<p>An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.</p>

<p>The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.</p>

<p>The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.</p>

<p>Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.</p>

<p>It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.</p>

<p>The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.</p>

<p>Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.</p>

<p>At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.</p>

<p>The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.</p>

<p>The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.</p>

<p>Rebel had secured approval for the concept plans late last year.</p>

<p>A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.</p>

<p>The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.</p>

<p>Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.</p>

<p>At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.</p>

<p>The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.</p>

<p>Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.</p>

<p>The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.</p>

<p>The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.</p>

<p>Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.</p>

<p>Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.</p>

<p>Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.</p>

<p>The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.</p>

<p>One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. The boutique apartment project is already well under construction and remains on track to welcome residents by the end of the year, offering a markedly different proposition to many of the larger-scale developments now likely to emerge across the suburb.</p>

<p>Are mortgage holders set to get a reprieve from the RBA in 2026?</p>

<p>Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.</p>

<p>NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.</p>

<p>“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.</p>

<p>"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.</p>

<p>Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.</p>

<p>“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”</p>

<p>Dr Auld said inflation risks and labour market outcomes would be important to watch.</p>

<p>“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”</p>

<p>She said tighter financial conditions are expected to weigh on housing and activity.</p>

<p>“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”</p>


Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

<p>Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.</p>

<p>From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;</p>

<h2>What is the Help to Buy Scheme?</h2>

<p>The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.</p>

<p>The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).</p>

<p>Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.</p>

<p>Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.</p>

<p>The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.</p>

<p>There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.</p>

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

<p>To qualify for the Help to Buy Scheme, applicants must meet the following conditions:</p>

<ul>
	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>
</ul>

<p>While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.</p>

<p>The scheme is expected to commence in NSW in late 2025, as part of a national rollout.</p>

Melbourne property correction nowhere to be seen: Pete Wargent

<p class="BodyCopy">The slow and inevitable fade of the Sydney market is happening in concert with a rise in New South Wales regional markets.</p>
<p class="BodyCopy">Hotspotting’s monitoring of sales activity shows there are growth markets across the state – indeed Regional NSW now has more upwardly-mobile markets than Sydney does.</p>
<p class="BodyCopy">The Newcastle region and the Central Coast stand out, as markets a little north of Sydney head a strong NSW Regional sector.</p>
<p class="BodyCopy">While the Sydney market is past its peak and has relatively few growth markets compared to 2015/2016, Regional New South Wales has risen.</p>
<p class="BodyCopy">Our Spring survey has identified almost 50 regional towns or suburbs with rising markets – a little down on the number revealed in the Winter report, but still very strong.</p>
<p class="BodyCopy">I’ve observed previously that Newcastle and the regions surrounding it have provided the stand-out precinct in Regional NSW.</p>
<p class="BodyCopy">This remains the case, but with a new market leader - the Lake Macquarie LGA on the fringe of Newcastle.</p>
<p class="BodyCopy">This municipality has five suburbs where sales activity is rising steadily and six others with steady sales performance. Growth suburbs include Belmont North, Edgeworth, Macquarie Hills, Toronto and Warners Bay.</p>
<p class="BodyCopy">Nearby LGAs (including the municipalities of Port Stephens, Newcastle, Maitland, Cessnock, Singleton and Muswellbrook) all have busy sales activity. </p>
<p class="BodyCopy">Jointly the Newcastle/Hunter region has 19 growth markets (up from 17 three months ago).</p>
<p class="BodyCopy">To illustrate what some of these markets look like, dwelling sales in Cessnock have been 65, 67, 84, 90, 96 and 101 in the past six consecutive quarters. This kind of pattern inevitably delivers price growth – and the median house price for Cessnock has increased 13% in the past 12 months.</p>
<p class="BodyCopy">Hunter Valley locations like Muswellbrook and Singleton continue to improve after the previous downturn caused by over-development and a downturn in the coal industry.</p>
<p class="BodyCopy">Following the merger of the Wyong and Gosford LGAs to form the Central Coast council area, this municipality is now a significant market in Regional NSW.</p>
<p class="BodyCopy">It has four rising locations, but 24 with steady sales performance (many of them what we called “plateau” markets, where sales have levelled off a little below the peak), which indicates this market overall is strong but past its best.</p>
<p class="BodyCopy">On the south coast of NSW, both Batehaven and Tuross Head in the Eurobodalla LGA have growth markets.</p>
<p class="BodyCopy">Queanbeyan on the ACT border continues to excel as an affordable growth alternative to Canberra. Others to stand out as above-average growth markets in Regional NSW include Bathurst, Dubbo, Taree, Tuncurry and Gunnedah.</p>
<p class="BodyCopy">Tamworth, Orange, Goulburn, Ballina and Wagga Wagga all have solid markets with steady sales activity.</p>
<p class="BodyCopy">Areas which were among the Regional NSW growth stars previously, but have now levelled out with plateau markets, include locations close to Sydney which caught a ripple effect from the capital city boom: Wollongong, Blue Mountains and the lifestyle towns of Wingecarribee Shire (the Southern Highlands).</p>
<p class="BodyCopy">Other previous growth stars now past their peaks include Port Macquarie and Coffs Harbour.</p>

Regional NSW now has more upwardly-mobile markets than Sydney

<p><span style="font-size: 12.16px;">Most indicators suggest that Melbourne has moved into first place as the city creating the most jobs and growth.</span></p>
<p>That said, the New South Wales Treasurer handed down a 2017-18 Budget yesterday revealing that the state's finances are in rude health.</p>
<p>Each month I've been tracking the unprecedented stamp duty take resulting from Sydney's property boom, a gift which has kept on giving.</p>
<p>It was reported yesterday that the state beat projections in 2016-17 to hit another surplus of $4.5 billion, with NSW now in a negative net debt position, boasting a net worth totalling more than a quarter of a trillion dollars, and with enough left over to set up a $15 billion Future Fund.</p>
<p>To complete the virtuous circle the state now plans to unleash a towering $72.7 billion spend on infrastructure, incorporating an impressive range of projects, a further record $7.7 billion for health infrastructure, and $4.2 billion to build 26 new schools and to fund upgrades.</p>
<p>This is a positive move for Sydney, and the harbour city will need to get these projects moving to fill the hole left by any coming downturn in the rate of apartment building.</p>
<p>Melbourne vacancies keep falling</p>
<p>We seem to have reached an inflection point in this property cycle.</p>
<p>Lower interest rates spurred record numbers of property investors into the market since 2012.</p>
<p>But now regulators and banks are winding back interest-only loans and have introduced tougher serviceability measures and higher mortgage rates for investment products.</p>
<p>And this is at a time when demand for rentals has never been higher, with employees changing roles and locations more frequently than in times past, and a record boom in international visitors and students.</p>
<p>While the rate of dwelling construction has been impressive, I recently mused <a href="https://petewargent.blogspot.com.au/2017/06/is-sydney-heading-for-rental-crisis">here</a> whether the number of available rental properties will keep up with demand this year and next. </p>
<p>Vacancy rates declined across much of Australia in May, with the national vacancy rate dropping from 2.4 per cent to 2.2 per cent. </p>
<p>Vacancies remained super-tight in Hobart (0.6 per cent) and Canberra (1 per cent), while in Sydney the vacancy rate declined to just 1.8 per cent. </p>
<p>Vacancy rates ticked down in Brisbane, Perth, and Darwin in May, though from elevated levels in the case of Perth and Darwin, where median asking rents continue to slide. </p>
<p>In Melbourne the vacancy rate is almost in freefall, halving from more than 3 per cent at the end of 2014 to a 7-year low of just 1.5 per cent. <span style="font-size: 12.16px;"> </span></p>
<p><span style="font-size: 12.16px;">Inflation impact?</span></p>
<p>SQM's asking rents index shows rents already rising for apartments in Sydney (up 3.5 per cent over the year to June 20), and quite sharply for apartments in Melbourne (up 5.9 per cent).</p>

<p>The vacancy rates figures suggest that rental prices may soon level off in the resources capitals, while there is mounting evidence of a tightening rental market in the two most populous capital cities. <span style="font-size: 12.16px;"> </span></p>
<p>If rents do start to rise again then this has implications for monetary policy since rents form an important part of the consumer price index (combined with rising energy prices, a strengthening rental market could be enough to scope out further rate cuts).<span style="font-size: 12.16px;"> </span></p>
<p>On the other side of the ledger, oil prices have declined to their lowest level in 9 months. </p>
<p>Overall, the figures suggested that the rental markets in the weakest cities are approaching their cyclical nadir, while most other markets ex-Brisbane are either tight or tightening. </p>
<p>Most notably, the feared oversupply in Melbourne has not materialised - if anything the number of available rentals is failing to keep pace with demand. </p>

Melbourne vacancies crash to a 7-year low

<p>The reading for business confidence rose to +9, in June 2017 well ahead of the long run average of +6.</p>
<p>And business conditions have stormed to +15, which is the highest reading in 9 years and follows the other key measure of conditions already reported. </p>
<p>The long run average reading for the series is +5. </p>
<p>Granted things promptly got worse last time we reached these heights, but this survey now sits a world away from the stuttering results of 2014.</p>

NAB survey burns house down: Pete Wargent

<p>Investors continue to under-rate and overlook regional Australia despite the appeal of what’s on offer for those who select well and invest intelligently.</p>
<p>There’s a strong inclination to cling to the capital cities, perhaps unsurprising when research sources publish comparisons with a single growth figure to describe the eight capital cities (inflated by Sydney’s growth figure, also inflated) and a single number to describe the vastness that is regional Australia.</p>
<p>The lone figure for regional Australia is always lower, dragged down by all those cities and towns undermined by the decline in the resources sector or drought or some other periodic affliction.</p>
<p>But the best of regional Australia provides one of real estate’s win-win-win situations: lower prices, better yields and strong prospects for capital gains.</p>
<p>Many of the regional centres with the best appeal are places most investors would never consider – or have even heard of.</p>
<p>Armidale in regional New South Wales is a good case study. It features in the new 2017 edition of the <em>National Top 5 Cheapies With Prospects: Regional Edition</em> for multiple reasons. A diverse economy sustained by education, tourism and agriculture is a big factor, as is the support of Deputy Prime Minister Barnaby Joyce, the local Member.</p>
<p>The city’s prospects are being boosted by upgrades to the airport and hospital, the possibility of a major solar farm, touted as being the largest solar farm in New South Wales, and a wind farm development.</p>
<p>There is also the plan for a government department currently based in Canberra being relocated to the township.</p>
<p>Located on the New England Highway inland from Coffs Harbour and with regular train services and daily flights to Sydney, Armidale has good connectivity for both freight and passengers.</p>
<p>In addition to its rural roots, Armidale is a significant education centre. The New England University College began life as a College of the University of Sydney in 1938 - the first Australian university established outside a state capital city. The University of New England now has campuses at Armidale, Lismore and Orange, catering for 22,000 students.</p>
<p>The prominence of the education sector has created a wider range of jobs and business opportunities than normally would be found in a regional location.</p>
<p>Tourism and hospitality play a vital role in the local economy, contributing $92 million in sales in 2015, when 181,000 visitor-nights were recorded by Tourism Research Australia. Canyoning, mountain biking, bird watching, trout fishing and other outdoor adventures attract visitors. There are also spectacular waterfalls, gorges, world-heritage national parks, cool-climate vineyards, music festivals and art exhibitions.<span style="font-size: 12.16px;"> </span></p>
<p>Armidale has not lost its agricultural roots; rural land is used largely for sheep and cattle grazing, with some fruit-growing and viticulture. Sheep and cattle are sold each week at the Armidale Saleyards and around 1.8 million beasts are slaughtered each year. The sheep, beef cattle and grain farming industries employ about 10% of the population.</p>
<p>The region is serviced by the Armidale Hospital - a public hospital which is currently undergoing an upgrade.</p>
<p>The Metz Solar Farm, declared a “state significant project” because of its size, reportedly would be the largest solar development in NSW. Proprietor Infinergy has negotiated a 30-year lease for the land – a 950ha selection. This project would generate 150 construction jobs.</p>
<p>Other infrastructure improvements which will give Armidale a boost include upgrades of the airport. The present airport terminal will double in size.<span style="font-size: 12.16px;"> </span></p>
<p>In a move driven by the Deputy Prime Minister Joyce, 200 public servants could be relocating to Armidale. Staff from the Australian Pesticides and Veterinary Medicines Authority have been told to prepare to relocate under the Federal Government’s “jobs and growth” strategy.<span style="font-size: 12.16px;"> </span></p>
<p>The Armidale median house price is $360,000 following a 6 percent rise in the past 12 months. It’s quite a busy market with over 400 house sales in the past 12 months.<span style="font-size: 12.16px;"> </span></p>
<p>Long-term growth, i.e. the average annual growth in median house prices over the past 10 years, is 5 percent per year for both houses and units.</p>
<p>Investors can expect solid rents to deliver yields in the 5 percent to 5.5 percent range on houses and around 6 percent on units.</p>

Armidale investments being overlooked

<p>Whenever a major research firm publishes its latest data on the movement in capital city house prices, media presents that data as fact.<span class="Apple-converted-space"> </span></p>
<p class="p1"><span class="s1">It also, often, makes sweeping conclusions about the meaning of the figures, relative to affordability, the state of the market and the impact on consumers.</span></p>
<p class="p1"><span class="s1">The next firm to publish data will receive the same media treatment: the figures are factual, therefore this is what is means for the market and for buyers and sellers.</span></p>
<p class="p1"><span class="s1">The problem is: the two sets of data are quite different and, in some cases, contradictory.</span></p>
<p class="p1"><span class="s1">By the time figures have been published from five different sources - the ABS, the REIA, SQM Research, Domain and the ever-present but often-puzzling CoreLogic are regularly featured - consumers who have been absorbing all the data will be massively confused and terribly misinformed.</span></p>
<p class="p1"><span class="s1">It’s rare for all sources to agree on how much city markets are rising or falling - or, indeed, <strong>whether </strong>markets are rising or falling.</span></p>
<p class="p1"><span class="s1">According to CoreLogic’s latest data, Melbourne house prices are lower than 12 months ago - but both the ABS and SQM Research disagree. They both have Melbourne about 3% higher than a year ago.</span></p>
<p class="p1"><span class="s1">It’s a similar situation with Adelaide: SQM says the Adelaide housing market is down a little, but the ABS and CoreLogic says it’s risen marginally.</span></p>
<p class="p1"><span class="s1">All three sources believe the Hobart market has risen in the past year, but there is considerable disagreement on how much: CoreLogic says 10.7%, the ABS 15.5% but SQM claims it’s only 6.4%.</span></p>
<p class="p1"><span class="s1">There’s a substantial difference there: SQM says there’s only moderate growth in the Tasmanian capital but the official government source, the ABS, portrays a boom market.</span></p>
<p class="p1"><span class="s1">CoreLogic tells us the Perth housing market is still in the negative but SQM claims that the downturn is over and prices have started to rise again.</span></p>
<p class="p1"><span class="s1">Canberra is either the strongest capital city market in the nation, up 10.4% in the annual terms, or it’s rising only moderately at 2% or 3% - depending on whose figures you believe.</span></p>
<p class="p1"><span class="s1">SQM says the average scenario across the eight capital cities is an annual rise of 2.6%, but the ABS says there’s been no meaningful change, while CoreLogic says the national market is down 2%.</span></p>
<p class="p1"><span class="s1">Newspaper headlines keep telling that prices are falling across Australia, because they tend to publish the CoreLogic figures, but both the ABS and SQM disagree.</span></p>
<p class="p1"><span class="s1">Both those sources have prices higher than a year ago in five of the eight capital cities, and SQM has the national average up 2.6%, but you get quite a different conclusion is you focus on the CoreLogic data.</span></p>
<p class="p1"><span class="s1">The only matters on which the three major sources broadly agree is that the Darwin housing market is down about 4% and that the Brisbane house market is up by 1% or 2%.</span></p>
<p class="p1"><span class="s1">The message for consumers is: don’t take price data published by media too seriously - and don’t base big financial decisions on the published data.</span></p>

How to analyze city property price data: Hotspotting's Terry Ryder

<p class="p1"><span class="s1">Here’s the hardest thing for real estate consumers doing research: who do you believe?</span></p>
<p class="p1"><span class="s1">It’s hard to know who’s worth listening to and who is not. There are so many people pumping out press releases, writing commentary pieces and pontificating on television about our housing markets – and only a small fraction of this mass of white noise is worthy of your attention.</span></p>
<p class="p1"><span class="s1">But there are markers which expose the pretenders – clues which allows you to separate the genuine experts.</span></p>
<p class="p1"><span class="s1">Here’s how to identify the pontificators you should ignore:-</span></p>
<p class="p1"><span class="s1"><strong>1. They discuss Australian real estate as a single market</strong></span></p>
<p class="p1"><span class="s1">The Federal Treasurer Josh Frydenburg exposed himself as a pretender in a recent column published in The Australian. His opening paragraph stated, as a fact: “</span><span class="s2">Prices in our major capital cities have fallen for 12 consecutive months …”<span class="Apple-converted-space"> </span></span></p>
<p class="p2"><span class="s3">In doing so, one of our most senior federal politicians perpetuated one of the worst pieces of misinformation currently out there.</span></p>
<p class="p2"><span class="s3">Frydenburg’s statement is outrageous misinformation. One source that is often quoted, CoreLogic, has the average result for the eight capital cities as a negative figure, but at the same time records that nine of the 14 major market jurisdictions (eight capital cities and six regional areas) have prices higher than a year ago.</span></p>
<p class="p2"><span class="s3">Other research sources have different figures. SQM Research, for example, records the national average results as a 1.7 percent rise in annual terms, while the latest ABS figures record quarterly price rises in five of the eight capital cities.</span></p>
<p class="p2"><span class="s3">So the claim that prices have been falling everywhere for 12 months is unsupported by any of the research evidence. The Federal Treasurer is simply parroting misleading media headlines.</span></p>
<p class="p1"><span class="s1">But Frydenberg is not alone in his ignorance. Indeed, he has lots of company, when it comes to extrapolating the Sydney/Melbourne situation into a national downturn. Economists, in particular, are prone to misinforming Australians by discussing the nation as a single market and often getting their analysis wrong by generalising about prices.</span></p>
<p class="p1"><span class="s1">We’d all be better off if they simply shut up.</span></p>
<p class="p1"><span class="s1">Contrast that with these recent comments from someone with real credentials, veteran adviser and commentator Noel Whittaker:</span></p>
<p class="p3"><span class="s3">“The problem is that most media commentary focuses on that elusive animal they call the ‘property market’. We might be told that Australian property is overheated, or that the property market has fallen by 5.6 per cent in the last year (in Sydney), or that Perth values have fallen by 12.6 per cent after peaking in 2014.</span></p>
<p class="p3"><span class="s3">“But the fact is there is no such a thing as a single property market – not for Australia, not even for a single capital city – there are myriad property markets all doing their own thing. How can you compare a townhouse in Cairns with a mansion in Point Piper? All over Australia some markets may be rising, other markets may be falling, and some may be flat.”</span></p>
<p class="p3"><span class="s3">Whittaker has encapsulated exactly how I see it.</span></p>
<p class="p3"><span class="s3">Next time you hear/read a commentator discussing “the Australian property market” or claiming that “Australian house prices have fallen 5 percent”, turn the page or change channels because the talking head/writer is a charlatan pretending to be an expert.</span></p>
<p class="p1"><span class="s1"><strong>2. They’re not real estate specialists</strong></span></p>
<p class="p1"><span class="s1">The problem with Josh Frydenberg is that, while he may prove to be a capable Treasurer, he’s not a real estate expert. Residential property is not his specialty.</span></p>
<p class="p1"><span class="s1">This is the core problem with many of the prolific pontificators. Economists frequently make the mistake of thinking they can extrapolate their financial knowledge and economic theories to the real estate market. After 35 years as a real estate specialist, I’m still waiting to encounter an economist who understands the peculiar dynamics of real estate markets.</span></p>
<p class="p1"><span class="s1">Last week I wrote about my Top 20 Worst Predictions About Australian Real Estate. Most of the people who made that list by getting their predictions horribly wrong were economists who strayed outside their area of speciality.</span></p>
<p class="p1"><span class="s1">True real estate experts who are worthy of your attention are those who are genuine specialists for whom researching markets is a daily routine. They’re also people who don’t treat real estate data as a vehicle for free publicity, but as a means to inform the public by presenting well-considered and balanced analysis.</span></p>
<p class="p1"><span class="s1">They include people like Louis Christopher of SQM Research and Simon Pressley of Propertyology. These are genuine experts who specialise in residential property. I don’t suggest they’re right about everything but they have earned the right to be heard by being real, independent, devoted experts.</span></p>
<p class="p1"><span class="s1"><strong>3. They believe it’s all about interest rates</strong></span></p>
<p class="p1"><span class="s1">Most of the pretenders talk about the level of interest rates as the prime determinant of real estate markets and their cycles.</span></p>
<p class="p1"><span class="s1">Ask your average economist why Sydney boomed and they’ll tell you it was “record low interest rates”.</span></p>
<p class="p1"><span class="s1">This is a ridiculous for several reasons. If the level of interest rates was the catalyst, why no boom in Brisbane? Or Adelaide, Canberra and most of regional Australia. Why have prices fallen in Perth and Darwin during this period of record low rates?</span></p>
<p class="p1"><span class="s1">It’s false logic to assume, as many economists do, that low rates = boom and rising rates = downturn. The two big nationwide property booms of the past 30 years (late Eighties and early Noughties) both occurred during periods of high and rising interest rates.</span></p>
<p class="p1"><span class="s1">The end of the Sydney/Melbourne booms occurred with interest rates still at these very low levels.</span></p>
<p class="p1"><span class="s1">The profile of the person you should ignore is an economist who rants about “the Australian property market” in the context of national factors like interest rates and APRA decisions – and generally tends to feel that everything that happens in real estate markets is an outrage because it doesn’t fit with their economic models of what prices should do and where values should be.</span></p>
<p class="p1"><span class="s1">The genuine expert will discuss individual markets, include different sub-markets within each of our major cities, and will understand the fundamental importance of the underlying local economies, influenced by population trends, infrastructure spending, jobs creation and supply-demand factors.</span></p>

<div><span>Despite a record investor boom since 2013 vacancy rates are now falling as investment loans are squeezed harder, with the national rental vacancy rate down from 2.3 per cent to 2.1 per cent over the year to September 2018 according to SQM's latest release. </span></div>

<div><span>In absolute terms, that represents a decrease from 72,955 to 70,172 rentals. </span></div>

<span>Every month I'm bombarded with theoretical constructs about how Canberra's land tax experiment won't impact the rental market...and</span><span> every month the rental vacancy rate falls further, now down from about 2</span><span>½</span><span> per cent to just 0.6 per cent since taxes were initially all but doubled. </span>

<span><br></span><span>I guess the idea was that people in the ACT earn high incomes so homeowners can afford to pay exorbitant taxes, but unfortunately ludicrously high taxes don't discriminate and it's turning out to be a disaster (especially for asset-rich but income-poor homeowners, and now for renters too). </span><br><span><br></span>

<div><span>The ABS rental CPI index has more lag than my nanna's boiler, but more timely industry asking rents indices are now pointing to double-digit rental price increases for the nation's capital. </span></div>

<div><span>Indeed, SQM Research's asking rents index shows the median asking rent for houses increasing by 31½ per cent over the past three years.</span></div>

<span><strong><span style="text-decoration: underline;">Hobart rentals evaporate</span></strong></span><br><span><br></span><span>Hobart has increased in popularity over the past few years, but with banks either dithering or knocking back investor loans the rental stock has now totally evaporated.</span>

<div><span>With median asking rents in in the Tasmania capital city already up by 29 per cent over the past 3 years new rental supply should be abounding.</span></div>
<div><span> </span></div>
<div><span>But instead it has completely crashed to sit close to the lowest level on record for any Australian capital city at just 0.4 per cent. </span></div>
<div><span><br>Asking rents for houses in Hobart were up by more than 6½ per cent over the past quarter alone. </span></div>
<div>
<span><br>With only 108 (!) rental vacancies now remaining - please see the definition of a rental vacancy before emailing me - Hobart rents are now destined to increase by more than 50 per cent through this cycle.</span><br><span><br></span><span>Meanwhile kamikaze commentators continue to call for <em>tighter</em> lending criteria for investors and scrapping negative gearing.</span><br><span><br></span><span>Before you pile in to Hobart real estate too late in the cycle remember that small markets can be more volatile and building approvals in Hobart are just coming off <a id="LPlnk756867" class="OWAAutoLink" href="http://petewargent.blogspot.com/2018/08/hobart-building-boom" target="_blank">99-month highs</a>. </span><br><span><br></span><span>I suppose a supply shock is one way to get consumer price inflation somewhere closer to the target range, with some forecasters already anticipating another dismal 1<span>¾</span> per cent CPI print next time around. </span>

<div><span>Adelaide is heading in a similar direction, with the vacancy rate now down to just 1.1 per cent. </span></div>

<span><span>Brisbane has considerably more breathing space following its preceding record apartment construction boom, with the vacancy rate down far more comfortably from 3½ per cen</span>t to 2.9 per cent over the past year. </span><br><span><br></span><span>As an interesting aside, check out how seasonal Melbourne's rental market these days as population flows become more fluid, partly due to more international students.</span>

<div><span>While most of the city doesn't have especially high vacancy rates - for example, the Canterbury-Bankstown region sits only at 2.2 per cent - some parts are experiencing a surge of completions, and thus very high rates of vacancy, including most notably the Hills District.</span></div>

<div>19,469 sounds like a lot for Sydney vacancies, and it sort of is - arguably about 16,000 would be a rental market in balance - but let's face it, at the present rate of population growth this could turn around into a rental shortage on a dime if investors pull up stumps.<br><br>The summer months tend to be much busier in Sydney and Melbourne these days, so let's see what happens over the festive period.<br><br>Finally, the coal price bust and subsequent super-boom has seen the vacancy rate in the Hunter Valley tumble from sky-high levels in 2015 to just 1.3 per cent.<br><br>There could be an interesting twist in the tail for the coal-mining towns that took such a hit in the aftermath of the resources construction boom.<br><br>The coking coal price has burned up into the stratosphere at $215/tonne (or about A$300/tonne) which is huge for Queensland. </div>

Canberra and Hobart are turning into rental disaster zones

<div>The median auction price of a sold house was well down from a year earlier at $1,285,000, reflecting reduced borrowing capacity (mainly for investors rather than homebuyers). </div>

<div>For units the median price of property sold at auction was up from $900,000 a year earlier to $940,250.  </div>
