement.
12. Consumer sentiment towards real estate improved further.
13. The federal scheme to boost FHBs clicked in.
14. Etc etc etc.
That’s the big picture. The national climate underpinning real estate improved, with interest rate cuts just one small factor- and overall not that consequential. Labor losing the un-losable Federal Election was probably the biggest one.
But the reality is that the things that matter the most happen at a micro level. Real estate markets are highly individual and arise out of local economies. That explains why Perth and Darwin have been going backwards while Sydney and Melbourne have been booming (and then busting and then recovering), amid stagnation in Brisbane, Canberra, Adelaide and elsewhere.
Local economic events are paramount. Look at Regional Victoria. While Melbourne was descending in 2018 and the first half of 2019, many regional centres in Victoria were experiencing double-digit annual growth in their house prices. Geelong, Ballarat, Bendigo, Warragul, Pakenham, Echuca, Mildura, Benalla and many others experienced strong markets with prices rising.
Regional Victoria is one of the national leaders on important factors like economic performance, population growth, low unemployment and infrastructure spending. Each individual regional centre has its own local dynamics, which provide reasons why local markets will rise or fall.
All of this is good news for property investors, because it means that there are always growth markets to be found, somewhere in Australia.
When people ask “Is this a good time to buy real estate?”, they’re asking the wrong question. A much smarter question would be “Where is it a good time to buy real estate?”
Because in this large and diverse nation, it’s always a good time to buy – somewhere.
