An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.

Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

Off-the-plan property explained: What is stamp duty?

Local government areas just beyond the Melbourne metropolitan area are increasingly attracting the attention of home buyers and investors.
The big attractions are relatively low prices, a more relaxed lifestyle and the ability to commute to city jobs nodes.
The standout areas are Cardinia Shire in the far south-east and both Mitchell Shire and Macedon Ranges Shire north of the capital city. Sales activity has increased significantly in all three LGAs in the past 12 months.
Of course the LGA just beyond Melbourne with the strongest market is the City of Greater Geelong, which continues to be unchallenged as the clear market leader in regional Victoria – and one of the strongest markets nationwide.
Hotspotting research for the new Autumn edition of The Price Predictor Index finds that the Geelong LGA has seven rising markets, as well as 13 steady markets, which outranks most of the LGAs in metropolitan Melbourne.
Markets doing well in the Geelong region include Norlane, Armstrong Creek, Belmont, Clifton Springs, Geelong West, Newcomb and Waurn Ponds.
Most of the busiest locations in Greater Geelong are locations at the affordable end of the market, reinforcing the region’s appeal as a cheaper lifestyle alternative to Melbourne.
But, Geelong aside, there are a number of municipalities just outside the Melbourne metropolitan area have rising markets because they, too, provide affordable lifestyle options within reasonable commuting distance of city jobs nodes.
The Shire of Cardinia is a neighbour of the City of Casey, one of Melbourne’s strongest population growth areas in the far south-east of the metropolitan area. It includes towns such as Pakenham and Officer which are getting spill-over growth and have steadily growing property markets.
Sales in Pakenham have been 215, 253, 277 and 290 in the past four quarters, while Officer sales have grown from 23 to 40 to 49 to 55 in the same time frame.
The Macedon Ranges and Mitchell LGAs are rural areas north of Melbourne and are attracting growing attention for their affordable country towns with good road and rail links to the city.
Sales activity is rising in towns like Kilmore and Wallan in Mitchell Shire and Gisborne and Kyneton in the Macedon Ranges LGA.
Median prices include $330,000 in Kilmore, $240,000 in Seymour, $280,000 in Broadford and $360,000 in Wallan, which emphasises the affordability attraction. Another part of the appeal is median rental yields in the 5 percent to 5.5 percent range.
Larger Victorian regional centres like Bendigo and Ballarat continue to present steady real estate markets, without delivering any substantial growth. Both these cities have more suburbs with steady sales activity and solid performance than those with growing activity.
There are plenty of solid regional centres with similar stories throughout the rest of the state - including Warrnambool, Mildura, Wodonga, Sale Echuca and Wangaratta – but there is nothing in the sales numbers to suggest strong price growth in the near future.
Mildura features on our National Top 50 list for highly consistent markets. Every quarter for the past two years has recorded between 205 and 235 dwelling sales in Mildura.
But the growth markets in regional Victoria are generally found among the smaller centres.
Smaller regional centres with growing sales activity – in addition to the towns of Mitchell Shire and Macedon Ranges Shire - include Ararat, Bacchus Marsh, Bairnsdale, Bannockburn, Castlemaine, Colac, Portland and Traralgon.

Budget position: The Department of Finance released the April monthly financial statements. This note examines the latest data.
Budget improves: In the twelve months to April 2017, the Budget deficit stood at $36.7 billion (around 2.2 percent of GDP) – the lowest rolling annual deficit recorded in the past 14 months and better than the average deficit over the past year of $38.7 billion.
Lower-than-expected deficit: The Department of Finance says the “the underlying cash balance for the financial year to 30 April 2017 was a deficit of $36,078 million, which is $1,577 million lower than the 2016- 17 Mid-Year Economic and Fiscal Outlook (MYEFO) profile deficit of $37,654 million.”

The monthly Budget figures can provide insights on the broader economy and policy settings. If fiscal settings are tight, the Reserve Bank may allow easier monetary settings.
 
What does it all mean?
The Federal Budget remains on track to meet Government forecasts. Not only are rolling annual aggregates showing improvement, so are the so-called ‘profile’ positions estimated by the Department of Finance.
 The Government continues to exercise spending restraint. In fact expenses or payments were $3.2 billion below the so-called ‘profile’ level or government estimates for this point in the year. Revenue also is lifting with the rolling annual level of revenues growing at a 7.2 per cent annual pace – the fastest growth in almost four years and faster than growth in payments for the 24th straight month.
 The Budget is currently in a stronger position than the government’s finance boffins have estimated. The good news is that improvement is coming from both sides of the balance sheet.

Growth of GST revenues slowed in April, but as always for this time of year the timing of the Easter and school holidays complicate analysis.
What do the figures show?
In the twelve months to April 2017, the Budget deficit stood at $36.7 billion (around 2.2 per cent of GDP) – the lowest rolling annual deficit recorded in the past 14 months and better than the average deficit over the past year of $38.7 billion.
Smoothed revenues (twelve months to April) were up 7.2 per cent on a year ago – the fastest growth in 45 months. Expenses rose by 3.8 per cent over the same period – the lowest growth in five months.

The Department of Finance noted: “ The underlying cash balance for the financial year to 30 April 2017 was a deficit of $36,078 million, which is $1,577 million lower than the 2016-17 Mid-Year Economic and Fiscal Outlook (MYEFO) profile deficit of $37,654 million.
In terms of the fiscal balance, the Department of Finance noted: “The fiscal balance for the year to 30 April 2017 was a deficit of $30,037 million, which is $9,043 million lower than the 2016-17 MYEFO profile deficit of $39,080 million. The difference results from higher than expected revenue and lower than expected expenses.”
Receipts: “Total receipts were $1,008 million lower than the 2016-17 MYEFO profile.”
Payments: “Total payments were $3,222 million lower than the 2016-17 MYEFO profile.”
The Government currently expects an underlying deficit of $37.6 billion for 2016/17 (around 2.1 per cent of GDP).
Receipts from the Goods and Services Tax stood at $61.6 billion in the twelve months to April, up 3.7 percent on a year ago, but below the 5.4 percent growth over the last twelve months. At the Mid-Year review in December, the Government forecast GST receipts of $62.41 billion for the entire 2016/17 year.
Actual GST receipts for the 10 months to March stood at $52.499 billion, just below the Budget ‘profile’ of $53.031 billion.
What is the importance of the economic data?
The Department of Finance releases the Government Financial Statements (Niemeyer Statement) almost every month. The statement allows investors to track the current Budget position and provides insights into the effectiveness of fiscal policy.
What are the implications for interest rates and investors?
The Federal Budget is on track to meet forecasts. Spending restraint is driving the improvement but growth of annualised revenues is the fastest in almost four years.
 The Reserve Bank would be encouraged by the status of fiscal policy. The Government continues to spend on infrastructure but is showing restraint on recurrent expenses.

Smallest deficit in 14 months: Craig James

I can’t see anything that would compel an investor to buy in Sydney right now, other than the FOMO (fear of missing out) syndrome.
Given four years of strong price growth in Sydney, and the proliferation of attractive alternatives around the nation, it’s not surprising that surveys indicate that many investors are looking elsewhere. The best time to buy in Sydney was 2012, ahead of the marauding pack.
But some people want to buy only in Sydney, especially those who live in the city and believe you have to buy in your own backyard (so you can drive by and keep an eye on it).
For people who think that way, the best strategy is the follow the infrastructure trail – particularly the one created by plans for the second airport.
The Federal Government announced in the Budget it would invest $5.3 billion into the Western Sydney Airport Corporation over the next 10 years. 
The corporation will build and operate the Western Sydney Airport, with earthworks expected to start on the 1,800 hectare Badgerys Creek site in the second half of 2018.
Even more important than the airport itself is what will be created around it. Big city airports generate massive employment nodes featuring businesses that want to be near it.
Commercial and industrial businesses will be clambouring to get a foothold near the airport facility. We’ve already had American defence company Northrop Grumman announcing it will invest $50 million to create a centre of excellence in the Badgerys Creek precinct.
Expect a lot more announcements like this. Many businesses will be established there before the first plane takes off.
Sydney Business Chamber’s western Sydney director David Borger says: “I think it is really significant. We’ve always thought this airport area could be an aerotropolis or airport city with lots of jobs nearby, and one of the areas that has great potential is aerospace and defence.
“To have, within a week of the government deciding to build the airport, a decision by the private sector to establish a centre of excellence in aerospace and defence is fantastic news and we hope it will be the start of a massive business park in the precinct around the airport.”
Borger says the big winner may be western Sydney families, with the aerotropolis set to create thousands of local jobs and a better lifestyle. “The biggest challenge facing western Sydney is the jobs deficit of 300,000 people,” he says. “People have to get out of the region for work, so the airport could be a real game-changer.”
Exactly. People want to live close to where they work, so demand for real estate will be strong as the Badgery’s Creek precinct evolves.
We’ve already seen considerable impact. Residential land values in the outer-western suburbs of Sydney have close to doubled over the past five years, with the Badgerys Creek airport as the prime influence.
A NSW Valuer-General’s report shows that housing land in outer-western suburbs including Mulgoa, Luddenham, Bringelly, Horsley Park and Rossmore has become highly sought-after residential property — in some cases rising in value above city trends. 
The biggest jumps in valuation have been over the past two years, in the time since (then) Prime Minister Tony Abbott announced that Badgerys Creek would be the site of the second airport.
The Valuer-General’s data shows the biggest gains in land value have occurred south of Badgerys Creek at Bringelly.
The value of one 2ha rural property jumped from $700,000 in 2012 to $1.45 million last year. A 1018m2 property’s value jumped from $270,000 to $592,000 over the same period.
The value of a typical block in Luddenham almost doubled in value between 2012 and last year, from $475,000 to $924,000, while the value of another Luddenham site rose from $755,000 to $2.7 million.
We can expect this kind of capital growth to continue as the airport – and the employment nodes that will spring up around it – get closer to reality.

Local property price growth takes off around Badgerys Creek: Terry Ryder

Data released by the Australian Prudential Regulation Authority (APRA) earlier this week has shown that high loan to value ratio (LVR) lending continues to fall indicating new buyers are in many instances using larger deposits. 
The latest authorised deposit-taking institution (ADI) property exposures data for the March 2017 quarter revealed the ongoing trend as a moderate pull-back in the share of new interest-only mortgage lending however, there will be a lot more work to do for lenders in this space.

The data showed that over the March 2017 quarter there was $89.257 billion in mortgage lending from the ADIs which was the lowest quarterly value of lending since the same quarter last year. 
Of course, part of this is seasonal due to the Christmas / New Year slowdown and lending over the quarter was 9.5 percent higher than the corresponding quarter last year. 
Over the quarter 65 percent of lending was to owner occupiers ($58.009 billion) with the remaining 35 percent ($31.248 billion) to investors. 
The value of lending to owner occupiers was 3.9 percent higher year-on-year while investor lending was 21.7 percent higher.

There is currently a big focus on interest-only lending with APRA recently announcing policy changes which limit the value of new interest-only lending to less than 30 percent of the flow of total new mortgage lending.
Over the latest quarter, 36.2 percent of the value of total mortgage lending was for interest-only purposes signifying that further rationing of this type of lending is required. 
Although as a proportion of total lending interest-only lending has slowed, the value of this type of lending has increased by 13.8 percent from the same quarter last year. 
Importantly, interest-only lending peaked at 45.6 percent of the value of total new lending over the June 2015 quarter, so as a proportion of total lending it has already fallen substantially but has quite a way further to slow over the coming quarters as lenders work to meet the new 30 percent APRA benchmark by rationing the availability of this type of mortgage.

Low documentation ($377 million), non-standard ($142 million) and outside of serviceability loans ($1.461 billion) accounted for a cumulative 2.2 percent of new lending over the quarter. 
Although this was an historic low proportion, it should be noted that in value terms, low documentation (+42.5 percent) and non-standard (+21.6 percent) loans have increased over the year while outside of serviceability mortgages are -59.4 percent lower.

Over the quarter, $6.896 billion in new mortgages written had an LVR of greater than 90 percent. 
This represents the lowest value of new mortgage lending for LVRs above 90 percent since March 2011. 
It also indicates that 90 percent + LVR mortgages accounted for just 7.7 percent of all new mortgages over the quarter which was an historic low proportion. 
If you look at new mortgages with an LVR greater than 80 percent, they accounted for 22.0 percent of lending which is also an historic low. 
This indicates that borrowers are using either larger deposits upon entry to the market or using greater equity in their existing properties.

According to the data, the average outstanding mortgage balance was recorded at $259,400 at the end of March 2017 which was 0.8 percent higher over the quarter and 3.9 percent higher over the year. 
By loan type, the average outstanding balances were recorded at: $314,100 for loans with an offset facility, $346,100 for interest-only mortgages, $100,100 for reverse mortgages, $193,100 for low-documentation loans and $185,600 for other non-standard loans. 
Other non-standard loans were the only mortgage type to see a fall in outstanding balance over the year, -4.0 percent lower while the average outstanding balance for interest-only mortgages recorded the greatest rise, 4.2% higher.
The reduction in new lending to higher LVR borrowers is encouraging from a risk perspective with borrowers typically utilising larger deposits. 
While the proportion of lending for interest-only purposes has slowed, it has much further to fall over the coming quarters as lenders seek to reign interest-only lending in to less than 30% of the new flow of lending. 
With interest-only lending favoured by investors it may lead to a slowing in demand from this segment. 
Keep in mind that borrowers utilising interest-only mortgages are assessed on their ability to repay a principal and interest loan. 
Given this there is the possibility that the impact on investor demand may be minimal as they choose to just use a principal and interest loan rather than interest-only.
Investors face a broadening range of disincentives in the market, with mortgage rates for investment purposes up more than 25 basis points compared with their low point last year, record low rental yields and overall tighter credit policies from lenders. 
Additionally, there seems to be growing acceptance that the housing market is losing some momentum which is likely to further weigh on investor purchase decisions.

High LVR lending is easing up with a further slowdown expected: Cameron Kusher

The two top issues of the moment relating to Chinese property buyers in Australia are the state of Chinese investment flowing into Australia and the vacancy tax proposed in the Federal Budget.
Sue Jong, chief of operations for Chinese international property portal Juwai.com said the biggest category of Chinese buyers are not investors at all.
"Nearly three-quarters of Chinese buyers are not affected by the proposed vacancy tax because they intend to occupy the property they are buying," she said.
“About 31 percent of Chinese buyers are investors not planning to occupy the property they buy.
"That’s the group potentially most affected by the vacancy tax. 
“Even within this group, most are unaffected because they can’t afford to leave their property empty in the first place.
"They need the rental income for their investment to succeed.
"That’s one reason rental guarantees are so popular with Chinese investment-oriented buyers. 
“One category of buyers who might be inclined to lead their properties empty for months at a time are the high net worth, lifestyle buyers.
"Because of their wealth, they are not expected to change their behavior due to the tax. About 13 out of every 100 Chinese buyers we work with is enquiring about property worth at least AU$1 million and fits into this category.
"Many of these buyers retain a primary residence in China and use their Australian home only part time.
“Of course, local Chinese buyers are not targeted by these rules, including recent immigrants, of which there are many.
"Australia is still one of the most appealing countries in the world for Chinese buyers. It has a complete package of all the main drivers, including returns, education, economic growth, employment opportunity, proximity and being well understood by Chinese."
“Out of fears for the potentially strangling impact of China’s capital controls or of that country’s economic reforms, many in Australia worry that Chinese investment is dropping.
“Juwai.com believes that in 2017 Chinese property investment is likely to be lower than in 2016 but will still be close to its recent record levels.
"For example, first quarter Chinese buying inquiries via Juwai.com were significantly lower than in the same period in 2016 but were nearly identical to the first quarter of 2015 — which set a record at the time.
“In just the past few weeks, Chinese investors have announced more than $6.4 billion of new or planned acquisitions of Australian property. Chinese investors at both the retail and the institutional level are excited by the opportunities in Australia.”

SQM Research posted its listings figures which suggested "ongoing strength" in the housing market. 
Listings were somewhat higher in the month in Brisbane and Sydney (though miles below the peak of around 44,000 in the case Sydney). 
Melbourne's market continues a multi-year trend of tightening since 2012, while Hobart arguably has the tightest market of all of the capital cities.

Listings suggest ongoing strength: Pete Wargent

The number of auctions held this week saw a significant decrease, with 1,265 properties taken to market across the combined capital cities, down from 2,578 over the week prior. 
The decrease in auction activity this week is attributable to the Queen’s Birthday public holiday this Monday, which has affected activity across most states, including Australia’s two largest auction markets. 
The lower volume is consistent with what is historically seen over this period, with 1,100 auctions reported over the same week last year. Last week saw the final auction clearance rate revise lower to reach 69.8 percent; an equal second lowest clearance rate for the year so far.  
The final clearance rate last week was the lowest over 2017 to date in Sydney and Melbourne.  
This week the preliminary auction clearance rate increased slightly to 71.8 percent, however it is typical to see clearance rates revise lower as final results are collected.

Across Melbourne, this week’s preliminary clearance rate was recorded at 77.1 per cent, up from 73.1 per cent last week and remaining well above the clearance rate for the city one year ago (64.5 per cent). This week, Melbourne was host to 392 auctions, lower than the 1,188 held last week, but higher than a year ago when there were 341 Melbourne auctions held over the week. Of the 9 individual Melbourne sub-regions, this week the strongest performer, in terms of clearance rate was the North West. So far, CoreLogic has collected 29 results for the region and the preliminary result shows 89.7 per cent of these auctions were successful.

Sydney’s preliminary clearance rate this week was 71.3 percent across 457 auction results. There were a total of 610 auctions held across the city. Looking back at this weekend last year, 463 auctions were held across Sydney and a clearance rate of 74.1 percent was recorded. 
Sydney’s North Sydney and Hornsby hosted the most auctions of any Sydney sub-region this week, with 100 properties taken to auction. The preliminary clearance rate for the region is 75.8 percent across 66 results.

There were 112 Brisbane auctions this week with a preliminary clearance rate of 64.8 percent, having increased from 42.5 percent last week across 151 auctions and higher than one year ago when there were 142 auctions with a success rate of 46.3 percent. The Gold Coast’s preliminary clearance rate was 51.6 percent across 31 results this week.

This week, Adelaide saw a preliminary clearance rate of 73.9 percent, with 46 reported results across a total of 66 scheduled auctions. In comparison, over the previous week Adelaide’s clearance rate was 59.3 percent and 75.4 percent one year ago.

There were 42 Perth auctions this week and so far 12 results have been reported, with just 50.0 percent selling. Last week there was a 47.6 percent clearance rate for Perth.
Canberra’s preliminary auction clearance rate of 66.7 percent this week is lower than last week, when the final auction clearance rate was 68.6 percent and lower than the 73.9 percent recorded last year.
Tasmania saw 4 auctions take place this week, 3 results have been reported so far, with 2 sales.

Preliminary auction clearance rate holds above 70 percent on lowest volumes since Easter

When we think about the housing market we tend to focus on when values rise but in the recent past values have fallen in each capital city; this week we look at the magnitude and duration of these falls in the past.
Throughout the past 20 years it has been much more common for combined capital city dwelling values to have been increasing than falling. 
Although value rises have been more common, it doesn’t mean that the housing market is bulletproof and in some instances values have fallen quite dramatically and rapidly. 
Typically the Reserve Bank (RBA) or the Government have adjusted fiscal and/or monetary policy to support the housing market and arrest the value falls.
Across the combined capital cities, dwelling values have increased by 346.4% over the 20 years to April 2017. 
In the two periods in which values have fallen, capital city dwelling values fell by -6.1% between March and December 2008 and they fell by -7.4% between October 2010 and May 2012.

At an individual capital city level housing markets have cycled quite differently however, the majority of capital cities recorded a decline in dwelling values in both 2008 and from late 2010/early 2011. 
The 2008 decline occurred as the financial crisis hit with values falling however, stimulus measures in the form of aggressive interest rate cuts along with cash handouts and boosts to first home buyer’s grants proved enough to spur demand and turnaround the decline in values.

In 2010 dwelling values fell as the post financial crisis stimulus was being wound out of the market with interest rates increasing and first home buyer incentives being removed. 
These value falls were arrested as the RBA reversed direction and started to cut official interest rates again in late 2011.
Looking at the declines which commenced in 2008, the magnitude of falls was fairly minor considering most advanced economies fell into recession as a result of the financial crisis. 
Hobart and Darwin were relatively unaffected by the declines however, Melbourne (-8.3%), Perth (-6.8%) and Sydney (-6.2%) were more impacted than all other capital cities. 
The period of decline proved quite short and it has become clear that the stimulus measures effectively staved off sharper declines and possibly a national recession.

From 2010 to 2011/12 all capital cities experienced falls in dwelling values as the financial crisis stimulus and low interest rates were wound out of the market. 
Sydney (-5.0%), Adelaide (-6.9%) and Canberra (-4.4%) were the only capital cities in which values didn’t fall by more than 10% over this period. 
The largest falls were recorded in Darwin (-19.7%), Hobart (-14.3%) and Brisbane (-11.7%). 
Over the period of falls, Darwin (-1.2%) averaged the largest average monthly fall along with Hobart (-0.8%), Melbourne (-0.6%) and Perth (-0.6%). 
Across the other capital cities, Sydney, Adelaide and Canberra recorded average declines of -0.3%/month and Brisbane’s declines averaged -0.5%/month.

This analysis serves as a reminder that although capital city dwelling values have largely increased over the past 20 years, they are not immune from potential declines. 
The impetus for these previous declines have been external economic shocks and the stimulus of low interest rates and grants to first home buyers being removed. 
We aren’t currently seeing any economic shocks of the size of the 2008 financial crisis but we are seeing unemployment rate at similar levels to 2008/09 and historically high levels of underemployment. 
The market is also slowly seeing historic low mortgage rates moving higher against a backdrop of record low wages growth and record high household debt. 
Depending on how much mortgage rates are increased (noting that this is not happening due to the RBA) home owners should be aware that it could lead to a slowing or even some potential falls in dwelling values.

Sydney's Beecroft is among the top 10 fastest selling suburbs across Australia, according to Investar’s latest report.
The property data firm says that the median waiting time for houses in Beecroft is 42 days.
Recently a three bedroom house at <a href="https://www.realestate.com.au/sold/property-house-nsw-beecroft-124763610" target="_blank">11 Bambara Crescent</a> (above) was on the market for 25 days before it was sold for $1.8 million.
Another recent example is a three bedroom house at <a href="https://www.realestate.com.au/sold/property-house-nsw-beecroft-124601950" target="_blank">5 Park Avenue</a> (below) that was listed for 15 days before it was sold for $2.245 million.
