One of North Sydney's best-known commercial buildings could become hundreds of new homes, with insurance giant Zurich Australia lodging a State Significant Development Application (SSDA) to transform 5 Blue Street into a mixed-use residential development above North Sydney Station.

Rather than demolishing the existing building and starting again, Zurich is proposing an adaptive reuse project that would convert the landmark office building into a 15-level residential development delivering 62 apartments, 86 affordable co-living dwellings, activated retail and significant upgrades to the Blue Street Plaza.

The proposal reflects a growing trend of commercial property owners repositioning ageing office assets into residential housing as Sydney grapples with housing supply shortages and changing workplace demand.

Located directly above North Sydney Metro and train station, the 3,051 sqm site occupies one of the most strategically positioned parcels of land on Sydney's Lower North Shore.

Designed by fjcstudio, the proposal seeks to retain and adapt much of the existing structure while creating a contemporary residential address that better connects with the public domain surrounding North Sydney Station.

The application proposes two basement levels, ground floor retail, affordable co-living accommodation across the podium levels, and apartments above, while preserving and enhancing the publicly accessible Blue Street Plaza.

Rather than pursuing maximum apartment numbers, Zurich has opted for a housing mix heavily weighted towards larger owner-occupier residences.

The proposal includes 62 build-to-sell apartments comprising 12 one-bedroom, 19 two-bedroom, 29 three-bedroom apartments and two premium penthouses. It also incorporates 86 affordable co-living dwellings, which would be managed in perpetuity by a Community Housing Provider.

That balance between traditional apartments and affordable housing reflects the NSW Government's push to increase housing diversity around major transport infrastructure.

The proposal has been lodged concurrently with a rezoning application, with Zurich arguing the site is ideally positioned to support additional housing given its immediate proximity to public transport, employment and services.

"The proposal aims to respond to the housing challenges facing Sydney through the delivery of diverse housing types in a highly accessible location," the design report by fjcstudio states. It also seeks to improve pedestrian amenity through upgrades to Blue Street Plaza while creating a high-performing residential building that responds to the surrounding context.

Rather than replacing the commercial building, fjcstudio has developed a design that works with the existing structural framework above the rail corridor, an approach that significantly reduces demolition while allowing the site to be repositioned as a mixed-use residential precinct.

The existing structural constraints have informed much of the building's design, including its relationship with Blue Street and surrounding public spaces.

The building has been designed as a slender tower rising above a clearly defined podium, with vertically expressed façades intended to reduce the perceived bulk while reinforcing North Sydney's emerging skyline.

According to fjcstudio, the architectural language responds directly to the surrounding commercial towers while maintaining a finer grain expression more closely aligned with the neighbouring Lavender Bay streetscape.

The tower incorporates articulated façade elements, landscaped podium edges and recessed upper levels to soften its appearance and improve pedestrian amenity below.

A significant component of the proposal is the revitalisation of Blue Street Plaza.

The existing public space has long served as one of the primary pedestrian connections between North Sydney Station, Greenwood Plaza and Blue Street, yet its role is expected to become even more important following the opening of Sydney Metro.

Zurich's proposal seeks to strengthen that role by improving landscaping, introducing new retail frontages, enhancing pedestrian permeability and creating more active edges throughout the day and evening.

Ground floor retail would wrap the plaza, while separate residential and co-living entries have been designed to improve wayfinding without reducing street activation.

Landscape design has been integrated throughout the podium and public realm, softening what is currently one of the most heavily urbanised parts of North Sydney.

Large framed openings along the western elevation maximise harbour outlooks, while the eastern apartments have been angled towards the south-east to improve privacy from neighbouring development.

The project forms part of the continuing transformation of North Sydney from a predominantly commercial CBD into a genuine mixed-use city centre.

Since the completion of Victoria Cross Metro Station, developers have increasingly shifted their attention towards residential projects capable of leveraging the area's unparalleled transport connectivity.

FiveX recently lodged plans for a 61-storey, 490-apartment tower that would become one of the tallest residential buildings in North Sydney if approved.

Aqualand continues to expand its Lower North Shore presence following the completion of AURA on Walker Street and its recent St Leonards and Roseville proposals.

Developers are also progressing projects throughout Walker Street, Miller Street and the Victoria Cross precinct as demand for well-located owner-occupier apartments continues to strengthen.

First look: Zurich targets North Sydney office conversion with 148-unit proposal above Metro station

Busy developer Aqualand Prestige has formally taken the next step in its expansion across Sydney's Lower North Shore, lodging a State Significant Development Application (SSDA) for its long-held Archer Street site in Chatswood.

The application covers <a href="https://www.apartments.com.au/new-apartments/51-55-archer-street-chatswood-nsw-2067">51-55 Archer Street</a>, a 1,767 sqm amalgamated site on the eastern edge of the Chatswood CBD, where the developer is seeking approval for a 45-level mixed-use tower delivering 114 apartments, including a significant affordable housing component, alongside retail, commercial space and six basement levels of parking.

The SSDA marks the latest milestone for a project Aqualand has been quietly progressing over the past two years. The developer first secured the site for its Aqualand Prestige platform before undertaking an alternative design excellence process with PTW Architects, ultimately avoiding a formal design competition through the Housing Delivery Authority pathway.

The proposal has evolved considerably from Aqualand's original concept. The revised scheme has been designed around larger owner-occupier product, with an unusually high proportion of three and four-bedroom apartments, targeting the more affluent buyer profile, and downsizer, emerging across the North Shore.

The 114-apartment mix comprises six studios, 27 one-bedroom apartments, 18 two-bedroom apartments, 50 three-bedroom residences and 13 four-bedroom homes. A quarter of the building will be dedicated to affordable housing, well above the mandated 15 per cent&nbsp;

PTW has structured the building vertically, with affordable housing across levels one to six, premium apartments through levels seven to 31, duplex skyhomes on klevels 32 to 43, a penthouse on level 44, and a rooftop plant level above. Six basement levels will provide resident parking and servicing.

The tower is proposed to reach approximately 154 metres, placing it among a growing collection of residential high-rises transforming Chatswood's skyline.

Rather than competing purely on height, PTW says the design has been driven by creating a slimmer tower capable of delivering significantly larger apartments.

"The primary objective of this project was to create a distinctive building that stands out from the recently approved or built structures in the Chatswood area," the design report states, noting the structural efficiency allows greater investment into apartment quality and resident amenity.

Residents would have access to more than 450 sqm of communal open space including landscaped gardens, swimming pool, rooftop entertaining areas, fitness spaces, community gardens, children's play areas and barbecue facilities.

A major focus of the design has been the public domain.

The ground plane has been opened up through landscaped terraces inspired by Willoughby's sandstone ridges, with native planting, public seating, artwork, retail activation and a series of gathering spaces intended to soften what has traditionally been a hard commercial streetscape.

The landscape strategy references Blue Gum forests once common throughout the area, while incorporating Indigenous storytelling, public art and lighting installations to strengthen the connection to Country.

Chatswood has been one of Sydney's busiest apartment markets over the past 12 months, with a steady pipeline of both new project launches and fresh development applications.

Hyecorp recently launched Celine, a 122-apartment development just along Archer Street, while Changfa and Huirong Group are progressing The Anderson, an 84-apartment project on Anderson Street.

Develotek recently secured approval for a 101-apartment tower on Pacific Highway, while Tian An LFD received the green light for Hammond Greens, its apartment development on the edge of the Chatswood Bowling Club.

Commercial property developer FiveX is also making its move into the residential market. Last month it lodged plans for a 61-storey tower with 490 apartments, which, if approved, would become one of the tallest residential buildings in Chatswood.

Aqualand is also expanding its development pipeline following the launch of its luxury residential brand, Aqualand Prestige. The developer has delivered a string of high-end apartment projects across Sydney's affluent suburbs over the past decade, most recently AURA by Aqualand on Walker Street in North Sydney.

It has since quietly assembled its next wave of projects.

Earlier this year Aqualand launched Boronia in Roseville, a boutique 111-apartment development on Larkin Street. The project is one of the first significant apartment developments to launch in the suburb ahead of what is expected to become one of Sydney's most active new housing precincts under the NSW Government's Low and Mid-Rise Housing reforms, which allow greater density around train stations.

Mass timber is becoming an increasingly popular construction material in apartment developments, but Adelaide developer <a href="https://www.apartments.com.au/developers/otello">Otello</a> is taking the approach a step further.

At its new <a href="https://www.apartments.com.au/new-apartments/flowe-bowden-18-gibson-street-bowden-sa-5007">Flowe Bowden</a> development, the exposed cross-laminated timber (CLT) structure isn't just about reducing the building's environmental footprint. It also forms the foundation of a broader wellness strategy, influencing everything from indoor air quality and natural materials to the way residents move through and experience the building.

The 115-apartment mixed-use development, designed by Melbourne-based architecture practice Fieldwork, will occupy a prominent island site opposite Bowden Village Reserve, combining one, two and three-bedroom apartments with retail and a dedicated wellness destination.

Wellness isn't confined to a gym or shared resident facility at Flowe. Instead, Fieldwork embedded the concept into the building itself.

The development has been split into two residential wings connected by a naturally ventilated central breezeway, replacing traditional enclosed corridors with open-air walkways that improve natural light, encourage cross ventilation and create more opportunities for neighbourly interaction.

"Rather than treating wellness as something that only happens on the ground floor, our response integrates it throughout the building, which led us to ask what it really means to design a healthy building," Fieldwork Director Quino Holland said.

The building's architecture also reflects Bowden's industrial heritage. The lower podium references the area's historic brick and sandstone buildings, while the upper levels transition to exposed CLT, allowing the timber structure to become a defining feature throughout the apartments and shared spaces.

The use of mass timber sits alongside a range of sustainability initiatives, including a fully electric, gas-free design, rooftop solar and a targeted 5 Star Green Star rating.

Inside the residences, the focus remains on natural, durable materials. Blackbutt engineered timber flooring, exposed CLT ceilings, porcelain surfaces and warm timber joinery create a calming interior palette, while low-VOC finishes and responsibly sourced materials have been selected to improve indoor air quality.

Kitchens have been designed as the centrepiece of each apartment, featuring porcelain island benchtops, timber-look cabinetry and brushed steel tapware, with layouts that maximise natural light and ventilation.

The more traditional interpretation of wellness comes in the form of Level Eleven, a two-storey wellness club spanning the ground floor, mezzanine and first floor.

Swimming pools, gyms, rooftop terraces and residents' lounges have long featured on buyers' wishlists, but as the way Australians live has changed, so too have the features that make apartment living more convenient.

Inca Property Group has lodged a State Significant Development Application (SSDA) for Dawn, a 53-apartment oceanfront development overlooking Mona Vale Beach.

The proposal, at 35-39 Darley Street East, would replace an existing 18-apartment strata building with a new owner-occupier-focused development comprising 53 two and three-bedroom apartments, including nine affordable built-to-rent residences delivered under the State's infill affordable housing scheme.

Positioned on a 2,679 sqm elevated site around 280 metres from Mona Vale Beach, the development has been designed to maximise panoramic ocean views while responding to the site's sloping topography.

<a href="https://www.apartments.com.au/developers/inca-property-group">Inca Property Group</a> Managing Director Josh Thompson said the State Significant pathway provided greater certainty for projects of this scale.

"This State Significant pathway gives the team real certainty to progress <a href="https://www.apartments.com.au/new-apartments/dawn-35-39-darley-street-east-mona-vale-nsw-2103">Dawn</a> through to completion," Thompson said.

"It allows us to acquire a one-off site, design it carefully and deliver the right offering for the suburb, assessed by the NSW Government's planning department."

The project is one of the first developments in the area to be assessed under the NSW Government's Low and Mid-Rise Housing policy, with the site sitting on the edge of the policy's designated inner area.

The proposal includes three basement levels providing 124 car spaces, alongside a range of resident amenities including a swimming pool, gym, sauna, wellness facilities and private plunge pools for selected ground-floor and penthouse apartments.

Thompson said Dawn had been designed specifically for owner-occupiers and downsizers, a buyer profile that has driven demand across Inca's recent Upper North Shore developments.

"The majority of buyers in our recent North Shore projects have been downsizers, and we are learning exactly what this market is looking for. Beyond the location itself, we have included resort-style amenities to deliver a genuine lifestyle offering," Thompson said.

Located within walking distance of Mona Vale Beach, the town centre, Mona Vale Golf Club and the Royal Motor Yacht Club, Dawn represents Inca's first Northern Beaches project following the sell-out of Tara on Park in Waitara and Ellis Residences, currently under construction in St Ives.

Construction will be undertaken by Inca's in-house construction arm, GOP Constructions.

Dawn is the latest major apartment proposal for Mona Vale, with the suburb emerging as one of the key beneficiaries of the NSW Government's new Low and Mid-Rise Housing policy.

New developer One Living, led by industry veteran Joseph Scuderi, recently secured a site on Mona Vale Road, on the border of Mona Vale and Pymble, where it is planning around 140 apartments.

First look: Inca eyes Mona Vale with State Significant DA for Dawn apartments

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>

EG Funds' residential development, The Flour Mill of Summer Hill is set for its next stage launch.
The Malthouse release in the new master-planned community located on the heritage Flour Mill industrial site in Summer Hill has its display suite officially opening this weekend. 
The earlier stages are now sold out primarily to local buyers.
The Flour Mill of Summer Hill development is a joint venture by EG and Daiwa House.
Dr Michael Easson, executive chairman of EG inspected the display suite ahead of the launch with Grant Flannigan, from EG, confirming settlement for stage 1 of the Flour Mill will occur in February 2017.
Designed by architects, HASSELL, Summer Hill’s newest residential community and retail hub began construction in early 2015.
The next stages will have 233 apartments - studios, one, two and three bedroom apartments located in the Flour Mill’s existing silos.
The prices and sizes of apartments (square metres internally) range from 1 bedroom 55 m2 internally $710,000 - $735,000; 2 bedroom 71-90 m2 internally $840,000 - $1,110,000 and the 3 bedrooms 89-125 m2 internally $1,120,000 - $1,635,000. 
HASSELL has taken its cues from the Flour Mill’s landmark silos to echo the site’s industrial proportions, retaining the remarkable heritage and form and redefining the structures to revitalise this beloved monument to the city’s rich industrial heritage.
The three vertical layers of the nine-storey Malthouse work in unison to celebrate the building’s industrial heritage. 
A central vertical cut-out creates a 20-metre high void in the lobby while horizontal cut outs on each level form a spinal corridor open at the northern and southern ends.

“We have integrated a communal public park featuring existing mature avenues of brushbox and a new retail precinct which includes cafés, restaurants and retail offerings to complement Summer Hill’s existing village atmosphere,” said Mr Jamal.
Colliers agent Ian Bennett said the majority of initial buyers were locals looking to buy a piece of the area’s history, with investors and first home buyers looking at the 1 and 2 bedroom apartments due to the connectivity with the light rail, train station and bus services flanking the development.

More Flour Mill, Summer Hill silo apartments for sale

Generalisations about property markets are a major source of misleading information for investors.
The worst examples usually emanate from economists who speak about “the Australian property market” as a single homogenous entity. 
A statement such as “Australian house prices rose 7 percent last year” implies there was 7 percent growth across the nation, when it reality there were a few locations with double-digit growth, some with minor movement, many where prices hardly moved at all and others where prices went backwards, in some cases a lot.
We’ve had three years of empty rhetoric about property prices “soaring” and bubbles emerging, all based on a long-overdue revival of the Sydney market and action in some parts of Melbourne.
Even speaking about what happened or will happen to prices in a single major city is too much generalization to be of any use to buyers and sellers.
The entity described as “the Sydney property market” is a place with over 700 suburbs, with markets ranging from $370,000 units in Liverpool to $900,000 houses in Rouse Hill to top-end locations like Mosman where the median house price is $3 million.
Distilling all of that and more into a statement such as “Sydney property prices rose 3.6 percent in May” is the hallmark of lazy, incompetent analysts whose primary interest is publicity rather than being useful to consumers.
A study of the latest Market Monitor from the Real Estate Institute of Queensland provides plenty of evidence that generalised single-figure numbers to describe a large city are both pointless and misleading.
The report finds that the median house price in the Brisbane City LGA rose 6.1 percent in the past year. That’s the figure that 99% of media would report, indicating that Brisbane has a solid market but one that isn’t booming the way Sydney did until recently.
But Market Monitor delves deeper and provides figures for individual suburbs, revealing there are plenty of places which did a lot better than the generalised figure and a few where median prices were in reverse.
Middle ring areas in the Brisbane Southside precinct did well in the past year, including Coorparoo (up 11 percent), Holland Park West (up 12 percent), Macgregor (up 17 percent), Sunnybank Hills (up 12 percent), Eight Mile Plains (up 10 percent), Mansfield (up 11 percent), Wishart (up 15 percent) and Robertson (up almost 20 percent).
Similar areas on Brisbane City’s Northside have also out-performed, including Banyo (up 17 percent), Grange (up 16 percent), Hendra (up 13 percent), Wooloowin (up 16 percent), Sandgate (up 17%) and Mitchelton (up 11 percent).
In contrast, there is evidence of falling values in upmarket areas like Hamilton, Ascot, St Lucia, Teneriffe and Hawthorne, all suburbs with median house prices above $1 million. But the median price for New Farm (median house price $1.5 million) is up 15 percent.
The report also shows the impact of over-building of inner-city apartments, with the median unit price down 1.4 percent in the CBD, down 4.5 percent in Fortitude Valley and down 1.7 percent in West End. Median weekly rents have fallen in the past year in several of the inner-city unit markets, according to the REIQ data.
Heading south to the Logan City part of Greater Brisbane, the generalised figure indicates the median house price has risen only 4 percent in 12 months. But suburbs with annual growth above 8 percent include Browns Plains, Heritage Park, Loganlea, Waterford and Waterford West. Logan Central, Forestdale and Woodridge all had annual growth in the 13-15% range.
Logan City’s opposite number in Brisbane’s far north is the Moreton Bay Region, which has emerged recently as the No.1 rising market in the metropolitan area. Most suburbs in this LGA have median house prices in the $300,000s and $400,000s – and affordability is a major driver here. 
The generalised figure says house prices have risen 5% in 12 months, but many suburbs have done better, including Albany Creek, Banksia Beach, Bongaree, Burpengary East, Caboolture, Clontarf, Ferny Hills, Narangba, Toorbul, Warner and Woody Point - all of which recorded annual growth between 8 percent and 12 percent. Upmarket Newport on the Redcliffe Peninsula also grew 12 percent.
On the Gold Coast, house prices rose 5.8 percent on average, but there are 20 residential suburbs with growth between 10 percent and 20 percent.
By contrast, the apartment market is under-performing, with the median unit price in Surfers Paradise largely unchanged, while the medians for Broadbeach, Labrador and Mermaid Beach all dropped 5 percent in the past 12 months.
Surfers Paradise, Broadbeach and Mermaid Beach all have median unit prices considerably lower than five years ago, while Labrador and Southport are unchanged.

Three years of empty rhetoric about property prices “soaring": Terry Ryder

When we receive a client’s Development Application (DA) Consent it’s always an exciting time.
Receiving council approval is one of the major milestones of a property development and it should be celebrated. But the champagne and toasts can wait because there is one thing you must do immediately.
Should you send it to your builder?  Yes, but it will also need to go to other consultants
Should you file it safely? Yes, it’s a legal document so keep it safe.
But before you do this, the first thing you need to do is check the conditions of the DA.
You’ll see in the Consent a number of conditions. The one I’m reviewing right now; a consent for two attached dwellings and Torrens title subdivision, has 58.
58 Conditions that we need to make sure we’ve allowed for in the building costs, plans and our development processes.
There are usually three main areas that the Conditions relate to and must be satisfied by:
<ul>
<li>Prior to the issue of a Construction Certificate (CC)</li>
<li>Prior to the commencement of work and during the construction phase</li>
<li>Prior to the issue of an Occupation Certificate (OC) or a Subdivision Certificate</li>
</ul>
The very first condition that my eyes scan for is the one relating to the Section 94 Contribution.
This is a council charge that goes towards the provision of public amenities and services within the locality. In our area, it’s only charged for a dual occupancy or larger projects, not for a single house build.  
I call it a ‘cost of doing business’ and it’s usually several thousand dollars, this one I’m reading now is for $12,822.53. but we knew it would be about this much and had allowed $12,900 in this client’s feasibility, and so we are covered. This fee will be different not only by council, but by suburbs. Some suburbs (under the same council) need more infrastructure spending and the Section 94 can cost up to $30,000. For obvious reasons, we do not develop in those locations. That is a lot of money to be giving to council for the privilege of building new dwellings. There is no intrinsic value in a Section 94 contribution cost. So the lower the better. Don’t be surprised by this cost, you can find out before you buy a development site what council are likely to charge you, so do your research.
Once I’ve checked this major cost against our allowance, my eye scans the rest of the conditions that must be met prior to the CC being issued, as we don’t want to hold up this process now we have our consent. Property Bloom always uses a private certifier to issue the CC as we know it is much faster than using council.
There are a few relating to the stormwater management and we will have our engineer confirm our stormwater plan is meeting these. The rest of the conditions in this section are standard. We must send this DA Consent to our private certifier as he will be the one making sure they are all covered off on the CC plans.
Next I scan the rest of the conditions. The ones relating to the construction phase are all standard and relate to things the builder needs to cover off like vehicle access crossings to the site and how it should be constructed, signage, waste management on site, work hours etc.
The next section shows the conditions that need to be met before an OC will be issued. This is very important as we don’t want to be holding up tenants moving in on completion. Most of these conditions again are standard but be careful as sometimes there will be particular reports required such as a Works As Executed report which needs to be done by an engineer or surveyor after the drainage system is in place and completed. It takes our surveyor just a few days but if forgotten can hold up your valuable rental income.
The other important condition is to check when you can apply for the subdivision certificate. In this case, it’s at Lock Up stage, which is great and means we can usually have the Torrens title subdivision completed as we finish construction. Very important if you are refinancing as the bank will value the two separate registered titles higher than both dwellings on one title.
There may also be a section where a number of conditions fall under refered to as “Advisory Matters”. These conditions usually relate to state planning policies and work place practice.
Make sure you check your Consent carefully, then send it to all the relevant consultants and get everyone started on the next phase of your development journey, obtaining the Construction Certificate consent.  Then sit back for a few minutes and celebrate passing this exciting milestone.

A National Broadband Network (NBN) based on Fibre to the Premises (FTTP) was, and still is, the right answer for Australia’s broadband needs.
Compared to the original FTTP-based NBN, we are currently on the way to a much poorer performing broadband network with a mix of FTTP, fibre to the node (FTTN) and other technologies. It will entail increased long-term costs and be completed at about the same time as the original project would have been completed.
Around the world, the direction in which new builds of fixed broadband networks are headed has become clear. The world is increasingly moving towards FTTP. As a consequence, advances are being made in FTTP technology that make it cheaper and easier to deploy.
These developments, which have taken place in the last few years, have only reinforced the rationale for basing Australia’s NBN on FTTP.
<h2>Not too late to change</h2>
It is not too late to change the current direction of the NBN, but that change would need to be made in a controlled and managed way to ensure the project is not subject to another major disruption.
Why has it been so hard to get at the facts regarding the costs and timing of the FTTP-based NBN? The answer, as we all know, is that the NBN project has been from its inception a contentious political issue.
Initiated by the Labor party back in 2009, it was a good example of a government being courageous enough to initiate a large and complex project for the public good.
The original NBN was a visionary project and would have created a valuable asset for the Australian public. It didn’t take long, though, for the attacks on the project to start.
But the fact – confirmed this week - remains that over the past three years, Australia’s world ranking for average peak connection speeds dropped from 30th to 60th. We shouldn’t have been happy with being ranked 30th in the first place.
Yet the drivers of faster speeds and capacities for fixed broadband have not abated. Quite the contrary.
The latest Australian Bureau of Statistics data shows internet usage has been increasing over the years, from 191,839 terabytes downloaded in the month of December 2010 to 1,714,922 terabytes in December 2015. That’s nearly a ninefold increase in five years.
What’s more, Cisco is forecasting that global broadband speeds will nearly double between 2015 and 2020.
<h2>From megabits to gigabits</h2>
That’s why the debate in the United States and Asia is about gigabit per second speeds, not about whether 25MBps or 50Mbps is sufficient.
It is a bit surprising that we continue to hear the argument that nobody is buying a 1Gbps service today, so why build a network that can deliver that much speed? 25Mbps to 50Mbps is more than enough.
This has been a mantra for the Coalition, and it was supported in the view by the Vertigan committee, which was set up to review the NBN. In its final report, the committee assumed that the median household would require only 15Mb/s by 2023.
It seems especially curious that a government that styles itself as the innovation and infrastructure government should argue this. Because this argument betrays a complete lack of understanding of what the original FTTP NBN was all about.
It was about providing the vital infrastructure that Australia needs in order to remain competitive internationally in the 21st century.
It is arguable that, today, most homes and businesses can get by with speeds of up to 50Mbps. But already there are many home-based businesses that can’t and are demanding 100Mbps or more.
Gigabit services are just starting to emerge elsewhere in the world, so the applications that can take advantage of this type of speed are in their infancy. But we all know they are coming.
To spend billions of dollars on building a major piece of national infrastructure that just about meets demand today, but doesn’t allow for any significant growth over the next ten or 20 years is incredibly short-sighted.
It is such a pity that so much time and effort has been spent on trying to discredit and destroy the original FTTP-based NBN plan. Equally, it’s a pity the Coalition has put its faith in what has turned out to be a short-sighted, expensive and backward looking multi-technology mix (<a href="https://www.nbnco.com.au/blog/the-nbn-project/what-is-the-nbn-multi-technology-mix">MTM</a>) plan based on copper.
The nation is going to be bearing the consequences of those decisions for years to come – in higher costs and poorer performance in an area that is critical to its long-term future. Betting tens of billions of taxpayers dollars at this time on copper access technologies, as the Coalition has done, is a huge miscalculation.
The number of telcos still focussed on squeezing out the last bit of value from their old copper networks continues to decrease every year. Even the UK’s BT, which has been the poster child for FTTN, is now planning to increase its FTTP deployment, in part as a response to pressure from the UK regulator, Ofcom.
<h2>Come the election</h2>
No matter what the outcome of the upcoming election, the original vision of a broadband network built largely on a future-proof FTTP solution is now going to happen over a longer period and at a greater cost to taxpayers.
The Coalition is likely to continue with the FTTN and Hybrid fiber-coaxial (HFC) deployments and the peak funding is likely to be in the range of A$49 billion to A$56 billion. It will take a “heroic” effort, as NBN Co’s chairman Ziggy Switkowski has said, to have the network completed by the end of 2020.
Just when the FTTN equipment will need to be upgraded to provide higher speeds is an unknown but given what is happening overseas, it is unlikely to be very long. No one has yet made public the estimated costs of this upgrade.
Should the Labor party win the election, we can expect a managed transition from FTTN to FTTP, increasing the number of premises served by FTTP by about two million.
Given what we now know about the deployment costs of FTTP versus FTTN, I would not expect this transition to FTTP to make a big difference to deployment costs or timing of completing the NBN. It will result, however, in a network that is a step closer to the desired end state.
While it is impossible to turn back the clock on the MTM, it is still possible to make changes to the current direction, without introducing another major disruption. Changes that will get us closer to building the right network for the long term.
It is becoming increasingly obvious, especially to customers, that an NBN based on FTTP is a much better network than an MTM-based NBN from every angle – speed and capacity delivery, maintenance costs, reliability, longevity and upgrade costs.
An FTTP network would be a much more valuable public asset and could generate greater cash flows for the government due to lower maintenance, higher revenues and almost no upgrade costs. And it would be vastly superior in driving growth through the wider economy.
So it is a great pity that before making the shift to the MTM, the Coalition did not heed the words re-quoted by the then independent MP for New England, Tony Windsor: “Do it right, do it once, do it with fibre.”

Property 101: NT rental tenancy rights and responsibilities

Mark Bouris, the executive chairman of Wizard Home Loans says the current debate about negative gearing involves just one aspect of investment property.
"But the true priority for most property investors is the success of the investment itself. 
He advises that to make an investment property worth your while, it should deliver long-term capital gains and sustainable cash-flows.
"Achieving this goal usually comes down to controlling your costs," he said adding that tax law allows investors to treat an investment property as a business, which means the business inputs are deductible for tax purposes.
He advised that optimising costs deductions made a big difference to how any investment performed long-term offering five tips.
1) Remember allowable deductions include fixing damage from natural causes such as falling trees and heavy storms, particularly relevant for many this month.
2) If you live some distance from your investment, travel to and from your property is tax-deductible, as are trips to your property agent. But the trips must be on official business as a landlord.  Track these costs by entering your travel (and reasons) in a diary, keep relevant receipts, and if you use your car, use only a vehicle-expenses formula listed on the ATO's website. 
3) Sometimes disagreements about your property can turn into legal disputes. The ATO allows deductions on court costs, damages claims against you involving your investment property, and the costs associated with evicting non-paying tenants.
4) If you use a property management company to rent the property and manage the tenants, you will pay a fee  that is deductible. Your ongoing management costs include the costs of setting up new bank accounts, council rates and water charges, for example.
5) If you secure a mortgage to buy your investment property, there are many costs that come under the deductions umbrella, including lender's mortgage insurance, mortgage broker fees, loan establishment costs, property taxes   (for example, stamp duty), and valuation fees. However, it needs to be amortised over five years or per the terms of the loan. Be aware that the interest you pay on the loan is deductible, but repayments of principal are not. Which is why property investors generally have interest-only mortgages.
There is a lot of information for property investors on the ATO website, he notes.
"But for first-timers, I strongly suggest using an adviser, such as an accountant or financial planner, even if only for the initial set-up of the investment and advice on how to manage to it."

There is no reason why most homes can't be put up for sale in the upcoming cooler months.
Indeed quiet winters are pretty much a thing of the past in many Sydney suburbs.
The motivation to sell or buy doesn’t go away just because it’s a bit colder or pouring on Saturday.
The federal election might distract some potential vendors but recent July auction volumes have been Sydney’s busiest on record.
Homes that get great winter light can really stand out during these cooler months.
And those west-facing windows that are a summer issue can look cool from June through August.
Just draw back the curtains and blinds on the windows to let as much light in as possible.
Your focus should be on making the house or apartment feel warm and comfortable. So definitely light the fire and switch on the heat.
Turn on all the atmosphere-creating side lamps.
Even add some warm reds and oranges to your soft furnishings around the house.
Be sure to consult your agent about the best time of day to show your home for its open for inspection.
It's not quite a never-ending, year round selling season as agents do take a break from Christmas until late January, but winter is not the same compulsive period of hibernation.
Lower winter market listings will commence from the Queen’s Birthday holiday break. 
Auction hibernation happens more so in Sydney's higher-priced suburbs through winter as overseas vacations are de jour for owner and agents alike. Garden suburb vendors tend to hold back too.
But if you can find an agent who hasn't taken off for a European sojourn, then why wait for spring when there is always a flood of offerings especially at year end.
The demographic reasons for buying and selling don't take a pause so growing families who need more space do not suddenly stop needing that extra bedroom. Those downsizers who've got their off the plan settlement coming up, will want to lock in their house sale too.
This year may see higher levels of activity than usual from prestige markets reflecting the recent momentum in these sectors. Last week CoreLogic had a 91 percent success rate among eastern suburbs offerings which means there are plenty of fresh buyers still looking and the success rate also might encourage fresh vendors.
It wasn't just the east which showed a resilience over autumn which finished with a wet Saturday with none the less well attended auctions.
CoreLogic head of research Tim Lawless noted the upcoming election and debate around taxation policy hadn't dampen the renewed bounce in Sydney home values.
He noted the bounce in the Sydney home value index was around 3.4 percent over May with Sydney clearance rates holding above the 70 percent mark through late April and May. 
Common sense would tell you that less people are inclined come to an onsite auction if the weather isn’t so friendly, however while the sticky beaks might drop off during the colder months, the percentage of serious bidders among the attendees actually increases. 
The strong autumn sales period must ensure there are still plenty of committed buyers around as we head into winter, James Pratt, director of auction services at Raine &amp; Horne noted.
John McGrath recent noted that winter is not a bad time to sell.
"Actually, the opposite is usually true," he said especially as buyers with approved finance are typically only given six months to buy before they have to re-apply, so they don’t have time to take three months off over winter.

The demographics make winter worthwhile to list property

Three pedestrian only streets are planned for Green Square’s town centre to help make walking the best way to get around Sydney’s fastest growing urban precinct.
Fellmonger Place to the north of the plaza will become an ‘eat street’ filled with cafes and restaurants, while parts of Hinchcliffe and Barker Streets will be traffic free, providing paved links the heart of the town centre. Lord Mayor Clover Moore said the City was future-proofing the area by giving walking and cycling infrastructure top priority.    “Walking will be the quickest, easiest and most pleasant way to explore the Green Square neighbourhood, so we’re doing all we can to create wide, accessible footpaths, surrounded by trees and gardens, with quiet backstreets for locals and visitors to explore,” the Lord Mayor said.   “Planning Green Square from the ground up means we have a unique opportunity to put people first and create a main street that’s wide and comfortable for walkers, riders and drivers.    “Most people don’t realise that the heart of Green Square is only three kilometres, a 40-minute walk from Central, making walking or riding a bike a great transport option.”   The City has committed $540 million over 10 years for the delivery of the town centre, a 13-hectare site that will become the community’s epicentre. Roughly the same size as Hyde Park, residents and visitors will be able to walk across the town centre in about 10 minutes.   Zetland Avenue, Green Square’s 36-metre-wide tree lined boulevard provides pedestrians and cyclists with generous footpaths and separated off road cycleways, centrally located to link people directly between the creative arts hub, parklands, the aquatic centre, the library and plaza, and onto the Green Square railway station and retail /commercial areas. The close proximity of all new community facilities makes walking and cycling the easiest and most time effective transport options.   Surrounding streets will have their own unique character with high-quality permanent and temporary artworks, creating attractive opportunities to walk or cycle through the area. More than 60,000 people will move into 30,500 new homes in Green Square by 2030, making it Australia’s densest residential area.  Work on the town centre’s streets has started and will continue over the next three years as the rest of the area is developed.

Pedestrian only streets slated for Green Square

Developer Mirvac Group [ASX:MGR] and joint owner AMP Capital have unveiled their landmark Sydney office building, 200 George Street.
The 37-storey ‘smart’ building will have EY as the anchor tenant and also be Mirvac’s new Sydney headquarters. It is to be known as ‘EY Centre’.
New South Wales Premier, Mike Baird, officially opened the building. The launch event was attended by Mirvac’s CEO and managing director, Susan Lloyd-Hurwitz and Carmel Hourigan, AMP Capital global head of property representing the joint owner of the site, AMP Capital Wholesale Office Fund.

The tower has a net lettable area of nearly 39,200 square metres of premium grade office space, with a world first high-performing closed cavity façade with timber blinds. It is set to be one of Australia’s most environmentally advanced and sustainable developments with a 6 Star ratings being targeted.
It is one of the first ‘smart’ office buildings in Australia, adjusting the internal environment according to the needs of the employees, said media release.
Mirvac’s headquarters will become one of Australia’s first WELL certified offices.
There are plans to fill the ground floor plane and surrounding laneways with food and beverage outlets, public art and leisure spaces.

Lloyd-Hurwitz said Mirvac’s vision was to create a cutting edge workplace for leading organisations.

In 1960, when the America computer scientist Ivan Sutherland developed Sketchpad, described as the first computer graphical user interface, it changed the course of architecture.
It was the first recorded tool enabling designers to interact with the computer graphically, using a light pen on the monitor.
This laid the foundation for computer aided design (CAD), which, over the next 60 years, replaced the drafting pen and tracing paper with the mouse and monitor in most architectural practices.
But while, for most, computing in architecture is a replacement technology, there are always rebels who want to experiment.
Architects think and draw at the same time, at the design stage as well as detailing the building for construction. And it quickly became apparent that no software can think or design as fast as a doodle on paper (or the infamous napkin). Nor could a program replace the lateral problem solving ability of a human.
All CAD software has limitations. Developers simply cannot program enough tools within the software environment to cater for all the possible applications, let alone to condition creative and lateral thinking.
<h2>The architect programmer</h2>
But why only work within the software written by others when you can write your own? Since the 1970s, a number of pioneering architects and designers have taken it on themselves to be both programmer and designer. In other words, they started to program design.
What emerges at first are the use of algorithms in design to develop forms and spatial organisation through programming logic. With advancement of software and interjection from other disciplines such as film, aerospace and product engineering, architects are now designing ever more complex geometries to explore unprecedented spatial conditions and relationships.
A built example is the Atrium at the Federation Square, in Melbourne, Victoria, by LAB architecture studio. This urban atrium not only constructs new relationships between the city and the river, it also creates a multi-layered space for social encounter and art installation. Structures like these are difficult to conceive in the human mind.
This experimentation in programming design has surfaced as the main stream of architecture design in the past ten years. Computing in architecture is having a deeper impact than ever before: from complex analytical and design tools that allow us to understand the spatial syntax of cities to fully integrated three-dimensional models (commonly known as Building Information Modelling or BIM) and, eventually, linking design with structural analysis to name a few examples.
<h2>Programming materials</h2>
When an architect thinks through drawing and three-dimensional modelling, this is essentially stimulating what the real materials (brick, concrete, steel or timber) can or could be. That’s to say we design in a virtual environment before implementing it in the physical world.
With the recent availability of 3D printers and numeric control machinery, such as CNC routers and laser cutters, designing with computers is bringing architects closer to the material.
Not surprisingly, computer aided manufacturing (CAM) has a history as long as CAD. It was originally designed as a parallel workflow by computer scientist Patrick Hanratty in 1958.
The first known CAD/CAM software is called PRONTON (program for numerical tooling operations). CAM software translates drawing directly into machine code which can be used to cut, print or shape material.
Thanks to the pioneering work of Hanratty, designers can now “talk” directly from computer to machinery. This direct interface with the computer allows us to build very complex geometry.
The Articulated Timber Ground pavilion is recent design research project at the Melbourne School of Design (MSD). Consisting of 1,752 unique components, the pavilion changes its form throughout the sections.
The geometry captures the various ergonomic positions from seating to lounge position. Here, computing allowed us to generate an integrated three-dimensional model for digital fabrication.
The model contained the geometric information, ergonomic data, structural analysis as well as fixing and joint detailing. The position of every single drill hole was defined using a custom algorithm.
The entire pavilion took two days to install with prefabricated parts. It also challenged the way we usually communicate building information through indexing and reading the data for assembly using a tablet.
In the same way as designers start to program design, we can now program how we build things. In other words, we can program material. If we understand its behaviour, we can start to manipulate this as well.
Research at the ETH Zurich, in Switzerland, has developed a number of research pavilions that explore precisely this method of designing using robotics.
At this level of computing using numeric control tools, materials can be stretched and transformed into shape. Our research is developing a new way of fabricating a uniquely curved wall system that can be used as a temporary meeting pod in a flexible working and learning environment.
From the straight line of early CAD software to free form geometry, computing has liberated the creativity of the profession in the past 60 years. The impact of computing in architecture is immense and this will continue to shape the future of our cities.
