For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.

The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.

But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.

The biggest takeaway is that inflation continues to move in the right direction.

Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.

While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.

The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.

That trend is important because it aligns with what many economists and lenders have been saying for the last month.

Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.

In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".

The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.

Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.

Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.

Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.

Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.

While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.

Higher rental yields and accelerating capital growth is seeing Hobart and Canberra close in on year-on-year top capital city performers, Sydney and Melbourne, according to CoreLogic’s latest report.
The property investment firm says that over recent years, both cities have seen much stronger total returns than other capitals.
As reported in the October CoreLogic Home Value Index released last week, combined capital city home values rose by 7.5% over the year to October 2016 with the accelerating annual growth trend most evident within Sydney and Melbourne.

CoreLogic research analyst Cameron Kusher said while the change in values is important, "it only tells part of the story with the total return also an important figure to focus on.”
“While the home value index looks at changes in values, the CoreLogic Accumulation Index factors in the change in values over the year along with rental returns. As a result, the Index provides the total returns from residential property.
“By factoring in rental returns, the total returns from residential property are actually positive cross all capital cities despite declining values in both Perth and Darwin.”

“The total returns index also shows that Sydney and Melbourne are not quite so far out in front. The strong value growth in these two cities is offset by record low yields. Meanwhile, more moderate but accelerating value growth in Hobart and Canberra along with higher rental returns is resulting in total returns in these two cities closing the gap with Sydney and Melbourne,” Mr Kusher said.
Looking at cumulative value growth over the five years to October 2016, Sydney and Melbourne stand head and shoulders above all other capital cities.

Over the five years to October 2016 Sydney home values have increased by 62.3% and Melbourne home values are 38.1% higher.
No other capital city has recorded cumulative growth of at least 20% over the past five years.
According to Mr Kusher, total residential property returns over the past five years indicate that property has performed much better than the headline value growth shows.

He said although Sydney and Melbourne have still recorded the strongest total returns over the past five years, returns in the other capital cities are much stronger once you factor in the rental return performance.
“The strong value growth in Sydney and Melbourne over recent years has been a key driver of demand from the investment segment. Over the past year, total returns have begun to accelerate in Hobart and Canberra. Although value growth in these two cities has not been as strong as in Sydney and Melbourne, the superior rental returns are resulting in stronger total returns.”
“With Sydney and Melbourne seeing much greater value growth than all other capital cities over recent years and rental returns pushing to lower level, the total returns on offer in Hobart and Canberra are likely to remain attractive for investors, particularly those looking for opportunities outside of the two largest capital cities.”

Property investment returns picking-up outside of Sydney and Melbourne: CoreLogic

Auction volumes continue to remain well below levels last year.

Capital city auction clearance rates fell last week, down to 73.6 per cent from 74.4 per cent.
The fall occurred on the back of a fairly significant increase in auction volumes which rose from 2,253 the previous week to 2,517 last week.
Melbourne’s auction clearance rate was recorded at 76.1 per cent last week, down from 77.5 per cent over the previous week.
In Sydney, last week’s final auction clearance rate was recorded at 78.8 per cent which was the first reading below 80 per cent in four weeks and down from 80.5 per cent the previous week.
Across the smaller auction markets, performance was mixed last week, with clearance rates improving in Brisbane and Canberra but falling in Adelaide and Perth.
The Hunter region was the busiest non-capital city region last week, with 74 auctions, however Geelong recorded the strongest clearance rate at 80 per cent which was actually higher than Melbourne’s clearance rate.

North Sydney and Hornsby takes the top spot among Sydney’s region with the highest weekend clearance rate, according to CoreLogic’s latest report.
The data firm says that of the 156 auctions known to CoreLogic 89% resulted in a successful outcome.
This is followed by the Northern Beaches with 88% and the City and Inner South with 87%.

North Sydney and Hornsby ranks as Sydney's best auction hotspot: CoreLogic

Over the past four weeks, there were 50,128 newly advertised properties added to the market nationally which was 2.3% lower than a year ago.
However, new listings are at their highest level since late February of this year.
There were 241,438 total property listings over the past four weeks which was the highest number of total listings since the beginning of May this year.
New listings are currently lower than they were a year ago in most cities, the exceptions are Brisbane (+11.4%), Perth (+10.0%) and Canberra (+5.7%).
New listings are substantially lower over the year in Sydney, Hobart and Darwin.
Total advertised properties for sale are lower than a year ago in Sydney(-10.1%), Melbourne (-1.0%), Hobart (-33.1%) and Canberra (-16.4%) and higher elsewhere.
Brisbane (+14.0%) and Perth (+18.5%) are seeing a substantially higher number of total properties available for sale relative to last year.

The acclaimed architect spent two years renovating the luxury Byron Bay Beach house, which sold for $5.6 million to a relative local.
It was sold by Melbourne property developer Allan Sinclair, the father of Sydney Swans footballer Callum Sinclair.
The most striking feature of the four bedroom home is the 183 sqm rooftop terrace complete with 10 person spa.
In 2011 Sussan fashion chain executive chairwoman Naomi Milgrom, usually dubbed Victoria's richest woman expanded her Byron Bay holdings. She spent $6.2 million to buy the 1200-square-metre property adjacent to her $4.75 million acquisition in 2007. It took her hillside holding to 2130 square metres.
Milgrom's 2007 purchase was from the Melbourne-based Asciano boss Mark Rowsthorn, who had bought the property in 2002 for $2.825 million from John Weller, the former Melbourne solicitor who made international news when he won the first case of child maintenance for a man in the 1970s.
Rowsthorn upgraded to Marine Parade, Wategos, where he paid $6.2 million in late 2006.

More Melburnians buy the best in Byron Bay

Earlier this week I was sitting amid 30-degree heat in South-east Queensland, noting that some parts of Australia had 40 degrees and others had 20, while speaking by phone to a Tasmanian friend who had just lit a fire amid wintry conditions.
Imagine our reaction if a TV weather presenter took an average of weather conditions around the nation and announced that “the temperature in Australia today was 25 degrees”.
Clearly that would be ludicrous. But every day in media, economists and other commentators take that kind of position on residential real estate. They reduce this very large and diverse nation to a single market to be described by a single figure: “Australia house prices rose 8 percent in the past 12 months.”
From that one figure which so inaccurately describes Australian residential property, they will extrapolate myriad conclusions: there’s a national property boom, prices are too high, there’s a real estate bubble in Australia, the nation is vulnerable and young people are being left behind.
The big-name ratings agencies like Moody’s and Standard and Poor’s take it a big stride further. They will access narrow data from a single source, often based on a single month’s alleged price movements, and use that to justify a press statement warning about “Australian house prices” getting out of hand.
Moody’s recently dashed off a media release warning that “resurgent housing prices” in Australia were eroding affordability, because “housing prices had risen 2.7 percent across Australia” in September. But prices hadn’t increased across Australia – the average for the capital cities had risen that much, according to one source, whose figures were contradicted by several other sources – not forgetting the notoriously erratic nature of month-to-month changes which are ignored by credible researchers. 
The lack of expertise and sophistication evident in these statements is quite startling, given the lofty reputations of the big brand-name entities making them. It really is very flimsy analysis and shallow behaviour, based not on a desire to inform but on a need to generate publicity. 
I had a call earlier this week from an ACT-based journalist wanting to discuss the market in Canberra which, he said, was going crazy “like everywhere else in Australia”. We’re entitled to expect people paid to write about real estate to have better knowledge than that. Everywhere is not going crazy in real estate and certainly Canberra is not (annual house price growth averages around 4 percent, according to three major research entities).
But that’s a common assessment I hear from all kinds of people daily. Many Australians really do believe what they read and hear: that there’s a national property boom, that prices are through the roof everywhere and no one can afford to buy.
I fear for consumers making big financial decisions based on such skinny knowledge, while wading through a sea of misinformation.
The different scenarios being played out in the thousands of markets around the country include a small number of strongly rising ones, a far greater number of mediocre ones, some with prices going backwards and a few where the local market has crashed.
Economists clearly believe there’s a national boom because interest rates are at record lows and that, in their minds, means real estate should be rising everywhere. And therefore it is.
But it isn’t. And that reality would suggest to an inquiring mind that the level of interest rates perhaps is not the over-riding factor.
In my view, the most significant factors are the underlying local economic conditions and the level of spending on infrastructure.
It is not coincidence that the No.1 ranked economy is NSW and that the city with the biggest infrastructure spend, by a wide margin, is Sydney. That’s been the case for the past three years, a time during which most markets across metropolitan Sydney have had strong price growth.
The No.2 ranked economy is Victoria, helped by strong population growth, and the infrastructure spend is reasonable, though well below Sydney’s. Not coincidentally, Melbourne has been the second strongest city market on price growth, though at levels well below the genuine boom levels of 2001-02-03.
The economies impacting Brisbane, Adelaide, Canberra and Hobart have largely been mediocre and infrastructure spending has been relatively weak in recent years. That’s reflected in the absence of price growth to match Sydney’s.
It is, again, not coincidence that the recent rise of prospects for Hobart real estate has happened alongside an improving state economy and sharply rising spending on infrastructure in Tasmania. 
Adelaide, too, is showing signs of an improving market, supported by solid economic and real estate indicators and significantly rising spending on infrastructure.
Meanwhile, Western Australia now ranks in CommSec’s State of the States report as the worst economy in the land and Perth has the weakest of the city real estate markets. The Northern Territory is also faltering and Darwin’s property market is in a similar condition to Perth’s. Prices in both cities have been going backwards for three years and record low interest rates have not helped them.
Beyond the capital cities, there are multiple different scenarios in the many thousands of different markets.
Some, including regional centres close to Sydney, have had periods of solid price growth. Others, like both the Gold and Sunshine Coasts in Queensland, have had elevated activity without yet delivering major price escalation 
Most regional markets, however, have been walking rather than running – and several, notably those impacted by the resources sector, have experienced significant decline.
We’re a massive nation and the real estate conditions are as diverse as the range of temperatures you’ll see on a weather map on the evening television news.

Most regional markets walking rather than running

Due to the strength of the residential property market in the Illawarra, small infill developments are currently more feasible than ever, in fact quite lucrative for owners where development is possible, according to Herron Todd White’s latest market report.
The property advisory firm states that the most common small scale development is a dual occupancy, often with Torrens or strata subdivision.
"We are noticing two types of dual occupancy.
"The first is typically an older established dwelling on a larger block around 700 to 1,200 square metres and with a frontage over 16 metres," the report stated.
R1 or R3 zoning makes council approval easier. The current house is kept as is and a new detached dwelling is constructed at the rear of the block.
Usually a garage or other site improvements need to be demolished to allow for construction of the new dwelling.
Illawarra suburbs where this is prevalent include those close to the main CBDs such as Fairy Meadow, Coniston, Bomaderry and Nowra.
The second type of dual occupancy is the construction of a new duplex pair. This can involve the knock down and re-build of an older dwelling in an established area or allowable construction in a new estate.
These blocks of land (or older houses) with dual occupancy potential are often purchased by small scale developers, with both duplexes sold individually once construction and subdivision are completed.
This type of dual occupancy is widespread in recent land subdivisions in Lake, Heights, Berkeley, Flinders, West Nowra and South Nowra.
There is currently strong demand for new properties which is driving up prices of duplex properties, thereby increasing developers’ profit margins.
A ten year old, semi-modern duplex recently sold in May 2016 for $564,000 after the vendor had purchased it in March 2015 for $462,000 - an 18% increase in just over one year.
Where possible, developers are best to hold off selling their new constructions for as long as possible while prices continue to increase rather than selling them off the plan early on in the project.
With strong prices in the residential market being achieved across the townships of Moss Vale, Bowral and Mittagong, it is not surprising that there is an increase in activity in the stand alone renovate, extend and sell market.
Traditionally 1910 to 1920s cottages close to the town centres have been the subject of the first wave of this style of development.
This has more recently extended to second ring areas that historically have been characterised by affordable, stand alone dwellings of circa 1950s to 1960s.
Under the current Wingecarribee LEP 2010, there have been infill development opportunities for villa development, which have now become economically viable with the increase in completed unit sales prices.
"This is particularly the case in the townships of Bowral and Moss Vale.
We have also noticed the emerging popularity of dual occupancy developments across the hamlets of Hill Top and Bargo being located in reasonable proximity to the freeway," the report stated.
Entry prices range from $500,000 to $1 million and experienced developers have been obtaining normal profit on costs of 10%, timing and quality being the key.
Similar to the Southern Highlands, HTW suggested redevelopment opportunities of stand alone cottages within walking distance of town seem to be the most popular type of development for the small developer.
"Again key to success is experience in the market and control of costs via utilisation of local reliable contractors," the report stated.
Entry prices are between $450,000 and $600,000.

Small projects in Canberra for advanced property investors in the residential space revolve around development, according to Herron Todd White’s latest market report.
The property advisory firm states examples include new multi occupancy construction and extensions or renovations to existing dwellings.
These developments require some expertise in town planning and construction to enable the best returns.
The recent release of cleared Mr Fluffy blocks onto the market has provided opportunity in this area as planning and development rules are less restrictive.
Large centrally located blocks present the best land for multi occupancy development.
RZ2 zoning permits redevelopment. Other land features in demand include street frontage, location and access to services and corner locations.
As Canberra continues to expand with land releases occurring in Gungahlin and the Molongolo Valley, the demand for centrally located larger residential blocks with potential continues.
The market for this type of property is expected to remain strong over the short term. It should be noted however that planning rules require some administration and preparation work to allow development to occur.
In some cases this has resulted in long term land owners being able to sell to experienced developers at a premium due to the development potential. As stated town planning and construction experience is important.

Canberra's small residential development less restrictive: HTW

As a general guide, SMSF trust deeds should be updated every 4–5 years, or sooner in the case of major legislative change.
The last major legislative change to superannuation that warranted a blanket update for all SMSF trust deeds occurred in mid-2007, and the Federal Government’s proposed superannuation reforms are of similar magnitude, particularly in respect of the $1.6 million transfer balance cap measure.
Once these reforms are finalised (expected by mid 2017), then all SMSFs should be considering an SMSF deed update.
Some clients do not like to rely on the above general guidance, and to answer their concerns properly, it would be necessary to undertake a full review of the fund’s current governing rules.
Unfortunately, such a review may not be a cost effective exercise, as a proper legal review process itself is likely to be more costly than simply updating the deed.
This situation can create something of a dilemma for advisers with SMSF clients, as they may be unable to furnish the evidence that their clients would ideally like to have before them for the purposes of making an informed decision about updating their SMSF trust deed.
In any event, as discussed above, following the finalisation of the current reforms, most SMSF deeds will need updating. Following the update for the mid-2017 reform proposals, we would then expect the general guide of a 4–5 year update to be applicable.
For those advisers with clients using an existing DBA Lawyers’ deed, we provide periodic email updates outlining the superannuation law changes and other enhancements that have been implemented in our current SMSF trust deed since the fund’s deed was last updated.
However, to address this issue more broadly for others clients, DBA Lawyers has developed a checklist to help advisers and their staff assess whether an SMSF trust deed should be updated so they can better communicate with their SMSF clients about the appropriateness of their existing SMSF trust deeds.
The checklist can be combined with other informational tools, such as a chronological summary of major superannuation changes, to help provide more concrete guidance on the factors to consider in weighing up whether an SMSF trust deed is outdated or inappropriate.
The checklist provides general guidance only and is not a substitute for considered advice. Further, the checklist will be updated once the current reforms are finalised.

Property 101: SMSF deed update checklist

The appetite for apartments remains strong in south-west Sydney after developer Fridcorp sold 65 percent of the first stage of its $700 million 556-apartment project in Hurstville, BEYOND in the past two weeks.
Construction is expected to commence in August 2017 and completion prior to the end of 2019. 
Some 180 out of the first 300 units at 93 Forest Road were secured with $5000 deposits, with contracts now set to exchange.
Fridcorp indicated surprised at the strength of the demand.
"The results have exceeded our expectations," Fridcorp founder Paul Fridman said.
"People are understanding the value of Hurstville as a suburb that has plenty of upside."

Only slightly cheaper than Sydney's inner-city, the units sold were priced between $565,000 for one-bedroom units and $1.4 million for those with three bedrooms.
The popularity of Hurstville comes from the large proportion of local Chinese-Australian migrants in the area. 
BEYOND will also include a new retail precinct with a 3500 sq m Woolworths, specialty shops, cafes and restaurants.
This is Melbourne-based Fridcorp's second Sydney project after its Eve project at the new Ashmore precinct in Erskineville, in inner-west Sydney.
Fridcorp has $1.5 billion of apartments under development, with further projects including Brisbane, South Yarra and North Melbourne in progress.
