Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.

A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.

The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.

Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.

The architects say landscape is intended to be integral to the building rather than an applied element.

"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."

"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."

Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.

HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.

HG Developments doubles down in Newstead with second Maud Street apartment development

Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.

But in many cases, that's not actually what those sustainability ratings guarantee.

Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.

In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.

That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.

The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.

Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.

Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.

Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.

"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.

"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.

"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."

Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.

Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.

"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.

"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.

"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."

For apartment buyers, the shift is also changing the questions worth asking.

Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?

As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.

What does it really mean for a building to be 'green'?

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

Mirvac is poised to sell a 50% stake in its under-construction 8 Chifley Street, Sydney office tower to listed Singapore commercial investment real estate trust K-REIT for $150 million.
The deal is due to be completed before the end of July.
K-REIT, a subsidiary of the Keppel Land Group, has adopted a strategy of making accretive acquisitions of office buildings, according to The Australian.
In May K-REIT purchased an additional four floors of the 30 storey Prudential Tower at 30 Cecil Street in Singapore, bringing its total ownership of the building to more than 92%.
It already owns the 18-storey 77 King Street tower in the Sydney CBD, which it purchased last year for $118 million, as well as a 50% stake in the 32-storey 275 George Street in Brisbane, purchased from Charter Hall in 2009 for $166 million.
Number 8 Chifley Street, a 30-storey office tower in the heart of Sydney, is due for completion in 2013 at a cost of $300 million.  Upon completion it will have 19,000 square metres of net lettable space.
Mirvac is yet to announce any prospective tenants for the building.
The premium grade building is designed by architect Rogers Stirk Harbour + Partners and Lippmann Associates in association with Mirvac Design.
Sydney CBD prime gross office rents are set to rise to an average of $849 per square by January 2012, according to an autumn 2011 report by the Property Council of Australia and Macquarie Bank.

While first home buyer numbers decline, rent-to-invest property buying appears to be on the rise, according market analysts and commentators.
Renter-investors refer to generally younger buyers who choose to forgo the first home owner grant and purchase an investment property as their first home.
Mortgage broker Smartline has noticed a growing number of first-time buyers who are foregoing the grant in order to get into the property market.
Earlier this year, Terry Burke, professor of housing studies at Swinburne University, estimated 11% of all residential properties are purchased by people who rent their own homes.
Burke says the rise of young "renter-investors" mirrors the decline of first home buyers.
According to latest Real Estate Institute of Australia statistics, first home buyers have declined to just 16% of new finance commitments in the March quarter.
At the same time, the number of borrowers taking out investment loans continues to hold steady. According to figures for June 2011 compiled by AFG, property investors still account for more than a third of investment loans (36.2%) recommended by its mortgage brokers.
Chris Acret, managing director of Smartline Personal Mortgage Advisors, says the growing number of renter-investors is being driven by a desire to live nearer to suburbs that suit their lifestyle, with attractions such as beaches, cafés, and city proximity) and nearer to their workplaces.
“With the cost of properties located in these ‘lifestyle areas’ out of reach for many first-home buyers, they’re taking a more creative approach,’ he says.
There are also financial incentives: if properties are held for a longer period of time, investors can draw on the equity to fund a home or additional investment properties and avoid paying selling costs and capital gains tax.
“There are also a range of options available to minimise cashflow shortfalls when owning an investment property, such as making interest only payments, maintaining depreciation schedules, conducting regular rent reviews, and having tax adjustments paid back to you monthly,” Mr Acret explains.
McGrath Real Estate CEO John McGrath has also noted more first home owners entering the market as investors.
Faced with prospect of renting for life to live in desirable lifestyle locations, McGrath says they are choosing to invest in properties outside the CBD inner ring.
He says while they must forgo the first home owner grant, there are significant tax benefits in being negatively geared.
Furthermore, he says strong rental returns make it easier to manage repayments on an investment loan.
“I have long advocated home ownership as a cornerstone investment in people’s financial future. However, I would rather see young Australians buying an investment property than doing nothing at all,” he says.
McGrath says renting-investing is entirely do-able if a buyer is on a good income.
While mortgage broker Mortgage Choice does not have specific data on renter-investors, a survey of 1,000 first home buyers carried out in February suggests a growing number are thinking along those lines.
It found that 14.2% of first home buyers who will purchase a home in the next two years intend to rent out one or more of the rooms, compared with 7.8% of  recent first home buyers who already rent out a room in their homes.

 The 12-storey B-grade building, on the corner of Bathurst Street, was last traded at $15.25 million in 1999 – reflecting a 6.2% annual capital appreciation. The sale shows a passing yield of 9.5%. The block was bought by Queensland’s Cornerstone Properties, which is backed by Brisbane’s Pidgeon family.
 It has eight levels of offices, plus four levels of parking with a net lettable area of 6151 square metres.
 Tenant SAI Global, which bought Standards Australia’s commercial businesses in 2003, and the University of Newcastle occupy most of the office space on leases that expire in 2014 with options for renewal.
 Standards Australia, an independent, not-for-profit organisation recognised by the Australian government as the peak non-government standards body in Australia, moved its headquarters to the Exhange Centre in Bridge Street in 2007.
 Standards Australia, originally called the Australian Commonwealth Engineering Standards Association, was founded in 1922.
 Its 2009-2010 annual report valued the Sussex Street building at $32 million, amid its $178 million investment portfolio, which now has no direct property holding.
 Since the building’s listing last September, marketing agents Ian Triganza and James Aroney at Jones Lang LaSalle had suggested it had residential conversion potential.
 Jones Lang LaSalle noted Sydney's central business district western corridor had accounted for 62% of the total stock increase in the Sydney city centre during the past 10 years.
 Colliers International had sought to secure $40 million in late 2008 for the office block.
 Cornerstone owns five industrial Brisbane properties, which were bought between 2005 and 2007 at an $18 million cost.

Sussex Street office sale yields 6% annual growth

Subdivision is one of the many ways you can develop property. It involves converting one piece of land or existing dwellings into several.
Raw land subdivision entails legally and physically converting raw, undeveloped land into developed land so that one or more buildings – residential, commercial or industrial – can be constructed.
As you will be changing the land’s usage and appearance, for example, perhaps from a rural zoned paddock into a residential land subdivision, you’ll also be building the infrastructure required, such as roads, paths, drainage systems, water, sewerage and perhaps even public utilities such as a park.
You can also subdivide developed land – much more easily – by simply splitting a block in half.
Subdivision of existing buildings is the conversion of a single title to multiple titles. For instance, a block of 10 units on a single title – often referred to as units ‘in one line’ – can be converted into individual titles, such a strata title. This is a great way to add value to the properties and allows you to sell them individually.
Subdivision is a great development strategy for current market conditions. It gives you flexibility to play it safe and sell off a newly created piece of land to reduce your loan, or to hold and add value to the property by registering the new lots and holding, or further developing, them.
The objective here is to have a creative outlook while searching for potential subdivision sites as it is this creativity that can determine the success of the development.
When to subdivide?
An investor might buy a dwelling on a large piece of land, where they can renovate a house and then subdivide, or perhaps it is a homeowner living on a potential development site where subdivision may be permissible.
The site will, however, need to adhere to the council regulations. The first thing you need to ask the council is the minimum lot size. You can find this out from your council’s development control plan for subdivision and their guidelines.
The minimum lot size will vary from council to council, and in different zonings. For instance, the residential minimum lot size will be smaller than rural-zoned land. One council I work with has a residential minimum lot size of 450 square metres – so we can subdivide a 900-square-metre corner block into two lots.
However, if we had a 900-square-metre piece of land that was not on a corner, we could not subdivide this, as we need to allow for a driveway to access the back lot and the area needed for the driveway is in addition to the minimum 450 square metres. So we would need a block of about 1100 square metres to be able to subdivide and allow for our access handle.
Another type of property to look for is land with two street frontages, so if it is 900 square metres, you can cut it in half and each lot will have its own street frontage.
Different types of subdivision
When looking to develop with subdivision, it’s important you understand the different types of subdivisions. Getting professional advice will help you to make the best decision for your site and also which potential purchase will make the process through the council the smoothest.
Strata subdivision is dividing a property into separate units, apartments or villas. Strata is land title based on the horizontal division of air space and may involve common areas shared by each title holder and usually managed by a strata manager.
Torrens subdivision is dividing one land lot into two or more land titles. This form of subdivision gives the owner autonomy with their land as they don’t have to answer to the strata manager or adhere to strata rules and regulations.
Community subdivision is a development with common property such as roads may be used by all residents.
The figures
When budgeting for your subdivision, you’ll need to start with a realistic target for how much the completed development will be worth, and then subtract costs, to calculate profitability. It’s important to run a feasibility analysis on the subdivision (covered in last week’s article) including possible costs for stamp duty, legal fees, surveyor services, council application and developer charges, civil works and service connections such as gas electricity and water.
Make sure you discuss your subdivision strategy with an accountant and understand the possible tax and GST implications if you are planning to sell. You will also need to estimate your holding costs, such as interest on your loan and rates. Remember, if it’s a straight land subdivision you won’t have an income from the property to help offset your holding costs, so time is money in this type of development.
Location
Getting the location right can make or break your development success. Research is vital here to ensure you are building a property where people in that area want to live. You have to totally remove yourself from the development as you won’t be living in it – your target market will be.
Inner cities are limited with the availability of land, so in this case strata division is being created through developments. Looking up to two hours outside the city allows you to be more creative in your development, plus you can usually create a Torrens subdivision. There may also be more room for growth in the outskirts especially if there is some infrastructure taking place in that area.
Choosing the right property
<ul>
<li>The first thing you need to properly assess a potential subdivision site is a survey. It’s amazing how many sales contracts I review that do not have a survey. So you may need to pay for this before exchanging as you need to be sure of the land size and whether there are any easements affecting it. </li>
<li>Get sewer diagram. You need to know where the sewer is located and if it is feasible, based on the slope of the land, to cost effectively extend it to service a new lot. </li>
<li>Check the slope of the site for drainage issues.</li>
<li>Check the aspect of the site and think ahead about where any new dwellings will sit to take advantage of the aspect.</li>
<li>Research the zoning regulations and read the council’s subdivision guidelines.</li>
<li>Compare market value – is vacant land in demand?</li>
<li>Check service connections – is there sewer available in the area, is there an electricity source close by?</li>
<li>Corner blocks are good for your first subdivision </li>
<li>Structure of property – this is important if you are developing a strata division as the building will need to be structurally sound to handle the requirements, such as firewalls, between units.</li>
<li>Have your solicitor check for restrictive covenants or easements. You may find land in a new estate has a covenant over it that does not allow for further subdivision.</li>
</ul>
 
DA approval 
Getting a surveyor to manage your subdivision DA can save you a lot of time. If you’re researching a new area, start with a local surveyor. They can give you advice on the subdivision process and cost indications. You need to use a surveyor to prepare your subdivision plan.
Once you have abided by the council’s regulations, it is the residents you may need to win over. Generally if the land you’re subdividing meets zoning requirements and you comply with the subdivision development control plan, there should be little your neighbours can do about your subdivision, however it is always a nice gesture to talk to them about your plans.
I always look at the best way to subdivide as part of our development process; the way that will be most cost-effective and not hold up the development process. We have found in many instances it is not the most obvious way.
What may look like a simple subdivision can turn into months and months of complicated work. The plumbing and civil works alone can really blow out a budget, so it’s important to understand the entire process before you embark on your first subdivision.
There are many more things to consider when planning a subdivision, so make sure you engage professionals to assist if you’re a beginner. A development project manager will be able to work with you on every stage of the process and you’ll be amazed at how much you learn along the way.

Lifestyle has always been a priority for young borrowers, but they’re now willing to explore options beyond the first home owner grant to balance property ownership dreams and lifestyle.
Renter-investors, a term coined by several leading property commentators, refers to generally young buyers who choose to purchase an investment property instead of their first home. It may be that while they can’t afford to buy in lifestyle areas, such as popular beach and inner-city locations, they don’t want to live where properties are cheaper.
These buyers are faced with opting out of property ownership and renting for the foreseeable future, or buying as an investor.
This shift in borrowers’ thinking is particularly strong in first home buyers, who are thinking outside of the square and, in some cases, foregoing the first home owner grant in order to get into the property market.
Not only do people want to live in areas that suit their lifestyles – near beaches or cafés or in inner-city suburbs – but they’re also keen to live close to their workplace so the commute to and from work does not eat into their valuable personal time.
With the cost of properties in these ‘lifestyle areas’ out of reach for many first homebuyers, it’s not surprising to see they’re taking a more creative approach.
Developing a strategy is critical
 
While all borrowers need to have a clear strategy, and structure their lending accordingly, it is particularly important for first-time renter-investors.
There are a number of considerations that first-time property investors need to think about.
For example, what is your strategy? Are you looking to buy and sell an investment property within five years or are you planning to purchase and keep it as an investment offering growth over a long period – say 10 or 20 years? Will you then draw equity from it to use as a deposit for a home or another investment property in the future?
It’s important to do your homework. Ask yourself why and where you’re going to buy your investment property, and what the expected capital growth rates and rental returns will be in the areas you’re looking to purchase.
The answers to these questions allow you to run projections of what sort of gains you could expect to make if you sell in the future.
Of course, you would also need to consider a range of costs, including buying and selling expenses, capital gains, tax implications and fees for professional advice.
Going it alone versus seeking advice
 
Property investors also need to consider a range of factors that are best discussed with your mortgage adviser, and then with your accountant.
For example, if you purchase an investment property with a view to selling it within, say five years, you will have to pay capital gains tax.
Conversely, if you’re going to hold the property for longer and draw on the equity to fund a home or additional investment properties, you won’t need to pay selling costs and capital gains tax and, as such, your mortgage broker can help you to structure your lending to suit.

Likewise, you may live in an area that is currently achieving good capital growth and yielding excellent rental returns for homes like yours, so you decide to rent a smaller property elsewhere in order to rent out your existing home.
There are a range of reasons for choosing to rent while putting your owner-occupier property on the rental market.
Lenders are also keen to capitalise on the renter-investor trend, with a number now offering investment loans on 5% deposits.
Regardless of your circumstances, the advice of a quality mortgage adviser can prove invaluable to help you structure your lending and get the most out of your investment strategy.

Valuer Michael Valetta, director CBRE Perth, says residential prices throughout the south-west are very soft and will stay that way for years.
“The low prices may attract investors to places such as Mandurah, but they will not see much capital growth for years, with this trend most evident in the higher priced oceanfront and canal properties. An oversupply of land also exists in the Dawesville and Wannanup areas, with values very subdued as a result,” Mr Valetta said.
The prestigious Oceanique luxury apartment building at Dawesville, developed by Port Bouvard, is a prime example of a troubled market. The company has settled about $60 million worth of sales, across 25 deals, in the 66-unit, two tower, award-winning project.
“We had hoped to have all of the apartments sold by early 2012 but we are averaging one sale a month,” says Port Bouvard managing director Stephen Court.
Of the 25 sales, 19 relate to presales and six are deals secured since December when the company discounted some units by 40%.
“Late last year we decided we had to be savage with price cutting to stimulate interest and it brought several sales to the table and renewed interest,” Mr Court says.
Now prices are steady at 25% off original projections set in 2007. “We started marketing Oceanique in 2007 when the market was blasting along, so we were hit hard by the GFC.”
The company is pursuing some sales made off-the-plan through the Supreme Court.
About half of the 15 pre-sales are currently in mediation as part of the judicial process while, the balance is in ’sensible negotiations’ with the developer.
“Some people were ruined by the GFC and we are not interested in that type of business but we will go all the way to settle deals that were done,” he says.
Port Bouvard originally had a facility with St George Bank for $101 million for Oceanique, which had a completion value of $167 million. By June this year the company had paid $58 million.
Despite the rocky conditions, Oceanique has secured some impressive sales, with two penthouses selling to a Perth-based mining millionaire for $7 million to be used as a weekend retreat. Two other apartments sold for more than $5 million each and only two of the 25 settlements are for less than $1 million.
The project is considered one of WA’s finest, having won the Master Builders Western Australia Excellence in Construction for 2011 – (best multi-unit development). It also received a commendation from the Royal Australian Institute of Architects WA chapter’s 2011 awards for residential architecture.
However, further south, residential prices in WA’s beautiful south-west, where such iconic names as Margaret River, Dunsborough and Eagle Bay proliferate, are believed to have hit rock bottom.
“Prices have plummeted in this region over the past few years by as much as 20 to 30% from their peak in 2007 and the GFC ended any hope on improvement,” Mr Valetta said.
CBRE’s south-west senior valuer Justin Anderson says the Margaret River to Augusta region has taken a hammering.
“Yields are just terrible in the south-west. Residential property is lucky to see 2.5% to a maximum of 3.5%. Traditionally investors in this market have looked for capital growth rather than strong yields, but growth has dropped by as much as 50% in some areas.
“Cashed up people from Perth and the eastern states bough their south-west houses as toys and when the GFC hit, the first things to be sold where the toys,“ he says, adding that houses previously valued at $4 million in Eagle Bay were listed for $2.5 million.
There is little industry in the area to support residential investment and viticulture is contracting as demand shrinks. “In the marginal wine areas such as Nanup and Bridgetown people are pulling up their wines because there are no buyers out there and the strong Aussie dollar is pulling tourists offshore,” he said.
A recent report from CBRE also points to exceptionally soft conditions in Bunbury and Busselton, with few sales made and an oversupply of improved and vacant land.

Discounts of 40% on offer in WA's luxury coastal market

With Little Bay Cove prices to start from $475,000 for apartments, the first soil sod has been turned at the 13-hectare coastal Sydney site, marking the beginning of construction of Sydney’s newest residential coastal community.
Little Bay Cove, set at the southern end of the city’s eastern suburbs coastline, is a $600 million master-planned community being developed by Charter Hall, through its fund, CHOF5, in a development partnership with Malaysian-based, TA Global Berhad.
The site was formerly UNSW’s Little Bay Campus at 1408 Anzac Parade, Little Bay. The university took over the site after sand mining concluded in 1959.
Little Bay hit international headlines when international artists Christo and his wife Jeanne-Claude came to Little Bay in 1969. Jeanne-Claude and Christo put Australia on the map of international art when they wrapped the Little Bay coastline in fabric – reputedly the largest artwork produced anywhere in the world. 
The site’s history dates back to the arrival of smallpox in Sydney in 1881, when the government set up a temporary quarantine station on a coastal bushland site at Little Bay on the La Perouse Peninsula.
The camp was officially commissioned as a hospital and in 1934 it became the Prince Henry Hospital of Sydney – much of which has now become premium coastal housing estates.
The 13.6-hectare community will include 570 dwellings, with a selection of apartments, courtyard homes and vacant land lots for buyers to build freestanding homes.
The architects engaged by Charter Hall include William Smart, SJB, Fox Johnson and Tony Caro.
More than half the estate is intended to be open space, with the public domain featuring parklands, walking trails, coastal lookouts and tree-lined streets. It adjoins the Coast Golf Course.
Upon its purchase the site had existing development consent for a 149-lot residential subdivision from a 2007 application.
Charter Hall joint managing director, David Southon, expects strong interest in the project. Sales are scheduled to begin in October, once formal Randwick Council approvals are secured.
TA Global Berhad’s executive chairman, Datuk Tony Tiah Thee Kian, says the company had been looking for a property development presence in Australia for some time, to add to its holdings in Malaysia, Singapore, China and Canada.
The group, one of the largest listed property development companies in Malaysia by market capitalisation, owns the Westin in Melbourne and the Radisson Blu Plaza Hotel in Sydney.
The current master plan was approved in 2009 by the Land and Environment Court’s Commissioner Murrell, who ruled the proposal was not an overdevelopment.
“There is a great deal of merit for a development that provides for a variety of housing types with a central core area of open space and the proposal will provide for interest and visual differentiation to provide for the identity that should be welcomed and embraced in this particular area,” Commissioner Murrell ruled.
The neighbouring 85-hectare holding, which was the official Prince Henry Hospital site, has been developed by Landcom, Stockland and other developer partners, with a developable 35-hectare area.

Wraps come off Sydney’s newest coastal community

From the mundane – housing market crash; mortgage defaults climbing; low housing affordability; interest rates set to rise; household costs skyrocketing; double-dip recession – to the catastrophic – Malthusian population explosions; peak oil everything; climate change; global warming; deforestation; urbanisation and over-consumption – all we hear these days is doom and gloom.
Janet Albrechtsen, a few weeks back in The Australian, titled these portrayers of gloom “apocaholics”. An apt description, indeed.
Let’s turn the tables on some recent reports of gloom and doom and see how they sound.
<ul>
<li>Australian dwelling prices fell just 2.3% over the last 12 months despite the pessimistic jawboning of expectant falls in excess of 10% to 15%. Brisbane’s values fell just 5.9% – a great result if you ask me given the floods, the ham-fisted governance and pending local/state elections.</li>
<li>Sellers are starting to get the message. They’re taking their dwelling off the market, with fewer new “for sale” listings this month across Brisbane compared to the same time last year.</li>
<li>It is a good time to buy a dwelling in Queensland, according to the Westpac-Melbourne Institute. Its June Queensland index is sitting at 134.4, up 11% on May, and a massive 52% on this time last year. Queensland not only has the highest “good time to buy a dwelling” index in the country, but also enjoys the largest monthly and annual improvement as well.</li>
<li>Queensland’s dwelling approvals have risen for the second consecutive month. ABS monthly approvals figures released this week show a 1.1% increase in Queensland activity. Not much, true, but an improvement nevertheless.  In contrast, across Australia approvals were down 7.9% in May. While the small rise in Queensland numbers was largely due to the volatile apartment sector, the monthly trend provides grounds for optimism.</li>
<li>Forty-nine out of 50 Queensland households pay their mortgage on time. Just short of 99% of other Australians do so, too.</li>
<li>Australians are now saving one-eighth of their take-home pay. It’s a massive plus for our economy as household balance sheets become stronger and more resilient to difficult times.</li>
<li>Official interest rates have been raised only once in the last fifteen months and actual mortgage rates are starting to fall. Three-year fixed interest rates are also starting to fall and are lower than the current variable rate of interest – suggesting interest rates could fall. Bank bills and government bonds are, at present, only slightly up on the current cash rate, suggesting any interest rate rise should be modest.</li>
<li>According to Rismark International, Australian homes are currently at their most affordable in almost a decade. Rismark’s work looks at all properties across the country, not just detached houses in our capitals; and also uses household incomes rather than average weekly earnings.</li>
<li>We are doing better, financially, than we think.  While the cost of certain consumer items has increased, real household incomes are rising faster than inflation.  Since March 2009, inflation has risen 6.3%, whereas real household income rose 7.3%. Real household incomes have grown by about 16% in the past six years.  Maybe John Howard was right after all – we have never had it so good.</li>
</ul>
Too optimistic? Was the last point a step too far? Well consider how long we have to work these days to earn an hour of reading light. On the average wage today, half a second of work will pay for an hour of light.  Just 50 years ago you had to work for 10 seconds.  In 1880 it took 15 seconds to burn a kerosene lamp, and more than six hours of work for an hour of light by a candle.
In 1750 BC your average Babylonian needed to work 50 hours to get 60 minutes of light from a sesame oil lamp. Little, obviously, happened at night before the birth of Christ.  How many TV screens, laptops, iPads and other mobile devices do you have at home?  We have 11 and neither of our children, at present at least, aren’t living at home.
Healthy economic growth doesn’t only have to be supported by government, and ideally, shouldn’t be that frustrated by perverse policies.
But increasingly, of late, that isn’t necessarily the case. Yet the greatest barrier to recovery is psychology – stubborn gloom – which is conditioning household and business spending decisions.
Foolish optimism led to the GFC by assuming things would work out for the best.  Now, automatic pessimism weakens growth by ignoring good news or believing it cannot last.  Our greatest challenge this financial year is to think and act more optimistically.  I will give it a serious try.  How about you?

Automatic pessimism versus foolish optimism: making the right property call

A landmark heritage office building in Collins Street, Melbourne, has sold for about $14 million.
Agent Knight Frank had been confident it would set a benchmark price for 2011, in predicting $13.5 million-plus for the former New Zealand Loan and Mercantile Agency building prior to the sale.
It last sold in early 2003 for $6.94 million.
Built in 1909-10, the six-level retail and office building is on the Victorian Heritage Register.
The four upper office levels in the red brick and freestone building are vacant, with the Knight Frank marketing suggesting its easy conversion into a boutique hotel.
It was designed by Oakden and Ballantyne and built by Swanson Brothers, with its corner tower and metal-clad cupula accentuating the building's prominent corner siting on Collins and King streets.
Heritage Victoria attributes the building’s significance to its unusual and eclectic style, which was symbolic of a transitional time in Victorian architecture.
"The use of the Free or Edwardian Baroque styles in commercial buildings was unusual in Melbourne, and this building is now a rare example," says Heritage Victoria.
Knight Frank agents Langton McHarg and Marcus Quinn say it has a net lettable area of 3510 square metres and is on a site of 856 square metres.
Mr McHarg said the office space was ideal for refurbishment, with the new owner possibly occupying these floors.
Its 1,284-square-metre retail space is leased to Officeworks  and d-spa dental.
The building could be retained as an investment, subdivided into strata suites or even converted to residential or a boutique hotel.
"Opportunities to purchase office buildings with significant vacancies in the CBD are virtually unheard of," he said.
The New Zealand Loan &amp; Mercantile Agency Ltd was incorporated in England in 1865 and again after its financial collapse in 1894. Its main purpose was to provide investment and loan of money in New Zealand, and it extended its business to Australia in 1874. In 1961 the company merged with Dalgety &amp; Co Ltd.
