Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Veteran radio broadcaster John Laws has sold a longtime property investment in the Woolloomooloo Finger Wharf.
But it is not the two storey trophy apartment held by Laws and his wife Caroline since they made the move from Queen Street, Woollahra.
The redundant investment - an apartment, car space and prized marina berth - was sold off market for $2.9 million.
The investment cost $660,000 off the plan in 1997, with the berth costing $340,000 in 2006.
The apartment has been sold to Sascha Griffin, the entrepreneur who made her name as the Pinklily shoebox queen, and her husband Scott Feneck. They recently pocketed $7 million plus in the sale of their six bedroom, eight bathroom home, once known as Petersham Fire Station, which came with approval for a 13 room boutique hotel.
The finger wharf apartments were completed in early 2000 by the Hunters Hill property developer Lang Walker after the wharf was saved from demolition in the early 1990s.
Built between 1910 and 1914, the wharf, at 401 metres long, is the longest timber-piled wharf in the world.  
Laws, who has owned at the wharf since the early days of its apartment conversion, has been a regular at its restaurants. 
His initial 258-square-metre patio retreat - which included two car spaces and a berth - cost $3 million in 2000.
Laws expanded his ownership upstairs when he paid $15 million four years later with a purchase from agri-business investor Rodney Price and his wife Loeen.
The 580-square-metre apartment acquisition came with two 90-square-metre balconies and included a 40-metre berth on plus six car spaces.
There are just the nine modern units at the tip of the wharf. 
Their record price exceeded the $14.35 million paid in 2003 by actor Russell Crowe for a third-floor apartment at the wharf.
Laws, a legend of Australian radio, offered a distinctive voice which earned him the nickname the Golden Tonsils.
Despite retiring in 2007, he returned to radio in 2011, as the host of a morning program on 2SM and the Super Radio Network.

The bidding opened at $1.9 million, and passed in at $2.12 million.
Just two of the six registered parties completed.
Negotiations post auction took the highest offer to $2.2 million.
The renovated Myall Street offering was a joint venture between Robbie, and brothers Jason and Eddie.
Its Raine &amp; Horne listing agent Dib Chidiac was giving $2 million to $2.2 million price guidance after its new rear extension.  
It was reported mid-week the Wests Tigers tabled a one-year contract extension to extend his career into the 2019 NRL season.
Farah recent notched up 250 games with the Tigers.

They have been quietly seeking buyers of their Maroubra mansion (pictured above) before committing to any purchase.

The Burgess's have been looking along the coast as far as Vaucluse.

Goodlife Health Clubs founder relists Hawthorne home

The Woollahra garden apartment of Graham McConnonchie, co-founder of Zoggs swimwear goggles line, and his wife, Jeanette has been scheduled for August 20 auction.
The innovative goggles were created 26 years ago and then endorsed by Dawn Fraser.
They were the first brand to provide UV protection and split yoke straps.
The Figtree Lane apartment, which has three bedrooms and two bathrooms with 350 square metre space close to Cooper Park, has been listed by veteran Double Bay agent Peter Anderson.

Their welfare was to be ensured by a team of ex-SAS guards.

The three bedroom Mandalay Road home is listed for $3 million by Robyn Tyson at Professionals Whitsundays agency.

Airlie Beach home with colourful backstory hits the market

The expatriate former NRL bad boy Todd Carney has listed the first Sydney apartment he bought.
<a href="https://www.realestate.com.au/property-apartment-nsw-wentworth+point-128961202" target="_blank">His redundant Wentworth Point unit</a> was bought in the days when when he was a young Canberra Raider, paying $395,000 for the one bedroom apartment in 2007.
Set in the Lipari building, opposite the Pulse health club and just footsteps to the lively Mediterranean-style piazza, the 86 square metre sixth floor apartment has been listed through Cobden &amp; Hayson Drummoyne agent Frank Colacicco at $480,000.
A year earlier the Goulburn-born Carney had cemented himself as an emerging half back star scoring 12 tries in 18 games in his breakout season.
He was on his way to being the 2010 Dally M medallist.
Now Carney is playing in the UK, having recently signed a short-term contract with Hull Kingston Rovers.
He played late last month under coach Tim Sheens.
His skills were praised post match, albeit not long on the field given he's only just flown to the UK.
Carney, who will wear the number 40 shirt during his time in east Hull, is seen as a key figure for the upcoming qualifiers campaign which begins this month as Rovers fight for Super League survival.
Carney first made the switch to Super League in 2015 when penning a two-year deal with Catalans Dragons, then the Salford Red Devils for the 2017 campaign. He is set to play against the Devils in the next round.
He was briefly back in Australia earlier this year to sign a deal with Queensland Cup side, Northern Pride, with a view to a return to the NRL.
The 32 year old retains an impressive portfolio including a Coogee two bedroom apartment that cost $880,000 near the beach in 2010.
Carney's portfolio includes a $607,000 one bedroom unit in Waverley.
He also bought an investment off the plan at Sans Souci paying $460,000 for the one bedder.
