Sydney’s white hot property market has defied expert predictions, with median house prices edging close to $1 million as growth and competition accelerates*.  Sydney’s market imbalance – the divide between investors and owner-occupiers – is spurring a social divide between the have not’s and the have more’s.
We have a situation where owner-occupiers are being phased-out as house prices hike. Investors are saturating the market and expanding their property portfolios while first home buyers are struggling to get a foot in the door. 
Of those first time buyers that do successfully buy, many can’t afford to move into their property and are stuck living in a rental. This is concerning, in so far that lending conditions have played a role in this dilemma.
There is also growing separation within the investment community. We have one group of investors that are more mature and astute, while others appear less sophisticated, taking on too much debt and lacking a long term investment strategy. This latter group are more likely to negatively gear their property; but if the market takes a turn and interest rates increase, these investors could face loan repayment difficulties if they’ve given themselves only a small financial buffer.
In December 2014, the Australian Prudential Regulation Authority (APRA) outlined guidelines to lending institutions on steps to reinforce mortgage lending practices**. One of these included requiring investors to pay higher deposits. I welcome this guideline. It is arguably too easy for investors, especially less sophisticated investors, to be approved low rate loans. While I actively encourage property investment, the current ratio is out of kilter, and this will inevitably lead to negative ramifications should nothing change. Not only are some investors at risk of being overconfident, they are snapping up properties that are ideal for first home buyers.
Greater lending prudence is urgently needed. We need incentives that assist Sydney’s first home buyers in entering the market so that they can physically live in their new dwelling, such as fixed, low rate, new home owner mortgages. Tighter regulations for investors are also necessary. I believe investors should pay up to 20% investment deposits. These two measures would at least be a step forward in helping redress the balance.
The influx of foreign investors also doesn’t appear to show signs of slowing down. The Government should seriously consider putting a cap on the number of properties that a foreign buyer can purchase within a new development. Right now, foreign buyers are snapping up development properties in droves, and before the first slab of concrete hits the ground. Australians are also becoming increasingly adaptive to buying off-the-plan, but right now, it’s a case of slim pickings. We need to ensure that there is a residual amount of stock available for local buyers.
The time to act is now. Sydney’s housing market is robust, but when you peel back the layers, there are several issues warranting address, and the market imbalance is a pressing issue. If left untended, the consequences could be significant.

Sydney’s high-price property market fuelling social divide: Douglas Driscoll

Satisfaction with self-managed super fund (SMSF) performance is a likely driver for continued growth, according to recent Roy Morgan Research. 
Based on a survey of over 15,000 superannuation holders, satisfaction with super performance was measured across retail, industry and SMSFs. 
SMSFs scored the highest satisfaction rating of 77.3%; industry and retail funds scored 59% and 56.3% respectively.
The number of self-managed superannuation funds in breach of borrowing requirements increased during 2014, according to recent research by the Partners Wealth Group.
The research was based on the audit of over 600 SMSFs across Australia during 2014.
It found 23% of funds were in breach as a result of borrowing requirements, a significant increase from 12% of funds the year before.
But overall numbers of SMSFs requiring a contravention report to be lodged with the ATO fell.

A misunderstanding of the rules was the most likely reason, Partners Wealth Group director of SMSF consulting and auditing, Martin Murden.
SMSFs are entitled to borrow under limited circumstances in order to pay benefits, settle on investments and acquire investments via a limited recourse borrowing arrangement (LRBA).
“Because borrowing via a LRBA is relatively new and has been subjected to several rule changes since inception, my suspicion is that there has been confusion, resulting in some SMSF trustees thinking it was permissible to use their fund to borrow to overcome a short-term liquidity problem – much like a small business seeking a temporary extension to a bank overdraft in difficult circumstances,” said Martin Murden.
Transgressions also highlighted within the research arose from funds taking personal loans for members and funds breaching the in-house assets rule.
Another survey by Partners Wealth Group about top concerns/issues of accountants in servicing their SMSF clients identified five key areas:
<ol>
<li>Being more pro-active in helping clients with their broader needs  – effective strategies, and going beyond their administration duties</li>
<li>Keeping up-to-date with legislative changes</li>
<li>Efficiency and utilisation of technology</li>
<li>Educating clients regarding their trustee responsibilities</li>
<li>Transitioning wealth – estate/succession planning, wills</li>
</ol>
With the number one issue centred on being more pro-active in servicing their clients, accountants described the need to keep up-to-date with hot topics and identifying affected clients for being able to provide well-rounded advice.  
Top issues/concerns that their clients worried about were commonly identified as:
<ol>
<li>Having enough for retirement</li>
<li>Transfer of wealth/assets to the next generation</li>
<li>Correct structuring of investments for returns</li>
<li>Changes to super and increasing taxation of super</li>
<li>ATO audit/review and complexity of compliance</li>

High SMSF satisfaction - but breaches on the rise

Golf legend Greg Norman has unloaded his property at the fancy Le Lac neighbourhood for US$5.6 million, according to public records obtained by the Miami Herald.
According to the records, Norman also agreed to loan $2 million interest-free to the buyers for three months to ensure the deal.
Norman lost at least $1.4 million on the sale since he bought it nine years ago for $7 million.
Afer his failed attempt to develop, Norman listed the lot in 2013 for $25 million.
By 2014, it was down to $14 million for the Florida waterside offering of Greg Norman, a two time golf major winner.
He was briefly looking at a 29,000 square foot lakeside mansion development set for constructed in Florida’s Boca Raton region, <a href="https://golfweek.com/news/2013/jul/08/greg-norman-sell-house-boca-raton-25-million/" target="_blank">Golf Week reported</a>.

Greg Norman sells in Le Lac, Miami: Aussies Abroad

Across Darwin over the three months to March 2015, 11.1% of homes resold at a loss, according to CoreLogic RP Data.
That compared to 10.1% at the end of the previous quarter and 6.5% at the same time in 2014. 
The proportion of loss-making resales has been trending higher as housing market conditions weaken in the city, the CoreLogic RP Data paing gain report noted. 
The relatively less developed Litchfield region has recorded the lowest proportion of loss-making resales over the quarter (3.1%) compared to 5.6% in Palmerston and 16.4% in Darwin.

Darwin pain for vendors rising: CoreLogic RP Data

Data from the Domain Group shows five suburbs where many vendors are still having to offer big discount to secure a sale.
Price discounting, where the private treaty sale price is lower than marketed, was most prominent in Vaucluse, in the year to May 2015.
The average vendor needed to accept 8.7% less, followed by Mona Vale, where price discounting was 6.7%.
Ultimo, Mosman and Avalon all had required 6.6% price sale discounts.
Domain Group senior economist Dr Andrew Wilson said despite the discounting, all five suburbs experienced house price growth for the year to May.

Vaucluse tops Sydney's 5 most discounted suburbs

An Ashfield studio was Sydney's cheapest weekend sale.
<a href="https://www.realestate.com.au/property-studio-nsw-ashfield-119988145" target="_blank">It sold at $382,000</a> to an investor.
The recent rent was $340 a week, reflecting a gross 4.6% yield. Rents hadn't changed much over the past four years when $330 a week was sought.
It last sold in 2003 at $192,000, reflecting 5.89% annual price growth at 23/8 Cavill Avenue.
The selling agents were Melody Kochman and Frank Mazzotta at PRDnationwide Bexley North. Melody Kochman indicated to Property Observer that a fresh coat of paint could possibly see the studio secure a slightly higher $350 a week.

June property market offerings took longer to sell across Australia, but there was a marked trend to less discounting being required by vendors.
The latest APM chart showed only Sydney and Adelaide wen against the trend of lower discount required for the private treaty markets in the survey.
Brisbane's property cycle recovery gains momentum, but fell back on the key indicator of days on market, according to the latest APM heat chart.
The required discount for private treaty vendors was down to 5.7% from recent 6.3% peaks.
The Gold Coast market improvement was similiarly inconsistent. 
At 49 days, Sydney remained the unchallenged engine room of the Australian property market for speed, but Canberra and Melbourne vendors were selling at less required discount.

Longer to sell, but less discount required to secure sale in June: APM

ASIC has banned John Patrick Sweeney of Sydney from providing financial services for two years.
ASIC found Mr Sweeney failed to comply with financial services laws as a non-executive director of Provident Capital Limited.
Provident Capital went into receivership on 3 July 2012 and into liquidation on 24 October 2012.
ASIC suspended Provident Capital’s Australian Financial Services Licence on 15 October 2012.
ASIC’s investigation found John Sweeney engaged in misleading or deceptive conduct in relation to a financial product.
"This specifically related to his conduct from September 2010 to March 2012 when he approved Provident Capital's Quarterly Reports and Benchmark Reports issued to ASIC and Australian Executor Trustees Limited," ASIC Commissioner John Price said.
Mr Sweeney has the right to appeal to the Administrative Appeals Tribunal for a review of ASIC’s decision.
ASIC’s investigation into Provident Capital is continuing.
On 20 February 2015 ASIC banned managing director of Provident Capital Limited, Michael Roger O’Sullivan of Sydney from managing corporations for five years and from providing financial services for seven years. 
Mr O'Sullivan has sought a review of ASIC's decision in the Commonwealth AAT.
Provident Capital issued debentures to retail investors through their Fixed Term Investment Portfolio and advanced the debenture funds to third party borrowers, including property developers, on a first mortgage basis.
Provident Capital also operated a mortgage fund under a wholesale facility with Bendigo and Adelaide Bank and two managed investment schemes.
On 29 June 2012, on an application by the Australian Executor Trustees Limited, the trustee for Provident debenture holders, the Court ordered that receivers be appointed to Provident. ASIC appeared as a ‘friend of the court’ in these proceedings.
When Provident Capital went into liquidation on 24 October 2012 over 3,000 Provident debenture holders were owed approximately $130 million.
Provident’s receivers (PPB Advisory) have estimated that the likely return to debenture holders will be in the range of $0.17 to $0.19 in the dollar.

A company linked to one of Australia's largest privately owned cattle businesses has lodged plans for a new residential tower in <a href="https://www.apartments.com.au/developments/newstead-qld-4006">Newstead</a>, continuing the rapid transformation of one of Brisbane's most sought-after, inner-city precincts.

Bottletree Holdings, an entity associated with Stanbroke Managing Director Brendan Menegazzo, has submitted a development application for a 28-storey mixed-use tower at <a href="https://www.apartments.com.au/new-apartments/9-longland-street-newstead-qld-4006">9 Longland Street</a>, a site that made headlines last year when it changed hands in an off-market transaction that reportedly set a benchmark land rate for the suburb.

The proposal would replace an existing two-storey commercial building on the 1,510 sqm corner site with a Bureau Proberts-designed tower comprising 76 apartments, ground-floor retail, office space and a suite of resident wellness amenities.

According to planning documents lodged with Brisbane City Council, the development would comprise a mix of 36 two-bedroom apartments, 24 three-bedroom apartments and 16 four-bedroom residences, positioning the project firmly at the premium end of the market. The apartments would sit above a podium containing retail and commercial space, with three levels of communal recreation facilities spread throughout the tower. The proposal also includes 198 car spaces and 95 bicycle spaces.

Bureau Proberts has drawn heavily on Newstead's industrial heritage in developing the architectural response.

"Occupying a prominent corner in the heart of Newstead, the proposal draws from the area's industrial lineage of robust brick warehouses to deliver a distinctly contemporary response," the architects said in the design statement.

"It is conceived as a subtropical sanctuary and elevated private retreat embedded within one of Brisbane's most vibrant lifestyle precincts."

The design seeks to reinterpret the traditional Queensland vernacular through wraparound verandahs, deep shading elements and permeable facades that respond to Brisbane's subtropical climate.

Planning documents describe the building as embodying the principles of "buildings that breathe", a design approach increasingly favoured in Brisbane's apartment market as developers focus on natural ventilation and outdoor living spaces.

The tower itself would rise above a heavily landscaped podium designed to reference the woolstore architecture that helped define Newstead and neighbouring Teneriffe for generations. At ground level, fine-grain retail tenancies would activate Longland Street, Wyandra Street and the existing Wyatt Street laneway, further extending the pedestrian network that has become a hallmark of the Gasworks precinct.

The application notes that more than 54 per cent of the site would be dedicated to landscaping and deep planting, while approximately 1,750 sqm of communal recreation space would be delivered across multiple levels.

Bottletree paid $22 million for the 1,510 sqm development site, equating to more than $14,500 per sqm, a reflection of the strong demand for development opportunities in Newstead. The suburb continues to attract both developers and buyers, underpinned by the ongoing evolution of the Gasworks and Teneriffe precincts into some of Brisbane's most sought-after lifestyle destinations.

Brisbane City Council's Sustainable Growth Strategy and Inner City Strategy both identify Newstead as a priority growth precinct capable of accommodating additional housing density due to its proximity to employment hubs, public transport and lifestyle infrastructure.

The proposed tower joins a growing pipeline of high-end apartment developments in the suburb. Fortis recently launched <a href="https://www.apartments.com.au/new-apartments/crest-walker-newstead-12-kyabra-street-newstead-qld-4006">Crest &amp; Walker</a>, a 65-apartment owner-occupier-focused development on Kyabra Street, while Consolidated Properties Group is preparing to launch <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a 227-apartment waterfront project on Skyring Terrace.

Meanwhile, builder-developer BPG is planning its own Newstead project on Maud Street, comprising just over 100 apartments and more than 1,380 sqm of dedicated wellness and resident amenity spaces, further highlighting the shift towards lifestyle-driven apartment developments in Brisbane's inner-city market.

Newstead apartment boom continues with Longland Street tower plans

ALAND has taken the next major step in delivering its vision for Leppington Town Centre, lodging State Significant Development plans for a $549 million residential precinct that would bring more than 1,200 new homes within walking distance of Leppington Station.

The proposal, now on public exhibition, forms the Residential Core Precinct of the broader Leppington Town Centre masterplan and would transform a 4.3-hectare site at <a href="https://www.apartments.com.au/new-apartments/156-166-rickard-road-leppington-nsw-2179">156-166 Rickard Road</a> into a high-density mixed-use neighbourhood comprising nine residential buildings rising between six and 25 storeys.

The development has been designed by Rothelowman and is being pursued through a State Significant Development Application alongside a concurrent rezoning request under the NSW Government's Housing Delivery Authority pathway.

If approved, the project would deliver 1,206 dwellings, including 784 build-to-sell apartments, 208 build-to-rent apartments, 189 affordable housing units and a nine-storey serviced apartment building containing 112 rooms. The proposal also includes around 7,400 sqm of non-residential floor space, new public open space, communal recreation areas and a new internal street network.

<h2 data-end="1990" data-section-id="s6350" data-start="1941">A key piece of Leppington's future town centre</h2>

The site sits around 250 metres from Leppington Station, which opened in 2015 as the terminus of the South West Rail Link and has long been earmarked as the catalyst for the suburb's transformation from a rural fringe location into a major strategic centre for Western Sydney.

Leppington has become increasingly important following the announcement of the Western Sydney International Airport and the emergence of Bradfield City Centre, with government planning identifying the precinct as a significant location for future housing and employment growth.

According to Rothelowman, the proposal responds directly to Leppington's unique position between its agricultural past and its urban future.

"The site offers an opportunity to weave together multiple layers of history, from its ancient connections to Country along the ridgeline between two waterways and its origins as part of the Cumberland woodland, to its more recent agricultural uses, and its future as a new residential community," the architects said in the design report.

The architects said the project aims to establish a high-density residential typology that combines apartment living with extensive landscaping and public open space.

"The design responds by establishing a high-density typology that combines the convenience and amenity of contemporary apartment living with a renewed native landscape."

<h2 data-end="3541" data-section-id="1ko88s2" data-start="3485">Nine buildings arranged around parks and public space</h2>

The proposal has been designed around a landscape-led framework rather than a traditional podium-and-tower approach.

Across the site, approximately 7,500 sqm of public open space would be delivered through a network of north-south and east-west linear parks, connecting into the wider Leppington Town Centre open space network. A further 8,000 sqm of communal open space would be provided for residents.

Rothelowman said the design seeks to maximise landscaping at ground level by concentrating development into compact tower footprints.

"Buildings are carefully lifted and distributed to minimise disturbance to the natural terrain, allowing the ground plane to remain open, permeable, and led by landscape," the design report states.

Rather than creating a continuous podium edge, the design team has focused on allowing landscaping to extend beneath and around the buildings.

"The ground plane is conceived as an extension of the surrounding environment, allowing landscape to flow up to and beneath the built forms."

The architectural language also draws on the area's natural landscape, with Rothelowman describing a material palette influenced by local gum trees, bark textures, creek systems and sandstone tones.

One of the more significant aspects of the proposal is the diversity of housing typologies.

In addition to traditional apartments for sale, the scheme includes a dedicated 25-storey build-to-rent building with 208 apartments and a 22-storey affordable housing building containing 189 homes.

The affordable housing component represents almost 16 per cent of the total dwellings proposed within the Residential Core Precinct.

Community consultation undertaken ahead of the lodgement found support for additional housing in the area, particularly given ongoing affordability challenges across South West Sydney. Survey work conducted with local residents found housing affordability was one of the poorest-rated aspects of living in Leppington, while a majority of respondents were open to additional housing within the local government area.

The site's proximity to Leppington Station was identified as the most positively viewed aspect of the proposal, while public open space and affordable housing provisions also received majority support.

<h2 data-end="6184" data-section-id="1ngkie4" data-start="6140">Part of Leppington's broader expansion</h2>

ALAND will be a significant contributor to the broader vision for Leppington Town Centre, which is expected to accommodate more than 25,000 residents as the precinct evolves over the coming decades.

Located within Sydney's South West Growth Area, the 440-hectare Leppington Town Centre has been identified by the NSW Government as a strategic centre spanning both the Liverpool and Camden local government areas.

In 2023, Liverpool City Council and Camden Council, supported by the NSW Department of Planning and Environment, prepared a draft planning proposal to rezone land and amend development controls across a number of sites within the town centre.

The proposal outlines a new vision for Leppington Town Centre, reducing the amount of land allocated for business park uses while increasing land zoned for commercial development, housing and open space. The changes are designed to optimise land use across the precinct and support the delivery of a more walkable, transit-oriented centre anchored by Leppington Station.

ALAND plots 1,200-home Leppington masterplan

Brisbane-based developer <a href="https://www.apartments.com.au/developers/trk-property-group">TRK Property Group</a>&nbsp;has enlisted renowned architecture firm Koichi Takada Architects to design its latest new apartment development.

The new 34-storey tower at <a href="https://www.apartments.com.au/new-apartments/57-berwick-street-fortitude-valley-qld-4006">57 Berwick Street, Fortitude Valley</a>,&nbsp;will have 189 apartments, complete with interiors by <a href="https://www.apartments.com.au/architects/byculprit">byCULPRIT</a>. The upper levels&nbsp;capturing views across the Story Bridge, city skyline, ranges, bay and river.

Residents will have access to a rooftop amenity floor with facilities including a pool, spa, sauna, hot and cold treatment, meditation garden, gym, yoga studio, private dining, BBQ, games lounge, wine display wall, work library, meeting rooms and outdoor work areas.

TRK recently launched <a href="https://www.apartments.com.au/new-townhouses/laya-residences-taigum-203-beams-road-taigum-qld-4018">LAYA Residences in Taigum</a>, 88 three-bedroom townhouses starting from $1,495,000. They have another apartment site in Indooroopilly, at <a href="https://www.apartments.com.au/new-apartments/140-central-avenue-indooroopilly-qld-4068">140 Central Avenue</a>. That will have 131 apartments.&nbsp;
