<p>For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.</p>

<p>At <a href="https://www.apartments.com.au/buildings/9-gay-street-castle-hill-9-gay-street-castle-hill-nsw-2154">9 Gay Street</a> in <a href="https://www.apartments.com.au/developments/castle-hill-nsw-2154">Castle Hill</a>, it starts with around $7 million in reserve.</p>

<p>It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.</p>

<p>Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.</p>

<p>While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.</p>

<p>A new Colliers report, <em>Brisbane 2032 Olympic and Paralympic Games: Creating Solutions</em>, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.</p>

<p>The broader construction pipeline paints an even clearer picture.</p>

<p>Construction Skills Queensland's <em>Horizon 2032</em> report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.</p>

<p>The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.</p>

<p>The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.</p>

<p>Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.</p>

<p>"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.</p>

<p>"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Off-the-plan property explained: What is stamp duty?

<p>For the first time in a long time, Australia's inflation story is starting to look more like a landing than a fight.</p>

<p>The latest Consumer Price Index figures from the Australian Bureau of Statistics showed annual inflation eased to four per cent in May, down from 4.2 per cent in April. On the surface, that might not seem like a major move. Inflation remains above the Reserve Bank's target range and some categories continue to record stubborn price growth.</p>

<p>But the significance of this result lies less in where inflation sits today and more in what it means for where interest rates are likely heading next.</p>

<p>The biggest takeaway is that inflation continues to move in the right direction.</p>

<p>Markets had been bracing for another sticky result after a period where progress appeared to stall. Instead, headline inflation came in softer than expected, helped by falling fuel prices and easing transport costs. Annual transport inflation halved from 6.6 per cent in April to 3.3 per cent in May, while automotive fuel prices fell 11.9 per cent during the month following lower oil prices and the impact of reduced fuel excise measures.</p>

<p>While petrol prices don't solve Australia's affordability challenges, they are one of the most visible and immediate costs for consumers. Falling fuel costs feed through the economy quickly, helping ease pressure on household budgets and business operating expenses.</p>

<p>The ABS data also showed headline inflation is now sitting at its lowest annual level in several months, reinforcing the broader trend that price growth is gradually moderating.</p>

<p>That trend is important because it aligns with what many economists and lenders have been saying for the last month.</p>

<p>Prior to this week's inflation data, ANZ, NAB and Commonwealth Bank had all shifted their forecasts, now believing the Reserve Bank had likely reached the peak of the interest rate cycle. Following the May inflation release, ANZ reaffirmed that view.</p>

<p>In its latest economic update, ANZ said it expects quarterly trimmed mean inflation to come in at 3.7 per cent for the June quarter, slightly below the Reserve Bank's forecast of 3.8 per cent. Importantly, the bank said that outcome, when combined with slowing economic activity, "supports our view that the cash rate has peaked".</p>

<p>The Reserve Bank has spent the better part of three years attempting to bring inflation under control through higher interest rates. If Australia's major banks are correct and rates have now peaked, the conversation shifts from how much higher rates could go to when they might begin coming down.</p>

<p>Westpac's caution comes from underlying inflation. The trimmed mean, the measure most closely watched by the Reserve Bank, increased from 3.4 per cent to 3.6 per cent annually. Housing inflation remains elevated at 6.5 per cent, reflecting ongoing increases in rents, electricity costs and new dwelling construction.</p>

<p>Electricity prices remain particularly problematic, rising 21.1 per cent over the past year following the removal of government rebates.</p>

<p>Housing construction costs are also showing signs of renewed pressure. ANZ noted new dwelling costs rose 0.9 per cent in May and are now running at an annualised pace of 8.6 per cent over the past three months. Builders continue to face higher labour, fuel and material costs, a reminder that inflationary pressures have not completely disappeared.</p>

<p>Housing affordability has deteriorated largely because of higher interest rates rather than higher property prices alone. Even modest reductions in mortgage rates would improve borrowing capacity, increase buyer confidence and reduce repayment pressure on existing homeowners.</p>

<p>While August is far from a certainty, the latest inflation result has strengthened the view that the next move in rates is more likely to be down than up. For borrowers, buyers and the development sector, that alone represents a significant shift from the conversation that dominated much of the past two years.</p>

<p>"MacGregor is a strong performing precinct and Harvey Norman will work over the medium term towards a development outcome that will add even more diversity for customers in this precinct.</p>
<p>“Sites of this size with main road exposure and high level of existing infrastructure in place are increasingly rare throughout Brisbane, particularly as residential rezoning has been prevalent."</p>

<p>In my blogroll I link to some useful sources for the diminishing number of fans of Australian share markets, including Motley Fool (stock picking) and Montgomery (value fund).</p>
<p>Both have put out pieces recently talking about the property market peaking.</p>
<p>Demonstrating excellent efficiency Motley Fool simply released a near carbon copy of last year's note, while by my last count Montgomery has run no fewer than seven articles in a dozen days (could be eight, I've lost count). An impressive hit rate indeed!</p>
<p>Of course, as a property market advisor, I'm duty-bound to say that just as there is no one 'share market', so do homebuyers buy one house, and not the entire real estate market with all of its gleaming dog-boxes in the sky.  </p>
<p>In any case, share market promoters predict property market downturns every year; it's all part of the sales pitch. </p>
<p><strong><span style="text-decoration: underline;">Why property?</span></strong></p>
<p>I do a good deal of my work with hedge funds, and one of the points which often requires explanation to curious visitors from overseas is why everyday Australians even invest in property at all.</p>
<p>Good question. It's partly because Aussies are encouraged or incentivised to do so, since the government invests as close to zero as makes no difference in the provision of rental housing.  </p>
<p>It's also because because Australia is one of the most urbanised nations on earth, with a population broadly set to double by mid-century, and with more than four fifths of that population growth expected to be in just a handful of capital cities. </p>
<p>Investors fancy that by owning property in middle ring capital city suburbs, land prices will rise over time, and over any meaningful period of time they've consistently been very handsomely rewarded for taking that view.</p>

<div class="separator">The towering elephant in the room is that Australia's share market has been performing atrociously, with the ASX 200 some 24 per cent below where it was nearly a decade ago, despite yesterday's bounce and in spite of the lowest interest rates on record ("time in the market....lol).</div>

<div class="separator">And what's more, since we have an index that has a fair weighting towards resources stocks, the market is not even heading back to 6000 any time soon, at least not sustainably, however much the vested interests may try to talk it up. </div>

<div class="separator">Share market investors could be forgiven for being confused, as there is a lot of conflicting advice around. Some like to invest actively or trade, others like to invest passively with low fees, others still take a more focused or value approach.</div>

<div class="separator">As a value investor, Montgomery has previously noted that technical analysis is "nonsense", which may well be so, but TA does at least present market participants with some guidance for when to sell. </div>

<div class="separator">Value investors need to be rigorous, and to employ a considered judgement call for when a stock is no longer offering value, all the while benchmarking a portfolio against new opportunities as they arise. </div>

<div class="separator">One of the challenges for value investors is that the most mouthwatering opportunities inevitably lie outside the largest listed companies, in smaller and more dynamic businesses with far greater potential for growth.</div>

<div class="separator">These mid-cap companies have potential for greater returns, and can be more volatile (higher beta, if CAPM is your thing), which means that you might sometimes need to be able to cope with large drawdowns. </div>

<br>A value investor's motto is that you should buy shares like you buy groceries (i.e. BTFD...more acronyms sorry) and therefore theoretically these crashes in the share price can represent buying opportunities.<br><br>Assuming that you still see the intrinsic value stacking up, and assuming that you are right and the market is wrong, that is.<br><br><strong><span style="text-decoration: underline;">Buyer beware</span></strong> </div>

<br>Like you and me, all businesses have a life cycle. They are born, they grow, and one day, they wither and die (or merge, or get bought out, or taken over).<br><br>For that reason a value investor must know when to sell as well as when to buy.<br><br>

<div>Forge Group (FGE) was one of Montgomery's "A1" services businesses of yesteryear, while Decmil (DCG) was another favourite, both of which ran into trouble after the resources capex cycle peaked in 2012.<br><br>Fortunately Montgomery is a market pro, and being in the market full time he has the ability to manage risk, so in turn he was able to see the writing on the wall for the mining service sector and sold out in 2012 before the SHTF.<br><br>The way in which this is possible is to forecast the economy and its unpredictable cycles, and to recalculate the intrinsic value of a security on an ongoing basis.<br><br>In my experience, too many amateur investors fall in love with their analysis, and while they enjoy the process of buying stocks they find that breaking up is harder to do (too often they think the market is wrong, when perhaps it is the outlook for the company or sector that has changed).<br><br>Here's what happened to Decmil (DCG), which struggled to stay profitable after the resources investment boom peaked in 2012:<br><br><div class="separator"><a href="/images/2016/11/11/DCG.jpg" target="_blank">Click to enlarge</a></div>

<br>Forge Group (FGE) went to the wall almost overnight in 2013 after massive power station losses were unexpectedly revealed to the market, with Forge's Managing Director David Craig (not the singer) noting that the this was "extremely disappointing".<br><br>David Craig (not the singer) proved to a master of understatement as he noted that unexpected writedowns on two power stations for the 2013/14 financial year totalling $127 million were "not acceptable to the board". Probably not that acceptable to shareholders either, tbh.</div>

<br><div>In case you think you won't ever pick a dud stock, recall that Warren Buffett recently took an enormous bath on his huge investment in Tesco, when a corporate fraud was uncovered in the guise of aggressive accounting and overstated profits.<br><br>

Why Australians invest in property

<p>One in every five Australians own an investment property according to the latest Financial Wellbeing Index from ING Direct.</p>
<p>According to the index the number of Australians investing in property has gone up by three percent since mid-2015.</p>
<p>Mark Woolnough, head of third party distribution, for ING Direct said what’s interesting is that while there are continued questions around affordability and the challenges for younger generations in getting onto the property ladder, it’s actually Gen Y that is leading the property investment pack.</p>
<p>"22 percent of Gen Y (18-34 year olds) own at least one investment property, followed by 20 percent of Gen X (35-49 year olds) and 19 percent of Baby Boomers (50-64 year olds).</p>
<p> “Ultimately we’re seeing that Australians still hold faith in the long term investment benefits of property. Property is a great opportunity to build wealth, but it definitely pays to do your research, take your time, speak to the experts such as a mortgage broker or buyers’ agent, and focus on the financials of the investment rather than the emotions of a purchase.”</p>

<p><span>Overall lending conditions in the housing market have firmed as a result of the RBA</span><span>’s </span><span>policy easing in 2016. </span></p>
<p><span>The strengthening in conditions, however, is primarily being driver by the investor segment. Lending to investors has accelerated over the past five months which coincides with the rate cuts of May and August. </span></p>
<p><span>On the other hand, lending to owner-occupiers (O-Os) has been trending down as declining affordability bites. This leads up to conclude that investors are behind the recent acceleration in property prices in Sydney and Melbourne. </span></p>
<p><span>O-Os</span><span>: Lending growth to O-Os continues to ease. The 0.8 percent fall in the value of lending (excl refinancing) means that lending has fallen in two of the past three months. By number, there was a 1.6 percent increase in loans to O-Os over September. But the number of loans is 3.7 percent lower through the year.</span></p>

<p><span>Investors: </span><span>Lending to investors has picked up since the RBA resumed cutting rates in May. Today</span><span>’</span><span>s ABS </span><span>‘</span><span>flow</span><span>’ </span><span>data is consistent with the RBA</span><span>’</span><span>s </span><span>‘</span><span>stock</span><span>’ </span><span>data which shows that the May and August rate cuts had a stimulatory impact on the housing market. As borrowing and deposit rates come down the rental yield on property becomes more attractive. As a result, lending to investors has lifted. </span></p>
<p><span>We have argued for a while now that the RBA is underestimating the impact that policy easing is having on the housing market. From our vantage point activity in the housing market remains firm, as evidenced by strong auction clearance rates, rising dwelling prices and firm credit growth. We acknowledge that the volume of transactions and number of listings is lower than a year ago. </span></p>
<p><span>But in our view that is not reflective of a lack of demand but rather less supply. It partly reflects high transaction cost in the property market which reduce liquidity. These transaction costs (largely stamp duty) rise when property prices increase. </span></p>

<p><span>Construction: </span><span>Total lending for dwelling-related construction rose by 1.7 percent in September and is 6.1 percent higher through the year. This is consistent with the trend in</span><span> </span><span>residential building approvals. The approvals cycle looks to have peaked, however, and we expect lending for dwelling construction to ease in coming months. Lending for alterations and additions rose by 5.4 percent over the month and is up by 4.1 percent over the year. This is consistent with other indicators that show renovation activity is lifting. </span></p>

FHB numbers decrease as lending to investors continues to accelerate

<p>Nearly 1100 homes are slated for auction across Melbourne this weekend, well below the 1339 auctioned over the same weekend last year.</p>
<p>Around 950 auctions are slated for this weekend in Sydney according to CoreLogic, with Mosman the busiest suburb for auctions.</p>
<p>Domain chief economist Andrew Wilson said auction numbers are still rising in Melbourne’s late spring market providing more choice for buyers who continue to secure property at the highest rate in years for this time of the year.</p>
<p>"The inner south will provide the most auctions this weekend in Melbourne with 175 closely followed by the west with 172, the north east 158, the inner east 133, the inner city 124, the outer east 107, the north 104 and the south east 82," he said.</p>
<p>"Reservoir is once again Melbourne’s most popular auction suburb this weekend with 22 followed by Glen Iris and East Bentleigh with 17 each, Brighton 15, Elwood 14 and a number of suburbs with 13 auctions scheduled including Cheltenham, South Yarra and Kew.</p>
<p>"Despite a surge in listings, Melbourne recorded another healthy result for sellers with a clearance rate of 79 percent. This was higher than the previous weekends 78.3 percent and well ahead of the 69.7 percent reported over the same weekend last year.</p>

Auction numbers still rising in Melbourne

<p>The top auction locations are set to Reservoir (23 auctions), followed by Glen Iris and Bentleigh East with 17 auctions in each.</p>

REIV expects 1210 auctions this weekend

<p>Before you knock down your kitchen walls to increase the value of your home with an open plan, have a think about this: the closed off kitchen could make a comeback in future years, according to Secret Agents’ latest bulletin report.</p>
<p>Trendsetting architects are returning to pre-war designs where kitchen and entertainment areas are separated. There is an emerging market for this kind of home.</p>
<p>Many parents who have raised their family in an open plan kitchen would understand that, whilst great for inclusion, there are certain drawbacks to a lack of four walls.</p>
<p>There is no escaping the noise from the television, no way of treating cooking as a peaceful experience, and no way to hide the mess that the kids leave on the dining table from plain sight. Further, when guests come over, it is often impossible to get them to move to the living room.</p>
<p>A closed off kitchen allows the user to relax in a calming environment and momentarily retreat from the chaos of raising a family. It is also great for those who don’t want to be on show the entire time when guests come over.</p>
<p>Layout aside, the future kitchen from a technological standpoint is looking bright. We might even begin to see chef-less kitchens. In fact, that future is not too far away.</p>
<p>Moley, the world’s first robotic kitchen, is currently being crowdfunded for a launch in 2018. The company hopes to sell Moley for a price comparable to the average cost of kitchen refurbishment, around $46,000AUD.</p>
<p>“In more realistic terms however, Secret Agent believes that the evolution of the near-future kitchen will be less of a romantic tech fantasy,” the report stated.</p>
<p>Technology will not cook for us, but it will do what it does best for humanity: automate the mundane and menial, while enhancing the core experience. There is still joy to be had in cooking for yourself.</p>
<p>“Expect in-built Apple or Google devices in your kitchen hardware and smarter appliances. Maybe a countertop touchscreen (not voice activated, because let’s face it - we wouldn’t want Siri’s attitude in the kitchen) that retrieves your favourite recipe at your command, prompting instructions according to the preparation time. No more scrolling through recipes on your phone or tablet with your grubby, greasy hands mid-way through preparing food. No more overcooked roast chicken,” the report suggested.</p>
<p>Imagine a more seamless workflow, with taps switching on automatically and fridge doors that open as you approach.</p>
<p>Range-hoods that adjust their setting according to the intensity of your cooking. The less you need to touch, the less there is to clean.</p>
<p>There will be more time for enjoying the food you’ve made and the company around you, and less time required to do the actual cooking.</p>
<p>Many of these technologies already exist. Yet until smart home technology becomes ubiquitous and accessible to every household, it remains a future for most of us.</p>
<p>Humans have been cooking since the beginning of time, and it’s not about to change just because we can make robots cook like a chef.</p>
<p>Perhaps the best version of a kitchen we can look forward to is one that cleans itself. Now, that’s something worth developing.</p>
<p>Kitchen layouts can generally be divided into 4 shapes: I, L, II and U, according to Secret Agent’s latest bulletin report.</p>
<p>“Secret Agent thought it would be interesting to take a sample of properties in a niche market of Melbourne and find out which kitchen layouts were most popular. Since we deal with a lot of period homes within inner Melbourne, 507 Victorian and Edwardian terrace houses from this region were selected for the comparison. The houses were all sold in 2016. Regardless of the layout, on average, kitchens were found to be approximately 12sqm in size. The rest of our findings are shown on the right,” the report stated.</p>
<p>I (Single wall kitchen)</p>
<p>• By far this is the least common configuration amongst terrace houses, only present in about 6% of homes. However, Secret Agent notes that this is highly popular in new one and two bedroom apartments and studios with limited internal space.</p>
<p>• This layout is usually found in dwellings with limited floor space, as it usually shares its circulation path with other areas of the house.</p>
<p>• The work triangle doesn’t exist, but that doesn’t mean it’s impossible to cook! However, this kitchen type usually accommodates only one person cooking at a time.</p>

<p>• Due to the lack of counter space, the dining table often doubles up as additional work room. Mobile kitchen islands are also a convenient alternative.</p>
<p>• The single wall layout may suit those who don’t cook often or spend much time in the kitchen, as it offers the bare minimum utility while occupying the least amount of space. You’ll also have your back to your guests when cooking, which isn’t a very sociable gesture.</p>
<p>• Some of these kitchens are also designed to be hidden behind sliding or pocket doors to minimise visual clutter.</p>
<p>II, or “Gallery” (Parallel benchtops)</p>
<p>• This kitchen layout accounts for just under a fifth of the homes studied. Taking its name from the galleys (kitchens) of ships and airplanes, this layout is common in commercial kitchens for its highly efficient nature.</p>
<p>• Essentially, this is a single wall kitchen with a benchtop island, or two parallel single wall kitchens. The former is a more social option due to the island, with the latter having limited face-to-face interaction with guests.</p>

<p>• Depending on the size of the kitchen, this II-layout allows more than one person to work comfortably in the kitchen.</p>
<p>• Foot traffic in galley kitchens can be disruptive, depending on the distance between both counters. Ideally, it should be between 1.2m to 1.6m, with greater widths making it inconvenient to walk back and forth. Anything narrower than the minimum suggested would restrict movement with more than one person in the kitchen, particularly when opening drawers and ovens.</p>
<p>L-shaped</p>
<p>• Just under a fifth of the homes observed had this kitchen layout.</p>
<p>• The work triangle does not have any obstructions in the path, and can comfortably fit two persons cooking.</p>
<p>• Similar to the I-layout, the L also commonly shares its circulation space with the dining area or a corridor. It is a more flexible option that suits any room size, while offering an improved workflow from the simpler I-layout.</p>

<p>• In open plan homes, it lacks the social connection with the living and dining areas, as you will still have your back to your guests.</p>
<p>• Instead of adding an island (turning this into a U-layout), some may prefer to have a regular dining table nearby. This way, it provides an all-round dining surface, as opposed to an island which only provides seating on one side.</p>
<p>U-shaped</p>
<p>• This is the most common kitchen type, making up two- thirds of all the terraces we looked at. We have also included what most would call the “G-shape” or “L-shape with island” as part of this group for simplicity, as it has the same wrap-around, three-sided layout.</p>
<p>• The U-shape offers the most flexibility and variation, on top of being a highly social configuration. It suits both smaller and larger homes, in both open plan and closed plan layouts.</p>
<p>• This kitchen type is divided into zones (casual dining, preparing, cooking, cleaning), as opposed to a proper work triangle, allowing multiple people to work in the kitchen at any one time.</p>

Closed off kitchens may make a comeback in the home

<p>Residential mortgage lending constitutes the largest credit exposure in the Australian banking system and, for many ADIs, well over half their total credit exposures.</p>
<p>This concentration of exposure necessitates APRA’s close scrutiny of ADIs’ lending practices.</p>
<p>In November 2014, APRA released Prudential Practice Guide APG 223 Residential Mortgage Lending (APG 223) to provide guidance to ADIs on sound risk management practices for residential mortgage lending.</p>
<p>APG 223 outlines prudent practices in areas, such as sound loan origination criteria, appropriate security valuation methods, the management of problem loans, and monitoring relevant risk data. APRA is currently consulting on updates to APG 223, as outlined on the APRA website.</p>
<p>ADIs currently report residential mortgage lending data to APRA on reporting forms under the Financial Sector (Collection of Data) Act 2001 (FSCOD Act), and in response to ad hoc information requests pursuant to APRA’s general powers under the APRA Act.</p>
<p>One key source of information is Reporting Standard ARS 320.8 Housing Loan Reconciliation (ARS 320.8), made under the FSCOD Act.</p>
<p>This reporting standard requires ADIs with more than $1 billion in residential term loans to report 99 data items each quarter on Reporting Form ARF 320.8 Housing Loan Reconciliation (ARF 320.8), using the Direct-to-APRA (D2A) reporting software each quarter.</p>
<p>ADIs must report information on ARF 320.8 on their housing lending activity, including information on loan purpose (either owner-occupied or investment loans), balances of existing loans, new</p>
<p>loan approvals and features of loans. ARF 320.8 collects this information on loans on the domestic books for banks and licensed books for non-bank ADIs.</p>
<p>ARF 320.8 was introduced in 2008 and has not been updated since then. There is now a significant gap in APRA’s ability to monitor the credit risk and lending practices of ADIs. Only 31 of the 109 locally incorporated ADIs are required to submit ARF 320.8.</p>
<p>Many of the loan characteristics that are factors for assessing credit risk (as outlined in APG 223) are not covered, such as portfolio loan-to-valuation ratio LVR breakdowns, loan performance, security type and borrower serviceability.</p>
<p>ADIs report loans only on a domestic books basis and exclude certain types of borrowers under ARS 320.8, such as non-resident households, household trusts and self-managed superannuation funds (SMSFs), meaning some relevant lending activity is not captured.</p>
<p>Furthermore, some of the data items reported on ARF 320.8 are no longer relevant to APRA’s supervisory needs.</p>
<p>These information gaps in the D2A reporting mean APRA must request additional information on residential mortgage lending to undertake meaningful analysis for individual ADIs and the ADI industry as a whole.</p>
<p>The additional data received are not subject to APRA’s formal data quality assurance processes, they are not stored in APRA’s centralised data warehouse and may not be of publishable quality.</p>
<p>These ad hoc requests can impose an increased regulatory burden on entities. Due to their variable scope and requirements, it can be difficult for ADIs to allocate resources and provide ongoing quality assurance.</p>
<p>Some ADIs have informally expressed a preference for reporting requirements to be collected through D2A wherever possible, and for all reporting requirements to include a clear statement of purpose and instructions.</p>
<p>ARF 320.8 is due 20 business days after each reference quarter. The Reserve Bank of Australia (RBA) also uses data reported on ARF 320.8 in the development of policies to promote financial stability, and to monitor the transmission of monetary policy.</p>
<p>ADIs currently report information on the balance on loans that are impaired or past-due in Reporting Form ARF 220.0 Impaired Facilities. This does not include any loan characteristics other than a split between owner-occupied and investor.</p>
<p>ADIs using the Standardised Approach to calculating credit risk capital requirements also report some information about residential mortgage lending on Reporting Form ARF 112.1A Standardised credit risk - On-balance sheet assets, ARF 112.2A Standardised credit risk - Off-balance sheet exposures, while ADIs using the internal- ratings based (IRB) approach report some information on and ARF 113.3A IRB Retail – Residential mortgages. Only limited detail on characteristics of the loans is reported on these forms.</p>
<p>To better enable APRA’s supervisory monitoring and oversight of residential mortgage lending, and reduce the reliance on ad hoc information requests, APRA proposes to introduce a new reporting standard under the FSCOD Act, Reporting Standard ARS 223.0 Residential Mortgage Lending (ARS 223), and a new form, Reporting Form ARF 223.0 Residential Mortgage Lending (ARF 223.0).</p>
<p>These changes will enable APRA to maintain its supervisory intensity of residential mortgage lending and address emerging risks, while removing some unnecessary reporting burden on ADIs.</p>
<p>All locally incorporated ADIs will be subject to ARS 223.0 and required to submit ARF 223.0, 28 calendar days after the end of each calendar quarter.</p>
<p>While smaller ADIs are currently not required to submit ARF 320.8, residential mortgage portfolios typically make up the majority of their balance sheet.</p>
<p>Comprehensive supervisory monitoring of the credit risk of these ADIs is therefore dependent on obtaining information about their residential mortgage lending.</p>
<p>APRA expects that much of this information will already be available by ADIs for their own internal monitoring purposes.</p>
<p>ARF 223.0 will collect information on both the portfolio stock and the new lending activity each quarter. ADIs with a Level 2 group will need to complete ARF 223.0 on a Level 2 basis, and other ADIs on a Level 1 basis.</p>
<p>Depending on their level of residential mortgage lending activity in Australia, branches of foreign banks may also be required to submit ARF 223.0 each quarter, as directed by APRA.</p>
<p>The proposed reporting standard, form and reporting instructions are available on the APRA website.</p>
<p>In order to accurately assess the risk profile of the residential mortgage loan portfolio of an ADI or the industry as a whole, APRA needs to have relatively detailed information on residential mortgage loan portfolios.</p>
<p>ADIs currently report outstanding loan balances to households and some loan characteristics on ARF 320.8, split by purpose of the loan. ADIs currently report the balance on impaired or past-due loans in ARF 220.0, split between owner-occupied and investor loans with no further detail.</p>
<p>The proposed ARF 223.0 will capture loans to households as well as borrowers which have similar risk profiles to households, such as loans to family trusts and SMSFs and to non-residents.</p>
<p>ADIs will be required to report new information including: facility limits; a more detailed breakdown by LVRs; loan vintage; loans subject to lenders mortgage insurance; loans secured by property overseas; and loans secured by a unit or apartment.</p>
<p>The definitions used in ARF 223.0 have been streamlined to better align with ADIs’ own internal information management systems.</p>
<p>For example, the definitions of an owner-occupied loan and an investor loan have been updated. These changes should make it easier to report and therefore reduce the ongoing reporting burden.</p>
<p>More detail about problem loans will be required than is currently reported on ARF 220.0.</p>
<p>ADIs will be required to report past-due loans according to risk characteristics (such as loan type, origination channel and LVR), mortgage loans with hardship arrangements, mortgagee in possession loans, loans less than 90 days past due and new non- performing loans in the quarter.</p>
<p>In addition to portfolio metrics, information on the risk profile of new loans is essential for analysis of ADIs’ credit risk.</p>
<p>ADIs currently report limited information on new loan approvals on ARF 320.8, including breakdowns on purpose, some loan features and LVRs. Revolving credit is not captured on ARF 320.8.</p>
<p>ARF 223.0 will require ADIs to report loans originated during the quarter, rather than loans approved, as this is a better and more reliable measure of loans affecting an ADI’s risk profile.</p>
<p>Details on new loan originated to trusts operated by households, such as family trusts and SMSFs, will be included in reporting, as well as loans to non-residents. Originations of revolving credit facilities will also be reported.</p>
<p>ADIs will be required to report more detailed data on loans originated during the quarter than is required on ARF 320.8, including information on borrowers, loan-to-income ratios, collateral type and location and a more granular breakdown by LVR.</p>
<p>Most of the existing detail on loan approvals reported on ARF 320.8 will continue to be reported for originations on ARF 223.0, such as loan purpose and loan features.</p>
<p>ADIs will also be required to report information on the average variable interest rate and average loan serviceability assessment rate of loans originated during the quarter. These data will be used to analyse changes in serviceability parameters.</p>
<p>APRA’s needs for regular statistics on mortgage lending activity will be largely met by the proposed ARF 223.0.</p>
<p>However, the RBA relies on the information reported on ARF 320.8 to perform its role.</p>
<p>The RBA will become the primary user of ARF 320.8 and has requested that APRA continue to collect the form on its behalf from ADIs with over $1 billion of residential mortgage term loans each quarter.</p>
<p>The RBA is currently reviewing ARF 320.8 and intends to consult ADIs on revised reporting requirements in late-2016. Both APRA and the RBA are working together to minimise reporting burden by limiting the overlap between collections, and by streamlining concepts and definitions.</p>
<p>After considering the feedback received in response to the discussion paper, APRA expects to issue a response paper and finalise the content and format of ARS 223.0 in the first half of 2017. The new reporting requirements would commence for the quarter ending 31 December 2017.</p>
<p>To improve the quality of regulation, the Australian Government requires all proposals to undergo a preliminary assessment to establish whether it is likely that there will be business compliance costs. In order to perform a comprehensive cost-benefit analysis, APRA welcomes information from interested parties.</p>
<p>As part of the consultation process, APRA requests respondents to provide an assessment of the impact of the proposed changes and, specifically, the marginal compliance costs ADIs are likely to face.</p>
<p>Given that APRA’s proposed reporting requirements may impose some compliance costs, respondents may also indicate whether there are any other requirements relating to ADI reporting that should be improved or removed to reduce compliance costs. In doing so, please explain what they are and why they need to be improved or removed.</p>
<p>APRA also requests feedback on the proposed reporting requirements, the extension of reporting on residential mortgage lending to ADIs with less than $1 billion in residential mortgage loans, and the ability of ADIs’ data source systems to align to the concepts and definitions in the proposed data requirements.</p>
<p>APRA welcomes any suggestions for changes to definitions that will improve data quality and reduce reporting burden.</p>
<p>Specifically, APRA seeks feedback on the proposed definitions in the reporting instructions for owner-occupied loans, investor loans, household trusts and newly originated loans.</p>
<p>The proposed reporting requirements, like all reporting requirements under the FSCOD Act, will utilise XBRL (eXtensible Business Reporting Language) and the Standard Business Reporting (SBR) taxonomy.</p>
<p>ADIs that use XBRL and the SBR taxonomy to map or tag their financial information can streamline their reporting processes and reduce the manual intervention required.</p>
<p>There are several concepts on the proposed form that overlap those of other APRA reporting, allowing for the re-use of existing SBR taxonomy tagging on source data systems.</p>
<p>APRA requests feedback on the cost incurred in responding to past information requests regarding residential mortgage lending.</p>
<p>APRA expects the introduction of ARF 223.0 to reduce the frequency and detail of these requests for the majority of ADIs.</p>
<p>Feedback on compliance costs under the proposed changes can be provided to APRA using the template for costings available on the APRA website <a href="https://www.apra.gov.au/adi/Documents/Template-for-%20cost-savings-2015.xlsx" target="_blank">here</a></p>
<p>The template is designed to capture the relevant costs in a structured way, including a separate assessment of upfront costs and ongoing costs.</p>

Property 101: APRA's residential mortgage lending reporting requirements

<p>2016 will go down as a watershed year for all the wrong reasons: Britain’s EU exit faces strong opposition; Syria remains plunged in civil war; and in the wake of the US election politics in the two major Anglosphere democracies are now deeply polarised. </p>
<p>In Britain and the US, the majority of voters have embraced candidates and movements that eschew globalisation, immigration and free markets. Instead, they preach nationalism, closed borders and protectionism.</p>
<p>But it is hyperbolic to suggest that the post-2008 financial crisis era is beginning to look very much like the 1930s in the wake of the Wall Street crash. This is not a clash between fascism, communism and democracy. But what the Brexit and US presidential votes do show is that modern democracies have proven incapable of dealing adequately with income inequality, unemployment and declining opportunity.</p>
<p>With Trump as president, US policy is likely to become more unpredictable, but the business of government and policy implementation must go on nevertheless. </p>
<p>Despite Republican majorities in Congress, Trump will not be able to treat the legislature as a mere rubber stamp. In the US system, Congress holds the whip hand. Moreover, Trump is at war with so many senior Republicans, he is unlikely to enjoy a smooth ride. Where congressional Republicans and Trump do agree is that tax cuts are needed.</p>
<h2>Unchartered waters</h2>
<p>In this respect, we are really navigating unknown waters as to how Trump will behave in office as president. Trump has no public sector background. He will be the first US president to enter the office without any gubernatorial or congressional experience, or any previous role in an administration. </p>
<p>Ronald Reagan, Bill Clinton and George W. Bush served as state governors; John F. Kennedy and Barack Obama were junior senators (Obama also served as a state senator from 1996); George H.W. Bush served in multiple roles, including the vice presidency. In the post-war period, only Eisenhower comes close to Trump as a political cleanskin. But Eisenhower had a substantial military career, a reputation as a war hero, and had been a key adviser to both the military and the Department of Defense before and after World War II.</p>
<p>Trump’s victory has been built on his image as a Washington outsider. But his isolationist, nationalist and protectionist policies are not new; the first US Secretary of the Treasury, Alexander Hamilton, was an unabashed protectionist, viewing American infant industries as central to the US’s commercial rivalry with industrial Britain. </p>
<p>On defence and trade policy, Trump is close to many of the positions articulated by the America First movement in the 1930s and 1940s. Substantial figures, such as Charles Lindbergh and future president Gerald Ford, sought to keep America out of the second world war. But once Washington entered the war, it did not make the same mistake it made after Versailles in 1919; instead, the US became a global economic and military superpower, eschewing the isolationism of 1920–41.</p>
<p>As a self-declared neo-isolationist, one of the keys to Trump’s victory was his denunciation of the free-trade orthodoxy that has dominated Washington’s economic agenda since the Bretton Woods conference of 1944, which created the IMF, World Bank and, later, the GATT, the predecessor to the World Trade Organisation.</p>
<p>Let’s take a look at the state of play of the US’s current and mooted free trade negotiations. We’ll also briefly canvass how President Trump is likely to deal with Janet Yellen and the Federal Reserve. </p>
<h2>The Trans-Pacific Partnership (TPP)</h2>
<p>The TPP was initiated under George W. Bush’s administration, but President Obama pushed the 12-member bloc, obtaining fast-track trade promotion authority from Congress in June 2015. This allowed him to press forward with the finalisation of the agreement, which was released in October 2015. However, Trump’s opposition to TPP, along with Hillary Clinton’s second thoughts about her support for it means the deal is unlikely to pushed through during Obama’s final weeks in office.</p>
<p>In November 2015, Trump declared TPP “insanity”. Trump’s anti-TPP campaign demonstrated how he and the Tea Partyists had so convincingly vanquished the traditionally pro free trade Republican Party. By July this year, Republicans began to erase all trace of TPP support from their websites. By September, staunch TPP supporters Marco Rubio and Pat Toomey performed a volte-face; having praised the TPP, now they sought to bury it. Both Obama and Hillary Clinton were depending on the pro-TPP Republicans to get the pact through Congress.</p>
<p><strong>Verdict:</strong> Dead in the water. Many Australians will applaud Trump for killing the TPP, as it was <a href="https://theconversation.com/ratifying-the-tpp-may-be-tough-but-australia-needs-it-48663" target="_blank">far from popular</a>. </p>
<h2>The North American Free Trade Agreement (NAFTA)</h2>
<p>NAFTA was a product of the Reagan-Bush years, building on its 1998 predecessor, the Canada-US Free Trade Agreement (CUSTA). George H.W. Bush’s administration did most of the heavy lifting, but Bill Clinton pushed NAFTA through Congress in 1993, expending considerable political capital as he faced off against the unions, the Democrats’ biggest supporters.</p>
<p>Trump has labelled NAFTA “the worst trade deal ever”. True, NAFTA may have destroyed 879,000 US jobs, according to one study. But it also provided a low cost labour base for both the US and Canada, as they strove to compete with Asian manufacturing and the EU’s newly opened eastern periphery.</p>
<p><strong>Verdict:</strong> No happily ever NAFTA. Likely to stay, but regulatory changes will be made.</p>

<h2>The Transatlantic Trade and Investment Partnership (TTIP)</h2>
<p>TTIP may be dead already, mostly due to the fact that it’s as popular as Hillary Clinton. It is in Europe that TTIP has found its strongest opponents, with thousands protesting against it.</p>
<p>Clinton, Sanders and Trump’s position against TTIP coalesced early, as it was clear it was a vote loser within all three candidates’ voter bases. In a pitch to Sanders supporters, Clinton declared she would quash any deal that hurt American jobs. </p>
<p>Clinton’s opposition to free trade deals demonstrated how decisive both the Sanders and Trump campaigns had been in shaping the narrative of the anti-free trade debate. Equally, the union base of the Democratic Party had always opposed FTAs. Had Clinton won the election, it is likely she would have attempted to revive TTIP during her tenure, as both the EU and US had pushed for a transatlantic FTA in some form since 1990. </p>
<p><strong>Verdict:</strong><span> This is an </span><a href="https://www.goodreads.com/quotes/64604-this-parrot-is-no-more-it-has-ceased-to-be" target="_blank">ex-parrot.</a></p>
<h2>A UK-US free trade deal?</h2>
<p>President Obama infamously intervened in the UK Brexit debate earlier this year, declaring Britain would go “to the back of the queue” if it left the EU and sought a FTA with the US. Theresa May, Boris Johnson and Liam Fox will be hoping that President-elect Trump will welcome a special free trade relationship.</p>
<p>During the campaign, Trump advisers indicated that he would be willing to discuss a FTA with the UK. Indeed, Trump stated that Britain would “always be at the front of the line” when it came to trade deals. This would be critical to Brexit Britain; the US is the UK’s largest third-country market, with more than £30 billion in exports.</p>
<p>But the UK also enjoys a trade surplus in goods and services with the US, and Trump’s administration is unlikely to grant substantial concessions to an ally that already makes substantial hay from its existing tariff arrangements.</p>
<p>In other words, why would President Trump do a deal that gives UK firms more access to the US market?</p>
<p><strong>Verdict:</strong> Boris needs to grab that American passport of his, head for Washington and start speed-dating. Soon.</p>
<h2>Audit the Fed!</h2>
<p>What future for Janet Yellen, Federal Reserve Chair? The Donald has expressed his dislike of the Federal Reserve chair on more than one occasion.</p>
<p>In September 2016, Trump took aim at Yellen’s near zero interest-rate policy, arguing it existed only to make Obama look good. Janet Yellen wasn’t about to take this lying down. In a press conference, she responded – implicitly – to Trump, arguing that:</p>
<p><em>“I can say emphatically that partisan politics plays no role in our decisions…We do not discuss politics at our meetings.”</em></p>
<p>It’s unknown whether Trump would seriously attempt to remove Yellen. But in May this year, he did state that he would “most likely” replace her as she was “not a Republican”. In September, Trump’s position hardened; he said he would audit the Fed and replace Yellen in the first 100 days of his administration.</p>
<p>There are precedents; in 1981, US Treasury Secretary Donald Regan began to brow-beat Fed Chair Paul Volcker for maintaining his tight monetary policies as the Reagan administration sought to introduce wide ranging tax cuts. Despite Reagan’s early support for Volcker (a Carter appointee), by 1987, the President had had enough; he ended Volcker’s tenure, bringing in Alan Greenspan.</p>
<p><strong>Verdict:</strong> Anyone looking for a central bank chief? Used for one term only. Low, low interest rates.</p>
<h2>Another brick in the wall</h2>
<p>Trump’s triumph is partly built upon faulty and drastically over-simplified conceptualisations of the operation of the US and the global economy. Corporations, banks, finance and even consumers are no longer “national” entities. They have not been for many years. Manufacturing and services are not local but global. This complex web of interdependence has manifested itself over many decades.</p>
<p>Globalisation has even brought jobs back to America; but in the post-GFC environment, this has produced US jobs that, on average, pay 23% lower than they did prior to 2008.</p>
<p>Mexican walls, Chinese trade negotiations and bans on Muslims: if Trump were to implement some of these initiatives it may have some impact upon people movements. But low-tech manufacturing jobs en masse are not coming back to America. The US used to build vast numbers of radios and TVs; these have not been made in America for a long, long time. Similarly, Apple is not about to repatriate iPhone production and establish manufacturing onshore. And US corporations are not about to stop doing business with the rest of the world.</p>
<p>This is the brutal reality that Trump cannot smash, but his supporters appear to believe he can. He is wrong and they are wrong. And they will be bitterly disappointed.</p>
