Design-led property developer <a href="/developers/orchard-piper">Orchard Piper</a>, together with joint venture partner NPACT, has broken the record for the most expensive apartment sale in Toorak at their freshly launched new apartment development, <a href="/new-apartments/one-toorak-place-7-19-carters-avenue-toorak-vic-3142">One Toorak Place</a>.

Australian retail executive Daniel Agostinelli and his wife Lynette have spent more than $20 million on the penthouse in the heart of Toorak Village. The sale comes after the successful sale of the sub-penthouses at another Orchard Piper project - Toorak Village&nbsp; - which is currently under construction with Cobuild, for records of more than $11.5 million in May 2024, each exceeding $38,000 per sqm.

Located on Carters Avenue,&nbsp;<a href="/new-apartments/one-toorak-place-7-19-carters-avenue-toorak-vic-3142">One Toorak Place</a> is set to revitalise Toorak Village with a mixed-use offering comprising 47 apartments, commercial suites, and a curated retail and hospitality precinct — all centred around a new private laneway.

As Toorak’s first hotel-style serviced building, the project introduces a new model of lifestyle-focused living, akin to internationally recognised branded residences.

Residents will enjoy a suite of hotel-style services and amenities, including concierge, private car transfers and on-site security, alongside an extensive wellness offering featuring a 25-metre pool, gymnasium, sauna, steam room, cold plunge, spa and treatment room. In addition, residents will have access to a dedicated lounge, meeting rooms, a golf simulator, and practical facilities such as dog-washing and a car-wash bay.

Agostinelli, Group CEO of Accent Group Limited, has followed the developer’s work for over a decade, with the penthouse marking his first purchase.

The house-proportioned apartment comes with five bedrooms, an eight-car private garage, direct lift access to a private lobby, a 1000-bottle cellar, and private wellness facilities, including a pool and spa set across 560 sqm of outdoor terraces and gardens, framed by expansive views of the Melbourne city skyline.

Orchard Piper Director Luke McKie says opportunities of this calibre are incredibly rare, not just in Toorak, but anywhere in Australia.

Leading Malaysian developer UEM Sunrise has started taking registrations of interest at its flagship Subiaco East development One Oval,&nbsp;the first residential project to proceed under the WA Government’s Subiaco East Masterplan.

One Oval is a&nbsp;key component of the Subiaco East Masterplan by DevelopmentWA, the Western Australia State Government’s central land and development agency, which aims to rejuvenate 35 hectares of land surrounding Subiaco Oval, the former Princess Margaret Hospital, and Mueller Park.

The masterplan envisions creating a vibrant, inner-city village that respects the area's rich heritage while introducing new residential, commercial, and public spaces to meet the needs of a growing population.

One Oval will include two distinctive residential buildings with dynamic tiered heights of 36 and 26 levels on Lot 1, and 11 levels on Lot 2. Since its inception in 2015, BESS has played a critical role in supporting local governments, developers, and communities to create more sustainable and livable environments.

BESS (Built Environment Sustainability Scorecard) is a purpose-built, online assessment tool designed to evaluate sustainable design practices at the planning permit stage of development. It was developed and is maintained by local governments in Victoria, making it the only dedicated tool of its kind in the state.

BESS is owned by the Municipal Association of Victoria (MAV) and operated by the Council Alliance for a Sustainable Built Environment (CASBE) as part of the Sustainable Design Assessment in the Planning Process (SDAPP) framework.

<h2>Who uses BESS?</h2>

BESS is used across more than 35 councils in Victoria, helping them achieve consistent, sustainable outcomes through their planning processes. It is a free tool for planning permit applicants within subscriber councils, and it's also accessible to any member of the public interested in evaluating or improving the sustainability of their home.

While small-scale users (e.g., for single homes or renovations) can often use the tool without prior experience, more complex developments, such as multi-unit, mixed-use, or non-residential buildings, benefit from engaging Environmentally Sustainable Design (ESD) professionals who are trained in BESS.

Off the plan apartment buying 101: What is BESS?

Freecity is the latest developer to join the TOD wave, unveiling plans for a 40-level mixed-use towers above Crows Nest Metro.

The tower, on a 1,320 sqm site at <a href="/new-apartments/378-398-pacific-highway-crows-nest-nsw-2065">378-398 Pacific Highway</a>, has been designed by Cox Architecture and will deliver 178 new apartments that will sit above a three-level commercial and retail podium, and eight levels of basement parking.

Cox Architecture says the good mix of apartments, 26 one-beds, 101 two-beds, and 51 three and four-bedroom units, will cater to a&nbsp;wide demographic, offering future residents a broad variety of living options.

In line with the recently finalised Transit Oriented Development (TOD) controls, approved in November 2024, the site has been earmarked as a key location within the Crows Nest strategy. The additional height and density allowances reflect the state’s broader push to deliver higher-density housing close to transport infrastructure.

“This project is about delivering high-quality housing at a strategically located site,” Cox noted in the State Significant Development Application.

"Pacific Highway is one of Sydney's key north-south routes. It is a significant arterial road that connects multiple suburbs whilst also acting as a feature of commercial, retail, and residential activity. Our design reflects the future character envisioned for Crows Nest and aligns with TOD planning frameworks.”

A striking tower, featuring&nbsp;geometric glass-fibre reinforced cladding, will complement the robust brick base that will form the podium.

Future residents will have access to two communal outdoor terraces, on the third and 20th levels.

There were previous plans submitted, and consequently refused, in 2022, before the recent legislative changes.

Free City will no doubt hope for the same success as fellow TOD developer Third.i, who launched the first stage of Hume Place, across the road on Hume Street, to much fanfare late last year, securing over half of the sales of the apartments in a matter of months.

The first stage known as Elevate, one of three mixed-use buildings that will make up Hume Place, will have&nbsp;130 one, two, and three-bedroom apartments.

Freecity has another major project north of the Harbour Bridge. They recently acquired an office building on Walker Street in North Sydney, which they plan to convert into build-to-rent apartments and a hotel.

A penthouse atop Bask Bokarina, the latest Sunshine Coast apartment development by builder-developer Gardner Vaughan Group, has become the most expensive apartment in the burgeoning coastal suburb.

The 346 sqm penthouse, the largest in the two-tower development on Bokarina Boulevard, sold for $5,499,000. The sale is only just shy of being the most expensive sale in Bokarina, only topped by a six-bedroom waterfront house on over 2,200 sqm.

Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the redevelopment would involve the demolition of four existing industrial buildings while retaining and adaptively reusing the site's most significant warehouse. The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

"Retention and adaptation of the site buildings has been explored but found not to be feasible except for the tallest building, whose street facades will be retained," the heritage report states.

"The proposed building will interpret the brick and steel character of the subject site, including reuse of some components and construction of a large 'sawtooth' structure in the proposed open space."

The William Street site is located around 300 metres from Leichhardt North Light Rail station and a short walk to Norton Street's retail, dining and hospitality precinct. The surrounding area has increasingly become a focus for urban renewal given its proximity to public transport and the Parramatta Road corridor.
