Developer <a href="/developers/growland-group">Growland's</a> latest residential offering, <a href="/new-apartments/neue-grand-613-st-kilda-road-melbourne">Neue Grand</a>, is setting its sights on the sky but not in the way that you would expect.

According to Growland, the 20-storey building, to be built on St Kilda Road, aims to provide Melbourne's elite buyers with 'cutting-edge technology', allowing them to fulfill their dreams of living like James Bond.

The development will feature what Growland claims to be an Australian first in the form of ‘sky garages’, where residents will be able to display their luxury vehicles via a large scale glazed cabinet of sorts that is located adjacent to the main living area.

The <a href="/architects/rothelowman">Rothelowman</a>-designed building and will feature just 19 apartments, each of which will occupy an entire 350sqm floor and carrying an average price tag of $6 million.

Residents will be able to drive their vehicle into the German engineered automated parking system from the ground floor, where license plate recognition allows for secure entry into the building.

Once the resident vacates the vehicle, the high-speed lift will automatically transport it and park it in the double-space display port within the apartment.

A basement parking space will also be provided offering a place for residents’ ‘everyday’ car.

To access their apartment, residents will be required to scan a pass to their own lift, where one of two sides will be assigned to them.

If there more than one resident requires a lift, the other side will be assigned to them, and delivering them to their own apartment without revealing the dwelling’s floor number, ensuring their privacy is maintained.

Upon arriving at their respective apartment, residents will access their apartments via fingerprint recognition software, while internally, blinds and lights will be controlled through high-tech home automation.

Rothelowman will also work closely with buyers to ensure each apartment is carefully considered and tailored to suit their individual needs.

The penthouse apartment will enjoy exclusive access to a private rooftop and garden which will provide all encompassing city and bay views.

There is also the opportunity to combine the top two floors for a double-story residence linked by an internal staircase.

Sky garages? Not pie in the sky thinking for Growland's Neue Grand development

In response to escalating property prices and a lack of quality housing options, <a href="/architects/make-architecture">Make Ventures (MAKE)</a> and <a href="/developers/assemble">Assemble</a> have partnered to launch the Assemble Model, which aims to offer stability on rent, certainty on price, financial coaching and community services to support residents on their path to home ownership

The proponents argue that the conventional off-the-plan development model is largely failing to address people’s expectations of quality and aspirations for the community. 

To combat this, the team at MAKE have spent the past three years working on a proprietary development model to improve housing affordability. This follows the successful delivery of over $2 billion worth of development over the last 15 years and complements their current portfolio of over $1.5 billion of urban renewal projects.

MAKE undertook research of build-to-rent markets and operators in North America and Europe, before engaging KPMG and Arnold Bloch Leibler (ABL) to help refine a financial model that delivers sufficient long-run annualised investment returns to ultimately attract direct investment from superannuation funds into the Australian housing market.

The model is an adaptation of the built-to-rent model with one of the key distinctions being that the liquidity event is via a sale to residents individually, rather than selling the asset in one line to an institutional investor.

Following refinement of the model, MAKE identified the need for a deep community and service offering to enhance the proprietary nature of the model and underpin equity in the brand.

Enter Assemble, a residential developer focused on small footprint projects and the culture of living closer together, who over the last six years via its Assemble Papers publication, has explored the culture of living closer together a wide spectrum of fields, and in turn developed a large community of passionate and loyal followers.

More recently, Assemble put these ideas into practice through its first development in partnership with <a href="/developers/wulff-projects">Wulff Projects</a> and <a href="/developers/icon-developments">Icon Developments</a> in Roseneath Street, <a href="/new-apartments/clifton-hill-vic-3068">Clifton Hill</a>, comprising 48 apartments and 18 townhouses. Assemble led the community engagement, design presentations and sales process contributing towards a record result with 80% of homes sold on the first day of sales, 95% of which to owner-occupiers and 60% of which were from the Assemble Papers reader community.

The project received the 2016 Victorian Premier’s Design Award for excellence in Service Design and construction for the project is on track for completion in August 2018.

Once it was determined that the two brands shared common goals, values and provided complementary skills, MAKE restructured and took a majority interest in Assemble. This provided it with the capital and infrastructure to become an end-to-end property developer and community manager, and as a result, the brand for the new development model will fall under the Assemble banner.

With the first project underway and site acquisitions pending, the medium to long-term plan for Assemble is to develop and manage a portfolio of up to 40 residential assets totalling approximately 4,000 homes across major capital cities, providing a platform for institutional investment into residential housing and a pathway to home ownership for those currently locked out of the inner-city housing market.

Equity has been secured for the first three projects and discussions are progressing with superannuation funds to become the medium to longer-term capital partner for the business

The first project to be delivered under the Assemble Model will be <a href="/buildings/38-albermarle-st-393-macaulay-road-kensington">393 Macaulay Road, Kensington</a>. Located three kilometres north-west of <a href="/new-apartments/melbourne-vic">Melbourne’s CBD</a> in the wide, tree-lined streets of the industrial suburb, the building is sited between <a href="/new-apartments/moonee-ponds-vic-3039">Moonee Ponds</a> Creek to the east and the <a href="/new-apartments/maribyrnong-vic-3032">Maribyrnong</a> River to the west and has been designed to encourage and foster a new community.

Identified as one of Resilient Melbourne’s Resilient Communities (an initiative of 100 Resilient Cities – pioneered by the Rockefeller Foundation), 393 Macaulay Rd will encourage greater understanding of how to create more connected communities that are both sustainable and financially viable

Following extensive consultation with the City of Melbourne, a town planning application has been submitted for the Fieldwork-designed building, which will upon completion comprise 73 apartments over 8 levels. ANZ has approved its first development and investment facility for the Kensington project, whereby it will provide construction funding without the usual pre-sale requirements.

The design is centred around a landscaped, open-air walkway that will provide apartments with cross-flow ventilation and dual aspect natural light. The entire community will be connected through communal spaces on the upper and ground floors which include places for work, eating and leisure.

Additionally, the design team at Fieldwork has adopted a "less-is-more approach with the design, where quality is the defining factor." The aim is for the building to improve with age through durable materials, flexible spaces, good access to natural light, cross-flow ventilation, strong connection between indoor and outdoor spaces, high-quality fixtures and fittings, robust energy systems and integrated landscaping.

At its core, 393 Macaulay Road is about implementing a clear set of standards that promote a better quality of life, while also allowing residents a greater degree of customisation than the market currently offers.

The original heritage building, designed by art deco architect Harry A. Norris will be restored and the facade retained, embedding the design within its industrial context.

<li>Prior to construction, residents sign a 5-year lease with the option to purchase their home for a fixed price at the end of the term.</li>
	<li>The purchase price is agreed up front and is calculated as today’s price with fixed 1.75% increases per year until you buy in approximately 7 years (i.e. 2 years of building and 5 years of leasing).</li>
	<li>Rent is agreed up front for the term of the lease and is calculated at a market rate with fixed 2.5% increases per year over the 5-year lease.</li>
	<li>The lease and option to purchase is secured by paying a refundable amount of 1% of the purchase price prior to the start of construction (e.g. $5k for a $500k apartment).</li>
	<li>Over the 5-year lease period, Assemble will support residents on their pathway to ownership via not-for-profit financial coaching services and bulk-buying initiatives to leverage economies of scale (e.g. internet, utilities, farm-direct groceries, insurance), Assemble will also have an on-site team to help with the day-to-day chores (e.g. parcel pick-up and drop-off, dry-cleaning, dog walking and apartment cleaning) and community building initiatives.</li>
	<li>After 5 years, residents can exercise the option to purchase the property at the fixed price, with the 1% refundable amount contributing towards the purchase price.</li>

Introducing the Assemble Model: A new pathway to apartment buying and ownership

The next instalment in the Collectivity Talks series presented by Communications Collective, in partnership with Open House Melbourne will focus on the theme of <a href="https://tickets.myguestlist.com.au/v25b0e353396b8d/collectivity-talks-designing-for-life-/evs5b0e35339b86c/">Designing for Life</a>.

A group of industry experts comprising architects and developers will form part of a <a href="https://tickets.myguestlist.com.au/v25b0e353396b8d/collectivity-talks-designing-for-life-/evs5b0e35339b86c/">panel discussion</a> taking place on Wednesday 18 July to discuss good apartment design.

As Melbourne's population balloons and the supply of new housing attempts to cater to demand, recent measures such as the introduction of <a href="https://theurbandeveloper.com/articles/victoria-releases-updated-apartment-design-guidelines" target="_blank"> Better Apartments Design Standards</a> (BADS) in Victoria, and density controls within the Capital City Zone have attempted to improve the livability of our city and the quality of our built environment.

Further efforts by the <a href="https://participate.melbourne.vic.gov.au/amendmentc308">City of Melbourne</a> and the <a href="/news/victorian-budget-fishermans-bend-to-get-5-million-to-complete-planning-work">State Government</a> are being discussed to raise the design standard of the external appearance of buildings, the quality of finishes and to ensure they contribute positively to the streetscapes.

So what makes a well-designed apartment? And how do we create apartments that will stand the test of time and nurture those who live within them?

The panel will discuss how architects and developers are responding to BADS and the effect they have had on the standard of design across the state.

Good design can take on many forms and small apartments aren't necessarily poor apartments if they are well designed.

In recent times there has also been debate over the nature of more performance-based design standards in lieu of prescriptive, as a number of existing apartments which are considered to be good designs would fail the BADS criteria.

<a href="/news/cel-australia-to-launch-latest-fishermans-bend-development-this-weekend">Following the recent launch of the first stage of CEL Australia's FIFTEEN85</a> multi-tower project down in Fishermans Bend, Apartments.com.au spoke to Tim Pearce, General Manager of CEL Australia about the company's ambitions for the project and the challenges of developing in an urban renewal precinct.

Tim Pearce: This site is more South Melbourne than it is Fishermans bend, being located immediately adjacent to the South Melbourne primary school and a stone’s throw from South Melbourne Market, in an area already well serviced by public transport and government driven infrastructure. Even so, South Melbourne/Fishermans bend, this site has everything going for its location, with excellent connections to the bay and beaches, CBD, South Melbourne. It’s so close to the CBD without being in that hustle and bustle, you still get a sense of getting out of the city and the noise, even though you’ve only travelled a couple of minutes away.

When we purchased the site the school and park were still on the drawing board, but now they are a reality, and a strong sign of the upgrades occurring in this area. This site is a key site to be one of the first to take advantage of the activation and holistic improvements to the area that are already happening. By the time Tower 1 is complete the precinct will be even better.

U: How important is acquiring a site with a permit in hand, in light of some of the planning uncertainty regarding the Fishermans Bend Draft Framework? 

TP: Very important. The last couple of years has seen some large scale changes to planning controls not just in this area, but across Melbourne. To have the surety of planning approval in this climate is a big positive.

U: Did you change much of the design and/or reconfigure apartment layouts? 

TP: We’ve been fortunate to inherit a great design by Elenberg Fraser, whom we know well from our previous projects. We’ve made a few tweaks to include additional storage for residents, remove mechanical car parking and make the building a little more user friendly. We’ve also reviewed a few of the layouts and common facilities to ensure that there is great amenity for those that are fortunate enough to live at FIFTEE85 in the future.

U: The project is located opposite the under construction Montague Community Park, the recently completed South Melbourne Primary School, within a short walk of the new route 96 tram stop - how important was the early delivery of this community infrastructure in providing not only CEL but prospective buyers with a degree of certainty around the redevelopment of the area? 

TP: Even without those things the area has very good fundamentals, connection and existing local drawcards such as the South Melbourne Market, Albert Park and the beaches close by. But, we are also very happy to see the great government-led community infrastructure that provides that cream on top. Of course seeing this investment in the area, buyers should be confident in the redevelopment of the area.

The government is delivering on their initiatives for the area and understand that major infrastructure projects like this are required for any area that will be a core residential area, as this one will be. Having the certainty of open green space and schooling on their doorstep is definitely a positive and builds on the community nature of the area as it further develops.

Image: City of Port Phillip</figcaption></figure>U: And building on from that, was there more of a desire to provide for families than maybe you would traditionally see with a development? There has also been talk of an early learning centre potentially being developed on the neighbouring site at 6-78 Buckhurst Street? 

TP: We love families. They are great for any development and definitely build a sense of community. Yes, we do believe that younger families and first home buyers will be attracted to the area and into this development. This is why we developed some gift packages for these demographics as part of our grand launch.

South Melbourne is a comfortable area to bring up a family and with the school and park next door, FIFTEEN85 makes it very convenient as well. The demographic of South Melbourne includes a lot of young professionals with young families, or who will have young families in the future, and don’t want to live so far from work that they need to spend hours commuting, as this time is better spent at home. If the adjoining site in Buckhurst Street is to be developed into the early learning centre, that would be a fantastic outcome.

U: The site is also minutes from South Melbourne Market and Clarendon Street in one direction but also Port Melbourne and Bay Street in the other - do you consider this proximity to as one of the major selling points? 

TP: We do of course, these areas are very popular with locals and those in neighbouring suburbs. For FIFTEEN85 to be located so close to these popular spots, it allows our residents to be able to walk to some of these spots and enjoy their time in Clarendon St and the South Melbourne Markets without having to worry about parking if they don’t want to.

U: Has the lack of any real development activity in Fishermans Bend been a consideration/concern or do you see this as the perfect opportunity to be launching FIFTEEN85 and leading the way forward?  

TP: Each project brings its own considerations and concerns. Location here is more of a consideration than a concern. For all the points mentioned already there is so much going for this location. This location is closer to central South Melbourne than it is to downtown Fishermans Bend. Development in Fishermans Bend will be good for the area and will ultimately bring activity, infrastructure and great improvements to a very central part of Melbourne.

However, because we are more South Melbourne, being one of the first is not really a concern, as there is already so many positives for this site, and this will only improve over time. Besides that, we don’t mind being a leader, it provides our potential buyers with a great opportunity to invest while prices are still affordable. 

We also benefit from the lack of tall towers around the site, and limitations on future development as well – with 360 degree views to CBD, Albert Park, and the Bay. FIFTEEN85 will really be a beacon in this area.

U: What are some of the challenges with marketing a project in an area that is going to see a considerable transformation into an urban precinct? How do you sell both the short term and long term vision to prospective buyers? Or do you focus on the benefits of being located near South Melbourne and Port Melbourne as mentioned earlier? 

TP: The story is about both the short term and immediate benefits as well as the long term vision – both are a good story. In the short term we have all those things, location, school, markets, beaches. In the longer term the community will further develop around it. To a degree you do need to look past today’s streetscape to tomorrow’s streetscape, but the increasing population will bring activity and business and overall improvements.

We will have a readymade population to support others such as the neighbours who could build their early learning centre.  We do still have a 30 story building to build for Tower 1, and that’s going to take a couple of years before the first residents will be moving in. By that time there will be further changes taking place, including the next stages of FIFTEEN85.

U: The launch of each building is being staged - will construction be staged too or will construction occur all at once? And when do you anticipate this to occur? 

TP: We anticipate that works will commence by September this year. The design includes a laneway that will ultimately integrate with the surrounding properties. This also makes Tower 1 a standalone building.

Towers 2 &amp; 3 share a common podium and while there is some flexibility in how that can be constructed, we currently anticipate that they will be constructed together. Tower 1 will commence first, with the next phase of FIFTEEN85 commencing as soon as we can – and that will be driven by the sales success of Tower 1.

In today's piece, Hayball Director David Tweedie provides Urban.com.au with insight and commentary on the (r)evolutionary journey of prefabrication within the education sector - including benefits for schools, design professionals and the planet.

According to Tweedie, the advantages associated with a swift on-site build time, minimal disruption to school environments and unprecedented sustainability benefits, is providing prefabrication with the impetus to rebuild the education sector.

Though the term itself can often conjure images of badly-ventilated, non code-compliant, aesthetically-challenging temporary classrooms to which previous generations were subjected, thankfully, says Tweedie, portable and demountable classrooms are only one expression of prefabrication.

Prefabrication itself, refers to the design of elements or significant volumes of a building for offsite construction. It comes in many different forms – from accurately-constructed 2D elements reminiscent of large-scale IKEA flatpacks, through to shipping container-scale unitised building systems that consist of entire prefabricated units.

It’s already becoming a default technique for many small-scale residential projects and for facade construction. But its sophisticated design, material and construction techniques are gaining new traction in education projects, from kindergarten to tertiary, thanks to a number of factors.

<h2>1. Lightning-fast delivery times, with minimal onsite disruption</h2>

From kindergartens to universities, development projects pose major disruptions in the lives of the school community. These concerns aren’t confined to noise pollution or safety: if we’re master-planning a new science centre, current learning activities must be moved somewhere else while the new facility is built – a resource-intensive, time-heavy and highly-inconvenient endeavour.

With prefabrication, a lot of the groundwork – both in design and construction – is done before it reaches the school.

For example, we designed <a href="http://www.hayball.com.au/projects/caulfield-grammar-school-learning-project/">The Learning Project at Caulfield Grammar</a> for offsite construction - and the finished building was installed on campus in an unprecedented single day’s work on-site. Further interior work was required, but the bulk of the project was completed without significant interruption to student and staff routines.

Similarly, in our hybrid design of the <a href="http://www.hayball.com.au/projects/la-trobe-street-student-accommodation/">La Trobe St Student Accommodation</a> project in Melbourne’s CBD, construction was completed during extended hours due to the low levels of noise disruption – realising unparalleled productivity on-site, and an overall reduction in the construction timeframe.

<h2>2. Flexibility to meet future learning requirements</h2>

Fast turnaround also enables quick delivery of innovative learning programs, as seen at The Learning Project at Caulfield Grammar. An accelerated prefabrication construction process allowed the institution to roll-out a new learning program to students without having to stall or work around construction sites for months awaiting facility completion.

This outcome is a sure marker on the road to an industry where new education techniques, trends and environments can be implemented and, more importantly, tested – with almost-immediate effect (instead of embarking on long disruptive developments to enable learning spaces or programs that, by the time the facilities are finished, are considered outdated).

Prefabrication is impacting the very way we think about modern learning environments, too. Certain design manifestations (2D in particular) lend themselves to mass customisation with infinite configuration options, and more modular, plug-and-play designs help to adapt school environments to meet inevitably changing needs.

Furthermore, with quick demolition, removal and replacement possibilities, we can implement a considered, customised school design or replace legacy buildings with relative ease – a benefit that government and private education institutions are currently exploring to help replace old facilities in various locations around Australia.

<h2>3. Value for money and quality control</h2>

Challenges for the prefabrication industry include the capacity to deliver at scale, and adapting to the inflationary roller coaster of busy or quiet times. As the industry matures, fast site build time will begin to equate to unparalleled savings, especially in first world countries where on-site labour is costly and safety regulations are stringent.

In Australia, a large share of development risk lies on-site, especially when unpredictable weather conditions and industrial environments pose hindrances. Taking unnecessary variables out of the equation by executing designs in a safe and controlled environment means that with increased design involvement in early stages, we have complete control over the process and its outcomes.

Because of this added control when constructing prefabricated buildings within a factory, designs can be brought to life with the highest quality materials, construction methods and compliance. The repetitive nature of prefabrication also enables specialist personnel to perfect the uniformity of all elements, with clear oversight of the entire project without on-site distractions.

<h2>4. Ultimate sustainability objectives</h2>

There are two core reasons why prefabrication is better for the planet (and burgeoning institutional sustainability objectives). The first is its use of sustainable materials: high-tech innovations like cross-laminated timber (CLT) save tonnes of carbon compared to concrete, make use of renewable timber sources and are as (if not more) strong and effective as traditional materials.

Projects like the <a href="http://www.hayball.com.au/projects/docklands-library/">Library at the Dock</a> (Clare Design / Hayball) in Melbourne’s Docklands are joining the global portfolio of best practice prefabrication examples, using innovative materials like CLT to become this country’s first public building awarded 6-Star Green Star. 
Secondly, reduction in waste is integral for sustainability: it’s natural for a prefabricated design to exploit standardised material sizes, coordinating with the prefabricated ‘module’ and minimising offcuts. 
We’re still learning

There’s no doubt prefabrication has had an image problem in the past—but times are changing. Thanks to improved technologies, a greater interest in sustainable building practices and growing demand for rapid builds and flexible structure, prefabricated learning environments should definitely be considered for any learning environment undergoing a renovation or masterplan.

Hayball's David Tweedie on the evolution of prefabrication in schools

In keeping with Apartments.com.au's awards theme over the last two weeks, Woods Bagot last week announced that seven of its projects had been shortlisted finalists in this year's World Architecture Festival (WAF) Awards program and its sister program, the INSIDE World Festival of Interiors.

The WAF Awards are the world’s largest, live architectural award, combining keynote presentations from leading international figures alongside live judging presentations from over 400 award finalists.

Woods Bagot’s project shortlist comprises three future projects and four completed buildings. The six shortlisted WAF projects are:

Woods Bagot's seven shortlisted for WAF and INSIDE Awards

Following the introduction of new planning and density controls in Melbourne's Central City Zone last year, architeePlan Melbourne forecasts Melbourne's population to hit 10 million by 2051, carrying with it an additional 1.5 million jobs that need to be accommodated within an increasingly changing workforce. This has spurred the demand for both new commercial stock and the revitalisation of older commercial developments with Melbourne City Council’s data showing that 25 buildings are currently under construction within the Hoddle Grid.

Urban.com.au spoke to <a href="/architects/bates-smart">Bates Smart</a> Director Julian Anderson, who shared his insights into the impacts of Victorian planning controls on the future of the city’s commercial opportunities.

Despite the best of intentions, says Anderson the planning controls that were introduced last year relating to the permissible size of developments in the <a href="/new-apartments/melbourne-vic">CBD</a> and <a href="/new-apartments/southbank-vic-3006">Southbank</a> are having a significant impact on Melbourne’s skyline. The controls were brought in to arrest construction of a wave of residential towers on the north and western edges of the city — towers that "display little regard for liveability for their inhabitants or the public." 

The Victorian Government’s intention is to “provide improved public amenity and deliver consistency and certainty that will ensure our city grows in a way that enhances all that make it the world’s most liveable city”.

The aspirations are laudable, says Anderson particularly in light of recent developments completed in the CBD which have been up to four times larger than the new controls would allow under a 18:1 plot ratio. In basic terms, the new provisions allow a maximum of 18 square metres of floor area to be developed for every square metre of site area. For example, a 2,000 sqm site can deliver a maximum of 36,000 sqm of floor area. More floor area will be permissable if additional public or strategic benefit is provided such as public open space, affordable housing or commercial office space.

One unintended outcome however, notes Anderson, has been the impact on the viability of commercial office towers, not with respect to height but rather when applying the setbacks required under the controls. This lead to Bates Smart undertaking the assessment of sites within the Hoddle Grid which are feasible for commercial development with a 1,500sqm NLA floorplate which based on their experience is the minimum required by both developers and tenants.

The office initially undertook an assessment of the impact of the new controls on residential development for their existing clients but realised it would be new commercial office developments which would be most impacted. As a comparison, the current crop of office developments which are under construction (save for one or two) were all permitted under the previous planning regime but wouldn't meet the setback requirements of the new controls.

Based on benchmarking their own office developments, Bates Smart determined that to achieve a 1,500sqm floorplate, a site of 3,000sqm would be required to achieve the necessary setbacks. Then a process of subtraction was undertaken, sites with development permits, landmark civic buildings, existing high-rise towers, strata titles were excluded and the potential for site consolidation was also considered. "The result?" says Anderson, fewer than six potential sites that could accommodate a viable commercial office tower.

Image: Bates Smart</figcaption></figure>One possible solution is to introduce two distinguishable sets of planning controls for residential and commercial development in the central city. The requirements for office developments with respect to privacy, natural light and adjacencies to other buildings are not as onerous as they are for residential buildings.

Anderson believes if nothing is done landowners will  eventually realise many sites can’t be developed, which will trigger the amalgamation of adjoining sites to maximise development potential. This however leads to protracted negotiation periods, slower development times and fewer opportunities.

Similarly, we may see more developments relying on the purchase of “air rights” — the underutilised space above a building. An adjacent owner can purchase those air rights to enable construction of part of their building into that space. Another potential corollary is the delivery of more slender residential towers because the controls also dictate that the taller a building, the further it must be set back from its boundaries.

Anderson cites New York, where amalgamated sites or those subject to development resulting from the purchase of air rights brought about a raft of super-slim towers. These are very costly because of additional structural requirements and the effects of wind on their slender forms.

As well, the proportion of structure to floor area cuts the net saleable area. This drives developers to build higher in an attempt to claw back profit forgone from lost floor space. Matching the high construction costs are the sky-high prices of $US4 million for a two-bedroom apartment on the 10th floor of a midtown apartment block or $US20 million for a two-bedroom apartment on the 50th floor of a midtown tower, for example.

Melbourne has its own example of this new tower form, with the Bates Smart'-designed Collins House site at <a href="/buildings/collins-house-melbourne-460-466-collins-street-melbourne">466 Collins Street</a>. Approved under the previous planning scheme, the 57-storey apartment building is under construction and when complete, will be the world’s fourth slimmest tower.

Anderson says Melbourne’s future and title as a liveable city lies in our ability to plan for the careful expansion of the city and to find opportunities to relax our planning controls. This would allow for major urban regeneration projects to flourish and accommodate our future needs.

<h2>What they say</h2>

These tenants seeking floorplates that minimise distribution of staff across multiple floors. These floorplates can cater to over 100 people and offer open-plan floor space with good access to natural light and views to assure physical and mental wellbeing of the occupants.

The challenge with the planning controls is that rather than stimulating commercial development in the CBD, it stifles it. A floorplate of 1,500sqm under these controls requires a site area of around 3,000sqm. However, by the time you factor in the setbacks and other height controls, there are very few developable sites remaining.

In recent months, our team has conducted research establishing that there are fewer than six potential sites in the CBD that will support development over 80m in height, with floorplates not less than 1,500sqm in area. We concur with various industry sources on predictions that the commercial pipeline could be exhausted in the next decade.

With the impending Victorian Architecture Awards dinner, Apartments.com.au concludes its Road to the Victorian Architecture Awards 2018 series with the North Fitzroy Library and Community Hub - the first mixed-use public building to achieve a 6-Star Green Star rating in Victoria.

The awards are presented tonight.

Designed by GroupGSA, the new library and community hub has been shortlisted for awards in sustainable architecture, public architecture and Melbourne prize categories.

The North Fitzroy Library and Community Hub has been conceived as a multi-use space that supports the learning, health and well-being of the community.

Named ‘Bargoonga Nganjin’ which means ‘Gather Everybody’ in Woiwurrung - the language of the Wurundjeri people - the $17 million project was funded almost entirely by Council, and was the result of an extensive and exhaustive consultation process that included multiple stakeholders and the community.

GroupGSA says the design has driven a desire to create a socially inclusive space that integrated seamlessly with its local context, but was also had a minimal environmental footprint. 

The Library’s lush rooftop garden, exemplifies the potential for environmental design to draw people together, according to the architects.

Among the Library’s environmental features are its on-site power generation and pressurised air handling system incorporated into columns instead of bulkheads to maximise overhead space.

Additionally,  the architects specified locally-sourced materials, including reclaimed bricks from the surrounding area, to ensure product miles were minimised while also maintaining the character and materiality of North Fitzroy.

The architectural language of the Library reinforces this connection to its locale, with its triangular footprint taking inspiration from the old North Fitzroy post office building.

The community building features a bespoke screening mechanism, which became an integral part of the building’s external fabric, to manage glare and natural light. The perforated metal screens allows light to filter in and out, the design of which is derived from the trees in the Edinburgh Gardens, just immediately south of the site - using the local elements as a key to inform the design.

To me one of the most eye catching of the green spaces is the rooftop garden. Featuring native plants and a productive garden, this area provides more than simple green respite on the site’s narrow footprint.

It has a cleverly integrated catchment system, positioned underneath the roof decking, which collects water to sustain landscaping as well as essential services for the whole building. Herbs and fruit trees on the roof supply the adjoining community kitchen, with students encouraged to pick things from the garden to use in cooking classes.

Road to the Victorian Architecture Awards 2018: GroupGSA's North Fitzroy Library and Community Hub

The winners of the 2018 Victorian Architecture Awards have been announced at the annual awards dinner hosted on Friday night.

Education and public architecture projects dominated across multiple categories, reinforcing the importance of a well designed public realm.

Across 14 categories, a total of 66 awards were given including named awards, architecture awards and commendations from the 108 shortlisted projects. The awards were announced at a dinner hosted in Melbourne by the Victorian Chapter of the Australian Institute of Architects.

RMIT University's New Academic Street, by Lyons in collaboration with NMBW Architecture Studio, Harrison and White, MvS Architects and Maddison Architects, dominated proceedings on the way to the claiming the Victorian Architecture Medal along with the Joseph Reed Award for Urban Design, The Henry Bastow Award for Educational Architecture, architecture awards for Interior Architecture and Sustainable Architecture and a joint winner of the Melbourne Prize.

Other big winners include Nightingale 1 by Breathe Architecture, Victorian College of the Arts former Mounted Police Stables by Kerstin Thompson Architects and Koondrook Wharf by TERROIR, all obtaining recognition across three categories.

Projects that received an architecture award or a named award will now progress to compete in the National Architecture Awards program. The shortlist will be announced by the Australian Institute of Architects in the coming months.

A luxury beachfront apartment at Rainbow Bay has more than doubled in value since it sold off the plan six years ago, setting a new local apartment record in the process.

The three-bedroom apartment in the Flow development on Petrie Street, the first of four new projects locally by Paul Gedoun's S&amp;S Projects, has sold for $7.4 million, after originally selling for $3.27 million when the project launched in 2020.

The seventh-floor apartment, comprising 187 sqm of internal living space and a 54 sqm balcony overlooking Froggies Beach and Snapper Rocks, was purchased by a local family.

The transaction was negotiated by Pezet Matheson director Kerry Pezet and equates to more than $30,000 per sqm.

Pezet said the sale reflected the limited opportunities to buy into the boutique beachfront development.

"The sale highlights the rarity of opportunities within the boutique beachfront development, where residences seldom become available," Pezet said.

"Flow is one of the Gold Coast's most tightly held buildings. Buyers from our database move quickly when residences become available, and achieving an off-market sale at $7.4 million demonstrates the depth of demand for property of this calibre."

Flow was the first of four luxury apartment developments delivered by Paul Gedoun's S&amp;S Projects at Rainbow Bay and was completed in 2023.

Positioned on the beachfront overlooking Snapper Rocks, the residence includes three bedrooms, three bathrooms, a powder room and views stretching north along the coastline towards Surfers Paradise.

Pezet Matheson Residential principal Mitchell Lambert said buyers continued to prioritise quality beachfront apartments in tightly held locations.

"Flow Residences offers a rare combination of elevated beachfront positioning, architectural excellence, comprehensive resident amenity and premium finishes, which is exactly what discerning purchasers are seeking," Lambert said.

"The transaction further reinforces Rainbow Bay's reputation as one of Australia's premier coastal lifestyle destinations, where limited supply and growing demand continue to support strong market performance."

Pezet Matheson originally marketed and sold out Flow off the plan, making the latest transaction a return to one of the project's original buyers.

Paul Gedoun is selling his third project, <a href="https://www.apartments.com.au/new-apartments/radia-rainbow-bay-271-boundary-street-coolangatta-qld-4225">Radia Rainbow Bay</a>, after recently completing, and selling out, <a href="https://www.apartments.com.au/buildings/esprit-217-227-boundary-street-coolangatta-qld-4225">Esprit</a>. He has plans for a <a href="https://www.apartments.com.au/news/qld/first-look-s-s-projects-proposes-88-apartment-wellness-tower-at-coolangattas-boundary-street">fourth building</a>, 88 apartments on <a href="https://www.apartments.com.au/new-apartments/209-213-boundary-street-coolangatta-qld-4225">Boundary Street</a>.

Rainbow Bay apartment doubles in price since off the plan sale during pandemic

The long-planned transformation of Brisbane's historic Shafston Estate has taken another major step, with Capella Hotel Group announced as the luxury hospitality partner behind what will become Brisbane's first branded residences.

The project, to be known as Capella Residences Brisbane, is being delivered by Verso Projects at the landmark Kangaroo Point riverfront estate, with completion targeted for 2029.

The announcement follows a series of planning changes to the project over recent years. The site was originally approved in 2023 for a 15-level, 37-apartment development designed by Rothelowman for Burgundy Group before Verso Projects took over the 10,070 sqm riverfront holding and lodged revised plans with Kerry Hill Architects to increase the development to a 25-level tower with 51 apartments.

The latest announcement confirms Capella Hotel Group will bring its branded residential offering to the project, marking just the second Capella Residences development globally after Seoul, and the group's first branded residential project in Australia.

The <a href="https://www.apartments.com.au/new-apartments/23-castlebar-street-kangaroo-point-qld-4169">Castlebar Street development</a> will centre around the restoration of the heritage-listed Shafston House, one of Brisbane's oldest residences, originally constructed in 1851 by Reverend Robert Creyke as a single-storey cottage known as Ravenscott.

Capella said the project aligns with its focus on heritage-led developments, with the Brisbane estate combining the restored historic residence with a new luxury apartment tower and hospitality-inspired resident amenities.

Residents will have access to the Capella Living Room, a concierge-led communal space inspired by the group's luxury hotels, alongside landscaped gardens, six swimming pools, wellness and recreation facilities.

The broader estate will also include two riverfront homes, a six-berth private marina, porte cochère arrival experience, secure basement parking and a new section of public riverwalk along the Brisbane River frontage.

The heritage Postal Depot Building will also be retained and repurposed as a guest house, in line with the revised development plans.

The project represents another evolution for the site, which Kerry Hill Architects previously described as a rare opportunity to restore one of Brisbane's most significant heritage estates while creating a new benchmark for apartment living.

"The Shafston Estate provides a once-in-a-generation opportunity to restore one of Brisbane's finest heritage precincts and to reinstate residential use as a unique site perched on the edge of Kangaroo Point," Kerry Hill Architects said in its Urban Context Report accompanying the planning submission.

"The project will celebrate excellence in sub-tropical residential design, setting a new benchmark for vertical living in Brisbane."

Verso Projects, which now has an $8.5 billion development pipeline spanning more than 6,000 dwellings across apartments, townhouses, retail and commercial projects, said the partnership with Capella would elevate the development beyond a traditional residential project.

"We feel honoured to be restoring Shafston Estate to its former glory, elevating it to new heights of luxury and excellence underpinned by Capella's distinctive service ethos and design philosophy, and making it a standout landmark in Brisbane," Verso Projects CEO Steve Laffey said.

"By partnering with Capella, globally recognised for its refined approach to luxury hospitality and deep respect for cultural and historical context, we will elevate this project beyond a residential offering into a world-class destination."

Capella Hotel Group President Roland Fasel said Brisbane's emergence as a global city made it the right location for the company's Australian residential debut.

"Brisbane is a city on the cusp of something remarkable, and Capella Residences is our commitment to being part of that story," Fasel said.

"The Capella residential experience is more than luxury. It is about a sense of belonging to a place with deep meaning."

Private appointments have now opened for the project, with a display suite expected to open in late 2026 ahead of the planned 2029 completion.

Capella to launch Brisbane's first branded residences at Shafston House, Kangaroo Point

Lewis Land's latest apartment release within its <a href="https://www.apartments.com.au/new-apartments/harbour-shores-biggera-waters-564-oxley-drive-biggera-waters-qld-4216">Harbour Shores</a> masterplan is targeting one of the Gold Coast's fastest-growing buyer groups, with almost a third of apartments at Solis priced below $1 million.

The seven-storey building at Biggera Waters will comprise 91 apartments, including 24 one-bedroom residences starting from $778,000, a price point Lewis Land says is aimed squarely at first home buyers struggling to enter the Gold Coast market.

<a href="https://www.apartments.com.au/developers/lewis-land-group">Lewis Land</a> Head of Development Michael Long said the developer deliberately allocated a significant proportion of the project to more affordable apartment types.

"First home buyers have been priced out of many parts of the Gold Coast, and we saw a clear opportunity to address this and play our part in a longer-term housing solution," Long said.

"That's why 24 of the 91 apartments being delivered at Solis have been designed and priced for the city's next generation of homeowners, quality one-bedroom apartments, half of which include an additional multipurpose room to maximise space and flexibility.

Designed by BDA Architecture, Solis will deliver a mix of one, two and three-bedroom apartments, with residences ranging up to 232 sqm. Apartments feature generous balconies and contemporary finishes, while residents will have access to Harbour Shores' lagoon pool, clubhouse, tennis court, gym, yoga studio and sauna.

The focus on first home buyers resonated with purchaser Holly Humphreys, who said she and her boyfriend spent more than a year searching for their first property before shifting their attention from houses to apartments.

"We fell in love with the first house we bid on and got our hopes up, but after repeated knockbacks we learned not to get too attached," Humphreys said.

"We offered at the high end of price guides, but sales kept going even higher. That's where we really struggled and we needed to re-evaluate our budget and our expectations. Standalone houses were off the table, and we pivoted to apartments and townhouses."

Humphreys said it was encouraging to see developers recognising the growing demand from first home buyers.

"There's a growing number of young buyers looking to enter the market earlier because they understand that getting in now can make a real difference as prices continue to rise," she said.

"It's fantastic to see a developer recognise this and then actively take measures to deliver an apartment with us in mind."

Solis is the first development planned within the second stage of the Harbour Shores masterplan, with early works expected to commence in September 2026.

Luxury apartment developer Abadeen has recorded $19.25 million in apartment sales across two of its Lower North Shore developments in the lead-up to the end of the financial year, headlined by the sale of a $6.75 million penthouse at <a href="https://www.apartments.com.au/buildings/koyo-crows-nest-5-rodborough-avenue-crows-nest-nsw-2065">KOYO in Crows Nest.</a>

The transactions also included the sale of a newly completed three-bedroom apartment at <a href="https://www.apartments.com.au/buildings/park-residences-cremorne-2-sutherland-street-cremorne-nsw-2090">Park Residences in Cremorne</a> for $6.35 million, with the residence selling shortly after the project's first public inspections following completion.

The sales come as completed, owner-occupier-focused apartments continue to attract strong demand across Sydney's Lower North Shore, particularly from buyers looking for certainty and immediate occupancy.

The penthouse at KOYO spans 491 sqm across a single level and was designed by architect Koichi Takada. The development is one of Abadeen's flagship boutique projects in Crows Nest.

Abadeen Executive Chairman and Founder Justin Brown said buyer activity lifted noticeably in the lead-up to the end of the financial year.

"We saw a clear increase in enquiry levels, inspection numbers and buyer engagement across our completed projects leading into the end of the financial year," Brown said.

"Buyers have become far more decisive over the past six months. The combination of improving confidence, limited supply and the ability to physically inspect completed residences is creating strong competition for premium apartments in the best locations."

Brown says the&nbsp;response to Park Residences following completion has been particularly strong.

"Buyers want certainty and are responding positively to the opportunity to walk through a finished product, inspect the quality firsthand and move in immediately," Brown suggested.

"Projects such as Park Residences and KOYO demonstrate that when the product is exceptional and the location is irreplaceable, buyers are prepared to act quickly."

Abadeen CEO Joe Tack said quality continued to differentiate projects in the current market.

"Today's buyers are incredibly discerning," Tack said.

The City of Sydney has approved plans for <a href="https://www.apartments.com.au/developers/billbergia">Billbergia Group</a> and Metrics Credit Partners’ $3.5 billion Castlereagh Place project in the heart of the Sydney CBD

The towers will be among the tallest in <a href="https://www.apartments.com.au/developments/sydney-nsw-2000">Sydney</a>'s CBD, with more floors than any other residential tower in the city.&nbsp;

The 6,000 sqm site was acquired by the joint venture partners in 2024. It is the largest amalgamated land parcel in the Sydney CBD and comprises eight individual sites fronting Castlereagh, Pitt and Liverpool Streets.&nbsp;

<a href="https://www.apartments.com.au/new-apartments/castlereagh-place-sydney-324-348-pitt-street-sydney-nsw-2000">Castlereagh Place</a> will transform an underutilised city block into a landmark mixed-use destination, anchored by two 82-storey towers comprising 607 luxury residences above an 8-level podium housing a 209-room luxury hotel. A 1,000 square metre civic park on ground level features a curated mix of food, beverage and retail.

The plans have been refined over the past year to rebalance the residential and hotel offering, and reconfigure the retail footprint to create a stronger, more dynamic dining experience.

A three-level flagship building on the prominent corner of Pitt and Liverpool Streets will be the gateway to the Castlereagh Place lifestyle precinct. Set to become a Sydney icon, the building is capable of housing multiple hospitality venues.

“Castlereagh Place is designed to be the City's next great urban oasis - an energetic mixed-use precinct that pulses with life, day and night,"&nbsp;said Joseph Kinsella, Group Director of Billbergia.

"It will bring the vibrancy of places like Barangaroo and Darling Quarter into a more accessible, central destination at the very heart of Sydney."

Kinsella said the project will build on&nbsp;Sydney’s growing laneway culture with the City’s largest network of new activated lanes - an expanded, next-generation take on precincts like Angel Place, Palings Lane and Ash Street in Wynyard.

Castlereagh Place has been designed by architects <a href="https://www.apartments.com.au/architects/fjc-studio">fjcstudio</a> in collaboration with Trias Studio, Aileen Sage and Polly Harbison Design, joint winners of an international design competition in 2018.&nbsp;

Signature design elements from the original scheme remain unchanged, while the public domain has been significantly enhanced, delivering 60 per cent more open-to-sky space.

Pedestrian access will also be enhanced through new laneways linking Pitt, Liverpool and Castlereagh Streets, drawing people into a new civic park with outdoor seating, landscaping and integrated public art.

With activated laneways supported by strong hospitality offerings, Castlereagh Place is tipped to become a vibrant new dining destination in the heart of Sydney’s CBD.

It marks the largest undertaking to date for the Billbergia and Metrics Credit Partners partnership. Together they are developing other underutilised Sydney sites into mixed-use precincts, including the $2.2 billion Concord Central and the $1.3 billion Chatswood Grand Residences.

Metrics Managing Partner and Group CEO Andrew Lockhart said Castlereagh Place is a landmark project that will redefine Sydney’s skyline.

"As the tallest residential high-rise development, the revitalised site will offer panoramic views across the CBD and surrounds. We are excited to partner with Billbergia to reinvigorate an underutilised site and create a sophisticated and contemporary mixed-use offering situated in the heart of Sydney.”

Total apartments within the towers have increased to 607 dwellings, with a focus on larger floorplans. Aligned to growing market demand, Castlereagh Place now comprises 299 three-plus-bedroom apartments, 198 two-bedroom units and 110 one-bedroom configurations.

Resident amenities will include an exclusive residents club containing a gym, rooftop pool, dining rooms, co-working spaces, library, golf simulator, games room, cinema room, and access to an exclusive concierge service. There will be around 500 basement car spaces below the towers.

The development will also include a state-of-the-art wellness centre, set to feature a bathhouse with magnesium pools, hot/cold plunge pools and premium amenities.

According to fjcstudio, the towers will feature distinctive yet elegant architectural design reflecting Sydney’s geometry and urban character, with a network of through-site links and intimate public spaces activating the streetscape.

"Castlereagh Place is a city-making project of significant scale and ambition," said Richard Francis-Jones, Design Director at fjcstudio.

"It will create a rich urban complex of public open spaces, landscaped gardens, and vibrant laneways. Defining these new public spaces and the important streetscape of Castlereagh Street is a sequence of fine-grained, diverse retail and hotel architecture designed in collaboration with Aileen Sage, Polly Harbison Design and Trias.

“Rising above the tree-lined, human-scale streetscape are two slender residential towers that will transform the city skyline and look towards the Harbour, Hyde Park, and the Royal Botanic Garden.”

Demolition and early construction works have commenced onsite at Castlereagh Place.
