Developer <a href="https://www.apartments.com.au/developers/bottega-property-group">Bottega House</a> has secured council approval for its first Brisbane project - a $270 million luxury residential development on an absolute riverfront site in leafy St Lucia.&nbsp;

The 15-storey project, known as <a href="https://www.apartments.com.au/new-apartments/st-lucia-by-bottega-house-180-macquarie-street-st-lucia-qld-4067">St Lucia by Bottega House</a> , will occupy a prime north-facing site at 178-180 Macquarie Street, directly fronting the Brisbane River in the established inner-west suburb known for its rowing clubs, golf courses and sprawling University of Queensland campus.&nbsp;

St Lucia by Bottega House will feature a suite of amenities including dedicated wellness spaces, a mineral pool and cold plunge. The project has been positioned to attract affluent owner-occupiers seeking high-quality, house-sized apartments.&nbsp;

Bottega House has been set up by co-directors Nick Malloch, Louis Mennes and Craig Marsh.

Malloch said the project drew inspiration from its Brisbane River setting and leafy inner-west surrounds, while responding to the demands of discerning locals looking to transition from freestanding homes into apartment living.&nbsp;

"With an expansive river frontage and lush green surrounds, we knew we had to create something special that reflects the natural beauty of the location while offering residents masterfully crafted homes," said Malloch.&nbsp;

"Our intent was to complement the project's quiet, private setting by introducing residences that offer a calm retreat and sanctuary from the everyday. The result is a harmonious blend of architecture, interiors and amenity that emphasises wellbeing, comfort and beauty without excess."&nbsp;

Malloch added that project consultants had been carefully selected in alignment with Bottega House's commitment to care, quality and attention to detail. The design team includes architects <a href="https://www.apartments.com.au/architects/plus-studio">Plus Studio</a>, interiors practice <a href="https://www.apartments.com.au/interior-designers/mim-design">Mim Design</a> and landscaping by <a href="https://www.apartments.com.au/architects/urbis">Urbis</a>.&nbsp;

Three-bedroom apartments are expected to start around $5 millio. Selling agents Keenan &amp; Byrne said the pricing strategy for the project was anticipated to achieve upwards of $25,500 per square metre.&nbsp;

The project's development approval this week follows the success of Bottega House's inaugural Queensland project - a 22-storey collection of full-floor sky homes at Broadbeach on the Gold Coast which included the sale of a two-storey penthouse at a record price for a beachside residence.&nbsp;

St Lucia by Bottega House is expected to launch to market in November, with construction anticipated to be completed mid 2029.

<a href="https://www.apartments.com.au/developers/sherpa-property-group">Sherpa Property Group</a> is advancing its affordable apartment model into Brisbane with the acquisition of another site at Cordelia Street in South Brisbane for $27 million.

Sherpa, which has a $1.7 billion pipeline across Southeast Queensland, intends to bring a cohort of apartments exclusively for first homebuyers into its proposed 186-apartment project to be built at 2 Cordelia Street.

The Sherpa model has already been incredibly well received from their Gold Coast projects, where Sherpa Group set aside a number of apartments exclusively for first homebuyers.

The new $320 million project marks Sherpa Group's second development in Brisbane, following its $255 million Symphony project, also on Cordelia Street, which is currently under construction.

Symphony will deliver 146 apartments across 28 levels, offering a mix of one, two and three-bedroom apartments. With 114 already sold, construction by <a href="https://www.apartments.com.au/builders/lps-group">LPS Group</a> is scheduled for completion in 2028.

One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Not all apartment amenities are immediately visible.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Increasingly, buyers are placing value on the practical aspects of day-to-day life. Fast internet, EV charging, secure bike storage, flexible workspaces and parcel management are becoming just as relevant as lifestyle amenities, reflecting changing habits and expectations.

Online shopping has been one of the biggest drivers of that shift.

Australians spent a record $82.6 billion shopping online in 2025, with almost one in every four retail dollars now spent digitally, making parcel deliveries a routine part of everyday life rather than an occasional convenience.

For apartment residents, however, receiving those deliveries isn't always straightforward.

Without someone home to accept a parcel, deliveries can be redirected to a nearby Post Office, left in building foyers or common areas, or require building management to temporarily store packages. As apartment living continues to grow across Australia's cities, parcel management has become an increasingly important consideration for both residents and developers.

Australia Post's Parcel Locker network is one response to that shift.

Rather than relying on home delivery, eligible parcels can be directed to a nominated Parcel Locker, where they're securely stored until collected. Once a parcel arrives, residents receive a notification through the AusPost app or SMS and can retrieve it using a one-time code or QR code at a time that suits them.

The network has expanded to more than 1,500 locations nationwide, with Parcel Lockers positioned at Post Offices, shopping centres, supermarkets, transport hubs and, increasingly, within or alongside residential developments.

That growing presence reflects a broader change in how apartment buildings are being planned.

Developers are increasingly considering the operational side of apartment living alongside traditional lifestyle amenities. Just as secure mailrooms, bicycle storage and EV charging have become more common inclusions, parcel management is emerging as another feature that supports everyday convenience.

It also helps preserve the arrival experience within a building. Carefully designed lobbies and communal spaces can quickly become cluttered when deliveries accumulate, while secure parcel solutions reduce the likelihood of missed deliveries or parcels being left unattended.

For buyers comparing apartments, these everyday details are becoming part of the decision-making process.

Location, floorplans and finishes remain fundamental, but the features that simplify daily life are carrying greater weight than they once did. As online shopping continues to shape consumer behaviour, secure parcel delivery is increasingly becoming another amenity worth looking for.

The management of growth across Sydney should be helped by the NSW government announcement of 17 new councils through amalgamations.
The NSW government has needed to take on a reform agenda for local government for decades and is now delivering.
The announcement that the government is proceeding with the formation of 17 new councils including 7 in metropolitan Sydney should finalise debate and lead to more effective councils. 
The government is also supporting in principle 9 more new councils including 6 in metropolitan Sydney subject to court decisions and this is likely to also lead to more effective councils.
The most important thing is to finalise the transition quickly so strategic planning and development assessments are not disrupted.
The Urban Taskforce has seen delays to planning decisions for large projects that have been caught up in the proposed amalgamations and a clear decision on the final structure of council boundaries should give clarity to responsibilities for planning decisions. We urge the government to ensure that planning determinations have clear processes for decision making during the transition phase to the new councils.
There would appear to be a role for the Greater Sydney Commission to take over some planning decisions in Sydney during the transition to the new councils through their two planning panels. Now that the 6 District Commissioners are appointed the new panels should be able to get underway soon.
The amalgamation of rural councils should lead to more effective servicing of communities but towns that are a long distance apart will need local service centres for their communities.
The Urban Taskforce is keen to work with the state government on ensuring planning services, particularly for approvals, are not disrupted during the transition to the new council structures.

Stronger councils good for a growing city and state: Chris Johnson

MaxCap Group leases Pitt Street office

Melbourne-based developer and fund manager OpenCorp has launched a new fund to invest in a development in the Melbourne suburb of Hawthorn East.
Australian investors have the opportunity to invest in OpenCorp’s 70-apartment boutique development on Toorak Road, worth an estimated $40 million.
The $6.5 million site was acquired through a competitive tender process in December 2015. The development falls within the tightly held area of Boroondara, one of Melbourne’s most highly sought after council areas.
The Hawthorn East fund is the second project to be offered to investors under OpenCorp’s ‘Open Access Fund’, which allows investors to hold their money in the fund, generating a low-risk return, before they allocate it into new projects as opportunities arise.
OpenCorp director Matthew Lewison said the project is forecast to achieve about 50 per cent return on equity over the next 2.5 years.
“The Hawthorn East development sits within an area with extremely high demand. Projects nearby have sold out, and we expect this boutique development to attract a huge amount of interest,” Lewison says.
The first fund to be released through the Open Access Fund, the Albion Fund, was fully subscribed, raising $6.5 million in three weeks.
Since its launch on March 18, the Open Access Fund raised $10.5 million in equity in under six weeks from individual and SMSF investors.
OpenCorp has engaged architects ROTHELOWMAN to design the development, which will be marketed towards the downsizer and owner-occupier.
The development will include a ‘flexi option’ where buyers can combine two one-bedroom apartments to create a 103 sqm, three-bedroom option, with upper levels likely to have city views.
With a median house price of $2.3 million, Hawthorn East is currently Victoria’s third most expensive suburb and has long been a sought after area for Melbourne buyers.
OpenCorp currently has a project development pipeline of more than $500 million in apartments and townhouses around Australia.

A portfolio of three commercial inner-city Melbourne properties has been solid on behalf of the estate of architect Walter Pollock for a total of $13.35 million.
The properties comprised 182-188 Clarendon Street, South Melbourne which sold for $5.985 million, $2 million above reserve, 341-345 Queensberry Street, North Melbourne which sold for $5.3 million, $2.3 million above reserve and 59-61 Park Street, South Melbourne  which sold for $2.065 million.
Fitzroys agent James Gregson said the properties fetched nearly 50 percent more than the $9 million-combined they were expected to realise.
"The 420sqm approx 182-188 Clarendon Street site sold on a remarkably sharp 1.6 percent yield and after receiving in excess of 100 buyer enquiries, the property ultimately selling on a land rate of $14,387 per sqm,” he said.
"The site features three street frontages and a functional 300sqm retail freehold, and was sold with a monthly tenancy in place returning significant income. The Commercial 1-zoned property was offered with the development potential of a height limit of six stories of 23.5 metres with no setbacks, or up to 19.5 metres of circa five levels.
"The corner site at 341-345 Queensberry Street (above) sold under the hammer for $5.3 million after being placed on the market at $3 million, reflecting a land rate of $14,000 per sqm and $21,000 per sqm. On a land area of 370sqm approx, it has three street frontages with improvements comprising a two-level freehold with excellent on-site car park."
The 246sqm corner retail/showroom investment site at 59-61 Park Street, was sold on a 4.98 percent yield with a lease term of 3+3 years and currently returning $103,415 plus GST.

If Reserve Bank Board members had to be “persuaded” to cut rates, it is clear that there was a variety of views.
It also seems clear that there was some reluctance to cut rates. And that is understandable. Ordinarily you cut rates if the economy is weakening and needs and extra kick along. But that is certainly not the case. The issue is solely inflation, more specifically, the outlook for inflation.
Inflation is tipped to remain low and that means that the economy could grow a little faster. Board members also had to be comfortable (“persuaded?) that a rate cut wouldn’t cause the housing market to become over-inflated.

It is important to remember that there is no formal vote at Reserve Bank Board meetings. Decisions are arrived at by consensus (a “collegiate approach”). Reserve Bank Board members are no doubt a touch sceptical that rate cuts still work to lift growth and inflation at low nominal levels.
Some economists and strategists have pushed for another rate cut in June. This is now far from likely. The “rate cut school” are failing to properly understand the position of Reserve Bank Board members. The Reserve Bank Board will wait for the next inflation data at the end of July. There is no rush. And Board members may have to again be convinced that a rate cut is a useful thing to do.
Another rate cut may occur in August but it all depends on inflation. If the economy continues to out-perform and the housing market remains bubbly then the Board will remain firmly on the sidelines. A key question is whether a rate cut would actually do anything – it could up being counter-productive – causing people to fret that the economy is in some form of trouble.   What do the figures show? Australian dollar: “The exchange rate depreciation since early 2013 was assisting with growth and the economic adjustment process, although an appreciating exchange rate could complicate this.”

Inflation: “…the CPI data had indicated that weakness in domestic cost pressures had been broadly based. Non-tradables inflation had declined further in March to around its lowest year-ended rate since the late 1990s, reflecting low growth in labour costs and a range of other factors, including heightened retail competition, a moderation in conditions in housing rental and construction markets, and declines in the cost of business inputs such as fuel and utilities.”
Wages: “…information from the Bank's business liaison suggested that firms generally had been unwilling to make offers of wage growth below 2 per cent. But if inflation was to be persistently lower than previously forecast, it was possible that, in time, this could be reflected in lower wage growth.
Consumer spending: “Information from the Bank's liaison with retailers suggested some moderation in trading conditions in 2016, although conditions had remained generally positive.”
Consumer confidence
The ANZ/Roy Morgan consumer confidence rating rose by 1.1 per cent to 115.1 in the week to May 15.
Confidence is up 0.4 percent over the year and above the average of 112.1 since 2014. Two of the five components of the index rose in the latest week:
The estimate of family finances compared with a year ago was  down from +5 to +4; The estimate of family finances over the next year was  down from +26 to +25; Economic conditions over the next 12 months was  up from -3 to +3; Economic conditions over the next 5 years was  up from +7 to +10; The measure of whether it was a good time to buy a major household item was down from +34 points to +33 points.
New car sales:
According to the Australian Bureau of Statistics (ABS) new vehicle sales fell by 2.5 per cent in April after rising by 2.2 per cent in seasonally adjusted terms in March. Passenger car sales fell by 1.2 per cent, while sales of sports utility vehicles fell by 2.6 per cent and sales of “other” vehicles (includes utilities, panel vans, cab chassis, goods carrying vans, rigid trucks, prime movers, non-freight carrying trucks, and buses) fell by 4.8 per cent.
New vehicles sales were up by 2.4 percent over the year. Passenger car sales in April were up by 0.6 percent over the year while SUVs sales were up by 1.6 percent and “other vehicles” were up by 7.8 percent.
Sales across the country in April: NSW (-1.5 per cent); Victoria (+0.1 per cent); Queensland (-7.7 per cent); South Australia (-4.5 per cent); Western Australia (-1.3 per cent); Tasmania (+0.9 per cent); Northern Territory (-6.7 per cent); ACT (-1.8 per cent).
In rolling annual terms, a record 1,169,057 new vehicles were sold over the year to April. Sales of SUVs (423,744) hit record highs in annual terms, while annual sales of “other” vehicles stood at a 32-month high of 238,309.
Sales of passenger vehicles lifted from a near 19-year low of 505,348 to 507,004 in the year to April.
SUVs accounted for a record 45.53 per cent of combined  passenger car and SUV sales in the year to April.
What is the importance of the economic data?
The ANZ/Roy Morgan weekly survey of consumer confidence  closely tracks the monthly Westpac/Melbourne Institute consumer sentiment index but the former measure is a timelier assessment of consumer attitudes and is now closely tracked by the Reserve Bank.
The Australian Bureau of Statistics  provides seasonally adjusted and trend estimates of industry data. The Federal Chamber of Automotive Industries  releases estimates of car sales  on the third business day of the month. The figures highlight the strength of consumer spending as well as conditions facing auto &amp; components companies.
The Reserve Bank releases minutes of its monthly Board meeting  a fortnight after the event. The minutes give a guide to Reserve Bank thinking on interest rate settings. What are the implications for interest rates and investors?
Future rate cuts are wholly dependent on inflation. If the next inflation figures are even slightly above RBA and market forecasts, then the Reserve Bank Board members will stay on the interest rate sidelines.
Australia is probably the only country in the world where rate cuts aren’t prompted by weakness in the economy.
Twice the Reserve Bank mentioned “heightened retail competition”. Global tech-led disruption is driving down costs, prices, wages and, in turn, interest rates.
Consumer confidence is remarkably positive despite the election now being in full swing and despite a weaker Aussie dollar.

Local Melbourne investor JAK Investment Group has paid $3,810,000 for 14 office suites at 425 Docklands Drive, Docklands.
The units were originally developed by ING in 2005 as part of the Waterfront City precinct.
The office suites are currently fully leased to a range of small and medium businesses. 
The deal was brokered by Lemon Baxter director Paul O’Sullivan.
Harbourtown Shopping Centre, adjacent to the precinct, was recently acquired by Ashe Morgan Capital for $140,000,000 and is being repositioned as a shopping and entertainment drawcard. Harbourtown has recently announced the commitment of a new Hoyts Cinema Complex and Early Learning Centre.

Office suites in Melbourne's Docklands change hands for $3.81 million

East Coast industrial vacancies have risen for the first time in a year, driven by a 6.2 percent increase in Melbourne, although Sydney and Brisbane recorded small declines over the quarter, according to the latest Industrial Vacancy Analysis research report by Knight Frank.
The total industrial vacancy on the East Coast currently sits at 2.19 million square metres, with a 2.3 per cent increase recorded over the past quarter. However, total vacancy fell by 8.3 percent over the past year, with Sydney driving this result, down a staggering 39 per cent over the year to April 2016.
Sydney was the standout market over the past year, recording a two per cent fall in vacancy over the past quarter to 482,820 square metres, said Knight Frank’s Group director of Research &amp; Consulting, Matt Whitby. 
Over the past year, however, vacancies have fallen from a peak of 807,485 square metres in January 2015.
“Sydney has seen a steady upward trend in leasing deal volumes, resulting in above-average stock take up for the past nine consecutive quarters. This is a result of a number of factors, including increased economic activity, particularly in the household goods and construction sectors, and high demand in the Sydney area due to the development of key infrastructure projects. However it is also due to large institutional owners moving tenants among portfolio assets,” he said.
Brisbane recorded a fall in vacancy for the third consecutive quarter, down by nine per cent since the recent peak in mid-2015, taking the total to 636,288 square metres. “Despite the recent improvement, the vacancy remains 51 per cent above the long-term average and tenant demand is still patchy. However, the vacancy level within existing assets should continue to decrease with tenants having the opportunity to upgrade their accommodation at lease end on competitive terms.”
“The Melbourne market continued its recent steady growth in vacancies, with a 6.2 per cent increase recorded over the past quarter to over a million square metres now available (1,074,788 square metres). This increase was dominated by prime stock (up 16 per cent), as secondary vacancy actually fell by two per cent over the quarter,” Whitby said. 
According to Whitby, although the level of vacant industrial space across the Australian East Coast market rose modestly over the past quarter, both prime and secondary vacancy fell over the past year, down by seven percent and nine percent respectively.
“Despite prime stock being highly in demand by industrial occupiers, given it is new and able to be tailored to individual businesses’ needs, the proportion of prime stock available now outweighs secondary stock across the East Coast.
“The key factors are due to current market conditions – cost-conscious occupiers are looking towards secondary stock. In addition, the emergence of new stock on the market has driven up availability.”
According to Whitby, “As at April 2016, the proportion of total vacancies made up of prime stock is now 53 per cent of East Coast industrial vacancies, up from 45 percent two years ago, and 37 percent three years ago.”
Whitby said that the preference in the market for prime space is clear to see, with 59 percent of take-up recorded being within prime accommodation over the 12 months to April 2016. The greatest bias to prime absorption was seen within the Sydney and Brisbane markets where 71 percent and 60 percent respectively of the annual take-up was prime space. In Melbourne, prime space accounted for only 48 per cent of take-up over the 12 months to April 2016.
Knight Frank’s head of Industrial, Greg Russell, said that following a softer pipeline of speculative stock over the past year, the April quarter saw the level of speculative stock available increase by 12 percent across the Australian East Coast market. 
“The interesting statistic this quarter, is that the level of speculative stock under construction has jumped 17 percent over the past quarter and more than doubled over the past year, from 53,500 square metres to 108,000 square metres currently, however, the speculative space completed but remaining vacant fell 31 per cent over the past year to 113,719 square metres.” 
“This has been predominantly driven by an increase in take-up for completed speculative product, coupled with new speculative commencements, as confidence returns in the markets, particularly in Sydney.
“The major institutional developers still have a healthy pipeline for further speculative development, and it will only take a few commitments to really see the speculative construction levels spike later this year and into 2017.”
Russell added that while the level of larger vacant options has been increasing in Melbourne, they have fallen in Sydney and Brisbane. The general trend towards upgrading accommodation by tenants means that prime, larger options will continue to attract solid demand and hence take-up. In Sydney, there are only eight prime opportunities above 10,000 square metres (down from 15 a year ago), while 23 over 10,000 square metres exist in Melbourne (up from 14 options a year ago), and there are 11 prime vacancies above 8,000 square metres in Brisbane (compared to 11 a year ago).

Brisbane
In Brisbane’s industrial sector (3,000 sqm+), total vacant space during the first quarter of 2016 fell by slightly to 636,288 square metres, but was down 6.4 per cent from a year ago (680,151 square metres).
Knight Frank’s joint head of Industrial Queensland, Mark Clifford and Chris Wright said, “The pre-lease market has been quite active and has contributed to the slow reduction in the vacancy levels. A flight to quality is evident and will continue whilst aggressive leasing deals are on offer.
“Pre-committed new construction is expected to provide further backfill vacant space over the course of 2016 with Beaumont Tiles, Couriers Please, Lindsay Bros Transport and OI all expected to make significant relocations during the year.
“We believe a series of imminent commitments will provide a solid boost to the leasing market. Tenants 6,000 square metres plus with a sufficient lead time will continue to be attracted to new construction as the low yield environment for long WALE assets supports construction at relatively lower rental levels."
Sydney
In Sydney’s industrial sector (5,000 sqm+), solid leasing activity has underpinned a decline in total vacant space, reducing 1.9 per cent during the first quarter of 2016 to 482,820 sqm.
Tim Armstrong, head of Industrial, NSW said, “Sydney’s industrial vacancies are now at a series low, which was the result of above average gross take up which measured 190,337m² over the past quarter, 35 per cent above the series average.
“Recent leasing demand has been primarily driven by 3PL groups as businesses continue to outsource logistic functions; however, there have been increased enquiry levels from pharmaceutical/medical operators in recent months.”
In terms of location, the Outer West continues to underpin leasing demand, accounting for 44 per cent of gross take-up over the first quarter of 2016 as four 10,000 sqm+ options were leased. However, a number of large backfill leasing options are starting to come back onto the market including the DHL backfill space at 227 Walters Road, Arndell Park which will partly offset above average leasing demand.
“While a number of speculative developments have been added to vacant stock levels over the past quarter, the reality is they aren’t remaining vacant for too long. In the first quarter of 2016, 25,442 sqm of under construction speculative stock was leased, highlighting the drive for operational efficiencies and demand for modern stock. Currently, unleased speculative stock measures 59,602 sqm, all of which is under construction with no vacant completed speculative stock available," said Armstrong.
“The generally positive outlook for the NSW economy is expected to see a continuation of solid leasing activity, particularly as there are a number of large briefs in the market which should crystallise into gross absorption throughout 2016,” said Armstrong.

Melbourne
Knight Frank’s senior director, head of Industrial Victoria, Gab Pascuzzi, said the impact of the upcoming closure of the automotive manufacturing and supply industry will start to come into fruition at the end of 2016. “To date this has had minimal impact on the industrial market, however we anticipate this will put increased pressure on vacancy rates across traditional industrial locations in 2017; predominantly across lower-grade secondary stock.
“Over the past 12 months, we have seen an increase in pre-commitment activity across Melbourne. Given the shortage of prime existing options in the market combined with increased tenant demand, we anticipate prime backfill space from the likes of Target and The Reject shop coming to the market later this year will be will be absorbed quickly.”
According to Pascuzzi, “The south-east region recorded the highest level of leasing activity since Q1 2010, totalling 70,995 square metres. However, we are seeing pressure in the market with a lack of large existing options notably in the West, with just two vacant stock options above 20,000 square metres.”

Perth
In Perth’s industrial sector (2,000sqm+), vacant industrial space in Perth increased by 16 per cent over the past quarter to 647,746 square metres, a series high.
Knight Frank’s senior director, head of Industrial WA, Jarrad Grierson, said Perth’s industrial market continued to be affected by the slowdown in the resources sector and relatively low market confidence with escalating levels of vacant space in the market.
“The Perth industrial market has a high correlation with the resources sector where companies are currently sitting idle or downsizing, triggering downward pressure on rental rates. Some businesses are taking advantage of the softer market conditions and looking to upgrade into better quality accommodation in a better location.
“Vacancy in secondary-grade buildings increased by 22 per cent over the past quarter and almost doubled over the past year and now accounts for 76 per cent of total stock. This is in stark contrast to the prime market, where vacancy was unchanged over the past quarter and actually fell by 24 per cent over the year.
“There continues to be a demand for sublease space in the market as these properties offer competitive rents and incentives in order to replace tenants. Activity in the market is also evident from pre-leasing activity that has occurred in the last 12-24 months.
“The market had 200,000 square metres of newly developed pre-lease space come on line, including a 42,000 square metres warehouse pre-leased to K-Mart in Jandakot in February. Moving forward this will continue to impact the level of backfill space once occupiers relocate into new industrial space,” concluded Grierson.

East Coast industrial vacancies rise for the first time in a year: Knight Frank

The minutes of the May monetary policy meeting of the Reserve Bank Board provide only one additional insights to the Statement on Monetary Policy (SoMP) which printed on May 6.
This insight is in the final paragraph of the “Considerations” section where it emphasised the closeness of the decision to cut the overnight cash rate using the qualification, ”members discussed the merits of adjusting policy at this meeting or awaiting further information before acting.” This wording which may be interpreted as a truism is, nevertheless, not always used and would therefore cast considerable doubt on prospects for a follow up move before our preferred date of August when further information on inflation will be available.
In the SOMP and repeated in these minutes the following key observation was made: “Members noted that developments over recent months had not led to a material change in the outlook for economic activity or the unemployment rate but the outlook for inflation had been revised lower.” The Board also noted that developments in the housing market represented less risk of overstimulating with a further rate cut.
The discussion on inflation highlighted the following points – “weakness in domestic cost pressures had been broadly based reflecting low growth in labour costs and a range of other factors including heightened retail competition, a moderation in conditions in housing rental and construction markets and declines in the cost of business inputs such as fuel and utilities”. It was also noted that low wage growth and heightened retail competition appeared to have limited the extent to which importers were passing on higher import prices to retail prices.
Particular emphasis is given to subdued growth in labour costs (a bit weaker over 2015 than expected). It is important to note that the Bank’s forecasts embody the expectation that growth in the wage price index will stabilise around current rates before gradually picking up later in the forecast period. Bank liaison suggested that firms had been unwilling to make offers of wage growth below 2%. In this regard the next wage price index which prints tomorrow will be closely watched. Westpac expects a 0.4% print down from 0.5% last quarter and 0.6%’s in previous quarters – if correct this result will certainly unnerve the authorities although, in our view, not sufficiently to trigger a rate cut before our current timing of August by which time the Bank will have received the full picture on price developments from the June quarter inflation report.
As discussed above the inflation outlook was the only real change from previous assessments. Employment is expected to continue to grow at a slower pace than had been evident over the previous year and the unemployment rate was expected to remain around 5¾% over the next year or so before gradually declining. This outlook is broadly in line with that set out in February and from our perspective is somewhat cautious. For example, Westpac expects the unemployment rate to have edged down to 5.4% by mid next year.
Consistent with the Bank retaining its 3% growth forecasts for 2016 and 2017 in the May SoMP the commentary around the overall real economy is broadly unchanged. Further strong growth in dwelling investment is expected; house prices are expected to grow moderately; indicators of business investment intentions remain weak with non-mining investment only forecast to gradually pick up later in the forecast period and the magnitude of mining investment was expected to diminish over the next couple of years.
At the time of the May Board meeting the AUD was around USD 0.76 and TWI 63.3 prompting the following observation in the minutes: “the exchange rate depreciation since early 2013 was assisting with growth and the economic adjustment process, although an appreciating exchange rate could complicate this.” That compares with USD 0.73 and TWI 61.4 today, providing the Board with considerable comfort around the impact of the AUD on Australia’s growth prospects.
As discussed in the SoMP the Bank appears to be increasingly nervous about China. While recognising the short term impact of more stimulatory policy settings the minutes conclude that these actions might adversely affect financial stability and the economic outlook in China more broadly in the medium term.
There would also appear to be a scaling back in the RBA’s expectations for US Federal Reserve policy. Rather than refer to the Fed’s tightening cycle the minutes now choose to quote market pricing which implies at most one 25bp increase in the Federal Funds rate during 2016.
Conclusion
It is difficult to see any significant additional insights in these minutes relative to the more comprehensive Statement on Monetary Policy.
With reasonable prospects for ongoing above-trend growth we expect that the Bank will be satisfied that its next rate cut in August will provide further support for its current forecast that underlying inflation will be back near the bottom of the target zone in 2017. However, clearly with the evidence of today’s minutes emphasising the importance of the inflation outlook, risks to our current forecast must remain to the downside.
