The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

There's been no price disclosure, but buyers were being asked for offers between $3 million and $3.3 million.

Sterling was introduced to the Central Coast by good mate Paul Taylor, having played together in Parramatta's first rugby league premiership side in 1981.

Taylor then played and coached for The Entrance in the twilight years of his league career before shifting to Queensland. 

The couple first spent a year on a property in neighbouring Holgate, all the time looking for a special piece of the Central Coast they could call home. 

"Selina and I drove around all over the place," Sterling recalled in a 2002 profile which added that his dad and sister were at nearby Killarney Vale.

Sterlo owned for a few years in Collaroy until 1997 and before that had been at Castle Hill.

"When we came into Matcham I said 'I'd really like to live here one day."

Just twelve months later he was - on eight-and-a-half acres of private, rolling hillside with enough room for the horses and an environment perfect for raising children.

"I look out there now and I see the value in what we've done," he said long before it was worth its current $3 million plus.

"Life doesn't get much better than this," he once said.

"A lot of people think that I spend most of my time away from home with my television commitments and so on, but that's not true, I spend most of my time here.

He said he and Selina are real home bodies.

"We're not real beach people, although we do get down to Wamberal a fair bit during summer."

The couple used to ride all the time. 

Sterlo, one of the all-time great halfbacks, was a major influence in the Eels dominance in the 1980s.

He played 227 games for the Eels, winning four Premierships.

He represented The Blues in the State of Origin 13 times and was inducted into the ARL Hall of Fame in 2006.

Sterlo started his commentary career with Western Sydney radio station 2WS and Channel 10, before moving to the Nine Network.

He later went on to host The Sunday Footy Show, anchoring the program from the show's inception in 1993 until the end of the 2015 season when Yvonne Sampson took the reins.

He was co-host of Nine's The NRL Footy Show for 12 years alongside Paul Vautin and currently hosts  Nine's 'Thursday Night Football' and On the Couch with Sterlo.

Parramatta Eels legend Peter 'Sterlo' Sterling sells longtime Central Coast estate

Management consultant Geraldine Paton has taken steps towards a tree-change to the Southern Highlands, buying Hayley, the Burradoo trophy home.
Paton has paid $1.38 million for the 1975 square metre parcel, which estate agents Knight Bailey sold in 15 days.
Paton secured $1.8 million through Simeon Manners for her two bedroom <a href="https://www.realestate.com.au/sold/property-apartment-nsw-milsons+point-127457566" target="_blank">Milsons Point apartment</a> in the 1999 Grandview block.
It was among the many luxury blocks created by visionary developer Sid Londish, the 94-year-old giant of the property ­industry, who died last week.
The Grandview lobby (pictured above) still highlights his extravagant ­finishes.
Londish had a policy of living in his own buildings, proclaiming he was not frightened to be in daily contact with occupants.
“That’s how confident I am of presenting a quality product,” he once advised.

Management consultant swaps Milsons Point for Burradoo

There'll be no more dreams as the sun sets in the West for US-based model Nicole Trunfio.
She has just sold her last land holding in Australia after also selling in Dubbo last year.
Trunfio, who recently gave birth to her second child with singer-songwriter husband Garry Clarke Jr, has just let go of her building block in Western Australia (pictured).
It is near the homes of other family members at Australind, a coastal suburb north of Bunbury.
These days Trunfio lives on a Texas ranch with Clarke, two-year-old son Zion and five-month-old daughter Gia. They bought the 20 hecatre property, known as Indian Hill, in late 2016.
They have a two-storey, four-bedroom home with a 15 metre pool, 14-stall stable and horseriding ring.
Trunfio’s Instagram says ranch life is the best.
She was born in Dubbo but moved to Western Australia as a child. <a href="https://www.realestate.com.au/property-residential+land-wa-australind-202127834" target="_blank">Her 710 square metre land parcel</a> near the Australind town centre sold in just one day after being priced at about $219,000.
It was briefly listed in 2011 at $300,000. Trunfio paid $180,000 in 2004 at age 18.
Her Dubbo property <a href="/news/us-based-supermodel-nicole-trunfio-cuts-ties-with-hometown-dubbo">proved to be a better bet.</a>
Trunfio paid $84,000 for the 825 square metre land parcel in 2005. She then built a four-bedroom brick-veneer home for $250,000 and sold last year for $500,000.

Property developers Michael and Prue Williams have been reshuffling their property portfolio, touted as the buyers of the Del Rio, Elizabeth Bay penthouse of Crown Resorts boss John Alexander and photographer wife Alice.
The W Property Group founders are believed to be the $8 million plus buyers of the unit atop the Spanish Mission block which Alexander had owned since 1993.
The exclusive Billyard Avenue block designed in the late 1920s by J.Spencer-Stanfield features only one apartment per floor.

The Williams' paid $5,525,000 in 2015 when they were downsizing from their Northwood waterfront, which sold for a suburb record $10,375,000.
Their Bondi stint was much more short-lived.
They paid $4.1 million for a three bedroom apartment late last year, only to on sell last month through Pauline Goodyer at Goodyer Real Estate for a higher price.

HiLife Health and Beauty founder Peter Nicholas is selling in Darling Point.
It was four years ago when Nicholas paid $8.25 million for the apartment from Sydney FC chairman Scott Barlow after just one day of it being marketed.
Nicholas has renovated the fourth level apartment.
Nicholas, and his TV presenter partner, Belinda Rudd, are now expecting $10 million.
Nicholas had previously created Skin Doctors, which was sold in over 48 countries, before he divested the company.
