Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/graya">Graya</a> has secured a prime Newstead site from fellow developer Fraser, subsequently lodging plans for The Silo, a major mixed-use residential project in Newstead designed around a new public laneway linking the James Street precinct with the wider Gasworks and Newstead neighbourhood.

Proposed for the corner of Chester and Morse streets, the <a href="https://www.apartments.com.au/architects/bureauproberts">Bureau^Proberts</a>-designed project places its strongest emphasis at ground level, where retail, landscaping and a new cobblestone pedestrian connection would open the site to the surrounding neighbourhood. The design team describes The Silo as “more than a residential building”, positioning the development as an extension of Newstead’s public realm rather than a standalone apartment tower.

“A new cobblestone laneway and landscaped connection between James Street and Gasworks unlock a missing pedestrian link, improving walkability and stitching together two of Brisbane’s significant urban destinations,” Bureau Proberts said in its Urban Design Report.

The Silo is planned as a mixed-use development incorporating apartments alongside a bar and centre activities including food and drink outlets, indoor sport and recreation, office and retail uses.

Architecturally, Bureau Proberts has conceived the building as a collection of vertically expressed, stepping forms rather than a single uniform tower. The composition rises from an articulated podium before being broken by a triple-height landscaped recreation level, with the upper section becoming more compact before terminating in a landscaped rooftop garden.

The project's name and architectural language draw directly from Newstead's industrial history. Patterned off-form concrete is proposed as the principal façade material, complemented by slender metal rod balustrades and extensive planting. The cylindrical and vertically ribbed elements give the building its silo-like expression, while curved balconies and planted edges introduce a softer subtropical layer.

“The Silo reinterprets its robust forms, scale and materiality through a contemporary subtropical architectural expression, creating a building that acknowledges its industrial legacy, while responding to the way the precinct is occupied today,” Bureau^Proberts said.

The recreation level is one of the defining breaks in the tower. Plans include a lap pool, mature subtropical planting and shared resident facilities within an elevated communal garden. Landscaping continues through the podium and onto the rooftop, where a further garden forms what the architects describe as a “subtropical crown” to the building.

Retail and hospitality tenancies address the public realm, while landscaped pedestrian spaces lead into the new laneway connection. Renders in the design report show the proposed “Silo Lane” as a substantial opening through the podium, framed by cylindrical concrete forms with cascading planting above.

Walker Corporation is doubling down on Maroochydore following the successful sales campaign at its first residential project in the emerging CBD.

The national developer has filed plans for <a href="https://www.apartments.com.au/new-apartments/celeste-30-sunshine-coast-parade-maroochydore-qld-4558">Celeste</a>, a new 29-storey apartment tower at Lot 30 Sunshine Coast Parade, just metres from its under-construction SOL by Walker development.

The plans, prepared by Plus Studio, would see 208 apartments delivered across a 100-metre tower on the 2,376 sqm site, which fronts Sunshine Coast Parade, First Avenue and Future Way within the Maroochydore Priority Development Area.

It represents Walker's next major residential move in the new Maroochydore CBD after the success of SOL by Walker, its $220 million two-tower project nearby.

SOL launched to market in early 2025 and has since seen strong demand, particularly from local owner-occupiers. By February this year, Walker said the first SOL tower was nearing sell-out, with a strong waitlist also emerging for its recently released penthouse collection.

Plus Studio has designed a single 100-metre tower above an activated podium, with the architecture responding to the site's prominent position and three street frontages.

The podium would incorporate commercial tenancies and public art, with sweeping façade elements wrapping the street edges. The scalloped concrete podium has been inspired by the patterns created in sand at low tide, while extensive landscaping would continue vertically through the tower.

The ground level plans show three commercial tenancies addressing Sunshine Coast Parade alongside the residential lobby and landscaped public realm. The podium would then accommodate several levels of car parking before the residential tower rises above.

Plus Studio said the tower had been designed to maximise views from each apartment, taking in the Maroochy River, Sunshine Coast hinterland, Cotton Tree and Maroochydore Beach and ocean.

Those views have also shaped one of the project's key features, with Walker proposing to put the primary resident amenity on Level 29 rather than lower within the building.

The rooftop would feature a 284.9 sqm pool area with an infinity edge, along with a cold pool, spa, sauna, 93.2 sqm gym, sunset lounge, BBQ and dining areas, pool deck and private dining space. Cabanas and day beds are also shown across the recreation level.

The two penthouses would extend across the upper levels and each feature private terraces and plunge pools.

Celeste further reinforces Walker's commitment to the transformation of Maroochydore City Centre.

Walker is one of the key partners delivering the new CBD alongside Sunshine Coast Council and SunCentral Maroochydore, with the broader 62-hectare Priority Development Area occupying the former Horton Park Golf Course and surrounding land.

The precinct is ultimately expected to accommodate at least 4,000 new homes as Maroochydore evolves into the Sunshine Coast's principal commercial and residential centre.

When SOL secured approval in February 2025, Walker Managing Director and CEO David Gallant described it as the "first of many residential projects" the company planned for the Maroochydore City Centre.

Celeste now provides the clearest indication yet of what comes next.

The site sits immediately within the new CBD, with the design report identifying Sunshine Plaza and surrounding parkland within walking distance and Maroochydore Beach around a five-minute drive away.

For Walker, the timing of the application comes as its first residential bet on the new CBD appears to have been vindicated.

SOL has progressed from planning approval to construction while its first release has approached sell-out, giving Walker confidence to push ahead with another 208 apartments and take its residential pipeline in the Maroochydore City Centre to around 450 dwellings across the two projects.

Celeste remains subject to planning approval, with the architectural material describing the scheme as a preliminary yield study that may change through the assessment process.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Buying off-the-plan in Melbourne? How independent iCIRT ratings are set to change Victorian property

Australian property market bear Steve Keen of the University of Western Sydney has taken the decision to monetise some of his views on economics and the housing market via a new website, Debunking Economics, which launches today.
For around $25 a month, subscribers to <a target="_blank" href="https://www.debunkingeconomics.com">www.debunkingeconomics.com</a> will be able to pose questions directly to Keen, including asking him about his views on house prices.
Keen remains adamant that house prices will fall by 40% from their peak in June 2010 over the next 10 to 15 years and believes that the days of rising property values are over.
"The decision to monetise is because the voluntary approach has been ineffective on Debtwatch [his free blog, which he will continue to run but with fewer posts] – some money has been raised, but far less than I've put of my own money into maintaining it over the years, and doing the travel that I needed to do to – firstly raise the alarm about the crisis, and now to push the need for a complete revision of economic theory," he tells Property Observer.
The website is named after Keen's 2001 book of the same title, which took aim at current economic theory and claimed that much of the “cherished notions” of conventional economics are based on reasoning that is internally inconsistent.
A revised and updated edition of Debunking Economics was published last year.
Keen will charge subscribers US$25 a month or US$250 for a 12-month subscription to the website with the promise of “exclusive audio-visual presentations, discussions and interviews about the contemporary economic scene”.
The launch of Keen's pay site follows investment blog MacroBusiness launching a new paid investment advice newsletter on July1, Macro Investor, published every Monday morning with an annual subscription of $479.
MacroBusiness contributors include former Treasury economist Leith van Onselen and David Llewellyn-Smith, a former Business Spectator commentator.
Keen is targeting "at least a thousand subscribers, hopefully more – though that will come far more from US and UK subscribers rather than Australia".
"I've been told that my blog is very widely read in the hedge fund community, and I hope they are a large part of the paying audience," he says.
Aside from access to exclusive content and analysis, subscribers will also be able to log onto interactive Q&amp;A web seminars with Keen and put questions to him directly and in person.
The seminars will be held on a fortnightly basis.
Other exclusive content will include weekly video interviews on both topical and background issues with  journalist  and former Telstra.com group manager Phil Dobbie, weekly lectures on economics from Keen's "decidely non-orthodox perspective", a regular "Sandpit", where new economic models are developed and explained and a  "chartpack" providing access to Keen's analytic charts developed over the years, with the data updated automatically.
Subscribers will also get a free e-copy of Debunking Economics as part of their subscription.
Keen is known beyond Australian borders, having provided economic commentary this year on UK and Irish television, and will embark on New Zealand seminar tour in September.
Most recently he told Peter Switzer on Sky Business that Australian house prices have fallen 10% in real terms (including inflation) since their peak in June 2010.
Keen also took the opportunity to clarify his famous call of a 40% fall in house prices:
He said he made the call in an unscripted response to a question from the ABC’s Kerry O’Brien in November 2007 following a rate rise (up 0.25% to 6.75%) and as the first signs of a US sub-prime mortgage crisis emerged.
“I said [in the interview with Kerry O’Brien] property prices have fallen 40% in Japan in the 10% to 15% since their bubble burst, and I see no reason why we should avoid the same fate," Keen told Switzer.
Keen says the first-home stimulus that was introduced by the government in September 2008 – the doubling of the first-home owners’ grant, which he calls the "first-home venders boost" – pushed back the clock on property price falls, but he remains adamant that prices will fall by 40% over the 10 to 15 years starting from the June 2010 peak.
Keen launched the Debt Watch website in 2006. It includes much of his research, commentary and links to his media appearances.
The website is based around Keen’s view that accelerating mortgage debt fuelled the rise in Australian house prices and that house prices are now falling as mortgage growth slows.

The most discounted property currently on the market in Australia is a four-bedroom livestock property in Caboolture, Queensland, with an initial asking price of $949,000. After sitting on the market for a whopping 783 days, the owners slashed the price down do $586,000, or a 38% reduction. The property comes with two stables and a day yard along with a barn equipped with a toilet and shower.
The vendors of a two-bedroom fifth-floor apartment in Port Adelaide, South Australia, havalso reduced their asking price by 38%. The property has been on the market for 755 days. The initial asking price was $725,000 and was reduced to $450,000 after no potential buyers were found. According to the property's marketing, the vendor bought the unit in October 2008 for $674,950 and is willing to make a $224,950 (or 33%) loss on it.
Head of SQM Research Louis Christopher accounts for the drastic price cuts through the unrealistic expectations of home owner’s asking prices.
“That stops them finding a buyer in the first few weeks, the crucial time to sell.”
“The seller is then faced with reducing their initial asking price, creating stigma around the property with potential buyers that there is something wrong with it,” says Christopher.
Christopher also explained that sellers who are not meeting the current stagnant real estate market are not only wasting their time, but also that of the agent’s and the money spent on advertising.

There’s an old Jewish proverb that simply states “Ask about your neighbours, then buy the house.” It seems sensible enough advice. After all, even in prestigious zones, neighbours can make life heaven or hell, depending on how cordial the relationship is. Yet it seems even with due recognition of the importance of neighbours in daily life, Aussie home buyers spend more time watching the above-named television series than they do investigating a potential property and its neighbourhood surrounds.
A recent survey conducted by St George Bank suggests little more than an hour is spent inspecting a property prior to a home buyer happily signing on the dotted line. Consequently, over 55% of those surveyed reported experiencing problems once they’d moved in – problems ranging from plumbing complaints to insufficient parking, poor TV reception and unsurprisingly close to the top of the list: noisy neighbours.
To be fair, arranging a lengthy private inspection is not always possible due to work hours and family commitments. The majority of buyers are often restricted to weekend open for inspection times, during which the property is decked out in “show home” fashion, hiding the poor paint work or damp patch on the carpet with careful placement of furniture. This is why a building inspection is highly advisable even in the acquisition of new houses.
But what about the neighbours – how do you check the calibre of those living next door or within cooee down the street? It’s not an easy task, and there’s no fool-proof answer. However, from personal experience, spending time walking and assessing the local streets outside of work hours should uncover if there’s a yappy dog or would-be drummer residing close by. Knocking on doors, chatting to a resident while they’re putting out the bins, asking questions, checking if gardens are well attended and calling the council to assess if there are any proposed developments pending can all assist with risk management.
Of course, once you’re in the house, there’s nothing to stop new less than desirable neighbours moving in. However, if you’ve been careful and purchased into a neighbourhood predominantly attracting a similar demographic, the chance of a group of party-loving 20-year-olds renting in a family-oriented suburb should be reduced.
Another aspect affecting the type of neighbours buyers can adopt is the planning zone a residential property falls within. Purchasers are frequently unaware of the zoning around their property at the time of acquisition. They often assume they’re in a residential zone based on street appeal alone. However, business zones and industrial zones can look just as residential in their aspect and under current laws, should the council approve, unsuspecting owners can find themselves located next to a McDonald’s, factory, or worst still, an adult sex shop, rather than the dilapidated house situated there at time of purchase.
This is one reason banks are reluctant to lend on residential property in a business or industrial zones without a healthier-than-usual deposit – a matter that often catches the uneducated buyer off guard. However, all the checks in the world won’t protect a home owner if the movers and shakers in local or state government decide to meddle with current zoning laws – or for that matter, change them all together.
The primary purpose of zoning is to prevent over-development altering the character of a suburb or interfering detrimentally with residents and businesses residing there. Buy in a heritage-protected area, for example, and it’s unlikely you’ll end up with a tower block overshadowing the backyard. However, if you purchase a house situated in a business or capital city zone, it’s far more likely a high-rise monstrosity may be constructed next door.
Any change to a property’s zone can have significant consequences on the price and future potential it holds. In Perth, for example, large swathes of land have been re-zoned to allow for greater density in major activity centres. This could mean a house sitting on a block of land with the potential for a two-storey seven-metre-high development could easily become next month’s six-storey unit site! Obviously the affect it has on any area will advantage some and disadvantage others – but at the time of acquisition, none would have been the wiser.
Similar changes have been suggested in <a target="_blank" href="https://architectureinsights.com.au/events/green-paper-workshops/">Sydney</a> – and the Victorian government is also revising its zoning guidelines. Like Perth, the changes have the potential to affect individual property prices, not to mention the lifestyles of those unfortunate enough to draw the short straw. And the zoning alterations suggested in Melbourne are not by any means subtle. If you’ve ever been to a Melbourne auction and heard it spruiked in the preamble that the property to be sold is in the most desired “residential 1” zoning category, brace yourself! It’s all about to change.
As a brief rundown, the state government aims to delete the nine existing zones and merge them into five categories. Residential zone 1, 2 and 3 will become “Residential Growth Zone, General Residential Zone and Neighbourhood Residential Zone” For each the zone, the density restrictions alter. You can go <a target="_blank" href="https://www.dpcd.vic.gov.au/planning/theplanningsystem/improving-the-system/new-zones-for-victoria">here</a> to find a rundown of the changes – however, in most instances, planning controls are loser, maximum height restrictions have been removed or increased (with the proviso they can also be exceeded) – and the size of land needed for subdivisions reduced.

While some areas will be protected, don’t be fooled by various articles which claim the changes will increase land values or protect backyards! Even the assertion by Planning Minister Guy that “The Victorian Coalition government's sweeping reform of planning zones, will return certainty to our suburbs and towns and in particular to councils, residents, and the development industry” is broadly misleading.
 
A close reading of the proposed guidelines for each category leaves a lot to the imagination as far as height limits, subdivisions and facades are concerned. In some cases, it’s not even necessary to specify a future build form. The submissions are wishy washy with statements such as
“higher or lower maximum building height can be set by a council” and
“a permit to exceed any height limit may be granted”.
To be fair – the government is giving the public a right of reply to express opinion – however, who thinks it will listen? The government has made it abundantly clear in its 2030 plans, the idea is to increase density rather than facilitate outer suburban locations with infrastructure.
Maximum height limits for the CBD have already exceeded reasonable levels – with 14,000 apartments due for construction through the course of 2013 in Melbourne alone. However, it’s fair to suggest areas with heritage significance will still be protected from over development. Home buyers and investors should take heed of this before they lock in a purchase.
And while we all understand the need to provide feasible options for a growing population of migrants, you would expect, at the very least, governments would learn from previous planning mishaps and avoid repeating the errors. Melbourne’s Docklands – a suburb built out of high-rise tower blocks – is widely known as a city lacking soul. With “the sky’s the limit” height restrictions and overzealous developers, the suburb has struggled to attract any diversity of resident. There are few family homes and apartment sales have been dominated by the investor sector – many of which remain vacant for much of the year.
Improvements have been made since – however with more high rise currently under construction, any improvements will be limited in what they can achieve. I met a Docklands’ advocate at a recent party I attended. While discussing future development in the suburb, I asked, “What about schools?” “Oh! We conduct many school trips,” he answered. However I wasn’t talking about trips – I was talking about primary and secondary schools – the focus of family and community life. You can build as many parks as you like, however if there’s no one to play on the swings, no children running around playing footy, something’s missing. The soul of any community focuses on the family.
This is why it was disappointing to <a target="_blank" href="https://www.theage.com.au/opinion/politics/the-ministry-of-silly-plans-20120813-244v1">read</a> this week of another Docklands in the making. One I highlighted months ago as being a potential disaster. And now, it’s coming to fruition – that of “Fishermans Bend.”
Once again the government is altering “capital city zones”, giving developers all but carte blanche to capitalise on high-density tower blocks maximising the residential capacity the land has to offer. However, as evidenced by Docklands, high-rise accommodation does not offer affordable solutions for renters or buyers – or solutions they would necessarily take advantage of even if it did.
In the Docklands development, selling agents were paid high commissions to flog off-the-plan apartments to unwitting investors.  This usually came with rental guarantees, which once expired, left the purchasers unable to achieve the same return.  Unit growth charts for Docklands read like a day’s trading on the stock exchange, with sharp rises and plummeting dips proving anything but stable capital growth. Averaged out the growth has been little more than 5% per annum, and worst following the GFC – a level currently exceeded by many long-term deposit accounts and a dim shadow of what other properties in Melbourne historically achieve.
How many of these apartments are currently sitting vacant is hard to assess, however SQM has the vacancy rate above 11%.  Considering our population growth and previous surge of single-person households, you’d expect these developments to be busting at the seams, however clearly they’re not attracting the level of demand that’s oft been spruiked.
All in all the warning is loud and clear for the home buyer or investor. You can’t avoid the planning changes currently underway, however you can minimise risks when purchasing. Take my advice and inspect the neighbourhood before you inspect the house. Or “love thy neighbour” could present more challenges than you’d expect.

Minimise your risks of bad – and high-rise – neighbours when buying property

In my earlier post last week I outlined some key budget settings to guide how the marketing spend for a small development project might be structured. I did this because it is important to consider the key relationship between how marketing expenditure is structured and the likely impact these decisions will have on the sales path for a project.
The logic behind this way of working is that setting the marketing budget against the development and sales strategy will highlight the key market conditions that will have to be addressed in order to gain the necessary leads and subsequent sales – the benchmark of our marketing success.
Assuming that any project we are working with is yet to start construction, the marketing budget, if well managed and structured, plays an instrumental part in a project’s success.
I’d like to highlight two key points <a href="https://www.propertyobserver.com.au/residential/to-market-smaller-developments-you-must-fully-understand-your-target-market/2012081355995" target="_blank">from the marketing budget outlined in my last post</a>, being the project website and display materials. With both accounting for about15% of total budget they are potentially, outside of media, two of biggest and most effective areas of expenditure. Together they are also imperative in helping to drive off-the-plan sales.
If either of these two areas are under-invested in they can easily become issues that are expensive to overcome or they will add what are clearly avoidable time pressures. If the marketing budget is an early focus and with the amount of experience available with the right project team, I believe that such hurdles should be avoided, so they do not become issues that need to be addressed later in the project’s development.
The project website
The project website is an essential marketing tool.
Now that’s a statement that will not be a surprise to anyone working in project marketing, but its nonetheless worth re-stating.
And because we are talking about budget settings, it’s also worth acknowledging that website development and construction need not involve a large up-front cost, but effort in terms of quality content and keeping the site up to date, including being linked to database management (CRM – customer relationship management).
A well-planned website will also make allowance for the varied product stages that may be required during the marketing, starting off with the ROI (registration of interest) and pre-release period.

How smaller developments can make the most of the project website and marketing materials

Consumer sentiment has shifted away from an expectation that mortgage rates will fall further over the next 12 months to expectations that they are just as likely to remain unchanged or rise over this time frame.
Less than a third of consumers (32.5%) who hold a view on mortgage rates expect them to fall over the next 12 months, according to the August Westpac-Melbourne Institute Consumer survey.
Two-thirds of consumers expect either rates to rise (32.7%) or rates to remain unchanged (34.7%), indicating a considerable lack of consensus on where mortgages rates are heading over the medium term.
The extra question on mortgage rates was included as part of the wider benchmark Westpac-Melbourne Institute Consumer Sentiment index in February and June.
The latest August results show a distinct shift away from expectations of future rate cuts in the June survey, when 52% of consumers expected rates to fall – an outright majority if a very slender one.
In the February survey – following the rate cuts in November and December – more respondents (around 40%) expected rates to rise than fall.
The graph below shows just how confused borrowers have become about the future direction of rates – a year ago, more than 70% of borrowers expected (incorrectly, it turns out) that rates would rise over the next 12 months.

According to Westpac senior economist Matthew Hassan, consumers lack of consensus on the rate outlook likely reflects several factors.
“The inflation backdrop looks benign ... consumers see little threat to the RBA’s 2% to 3% target.
“Meanwhile the picture on Australian growth remains mixed.
“Notwithstanding patchy consumer sentiment on the economic outlook, actual growth remains solidly positive. Similarly, despite intense job loss fears official unemployment rates are holding at low levels," Hassan says. 
Hassan says comments from RBA governor Glenn Stevens in recent speeches would likely have reinforced this mixed assessment.
“‘The glass half full' speech in early June and his Anika Foundation address on July 24, entitled 'The Lucky Country', both emphasised Australia’s positive economic prospects.
“Against this though the RBA’s recent decisions, accompanying statements and forecasts indicate the bank is in a 'wait and see' mode.
“Markets continue to favour additional official interest rate cuts with 50 basis points of easing by early 2013 still priced in," Hassan says.
“However, this measure is likely being skewed by investors seeking ‘safe-haven’ assets. Economists also favour rates moving lower with polls showing a median expectation of a 25 basis points reduction by Sep 2013.
“Westpac continues to anticipate 75-basis-point reduction over the same period."
Across the different sub-groups, home owners remain more dovish than those renting but showed a bigger swing since June, suggesting more positive house price news may have been a factor.

Less than a third of consumers expect RBA rate cut in next 12 months: Westpac consumer survey

Banks are holding back the property market, according to the Melbourne buyers' agent Mal James.
“I suspect that one of the reasons buyers are increasingly reluctant to stretch themselves at some of the big-ticket auctions is that banks have become increasingly tight-fisted in their lending.
“Their letters of offer are not as forthcoming, and there are clear use-by dates with no guarantees of renewing older bank offers," James says.
James suggests the nervousness is filtering through to valuers, who are responding with lower valuations on bricks-and-mortar securities.
“And, in something of a vicious circle, their new lower valuations are ultimately re-feeding the bankers' nervousness.
“The bankers’ concerns are then being passed on to their clients, the buyers."
James Buyer Advocates analysis of the miserably wet day of Melbourne auctions concluded with a 50% clearance rate among the 32 $1 million-plus auctions the group attended in the inner east and bayside.
"The average number of bidders per auction was 1.5, and half the auctions were one bidder (lone rangers) or (no bidders) ducks," James says.
While noting there is still strong demand for quality stock, James notes there are some major pass-ins on big-name properties including Barwon at 38 Cromwell Road, South Yarra, which received no bids other than a vendor bid of $5 million.
"There were also no bids for the Edwardian at 1097 Malvern Road, Toorak - which passed in at $2.8 million, or the contemporary family home at 16 Banool Ave, which passed in at $2,550,000."
James notes it is not that the banks were necessarily refusing loans, but they arelowering the LVRs (loan-to-value ratios).
“And this in turn is being reflected in more conservative bidding at auctions and private sales,” he says.
“This in turn means there is less money overall in the market – and so you can feel the tightening collars as the money tap is slowly being turned off.”
Melbourne's overall weekend cleareance rate was 58%, which mirrored Sydney's 58% success rate.

Banks holding back the big ticket property market: Mal James

Australian house prices are slightly less overvalued than they were four months ago but are still 36% above their fair value, according to The Economist magazine
In the magazine's August 2012 update of 21 residential-property markets around the world, the Australian housing market ranked 13th, with prices down 2.1% year-on-year.
In its previous update, The Economist reported Australian house prices as 38% overvalued.
The Economist defines “fair value” as “the long-run average ratio of house prices to disposable income and to rents”.
Australia is one of 12 housing markets where prices are falling, says The Economist, which says Austrlia is the best-performing market, with a 11% year-on-year gain.
However, the Australian market is not nearly as overvalued as Hong Kong (64% above fair value), Singapore (58%) or Canada (54%).
Over the past five years, Australian house prices are up just under 10% - modest in comparison to house price gains in Hong Kong (up 64%) and Austria (23%) and below comparable markets like Canada (18%).
The latest update shows Ireland to be the worst-performing housing market of the 21, with prices down 14.4% over the past year and nearly 50% over the last five years.
Spanish house prices decline 8.3% over the past year to July and are down 22.4% over the last five years.
The Economist says that following years of “dizzying ascents, a big dose of gravity has hit residential-property markets around the world”.
It says that many housing markets are returning “fair value” with eight countries now around or below this mark.
“But reaching this mark does not mean prices will stop falling. After dropping by a third from their 2006 peak, prices in America now stand at 19% below fair value,” says The Economist.
“The bottom of the market is close, however.”
It says that other markets like Ireland are “still in free fall”.
“Property prices in Ireland, at the foot of our table since April 2010, continue to plummet. They have now halved in value, after a fivefold rise between 1995 and their 2007 peak.
It warns that the pace of house price decline in Spain quickened in the second quarter of the year with the dire state of the Spanish economy suggesting that “prices will keep diving”.
Prices in Britain fell by 0.7% in July to be down 10.2% over the past five years.

Australian house price down 2.1% over past year but still 36% overvalued: The Economist magazine

Pouring rain failed to dampen the spirit of bidders at 32 Christowel Street, Camberwell, on Saturday. In fact to the chagrin of auctioneer James Tostiven, who did not have the luxury of an umbrella, bidders preferred to get wet rather than alter their pre-auction strategy to hold back until the business end of the auction.
For those who want to have a harmless punt, there's now a tipping website, <a target="_blank" href="https://www.propertytycoon.com.au/" rel="nofollow" style="font-size: 14px;">www.propertytycoon.com.au</a>, where punters can guess auction five results in Melbourne and Sydney, with no outlay. It's mostly about testing your market knowledge with a small cash prize as a sweetener.
One of the five Melbourne properties in round 10 of the competition this week was 32 Christowel Street, Camberwell (pictured below).

In a crowd of around 80, four bidders stepped up to the plate and pushed the price over the $1.9 million reserve before being knocked down at $1.95 million. This was a great result for the vendor, who has benefited from just over 9% annual growth since buying the property in 1997 for $512,000.
In Sydney 8 Stirgess Avenue, Curl Curl (pictured below), was one of the 12% of scheduled auctions that sold prior. The lure of a beachside haven proved too much for the buyer, who offered $100,000 above the $1.6 million-plus price quote.

Selling prior to auction can mask the realities of a soft market. In many cases it means there is only one buyer interested in the property and rather than conduct an auction with only one bidder, real estate agents force the issue early and wrap up the sale.

APM's 244 Sydney auction results show 58.6% clearance rate

Interim results for the Westfield Retail Trust reveal that Westfield Sydney, the group’s flagship Australian store, is the most valuable, worth $1.34 billion, but it is two of its smallest centres that are delivering the strongest returns.
Westfield Retail Trust is Australia’s largest real estate investment trust (REIT) comprising Westfield’s portfolio of Australian and New Zealand shopping centres.
The trust recorded half-year profits after-tax for the six months to June 30 of $417 million, with 1,400 leasing transactions recorded across the portfolio of 52 malls in Australian and New Zealand.
Westfield Figtree at 19 Princess Highway in West Wollongong, which is valued at $75 million, and Westfield North Rocks in Sydney’s outer west (valued at $59 million) are both returning an estimated yield of 7.5% as of June 30 this year.
Westfield Figtree recorded $9,048 per square metre in retail speciality sales, while North Rocks managed $6,914.
Westfield Figtree has 22,000 square metres of retail space with 94 stores, while  North Rocks measures 23,000 square metres with 92 stores.
In comparison, Westfield Chermside in Brisbane – the largest store – has 146,000 square metres of retail space and 415 stores.
Both stores are strongly outperforming the total Australian Westfield portfolio, worth just over $12 billion, which has an estimated yield of 5.9%.
Westfield Sydney (40,000 square metres of retail space) has an estimated retail yield of 5.13% while the next most valuable shopping centre, Westfield Bondi Junction (129,000 square metres), valued at just over $1 billion has an estimated yield of $5.25%.
