Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/graya">Graya</a> has secured a prime Newstead site from fellow developer Fraser, subsequently lodging plans for The Silo, a major mixed-use residential project in Newstead designed around a new public laneway linking the James Street precinct with the wider Gasworks and Newstead neighbourhood.

Proposed for the corner of Chester and Morse streets, the <a href="https://www.apartments.com.au/architects/bureauproberts">Bureau^Proberts</a>-designed project places its strongest emphasis at ground level, where retail, landscaping and a new cobblestone pedestrian connection would open the site to the surrounding neighbourhood. The design team describes The Silo as “more than a residential building”, positioning the development as an extension of Newstead’s public realm rather than a standalone apartment tower.

“A new cobblestone laneway and landscaped connection between James Street and Gasworks unlock a missing pedestrian link, improving walkability and stitching together two of Brisbane’s significant urban destinations,” Bureau Proberts said in its Urban Design Report.

The Silo is planned as a mixed-use development incorporating apartments alongside a bar and centre activities including food and drink outlets, indoor sport and recreation, office and retail uses.

Architecturally, Bureau Proberts has conceived the building as a collection of vertically expressed, stepping forms rather than a single uniform tower. The composition rises from an articulated podium before being broken by a triple-height landscaped recreation level, with the upper section becoming more compact before terminating in a landscaped rooftop garden.

The project's name and architectural language draw directly from Newstead's industrial history. Patterned off-form concrete is proposed as the principal façade material, complemented by slender metal rod balustrades and extensive planting. The cylindrical and vertically ribbed elements give the building its silo-like expression, while curved balconies and planted edges introduce a softer subtropical layer.

“The Silo reinterprets its robust forms, scale and materiality through a contemporary subtropical architectural expression, creating a building that acknowledges its industrial legacy, while responding to the way the precinct is occupied today,” Bureau^Proberts said.

The recreation level is one of the defining breaks in the tower. Plans include a lap pool, mature subtropical planting and shared resident facilities within an elevated communal garden. Landscaping continues through the podium and onto the rooftop, where a further garden forms what the architects describe as a “subtropical crown” to the building.

Retail and hospitality tenancies address the public realm, while landscaped pedestrian spaces lead into the new laneway connection. Renders in the design report show the proposed “Silo Lane” as a substantial opening through the podium, framed by cylindrical concrete forms with cascading planting above.

Walker Corporation is doubling down on Maroochydore following the successful sales campaign at its first residential project in the emerging CBD.

The national developer has filed plans for <a href="https://www.apartments.com.au/new-apartments/celeste-30-sunshine-coast-parade-maroochydore-qld-4558">Celeste</a>, a new 29-storey apartment tower at Lot 30 Sunshine Coast Parade, just metres from its under-construction SOL by Walker development.

The plans, prepared by Plus Studio, would see 208 apartments delivered across a 100-metre tower on the 2,376 sqm site, which fronts Sunshine Coast Parade, First Avenue and Future Way within the Maroochydore Priority Development Area.

It represents Walker's next major residential move in the new Maroochydore CBD after the success of SOL by Walker, its $220 million two-tower project nearby.

SOL launched to market in early 2025 and has since seen strong demand, particularly from local owner-occupiers. By February this year, Walker said the first SOL tower was nearing sell-out, with a strong waitlist also emerging for its recently released penthouse collection.

Plus Studio has designed a single 100-metre tower above an activated podium, with the architecture responding to the site's prominent position and three street frontages.

The podium would incorporate commercial tenancies and public art, with sweeping façade elements wrapping the street edges. The scalloped concrete podium has been inspired by the patterns created in sand at low tide, while extensive landscaping would continue vertically through the tower.

The ground level plans show three commercial tenancies addressing Sunshine Coast Parade alongside the residential lobby and landscaped public realm. The podium would then accommodate several levels of car parking before the residential tower rises above.

Plus Studio said the tower had been designed to maximise views from each apartment, taking in the Maroochy River, Sunshine Coast hinterland, Cotton Tree and Maroochydore Beach and ocean.

Those views have also shaped one of the project's key features, with Walker proposing to put the primary resident amenity on Level 29 rather than lower within the building.

The rooftop would feature a 284.9 sqm pool area with an infinity edge, along with a cold pool, spa, sauna, 93.2 sqm gym, sunset lounge, BBQ and dining areas, pool deck and private dining space. Cabanas and day beds are also shown across the recreation level.

The two penthouses would extend across the upper levels and each feature private terraces and plunge pools.

Celeste further reinforces Walker's commitment to the transformation of Maroochydore City Centre.

Walker is one of the key partners delivering the new CBD alongside Sunshine Coast Council and SunCentral Maroochydore, with the broader 62-hectare Priority Development Area occupying the former Horton Park Golf Course and surrounding land.

The precinct is ultimately expected to accommodate at least 4,000 new homes as Maroochydore evolves into the Sunshine Coast's principal commercial and residential centre.

When SOL secured approval in February 2025, Walker Managing Director and CEO David Gallant described it as the "first of many residential projects" the company planned for the Maroochydore City Centre.

Celeste now provides the clearest indication yet of what comes next.

The site sits immediately within the new CBD, with the design report identifying Sunshine Plaza and surrounding parkland within walking distance and Maroochydore Beach around a five-minute drive away.

For Walker, the timing of the application comes as its first residential bet on the new CBD appears to have been vindicated.

SOL has progressed from planning approval to construction while its first release has approached sell-out, giving Walker confidence to push ahead with another 208 apartments and take its residential pipeline in the Maroochydore City Centre to around 450 dwellings across the two projects.

Celeste remains subject to planning approval, with the architectural material describing the scheme as a preliminary yield study that may change through the assessment process.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

For most Australians, buying an apartment is one of the biggest financial decisions they'll ever make

The location, floorplan and price are often the first considerations, but in recent years another question has become increasingly important: who is actually delivering the project?

A series of high-profile builder collapses, construction delays and defect concerns have fundamentally changed how many Victorians approach buying off the plan. The collapse of Porter Davis in 2023, which reportedly left around 1,700 homes unfinished, became one of the most visible examples of the risks that can emerge when a construction company fails. <a href="https://www.equifax.com.au/sites/default/files/lpassets/pdf/Final-Business-Market-Pulse-June-Sector-Deep-Dive-Report-2.pdf">Similar challenges across the broader construction sector</a> have left buyers asking more questions before signing a contract.

As Victoria continues encouraging higher-density housing to address supply shortages, transparency is becoming just as important as location or price.

One tool increasingly entering the conversation is the <a href="https://icirt.com/">Independent Construction Industry Rating Tool (iCIRT)</a>, an independent assessment framework designed to help buyers better understand the developer or builder behind a project. Originally developed by Equifax in consultation with government and industry as part of NSW's Construct NSW reforms, the system has since expanded nationally.

<h2 data-end="1519" data-section-id="7nmx3" data-start="1492">What is an iCIRT rating?</h2>

Most Australians are familiar with independent ratings in everyday life.

We compare ANCAP safety ratings before buying a car. We look at Health Star Ratings in supermarkets. Banks rely on credit assessments when lending money.

Until recently, however, there has been very little independent information available to help apartment buyers assess the business responsible for delivering a residential project.

That gap is what iCIRT was designed to address.

Builders, developers and other construction professionals with an iCIRT rating have demonstrated high-trust characteristics through an independent, evidence-based assessment across six criteria: Character, Capability, Conduct, Capacity, Capital and Counterparties. This involves a rigorous review of financial health, past project track record, and ethical conduct. Crucially, an iCIRT rating could help provide property buyers with confidence that they are working with a professional who has demonstrated the capability, capacity, and willingness to return and rectify issues.

Importantly, iCIRT is not a recommendation to purchase a particular property, nor is it a traditional credit rating. It is an independent assessment framework designed to provide objective information about a construction business using a <a href="https://icirt.com/sites/default/files/2025-08/iCIRT-Methodology-Issue1-May-2021.pdf">published methodology</a>.

The system has been widely adopted in New South Wales, where more than one-third of medium and large residential builders and developers now hold an iCIRT rating, representing over two-thirds of the state's residential building market by value as of 2025/26.

<h2 data-end="3126" data-section-id="h6ohtj" data-start="3084">Why buyers are doing more due diligence</h2>

For many buyers, particularly those purchasing off the plan, the biggest risk isn't whether they'll like the kitchen finishes.

It's whether the project will be delivered on time, to the expected quality, and by a company capable of completing the development.

<a href="https://icirt.com/sites/default/files/2026-07/iCIRT%202025%20Consumer%20Survey%20Report%20v05.pdf">Consumer research commissioned by iCIRT</a> found more than half of respondents believed current protections do not adequately safeguard buyers from builder insolvencies or defective projects. Other research found 88 per cent of prospective buyers would seek independent ratings or due diligence before purchasing, while 90 per cent said trust in construction professionals is essential.

That doesn't mean buyers should rely on a single rating alone.

Independent legal advice, understanding the contract, and seeking financial advice all remain important parts of the due diligence process.

However, an independent assessment can provide another source of information alongside those traditional checks.

<h2 data-end="4138" data-section-id="pquzxc" data-start="4094">Trust is becoming a competitive advantage</h2>

The conversation isn't only changing for buyers.

Developers are also recognising that trust has become an increasingly important part of the sales process.

Five years ago, purchasers typically asked about floorplans, finishes and settlement dates.

Today, sales teams are increasingly being asked about the developer's experience, financial stability, previous projects and construction partners.

For companies with strong governance and established delivery records, an independent iCIRT rating provides another way to demonstrate those credentials before buyers even visit a display suite.

According to Equifax, the assessment can also help businesses drive sales and <a href="https://icirt.com/resources-for-business/icirt-rating-helps-scion-secure-high-value-projects">secure high-value projects</a>, as well as identify operational improvements and <a href="https://icirt.com/resources-for-business/mirvac-reinforces-brand-trust-and-quality-independent-icirt-rating">attract top talent</a>.

<h2 data-end="4962" data-section-id="1j54ng5" data-start="4912">Beyond buyers: lenders are paying attention too</h2>

The influence of independent construction ratings is also extending beyond consumers.

According to Stamford Capital's Real Estate Debt Capital Markets Survey, an increasing number of lenders now incorporate iCIRT ratings into their due diligence processes when assessing residential development finance applications.

The survey found lender adoption has continued to rise, with many respondents saying independent assessments provide additional insight into governance, counterparties and delivery capability beyond traditional financial analysis. Some lenders also reported declining funding applications where businesses had poor or no ratings.

As construction costs remain elevated and access to development finance becomes more selective, demonstrating credibility is becoming increasingly valuable.

<h2 data-end="5801" data-section-id="1qazuxs" data-start="5772">What it means for Victoria</h2>

Victoria's apartment market is entering a new phase.

The state is seeking to accelerate higher-density housing while simultaneously introducing reforms aimed at improving confidence in residential construction.

For buyers, that means there are more tools available than ever before to research the businesses behind a project.

For developers, it signals that transparency is becoming another point of differentiation in an increasingly competitive market.

Buyers are asking more questions than ever before and increasingly expecting independent information, not just marketing material, before making one of the biggest financial commitments of their lives.

Buying off-the-plan in Melbourne? How independent iCIRT ratings are set to change Victorian property

At the August 7 meeting, where the cash rate was left on hold at 3.5%, members noted that there were “tentative signs that housing market conditions and residential building activity were starting to pick up after being weak for some time”.
“Prices had increased a little in recent months, but remained somewhat lower than a year ago.
“Demand for housing finance was broadly unchanged over the year. With building approvals rising from low levels, the outlook for residential construction activity was more positive for the second half of the year. Earlier falls in interest rates and rising rental yields were likely to have increased the attractiveness of housing investment,” the minutes read.
Westpac chief economist Bill Evans says there were "little new insights" into monetary policy in the minutes but says there were some "tentative positive comments are made about housing market conditions and residential building market activity with prices increasing a little in recent months".
"Overall downside risks to the economy are firmly in the 'international' camp with Europe in the spotlight: 'the risk of significant economic and financial disruption in the euro area continued to cloud the outlook'," says Evans.
At the meeting, board members also noted that underlying inflation was at 2% for the year, “the lowest annual rate since the late 1990s” – providing scope for future interest rate cuts if the recovery in the housing market and other non-resource industries stalls.
“The inflation data for the June quarter were broadly in line with expectations, and confirmed that underlying inflation was around the bottom of the target," said the RBA.
The board also noted that the domestic economy appeared to be growing at around trend pace in the June quarter, “though activity continued to vary significantly across industries”
“Resource investment, which continued to evolve broadly in line with the Bank's forecasts, spurred activity in a number of industries, while the high Australian dollar and weak conditions in the housing market had weighed on activity in a number of non-resource industries.”
The performance of the global economy will impact on future interest rate decisions with the RBA board noting the global economic environment remained “fragile”.
“The latest forecasts for global growth had been revised down a little, reflecting further deterioration in Europe and slower growth in the United States and parts of Asia,” say the minutes.
The board concluded that “inflation expected to be consistent with the target and growth close to trend, but with a more subdued international outlook than was the case a few months ago, the Board judged that the stance of monetary policy remained appropriate”.

From 5.44%, the lowest rate home loan offerings: fixed and variable as of August 21

Pittwater at the far end of Sydney's northern beaches and Campbelltown in the outer south-west have been the strongest-performing rental markets in and around Sydney over the year to June, according to research by PRDnationwide.
Pittwater and Campbelltown units recorded annual rental increases of 16.3% and 14.8% respectively over this period.
RP Data shows that Pittwater units have a weekly rental of $320 while Campbelltown has a median weekly rental of $305.
There was also double-digit rental growth in Shellharbour, the southern beachside suburb of Wollongong and in Lake Macquarie, about 150 kilometres north of Sydney as the outer ring of Sydney and outer parts of the greater metropolitan region (GMR) experienced strong growth in median rent prices.

The top-performing Sydney housing rental market was the inner-west suburb of Canada Bay, about 11 kilometres from the CBD. Canada Bay and Maitland (in contrast to its unit market) were the only two localities to manage rental growth in excess of 10% for the 12-month period.
Overall, house rents in Greater Sydney, which includes municipalities between Sutherland in the south and Wyong in the north, increased by 4.5% over the period, compared with a rise of 5.6% for the state.

"Interestingly, the northern part of the greater metropolitan region (GMR), which includes the central coast and Hunter regions, dominated the top-10 list for a three-bedroom house, with five entries," notes PRDnationwide.
The Mosman, Woollahra and Waverley municipalities recorded the highest median rent.  These municipalities capture some of Sydney’s most dense suburbs, and Mosman and Woollahra are among the most exclusive.
Woollahra has a median weekly rent of $1,275.
“The high rent prices are the result of scarcity in detached houses in these locations, and their proximity to iconic beaches, the Sydney CBD and vibrant commercial centres,” says PRDnationwide.
The five areas to record a decline in detached housing rent – Wollongong, Lane Cove, Botany Bay, North Sydney and Woollahra – reveal a shift toward affordability, says the property group.
In North Sydney, the median rent for a house declined by 10.8% over the 12 months between June 2011 and 2012.
“In the Botany Bay LGA, the decline in the median house rent may be linked the rise in medium density developments, with tenants preferring modern apartments over mostly older house stock,” says PRDnationwide.
The strong increase in rent on the outer parts of the greater metropolitan region is also linked to the search for affordability, with the high rental growth areas of Shellharbour, Wyong and Cessnock also identified in the most affordable in the Sydney greater metropolitan region.

Battlers and the beach - Campbelltown and Pittwater units strongest Sydney rental markets

The level of sub-prime mortgages in Australia may be far in advance of what was previously assumed and provided for by banks. The story was <a target="_blank" href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2012-08-13/mortgage-broker-blows-whistle-on-big-banks/4195920">broken on the ABC</a>, and covered <a target="_blank" href="https://www.smh.com.au/business/a-costly-six-degrees-of-separation-20120413-1wynu">elsewhere</a>. The revelations centred around two personalities: Kate Thompson and Denise Brailey.
Kate Thompson was a licensed mortgage broker at Mortgage Miracles in Western Australia. A highly regarded and award-winning broker, Thompson disbursed a veritable torrent of credit from bank and non-banking lenders to clients wanting funds to buy property, making around $5 million a year from upfront and trailing commissions. She is now facing fraud charges for what amounts to predatory lending: providing credit to people with little to no expectation they will be able to repay the entirety of the loan. This fraud was achieved by fudging the income and assets of clients, making them appear much wealthier on paper than was the case. Soon to face the State Administrative Tribunal in Western Australia, Thompson will provide incriminating evidence that predatory lending is widespread throughout the industry.
Denise Brailey is the president of the <a target="_blank" href="https://www.bfcsa.com.au/">Banking &amp; Finance Consumers Support Association</a>, an organisation dedicated to protecting the public against predatory financiers. Having worked in this field for the last 20 years, criminologist Brailey has seen first-hand the financial and social wreckage wrought by a multitude of scams and predatory lending.
Last week, Brailey gave explosive <a target="_blank" href="/news">testimony before the Senate Economics References Committee </a>alleging wide-scale fraud from banks to brokers.
While her testimony, which covers the period of 2008 to the present, was largely about low-doc loans, her claims extend into the mainstream of full-doc mortgages.
Certainly what emerges is a shock to those who believe the claims of the RBA and regulatory agencies that Australia’s banking and financial system is a picture of prudence and reticence.
The term “non-conforming” denotes a mortgage to an owner-occupier or investor where the loan value does not match the fundamental borrower criteria of tangible assets and income. Low-doc loans are provided to those who have difficulty in proving their income, mainly the self-employed.
In the desire to create bank assets, loans were granted to almost anyone who asked for them. For instance, it was recently revealed that three years ago, <a target="_blank" href="https://www.heraldsun.com.au/news/national/elderly-sent-broke-by-over-the-top-loans/story-fndo45r1-1226447127770">Westpac granted a $440,000 loan</a> to a 98-year-old pensioner.
Brailey testified about the way these loans were conceived. Clients would approach a broker and complete a short form, detailing their current assets and income. Through an online “service calculator” created by the banks, the broker would enter clients’ details and create a highly inflated figure. Amazingly, this would include the imputed rent (the rent that owner-occupiers pay themselves), even if the property being purchased was a vacant block of land.
Anticipated increases in the value of the clients’ principal place of residence – essentially, estimated unrealised future capital gains – are counted as current income. Banks’ own lending criteria suggests that for a low-doc loan to be approved, a person needs to have an ABN for a minimum of two years. Unbelievably, for those without an ABN, the banks were teaching brokers how to go online to create an ABN for a client within a day, often without lenders mortgage insurance (LMI). This was done in the back office after the form was signed, without the clients’ knowledge.
As the form passed through the back channels from broker to bank, the three pages morphed into a higher number, typically 11, up to a total of 39. These extra pages detailed the figures provided by the service calculator. Borrowers, however, never get to see these extra pages, and Freedom of Information requests do not work on the private sector. When asked, banks and their law firms send borrowers on a merry-go-round between them, and of course, low- and moderate-income borrowers don’t have the financial power to sue the banks to get them. Once the figures have been fudged, the loan is approved and the bank grants the mortgage to the client.
Brailey says she has more than 4,000 documents relating to borrowers’ loan applications and emails between the brokers and banks, clearly showing how incomes and wealth were grossly inflated. And this practice is continuing. Brailey contends that of 400 loan applications she has gathered in the last six weeks, not one was free from tampering.
Appallingly, both banks and brokers targeted a segment of the population they called ARIPs: asset-rich, income poor. They identified pensioners, the disabled, retirees and single mothers in this group. Incomes of $40,000 were transformed into $180,000 through accounting manipulation.
Interestingly, the banks provide generous commissions for the mortgage managers, originators and introducers, culminating in the broker at the end of the line. This happens to be a highly inefficient method of allocating mortgages to borrowers, as banks could simply hire more loan officers instead. The reason for this chain, Brailey testified, is to create “<a target="_blank" href="https://www.bfcsa.com.au/images/6linkschain.pdf">six degrees of separation</a>” between the banks and brokers, in order to protect banks by outsourcing responsibility to the brokers to ensure they, not the banks, get the blame for fraud.
Why are banks lending out enormous amounts of credit to anyone who asks for it? The likely cause is the escalation of residential property values over the last 15 years, requiring larger mortgages for property purchases.
To maintain profitability, banks have to keep issuing ever-more credit. Unsurprisingly, the stock of mortgage debt has increased from $180 billion in 1996 to over $1.2 trillion today or <a target="_blank" href="https://www.dailyreckoning.com.au/images/dr20120319b.jpg">85% of GDP</a>, a tremendous financial burden.
The other question is where the regulators have been in all of this. In 2005, Brailey met with Australian Tax Office investigators, but she contends her claims were referred to the Australian Securities and Investments Commission, which did not pursue them. As the financial regulator, it must investigate fraud, especially when substaintial evidence is provided. Accordingly to Brailey, however, “ASIC will not enforce the law. It has decriminalised that which Parliament deemed criminal activity.”
The Reserve Bank of Australia, while not strictly a regulator, has substantial political and economic clout. In its <a target="_blank" href="https://www.rba.gov.au/publications/fsr/2012/mar/pdf/0312.pdf">latest Financial Stability Report</a>, one of the risks it sees is falling asset prices may expose credit quality problems – in other countries. The RBA concludes that Australia’s financial system is stable (just as it did before the global financial crisis in 2008).
The Senate’s report will be an interesting read, though only time will tell how this scenario will play out.

Predatory mortgage lending widespread, and there is no regulation

Every six months, the Property Council of Australia (PCA) conducts a nationwide survey on the state of the office market around the country.
The accompanying graph will give you a quick snapshot of where things currently stand.
However, even the commercial property market has been subject to the influences of the much talked about "two-speed economy".
Across the country, around 290,000 square metres of space was occupied over the six months to June. That means there has now been an above-average absorption for the last three years.

And that has caused the national vacancy rate to fall slightly to 7.8%.
According to PCA chief Peter Verwer, although demand is 50% above the 20-year average, three-quarters of the CBD absorption took place in Perth and Brisbane.
You only need to look at the graph showing rental movements to see the effect the mining sector is having upon tenant demand.
Traditionally, Sydney has always had the highest prime net rentals of all capital cities.
But this changed in 2007, as a result of the mining boom.
What you should observe the lack of underlying depth and fragile nature of the Perth and Brisbane markets following the effects of the GFC, from 2008 to 2011. And only now is Perth beginning to head back up at a cracking pace.
You'll also notice that Sydney's rentals only fell marginally over the same period, due to the rather large proportion of financial sector tenants it houses.
Rentals in Melbourne and Adelaide continued to increase slowly — despite the impact of the GFC.
The state of play
Over the first half of this year, Sydney has seen an improvement in tenant demand, together with significant office space being withdrawn from the market.
Despite the relatively low vacancy rate in Melbourne, tenants seem a little cautious about business conditions. And some are preferring short-term lease extensions to long-term commitments.
The vacancy rate in Perth actually rose over the past six months, with new space coming onto the market. But that will immediately be absorbed due to strong tenant demand.
Over 80,000 square metres of space has been added to the Brisbane market, which also pushed up its vacancy rate; and a further 50,000 square metres is due for completion next year. Even so, tenant demand remains strong.
An uncertain future for the Olympic Dam project and new space coming on stream will help to keep the Adelaide market somewhat subdued.
Meanwhile, Canberra will continue to suffer from federal government cutbacks and the consequent reduction in its public service space requirements.
Bottom line: You be the judge!
The Perth and Brisbane office markets will provide you with one hell of a ride — so long as you know exactly when to get off.
Whereas, Sydney and Melbourne will simply give you predictable growth — with less excitement, but also far less anxiety.
Right now, commercial property is offering something for every investor.

Which commercial property market you should invest in right now

The ongoing demise of public sentiment in the face of generally positive circumstances has plenty of observers baffled. 
Interest rates are down, incomes are up, unemployment is low and the federal government is sending money to families, but people remain stubbornly pessimistic, according to the latest consumer confidence index. 
This is a concern for the property industry because without confidence, markets won’t rise. 
But the best clue as to why public sentiment remains so fragile is this: Queensland had the nation’s sharpest fall in confidence levels. Queensland, with all its assets, is more pessimistic even than struggle state Tasmania. 
The explanation is simple. It comes back to the actions of the state government. 
The behavior of Queensland’s new LNP government since being elected in March has been extraordinary. It’s almost as if government members, after spending so long in opposition, are driven by revenge. 
Their slash-and-burn policies have left the populace quite giddy. Anything set up by the previous administration apparently needs to be torn down. Tens of thousands of jobs are being slashed from the public service. 
Anything that can’t be immediately measured in dollar terms – like education, cultural and environmental programs – has been axed. The state’s breast-screening service, credited with savings thousands of lives, is being dismantled. If it’s not coal mining, get rid of it. 
Perhaps the members of state cabinet sat down together and watched The Iron Lady (the film about Margaret Thatcher) before deciding how to deal with things. Apparently they believe, after a landslide win at the March election, that they can’t possibly lose the next ballot no matter what. 
The impact on confidence is considerable. As one government worker put it: “Everyone is waiting for the axe to fall.” 
One of the oddest pronouncements was to scrap plans to expand the Abbot Point export facilities near Bowen. Abbot Point’s capacity is under great pressure because of the expansion of output from the Bowen Basin mines and the emergence of a massive new source of coal in the Galilee Basin. 
Decisions about expanding export facilities do not originate from governments. They emanate from the mining companies, which generate plans as demand rises. Government’s role is to approve (or not) the plans, but government ministers are not the prime mover in these ventures. 
Gladstone’s export facilities are undergoing a multibillion-dollar expansion because a number of mining companies got together to instigate it and fund it. 
Why would a government step in, uninvited, to stomp on plans that would create thousands of jobs? The only plausible reason is on environmental grounds, which is the last thing this conservative mob is likely to do. 
It’s as if fragile egos in the new government felt the need to show they were in charge. 
So, after five months in office, Queensland politicians have not yet managed to do anything constructive to generate jobs and confidence. Quite the opposite. They’ve been decimating both. 
And, just to show how extensive this collective losing of the plot is, the state government is planning to charge journalists fees for the right to cover state parliament. The amount of money this will earn, around $30,000 a year, is pathetically small, but, hey, we’re in charge now so like it or lump it. 
Queensland is not alone. Similar policies have been pursued in other states. Apparently the governments in Victoria, Tasmania and New South Wales believe we’re in a recession and that austerity is the only response. 
It’s estimated that 30,000 jobs have been lost in regional Victoria since Ted Baillieu’s government came to office. I wonder how many country Victorians who voted for Terrible Ted are now out of a job. 
The Victoria government is intent on cutting infrastructure spending, the opposite of what’s needed, and has snuffed out the one industry that was on a serious growth path in the country areas, the construction of wind farms, by passing laws that are tantamount to banning them. Clearly the Victoria government has a vision of a dirty energy future.
Victoria will soon be known as the recession state. While the state government is spreading its austerity message, major businesses are cutting jobs and closing down enterprises. The latest quarterly survey by the Victoria Employers Chamber of Commerce and Industry found businesses believe conditions are the worst since 2009, and two-thirds expect matters to get worse. 
BIS Shrapnel’s Frank Gelber has urged the state government to lift infrastructure spending to make it a driver of growth, rather than cut it back. 
But the only sector Baillieu and his chums want to encourage is property development. This is ironic, because the last thing Melbourne needs is more dwellings, given the over-supply of inner-city apartments and suburban house-and-land packages. 
The path of the NSW government is similar to that of Victoria: slash the public service, trim airy-fairy things like cultural or environmental programs, eradicate the wind farm industry and focus on helping friends in the mining and property industries. 
The cynical among may imagine that policies are being dictated by the source of donations to the Liberal Party. Shame on you. 
Whatever their motivation, they’re hurting consumer confidence.

State governments decimating jobs, confidence and the property market

Spring means good weather, more people venturing outdoors, gardens looking great, and plenty of leeway to coordinate a move that will minimise disruption to the school year and Christmas holidays, etc.
And then there’s the nitty-gritty to be worked out when selling a property:  choice of agent, sales method, asking price, marketing budget, and, of course, timing.
If considering listing your house for sale by auction, a study by Brisbane-based JA group suggests that the weather can have a substantial influence over the outcome for auctions being held on-site.
JA did a sample across 364 auctions, cross-referencing numbers attending with outcomes, clearance rates and the type of weather.
The study found that as the weather deteriorated, not only did the numbers of attendees drop, as might be expected, but the auction clearance rates also fell.
An auction clearance rate is the most commonly cited benchmark for the relative heath of a residential property market.  The rate reflects the reported percentage of auctions that were successful.
On just over half of the occasions, when the weather was deemed to be “great”, an average of 31 people were recorded at each of the auctions, leading to an average of 1.64 bidder registrations and a property clearance rate of 48%.
On 27% of the occasions with “good” weather, attendees dropped to an average of 22, with bidder registrations at 1.2.  The auction clearance rate also dropped to 36%.
A further 11% of auctions occurred in weather that was deemed to be “ordinary”, and in these conditions attendees dwindled to 16, with bidder registrations averaging 1.5.  The clearance rate hovered at 38%.
“Very ordinary” weather occurred for the remaining auction sample.  And here, I do have to interject that in spite of our recent rains, “very ordinary” might well mean “spectacular” to those folks in the southern parts of the land, and yes, we are spoiled up here in the sunshine state.
The average crowd size and bidder registrations remained about the same, but the gloomy weather caused the clearance rate plummet to 18% – a full 79% drop from the auction results recorded on great weather days.
So, there’s no solid scientific data to back up any conclusions here, but hey, I’ve seen heavier bets placed on far less credible data.  And I must admit it makes sense. One thing agents do agree on is that optimal weather conditions are conducive to optimal sales results, though this doesn’t mean that a good sales result is doomed due to overcast weather conditions.
This study suggests that for auctions, agents may want to consider creative ways to ensure healthy attendance numbers and buyer activity; and sellers may wish to re-evaluate the time of year to sell, and whether to consider an in-room rather than on-site auction.

Arno Corporation has revealed ORBIS, a new luxury apartment to be built with a unique architectural expression.
Orbis is inspired by Indian-born British sculptor Anish Kapoor’s three-storey "sky dish" in New York City’s Rockefeller Center.
Inspiration is also drawn from surrealist painter Rene Magritte’s mysterious suspended orbs painting The Voice of Air.
Orbis is designed with an architectural technique associated with sculpture, which involves the selective removal of a mass to reveal a figure or image.

The new apartment complex is the latest collaboration between Arno Corporation’s Andrew Cook and Anthony Heffernan, and ARM Architecture.
Arno Corporation’s Anthony Heffernan says ARM’s intriguing design for Orbis plays with perceptions of space and depth by scooping out selective masses from the distinctive façade, creating the illusion of enormous reflective orbs and dishes that cleverly invert and reshape their surrounds.
There are a total of 48 apartments, with one-bedroom-plus-study units comprising 40% of the complex and two-bedroom apartments taking up 60%.

The apartments range from 55 square metres to 86 square metres, with terraces ranging from approximately eight square metres to 56 square metres.
A one-bedroom-plus-study unit starts at $495,000, two-bedroom apartments start at $590,000 and two-bedroom, two-bathroom units start at $650,000. Prices range up to $910,000.
All apartments have one undercover secure car space with storage. The northern penthouse apartments are the only exception with two car spaces and storage.

More than 20% of Orbis’ 48 apartments sold before the building’s launch at the end of July, with no further update given at time of publication.
“The degree of luxury and organic design – inside and out – won’t be matched on the market for a very long time,” says Heffernan.
The inside of the apartments will consist of mosaic glass tiles, timber oak floors, Miele appliances, Fisher &amp; Paykel remote dishwasher, stone benches, track lighting light fitting, 100% wool loop tile carpet – with a choice of three colours – taps in aged bronze, brushed brass or chrome with a colour scheme choice of light or dark.

ARM Architecture is led by Ian McDouhall, who has previously worked with the Hamer Hall redevelopment, the Melbourne recital Centre and Arno Corporation's Momentum, which will be Orbis's neighbour.
Arno Corporation is celebrating 25 years in the property industry this year and is regarded as one of Victoria’s foremost residential luxury property developers.
Other projects by Arno Corporations include the FACE development in Acland Street, St Kilda, and ISIS development in Domain Road, South Yarra.
The Orbis development display suite is located on the corner of Eastern Road and Palmerstone Crescent, South Melbourne.
The display suites are open on Saturday and Sunday from noon to 4pm and Monday to Thursday from noon to 2pm.
Orbis Development is scheduled for completion in 2014.

The estimated gross annual rent that national leather and vinyl products restoration company The Leather Doctor will pay to lease a warehouse/office complex in the industrial precinct of Molendinar on the Gold Coast. The company has leased 9/6-8 Enterprise Street, Molendinar, as its headquarters in a deal negotiated by Steve Macgregor of Ray White Industrial Gold Coast. The property has over 500 square metres of warehouse area and 80 square metres of office space.

The estimated net annual rent that international supply chain/logistics solutions supplier Tomax Logisitics will pay to lease warehouse space at Noble Park in Melbourne’s south-east. The 215 Browns Rd facility comprises a 3,600-square-metre warehouse space on a 10,000-square-metre site with drive-around facility and dual access points. The deal was brokered by Savills Notting Hill office director Lynton Williams. The lessor is a Melbourne-based private investor.

The annual rents per square metre being achieved at 574 St Kilda Road, which is now 100% leased after BIC Australia chose the Juilliard Group’s building for its new Australian office headquarters.  BIC Australia has leased the whole of Level 4 at 574 St Kilda Road in a deal that includes building signage rights. The company will occupy 916 square metres of office space previously home to global IT company Unisys on a 10-year lease commencing on October 15.  Ben McKendry, Colliers International associate director of office leasing, negotiated the deal.

 The annual rent plus GST that Epic Recruitment will pay to lease a 272-square-metre commercial unit on the Gold Coast for three years with a three-year option. Rent will increase by 4% each year as part of deal negotiated by James Crawford of Colliers International. The leasing deal was struck before a sales contract for the property at 2/12 Millaroo – also negotiated by Crawford – had a chance to settle. The buyer paid $455,000 plus GST for the commercial unit. It was part of a portfolio of 15 properties Crawford sold for a total of more than $8 million at Helensvale and Oxenford on the Gold Coast on behalf of vendor Victorian-based investor Torlu.

The net annual rental industry sources estimate global hearing solutions company Bernafon Australia Pty Ltd will pay to lease a warehouse/office complex at Nundah on Brisbane’s northside. The 6,745-square-metre site at Lot 4/629 Nudgee Road, Nundah, was secured in a deal negotiated by Ray White Industrial Milton principal Paul Anderson. Bernafon Australia (a subsidiary of Swiss-based Bernafon) currently employs more than 100 staff and has been manufacturing and distributing in excess of 1 million hearing devices in Brisbane for the hearing-impaired community in Australia over the last 20 years. Bernafon has taken out an eight-year lease with five renewal options of five years.
