Over the course of the last two years Apartments.com.au has had cause to progressively watch <a href="/developers/little-projects-co">Little Projects'</a> Tip Top apartment project rise from the ground in <a href="/new-apartments/brunswick-east-vic-3057">East Brunswick</a>. Emerging from dual 1940's Dutch art deco heritage façades fronting both Edward and Weston streets, the development was progressively opened over the course of 2014 as final touches were applied to public areas.

Granted the masses won't be filtering through Tip Top's concourse as Lygon Street is only a block over, but enough foot traffic exists in the area to warrant a concerted effort which ultimately delivered a pleasant, useable public space.

<h2>Rothe Lowman on Tip Top</h2>

The project will be extensively landscaped, integrating public areas with spaces accessible by private residents only and will include bike racks for more than 250 bikes.

The two buildings that embrace existing facades along Edward and Weston streets have been designed to respond to original Dutch art deco styling. The studio sensitively added to the composition while retaining significant parts of the Heritage building.

Abstract notations of the bakery production process contribute to the personalities of each building, leading to the formation of more organic, curvaceous, interconnected forms. For example, the concept for the sixth building, Granary is derived from the interlocking nature of wheat, with balconies and privacy screens merging to become an integral composition.

The former stable block on Weston Street is the second historic building to be integrated within the development. Currently, the stable block is lost within the wider context of later building associated with the Tip Top factory. This proposal exposes the hidden side of the stable block in its entirety and reuses it as the entry to East Lane and the entrance to the building.

The east laneway will be open to public use but will have a heightened sense of privacy, partially generated by the more organic special forms; narrowed entry points, a portal through the historic facades and the changing landscape surfaces. Car parking and planting will follow more organic forms and will not represent a conventional streetscape.

Consisting of several buildings located around a north-south public piazza and additional public spaces, one suspects 185 Rossyln Street may have employed many of the urban principles that were implemented in the Brunswick East development.

Public permeability and the Tip Top Brunswick East development

In an impudent moment there was a temptation to name this article '50 shades of Urban Inc.' for the development firm has borne out a number of affiliate companies, linked back to the burgeoning parent in some manner. Presented with the opportunity to speak with Urban Inc. Executive Director Danny Ciarma, Apartments.com.au took to opportunity to clarify some grey areas and see what the future holds for the dynamic Melbourne developer.

<h2>And Urban Inc. was born</h2>

Initially practicing as a registered architect, Danny Ciarma found the position to be "one-dimensional" and thereafter left the profession to take a position with Village Roadshow as in-house architect. Subsequently Danny transitioned through roles at the then Docklands Authority, John Sheridan and ultimately Pan Urban.

It was there where Danny Ciarma and Tim Gurner joined forces amidst the Global Financial Crisis. At a point where development dynamics had changed and financial institutions were reticent to finance large-scale projects, the duo found opportunity in pursuing boutique buildings in their own right.

Different target markets and smaller project sizes required a new approach and a new brand to propel their plans forward, and <a href="http://www.urbaninc.com.au/index.php" target="_blank">Urban Inc.</a> was born.

Urban Inc. continues to power ahead with a healthy stable of current and future projects. Currently <a href="/buildings/little-ox-2-johnston-street-collingwood" target="_blank">Little Ox</a>, <a href="/buildings/alessi-485-spencer-street-west-melbourne" target="_blank">Alessi</a> and Oxley are well into construction with <a href="/buildings/leroy-40-packington-street-st-kilda" target="_blank">Leroy Apartments</a> and <a href="/buildings/canopy-12-dickens-street-elwood" target="_blank">Canopy Apartments</a> at sales.

The most recent release see the $30 million Leroy Apartments comprise 72 apartments over a low-set five-storey building. 22 x 1 bed, 5 x 1 bed + study, 38 x 2 bed and 7 x 2 bed + study constitute the apartment mix with 45 accounted for in five weeks. The ROTHELOWMAN-designed project is expected to commence construction during October.

But it's through the constant surge of Urban Inc. that two separate development firms have been created. Danny Ciarma has spawned <a href="http://www.urban-dc.com.au/" target="_blank">Urban DC</a> while Tim Gurner conceived <a href="http://gurner.com.au/" target="_blank">GURNER™</a>, allowing both men to follow their own developments while still collaborating at Urban Inc. Danny Ciarma admits there may have been some market ambiguity over the differing brands, but ultimately all three development arms continue to excel.

<h2>The winner formula: it's all about the buyer</h2>

Throughout the talk with Danny Ciarma, it became clearly apparent that Urban Inc. have a particular business model in mind: the delivery of small to mid-sized apartment developments targeted heavily toward local owner occupiers and some local investors. "The process starts with selecting a quality site, while also resisting the urge to jump at every site that comes across our radar."

Thereafter employ high-end architecture firms to tailor the design to a specific site and target client: the owner-occupier. In doing so creating a development with "The right location, right product and right pricing point", perfectly exampled by Leroy Apartments and a raft of other smaller scale residential projects.

Apartments.com.au countered by asking where <a href="/buildings/liberty-one-1-warde-street-footscray">1 Warde Street</a> in Foostscray's Hopkins Street Precinct stands within the grand scheme of things? A departure to high-rise, high-density living, Danny Ciarma explains Urban Inc. came on as a joint venture partner for the project of 311 apartments. No planning application has been granted as yet and "Options are open" regarding the project which if realised would ultimately be one of many high-rise towers within the precinct.

With a healthy reservoir of future projects, Urban Inc. are relatively content to pursue those projects through to completion, although if the opportunity presented itself the team would naturally take the opportunity to expand their portfolio. Footscray, Cremorne and Abbotsford hold future projects, although two development sites have garnered more attention to date.

<a href="/buildings/regent-14-elizabeth-street-richmond" target="_blank">14 Elizabeth Street</a>, Richmond and <a href="http://www.urbaninc.com.au/places/233-victoria-street" target="_blank">233-247 Victoria Street</a>, Abbotsford both require design alterations after initially finding no favour with City of Yarra. Considered investment stock by Danny Ciarma, both sites aren't high on the development radar at present.

Regardless Urban Inc. and associated development arms have done nothing but gain hand over fist since Urban Inc.'s 2005 inception, and there's nothing to suggest that trend won't continue.

Developer in focus: Urban Inc.

An apartment sales campaign looks imminent for one of Melbourne's more contentious and long lasting development sites, referred to as Nelson Place. In recent weeks Dalton Consulting Engineers have been appointed to handle civil infrastructure matters and the like whilst Icon Construction currently have phase one of what will be known as <a href="http://waterlineplace.com.au/" target="_blank">Waterline Place</a> listed online as an active construction tender.

Comprising 83 apartments and two retail tenancies, the initial development phase will include a six level SJB Architects-designed complex as seen below. The completed development will potentially see 20 level towers and in excess of 800 dwellings.

Formerly the Port Phillip Woollen Mills, the site is bound by Nelson Place (north), Kanowna Street (east), Cecil and Aitken streets (south) and Ann Street (west). Carrying a handful of historic structures, the development site has been subject to a decade of wrangling between Hobsons Bay City Council, the Save Williamstown action group and proponent, Evolve Development.

The long-running saga prompted developer Ashley Williams to deliver this broadside in response to the development and parking concerns raised by opposing bodies:

A bunch of what I'd say are fairly selfish established residents, who have benefited from property price rises, make it very hard for developers to respond to that demand. They forget that the changes that led to the parking issue have meant that there are more people around, more cafes, the place is a more vibrant retail centre, the supermarket and greengrocer open later, so you can't have it both ways.

It was argued by Save Williamstown that the development would:

<li>Destroy heritage</li>
	<li>Be situated too close to the shipyards</li>
	<li>Be situated too close to Mobil MHF(includes feeder arms on jetty, pipelines &amp; tank farm with tanks up to 40m diameter) and fuel importation ships flagged overseas</li>
	<li>Destroy nationally significant jobs</li>
	<li>Overwhelms local schools, child care and community services</li>
	<li>Make Williamstown less family friendly</li>
	<li>Overburden roads and traffic</li>
	<li>Lead to tourists being squeezed out of the peninsula</li>
</ul>
Ultimately VCAT ruled in favour of the development as was <a href="http://williamstown.starcommunity.com.au/star/2013-01-15/development-upheld/" target="_blank">reported during January 2013</a>, dismissing a number of gauzy claims above.

<figcaption>Images courtesy Lovell Chen &amp; Save Williamstown</figcaption></figure>The overall site is broken into 14 separate lots according to the graphic above. <a href="http://www.savewilliamstown.net/" target="_blank">Save Williamstown</a> provides a concise summary of events and applications to date, where Stage One will involve Lots 1,2 and 3 with permitted plans allow for the demolition of the 1800's Oriental Hotel and provision for 142 dwellings by way of apartments and townhouses.

Lot 2 situated on the Nelson Place and Ann Street intersection holds the 6-storey apartment building which rises 19.6 metres above ground. Hobson Bay City Council's Built Form Outcomes seeks “A prominent building which provides emphasis to the corner of Nelson Place and Ann Street” and “A building that incorporates innovative façade articulation and limited sheer walls.” Vertical louvres look to be design response.

Subsequent stages are expected to see building heights rise to 9 levels, with the potential for multiple 20 level apartment towers considered likely for latter stages of the project. Expected to stretch toward 2020, the overall program is envisaged to deliver 700 apartments and 100 townhouses, although given the size and elongated delivery period for Waterline Place final numbers are unknown.

Williamstown's contentious Nelson Place sails toward construction

Hiap Hoe have reinforced the trend of Asian-based developers proposing large-scale mixed-use developments within the City of Melbourne. Having <a href="/news/hiap-hoe-lets-go" target="_blank">purchased 380 Lonsdale Street during 2013</a>, the developer has turned to the ubiquitous Elenberg Fraser to deliver a new scheme.

Superseding an approved single 47 storey tower design delivered by Spowers for the previous owner, Elenberg Fraser have increased height, apartment yield, included a hotel and maintained the initial designs width, albeit over two towers rather than one. It's the tremendous width of the proposal (running from Lonsdale to Little Lonsdale) which has enabled Elenberg Fraser to apply an architectural facade treatment which sees ripples emanating from a low slung nexus between towers and podium.

The revised proposal represents a landmark building of high architectural quality located in a prominent site within the city. It has been designed in a manner to be respectful of the character of the area and surrounding properties while making a notable contribution to the urban renewal and evolving character of this part of the CBD and will also support the various roles of the City Centre.

A graphic within the planning amendment application shows apartments have been categorised according to the dwellers status. 112 Residential Type 1 (owner occupier) apartments are located within the southern tower over levels 34-49 and are expected to consist of 64*1-Bed, 32*2-Bed and 16*2-Bed/2-Bath apartments.

Residential Type 2 (renter occupied) dwellings are limited to the taller northern tower with 616 apartments included. 224*1-Bed, 112*2-Bed and 280*2-Bed/2-Bath options constitute the apartment breakdown. Dividing the project into two towers categories by whether the occupant owns or rents the apartment isn't standard practice, although in this instance we assume the distinction is made due to the four star hotel within the southern tower and associated communal facilities use etc.

As part of the revised scheme no bedrooms will rely on borrowed light, improving upon the original design which town planner Urbis states would have been the case for many single bedroom apartments.

<h2>What's in a podium?</h2>

Elenberg Fraser have loosely maintained the form of the approved Spowers-designed podium structure, thus taking a step back from the unadorned uniform glass lines that have defined a number of their recent planning applications.

Two distinct volumes are kept in order to allow pedestrian access via a rejuvenated Timothy Lane, with a podium-top hotel swimming pool seemingly 'resting' across both built volumes. Transparent from beneath, the hotel pool will join mirrored cladding, pocket gardens, stone soffits, varied podium depths and active pedestrian frontages in bringing visual interest to the lower levels of the structure.

With essentially three quarts of the Lonsdale tower dedicated to hotel use alongside a relatively light 112 private apartments, Hiap Hoe could advance the initial tower to construction briskly post approval.

In addition Hiap Hoe and Melbourne-based Probuild currently have a partnership in place whereby the the latter will undertake the builds on both Hiap Hoe's current Melbourne projects, the other being <a href="/buildings/marina-tower-6-pearl-river-road-docklands" target="_blank">Marina Tower.</a>

Hiap Hoe supersize their 380 Lonsdale Street development

So it has come to be that a slab of marble facade dislodging itself during 2012 has led to one of Melbourne's more audacious and sought after planning amendments. From that initial 'loss of face,' a chain of events has since seen 447 Collins Street vacated, approved for demolition and subject to an international design competition at the behest of current owner, <a href="http://www.cbusproperty.com.au/news/latest/cbus-snares-collins-street-gem/" target="_blank">Cbus Property</a>.

<a href="http://www.woodsbagot.com/" target="_blank">Woods Bagot</a> in conjunction with New York-based <a href="http://www.shoparc.com/" target="_blank">SHoP Architects</a> have created dual concept designs that would contravene one of Melbourne's enduring planning covenants, thus potentially setting a new benchmark for others to emulate. The Yarra River and Southbank have long been considered off limits in terms of overshadowing as explained below.

<h2>A river runs through it</h2>

<blockquote>
The importance of the Yarra River as a key natural feature of Melbourne is acknowledged in State planning policy, the Melbourne Planning Scheme and the Planning Schemes of other relevant municipalities. The only basis upon which an exemption to the prohibition could possibly be contemplated is if there was a demonstrated public benefit which would outweigh such an impact on a natural asset of state significance.

However, it is considered that it is premature to consider an exemption from the mandatory shadow prohibition requirement without further resolution of a detailed design for future development of the site.

The Spire proposal incorporates a tower to the western portion of the 5,900sqm site. Its massing and three separate elements sees Spire hold a remarkably similar form to another Melbourne proposal, <a href="/news/a-point-of-difference-97-franklin-street-melbourne" target="_blank">97 Franklin Street.</a>

While both schemes are mixed-use (commercial, residential and hotel and retail) only Spire proposes a large public space to three street frontages. This provision of a new public space by way of a city park is the 'carrot' for anointing Spire as the preferred outcome and would see a new public space of 2,000sqm established, equivalent in size to City Square or the State Library forecourt. Interestingly the Spire design seeks to subsume part of Market Street thus increasing dedicated public space 2,739sqm.

A height versus public benefit relationship is at play with the two designs. While Bridge would lessen Yarra River and Southbank overshadowing concerns, it also drastically reducing the amount of square metres dedicated to public space whereas Spire aims to deliver the opposite outcome. Therein lies the crux of the matter.

<h2>447 Collins and 555 Collins to overshadow?</h2>

Further west along Melbourne's premier thoroughfare, 555 Collins Street has garnered media attention in recent times. Touted as the future home of a 404-metre skyscraper, the initial proposal was promptly <a href="http://www.smh.com.au/business/property/skyscraper-plans-cut-down-to-size-20130710-2pqfv" target="_blank">consigned to history</a> owing to Essendon Airport's flight path restrictions.

Consequently controlling interests sold the site to Singaporean developer Fragrance Group and Apartments.com.au understands that preliminary talks have taken place regarding an optimal design envelope for the site. While a nominal height for 555 Collins Street has been put forward we're unable to divulge further information, suffice it to say that both 555 Collins Street and 447 Collins Street would comfortably overshadow the Yarra at certain times of the year based on initial concepts.

Cbus Property seeks a sky-high planning scheme amendment for 447 Collins

Media circles last week reported that Melbourne CBD's tallest tower (to date) had received planning approval. With news of the revised planning application <a href="/news/the-dawn-of-a-new-age-and-melbournes-new-tallest-building" target="_blank">first broken by Urban.com.au</a> during November last year, recent reporting of approval for 250 Spencer Street relates to the site masterplan. In effect, approval for an overarching development envelope rather than the final design.

Indeed approval has been given for four towers of between 205 and 300 metres in height, although the ultimate design for each has yet to be submitted. What is known is architecture firm Cottee Parker will deliver near on 3,000 apartments and two hotels of some 488 rooms over the four towers.

<a href="http://www.afr.com/p/business/property/new_melbourne_skyscrapers_approved_2FE9rMf2vSkp83L8dLVOYI" target="_blank">As reported</a> in the Australian Financial Review last week, Far East consortium have secured Ritz-Carlton to anchor the premium hotel space, located within the top 15 levels of the tallest, 300 metre tower.

With the final design not yet submitted for approval, a grainy yet excellent indicator was included in developer Far East Consortium's newly published 2014 Annual Report. The hulking towers seen below dwarf neighbouring northern residential developments, and bare a strong resemblance to the <a href="/news">endorsed masterplan concept</a>.

As outlined within the statement above, Far East Consortium aren't strangers to delivering large-scale projects as directly opposite the company has recently released for sale <a href="/news/the-fifth-605-613-lonsdale-street-melbourne" target="_blank">The Fifth</a>. Its 399 apartments join the 2,207 existing/under construction apartments of Upper West Side for a staggering total of 2,606 dwellings over five towers. All five residential buildings were also conceived by Cottee Parker.

Far East Consortium's massive 250 Spencer Street design unveiled?

The headline for this article references a comment by a planning aficionado last week along the lines of many people are entitled to, and do have their say, but at the end of the day "there still needs to be a bus driver." This was in reference to the malaise of municipal councils north of the Murray and the friction generated from those councils not necessarily heading in a common direction, or advancing their agendas without an overarching plan and/or vision that a body such as a State Government would provide.

Different context yes, but the rumblings of late surrounding Fishermans Bend leads me to draw some parallels with what is occurring north of the border.

As many readers are aware Fishermans Bend reached a critical juncture last week when it was announced that a handful of the dozens of towers slated for the precinct gained approval. Notable in that these towers are the first large-scale developments given a green light for the Urban Renewal Area, whereas previous approvals were of a low-rise nature.

Encircling the raft of approvals was an almost pall of commentary, bemoaning all things Fishermans Bend. Examples include:

Current Planning Minister Matthew Guy is derided for approving too many planning applications as if he in some way is responsible for instigating the mass of current applications; last time I checked developers lodge planning applications where and when they see fit.

Image courtesy Time</figcaption></figure>So it seems all and sundry are lining up to slag Fishermans Bend prior to the commencement of works, with a multitude of opinions thrown into the public sphere. There's nothing wrong with that of course but one of the critical questions has already been answered by Labor leader Daniel Andrews should Labor triumph in the upcoming State election.

Whilst displeased with certain aspects of the Fishermans Bend planning process to date, Labor "<a href="http://www.heraldsun.com.au/news/victoria-state-election-2014/opposition-leader-daniel-andrews-backs-fishermans-bend-redevelopment-with-some-concerns/story-fnocxssc-1227040443256?nk=9805beb53b5578634c400a400d5ce3e6">will not ditch the master plan if it wins office</a>." Having been ardent critics to date, Daniel Andrews' comment suggests that Labor also at a State level understands the vital nature of Fishermans Bend, particularly as an economic driver into the future.

It also gives the impression that someone will be 'driving the Fishermans Bend bus' post election, regardless of who wins.

So big picture thinking seemingly assured, what is the pertinent criticism of Fishermans Bend that puts other mediocre arguments surrounding the precinct to shame? The Urban Renewal Area absolutely needs a coherent and cohesive structure plan beyond what has already been put forward.

I consider tower height near on obsolete in the current Fishermans Bend argument; whether a tower is 20 or 40 levels is to my way of thinking near inconsequential compared to what occurs at street level which is absolutely paramount. Consider Southbank and Docklands whose common failings revolve around what occurs (or more accurately what doesn't occur) at street level. Tall or short buildings aside, if the public realm doesn't work it's almost inconceivable that anything else will.

Post election the party of the day needs to place Fishermans Bend's transport and public realm considerations at the fore. Provide clarity as to the location of light and heavy rail options, implement an area-wide ground level landscape plan, nominate specific sites for what will become necessary community infrastructure and ensure the street level activation of all buildings for the area. Granted much of this has been done to a degree, but half-arsed attempts lead to poor outcomes.

It's about getting the fundamentals right, and getting them right sooner rather than later (hello Docklands!)

Regardless of who wins the upcoming election, Fishermans Bend's structure plan, transport blueprint and urban principles need to be enshrined prior to works commencing. Is this a case of easier said than done? Once the Urban Renewal Area stops being used as a political football, I think not.

Who's driving the Fishermans Bend bus beyond the upcoming election?

Pace Development Group currently have a planning application before City of Port Phillip for a prized Fitzroy Street, St Kilda site which the prolific developer reportedly paid in excess of $17 million for during the course of 2013. Previously home to the Australian Institute of Management, the existing office block at 181 Fitzroy Street is set to make way for a sizeable building of 177 apartments.

Incidentally 181 Fitzroy Street joints four other Pace Development Group projects within a short distance of St Kilda Junction, enforcing perceptions that the precinct is currently in the midst of an apartment surge.

City of Port Phillip fielding planning applications from all directions

This evening City of Melbourne will officially voice their disapproval for another of Melbourne's 200+ metre residential proposals, this time 156-172 Victoria Street which forms part of the former CUB Brewery site abutting the CBD.

Singaporean-backed CEL Australia upon purchasing the prime site engaged Elenberg Fraser to create a tower capable of accommodating in excess of 1000 apartments. The initial application was lodged early during 2014 only to be usurped by a more recent revision which lowered the proposal's height and bulk.

Currently at 237 metres, 156-172 Victoria Street (set to sit behind the bluestone facade below) falls below the Comprehensive Development Plan (CDP) permissible height of between AHD 246 and AHD 302 yet still overshadow the State Library during certain times of the year. In essence a tower of 280 metres could be approved without height being a concern.

Height being the principal reason for City of Melbourne's discontent, final approval for CEL's latest development ultimately lies with State Planning Minister, Matthew Guy.

After concerns relating to design, wind, traffic, loading and access were raised by City of Melbourne and DTPLI, a revised scheme was submitted during May 2014. Whereas the initial version carried widened flanks, the revised tower still holds a general L shape but includes a solitary setback resulting in a streamlined form and hefty a loss of Gross Floor Area. The inverted podium of the initial design has also been adjusted heavily as has the facade treatment.

Vertical trim replaces horizontal lashings as the revised version takes on a steely silver complexion similar to that of another Elenberg Fraser project, <a href="/news/feel-the-love-248-250-sturt-street-southbank" target="_blank">248-250 Sturt Street, Southbank</a>. According to the revised planning report, "The tower is mainly proposed to be constructed of glazing in aluminium framing or steel structure. Other materials consist of metal louvres, colourback glass and composite metal cladding."

Whilst the proposed development has a number of positive elements and is broadly consistent with the approved development plan for the site, there is significant concern regarding the proposed shadowing of the State Library forecourt between 11am and 2.00pm on 22 June. This is inconsistent with the policy in Clause 22.02 which states that developments not cast any additional shadows on the State Library forecourt between these hours.

To address this issue the built form will need to be modified which could possibly result in substantial design changes. Given the context and scale of the development, it is considered inappropriate to require these changes via conditions if a permit is to be issued.

<h2>Revolving door</h2>

A quirk in events sees City of Melbourne currently processing another application for the site in question. Last week saw the submission of an application seeking consent of "Building and works for a display suite/sales office and proposed permit for internally illuminated signage."

It seems that while City of Melbourne have objected to the proposal, developer CEL is eager to commence marketing the tower if and (more than likely) when final approval is granted by Planning Minister Matthew Guy.

City of Melbourne grapples with CEL's 156-172 Victoria Street

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.
