Property developer One Living, backed by former Macquarie banker turned investment manager Chris Green’s investment firm, has unveiled plans to bring more institutional capital into housing to help address the national supply crisis.

The New York-based investor has focused his firm, GreenPoint Partners, on addressing the supply shortage hitting middle market housing in Australia.

It is backing the new One Living business to develop more than 1000 units along the eastern seaboard. The new firm is starting with a development on Mona Vale Road, on the border of Mona Vale and Pymble, in Sydney’s Northern Beaches, with around 140 apartments planned. They are eyeing off more sites across the city.

With cost pressures rising in the industry, One Living’s model is to be a vertically integrated developer-builder, so it can respond directly to the housing gap by removing the cost inefficiencies embedded in traditional residential delivery.

“We are building a platform designed to operate at scale and starting in a market where there’s a clear need for quality, attainable housing,” One Living joint managing director Joseph Scuderi said.

“It’s that missing middle – it’s that attainable end of housing… that’s what most Australians invest into and what Australians can actually afford.”

GreenPoint Partners brings years of experience assembling and scaling real estate operating businesses across major markets. And Green sees a big opportunity in Australia.

“For its size, sophistication and importance to the community, Australia’s living sector has remained largely under-institutionalised, which represents significant opportunity,” Green said. “GreenPoint identified that gap, assembled the right team, and is backing One Living to build a platform that is aligned to market needs.”

Green said being a builder-developer would give the company the capacity and flexibility it required to deliver reasonably-priced homes.

“We want it to be at that attainable level; not super high end luxury but at that attainable level,” he said.

One Living will undertake a component of affordable housing in its schemes, which it will own and operate, and it could also run build-to-rent on some sites.

Green praised local policy settings.

“The NSW government is being very supportive, strategic and pragmatic in terms of how do we generate more supply of housing,” he said. “We think it’s actually positive for development and the bit that’s been lacking at that attainable level is that it’s lots of relatively small private developers, whereas we want to create an institutional platform.”

One Living is also&nbsp;looking at high-density projects and could take on more institutional funding in the future.

“The way we will be able to achieve economies of scale is through size,” Green added.

National Australia Bank (NAB) will fund <a href="https://www.apartments.com.au/new-apartments/palmera-residences-gold-coast-18-garfield-terrace-surfers-paradise-qld-4217">Palmera</a>, a $1 billion, 52-level luxury residential tower being developed by Central Equity in one of the Gold Coast’s most tightly held coastal locations at Northcliffe.

The project, launched recently by <a href="https://www.apartments.com.au/developers/central-equity">Central Equity</a>, one of Victoria’s largest private residential developers, comes at a time when construction funding for large residential developments has become increasingly competitive as lenders tighten exposure to the sector.

Multiplex has been appointed the builder, and construction is now underway.

Since its first project, Central Equity has delivered more than 85 residential developments with a combined end value exceeding $8 billion.

NAB funds $1 billion Surfers Paradise apartment development, Palmera

Two years after completing one of the newest developments in North Sydney, developer <a href="https://www.apartments.com.au/developers/aqualand-australia">Aqualand</a> is turning its attention to the rapidly evolving St Leonards apartment market.

The developer, which completed AURA by Aqualand on North Sydney's Walker Street, has lodged plans for a 5,918 sqm site at <a href="https://www.apartments.com.au/new-apartments/33-37-herbert-street-st-leonards-nsw-2065">33-37 Herbert Street, St Leonards,</a> seeking approval for a pair of residential towers rising above a shared podium opposite Royal North Shore Hospital.

The proposal forms part of the broader transformation underway across the St Leonards-Crows Nest precinct, where former industrial and commercial sites are increasingly being redeveloped into high-density mixed-use projects tied to major transport infrastructure.

The proposal has been designed by fjcstudio, formerly FJMT Studio, and is being progressed through the State Significant Development pathway due to its scale and affordable housing provision.

The scheme would comprise 413 apartments, including 46 affordable housing units, alongside retail and commercial uses fronting Herbert Street. The project would also include communal open space, landscaping, a swimming pool, gymnasium, children’s play areas and podium-level resident amenities.

Planning documents show the development would consist of a part-13, part-39 storey tower form positioned above a four-storey podium.

“The development comprises a unified podium that activates the street interface, and two setback towers to accommodate new housing supply while maintaining an appropriate human scale at ground level,” fjcstudio noted in its Design Report.

The northern and southern towers have been shaped to respond to the surrounding skyline while also limiting overshadowing impacts to nearby public open space, particularly Talus Reserve.

The design report said the differing tower heights were intended to “contribute to a varied skyline while responding to the surrounding built form context and solar access considerations.”

The site sits directly opposite Royal North Shore Hospital and within walking distance of both St Leonards Station and the new Crows Nest Metro station.

While the site itself sits just outside the formal Crows Nest Transport Oriented Development boundary, the planning documents repeatedly reference its alignment with the broader TOD objectives reshaping the Lower North Shore.

“The site is located adjacent to St Leonards Station and in close proximity to Crows Nest Metro which is within the Crows Nest Transit Orientated Development Accelerated Precinct which has been identified by the NSW Government to support housing delivery,” the Design Verification Statement noted.

According to fjcstudio, the project has been designed to respond to the broader transition occurring across St Leonards, where increasing residential density is being concentrated around transport infrastructure and employment hubs.

“The broader precinct is undergoing significant change, with a mix of existing mid-rise buildings and newer high-density developments,” the report stated.

“Recent and approved projects indicate a consistent shift toward taller built form, typically organised as tower-and-podium typologies with more active ground levels.”

The proposal includes close to 6,000 sqm of retail and commercial space across the ground floor and podium levels, designed to create a more activated street edge along Herbert Street.

Aqualand’s plans would also introduce a landscaped podium shared between the two towers, with communal open space in the form of a podium rooftop designed to support resident interaction and improve urban greening outcomes. The scheme would also introduce pocket parks at the northern and southern ends of the site, including a landscaped area at the corner of Herbert and Ella streets designed to improve pedestrian amenity and soften the streetscape.

The proposal is being progressed through the NSW Government’s Housing Delivery Authority pathway, which was introduced to accelerate housing supply across the state. The application was declared State Significant Development in April 2025 following an expression of interest process.

St Leonards has been particularly active with new developments in recent weeks. Developer SP Setia’s <a href="https://www.apartments.com.au/news/nsw/first-look-sp-setia-targets-st-leonards-skyline-with-40-storey-tod-tower">plans for a new 42-storey tower</a> recently went on exhibition through the same pathway, while <a href="https://www.apartments.com.au/news/nsw/first-look-stockland-plans-52-storey-538-apartment-st-leonards-tower">Stockland’s 52-storey tower proposal</a> was also recently unveiled.

Aside from the St Leonards project, which is expected to take around nine months to move through the approvals process ahead of a potential 2027 launch, Aqualand is also preparing to launch Boronia, a new apartment project in Roseville comprising around 111 apartments on Larkin Street.

The developer also has approvals in place for the next stage of the Barangaroo precinct, which will feature new residential, retail, hospitality and community uses, alongside a new metro entry across the five-hectare site.

More than 50 new retail destinations are planned for Central Barangaroo, alongside a 270-metre-long boulevard connecting Hickson Park to Nawi Cove. Together with Harbour Park, more than 50 per cent of the precinct will comprise public open space and parkland.

National Australia Bank has made cuts of -0.10 per cent to savings rates on Tuesday, becoming the seventh provider to cut savings rates over the last week.
Other providers who cut their savings rates include BOQ and ING, Canstar data reveals.

Canstar’s group executive Steve Mickenbecker noted that prices are down when it comes to saving rates.
“With the Reserve Bank supplementing bank fund raising with 0.25 per cent loans, banks are under less pressure to raise funds from savers”, he said.
“We have seen savings interest rates continue to slide through the pandemic.”
Canstar notes that savers have to actively manage their money or make do with modest remuneration.
“Savers have to micromanage their money by qualifying for bonus rates or switching savings accounts every few months to earn introductory rates, or settle for rates around 0.05 per cent.” Mickenbecker said.
He noted that these rates are likely an unanticipated consequence of the measure to fund businesses through the crisis.
The top saving rates from the major banks still sits with Westpac Life account.

Savings rates cut by NAB along with six other providers

Westpac's chief economist Bill Evans says words from the RBA governor Philip Lowe's September meeting minutes, paired with deputy governor Guy Debelle's speech last week, indicated to them monetary policy was going to change.
The September minutes, for the first time since March, mentioned something new in the monetary policy commentary.
"We are examining other ways in which monetary policy can be used to support the economy", the minutes read.
Evans says that new piece of information started the idea that the RBA may cut interest rates and change their policy, and then Debelle's speech referring to unemployment forecasts and the forecast for the economy being a "slow grind".
Debelle also pointed that policy should err on the side of overstimulating rather than under stimulating, Evans added.
"All of those factors pointed to us that the bank is likely to further cut interest rates", Evans says.
Last week Evans said the RBA rate cut <a href="/expert-insights/finance/westpac-now-expect-rba-to-cut-in-october-bill-evans">would come at its next meeting in October</a>, however changed the forecast date when it was announced the budget would come on October 6.

The RBA continues to signal further monetary easing is likely. Deputy Governor Debelle in a speech titled <a href="https://www.rba.gov.au/speeches/2020/sp-dg-2020-09-22" target="_blank">The Australian Economy and Monetary Policy</a>, “outline[d] [the] possibilities for further monetary policy action should the Reserve Bank Board decide that is warranted” and concluded that “the [RBA] Board will continue to assess the merits of the range of monetary options to best support the economic recovery”.
NAB now sees significant risk of the RBA easing policy further by cutting the cash rate, 3-year yield target and TFF rate by 15bps to 0.10% (from 0.25%). The remuneration on ES balances which is already at 0.10% is likely to be either unchanged, or cut slightly, so as to remain positive.
We also expect the RBA to announce outright QE purchases in the 5-10 year area of the curve, so as to lower longer-dated rates to provide stimulus via the portfolio rebalance effect/a lower $A. Different to YCC, this would likely require a nominated quantum of bond purchases per period to be announced.
NAB expects these further easing measures to be announced at either the October or November Board meetings, noting that the October Board meeting is the same day as the Budget, while the November SMP after the November Board could be an avenue to communicate its messaging to a wider audience. 
While NAB remains of the view that further monetary easing will have only marginal impact on the economy, the RBA continues to signal that it will do what it can to support the recovery: “given the outlook for inflation and employment is not consistent with the Bank’s objectives over the period ahead, the Board continues to assess other policy options”.
 Fiscal policy also continues to be well-placed to support the recovery and further measures are expected to be announced on this front in the Budget on October 6. 
It is also worth emphasising the RBA continues to rule out negative rates (“empirical evidence on negative rates is mixed”) and the Bank is very reluctant to intervene in the exchange rate (“AUD broadly aligned with its fundamentals”), citing the experience of the Swiss National Bank in today’s speech.

NAB now sees significant risk of cut to the cash rate

Aussies want the best of both worlds when it comes to their home loan interest rate, according to new research by Finder.
Finder recently surveyed 1,000 Australians about how they would structure their mortgage if they were to refinance.
The data revealed that 1 in 5 (20%) would opt for a split mortgage, dividing their loan into fixed and variable portions.
Around 19% would refinance to a variable loan, while 17% would prefer to lock in their rate for a set period of time with a fixed-rate mortgage. The remaining 43% said they were unsure if they’d opt for fixed or variable.
Graham Cooke, insights manager at Finder, said that fixed-rate loans come with both risks and benefits.
“With the cash rate set to remain at 0.25% for some time, it’s unlikely the big banks will lower their standard variable mortgage rates any further for now."
“This means fixed-rate loans are back in vogue. For some homeowners, locking in their rate for a year or more may offer greater savings than a variable rate would."
“We’re currently seeing rock-bottom rates across the board with fixed rates as low as 1.95% from Easystreet, and the lowest variable rate even lower at 1.89% from Reduce Home Loans,” he said.
The research found that it’s the younger generations who place the most value on flexibility when it comes to their loan.
Over a quarter of Gen Z (27%) would split their mortgage – more so than any other generation – while Millennials are the most likely to choose a variable loan (23%).
Baby Boomers were more likely to refinance to a fixed rate (19%).
By state, Victorians (23%) are the most likely to choose a variable loan, followed by 1 in 5 NSW residents (20%).
Queenslanders are the most likely to choose either a split loan (25%) or a fixed-rate loan (21%), but the least interested in a variable one (12%).

Aussies prefer split rate mortgages: Finder

Banks may increase variable mortgage rates to recoup pandemic-induced losses despite a stagnant cash rate, according to surveyed experts.
In this month's Finder RBA Cash Rate Survey, while all the experts surveyed expect a cash rate hold in September (40/40), more than half of those who weighed in (57%, 16) believe that banks will raise their variable mortgage rates despite the Reserve Bank indicating that the cash rate will remain motionless for some time.
When asked about the expected time frame for this movement, half of the respondents (50%, 8) said banks are likely to announce out-of-cycle rate hikes during the first half of 2021.
Graham Cooke, insights manager at Finder, said that prospective variable rate increases mean future homebuyers should tread cautiously.
“Banking profits have nosedived off the back of billions of dollars worth of loan deferrals, a shrinking pool of first-time buyers, low-interest rates and minimal credit growth."
“This may send banks scrambling to recoup lost funds by pushing up home loan rates to absorb some of these costs, which will come at a detriment to mortgage customers."
“A flat cash rate does not mean homeowners are in the clear. We learned this during the most recent period of cash rate stagnation. While the rate held at 1.25% for 34 months starting in 2016, banks increased their variable rates 7 times."
“This means that homebuyers considering a variable mortgage should still factor in a potential repayment increase of 2-3% to their budget to prevent rate shock,” Cooke concluded.

Banks raise variable mortgage rates independent of the RBA: Finder RBA Survey

ME is going below 3% p.a. on its variable rate Basic Home Loan with cuts of up to 59 basis points.
ME’s lowest variable rate for new customers will become 2.58% p.a., one of the most competitive comparable rates in the market – and the lowest advertised variable rate the bank has ever offered.
New and refinancing owner occupier customers paying principal and interest with a minimum loan balance of $150,000 are eligible.
ME General Manager, Home Lending Andrew Bartolo said ME’s Basic Home Loan was already very simple, with no frills or fancy features and no ongoing account keeping fees.
"Cutting variable rates below 3% p.a. for this product will make it even simpler and better value for our customers.”
As an example, eligible customers with a 20% deposit can apply for the 2.58% p.a. variable rate (a 59 basis point reduction) and those with a 5% deposit can apply for the 2.99% p.a. variable rate (a 53 point reduction). The headline rate changes are as follows:

ME offers lowest ever below 3% no-frills variable home loan

The RBA kept interest rates at a record low 0.25 per cent at its August meeting, maintaining the current policy settings.
Experts in Finder.com.au's RBA Cash Rate Survey suggest the economy is yet to "turn a corner", despite RBA governor Philip Lowe's comments after the June ABS figures that it had done exactly that.
More than half of the 26 respondents disagree with Lowe's statement, saying that the total economic impact is impossible to forecast with a second outbreak unfolding across Victoria and NSW.
Graham Cooke, insights manager at Finder, said that Australia’s economic fate rests on how well authorities can limit the spread of the virus.
“The virus situation has rapidly deteriorated since June. 
“As Melbourne enters a Stage 4 lockdown, businesses are once again bracing for restrictions and closures that will no doubt send economic shock waves across the country", Cooke added.
Rebecca Cassells of Bankwest Curtin Economics Centre said that the recent surge in infections is threatening retail recovery.
"Thousands of jobs were recovered in June, retail sales improved and business and consumer confidence was up. But virus outbreaks in Victoria and NSW have very rapidly undone this trajectory", Cassells said.
“JobKeeper and JobSeeker offer some economic certainty, but getting the virus back under control will offer more,” she said.
Patrick Coghlan, chief executive at CreditorWatch, says the holding of the interest rates is sympathetic to the balancing act the Australian economy faces.
He does suggest however that there is concern that by extending the likes of the government’s business stimulus packages, we are simply kicking the can down the road.
"Once the likes of JobKeeper, JobSeeker, Mortgage Holidays and Safe Harbour do eventually come to an end, there will be a seismic shock to the economy as companies will have to either fend for themselves or admit defeat", Coghlan says.
“With ten per cent of all businesses in Australia in danger of failing because of lack of cash, we could potentially end up seeing ten years’ worth of administration in the next six months."

RBA holds official cash rate at August meeting

The RBA unsurprisingly left the cash rate on hold again for a fourth consecutive meeting at a record low 0.25 per cent.
Two third of Finder's RBA Cash Rate Survey expect the cash rate to eventually increase, but only one, Tony Makin of Griffith University, expects a rise this year.
“If the virus is satisfactorily contained, and assuming no second wave, the economy should be recovering by the December quarter", Makin said.
“In the context of a domestic and global recovery, the high money growth stemming from public debt monetisation should put upward pressure on the price level, necessitating a monetary policy response.
“Additionally, the huge issues of government bonds to fund large pandemic-related budget deficits that have not been monetised by central banks here and worldwide would normally put upward pressure on longer term world interest rates,” Makin added.
CreditorWatch boss Patrick Coghlan says the RBA's comments later in the year is what we need to be looking out for.
“While positive sentiment has increased in recent weeks as the economy and trade starts to open up, the big concern is what happens in and around September when the stimulus (consumer &amp; commercial) packages potentially come to an end – namely, job-keeper, jobseeker, rental abatement, a home loan repayment reprieve (mortgage holidays), insolvency/bankruptcy legislation and safe harbour changes", Coghlan said.
"There’ll be a serious shock to the economy as people are once again forced to start paying the bills and/or stop receiving government incentives.
“At this time, business owners will need to start taking a serious look into the mirror and ask themselves whether their business has the capacity to survive. Currently, there are plenty of businesses out there that should be initiating wind up or at least engaging with a restructuring specialist or banker. 
"Despite the safe harbour changes implemented by the government to provide a temporary moratorium on insolvent trading, company directors still have a responsibly within the Corporations Act to act diligently and reasonably, displaying due care. If companies continue to rack up debt that was never likely to be repaid and are then forced into administration, there will be ramifications.”
The weekly ANZ-Roy Morgan consumer confidence rating fell one per cent to an eight-week low last week.
It was a second successive decline in sentiment, but it is still 41 per cent up since hitting record lows in late March, the lowest since 1973.

CommSec economist Craig James says concerns about a ‘second wave’ of virus infections have shown up in recent consumer confidence surveys.
"The much-watched leading indicator of household spending intentions - ‘time to buy a major household item’ sub-index - turned negative for the first time in six weeks", James said.
"While a hard nationwide economic lockdown looks unlikely, Australia’s continued success in containing virus outbreaks is vital to confidence and the tentative improvement in the jobs market."

RBA holds cash rate at July meeting

The lowest fixed rate home loan in Australian history is being offered by Tasmanian bank Bank of Us.
They're offering 1.99 per cent fixed for one to three years, for owner-occupiers paying principal and interest repayments with a deposit of 10 per cent or more.
The catch however is it is exclusive to residents of Tasmania.

Sally Tindall, research director at RateCity.com.au, said it was the start of a new era for home loans.
“From tomorrow, Tasmanians who live in their own home can apply for a mortgage rate that starts with a one,” she said.
“This is game on for homeowners looking to fix. We expect more low-cost lenders to follow suit with rates under 2 per cent.
