Delivered in partnership with <a href="https://www.apartments.com.au/developers/development-victoria">Development Victoria</a>, the proposal would transform the prominent corner of Bell Street and Upper Heidelberg Road into a connected community comprising two residential buildings, generous public open space and shared amenities.&nbsp;

PDG unveils plans to transform landmark Ivanhoe Water Tank Site

Shane Wilkinson's <a href="https://www.apartments.com.au/developers/pace-development-group">Pace Development Group</a> has lodged plans for a major residential precinct on the former Presentation College site in Windsor, with an eight-building masterplan ultimately rising to 10 storeys.

The proposal at <a href="https://www.apartments.com.au/new-apartments/167-dandenong-road-windsor-vic-3181">167–187 Dandenong Road</a> spans a substantial 19,027 sqm site and is being progressed across six stages, with the first residential stages comprising 170 homes across four buildings designed by <a href="https://www.apartments.com.au/architects/cera-stribley-architects">Cera Stribley</a>.

Stage Two will deliver the bulk of the initial housing, with Building A comprising 81 apartments and Building B 49 apartments, both rising to six storeys.

Stage Three will deliver a further 40 homes. The heritage Nagel Building, identified as Building C, will be converted to 12 dwellings, while a new five-storey Building D will comprise 28 apartments at the Hornby Street and Dandenong Road corner.

The longer-term masterplan points to considerably greater density across the site.

Indicative plans show Building E accommodating around 80 dwellings across up to 10 storeys, while Building F is earmarked for around 120 dwellings and also up to 10 storeys. Building G is planned to range between four and 10 storeys, however its apartment yield is yet to be determined. That means the masterplan currently identifies at least 370 dwellings across Buildings A to F before any apartments within Building G are counted.

Across the 1.9-hectare site, that represents an indicative density of at least 194 dwellings per hectare, with the final figure to increase once the yield of Building G is established.

Pace is pursuing the project through the Victorian Government's Development Facilitation Program, with Urbis lodging a combined Section 96A planning scheme amendment and planning application on behalf of the developer, which secured the site earlier this year.

The application seeks detailed approval for Stages One, Two and Three, alongside approval of the broader masterplan framework that will guide the later residential stages. Stage One will see an existing heritage building adaptively reused for a wellness and fitness-related facility, while the broader precinct will retain several significant heritage buildings and established trees as part of the redevelopment.

A minimum 10 per cent affordable housing contribution is proposed across both the initial residential stages and the later masterplan stages, delivered through a discounted rental model.

The project comes immediately after a major change to the site's planning controls.

The site was rezoned to the Housing Choice and Transport Zone through Planning Scheme Amendment GC285, gazetted on July 22, 2026, and now sits within the inner catchment of the Windsor Station precinct under the State Government's Train and Tram Zone Activity Centres Program.

While the new controls identify large sites within the inner catchment for buildings of up to six storeys, Pace's masterplan pushes height to 10 storeys in parts of the site, with the taller buildings concentrated toward the centre and along the Sandringham railway corridor.

Lower-scale built form is proposed toward the site's more sensitive residential and heritage edges, with Buildings A and B generally stepping from three storeys at their interfaces to six storeys at upper levels.

Cera Stribley's masterplan breaks the development into a collection of separate buildings rather than a continuous built form, with landscaped spaces, new pedestrian links and a new publicly accessible road forming part of the precinct.

The planning report says the development will create new pedestrian connections to Elm Place and along the railway corridor, as well as a new publicly accessible road linking Elm Place with Dandenong Road. The proposed buildings will occupy around 54 per cent of the site, leaving a substantial portion available for landscaping, communal areas and permeable surfaces.

Urbis said the scale of the project reflected the site's strategic location close to Windsor Station, tram services and the Chapel Street Activity Centre, with the former school campus identified as a significant opportunity to increase housing supply on an underutilised inner-Melbourne site.

The Novotel at 65 Northbourne Avenue was sold by the sovereign wealth fund owned by Emirate of Abu Dhabi.
According to Canberra Cityscope, the Novotel Canberra, which includes the Jolimont retail centre, was built in 1983.
The six-storey building with basement parking is a 286-room hotel that was refurbished and extended in 2009.

Perth office sales tally down $600 million: Cityscope

The latest research from Newcastle Cityscope shows that commercial property sales have decreased in the three months to June 2015.
The most recent quarter had 25 sales at a total value of $22.2 million, as compared to 26 sales totalling $38 million in the three months to March 2015, though it is an increase from the 13 sales totalling $21.8 million for the quarter to December 2014.
This latest data brings the total sales value in Newcastle Cityscope to $142 million for the year, a decrease from the $151.3 million recorded the same time last year.

Newcastle commercial property activity ticking over: Cityscope

Alexander Poulakis, from the high-end fashion house Harrolds, has secured a dilapidated heritage Melbourne CBD offering, with intentions for a mixed-use retail, food-hospitality and office lane way complex.
It is Melbourne's last surviving flour mill set amid the once-thriving garment manufacturing industry.
The three-level commercial building at <a href="https://www.realcommercial.com.au/property-retail-vic-melbourne-501549975" target="_blank">2 Mill Place</a>, off Flinders Lane, near University Arcade, dates back to the 1840s.
It sold at recent CBRE auction for $4.02 million.
Its vendor syndicate included Melbourne architect Peter Christoff.
The building was once the outlet of the Flemington Meat Preserving Company.
It is one of <a href="https://planningschemes.dpcd.vic.gov.au/schemes/melbourne/ordinance/22_lpp20_melb.pdf" target="_blank">233 Melbourne lane ways</a>.

Harrolds secures Melbourne lane way mill offering

Property group Mirvac has bought the long-standing St Leonards headquarters of Leighton and an adjoining tower for $121 million, following on from its hugely successful Era project in Chatswood.
The 5000-square-metre CIMIC site, at 472 and 486 Pacific Highway, is currently two commercial office buildings, but rezoned for mixed use hat could yield more than 500 apartments.

Savills have sold a Melbourne CBD development site with a permit for a twin tower project incorporating 400 apartments.
It was likely to fetch more than $20 million, but secured $35 million.
Major UK student accommodation developer, Scape paid a record CBD land rate of $37,154 a square metre for a major CBD development site. The 212-222 La Trobe Street property, comprising a large 942 square metre site zoned Capital City 1 with five street frontages, is located directly opposite Melbourne Central shopping centre. The recently approved permit would see the construction of connecting Jackson Clements Burrows-designed towers of 39 and 54 levels on the site which stretches through to a second frontage on Little La Trobe Street. According to Savills agent Nick Peden and Clinton Baxter, the property offered the single best redevelopment opportunity to be offered to the Melbourne market this year.
The property, which has been privately owned for 31 years.
Expressions of interest closed June 10.

The deal, negotiated by Jamie Horton of Savills Office Leasing, comprises of 226 square metres of fitted out office space.
It was at a rental of circa $168,000 per annum net.
It was Brigt Australia’s first office premises in Australia, having had branches throughout Asia.
133 Castlereagh Street is a 32 storey "A" Grade office tower featuring column free floor plates of approximately 1,236 sqm.
Located between Market and Park Streets, the complex also features onsite childcare, secure basement parking, bicycle racks, showers, lockers and change room facilities.

Brigt takes Sydney office space through Savills

Berth, the prominent waterfront restaurant space in Docklands has been snapped up.
It was bought by a local Asian investor in a sale and leaseback deal negotiated by Colliers International. 
Colliers agents Guy Wells, Daniel Wolman and Oliver Hay negotiated the sale at a sub-7% yield. 
Situated on the southern side of Newquay Promenade, the 515sqm building is constructed over the waterfront within the Newquay precinct of Docklands.
The property was constructed on Crown land and is subject to a long term Crown Lease to 2101 having commenced November 2002. 
It was offered with a secure, long term lease to Berth that has been in operation for more than 10 years in Docklands, with a further 10 year lease plus options.
Development in the Docklands region began circa 2000 and since that time almost $9 billion worth of development has occurred.
This includes more than $2.4 billion worth of private development in 2011-12 which occurred across 16 projects totalling 350,000sqm of gross floor area, including about 1,500 residential apartments.

Saul Eslake, one of the Australia's most prominent economists, has left Bank of America Merrill Lynch after three and a half years.
The Australian Financial Review reported Saul Eslake announced his retirement from the firm on Friday.
He will return to his private consultancy business, based out of Tasmania.
BoAML Australia chief executive Kevin Skelton said Mr Eslake had significantly raised the profile of the bank's economic research department since joining the firm in late 2011. 
Saul Eslake, who was a former chief economist at ANZ Bank, and also did a stint at the the Grattan Institute, a Melbourne-based think tank, sold his Melbourne home last year to move back home to Hobart.
The authoritative voice on Australia’s housing market, sold his Malvern East home in an off-market transaction.
The property, at 25 Manning Road, sold for $2.7 million through Tim Derham, of Abercromby's. Eslake and partner Linda had paid $580,000 in 1995.
