The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Cannes Lions Festival duo purchase on Newport waterfront

The London-based Aussie John Symond has sold an investment apartment for $7.25 million.
The Elizabeth Bay apartment was bought in 2015 for $6,125,000, reflecting 4.5% annual price growth during the near four year ownership by the retired mortgagee broking pioneer.
It was apparently superflouous to his needs, not a reaction to the declining market sentiment.
The three bedroom, three bathroom apartment had been a $3,900 a week rental after its 2015 acquisition. 
Symond retains two other apartments in the boutique complex.
His fashion designer daughter Deborah Symond who recently married Ned O’Neil, son of property developer Denis O’Neil lives in the complex. His Knightsbridge, London-based son, Stephen has the complex as his Australian bolthole.
Developed by the Hindmarsh Group, the complex, which comes with park and harbour views, is a six-level development, designed by PTW Architects' Andrew Andersons, and marketed as featuring interiors by Freedman Rembel.
Its flooring was a mix of timber, stone and carpet with fireplaces in the living rooms.
It is not the only investment property he's sold recrntly.
The other was a $13.5 million Point Piper penthouse, near his own home on Sydney Harbour, which was renovated after it cost $8.2 million when bought from Nati Stoliar. It was briefly a $5000 a week rental.
Last year he opted out of selling his Point Piper mansion despite an offer of more than $100 million. 
Wingadal, his Point Piper trophy home set on 2685 square metres, quickly piqued the interest of buyers, but its listing came with no compelling need to sell.
The copper-capped roofed and sandstone skirted home, once nicknamed Aussie Stadium, has a floor space of 2200 square metres over four levels.
The six bedroom home, all with ensuites, features two swimming pools, and 75 metres of absolute waterfrontage.
He married Amber McDonald at the home in early 2016.
On turning 70, he decided spend a bit more time in London with easy access to Hasna, a luxury 73 metre yacht on the Mediterranean. 
His superyacht was nominated in this year's Boat International Media World Superyacht Awards.
Symond previously lived in a Walsh Bay penthouse which sold for a record $16 million in 2006.
In 2016 the then Aussie Home Loans executive chairman John Symond suggested interest rates could remain low for a decade.
"I'm not saying it won't go up, but we won't see 6 to 7% interest rates for a decade plus," he suggested.

Aussie John Symond sells Elizabeth Bay apartment for $7.25 million

The charmingly blunt property guru Andrew Winter has been busy reshuffling his investment property portfolio.
The longtime host of Selling Houses Australia, who also presents the Love It Or List It Australia series, has bought two southeast Queensland properties while selling another.
His building block on Brisbane’s outskirts has quickly gone under contract. 
The vacant 1100sq m <a href="https://www.realestate.com.au/property-residential%20land-qld-ipswich-202166850" target="_blank">Ipswich market</a> holding (pictured above) that cost $285,000 in late-2016, came with a price guide of $375,000 to $400,000 through Ray White agent Lisa Gill.
The official site value is $197,500 although the parcel has development approval for five, three-bedroom townhouses.
Winter and his wife Caroline have recently bought a $485,000 Paradise Waters, Gold Coast, investment house and a Portside Wharf apartment in Brisbane’s Hamilton that cost $255,000.
Just a year ago the Winters bought a $1.9 million Gold Coast home and, in between a busy filming schedule, they renovated the riverfront Tuscan-inspired five-bedroom house.
It appeared to be a savvy buy for the recent Gold Logie nominee since the Sanctuary Cove home had traded at $1.6 million 13 years ago.
The couple, along with their two daughters, Daisy and Mia, and two dogs, Louis and Scooter, resided just across the road from their renovation project.
The redundant home sold for $1.2 million, having been bought at $975,000 in 2015. It, too, had been bought well as the home had traded at $1,025,000 in 2004.
Winter believes homeowners often face a stay-or-go dilemma. “We’ve all been there,” he suggests.
It was 2006 when he decided to call the Gold Coast home after more than 20 years in real estate in the UK. His job had morphed into presenting one of the most popular television programs across the UK and Europe. His work on the show also offered visits to Australia, which was where Caroline’s parents resided.
Earlier this year Winter was rushed to Gold Coast University Hospital where he was diagnosed with Bell’s palsy, a condition that affects facial nerves and muscle control, from which he has recovered.

Tim Cahill's next move is a step closer after the veteran Socceroo's Melbourne home sold, five weeks after its listing.
The Sydney-born midfielder, and Australia's highest ever goal scorer, is quitting Lower Plenty with a move to the United States mooted with wife Rebekah and the couple's four children.
Cahill says he may continue playing club football outside Australia after retiring from national duties with the Socceroos.
His Lower Plenty home was bought in 2016 after joining Melbourne City on his return from China where he played for Greenland Shenhua, owned by the giant property group Greenland.
Paying $2,775,000, he was seeking offers of between $3.5 million and $3.85 million.
It is understood the sale to a Brighton family was at the lower end of the price guidance.
It had been renovated by his interior designer wife Rebekah.
He seems set to retain the family's hobby farm in the Byron Bay hinterland which cost $1.7 million last year.

The modernised New Farm home of Cordell and Justine Khoury, the owners of Brisbane's popular Italian restaurant Beccofino and Julius Pizzeria, has been listed for sale.
After paying $895,000 in 2013, the couple commissioned Chris Brumby of Big House Little House to transform the 1940s Queenslander into a contemporary family home.
Maintaining its classical features but with a completely new facade, the two level home now has four bedrooms and a rooftop terrace.
The outdoor entertaining area with wood-fired pizza oven overlooks the swimming pool.
Ray White New Farm agents Matt Lancashire and Tom Lyne have an August 18 auction.
Cordell, a professional chef, opened Beccofino in Teneriffe in 2004, with Julius Pizzeria in South Brisbane opening four years ago beneath Aria’s new Austin development.
Earlier this year Justine opened a new vegan cafe Dicki's in New Farm with her two siblings, naming it after their late father.
They converted a 1950s garage to create the space.
It is set to go under the hammer on 18 August.

The Mosman-based Lyn Cobley, Westpac's most senior corporate and institutional banker, has bought in Cremorne.
She has spent $1.9 million on a three bedroom, two bathroom investment Beau Monde apartment, which was quickly leased at $1100 a week, reflecting a tight three percent annual rental yield. 
Renovated throughout since last traded for $420,000 in 2004, the apartment spans 170 square metres, with two large balconies extending from a bedroom and the open plan living, kitchen and dining area. 
Cobley previously worked as the group treasurer at Commonwealth Bank for six years and has held senior positions at Barclays Capital and Citibank.
Belle Property Neutral Bay agents David Benjafield and Jesse Zammit sold the apartment.
