Recently submitted to Brisbane City Council, the proposal is for an 18-storey building designed by bureau^proberts, which has drawn heavily on Brisbane's subtropical design principles while referencing the suburb's industrial heritage.

A total of 64 apartments are planned for the amalgamated 1,518 sqm site at <a href="https://www.apartments.com.au/new-apartments/17-21-maud-street-newstead-qld-4006">17–21 Maud Street</a>, a short walk from the Brisbane River and Newstead Riverwalk.

The proposal comprises 64 two, three and four-bedroom apartments across 18 residential levels, positioning it alongside a growing number of taller residential projects transforming Newstead's northern precinct. The tower incorporates extensive subtropical landscaping, with cascading planter boxes, deep planting at street level and a landscaped rooftop recreation area.

Bureau Proberts has prioritised passive environmental design throughout the project, with generous balconies, recessed glazing and operable façades helping reduce solar heat gain while maximising natural ventilation. River views become available from the upper levels, while the building has been orientated to capture prevailing breezes from both the Brisbane River and the west.

The architects say landscape is intended to be integral to the building rather than an applied element.

"Vertical greenery, cascading planter boxes and elevated gardens are woven throughout the architecture, softening the built form and strengthening the connection between residents and the subtropical environment."

"Through the integration of landscape, high-quality materials and passive design principles, the development delivers a refined residential address that celebrates Newstead's heritage character while contributing positively to Brisbane's evolving subtropical identity."

Newstead has remained one of Brisbane's most active apartment markets in recent years, with a number of developers continuing to back the inner-city suburb.

HG Developments is currently delivering the 40-apartment Aire Newstead at 25 Maud Street. Fortis recently launched the 65-apartment <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a> on Kyabra Street, while builder-developer BPG and Don O'Rorke's Consolidated Properties are both expected to launch their respective Newstead projects before the end of the year.

HG Developments doubles down in Newstead with second Maud Street apartment development

Walk past a new apartment development promoting its sustainability credentials and it's easy to picture rooftop gardens, mature trees, landscaped courtyards and residents surrounded by nature.

But in many cases, that's not actually what those sustainability ratings guarantee.

Australia's leading environmental rating tools have played a significant role in improving the energy efficiency and environmental performance of buildings. Yet despite their focus on reducing emissions, many don't require developers to include trees, biodiversity or meaningful green space.

In other words, a building can achieve one of the country's highest sustainability ratings while containing little more than concrete, glass and hard landscaping.

That disconnect has led to the emergence of a new movement across Australia's property industry: nature-based cities.

The concept goes beyond designing buildings that consume less energy. Instead, it encourages developers to treat nature as essential infrastructure, integrating biodiversity, tree canopy, living landscapes and green spaces into projects from the earliest stages of planning.

Research has consistently linked access to nature with better physical and mental health, cooler neighbourhoods, improved biodiversity, stronger climate resilience and more connected communities. As Australia's cities continue to become denser, advocates say those outcomes should be considered just as important as energy efficiency.

Nature Based Cities (NBC) was established in 2022 to help accelerate that shift.

Founded by Hamton Executive Chairman Paul Hameister OAM, the not-for-profit was created after research highlighted a significant gap in Australia's sustainability framework. While existing environmental rating tools rewarded energy performance and emissions reductions, they placed little emphasis on the inclusion of living landscapes.

"We've always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren't there," Hameister says.

"In Australia, you can have a five-green-star rated building that's concrete and glass with not a blade of grass.

"The focus is on reducing emissions, which is laudable, but there hasn't been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities."

Since its launch, NBC has developed independent design guidelines and accreditation frameworks that encourage developers to prioritise ecology, biodiversity, tree canopy, walkability and living landscapes alongside traditional sustainability measures. The organisation first focused on medium and high-density residential developments before recently expanding into precinct-scale communities and masterplanned neighbourhoods.

Jan Talacko, founder of sustainability consultancy Ark Resources and a member of the Nature Based Cities Advisory Council, says the initiative addresses an area that has largely been overlooked by the property industry.

"Throughout my 25 years of working collaboratively with all stakeholders in the property sector, I've always favoured a pragmatic approach to sustainable design which encourages initiatives that not only meet environmental expectations but also improve amenity," Talacko says.

"Whilst we are making steady progress in relation to energy and carbon emissions from buildings, there has been much less emphasis on encouraging biodiversity and tackling the urban heat island effect.

"The Nature Based Cities initiative responds to a gap in the suite of tools currently used by the property development sector, which don't provide sufficient incentive, or recognition, for the integration of landscaping and greenery."

For apartment buyers, the shift is also changing the questions worth asking.

Rather than assuming a sustainable building will naturally include abundant green space, buyers are increasingly being encouraged to look beyond environmental ratings and ask what nature is actually being delivered. How much tree canopy will the development create? Has biodiversity been considered? Are landscaped spaces designed for people as well as appearance?

As Australia's cities continue to grow upwards and outwards, the next generation of sustainability may not simply be measured by lower emissions, but by how successfully developments bring nature back into everyday urban life.

What does it really mean for a building to be 'green'?

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

Foreign Affairs Minister Kevin Rudd and his wife, Therese Rein, have bought a residential building block near the river in his Brisbane electorate.
The empty-nest couple intend building a modern Queenslander style house to capture views of the river and city. It will be designed to accommodate visiting family members.
"We want somewhere our adult children can come home to because Brisbane is our home," Rein told the Courier Mail.
"And yes, there will be room for grandkids when they start to arrive."
The block Rein has eyed off for nearly two decades is a short walk from their present Norman Park address and slightly elevated.
Blocks of land in the neighbourhood have had asking prices between $450,000 and $2.2 million in recent times, depending on their size and aspect.
The couple own a Canberra townhouse that was a base while their only son at home. Marcus Rudd completes high school this year.
The family spent $3.1 million in late 2010 on a Sunshine Coast retreat through Zinc Property Noosa.
Their existing Norman Park house cost $384,000 in 1994.
Earlier this month Rein's job placement company Ingeus re-established a presence in the Australian market 3 ½ years after closing its local operations when Rudd was campaigning to become prime minister.
The Australian reported details lodged with the corporate regulator show Ingeus made an $18.85 million profit last year – compared with a $785,000 loss in the six months to December 31, 2009 – and paid $4.8 million in dividends. The vast majority of the cash dividends flowed to Rein, who founded the company and retains about 97% of the shares.
The documents reveal that on Friday, Ingeus, which seeks government contracts to shift welfare recipients into work, registered a new, fully owned local arm, Ingeus Australia.

The financial fallout in America is not going to do anything positive for investor confidence, however the agents this weekend were taking full advantage of the news to spruik the safety of investing in “bricks and mortar”.   Without exception, in each auction preamble, there were comments to the effect that “the share market is crashing, and therefore there’s no better time to turn to real estate”. 
Of course it’s in the best interests of real estate agents to spruik this message – but then, why not? Amidst all the conflicting headlines, the property market is happily singing its own tune. The clearance rate has been firmly in the 50s (the new “norm”) for some months now. We’ve had a flat market all year with minimal movement – interest rates are on hold, our economy looks secure – and if anyone was perturbed following the downgrade of America’s AAA rating, it wasn’t evident in property land this weekend. Numbers walking through opens and standing outside auctions gave the impression we’re in anything but doom and gloom. Of course, the crux is when will the window shoppers turn into buyers? 
While investors have flexibility to step in and out of the market as confidence dictates, there are increasing numbers of homes buyers who – having sold earlier this year during which stock levels were at a peak – are now looking to purchase. Data released this week shows evidence of this, with a marked increase in approvals for owner occupiers (and slightly less so for investors). Rate City reports the biggest increase in June, rising by 0.93 % or $9.60 billion since May. 
However, the physical evidence is also clear – during the torrential rain at Saturday’s auctions in Melbourne, there were large crowds of brolly-less buyers (not neighbours) standing outside home sales monitoring results –and getting very wet in the process! It’s inevitable those with pre-approvals will take action sooner or later, and when they do this will result in upward pressure over some sectors of our market. 
The amount of stock on market is another contentious issue. Good properties with motivated vendors priced to sell in the current market are not in abundance, however agents are reporting large numbers of off-market – (and on-market) – stock where vendor expectation is set firmly at prices that far exceed even the best times of 2010. These are the discretionary vendors who don’t need to sell, however, they will do so only if a buyer can be found who’ll pay their “wish” price! This is dictating where our market stands at the moment – it’s not going down – but neither is it going up at any great pace. 
How much prices move over the remainder of the year is debateable and will no doubt be moderated by affordability. However while we still have a supply/demand imbalance of both useable and available housing along with increasing GDP, labour shortages, a strong mining sector, low unemployment and an economy that is faring better than most other developing countries, we will continue to suffer the inflationary consequences. 
There may be a good proportion of our population who are financially feeling the strain, and this has certainly been evident in some sectors of the housing market. However an equally large proportion of our population is reaping the rewards of investment in a booming economy. As the old saying goes: the rich get richer while the poor get poorer. 
Of course, not a week goes by without numerous reports hitting the headlines suggesting we’re heading for a housing market crash. Despite plain facts, a minority always seem to find a public platform to beat the drum of impending disaster. It seems pointless to reiterate the arguments for and against; they have been repeated many times from all corners of the spectrum, and like politics - sides have already been staked out. 
The truth is no market or investment is risk-free and ultimately the future prospect of any one market is largely out of our control. As individuals we have little say over the weightier matters dictating the economy, but we do have the ability to minimise risk through a carefully strategised plan before making any financial decisions. Short of putting money under the mattress or taking an oath to live the remainder of our lives on the rental ladder for fear of the next looming financial disaster, risk minimisation is something we can control when deciding to purchase property. With this in mind, it’s important buyers take care to buffer any rollercoaster effects by minimising their risk profile and employing strong negotiation skills whilst purchasing well within their borrowing capacity. 
It’s just as possible to lose money through unwise investment in the real estate market as it is with any other financial acquisition. However the difference with property is it’s essential to our daily needs. Next in line to air, food, and water comes shelter. Unlike America and the UK, most people in Australia live in capital city locations – in Melbourne alone we have between 1500 - 1800 people entering the city each week. For each person that enters the country our total GDP increases – as our population grows, so does our GDP. The majority of immigrants actually bring wealth and income into the country – they are not all coming in poverty stricken on boats even if it is the popular perception. 
All of these people (including our growing generic population) need a place to call home. Whether they purchase or rent is immaterial, because we have a shortage of quality residential real estate, in the places where they need and ‘want’ to live (the city!). With increasing demand it’s inevitable – over a period of time - property prices will increase, and with this in mind, it seems fair to suggest the ‘right’ property presents a relatively low risk investment. 
So what are the boxes you need to tick to minimise risk? Well if before you step in; get some good independent advice,
<ul>
<li> Don’t exceed the budget.</li>
<li>Buy in an established residential location close to transport, shops, and jobs.</li>
<li>Buy a property that accommodates essential living needs with good space, light, secure off street parking, and at least the potential for quality of ‘lifestyle’. </li>
<li>And finally, buy a property that has long term ‘owner occupier’ appeal. Remember - it’s home buyers that essentially fuel the market, so to ensure the house or apartment will rent and hold value during any potential market downturn, purchase a ‘home’ – not just roof space!</li>

Tips to minimising your risk in a turbulent market

Large volatility in the economy, the share market or the property market is never a great thing, as it can lead to irrational decisions. However, if the share market does fall significantly, it doesn't automatically mean the property market will drop. A number of economists are predicting interest rate drops, which will give positive enthusiasm to property owners and investors. Even if property values temporarily drop slightly, lower interest rates make it more affordable to hang on to your property and so you're less likely to have to sell it. For example, my properties in the UK have now become much more cash flow positive.
Median-priced properties, especially around the inner cities, are the least likely to be affected due to the high demand and lack of supply. People will still have reasonably paying jobs and still need to live near the cities. Million-dollar-plus properties may well become more volatile as buyers are less willing to make a move and find it easier to sit on their hands and do nothing.  Good properties in good locations do typically still sell well no matter what their price if they tick all the boxes. For the ones that aren't quite perfect i.e no parking or on main roads are more likely to take longer to sell.
A lot of the media are recognising that they're in danger of getting the nation to talk themselves into a recession if they sensationalise the news too much, and so a lot of the TV news shows etc are being responsible and trying to put it into perspective. The UK is in a much worse position than Australia, and my inner-city property investments there are still worth 95% of their peak, are producing a much better cash flow and are still worth three to four times what I paid for them 20 years ago.
The temporary drop is insignificant if you look at it over a 10- to 20-year time frame and have the ability to not be put in a forced sale position.

Share market woes do not mean property will crash

Inner-Sydney median rents have increased by $40 per week over the past year, outpacing a $30 per week increase across the city, according to the latest NSW government’s rent and sales report for the June quarter.
Over the course of the year, the median rent increased by $10 a week to $440 in the middle ring and by $5 per week to $380 in the outer ring.

The biggest annual increase in the inner ring across all property types occurred in<a target="_blank" title="Botany Bay" href="/news"> Botany Bay</a>, where rents for three-bedroom dwellings increased by 16.6% over the year to a median weekly rent of $650.
Eastern suburbs accounted for many of the biggest increases of the year, with two-bedroom dwellings in <a target="_blank" title="Waverley" href="/news">Waverley</a> increasing by 11% over the year to a weekly median rent of $600.
A three-bedroom pad in Woollahra will cost about $1,100 a week to rent – the most expensive in Sydney – following a 12.8% increase over the year to June. Three-bedroom dwelling rents in Woollahra increased by 12.2% over the June quarter alone.
The Sydney CBD remains the most expensive place to rent a one-bedroom apartment, with median weekly rent rising 11.1% over the year to $500 a week.
The inner-western suburbs of <a target="_blank" title="Marrickville" href="/news">Marrickville </a>and <a target="_blank" title="Ashfield" href="/news">Ashfield </a>remain the cheapest inner-city suburbs to rent a one-bedroom apartment, with weekly median rents of $350, despite increases over almost 10% for both suburbs over the past year.
<a target="_blank" title="Mosman" href="/news">Mosman </a>on the North Shore is the only inner city suburb to record a drop in the median rent for one-bedroom apartments. Rents are down 1.3% on the year to $395.
Among the most popular rental category – two-bedroom flats – the largest annual increases in median rent were recorded in <a target="_blank" title="Waverley" href="/news">Waverley </a>in the inner east (14.3% to $600 per week), and in the outer-western suburbs of <a target="_blank" title="Campbelltown" href="/news">Campbelltown</a> (13% to $260), and <a target="_blank" title="Baulkham Hills" href="/news">Baulkham Hills</a> (12.2% to $460).
Outside of Sydney the biggest increase in median weekly rents for two-bedroom apartments occurred in Lake Macquarie, with rents up 16.7% over the year to a median price of $280 per week. 
In the three-bedroom category, Lane Cove, Mosman, Randwick all recorded rental increases above 10%.
Outside of the Sydney metro area, Hunters Hill (13.4%) in the middle ring, Wollondilly (16.7%) in the outer ring and Cessnock (10.1%), Maitland (10%) and Wollongong (14.3%) in the greater metropolitan region generated rental increases of greater than 10% for the year for all dwellings.

Inner-Sydney rents up $40 a week over the past year

Competition is cooking in the Melbourne CBD amid ongoing demand for space from food and beverage retailers.
It is particularly fierce in the high-end sector of the market, which is leading to high rents, according to Colliers International agent Ben Tremellen.
The retail agency executive says high-end food retailers are among a few key categories of retailers who are shrugging off the doom and gloom, including luxury retailers.
“As the office market tightens and new CBD apartment developments are announced weekly, the potential customer base for these operators is expanding rapidly,” he says.
“There are several proven operators chasing new sites in Melbourne CBD, keen to position themselves to meet the customer demand.”
Tremellen says food and beverage deals are being negotiated for upwards of $1000 per square metre as operators compete to secure space.
At 485 La Trobe Street, Tremellen negotiated a deal on behalf of landlord CLSA for cafe operator Café  Saporo to lease 120 square metres of space that was previously foyer seating, maximising the income opportunity for the landlord.
At 206 Bourke Street, Tremellen leased 501 square metres to another food operator over two tenancies, and at 400 Collins Street, a café operator has taken 194 square metres.
“All three deals were negotiated on rates of more than $1000 square metres,” he says.

High-end food retailers hungry for space at $1000 per square metre

Half of all residential sellers in 2011 had previously refused a higher offer, according to a straw poll undertaken by Ray White Group estate agents.
“This is an incredible statistic,” the group joint chairman Brian White says.
“In a profession that prides its purposefulness in achieving the highest possible price for our sellers, it comes as a shock.
“Is there a better way that we can communicate with our sellers the attractiveness of early offers?
“At the present time, so many sellers are hopeful of higher figures – conditioned by years of justified confidence in the underlying value of their assets,” he notes. “It’s only natural to express disappointment at earlier offers and to ignore them.
“It is clearly painful when that rejection leads to even further disappointment later on,” White says.
The Ray White Group’s total turnover for July totalled $2.03 billion, which held its $2 billion plus monthly track record.
Sales volumes has been maintained year on year, with the 10% overall reduction from July last year reflected chiefly by falls in price values.
Queensland had its strongest month for 2011, as did Western Australia – the two Australian states with highly publicised difficulties.
“Our other markets continued at previous levels established this year,” White notes.
“But the market is adjusting. Our high-profile Broadbeach office made four sales in the month – each under $200,000 – for properties that haven’t realised that amount for more than 10 years.
“Spring is just around the corner, and already our offices are reporting increasing marketing campaigns set to soon commence.”

Half of vendors accepting lower offers as market weakens

There are 10 world cities in a class of their own when it comes to residential real estate, according to international property advisors Savills. Average values across the newly created World Class Index of premier global residential property locations have risen 77% since 2005, despite the intervening financial crisis or two, with growth of 6% in the first six months of 2011.
But the index average hides big differences between emerging flash new-world economies and the indebted old-world ones.
Sydney ranks alongside Tokyo, London, Paris and New York as “old-world” economies, while Shanghai, Singapore, Hong Kong, Moscow and Mumbai are the exciting “new-world” emerging economies, according to Savills.
A clear gap can be seen.
Tokyo, London, Paris, Sydney and New York grew by 32% since 2005
But the “new-world”, or emerging, economies of Shanghai, Singapore, Hong Kong, Moscow and Mumbai grew, on average, by 123% over the same period.
And within the old world the more cosmopolitan cities fared much better than those that restrict foreign purchasers.
“It becomes apparent that the debt-induced crisis of 2008 was suffered most by the old-world cities and not the new-world ones,” says Yolande Barnes, head of Savills Residential Research.
“The biggest old-world value rebounds have been experienced in the cities most open to new-world investment, notably London and Paris.”
She concludes that for wealthy, globally footloose investors, prime residential property in London and Paris will remain the favoured safe haven for the wealth created in the new-world economies.
“Increasingly, our cities have more in common with each other than with the domestic, mainstream markets in which they operate,” Barnes says.
“Their future performance will depend upon their continued appeal as places to live and work as well as to invest.
“Meanwhile, old-world cities like Tokyo and Sydney are geographically very well placed to benefit from investment from frustrated Chinese and other Far Eastern investors, but they will need to open up their markets to such investors to trigger this.”

The report notes a shift has occurred in the global real estate premier league since 2005.
Hong Kong remains the most expensive, and values are now 107% above the 10 World Cities Index average, and 63% more expensive than second-place London.
Singapore has grown 123% over the past five and a half years, so it has come up the ranks from seventh position in 2005 to fourth in 2011.
“With its strategic location in a time zone between Europe and North America, Hong Kong has emerged as one of the world’s elite financial centres, and as a gateway to China has prompted increased capital and talent inflow over the past decade,” says Simon Smith, head of Savills research in Asia Pacific.
At the other end of the scale, Mumbai is the least expensive world class city, costing 43% less than the average of all the 10 cities. But it has grown by 154% off its low base, and recorded the highest rate of growth over the period, marginally ahead of Shanghai’s 143%.
On an individual basis, cities have performed very differently.
Against Mumbai, Singapore and Shanghai’s stellar growth, New York grew by just 7% and now, along with Sydney, represents the best value in the old world, Barnes says.
The report noted there was little uniformity in the pattern and timings of price movements as some cities had grown steadily over the whole survey period while others have shown pronounced peaks and troughs – at different times.
Savills Research used a basket of properties required to house an executive group of people that might start up or expand a global business in any country, where real estate costs become an important element of doing business.

Fundamental visitor business and relocation activity in each city was revealed in Savills International rental rankings that show that of the 10 cities, London has the highest rents and Mumbai the lowest.
For the top five most expensive rental cities, London, Paris, Hong Kong, Tokyo and Singapore, demand is fuelled by domestic, as well as corporate demand as would-be purchasers are pushed into the rental sector due to credit restrictions. Rents have moved, on average, across all cities at a slower pace than capital values, thereby suppressing yields.
There is an old world/new world difference in the growth of rents, but it is not as pronounced as with capital values – 3.6% new-world rental yields compared with 5.1% old-world rental yields. Savills suggests this highlights that strong capital-growth-motivated investment activity is driving capital values in the new world and means that yields are moving in much faster in these cities. In consequence, it might be said that there is a stronger case for rental-return-motivated investment in the cities of the old world.

New world cities outperform old world

Borrowers can be forgiven for being confused about the direction of interest rates over the past five weeks. Property Observer has compiled the top 10 defining economist announcements since the RBA's July decision to keep interest rates on hold:

July 5 Rates on hold for rest of 2011: ANZ
Following the RBA’s decision to leave rates on hold on July 5, ANZ forecast rates to be on hold for the rest of 2011 but also estimated a “more gradual tightening cycle, with the cash rate to reach 5.75% in the second half 2013".

July 5 A rate hike in November: Westpac
“We see the first possible window for a hike as the November meeting. That would require an improvement in consumer spending and more clarity on the situation in Europe,” Westpac forecast on July 5.

July 12 A 25 basis point rise in December: NAB
On July 12, NAB said the next 25 basis point rise would be deferred until December, “when growth momentum is more apparent and labour market tightens significantly”. The bank put a second 25-basis-point rise back to May 2012.

July 15 Rates to fall in October: Westpac
On the back of “further adverse developments in Europe” Westpac changed its minds on rates, forecasting a 25 bps rate cut by October and 50% chance of a follow-on move by February next year.

July 21 Rates down by 1% by late 2012: Westpac
Following publication of its Red Book, Westpac said the RBA would move to an easing bias in the months ahead before delivering a series of rate cuts from December with a 1% reduction by late 2012.

July 27 Rise of 25 bps before the end of 2011: ANZ
Following the release of higher-than-expected quarterly CPI figures for June, ANZ said a 25bps interest rate rise before the end of the year was very likely.

July 27 No rate hike in August: Westpac
Following its bold declaration that rates would fall, Westpac had a go at the method the ABS used to compile its inflation data – “We note with relief that the ABS plans to change this troublesome sub-component from the CPI from the September quarter” – but became a lot more cautious about future rate cuts.

July 29 Rates up in fourth quarter to 5%, peaking at 5.75% by mid-2013: CBA 
“We do expect the RBA to lift the cash rate to 5% at the November board meeting after the release of the third-quarter CPI in late October, which is likely to confirm intensifying underlying inflation pressures. We then see the RBA gradually lifting the cash rate to a likely peak of 5.75% by early 2013," said Commonwealth Bank of Australia.

August 2 Rates going down in November: Westpac
Following the RBA's August 2 decision to leave rates on hold, Westpac declared: “Given our view that the global economy is likely to remain a risky place and that inflation pressures will continue to ease in the Australian economy, we see no reason to change our forecast that the next move in rates will be down by late in 2011.”

August 8 Emergency rate cuts possible: ANZ
Following S&amp;P’s US downgrade and global equity markets crashing, ANZ warned that a further sharp decline in equity markets would increase the risk of the RBA enacting “emergency rate cuts”. However, should international markets stabilise the bank says the RBA thinking would “reverse toward higher interest rates once more”.
Rismark economist Christopher Joye wrote on his <a target="_blank" title="Christopher Joye" href="https://christopherjoye.blogspot.com/2011/08/calm-pays-during-chaos">macroeconomic blog</a> that he remained of the view that interest rates werelikely to go up rather than down. However, he noted the possibility of the RBA doing a 180-degree spin if the crisis worsened, with interest rate markets pricing in potential for six rate cuts between now and March next year.

Ten twists and turns: The interest rate forecast rollercoaster

The monthly private sector credit numbers for June 2011 were released by the Reserve Bank last week. The data highlights the amount of outstanding credit for the private sector. Of particular interest is the housing credit data.

Housing credit is broken into two parts: owner occupier and investor credit. Total housing credit grew by just 6.0% over the 12 months to June 2011, the slowest annual rate of growth in housing credit over the length of the time series which dates back to January 1991. Owner occupier credit increased by just 6.5% over the year and investor credit grew by 5.8%. Annual owner occupier credit growth was the lowest in history while investor finance growth reached a low of 2.3% in October 2009.
The limited growth in credit is indicative of the response to the Global Financial Crisis (GFC) by financiers, having tightened credit requirements for home loans. It is also representative of the higher interest rate environment resulting in lower home loan demand and consumer caution which is resulting in home loan owners paying down debt.
The annual growth in housing credit across Australia has actually been easing ever since March 2004, which was also the time the housing boom of 2001-04 was starting to run out of puff. As the graph shows, ever since private sector housing credit peaked the rate of capital growth in property values has also been slower.

The most recent RP Data-Rismark Capital City Home Value data is to June 2011, 74 months since housing credit began to fall. Over this time, home values across the combined capital cities have increased by a total of 40%. During the preceding 74 months, capital city home values increased by a total of 97.4%. The evidence certainly suggests that as growth in housing credit slows so too does the rate of property value appreciation.
Although a decline in housing credit is likely to result in lower levels of home value growth, there is no precedent that it will result in substantial falls in home values.

What is a likely result of lower growth in housing credit is a lower number of housing transactions. When the volume of home sales in the three largest cities (Sydney, Melbourne and Brisbane) are plotted against the annual change in housing credit you can see that volumes have been trending lower since growth in housing credit peaked during March 2004.
Obviously this changing market dynamic is going to have an acute impact on home owners and property professionals.
Home values are unlikely to grow at a similar pace to that which they have grown in recent years. It is important to note that this shift has been happening without much notice in recent years. Over the past five years, capital city home values have grown at an average annual rate of 5.5% compared to annual growth of 7.1% on average over the decade. So clearly the last five years have recorded a much slower rate of capital gains than the preceding five years. Lower rates of capital growth mean less equity in homes and as a result less housing market speculation. In-turn, we will likely see fewer investors actively looking to invest in property unless rental returns climb markedly from their current levels, providing opportunities for positive gearing.
For property professionals, fewer transactions coupled with lower equity levels is likely to result in less commission and lower demand.
How long will these conditions last? Who's to say but affordability is an issue and not one that is likely to be improved upon quickly so these conditions are the new normal with property values likely to grow more in-line with household incomes going forward. The banks have stated that consumers will have to get used to lower levels of credit after the GFC, now obviously that won't continue forever but a restricted credit supply is likely to remain for a number of years, especially while debt problems persist in many economies.

Tight housing credit brings little joy

After a sharp slump in share markets – as we are now seeing – it is natural to wonder what the implications for residential property market might be. 
Will investors rush into property as a safer alternative to shares much as occurred after the 1987 share crash? Or will the deteriorating economic backdrop cause buyers to sit on the sidelines as distressed selling picks up, much as occurred initially around the GFC? 
Our view is that the odds favour the later. As in 2008, the environment today is very different to what see saw after the 1987 share market crash – there is much more economic uncertainty, house prices are percieved as overvalued and affordability is terrible. Investor surveys show that property is almost as out of favour for investors as shares are.
With non-mining parts of the economy already struggling, the global outlook taking a turn for the worst, share markets falling and unemployment likely to start drifting up again, it is likely we will see an increase in the supply of homes on the market over the next few months, particularly at the upper end. This combined with fear of the unknown keeping potential buyers on the sidelines is likely to ensure that the recent softening in house prices will continue into year end.
Eventually the RBA will start to cut interest rates and this should start to help the residential property market from around the middle of next year, but in the meantime its hard to see the property market picking up.
