Local developer Harridan is seeking to turn its Woolloongabba apartment project into the first stage of a broader transformation of Burke Street, using a new 16-storey mixed-use building to establish a greener pedestrian connection toward the rapidly evolving Boggo Road transport and knowledge precinct.

The South East Queensland developer has filed plans for 154 apartments on the <a href="https://www.apartments.com.au/new-apartments/4-burke-street-woolloongabba-qld-4102">southern side of Burke Street</a>, where its proposal has been designed alongside a wider vision by LatStudios for the street.

That vision positions the southern side of Burke Street for buildings of 15 storeys and above, while envisaging lower-rise development of up to five storeys on the northern side to transition into Woolloongabba's existing character housing. It also proposes wider pedestrian verges, deep planting, new street trees and upgrades to the pedestrian approach to Boggo Road Station.

The Harridan development itself has been designed by Brisbane-based Arqus Design and will comprise 154 apartments across 16 storeys. The mix is weighted heavily toward two-bedroom apartments, with 121 proposed alongside 10 one-bedroom and 23 three-bedroom residences. There will typically be around 14 units per floor.

A lower-ground car park and three podium levels will accommodate 156 resident parking spaces, along with visitor and commercial parking. There will also be 154 resident bicycle spaces and 40 visitor bicycle parks.

Harridan is a family-owned developer and part of the Holmwood Highgate Group, with more than three decades of development activity across South East Queensland. Its portfolio spans residential, commercial and industrial property, with current residential projects including Riverbank on Byron in Bulimba, Esperance Residences in Carina and The Precinct at Kinross Road in Thornlands.

Wooloongabba has been popular for apartment developers, particularly since the announcement of the 2032 Summer Olympics games in Brisbane.

While there have been a lot of development applications, it has failed to materialize into real supply.&nbsp;

Sarazin has been the major player in the area. They are under construction at Murcia Residences, on the fringe of East Brisbane and Woolloongabba. Lewis Land has opened the first completed sky home for inspection at Harbour Shores, giving buyers their first opportunity to step inside one of just three double-storey residences crowning The Waterline.

Lewis Land Head of Development Michael Long said the inclusion of a berth with every Sky Home had become increasingly valuable as marina access across the Gold Coast tightened.

“Marina berths are becoming increasingly difficult to secure across the Gold Coast, so including one with every Sky Home makes this a genuinely rare offering,” Long said.

“The private 70-berth marina will accommodate boats up to 12 metres in length and is positioned just 2.5 kilometres from the Broadwater, placing the open ocean only 15 minutes away.

“Being able to step out of your home onto your boat is a rare luxury, and it’s something residents here can look forward to when it opens later this year.”

The display opening comes as construction completes on The Waterline, with the first residents expected to move in from mid-October.

Residents of The Waterline will have access to a private pool, along with Harbour Shores' wider collection of amenity including a lagoon pool, social clubhouse, tennis court, gym, yoga facilities and sauna.

Lewis Land partnered with Studio Collective to furnish the completed display, with the interiors designed to demonstrate how the residences could function as permanent homes rather than simply as show apartments.

Studio Collective Director Melissa Park said the surrounding waterways informed the interiors, but in a more restrained way than a traditional coastal scheme.

“We drew inspiration from the canals and coastal surrounds, but our approach was to interpret that subtly through layered materials and a grounded palette of earthy tones, rather than literal coastal references,” Park said.

“We introduced hero moments of green and teal to reference the surrounding waterways, while mirrored elements help reflect natural light.

“The result is a residence that feels elevated yet comfortable, somewhere buyers can genuinely imagine themselves living, entertaining and unwinding.”

Sky Homes are priced from $3.65 million.

Lewis Land is also offering private marina berths with The Residences, its limited collection of three and four-bedroom villas positioned directly along the Harbour Shores waterfront boardwalk.

Lewis Land opens sky home display as The Waterline completes at Harbour Shores

St Vincent de Paul Society Housing Australia has filed plans for a major mixed-use housing precinct on the southern edge of the North Sydney CBD, adding another significant proposal to a pocket around North Sydn​ey Station that is quickly becoming one of the LGA's busiest development zones.

The State Significant Development Application covers a 5,990 sqm site at <a href="https://www.apartments.com.au/new-apartments/1-19-mackenzie-street-lavender-bay-nsw-2060">1-19 MacKenzie Street and 211 Blues Point Road in Lavender Bay</a>, immediately south of Nor​th Sydney Station and between the commercial core and the lower-rise Lavender Bay Heritage Conservation Area.

Designed by Wardle, the proposal would deliver a new residential tower comprising 88 build-to-sell apartments and 19 affordable apartments, alongside a separate co-living building with 57 rooms and a building manager's studio.

It would also see the significant restoration and upgrade of St Francis Xavier Catholic Church, the adaptive reuse of the former school building, new parish facilities, retail, a new public square and around 1,000 sqm of publicly accessible open space.

The project is seeking a concurrent rezoning of the site to R4 High Density Residential and an increase in the maximum building height to allow a tower reaching RL120, or up to 20 storeys. The proposal was progressed through the NSW Government's Housing Delivery Authority pathway.

The build-to-sell component will be weighted toward larger apartments, with just six one-bedroom apartments compared with 31 two-beds, 43 three-beds and eight four-bedroom residences.

The 19 affordable apartments will comprise two studios, 15 one-bedroom apartments and two two-bedroom apartments, taking the total apartment component to 107 residences before the 58 co-living rooms are included.

Wardle's design for the Vinnies site has sought to negotiate that emerging high-rise context while retaining the lower-scale character of MacKenzie Street and the adjoining heritage conservation area.

The main building adopts a three-storey podium and tower arrangement, with the podium aligned to the ridgeline and front setback of St Francis Xavier Church.&nbsp;Wardle has designed the podium with colonnades, seating, recessed entries and active ground-floor frontages, with sandstone-toned precast concrete and face brick referencing the materiality of the existing church.

The tower then steps back eight metres to the south and six metres to the north before rising in a sculpted form comprising four interlocking quadrants. Wardle has also introduced rounded forms and chamfered corners to reduce the tower's perceived bulk and improve view sharing with neighbouring development sites.

Resident facilities and outdoor areas are planned at the separation between the podium and tower at Level 3, oriented toward Sydney Harbour and the CBD skyline.

The tower itself will feature a glass reinforced concrete facade, with recessed balconies and deep reveals used both to provide shading and privacy and frame views toward the harbour and city. The lower levels take a different architectural approach, using brick and sandstone-toned finishes intended to establish a stronger relationship with St Francis Xavier Church. The Church itself will be conserved and upgraded for its continued use, while the former school building will be adaptively reused as part of the co-living component.

The proposal adds to an increasingly concentrated pipeline of residential development around Blue Street, MacKenzie Street and Lavender Bay.

Just west of the site, Central Element lodged plans earlier this year for one of the most significant residential developments proposed in Lavender Bay in recent years.

Central Element's SJB-designed scheme at 64-66 Lavender Street and 3-7 Middlemiss Street would deliver 163 apartments across two towers rising 23 and 32 storeys, replacing five existing apartment buildings containing 32 homes. The project also forms part of the Housing Delivery Authority pathway.

Immediately around North Sy​dney Station, another two significant proposals have emerged at 5 and 15 Blue Street.

Zurich Australian Insurance Properties is seeking to adaptively reuse its longstanding commercial building at 5 Blue Street, directly above North Sydney Station, rather than demolishing the structure.

Its SSDA proposes converting the building into a 14-storey mixed-use development with 62 apartments and 86 co-living rooms, together with ground-floor retail and a major refurbishment of Blue Street Plaza. The application is currently at the Response to Submissions stage.

First look: Vinnies files for 20-storey Lavender Bay apartment tower as North Sydney housing pocket heats up

When the opportunity arose for South Australian developer Palumbo to return to Kent Town, where it had previously delivered East Park Apartments and the East 
Rundle Apartments, it wasn't one the longstanding developer-builder was going to pass up.

The decision was quickly vindicated, with more than 30 apartments sold within the first month of launching <a href="https://www.apartments.com.au/new-apartments/royal-apartments-kent-town-2-8-north-terrace-kent-town-sa-5067">Royal Apartments</a> to the market.

The 206-apartment development, which will bring significant new supply to Adelaide's tightly held eastern city fringe, also gives <a href="https://www.apartments.com.au/developers/palumbo">Palumbo</a> the opportunity to bring new life to one of Kent Town's most recognisable watering holes.

Royal Apartments incorporates the historic Royal Hotel, a venue Palumbo Managing Director Daniel Palumbo said has a longstanding connection with the local community.

"Everyone in the area has history with the Royal Hotel," Palumbo told Apartments.com.au.

"It was quite an active pub and social gathering place for locals. We want to bring it back to its former glory."

The wider development will comprise two residential towers alongside the restored hotel, sitting on North Terrace opposite the Adelaide Park Lands.

For Palumbo, the project also marks a return to familiar territory.

The developer completed East Park Apartments next door more than a decade ago and jumped at the opportunity to develop in Kent Town again when the Royal Hotel site became available.

"The opportunity emerged, and we moved to secure the site," Palumbo said.

"We were approached by the previous landowner, who said they had extensive commitments in Sydney and weren't in a position to deliver the project.

"We took over the site and within six months recut the design scheme to be more in keeping with the type of development we want to bring to Adelaide.

"Now we're on the market and those changes have really resonated with local buyers."

That has translated into a strong start to sales, with 33 apartments transacting in the project's first 35 days.

Palumbo said the early purchaser profile had been consistent with the group's traditional focus on owner-occupiers rather than investor-led apartment stock.

"Local owner-occupiers have always been our market," he said.

"There are always some investors, but we've never developed what would be called traditional development stock. Owner-occupiers are very much our market."

The buyer mix has been diverse so far, with downsizers and younger professionals both accounting for a significant portion of early sales.

South Australia's current stamp duty settings, which allow&nbsp;eligible homeowners in South Australia aged 60 savings of up to $103,830 on stamp duty when they downsize to a new property valued at up to $2 million,&nbsp;have helped encourage downsizer activity, while younger buyers in their late 20s and early 30s have been attracted to the opportunity to live immediately outside the CBD while still being able to walk into the city.



Location has been a major part of the proposition for both buyer cohorts.

Royal Apartments sits on North Terrace directly opposite the Adelaide Park Lands, with residents able to walk through the parklands toward the East End, Rundle Street and Rundle Mall.

Apartments have been positioned to capture views across the parklands, Adelaide skyline, Botanic Gardens and Adelaide Hills.

Palumbo believes the scarcity of developable land along this section of the Park Lands makes the site particularly difficult to replicate.

"There's very few allotments on that side that can be developed," he said.

"If this location was in New York and you were sitting on Central Park, you'd be talking about a $60 million apartments."

Royal Apartments will offer a broad mix of residences, ranging from one-bedroom apartments through to four-bedroom sub-penthouses and penthouses.

Current listings include one-bedroom apartments from $680,000, while larger three and four-bedroom residences are priced around $2.5 million.

Residents will have access to a swimming pool, gym, barbecue and recreation areas, residents' lounge and dining space, and a communal deck.

Palumbo is acting as developer, architect and builder on Royal Apartments, continuing the vertically integrated model it has used across its South Australian portfolio.

The group was also behind the $150 million Sofitel Adelaide, the 251-room five-star hotel and residential tower which opened in 2021.

Palumbo said Royal's launch had come at an interesting time for the broader Adelaide apartment market.

Buyer confidence had initially been impacted by uncertainty surrounding the Federal Budget and broader economic conditions, but Palumbo believes sentiment is beginning to improve against a backdrop of significant investment flowing into South Australia.

He pointed to increased activity across defence and resources, including Olympic Dam, as potential long-term drivers of the state's economy and housing market.

"Money is starting to flow into Adeliade, significant amounts as Adelaide bucks the trend of the rest of the country.," Palumbo said.

"There's a lot of activity in the economy over the next decade. I think more investment will come into this market."

Early works on Royal Apartments are expected to commence this year, with major construction activity and cranes anticipated on site from early next year.

Go-to builder-developer <a href="https://www.apartments.com.au/developers/graya">GRAYA</a> is continuing to bulk out its already impressive and diverse apartment portfolio across South East Queensland. Their latest milestone is securing development approval for Silk, its boutique riverfront apartment development in St Lucia.

The approval clears&nbsp;the way for the team to begin construction planning for the 22-residence project.

GRAYA Co-founder and Chief Executive Officer Rob Gray said the project had been shaped around local homeowners wanting to remain in St Lucia without maintaining a traditional family home.

"St Lucia is one of those suburbs people do not want to leave," Gray said.

"They know the river, the trees, UQ, the golf course, Toowong and Indooroopilly, and that familiarity is hard to replace.

"True riverfront opportunities here are exceptionally scarce. What we have designed at Silk is a way to stay in the suburb people love, with the scale and privacy of a private home and far less to maintain.

"This is not typical apartment product. It is a proper home on the river, and that is exactly what this market has been missing."

The approval comes as new apartment development continues to increase across the St Lucia and neighbouring Toowong corridor, although direct riverfront sites remain considerably more tightly held.

GRAYA Co-founder and Managing Director Andrew Gray said securing the approval had removed a significant element of development risk from Silk.

"Genuine riverfront sites of this quality in St Lucia are not something that comes up regularly," Gray said.

Silk will see GRAYA return to a stretch of the Brisbane River where it already has recent construction experience. The vertically integrated group recently completed ARC in neighbouring Toowong as builder for developer Spyre, delivering the riverfront project on a constrained site.

GRAYA will take a different role at Silk, controlling the project from design and development through construction and aftercare under its vertically integrated model.

The development will include a gym and resident leisure areas at ground level, integrated with the river's edge.

Silk joins a growing pipeline for GRAYA across Brisbane and the Gold Coast, which includes Enclave, The Gallery, Coral and Ripple.

“Under the recommended option to be considered, $6 million will be invested to create cool and dry storage at fruit and vegetable trader’s stalls where it’s most convenient. The storage would be designed following extensive consultation with traders to get the designs right.”

“The plan for staged renewal would minimise disruption to traders and the market’s heritage. We’re progressing work to restore the heritage sheds along with plans to give traders the facilities they need to make it easier to trade at the market.”

The People’s Panel set a goal for the renewal to deliver 1000 car parks for market customers.

The option being considered by Councillors includes a $19 million investment to provide up to 500 customer car parks on a future Southern Development Site on Franklin Street outside the Hoddle Grid, with another 500 customer car parks already being delivered as part of the Munro development in 2021.

“Under the plan, once the new car parks are complete, the existing asphalt carpark will become a 1.5 hectare public open space called Market Square. We plan to prepare a design brief to create Melbourne’s largest new urban public open space,” the Lord Mayor said.

“The square will complement the market by creating places where people can eat and attend events and community festivals.”

Heritage Victoria rejected an earlier design for infrastructure that required digging under the heritage listed sheds.

“While this was disappointing, we want to move on for the benefit of traders and find a design that addresses the challenges facing the market while maintaining its heritage,” the Lord Mayor said.

“Other than the areas impacted by Heritage Victoria’s decision, there are many components of the original business case and renewal plan either underway or about to begin. The next step would be to do further design and costings to consider storage and waste facilities in Queen Street.”

Queen Victoria Market CEO Stan Liacos said the delivery of infrastructure and car parking is vital to traders and customers.

“It’s a much loved asset but investment is needed for the market to thrive. Traders want renewal to deliver things like power, running water, storage, refrigeration and adequate facilities for food waste and general rubbish.

“We need a design that causes the least disruption to day-to-day market operations during construction and I’m confident this option delivers this.”

Council worked with NH Architecture to develop the options for market infrastructure which were then analysed by SGS Economics and Planning. The revenue and cost inputs to the options analysis have been independently assessed by PWC who validated the assumptions.

SGS Economics and Planning found the option to be considered by Councillors “costs the least to implement, is the only option likely to pay for itself financially, and has the most manageable delivery risks”.

They found that for every dollar spent on the option being considered, $7 dollars would be generated in overall economic benefits.

The cost estimate for the proposed option can be delivered within the previously announced net budget of $250 million for the renewal program, including money already spent on restoration and the trader support program.

Andrew McDougall from SGS Economics and Planning said the infrastructure option being considered would generate significant benefits for Victorians.

“Our 30 year projections show the renewal designs stack up financially and provide significant economic and social benefits,” Mr McDougall said.

Reinvigorating the heart of Queen Victoria Market

The City of Melbourne has refused 81 applications by JCDecaux for planning permits to display commercial advertising on public phone booths across central Melbourne.

Chair of the City of Melbourne’s Planning portfolio Councillor Nicholas Reece said the signage is not low impact, would negatively impact heritage places, conflicts with Council’s urban design objectives, and would result in streetscape and amenity issues.

“As custodians of the city we have a responsibility to maintain the quality of the streets and public realm. We don’t want people to be bombarded with oversized and intrusive commercial advertising on public infrastructure,” Cr Reece said.

“First and foremost cities are for people, and the interests of the people who use our streets must come first. We have heard loud and clear the complaints from the community that these new structures are distracting, impeding pedestrian traffic and negatively impacting a number of local retailers and businesses.”

Other Australian capital cities, and a number of councils in greater Melbourne, have also raised concerns the new super-sized phone booths are significantly disrupting footpath traffic and negatively impacting the public realm. 

Under the Telecommunications (Low-impact Facilities) Determination 2018, planning approval is not required to install telecommunications infrastructure provided it meets the criteria for 'low-impact facility'.

At 2.7 metres high and 1.2 metres wide, the new payphone structures are 600mm taller and 400mm wider than the older phone booths. They are also fitted with 75” LCD screens – which are 60 per cent larger than the previous signage displays – and which are programmed to show up to four advertisements per minute.

Accordingly, as well as rejecting the applications for advertising by JCDecaux, the City of Melbourne will apply to the Victorian Civil and Administrative Tribunal seeking an order that Telstra’s new larger phone booths do not meet the low impact criteria and therefore require planning approval.

“We’re seeking a ruling from VCAT that the supersized payphones should require planning approval,” Cr Reece said.

“With nearly 90 per cent of Australians owning a mobile phone, it’s hard to believe there’s a need for this many supersized phone booths in the central city. Indeed, these new structures are more like digital billboards masquerading as phone booths on the footpaths of our city.”

In October 2018, prior to receiving the 81 planning applications, the City Melbourne conducted community consultation on the impact of the digital advertising payphone structures.

Of the 338 contributions received via Participate Melbourne: 
• more than 90 per cent of respondents provided negative feedback 
• 84 per cent of respondents reported the billboards impacted their movement around the city 
• 81 per cent of respondents found advertising on digital billboards was distracting.

Walking trips within the City of Melbourne increased 14 per cent (by 38,000 trips) during a recent four year period. Cr Reece said “Travelling by foot is the most utilised mode of transport in the Hoddle Grid and as custodians of the city we have a responsibility to maintain space for people.” 

Additionally, analysis of the pedestrian network has found that if the walking connectivity within the CBD is reduced by 10 per cent, the value of the economy of the Hoddle Grid will be reduced by up to $2.1 billion per annum[1]. Pedestrian flow is vital to our city economy and, of course, retailers and other businesses.

Council refuses permits for supersized advertising

A disused carpark in Victoria’s Chinatown could be receiving a bit of TLC in the near future, after City of Melbourne Councillors voted in favour of hospitality tycoon Maz Salt’s open-air restaurant ‘Park’.

The proposed hospitality venue designed by <a href="http://www.baraccowright.com">Baracco and Wright</a> endeavours to cater to 200 patrons, with 150 seats available downstairs and another 50 on a roof deck. A large canopy covers the area of the venue, with a circular opening in the centre to provide an influx of natural light into the dining areas. The 454sqm will be landscaped with a crushed rock base and the central area will be planted with trees and greenery. A mesh cyclone fence will surround the perimeter section.

Plans for the development were discussed at the <a href="https://www.melbourne.vic.gov.au/about-council/committees-meetings/meeting-archive/Pages/Future-Melbourne-Committee-19-March-2019.aspx">Future Melbourne Committee meeting</a> on the 19th of March, where the key issue identified was “the appropriateness of the built form within the existing heritage context”.

Contention around the application was expressed by 18 objections, with main concerns noting that the design was “out of character with the streetscape and wider heritage precinct” and fears that noise and smoking will cause problems due to the venue also functioning as a licensed bar.

The counter argument made by multiple Melbourne City Councillors reassured meeting attendees that the application would be assessed based on what was proposed (a restaurant with a commercial kitchen), rather than predicting any alterations and liquor licenses in future. The public will be able to enjoy the park without feeling the pressure to purchase food from the restaurant.

The City of Melbourne’s Student Welcome Program will kick-off this week to welcome students ahead of the start of the academic year.

City of Melbourne Lord Mayor Sally Capp said the Student Welcome Program features a range of events to help international students settle into their new life in Australia.

“We want to support our international students settle into Melbourne and enjoy everything our great city has to offer,” the Lord Mayor said.

“We’re hosting sessions throughout March and April that gives students the inside local knowledge on where to shop, how to get involved in sports, local laws and even a complete short course on deciphering Aussie slang.”

“I’m particularly looking forward to the Lord Mayor’s Student Welcome, which will be part of the 2019 Melbourne Dumpling Festival on Friday 15 March to Saturday 16 March.

“This event will be a fun and exciting way to welcome students, answer questions and help them find their feet in Melbourne, all while enjoying delicious dumplings.”

City of Melbourne’s International Engagement Portfolio Chair, Councillor Philip Le Liu, said the program celebrates Melbourne’s cultural diversity and invites new international students to come together, make friends, learn about the city and, most of all, have fun.

City of Melbourne launches the 2019 Student Welcome Program

A new program of Quick Response Arts Grants is being trialled by the City of Melbourne, in a bid to give the city’s creative communities more flexible access to funding.

Artists, creative practitioners and organisations can now apply for up to $4,000 in funding at any time, with support considered for unforeseen or unexpected opportunities arising at short notice.

This includes new works, specific elements of a larger project or for taking a project to another level.

Chair of the City of Melbourne’s Arts, Culture and Heritage portfolio, Councillor Rohan Leppert, said the trial would test Council’s ability to cut down wait times, providing vital funding for creative activities which add to the life and colour of the city.

“We’ve taken on board the creative community’s feedback by giving a new opportunity to access grants,” Cr Leppert said.

“These new quick response grants are open to artists and creatives across all disciplines, from music and dance to theatre and visual arts.”

The quick response model will see grant applications assessed on a monthly basis, with an initial pool of $49,000 set aside for the trial.

“The City of Melbourne is committed to investing in the arts and fostering our city’s creative community,” Cr Leppert said.

“While we continue to encourage applicants for the Annual Arts Grants Program, these quick response grants will allow us to respond to artistic events or programs which arise outside the normal timeframes.”

The outcome must be activated within the City of Melbourne, with the artist given six months to complete the work described in their grant application.

Grants are available to artists, creatives and small to medium arts organisations across all disciplines, backgrounds and career stages.

The Quick Response Arts Grants trial will run until 20 September 2019. Emerging artists and Aboriginal and Torres Strait Islander artists are encouraged to apply.

Melbourne trials new Quick Response Arts Grants

This morning, City of Melbourne Lord Mayor Sally Capp joined PDG Corporation’s Managing Director, Vince Giuliano at the former Munro site located adjacent to the Queen Victoria Market, to announce that demolition works onsite have commenced in earnest.

With builder Hamilton Marino at the helm, the City of Melbourne is starting construction on significant new community facilities, interconnecting laneways and a hotel and residential development adjacent to the iconic Queen Victoria Market market. The historic Mercat Cross Hotel facade on the corner of Queen and Therry streets will be retained, restored and integrated into the new development.

Image: Urban forum member redden</figcaption></figure>The City of Melbourne entered into an agreement with developer PDG Corporation after Council acquired the site in 2014, to develop a 120-place childcare centre, 56 affordable housing units, a community centre and kitchen and 500 basement car parks for market customers with an end value of $70 million. This will assist in making the market more accessible for shoppers and freeing up the current surface car parking site for a new ‘Market Square’.

The community component of the project has been designed by Six Degrees Architects who say it has been designed as an exemplar council development, with high ESD values and an exceptional emphasis on consultation with users and stakeholders. 
PDG will develop the balance of the site with a 40-storey residential tower accommodating 360 units and an 80-room hotel. According to architects Bates Smart, the tower has been designed to "maximise direct solar access and to provide natural ventilation to all apartments, thereby creating a model for high quality inner-city living within Melbourne."

Bates Smart took inspiration for the building’s façade from the fine grain texture of the market’s historic sheds and stalls providing the development with an appropriately contextual response.

The 40-person People's Panel comprises market traders, customers and local residents selected during an independent selection process. 

The City of Melbourne's Future Committee at its 10 December 2018 meeting resolved to request that management progresses seven recommendations, analyses three recommendations and refers a further three to QVM Pty Ltd for consideration.

A report will now be prepared for a Council meeting in the first quarter of 2019 including analysis of the provision of market infrastructure at G Shed, car parking for vans, buses and large vehicles as well as further investigation of the minority report.

Demolition in full swing at City of Melbourne's 'Munro site'

A new retail and dining precinct at Riverside Quay in Melbourne recently opened as part of Mirvac's revitalisation of the precinct, following the completion of 2 Riverside Quay.

The culinary precinct now comprises 10 new eateries located along the ground plane of Riverside Quay’s four commercial buildings. According to Mirvac, the existing Southbank Promenade restaurants together with the new retailers will create "an enhanced, vibrant food and beverage offering, emulating the ambience and buzz of Melbourne’s famous laneways."

Six Degrees Architects was engaged by Mirvac to assist in the revitalisation of Riverside Quay, with McGregor Coxall responsible for designing the public park, working in tandem with City of Melbourne. The project involved various stages of analysis and design including the production of a series of studies and feasibility reports along with a detailed set of design guidelines for future retail tenants.

Urban.com.au spoke with Mark Healy, Director at <a href="/architects/six-degrees-architects">Six Degrees</a> regarding the office's design strategy for revitalising the public realm.

Mark Healy: Six Degrees’ approach was to bring the ‘Melbourne laneway culture’ across the Yarra to Southbank. The spaces between the buildings of Riverside Quay were reimagined as laneways with small scale ‘fine grain’ tenancies activating the ground plane. Each of the new tenancies were designed with different personalities reflecting the evolution of Melbourne’s laneways. - to capture some of the character found along Melbourne laneways. The positioning of the new foyer entries in convenient  pedestrian locations also reinforced the activation of the laneways. Riverside Quay is a dynamic retail precinct that has become a destination in its own right. It not only caters for the local residents and office workers, but is now bringing people across the river. Mirvac were incredibly supportive of the design.

U: Could you describe the process and collaborating with the City of Melbourne on the new space?

MH: with a lot of our urban design work, the planners at City of Melbourne were very supportive of the strategy. This project is comprised of many small projects, or many small decisions, which gradually accumulate and create significant change. This is exactly what Rob Adams and his excellent team have been doing in the CBD for the past 30 years.

U: What were some of the challenges with the site, noting the new park sits to the south of the commercial buildings so solar access in winter is limited?

MH: The north-south orientation of the laneways gives direct sunlight during lunchtime hours in a similar way to Melbourne’s most famous lanes like Centreway and Degraves. The buildings to the south of the park are well placed to bounce light down to the public realm below. This is especially important during Melbourne’s cold and grey winter months when solar access to the ground is limited.

U: What were some of the opportunities the site presented?

MH: The larger space between buildings 1 &amp; 2 (1 Southbank Blvd &amp; 4 Riverside Quay) allowed for a small square or “piazza” to be created where we were able to place a mature tree and permanent shade structures as a focus to the tenancies that surround it.

U: It can be argued that Southbank is lacking in quality open space, although this is starting to be addressed. How does the public realm at Riverside Quay tie into the emerging public realm within Southbank? 

MH: We wanted to give the pedestrian experience of discovery that Melbourne laneways offer. The new park, designed by McGregor Coxall, is a very welcome addition to this area of Southbank.

City of Melbourne councillors will consider a plan to invest $232 million in revitalising almost an entire central-city block, creating a public commons precinct of connected laneways and community spaces.

City of Melbourne Lord Mayor Sally Capp said the proposed redevelopment between Bourke Street and Little Collins Street would revitalise retail and commercial opportunities in the central city.

“This redevelopment will create a new landmark for Melbourne in terms of sustainable urban design and how we activate our streets for people to enjoy. It will see a new city precinct where people can meet and access Council services, including new laneways, shared rooftops and a new community forum,” the Lord Mayor said.

“Our current Council House 1 building on Little Collins Street is more than 50 years old and it’s no longer feasible to refurbish it. Redeveloping this site has opened up an opportunity to create a new civic precinct and also restore the Victorian Heritage-listed former Commonwealth Bank building on Bourke Street.

“Under the proposal, the heart of the precinct will contain a public forum – a large, flexible meeting space at ground level designed to encourage community engagement and participation in Council activities.” 

At next Monday’s Future Melbourne Committee meeting, councillors will consider a recommendation to submit an application for a planning permit to the Minister for Planning.

The 10-storey, 40-metre proposed development would feature ground-floor retail spaces, two new laneway connections, commercial office space and two publically accessible rooftops. Almost two thirds of the new precinct would be used for community spaces and commercial and retail, with the remaining space allocated to meet City of Melbourne staff accommodation needs.

Deputy Lord Mayor Arron Wood said the redevelopment would feature exemplary energy-efficient design, achieve a Six Star Green Star design and as-built rating and have a Carbon Neutral Certification target.

“The commercial spaces would create significant revenue. This ensures we have a robust business case and the project is estimated to break even within 20 years,” the Deputy Lord Mayor said.

“We want to create a ‘next generation’ site that exceeds our achievements in creating CH2, Australia’s first Six Star Green Star building 12 years ago.

“Photovoltaic solar arrays would supply renewable energy to the retail, commercial and community spaces. It would also feature end-of-trip cycling facilities, ground-source heat exchange, an electric vehicle-only basement, and rainwater tanks and water sensitive urban design to capture and reuse stormwater.

“We will also bring to life our globally recognised Urban Forest and Biodiversity strategies by greening laneways, creating a garden atrium, and providing green rooftops for the community to enjoy.”

Subject to relevant planning approvals, it is anticipated that construction would commence in early 2020, and be completed in 2024.

Audiences will be asked to ponder everything from the power of nerds, gender inequality and de-criminalising cannabis to the future of Australia’s space agency, loathing the musician but loving the music, and how Aboriginal knowledge can shape our future.

Venues for this year’s event include Bar Ampere, Belleville, Horse Bazaar, RMIT, Loop Bar and the FAD Gallery.

A new addition to the program, ‘Karaoke Academia’, will also see academics present short talks followed by karaoke sessions at Party World Karaoke in Melbourne Central.

Raising the Bar is a worldwide initiative started in New York, which has spread to London, Hong Kong, San Francisco and Melbourne.

Vanessa Teague – Horse Bazaar - ‘Why can’t we just vote online?’

Senior Lecturer, The University of Melbourne 
It’s election season. Sausages will soon be sizzling at polling booths around the state and voters will flock to participate in our paper and pencil democracy. Sure, there is some nostalgic value in current voting approaches, but how could our democracy benefit from online voting, and what are the challenges? With an international team of cryptographers and statisticians, Vanessa Teague has spent the past decade considering how Australian elections could benefit from online voting without exposing our democracy to widespread, undetectable fraud. She’s still working on it.

Marco Amati – RMIT - ‘What’s the perfect size for a city?’

Associate Professor, RMIT University 
Six weeks will have passed between these words being written and you attending this event. During this time, Australia’s population will have increased by 50,000 people. Nine of Australia’s 20 largest and fastest-growing suburbs are within the Greater Melbourne area. So what’s the best way for Melbourne to prepare for this growth? Having researched the history of the ‘perfect size’ for a city, Marco Amati believes that it's not the size of a city that matters, but how you use it.

Belinda Barnet – Belleville - ‘How much should we worry about data privacy?’

Sign out. Deactivate. Purge your online footprint. Data privacy has clogged news headlines for months, making us all consider whether we should give up the security fight and get offline. But thanks to the research of Dr Belinda Barnet and her colleagues, there may be a better way forward. In this interactive session, Dr Barnet will show you how to maintain as much privacy as you can on social platforms like Facebook and Twitter without quitting altogether. She’ll also share insights on location tracking, multi-factor authentication and how to handle trolls.\

John Postill – Bar Ampere - ‘Do nerds really run the world?’

Vice-Chancellor’s Senior Research Fellow, RMIT University 
As the power of the Silicon Valley tech giants grow, more and more commentators say that nerds run the world. But who are the nerds, and would they run the world better or worse than the current political establishment? Perhaps we live in a ‘runaway world’, where no one is in charge – a world in which ‘nerdy’ creations like algorithms and AI run rampant. If that’s the case, what can ordinary citizens do about it?

Jayne Lucke – Loop Bar - ‘Young people and sex: What’s changed in Australia the past 25 years?’

Professor, La Trobe University 
The year is 1992. Strictly Ballroom is playing in cinemas, Paul Keating is Prime Minister, and Nirvana and the Violent Femmes are headlining the first ever Big Day Out. This was also the first year of a 25 year national survey about adolescent sexual health in Australia. So how has young people’s sexual behaviour changed from the era of grunge rock to the rise of R&amp;B? Examining data from this 25-year long survey, Professor Jayne Lucke will give us insights into what has changed and what has stayed the same in the sexual lives and literacy of young people.

Aleryk Fricker – FAD Gallery - ‘Are outback schools teaching ‘whiteness’ to Indigenous kids?’

Access to education, weekend sport, culture and language is something most of us take for granted. But what if we arrived at school to find that the teacher was communicating in a foreign language? What if all the books, posters and other resources were indecipherable? And what if our failure in this environment prevented us from playing sport, meeting up with family, or engaging in our own culture and language? Aleryk Fricker examines how whiteness and English-language teaching has created an environment where remote Aboriginal students are forced to assimilate or perish. Through a case study of a remote Northern Territory Aboriginal school, Fricker will examine the different measures of control, and explore implications for Aboriginal and non-Aboriginal students around Australia.

Lauren Gurrieri – FAD Gallery - ‘How does advertising contribute to gender inequality?’

Billboards on your commute home, targeted ads on Facebook, promotions on the back of bathroom stalls. Advertising is everywhere. As a constant presence in our everyday lives, it plays a powerful role in shaping what is desirable and ‘normal’. For decades, research has highlighted how advertising represents girls and women in ways that promote gender inequality. So how does this occur, and why is change so slow? In this talk, Lauren Gurrieri will demonstrate how advertising functions as a key representational system of unequal gender relations, how this is supported by the industry, and the problems of advertising self-regulation.

Catherine Gomes – RMIT - ‘How do international students find ‘home’ in Melbourne?’

Melbourne is host to thousands of international students. If you lived and studied overseas, how would you create a ‘home away from home’? This talk explores the exciting and creative ways that international students find a sense of belonging while living overseas and apart from family, friends and the familiar. Dr Nicole Lee – Loop Bar - ‘Would decriminalising cannabis achieve harm minimisation?’

Maybe you are a hard-line prohibitionist, or maybe you like a sneaky toke now and then. Whatever your personal beliefs about drugs and drug use, one thing is clear: drug policy is a politically contentious issue. A dozen jurisdictions around the world have, or are planning to, legalise cannabis. The models presented range from a free market to highly government-regulated models. Many others are moving to decriminalise cannabis. What does the Australian public think about cannabis legalisation? What models are available and which should Australia adopt? Will it be reefer madness or business as usual? Is Australia ready? Come and hear about the pros and cons of cannabis regulation from one of Australia’s leaders in drug policy.

Sarah Maddison – Belleville - ‘What’s so exciting about the Australian Space Agency?

The sky is not the limit. Australia was the third country in the world to launch a satellite into space, but until now, we haven’t had a dedicated space agency. The space industry is growing rapidly – and the new Australian Space Agency will focus on building capability in the sector. It’s not only about stargazing and satellites. How far can our curiosity take us, and what does Australia have to offer in the worldwide quest for extra-terrestrial knowledge?

Dr Son Vivienne – Horse Bazaar - ‘Is the future non-binary?’

Postdoctoral Research Fellow, RMIT University 
Male, female, other, in-between? Binaries are out, and the future of gender is diverse. Online can be a refuge for non-binary, trans, and gender non-conforming people… but can be fraught territory, too. Navigating networks of friends and foes can provide an opportunity to play with and subvert gender presentation. How does the binary-busting online world affect our social understanding of gender? Partake in an exercise of creative digital self-making, hear about online world-building practices of gender-diverse people, and learn about the blurring of categories many people take for granted. Is the future non-binary? What does that mean?

Dr Catherine Strong – Loop Bar - ‘Can you loathe the musician but still love the music?’

Senior Lecturer, RMIT University 
What do you do when you find out that your favourite artist has done something inexcusable? Delete all their music from your computer? Avoid their songs at all costs? In the wake of the #metoo movement, many stories of mistreatment and inequality have emerged in the music industry. What does this mean for our understanding of the history of popular music, and the legacy of people we may consider rock legends? How should we, as fans and consumers, respond to a musician who has done the wrong thing? What might these responses mean for creating the culture we need – inside and outside of the music industry?

Dr Djoymi Baker – Bar Ampere - ‘In dystopian times, is Star Trek our most important myth?’

Lecturer, The University of Melbourne 
‘It seems a pity to waste them on outer space. We need them right here on Earth,’ wrote reviewer Cleveland Amory on Star Trek in 1967. The show offered a vision of the future in which the Cold War did not lead to mutual destruction, but rather cooperation. Now Star Trek is a vast franchise spanning decades and generations. Audiences may not always agree with Star Trek’s vision for the future, but then the franchise has so many different, often contradictory, parts. Might it ultimately be more important that Star Trek asserts an overall belief in a future in which humanity – and the Earth – not only survives, but thrives amongst the stars? Is Star Trek on to something when it markets itself as the optimistic myth, saga and legend of our age?

Karaoke Academia 
An architect, a planetary geologist, and a social researcher walk into a karaoke bar … It sounds like a joke, but for this year’s Raising the Bar, we’re making it a reality. Come along to PartyWorld karaoke bar and settle into a booth. Like an academic lucky-dip, you’ll be visited by a random series of specialists. Each will deliver a short presentation on their research, followed by a karaoke song of their choice. Delve into the weird and wonderfully specific research of some of Melbourne’s brightest up-and-coming academics, and leave the karaoke bar with fewer regrets than usual!
