Around 400 additional homes could be built at Southwark Grounds on Port Road, lifting total site capacity from 1300 to around 1700 dwellings.

A recently approved code amendment would allow apartment towers of up to 14 storeys in some areas of Renewal SA’s redevelopment of the former West End Brewery.

Renewal SA Acting Chief Executive Shane Wingard said he welcomed the code amendment, with the increase in heights and homes making a positive impact on the supply of high-quality, well-connected housing close to the city.

“By going higher across some parts of Southwark Grounds, we are adding a substantial number of very well-located homes with little impact on project delivery time or planned open space,” Mr Wingard said.

Since the project officially launched in 2025, Mr Wingard said more than 12,000 enquiries had been received about living at Southwark Grounds.

“The very strong early interest we’ve seen since homes were first released in the precinct reinforces our plans to create more housing opportunities,” he said.

The Southwark Grounds code amendment was launched in December last year, with community engagement undertaken over five weeks from January.

It proposed increasing maximum building heights from eight to 14 storeys on the eastern section of Southwark Grounds, and to 12 storeys across the remainder of the site, with minimum building heights ranging from two to four storeys.

The code amendment was implemented through an Early Commencement policy in late January, allowing developers to quickly explore the viability of increased height and housing yield while other planning processes continue.

One of the first developers delivering apartment sites have already finalised redesigns to increase the number of apartments following the code amendment.

Samaras’ development adjacent to the future Colonel Light Park is now planning to deliver 125 apartments across 11 storeys, significantly greater than original plans of around 50 apartments across four storeys.

The developer is also exploring the potential for additional affordable housing outcomes.

Most of the apartments at Southwark Grounds will be delivered within a master-planned precinct on a large parcel of land on the eastern portion of the site, covering around two-thirds of its 8.4 hectares.

Wingard said detailed precinct planning over the coming months may identify further opportunities to increase yield further that could see total apartment numbers at Southwark Grounds, exceed this number.

Affordable homes at Southwark Grounds will also see a net increase, with Renewal SA maintaining its commitment to a minimum of 20 per cent affordable housing across the development.

Civil works have begun across the site, with construction under way on the first new roads surrounding a townhouse precinct in the south‑west corner of Southwark Grounds. This includes Renewal SA’s 17 Founder’s Row homes, which are on track for completion by Christmas.

“We expect to have people living at Southwark Grounds by the end of the year, so delivering roads and public spaces for those residents is among our highest priorities.”

Construction of 40 townhouses off Anderson Street, known as West Village and being delivered by Contour, is forecast to begin in mid‑2026. Kolabb’s Anderson Lane development will follow shortly after, delivering a further 26 townhouses.

Southwark Grounds is a state government‑led urban renewal project now set to deliver around 1,700 homes over the next decade.

Homes will be supported by a supermarket, a range of retail and hospitality offerings anchored by a revitalised Walkerville Brew Tower, a childcare centre, car parking and well‑connected public spaces.

Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/cavcorp">Cavcorp</a> has lodged plans for a new mixed-use residential development at <a href="https://www.apartments.com.au/new-apartments/55-wyandra-street-teneriffe-qld-4005">55 Wyandra Street</a>, Teneriffe, anchored by an 85-metre public laneway designed to reconnect the suburb’s riverfront with the Gasworks precinct.

The buildings, known as Teneriffe House and Teneriffe Lane, would replace the existing Queensland Cotton head office site with a 15-storey residential tower transitioning to eight storeys toward Helen Street. The project has been designed by Plazibat Architects and lodged as a code assessable development application for 93 apartments across a 3,401 sqm mixed-use site within the Newstead and Teneriffe Waterfront neighbourhood plan.

Central to the scheme is the transformation of an existing service easement into a publicly accessible cross-block connection linking Wyandra and Helen Streets. Cavcorp says the new laneway will act as both a pedestrian shortcut and a landscaped civic space between the Teneriffe Riverwalk, ferry terminal, and Gasworks precinct.

“The revised proposal delivers a legacy public-realm cross-block link, permanently secured for community use, transforming an existing private easement into a safe, high-quality pedestrian connection between the Teneriffe heritage riverwalk and the Gasworks–Long Island precinct,” the planning report states.

The laneway will sit beneath a large subtropical loggia integrated into the podium levels of the development. The design incorporates deep landscaping, water gardens, lobby spaces, business lounges, and ground-floor apartments to create what Cavcorp describes as a climate-responsive “urban verandah.”

The tower itself has been designed as a slender form with recessed floorplates and curved translucent corners inspired by contemporary Japanese architecture. The building height aligns with the Commercial Road precinct controls, which permit towers up to 15 storeys within proximity to Longland Street.

The project will comprise a mix of larger-format apartments aimed at owner-occupiers, downsizers, and families. The proposed apartment mix includes 11 loggia apartments across the lower levels, 50 four-bedroom Sky-Terrace apartments from levels three to seven, and 32 Sky-Pool Homes occupying the upper tower levels. The Sky-Pool Homes will feature private thermal plunge pools integrated into oversized balconies.

According to the application, the apartments are intended to reinterpret the scale and character of Teneriffe’s woolstore conversions and Queensland homes within a vertical residential format.

“The sky-pool homes build on Cavcorp’s previous projects and introduce a distinct apartment typology to Teneriffe, informed by both local and international precedent and responding to an identified market demand for enhanced safety, space and amenity,” the planning submission notes.

A major focus of the proposal is its five-level wellness and lifestyle offering, extending from the basement through to the rooftop.

Amenities proposed include a rooftop Swim &amp; Racquet Club with a 25-metre Olympic lap pool and tennis court, coworking spaces and libraries, golf simulators, wine storage, concierge facilities, business lounges, pet wash areas, and rooftop longevity-focused wellness spaces with spas, outdoor fitness zones, and landscaped terraces.

All parking will be concealed within basement levels accessed from Wyandra and Helen Streets. Cavcorp says the deep-basement engineering approach allows the entire ground plane to prioritise landscaping, pedestrian movement, and active frontage rather than vehicle infrastructure.

The development continues Cavcorp’s concentration in Newstead and Teneriffe, where the Brisbane developer has delivered a number of apartment projects including Lucent, Le Bain, and Luminare, as well as the Long Island Wellness Precinct nearby. Focus Group Investments has lodged plans for a new apartment development at <a href="https://www.apartments.com.au/new-apartments/64-70-hanover-street-fitzroy-vic-3065">64–70 Hanover Street</a> in Fitzroy, seeking to utilise the Victorian Government’s recently introduced Great Design Fast Track pathway to accelerate approvals for the project.

The proposal is among the latest developments to emerge through the state-led initiative, which was established to fast-track well-designed residential projects in activity centres and transport-connected inner-city locations. The pathway allows qualifying developments that meet elevated design and housing benchmarks to bypass traditional council planning timeframes and instead be assessed directly by the Department of Transport and Planning.

Designed by SJB, the development will comprise a mix of apartments above activated lower levels, with a strong focus on architectural articulation, landscaping, and communal amenity. The design response seeks to balance the industrial character of Richmond’s former warehouse precincts with a more contemporary residential form.

The architectural material highlights the project’s integration of landscaped elements and communal spaces throughout the building. Surfers Paradise is officially set for its first new residential development with a 45-storey skybridge connecting the two towers.

John Camilleri’s Celestino Developments has been given the green light by the Gold Coast City Council to develop its major beachfront precinct across its huge 4,000 sqm oceanfront site at <a href="https://www.apartments.com.au/new-apartments/63-79-garfield-terrace-surfers-paradise-qld-4217">63–79 Garfield Terrace</a>, just five months after its <a href="https://www.apartments.com.au/news/qld/first-look-exclusive-billionaire-winx-breeder-s-bold-two-tower-surfers-paradise-play-with-45th-storey-skybridge">submission in late 2025</a>.

The approved scheme will deliver two towers rising 55 and 48 storeys, connected by a skybridge positioned on level 45 that will house a range of resident-only wellness and entertainment spaces.

In its notice of approval, the Gold Coast City Council said the&nbsp;proposed overall built form has been designed to complement the scale, intensity and protect the adjacent amenity and surrounding streets through the use of varied setbacks, site cover and architectural elements.

Designed by <a href="https://www.apartments.com.au/architects/dbi">DBI</a>, the development will comprise 275 apartments across the two towers, including a mix of two-, three-, and four-bedroom residences, as well as several penthouses. The apartments will sit above a landscaped podium featuring more than 90 metres of beachfront pool frontage, private resident lawns, lounges, and wellness spaces.

DBI said the design draws heavily from the movement and form of the coastal environment, with curving balcony lines and sculpted façades intended to soften the scale of the towers while maximising ocean outlooks and passive shading outcomes.

“The project occupies a rare, uninterrupted oceanfront site and has been shaped by a design philosophy that merges architectural elegance with environmental responsiveness and a carefully curated lifestyle experience,” DBI said in planning documents submitted to the Gold Coast City Council.

The most distinctive element of the approved project is the skybridge linking the two towers at level 45. The elevated communal space is planned to include executive lounges, formal dining areas, wellness facilities, and panoramic ocean-facing outlooks.

“The skybridge enhances the identity of the development, promotes social interaction, and delivers a lifestyle experience not found elsewhere on the Gold Coast,” DBI said.

At podium level, residents will have access to a suite of resort-style amenities, including resident lounges, private dining rooms, a yoga lawn, gymnasium, plunge pools, and treatment spaces. The beachfront pool has been designed with separate lap, lounge, and children’s areas extending across the width of the site.

The project will also introduce new food and beverage offerings along the Enderley Avenue and Oceanway frontages, contributing additional activation to the beachfront precinct.

The location was the key of course, with planned upgrades to the Balmain East ferry wharf, which will now receive services from the Parramatta River along with extra ferries to McMahons and Milsons Point, further enhancing its value.

Had the home been only a few kilometres away, a few hundred thousand could have been wiped off the price tag and the media sensation may not have been so great. Even so, it is not the only dilapidated property to make the press of late.

Opportunistic buyers caught up in Sydney and Melbourne's property boom have snapped up a string of empty homes, selling under stiff competition while exceeding all expectations of price.

An empty hat&nbsp;factory on Wilson Street, Newtown, also vacant for years, sold earlier this month for $1.725 million.

A dilapidated home on 360 square metres of land in Thornley St, Leichhardt, vacant for more than 30 years, sold a few weeks ago for $1.4 million at auction.

A home in total disrepair at 19 Durham St, Stanmore, situated on 172 square metres of land, vacant for years and sold for $923,000.

And not to leave Melbourne out, an unliveable Richmond property on 726 square metres of land, also vacant for years, <a href="/expert-insights/buying/derelict-richmond-cottage-development-site-sold-at-2-544-000">sold for $2.544 million</a>&nbsp;– $900,000 above the price it achieved only two years ago (pictured above).

The <a href="https://www.news.com.au/finance/real-estate/leichhardt-property-pulls-in-14-million-at-auction-and-tops-big-money-dump-list/story-fnd91nhy-1227006222322" target="_blank">list goes on</a>.

Barring the last example, that came with plans and permits for two town houses, these properties transacted for nothing more than their land value. However, while the buyers purchased a location, they did not pay for the services that rendered that location valuable or, in the case of the first example, compensate the local residents for suppressing access to some of the best views in town.

Instead, reinforced by inelastic zoning constraints, generous tax treatment, and unrestrained speculative growth in dwelling finance commitments, they unwittingly rewarded the sellers with a substantial unearned gain for withholding valuable land from use and depleting the nation's housing supply.

This means of 'creating wealth' common in most western nations sits at the root of many of our economic and social problems today. It has both a debilitating and destabilising effect on the economy, evidenced clearly in a painful and rising trend income and housing inequality that burdens the capacity of the 'welfare state' to compensate.

Interestingly, Lex Watson, the prior owner of the Balmain East property cited above, was purportedly greatly influenced by the writings of John Stewart Mill whose work was said to be "the touchstone of his life and later activism".

Born in London in 1806, John Stewart Mill is remembered as "the most influential English-speaking philosopher of the nineteenth century".

Inspired by his father James Mill, who tutored his nine children with daily lessons in Latin, Greek, French, history, philosophy, and politics, John Stewart Mill was a leading economist. He was a prolific logician, who dedicated his life to championing the causes of liberty and equality, while advocating 'radical' ideas, such as the abolishment of slavery and equal rights for women.

In 1848 he published the most prominent&nbsp;textbook&nbsp;on economics in the 19th century, Principles of Political Economy, critiquing systems such as communism&nbsp;and&nbsp;socialism and cementing Mill's reputation as a leading public intellectual.

Extending on the ideas set out by Adam Smith and David Ricardo, Mill employed concepts that that have been written out of today's economic narrative, that conflate land and capital&nbsp;– virtual opposites – while failing to distinguish between income that is 'earned' and the economic surplus that disproportionately flows to those that "love to&nbsp;reap&nbsp;where they never&nbsp;sowed" (a process best set out in Mason Gaffney's book The Corruption of Economics).

Writing on the moralities of taxation in Book V, Chapter II of Principles of a Political Economy Mill commented:

"The&nbsp;ordinary progress&nbsp;of a society, which increases&nbsp;in&nbsp;wealth, is at all times tending to augment the&nbsp;incomes of&nbsp;landlords; to give them both a greater amount and a greater proportion of the wealth of the community,&nbsp;independently of any trouble or outlay incurred by themselves.&nbsp;They&nbsp;grow&nbsp;richer,&nbsp;as&nbsp;it&nbsp;were in their sleep, without working, risking, or economizing."

From this Mill concluded that the government should collect society's economic rents in lieu of taxes that impede productive labour and industry, including taxes on the improvement and the transfer of property, (stamp duty) which he said, should rather be: "distributed over the land generally, in the form of a land-tax."

He was not the first or last to do so.

He followed a long line of influential activists, from Thomas Paine, who in his 1797 publication Agrarian Justice stressed:

"Men&nbsp;did not make the earth... It is the value of the improvement only, and&nbsp;not&nbsp;the&nbsp;earth itself, that is individual property... Every proprietor owes to&nbsp;the community&nbsp;a ground rent for&nbsp;the&nbsp;land, which he holds."

Most recently, Dr Ken Henry, who chaired Australia's&nbsp;Future Tax System Review, noted: "... economic growth would be higher if governments raised more revenue from land and less revenue from other tax bases."

The classical economists recognised that unless profits from the 'enclosure of the commons' – land, water rights, minerals, and so forth - were effectively collected and shared for the benefit of the community, all productive gains, every improvement in society and the economy, would be capitalised into rising locational land values, enriching those that owned the assets but more so, those who created the credit and traded on the debt.

This is equally applicable to reductions in the cost of construction.

For example, news that high-density apartment towers close to public transport in Sydney, will no longer require parking facilities, delivering an estimated saving of $50,000 - $70,000 in development costs, will do little to ease affordability.

Rather, it will simply leave more funds available to bid up the price of land. This is precisely what we are seeing in Australia – sky rocketing land prices requiring 'super tall' structures to provide a viable return on investment.

While the small one and two bedroom units may be spruiked as affordable, when calculated by cost or rental value per square metre of floor space, they are remarkably expensive.

Mason Gaffney expanded on the theory, coining the acronym ATCOR – "All Taxes Come Out of Rent." Showing that whether renting or buying, total tax liabilities from whatever area carried by the consumer, deduct from the cost of a site to the extent they limit the amount a buyer is both prepared and able to pay.

It follows that the removal of all taxes would naturally wash up into higher prices for real estate, which in theory leaves the resulting rise in the economic rent of land 'just' enough to replace the forgone revenue. (For more, see Fitzgerald's Resource Rents Of Australia).

When that liability falls on productive industry, deadweight losses occur. For example, 90% of our taxes are distortionary, adding 23% to prices of goods and services.

However, when the burden falls on land and monopoly rents – minerals, fuels, the broadcasting and communications spectrum, patents et cetera, the reverse is the case.

In respect of land, a higher tax rate levied on the unimproved value would discourage leaving dilapidated homes vacant for years while we struggle with an assumed housing shortage - suppressing the speculative element that adds to the volatility of the market cycle.

Furthermore, when the gain is collected and used to fund the expansion of infrastructure in order to service a growing population, the tax base is expanded without a subsequent lift in rates.

In the 19th century, nature's 'free lunch' was largely limited to the aristocracy of the great landed estates. Today, monopoly profits are absorbed by the financial sector, which wields significant political leverage from lending 'endogenously' created credit against real estate collateral, with the compounding interest disproportionately increasing levels of household debt.

As I pointed out previously - Australia will increasingly feel the effect of this as we move into 2019.

Our current tax system is crooked. It allows large companies to jump through loop holes in legislation and 'cook the books,' shipping profits offshore, leading to an estimated $1.6 billion in&nbsp;tax&nbsp;revenue forgone, while land on the other hand, is used by investors as an effective tax haven.

In a recent post by Dr Gavin R. Putland of the Land Values Research Group, he notes:

"No matter how high your gross income may be, you can make your&nbsp;taxable&nbsp;income as low as you like, simply by buying enough negatively-geared properties. Such artificially reduced&nbsp;taxable&nbsp;incomes are used in ATO statistics on negative gearing, which are then trotted out by the property lobby as "proof" that most negative gearers aren't rich — as exposed, for example, in Michael Janda's article&nbsp;The myth of 'mum and dad' property investors (The Drum, 24&nbsp;September 2014)."

Australia's&nbsp;economic narrative is more concerned with suppressing wages than high land values.

Joe Hockey&nbsp;has unashamedly stated that any rise to the minimum wage "will cost jobs" and "reduce competition," while remaining notably silent on the average CEO pay, which sits at an estimated 63 times average earnings (as at 2013), and showing scant regard for rising land values which increase the associated costs of running a business, while discouraging growth in productive industry.

It uncovers a damaging neo-liberal agenda, which will do nothing to raise the living standards for Australians struggling to make ends meet.

Meanwhile, in Germany, the house price-to-income ratio has fallen by almost a third nationally since the early 1990s, yet residents enjoy low unemployment and some of the highest wages per capita in the world – including the highest minimum wage in the world. Germany weathered the 2008 depression better than any other country in Europe by maintaining its focus on value adding growth.

The public needs to recapture the debate and push for a better set of democratic tools, that let the people decide directly on the benefits that can aid their communities, rather than the current state of affairs which is coloured with vested interest, polarising voters with false promises and flawed economic thinking.

The rise of citizen's juries, where a diverse&nbsp;and representative group of people are randomly selected and given the information and training needed to deliberate together on matters of policy – for the benefit of all, not just a few - limiting the power of corrupt government officials, may take us one step closer to achieving this.

Top of the agenda should be every citizen's right to affordable access to land and shelter.

Australia's empty homes

The <a href="https://www.rpdata.com/images/stories/content/pressreleases/2014-10-01--rpdata-rismark-home-value-index.pdf">latest house price index</a> figures released by RP Data earlier this week show a year-on-year increase in property values in Sydney of 14.3%. This has sparked the current hot debate on property prices and <a href="https://www.news.com.au/finance/economy/is-there-a-housing-bubble-thats-about-to-burst-in-australia/story-e6frflo9-1227062516640">speculation</a> of a price bubble. Though, it seems many people have forgotten what house price indices represent.
The All Ordinaries, the index of broad Australian equities market movements, increased by around 9% in the 12 months to the start of September. As investors understand, this doesn’t equate to all stocks on the market increasing in price by 9% over that period.
For example, shareholders in BHP, one of the largest ASX companies by market capitalisation, have suffered a modest loss over that period, even after dividend payments are considered. And as the All Ordinaries Index value has fallen 6% over the past month, there have been some stocks that have fallen more (Myer shares tumbled nearly 20% in the month) and others that have gone against the trend (insurer QBE was up 1.2% in September).
Similarly, a house price index gives a measure of the broad property market movement. In the case of the RP Data-Rismark Index, the change in the index value reflects the average increase or decrease in property prices.
Prices in Australian capital cities, the typical benchmark measure of the Australian residential real estate market, increased by 9.3% in the year to September.

In Canberra and Perth, however, the reported growth in real estate prices was significantly lower at 3.2% and 1.7% respectively. Outside of capital cities property price growth was also a modest 3.3%.
Even in Sydney, which has experienced the strongest price growth of any capital city, there are marked differences in the rate of price appreciation between different suburbs. Western Sydney clearly captures this with residents in <a href="https://www.dailytelegraph.com.au/realestate/buying/price-hikes-for-homes-in-popular-western-sydney-suburbs-eclipse-annual-income-of-most-residents/story-fni0cate-1227049569685">South Granville</a> enjoying an increase in median property price of around 17.5%, while reported median prices have shown virtually no annual change in <a href="/news">Auburn</a>.
Blunt policy tools are not the answer
It wasn’t so long ago that the average price of Perth’s houses surpassed Sydney’s on the back of a mining industry-led boom in the West. At the national level, these differences in property price growth are the result of shifting labour and economic factors, and to a lesser extent state-specific regulation.
Within a city, local amenities and employment, as well as the preferences of the potential home buyers are reflected in price growth variation.
This is a key point that needs to be remembered when blunt policy tools are debated. Measures to tighten home loan lending, increase borrowing costs or remove negative gearing affect the market as a whole, whether in Sydney, Perth, or a regional centre.
For policy to be effective it needs to firstly identify what it aims to achieve. Housing policy is a double-edged sword. Rapidly rising house prices can put home ownership beyond the reach of younger and lower-income Australians. But policy designed to lower house prices can put existing homeowners at risk of falling “underwater” - holding negative equity in their property. Again, it is typically lower-income households that are most at risk in this scenario.
Cooling the bubble talk
The growing pressure for a policy response to rising house prices is in part due to fears of a price bubble. The last time the Australian or Sydney house price index increased at more than 10% in a year was 2009. Unsurprisingly, there were calls then too that increased regulation was required to prevent a property bubble burst and housing crisis.
Since 1996, Sydney real estate prices have grown at an average annual rate of 7.26% though, with considerable variation in that time. A growth rate in a single year of 10% in any other asset market with these dynamics would not be cause for alarm. Yet housing has this perception of being low risk, pervading our cultural psyche. Something idiomatically described as “safe as houses” is viewed as guaranteed or risk-free.
When faced with the reality that property prices go up and down, sometimes fast and sometimes slow, we seek ways to explain the conflict with these cultural expectations. Assigning the label or “price bubble” shifts the responsibility for our own irrationalities back on the market.

Melburnians are twice as likely as the rest of the country to have a holiday home, the latest data from Roy Morgan Research shows.
It found 1 in 20 Melbourne residents (5.0%) have a holiday home.
The rest of Australia the overall holiday home-ownership rate is just 1 in 40. 
Some 2.8% of people in Sydney or Brisbane have a holiday home, ahead of 2.7% in Adelaide and 2.4% in Perth.
Only around 1 in 50 non-capital city residents have a holiday home.
Nationally around 560,000 Australians report having a holiday home.
Angela Smith, group account director consumer products, Roy Morgan Research, says aside from Melbourne, residents of Canberra and Hobart are also more likely than average to have a holiday home.

Melburnians love their holiday homes

When it comes to developing, we have all heard about the Development Application (DA) and the Construction Certificate (CC), but how and what exactly is involved with each council approval?
It is important to understand this process before you start developing.
The DA and CC are two very different approvals. If you find a DA approved site but the CC has not yet been issued, then you should understand that there is still a lot of work to do before you can start to build. Development Application (DA)  The DA is a request for permission to carry out proposed development. It also categorises the developments as requiring consent, developments not requiring consent (Complying Development, CDC) and prohibited development.
A development application is required for the following reasons:
<ul>
<li>Construction of new building or structure, including swimming pools, outbuildings,     retaining wall, jetties, etc</li>
<li>Add or alter an existing building or structure</li>
<li>Demolish a building or structure</li>
<li>Display an advertising sign</li>
<li>Change the use of an existing building or land</li>
<li>Carry out excavation, earthworks or adding fill</li>
<li>Development on or near a heritage listed item</li>
<li>Development within a heritage conservation area</li>
<li>Subdivide land or strata subdivide a building</li>
</ul>
A development application must consist of at least:
<ul>
<li>Completed application form and fees.</li>
<li>Copies of Site Plans indicating location of the proposed development on the land.</li>
<li>Copies of Plan/Drawings of the proposed development indicating elevations heights.</li>
<li>Other supporting documents (if required)</li>
<li>Construction Certificate (CC)  A Construction Certificate is required after the DA Consent is issued and before any building work is carried out.  You can apply for a Construction Certificate only if you have prepared detailed plans, specifications or engineering details. And importantly, if all the council and other service fees and charges have been paid.  This is where some first time developers may get caught out when buying a DA approved site. It's very important to understand the Conditions of the DA Consent and how they will impact the development.</li>
</ul>
The Construction Certificate certifies that relevant matters are adhered to, this includes:
<ul>
<li>The construction plans and specification comply with the relevant standards (ie Building Code of Australia);</li>
<li>The construction plans and specifications are consistent with the development consent; and</li>
<li>All conditions of the development consent requiring compliance prior to the issue of a construction certificate are finalised.</li>
</ul>
The CC is not required for complying development, where building details are covered by a  Complying Development Certificate (CDC).
If you are unsure of the planning process, then use a qualified town planning consultant or development project manager.

Planning your property permits

Over the past 12 months a total of 197,571 dwellings have been approved - the highest on record.
In August, dwelling approvals increased by 3%, according to the Australian Bureau of Statistics, with the yearly result up 14.5%.
CommSec economist Savanth Sebastian said that the latest economic data, in particular this lift in dwelling approvals, is encouraging.
"Dwelling approvals rose for the second straight month in August and hit record highs when viewed over the past 12 months. At the same time the trade deficit narrowed," he noted, saying that the fact approvals have consolidated over the last few months is positioning housing activity to be the "backbone of Australia's growth story over the coming year".
Dwelling approvals are now 24% above decade averages, and Sebastian expects them to lift even further over the second half of 2014.
"Lower interest rates, strong population growth, improving affordability, and pent up housing demand will see the housing sector gather pace over the medium term. In addition the recent cuts to fixed interest rates by the major banks will spur a further round of home building," he explained.
The approvals list will also appease policymakers, with an expectation than a lift in new housing stock would ensure more sedated price growth over the longer term as it shifts the supply/demand dynamic.
ANZ Research noted that dwelling approvals' increase was reflective of higher home prices and improved developer and home buyer sentiment, with strength in multi-dwelling units driving the result with 9.2% month on month growth.
House approvals fell 1.4% month on month.
"Looking through the volatility, higher-density approvals have been trending higher again in recent months, having previously reached a cyclical peak in late 2013 and then easing modestly. Meanwhile, the trend in house approvals continues to flatline, although remains at elevated levels," their latest research notes.
A solid pipeline of planning housing construction is expected, particularly for high rise apartments in Sydney, Melbourne and Brisbane.
The total value of non-residential building approvals did trend lower in August, now down 24% over the year, particularly in the commercial property sector.

Last year records highest ever number of dwelling approvals

Nila Sweeney, who has been editing Your Investment Property  magazine for the last eight years, is cautioning against buying this spring.
While she doesn't buy into the bubble claims, she has concluded there are simply way too many motivated and desperate buyers out there.

YIP editor cautions on spring property market exuberance

Businessman politician Clive Palmer and Sekisui House have traded small land holdings at Coolum in Queensland.
Sekisui has bought a 8100 square metre holding on the eastern side of David Low Way from Palmer Coolum Resort, to consolidate the site it requires for its proposed $1 billion, five-star resort.
Sekisui House has also sold a 1.1 hectare site, situated within the Palmer Coolum Resort land holding, to Coeur de Lion Investments Pty Ltd, Mr Palmer's company.
The sale prices have not been revealed.
The purchase would allow for improved site planning, Sekisui House's senior development manager, Evan Aldridge, told the Sunshine Coast Daily.
Sekisui House is yet to lodge a development application for the project.

LaSalle Investment Management has sold its 706-bay Melbourne car park for $17.5 million through Savills.
The eight-level, strata-titled property, <a href="https://www.realcommercial.com.au/property-offices-vic-melbourne-501264455" target="_blank">at 20-28 La Trobe Street</a>, was sold on a 2.78% yield to a local private buyer.
The 1,400 square metre site is leased to Secure Parking, but on a term that expires at the end of this year.
