Entering its 11th year, Open House Melbourne encourages industry and the public alike to consider the design, development and growth of our city and encourage curiosity in Melbourne’s built environment with 224 sites and 87 new buildings in the program. The City of Melbourne alone is hosting 84 buildings open to the public.

Image: Mark Baljak/Apartments.com.au</figcaption></figure>Additionally, in response to the big ideas discussed at the globally-focused <a href="https://forum.naomimilgromfoundation.org/">Living Cities Forum</a> on the Thursday prior, a panel of Melbourne design and planning experts will discuss how these apply to some of our city’s biggest challenges including rapid population growth, housing, densification/sprawl, and congestion at the Ethical Cities Panel on Friday 27th July presented by Open House Melbourne, Communications Collective, and the Naomi Milgrom Foundation.

The panel will address questions such as; Where are we failing? Who is innovating? How can we collectively ensure our city thrives? What does the future hold for Melbourne?  

Highlights in the City of Melbourne during and in the lead up to the weekend include:

<h2>Collectivity Talks – Ethical Cities panel</h2>

Friday 27 July 2018 | 12.30pm–1.30pm | Clemenger BBDO Auditorium, NGV International 180 St Kilda Road, Southbank 3006 

A panel of leading Melbourne and planning experts will come together to distil the big ideas discussed at the 2018 Living Cities Forum in a free* lunchtime talk, as part of Open House Melbourne’s July program. 

The Ethical Cities panel takes the global focus of the full day Living Cities conference and gives it a ‘hyperlocal’ twist to look at some of Melbourne’s biggest challenges, including rapid population growth, housing, densification/sprawl and congestion.

Moderated by Communications Collective director Genevieve Brannigan, the panel features:

<li>Brighid Sammon - Senior Urban Planner at Hansen Partnership and 2017 national Young Planner of the Year;</li>
	<li>Claire Grealy, - Director, economics and social advisory, at Urbis;</li>

Each of the panellists brings a wealth of experience in placemaking and community building as well as a passion for positively shaping the future of our cities, they are well-placed to pick up the Living Cities Forum theme, ‘Shaping Society’.

Inverting the usual wisdom that political, economic and social forces shape our urban environments, the panel will consider how aiming for the best possible architecture and urban design could, in fact, influence these larger forces to create better, more sustainable communities, with happier, more involved citizens.

Join the Metro Tunnel team on a walking tour along Swanston Street between the sites of the two new underground train stations in the CBD.

Put on your hard hat and zip up your high-visibility vest as you visit key locations including City Square, Franklin Street and A’Beckett Street where construction activities and archaeological investigations are well underway. See how this mega project is being constructed in a busy city while trams and pedestrians continue to move along Swanston Street.

Ahead of excavation works for the Metro Tunnel, archaeologists and heritage experts will use excavators, shovels and hand trowels to sift through layers of rock and soil to uncover archaeological remains and artefacts dating back 180 years and earlier. One of these archaeologists will join the walking tour to further explain this very special project.

<h2>The Australian Ugliness and New Technology at the Melbourne School of Design, The University of Melbourne </h2>

The Melbourne School of Design located at The University of Melbourne’s Parkville campus – ns the state-of-the-art academic facility designed in collaboration by John Wardle Architects and NADAAA (Boston). The space will be open for self-guided tours, allowing the public to explore the intersection of interdisciplinary engagement and the exploration of environmental issues.

While on location at Melbourne School of Design, it’s worth visiting The Dulux Gallery, currently housing the keynote of this year’s Open House Melbourne July program, The Australian Ugliness exhibition by artist Eugenia Lim.

<h2>A New Offering in Melbourne’s Arts Precinct at Buxton Contemporary </h2>

When: Saturday 28 + Sunday 29 July 2018 10am-4pm

Buxton Contemporary is located within the Victorian College of the Arts in Southbank; the gallery is the philanthropic gift of the Michael Buxton collection to the University of Melbourne. The gesture of gifting the collection sees the public being privy to one of the most important contemporary art collections in Australia.

Guided exhibition tours lead by Buxton Contemporary staff will be taking place at 11am, and guided architectural tours by Fender Katalidis Architects will take place at 1pm both days.

<h2>Black Design Matters at the Koorie Heritage Trust</h2>

When: Saturday 28 + Sunday 29 July 2018 10am-5pm

The community-owned Indigenous gallery and cultural centre is located in the Yarra of Federation Square. The Koorie Heritage Trust celebrates the rich 60,000-year history of the Aboriginal people of South-eastern Australia, housing exhibitions and running cultural awareness and education programs.

During the Weekend, visitors will get a chance to visit their current exhibition Blak Design Matters, a national survey of Contemporary Indigenous Design curated by Jefa Greenaway.

<h2>RMIT New Academic Street</h2>

The New Academic Street project has recently transformed the heart of the RMIT University city campus, creating new facilities to deliver better services for students. The project has opened the campus to the surrounding Melbourne streetscape, creating light-filled laneways, glass-roofed arcades, rooftop urban spaces, outdoor terraces, light wells, and efficient walkways between floors.

Designed by multiple Victorian architecture firms – Lyons, MvS Architects, NMBW Architects, Harrison and White, and Maddison Architects – the New Academic Street project took out five awards at the 2018 Victorian Architecture Awards, including the coveted Melbourne Prize.

Open House Melbourne 2018: Ethical Cities, Design-led thinking and City-making

The western edge of Melbourne's CBD is a flurry with construction activity as a number of projects are currently underway along Spencer Street. Once derided as Melbourne's arse end, the burgeoning <a href="/developments/docklands-vic-3008">Docklands</a> precinct and redevelopment of the former Spencer Street Station (remember that?) into Southern Cross Station have provided the catalyst for the Street's metamorphosis into a high-rise neighbourhood.

Developments such as Liberty Tower (Elenberg Fraser's first high-rise), Far East Consortium's multi-tower Upper West Side on the site of the former Lonsdale Street power station, and Media House amongst others have all contributed to lifting Spencer Street's profile over the last 20 years.

In more recent years the pace has really picked up with Spencer Street not only going up in terms of height but also branching out with development towards West Melbourne. With that in mind let's take a look at the current construction pipleline along Spencer Street.

Covering a 3,800 sqm site at 83-113 Batman Street, Asian Pacific Group's purchased the site with approval for dual 27-storey towers designed by Bruce Henderson Architects.

The walls of the red brick podium have been erected with builder Maxcon making good progress with the cores beginning to make their mark on the West Melbourne skyline.

Key elements of the $300 million include a 92-room, 4.5 star Adina hotel, a 600 sqm public park, a supermarket, specialty stores, restaurants and cafes in addition to a north-south public arcade Rosslyn and Dudley Streets.

The new 39-storey Victoria Police Centre will join the existing City West Police Complex also designed by Woods Bagot.

Upon completion the project will inject approximately 65,500 sqm of A-grade office space, further adding to the street's emerging high-rise character and providing it with diversity of programme.

Multiplex has progressed Premier Tower's core it be well above the podium levels, while the first of the tower's floors are being formed.

The first traces of the 249m tower's silver glazing are still some way off, in stark contrast to the brown brick perimeter walls of the former Savoy Tavern that used to occupy the site.

The first stage of the Cottee Parker-designed quad tower development includes the 263 room Ritz-Carlton in addition to 1,376 apartments across two towers of 81 and 62-storeys.

Occupying the site of the former Age building which drew constant comparisons with Soviet-era architecture, the development has begun emerging out of the ground, with the cores rising above street level.

Along with 311 Spencer Street it is an impressive sight as you come down Lonsdale Street and you are greeted with cranes galore.

The rise and rise of  Melbourne's Spencer Street

Late last month Apartments.com.au, sat down and spoke to Tim Leslie Studio Director at Bates Smart and Founding Director of Open House Melbourne about this year's event which features a whopping 220 buildings - which you can listen to <a href="/guides/weekly-podcast-episode-20-bates-smart-studio-director-tim-leslie-discusses-open-house-2018">here</a>. 

One of the points Leslie touched on was the importance of volunteers and how his experiences in London and volunteering for their Open House program influenced him to establish Open House Melbourne.

With that in mind, and in the lead up to Open House Melbourne 2018, Apartments.com.au will today focus on the volunteers who give up their time to ensure the event runs smoothly and visitors are guided and informed about Melbourne's built environment.

Open House Melbourne is an organisation that relies on the long-term commitment of their volunteers. As a not-for-profit architecture organisation, with year-round events, they have a small core team, meaning it takes literally thousands of volunteers and contributions to bring this program together each year.

Since launching in 2008 it is estimated that Open House has been supported by more than 5226 volunteers, donating over 26,130 hours of their time.

The Open House Weekend is where volunteer involvement is at its peak, with around 800 volunteers turning out to assist building custodians to manage visitors and ensure the whole event runs smoothly for all. From students, to retirees, to whole families, the diversity of Open House volunteers is part of what makes the programs so special.

Their dedication to the program comes from a genuine desire to make a better city, and to introduce more and more people to their city each year. Very few free events attract the same level of volunteer participation, and it is very rare to retain longterm volunteers.

Open House Melbourne's class of 2018 includes a tram enthusiast, a ten-year veteran volunteer, a father-daughter team and a Sydneysider who is travelling to Melbourne specifically for the event.

<h2>John Bateman + Stephanie Bateman</h2>

John and Stephanie are a father-daughter duo that have been volunteering together at the Open House Weekend for seven years.

We both have a love for our city, a strong interest in both history and architecture, and it’s a great way to be involved in such a wonderful event on the calendar.

It’s quite fun to volunteer together, over the years we’ve had shifts at the same building, but even now that we’re in different roles, it’s great to get together at the end of our shifts and talk about our experiences. We both have busy lives, but it’s a nice thing that we have this one particular weekend every year that we put aside to do this together.

Linda travels from Sydney specifically to attend and volunteer at the Open House Melbourne Weekend. Each year she and her friend get their nails painted to match the Open House colours.

<h2>Geoff Warburton</h2>

Geoff has a very specific interest in the Open House Melbourne Weekend. He worked at the tramway workshops for 28 years, was a committee member at Hawthorn Tram Museum for two years, and has compiled a detailed history of every Melbourne tram. Geoff is so committed to trams, his email address even includes his favourite tram-route number!

Originally signing up as a way to see more buildings (and jumping to the front of the queues – a volunteer benefit!), she has since come to feel part of something larger.

Open House Melbourne 2018: The volunteers

Fed Square has today released images of a "refined" design for the Apple Global Flagship Store set to be located within the Square, on the site of the current Yarra Building.

The new design is the result of a series of design workshops involving Fed Square Management, the Victorian Government, Melbourne City Council and Apple.

As part of the development, the Apple will provide more than 500 sqm of new public space, outdoor shading, improved connections between the Square and the Yarra River, and will allow for the delivery of more cultural events in addition to boosting visitor numbers - estimated to be an additional two million additional people to Federation Square every year.

According to Fed Square management, the refined design complements Fed Square’s existing buildings and will include a roof design which not only harnesses solar power but also provides solar shading which will enhance the energy efficiency of the building.

'Today at Apple' will be a daily program of free events, using local creative talent to run educational workshops and experiences showcasing local tech, design, art and education communities.

Other projects currently underway or set to commence within Fed Square include a new Digital Facade on the Transport Building and the new station entry for Town Hall Station, which replaces the current Visitor Info Centre on the north-west corner. 

<h2>Comment</h2>

Since the project was first mooted healthy public debate has raged regarding the appropriateness of a private entity such as Apple occupying what is essentially public space, albeit a portion of public space which is largely internalised and currently accommodated within the Yarra Building. 

From a business case point of view, the economics of Apple setting up in Fed Square are best left for someone more knowledgeable than I but I imagine the footfall from Flinders Street Station, the tram stop along Swanston Street and in 7 years time from Town Hall Station, and the prominence of the building's location and visibility both from within the Square itself and from the river were attractive propositions.

As for the design itself, the first iteration released to the public which was dubbed 'the pagoda' due to its roof line.  It provided no real dialogue between the architecture of the existing buildings and appeared as if an alien space ship had landed in the square. 

The latest incarnation takes a more restrained approach with both Prof. Don Bates (LAB Architecture) and the Office of the Victorian Government Architect's (OVGA) Jill Garner having worked to help refine the design. An Apple Flagship store draws attention to itself for the simple fact that it's an Apple store, no ornament or dramatic architecture is required. 

For mine, what is most significant is the improved connections the design and siting provide between the Square and the Yarra.  In addition to the increase in the amount of public open space due to the smaller building footprint - which represents a public benefit - it is not only adding additional open space to the square but also a different type with sloping green verges and additional trees. 

I think the provision of additional open space far outweighs the fact that Apple is building a store within the Square which is a public space. It is replacing an existing building which was added late in the design process of Fed Square and not part of the original plans, and within a much more compact footprint.

Prof. Bates himself has previously recognised the Square's design has a number of shortcomings which couldn't be addressed within the budget and scope at the time it was designed. I'm however, of the opinion that prior to any significant works being undertaken within the Square, be they cosmetic, a Metro Station or an Apple Store, they should be guided by a set of principles set out in a considered and cohesive Master Plan for the Square which includes appropriate choices of materials, key vistas, desire lines etc.

Finally, the process needs to be transparent, so that due process is followed through the town planning process in the same way any other private entity would be required and allowing for the general public to have their say, whether in support or in objection.

Apple's "Refined" design for Fed Square unveiled

Woods Bagot has designed a new $31 million pier and lift structure which form key elements of the Urbis-led Master Plan for the Rockhampton Riverside Precinct. The project seeks to revitalise the riverside district by maximising the potential of the previously neglected area and transforming it into a hub of community activity.

The riverside pier employs materials that reference the community’s historical past of gold, silver and copper mining in a contemporary way, but just as importantly also represents an economic and cultural rebirth following the damage caused by Cyclone Maria in 2015.

Image: Florian Groehn</figcaption></figure>According to Woods Bagot, the riverside precinct has become a destination in its own right not just within Rockhampton but also regional Queensland. As part of the Master Plan, the site has become a public urban park comprising a playground, playful water features, amenities, local artwork, terraced landscaping, and places for shade and outdoor seating.

As part of the design response, the architects drew on and incorporated multiple influences from nearby sites, natural landscapes, and local industries which combined to form the overall composition of the two-story public building.

The 300 sqm building features a public landing on the lower ground level, while the main concourse accommodates a modern restaurant serving fresh seafood and seasonal produce. 
Additionally, the design also draws on the local vernacular forming a direct relationship with the quintessential ‘Queenslander’, with its large overhanging roof providing solar shading while allowing for uninterrupted views of the natural landscape.

The building’s linear shape and industrial aesthetic draw heavily from the steel Fitzroy Bridge to the North, while Mount Archer’s mining history inspired the form of the rich, earthy colour scheme.

The natural materials palette of stone, timber, metal, and glass allowed local craftsmen to assemble elements by hand using traditional methods. Profiled weathered metal 'blades' flank the building and allow for views of the surrounding 19-hectare parkland while providing respite from the sun’s heat.

The 'breezeway' as the name suggests allows cool breezes to flow through and ventilate the building naturally, while the building’s vertical lift responds to the location’s subtropical climates and flood-prone coast, acting as they way-finder to the site, alluding to the masts of ships.

Clad in Corten steel, the lift's robust exterior reflects the rich tones of the landscape and the history of copper, gold and silver mining in the area.

Solar panels on the roof generate green electricity which is fed back into the local power grid, while electric vehicle charging and bicycle maintenance stations are available throughout the park.

Woods Bagot and Urbis revitalise Rockhampton Riverside precinct

In a first for Apartments.com.au, the subject of this article is a new Westin branded hotel not for Melbourne, Sydney, Brisbane, Adelaide or even Perth. Instead, the Bates Smart-designed Westin will be developed in the Northern Territory's capital city Darwin.

Located right on the waterfront, the hotel has been designed to form important and meaningful connections between the city and the water, with the dual aim of enhancing the precinct and providing a gateway to the natural wonders of the Northern Territory beyond.

According to architects Bates Smart, the vision for the Westin Darwin Hotel is "the creation of an iconic tropical hotel that embodies the rich natural and cultural heritage of the location."

This embeds the hotel with a strong sense of place and a response to its context.

The upper levels of the hotel are inspired by tree canopies. Dark metal and timber screens create dappled patterns of light, but also provide valuable shading for the humid temperature.

Importantly, the design incorporates a seawall which is designed to protect the hotel from significant weather events and cyclonic wave activity, but that at the same time provides a generous pedestrian path and access to the waterfront for the local community.

Bates Smart designs new Westin for Australia's top end

Suncorp will occupy 40,000 sqm of Premium Grade office space within the 32-storey tower designed by Woods Bagot.

Providing a large continuous space on each level, the floorplates are linked with intertenancy stairs and atria that create larger interconnected communities all the way up the Suncorp's lease.

Timber pods housing meeting rooms, collaboration spaces and other client engagement spaces float on these floors as informal meeting or working spaces.

The roof level hosts function spaces and a kitchen facility with the remaining area comprising a shaded roof terrace with outdoor settings, herb gardens and plans for small fruit trees. A high level roof soffit will act as a projection backdrop for cultural displays and potentially light shows providing the Brisbane skyline with a new focal point.

Mirvac lands Suncorp for Brisbane's $800m Ann Street development

In the lead up to the Designing for Life panel discussion being held Wednesday 18 July, the expert panellists provide insight into the question -  how do we create apartments that will stand the test of time and nurture those who live within them?

Some of the country’s leading architects and developers will come together to address this issue and the effect of regulated design standards, during the panel discussion presented by Communications Collective, in partnership with Open House.

Architects Karen Alcock, Principal of MAArchitects, and Kerstin Thompson, principal of Kerstin Thompson Architects, will be joined by developers Kyle Reeve, development manager of ICON Developments, and Mike McCormack, co-director of Milieu to discuss key topics around design, from quality to supply and longevity.

Australia recognises the need to evolve towards lifelong apartment living to address problems of urban sprawl and population growth, and to create affordable and cohesive communities that provide for meaningful social interaction.

One important change in the market that the panellists recognise is the shift towards a more owner-occupier driven market. In response to these changing needs, the industry is creating spaces with a core focus on livability and longevity, according to Karen Alcock.

Kerstin Thompson points out that the design of every individual residential project has wider implications for the cities we are creating, and that providing diversity in the form of different housing typologies is one critical aspect.

Kyle Reeve believes flexibility over a lifetime could be built into developments, and is something which Australia might benefit from by looking at the United States and Europe’s approach to apartment ownership.

Mike McCormack, who is currently working on Breese Street, Brunswick with DKO and Breathe Architecture – believes good quality design can be achieved while still delivering on affordability.

There is general consensus among the panellists that both developers and architects working together to prioritise high quality design outcomes is beginning to become more common in response to market demand.

Historically, multi-residential developments have been about yield, costs and projects have been delivered simply to produce investment products not homes for people.

I think one of the most exciting trends right now is developers taking a more holistic view and considering who the occupant actually is. Intensive consultation and a greater emphasis on owner-occupiers are key trends here.

Your stages of life change so significantly that a single apartment might not be able to provide everything you need but you can have a well-designed building that does. It’s not uncommon in the United States for a person to move from a two-bedroom to a three-bedroom and then, later in life, downsize to a one-bedroom – all in the same development.

People often say design is driven by architects, and I totally agree, however the decision-making authority ultimately sits with developers.

To create a strong partnership, the developer must really appreciate the architecture and the architect should understand the commercial constraints to ensure a great design outcome is achieved.

So it comes as no surprise to learn that Cedar Woods has signed an agreement to sell a third office building -  107 Overton Road - to Hellenic Property Investments Pty Ltd for $25.93 million.

The terms of the sale, which represents a  yield of 5.4%, requires Cedar Woods to develop the building, with handover and settlement of the completed project expected in 2020.

This follows Cedar Woods' announcement in April of this year that it had moved to pre-sell the four-level purpose built building, which has been fully leased to the Victorian State Government for 15-years.

According to Cedar Woods, there was strong interest in the building which it believes reflects Williams Landing’s emergence as a commercial and retail hub in Melbourne’s west.

The Company says the sale of a third building is consistent with Cedar Woods’ strategy of adding value to its developments and then recycling capital into new opportunities.

The Lyons led team was awarded the Victorian Architecture Medal - the event’s highest honour - in addition to being named a dual recipient of the Melbourne Prize which was shared with Breathe Architecture for their design for Nightingale 1.

RMIT NAS took out the top gong in both the educational architecture and urban design categories and was also among the winning projects for architecture awards in the categories of interior architecture and sustainable architecture.

Lyons leads charge at Vic Architecture Awards with RMIT's New Academic Street

<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. They recently launched <a href="https://www.apartments.com.au/new-apartments/jardin-house-by-lowe-living-camberwell-335-camberwell-road-camberwell-vic-3124">Jardin House by Lowe Living</a> in Camberwell, their first development in the Stonnington LGA.

DVB Projects to launch second Broadbeach apartment tower as demolition commences

Plans have been lodged for the consolidated site at <a href="https://www.apartments.com.au/new-apartments/1359-1365-centre-road-clayton-vic-3168">1359-1365 Centre Road</a>, where Norus is seeking approval for 218 apartments across a 12-storey apartment building designed by <a href="https://www.apartments.com.au/architects/life-architecture-and-urban-design">Life Architecture</a>.

The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

The building has been designed with stepped massing and upper-level setbacks to manage its transition towards surrounding residential properties. The planning report describes the approach as one that integrates the building into the landscape rather than treating landscaping as a secondary element.

"A strong landscape and public realm strategy underpins the proposal," Urbis states in the planning report.

"Public benefits include an affordable housing contribution, a new pocket park, generous landscaped setbacks, deep soil planting and integrated Water Sensitive Urban Design."

The report adds that these elements are intended to create "a permeable, pedestrian-focused ground plane that enhances walkability, supports urban cooling and reinforces the emerging Green Street character."

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.
