The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

While sitting in a Serbian prison over an alleged cocaine shipment, the Vaucluse development site of prolific property developer Tristan Waters has been sold.
The sale was signed off by the Supreme Court.
Waters had envisaged a luxury residential project on his site amalgamation on the <a href="https://www.realestate.com.au/sold/property-house-nsw-vaucluse-121135102" target="_blank">Chris Bang Crescent</a> dress circle before the bust.
The property he owned, which cost $2.6 million in 2016, recently fetched $3,025,000. It was the 1950s home where The Block host Scott Cam grew up before Waters bought it from his mum, Gay.
It was re-offered as a prime development prospect with sublime ocean views.
Waters also had a caveat lodged on the adjoining property but could not settle on the purchase which would have been a combined 1,230 sqm holding. 
McGrath Edgecliff agent Peter Starr sold the Waters property, while Ray White Double Bay agent Gaving Rubinstein sold the $3.6 million home <a href="https://www.realestate.com.au/sold/property-house-nsw-vaucluse-126576002" target="_blank">next door</a>.
Waters, who had been renting a $2900 a week Rose Bay home before relocating to Dubai, remains in Serbia having appealed against being expedited back to Australia after he and two others were arrested in an alleged major cocaine bust earlier this year.
After his arrest in the lobby of a Belgrade hotel, Waters was one of three accused of importing $500 million worth of cocaine to Australia.
One of the trio accused, prominent steel businessman Rohan Arnold, has been surrendered to Australian authorities, however Waters and fellow co-accused David Campbell remain behind bars.
The drugs, totalling nearly 1,300 kilograms, were found on a Chinese container boat in Sydney last year having been hidden inside pre-fabricated steel.
Waters ran construction firm Triswat Constructions which said it managed 200 construction projects in Australia.

Tristan Waters' Vaucluse development plans thwarted

The long-held Billyard Avenue house, home of the late Australian journalist Francis James was passed in at a weekend auction.
It was passed in at $3.35 million, when the only bidder raised his bid from the opening $3 million offer at the onsite auction.
It was offered for sale by his 100 year old widow, Joyce.
The <a href="https://www.realestate.com.au/property-house-nsw-wahroonga-128583430" target="_blank">Billyard Avenue</a> house, Te Whare where encyclopedias lined the many bookcases, dates back to the 1910s. 
James paid £5,950 in 1956 when he was the editor at The Anglican, a publication of the Church of England, working there alongside his wife. 
James, a journalist, was most well known for being imprisoned in China accused of being a spy in 1969.
He spent four years in the prison before being expelled from the country after his old Canberra Grammar school friend, then Prime Minister Gough Whitlam, lobbied for his release.
James was born in 1918 in Queenstown, Tasmania, the son of an Anglican minister.
Luschwitz Real Estate Pymble agent John Luschwitz and Stephen Sales had offered an initial price guide of $3.8 million.
It was briefly listed for $659,000 in 1994, shortly after James' death, by his wife who has only recently moved into aged care.
Set in 2320 sqm park like grounds, the five bedroom home is an original farmhouse built in the arts and craft style, with slate roof and wide return verandah.
It has been listed as a heritage item under the local council since 2015.
Alterations and additions are permissible outback, as the heritage listing relates to the facade.

Rob Shand, the former boss at asset management giant Blue Sky, and wife Anna, have moved closer to Brisbane following the sale of their Pullenvale home.
They've been reported to be the buyers of the <a href="https://www.realestate.com.au/property/209-moons-lane-brookfield-qld-4069" target="_blank">Pullenvale home</a> of Brisbane wholesaler Doug Rylance and wife Chrysanthe.
They paid $2.4 million for the home back in 2009 shortly after it was remodelled.
The four bedroom, three bathroom home on over 1.1 hectares wasn't publicly marketed (above), but locals believe the price will be around $3 million.
The grounds features a 14 metre swimming pool with separate pavilion, a tennis court with self-contained pavilion and a 60 x 20 metre dressage arena that adjoins fenced paddocks.
There's American barn-style stables and storage and 100 year old Hoop Pines on the property.
It sits just six kilometres away from the Shand's former home which they sold recently.
The five bedroom Woodfield Road home, which also featured a swimming pool and tennis court, has been sold to interests associated with Morgans broking analyst Scott "Scooter" Murdoch
The Australian Financial Review noted a priority notice had now been registered on the title of the Woodfield Road property in the name of Murdoch's partner, Shontelle Thomas.

Having pocketed $6.2 million for her Double Bay home, socialite and interior decorator Janelle 'Nellie' Tilley, has downsized to the nearby Bellevue Hill.
Tilley, the former wife of Simon Tilley, brother of James Packer's confidant Ben Tilley, has paid just over $3 million for a harborfront apartment in a boutique block of four.
The four bedroom, two bathroom apartment spans 220 sqm in a 1920s building, with the high ceilings and elegant foyer reflecting the architecture of the era.
Before Tilley's purchase the apartment was seeking a tenant at $1,850 a week.
Tilley scored $6.2 million for her much-publicised Double Bay home nearly a year after it was first listed. It initially had a guide of $6.3 million to $6.9 million. Tilley had paid $2.38 million in 2014.
The three bedroom Victorian terrace in the heart of Double Bay appeared in Vogue Living in 2012 after a renovation. Another update came before its listing.
A flowing floor plan provides two distinct living areas.
An internal atrium with a soaring mosaic wall features, as well as an entertainers' balcony and rear courtyard.
Each of the three bedrooms have their own balcony, while an entry level home office can be set up as a fourth bedroom.
It was initially listed through Di Baker at Di Baker Prestige Properties with a price guide of $6.3 million to $6.9 million with its sold through McGrath.
Tricia and Steve Stevens, who are best known for working for Shark Tank reality television series star Andrew Banks, emerged as the buyers last month.
Tilley's prior works have included the Point Piper apartment of former Goldman Sachs boss Simon Greenaway that fetched $3.2 million in 2016.
There was also her decor in the three storey Paddington terrace of Credit Suisse managing director Paul Allen and his wife Liz Morgan which fetched $4,465,000 in 2014.

E! Australia host Ksenija Lukich and her lawyer husband Dan Bragg have bought their first home ­together.
It is an apartment in Potts Point costing around $1,075,000.
It sits over the tree top ­canopy of Victoria St, with harbour glimpses to the north.
The former model-turned-entertainment reporter has refurnished the apartment in the 1980s block.
Posting to Instagram accompanying a stylish sofa with contemporary Vicki Lee art handing behind, she captioned “cozy (sic) spots at home”. Bragg has been on Instagram too, popping a picture of the red winter sunset.
Their apartment was architecturally redesigned before its last sale when it fetched $765,000 in 2012.
It has sliding wall panels for flexibility between the open-plan living and dining room and the bedroom.
The 85sqm apartment has two bedrooms, one with an adjoining study, a chic marble bathroom and a car space. Laing Real Estate agent Tony Dowling sold the apartment off-market. It first sold in 1985 at $129,000.
The 28-year-old model grew up on the northern beaches and won a contest to become the host of E! Australia in 2014. Lukich and Bragg, who specialises in financial matters at King &amp; Wood Mallesons, last week celebrated their 10-year anniversary ­together.
The couple met at a bar in Cremorne. Lukich went up to him, gave him her number and he called first thing the next morning. He proposed over a Manly sunset after they had fish and chips on the beach.
They wed in 2016 in a traditional Serbian Orthodox Church service in Ingleside, the first Serbian Orthodox Church in Australia which her grandfather helped establish. Her uncle performed the ceremony.
Lukich wore a Steven Khalil-­designed dress, while Bragg’s suit came from the now Tamarama-based tailor Patrick Johnson.

Now playing for the table topping Wests Devils in the Illawarra Rugby League, the Manly Sea Eagle's legend Glenn Stewart and wife Jo have listed their former Frenchs Forest home.
Stewart bought the Frenchs Forest home in 2010 when he was with the Sea Eagles, but it became a $1,100 a week rental shortly after he moved to the French-based Super League club Catalans Dragons.
He paid $930,000 for the 1960s home on 755 sqm. It has three bedrooms and an outdoor entertaining area overlooking a pool and spa.
It is currently tenanted until early 2019.
SkyLine Real Estate agents Stuart Bath and Noushin Byrnes have a price tag of $1,679,000.
Stewart played 185 games for Manly and won the 2008 and 2011 Premierships, winning a Clive Churchill Medal in the process.
He is the older brother of former teammate Brett Stewart.

Longtime Sydney Swans AFL coach John Longmire and wife Shelley have found a buyer in quick time for their Malabar home, set just 200 metres from the beach.
They secured the sale after just one Saturday morning inspection, and the paperwork all signed within just nine days.
It sold far quicker that the lengthening median 37 days on market in the coastal eastern suburb.
Malabar has seen a string of big money sales which has pushed the median price to its record high, currently sitting at $2.35 million.
The suburb record price has stood at $4.38 million since 2016.
Inspectees of the Longmire's were told they were hoping for around $2.75 million.
Having paid $1.7 million in 2011, shortly after Longmire was given the top coaching job, the house has been extensively renovated, with typical beach themes of blue and white running inside and outside the home.
The couple moved from Melbourne where Longmire played for North Melbourne, with whom the Swans play Sunday afternoon at Etihad Stadium.
They resided in Marrickville and Clovelly before heading to Malabar.
Their two level, four bedroom home features upstairs master retreat with lounge and study space opens to a balcony with ocean, bay and headland views.
Internal renovations came in 2013, then the pool and cabana last year.
They also secured approval for a potential new $1.1 million, three level, five bedroom home.
South Eastern Realty Malabar agents Greg and Angela Gladstone snappily sold the home.
Longmire, a premiership winning coach in his second season in charge, has got big property shoes to fill if he wants to compete with the property endeavours of the former Swans coach Paul Roos in the coastal eastern Sydney property market.
Roos, who coached Sydney from 2002 to 2010 before handing the reigns over to Longmire, peaked in South Coogee selling for $5.4 million in 2014 following his decision to head to Melbourne.
Many of Swans coaches have owned around the eastern suburbs.
Ricky Quade, who was the inaugural coach after South Melbourne relocated to Sydney in 1982, has remained an active owner. His most recent acquisition was $1.9 million at Bondi Beach.
With a five year contract Tommy Hafey owned a house in Bronte in the mid-1980s; Rodney Eade was at Randwick.
Kevin Sheedy never owned, but rival AFL team coach, GWS's Leon Cameron sits high on the property ladder having spent $3.48 million in Hunters Hill. 
Longmire is from Corowa, the NSW-Victoria border town and his wife, Shelley is from nearby Mulwala.

Swans coach, John Longmire sells his Malabar home after a single inspection

The late Ainsley Gotto’s stylish Edgecliff apartment has sold for $1,587,000.
The former public servant who passed away in February is best remembered serving as prime minister John Gorton’s principal private secretary in the late 1960s.
BradfieldCleary agent Georgia Cleary had the listing of the Mount Stewart complex apartment, after instructions from the estate’s executors, retired politician Helen Coonan and solicitor Nicholas Eddy.
There was $1.5 million price guidance. 
Gotto paid $1.2 million for the three bedroom, 155 sqm apartment with harbour views in 2007.
Auctioneers Lawsons sold the contents of her Edgecliff Road apartment.
It included portraits of Gotto among the 262 lots on offer, including an elegant June Mendoza painting (above) which fetched $15,000 when sold to a family member after the National Portrait Gallery rejected its donation.

Ainsley Gotto's Edgecliff apartment sold for $1,587,000

A Narrabeen house marketed as the bolthole of the pop group ABBA when they toured Sydney in the 1970s was among the auction listings.
The house had been owned by a company of the late entertainment industry mogul Reg Grundy who brought the singing superstars to Australia in 1977.
The former Grundy staff home came with a price guide of $1.6 million through Julie Bundock, of Domain Residential Newport sold for $1.76 million.
The vendor John Sergeant recently told the local paper, The Manly Daily that he became aware of the link when he moved into <a href="https://www.realestate.com.au/property-house-nsw-narrabeen-128665066" target="_blank">15 Nioka Road</a> (pictured above) and started catching taxis to work.
“All of the Manly cab drivers who picked me up reckon that, yes, this is definitely where ABBA stayed,” he said.
Reg Grundy sold in 1978 for $90,000 having paid $87,500 in 1974.
